Land surface deformation can be caused by underground mining activities. The maximum subsidence normally occurs directly above the location of the excavation of the coal seam. In the case where the longwall mining technique is applied, the magnitude and shape of the subsidence bowl are constrained by the longwall structure (pillar). This paper describes the use of satellite radar interferometry for monitoring surface subsidence due to underground mining, as a cost-effective geodetic technique and complementary to conventional ground surveying techniques. This paper uses data acquired by the current generation of SAR satellites û the European ENVISAT and the Japanese ALOS û to monitor ground subsidence in the southern highland coalfield in New South Wales, Australia. An accumulated DInSAR subsidence mine map is produced using six successive ALOS acquisitions. The results are post-analysed with the aid of geographic information systems (GIS) and validated using ground survey data.

The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

The Brukunga pyrite mine was operated from 1955 to 1972 to supply feedstock for sulfuric acid production in the South Australian fertilizer industry. Iron sulfide ore, mined by Nairne Pyrite Ltd, was finely crushed and concentrated onsite with the concentrates being sent by road and rail to Port Adelaide for roasting. Waste rock was dumped at two locations on the western side of Dawesley Creek and the tailings pumped to a valley-fill storage facility on the eastern side. Production of 1.5 Mt concentrate resulted in 3.5 Mt tailings and 8 Mt waste rock. The site has been administered by the South Australian Government since August 1977 and a lime treatment plant has been operated on the site since September 1980. Environmental issues arising from these operations included: diversion of Dawesley Creek to accommodate the waste rock dumps; dumping of low-grade sulfidic ore in waste rock dumps at the angle of repose immediately adjacent to Dawesley Creek; exposed fresh sulfide mineralisation in the quarry floor; tailings storage facility dam wall constructed by upstream up-lift using tailings and waste rock; an acid water pond sited on the tailings; and pollution of natural drainage. As a result, the minesite rapidly became a source of acid drainage and potential contaminants (sulfate, Al, Fe, Mn, Cd, Zn, and Ni). Various Government bodies have been responsible for considerable effort and expenditure in reducing the flow of acid seepage and contaminants into Dawesley Creek. Presently an estimated 60 per cent of seepage from the waste rock dumps, tailings storage facility and quarry is collected and neutralised prior to discharge into the creek. Tailings have been covered with waste rock, biosolids, neutralisation sludge and soil and planted with grasses, shrubs and trees to reduce rainfall infiltration. Monitoring of water flows, water quality and riparian ecosystems is on-going. Consultants have been engaged to develop cost-effective remediation techniques and a five-member Brukunga Mine Site Remediation Board was appointed to oversee remediation of the site and liaise with the community. Construction has commenced on the diversion of Dawesley Creek, and plans are being developed for the relocation of waste rock back to the quarry benches and upgrading of the neutralisation plant. The paper examines operations, environmental monitoring, remediation, research and community involvement with respect to current best practice.

Mark Westfield, writing in The Australian on 16 May 1994 stated: The role of the independent expert is crucial to Australia's investment system. When it falls down, there can be very dramatic consequences. The scope of these consequences was dramatically illustrated in the decision of Rogers J. at first instance in Cambridge Credit Corporation v. Hutcheson (1983) 8 ACLR 123 when the auditors of the failed company were found liable for breach of contract and faced a damages award of $145 million, well in excess of their insurance cover. No comfort should be sought in the fact that this decision was overturned on appeal, for the result of the appeal rested on whether there had been a causal connection between the breach of contract which had occurred and the loss suffered, rather than on the fundamental principle of auditors' liability. Thus: Those who prepare experts' reports in company cases carry a heavy moral responsibility, whatever their legal duties may be... Unless high standards are observed by those who prepare these reports, there is a danger that systems established for the protection of the investing public will, in fact, operate to their detriment through reliance placed on those reports and on the reputations of those who furnish them. In lending his name, the expert will often, as in this case, be lending a name to conjure With.

It is well documented that drill and blast outcomes affect the downstream mining processes of loading, hauling, crushing and grinding but it can also significantly impact on mine profitability via dilution, recovery percentage, lump generation (iron ore), fines generation (coal, iron ore), coal loss and final wall stability. Drill and blast must therefore be optimised to improve the overall profitability via positively impacting on productivity and saleable product generation. It is however, difficult to achieve this because of the complexity of the number of parameters that must be integrated and managed across the entire mine value chain, ie the concept of æMine to MillÆ. This paper highlights, via a simple case study, the need to have a mineÆs drill and blast system both in control (so that it is predictable to a high degree) and with minimal variability (so the design actually makes it into the field). This type of management control is essential prior to optimisation work being undertaken. The æTeam ApproachÆ is discussed to illustrate the methodology of achieving drill and blast optimisation. A case study is presented to illustrate the potential benefits of this approach which in this mine represented a 27 per cent reduction in powder factor with the downstream functions achieving higher productivity with the same or reduced maintenance costs. It is essential for Australian mineÆs to implement the appropriate management strategies and experienced personnel placement to ensure that their mineÆs drill and blast system is correctly managed to facilitate the optimisation of profit. Without this, the Australian mining sector will become increasingly uncompetitive.

Seismicity associated with deep block cave mining operations in hard rock can give rise to dynamic loading of the mining openings. A description is given of the source and damage mechanisms associated with such seismic events, and the possible demands placed on the rock support by the resulting dynamic loading. In addition, production level drifts are often subjected to large static deformations during mining. Appropriate support, able to sustain large static deformations, and capable of absorbing the energy released during dynamic loading, is described. The performance of these support types has been determined by means of large-scale dynamic loading tests, and large deformation static laboratory tests. Finally, a support system which is considered to be appropriate for extraction drifts in block cave layouts subjected to dynamic loading is described.

Coal mining legislation makes frequent reference to æSafety Management SystemsÆ but there is a chronic shortage of useful guidance material as to how these might be applied to hazardous exposures. Several studies have indicated that for each death that is reported as a result of an industrial æaccidentÆ, there are five deaths that caused by occupational exposures. Because the deaths from occupational exposures do not occur on site and often well after employment has ceased, they are generally unreported. Improved access to mortality data from coroners, the Australian Institute of Health and Welfare and superannuation service providers (early claims from death and total permanent disability), has given rise to some analysis of death and disability data that provides evidence that there are emerging opportunities to develop and improve safety management systems for hazardous occupational exposures. Issues explored include how safety management systems might be developed in relation to dusts and chemicals and other hazardous exposures to ensure the risk of disorders with long latency periods are reliably assessed and the exposures effectively managed. The current standards and guidelines which refer to safety management systems in general or to management of exposure related hazards are examined. Many standards are based on dose-response studies that provide for an acceptable percentage of workers to suffer adverse health outcomes. An alternative management system might be to apply dose-response relations to health surveillance to identify æat riskÆ individuals and effectively manage health and related safety risk at an early stage.

Both blast furnace and steel furnace slags have been used extensively and successfully on main line railroads in the United States for more than 25 years. Annually, these slags are being used as ballast at the rate of about 4 million tonnes of blast furnace slag and 1 mil- lion tonnes of steel furnace slag, much of it on main line with 90 metric tonne car loadings. More steel furnace slag would be used if it was available. Both slags meet all the specification limits of the American Railway Engineering Association. Actual use on high density rail- roads has confirmed the long range economics of their use. Comparison of laboratory tests, such as Los Angeles abrasion, with actual field per- formance has shown conclusively that commonly used laboratory tests can not be used to accu- rately compare the quality of various types of ballast materials.

The heart of mine ventilation science and technology is the protection of the life and health of the miner. Lung diseases that result from overexposure to various mine aerosols can largely be prevented by maintaining concentrations below prescribed limits. Maintaining safe aerosol concentrations depends, in part, on our ability to know what mine aerosol concentrations are in a timely and accurate way. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) has been developing several new tools to help miners monitor respirable coal dust, silica and diesel particulate matter. This paper will discuss three main topics. First, the latest results of the person wearable dust monitor (PDM), developed by Rupprecht and Patashnick under CDC contract. The PDM was tested side-by-side with conventional samplers at a number of US coal mines and results indicated that the PDM was comparable to conventional samplers. Second, improvements to the dust dosimeter monitoring technique that includes a new pump with built-in pressure transducer and algorithm to convert differential pressure to dust concentration have shown good precision. Third, advances in the use of the detector tube technique to monitor tailpipe diesel emissions and ambient diesel particulate matter show that strong correlations exist between differential pressure measurement and elemental carbon in the samples.

Considering the capital outlay, running costs and inherent difficulties of backfilling operations at depth the benefits need to be clearly established, quantified and then exploited. Expansion of Vaal Reefs Exploration and Mining Company towards even deeper, highly faulted ground, and the process of establishing codes of practice for the management of rockfalls and rockbursts, required that a sound support strategy be formulated. This paper describes the derivation of an overall backfilling strategy on Vaal Reefs. Use was made of experience gained over some 12 years with backfilling. Numerical modelling was used to estimate potential benefits of backfilling the deepest mining areas still to be extracted. In exploiting a probably unique opportunity, two contiguous mining areas bounded by the same major geological structures, were compared. One was extensively backfilled and the other not at all. Shaft sinking through a backfilled stope added another dimension to the database.

Determination of the sampling constant and liberation diameter are of importance when applying the Fundamental Sampling Error (FSE) equation to optimise sampling protocols. The method for the direct determination of the sampling constant is based on the æGy 50-pieceÆ experiment and variants thereof, which is generally known as the heterogeneity test. In the coarse gold environment, the heterogeneity test is prone to poor repeatability and bias due to the very heterogeneity that it aims to quantify. A key issue is the large sample mass that can be required in the coarse gold environment, which may reach 1 t or more. The heterogeneity test often provides an evaluation of the background gold grade heterogeneity, but understates that of the high-grade coarse-gold component. This is because the total mass of fragments is usually too small to represent the mineralisation. Despite this relatively well-known problem, heterogeneity tests are often undertaken on deposits where the presence of coarse gold is ignored, not fully realised or vastly understated. Sampling types and protocol designs are frequently based on poor quality data that do not match the characteristics of the orebody. The Henty Gold Mine, located in Western lasiuania use, uuiusatise solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. The initial paste fill design was based on the Bad Grund and Ranunelsberg Mines paste fill systems of Preussag in Germany and comprised pumping filtered tailings paste some 1.2 kin uphill from the mill to the mine portal, where cement was to be added before being distributed underground. The system was designed following initial testwork that was undertaken on a bulk sample of ore mined from the scar surface Sill Zone. Subsequently, during the mining of the Zone 96 orehody, it was found that there were significant mineralogical variations in the composition of the ore mined. Following processing, the resultant Icach residue caused significant changes in the paste rheology and therefore the pump and flow characteristics. An alternative solution was implemented that involved the use of agitator trucks to transport the cemented paste to the portal. This required modifications to the fill preparation system and also the underground distribution system. Laboratory strength tests of the HDPF using actual gold plant leach residue showed low early strengths were attained with HDPF containing only filtered leach residue. Therefore, high binder addition rates or an increase in the fill cycle time would be required to allow the fill to gain sufficient strength. A considerable amount of potentially acid generating waste rock also requires underground disposal. By blending the waste rock with the HDPF, the strengths were improved and the required cement addition rate reduced by about one-half. The potentially acid funning waste rock is encapsulated in the highly alkaline cemented paste, minimising the potential for acid generation.

The ore milled from the Lead Lode of The Zinc Corporation leases consists of a fairly granular mixture of galena, marmatite, chalcopyrite, tetrahedrite, pyrrhotite, pyrite, and lollingite with a gangue association of calcite, quartz, bustamite, rhodonite, mangan-hedenbergite, garnet, fluorite, mangal1o-calcite and apatite. The silver content of the ore occurs in three minerals-tetrahedrite, dyscrasite, and pyrargyrite, the last two mentioned occurring in microscopic association only. Other metallic and gangue minerals are also present in this complex mineralogical association, but do not influence the milling operations. Fortunately, the silver minerals favour the galena and chalcopyrite as their host minerals, thus facilitating the recovery of both copper and silver in the lead concentrate. The ore from the Lead Lode assays from 14-18% lead; 3·0-4·5 oz. silver per ton, and 9·5-12·0% zinc.A parallel lode, known as the Zinc Lode, is well developed in The Zinc Corporation leases. This lode assays from 6-8% lead, 1·5 oz. silver per ton, 18-25% zinc with a siliceous gangue. The common Lead Lode gangue minerals-ealcite, rhodonite, bustamite-are very rare in present underground exposures. No metallurgical work was done on this ore during the pilot plant operations.The aim in the milling process is to produce: 1. A lead concentrate with the maximum economic recovery of lead, silver, gold, copper and antimony, and minimum zinc content.2. A zinc conc,entrate with the maximum economic recovery of zinc, cadmium, and cobalt, and minimum iron, arsenic and fluorine content.3. A waste residue containing sufficient granular material to be utilized as underground fill.In considering the economics of the milling practice the above three requirements plus consideration of the tariffs submitted by the purchasers of concentrates were the deciding factors in the evolution of the present milling practice.Towards the end of 1924 The Zinc Corporation Limited added to and adapted the old zinc tailings plant for the treatment of 5,000 tons of crude ore per week. This plant, which operated until January, 1936, was in general principles similar to the standard Broken Hill methods of ore concentration, whereby the galena was recovered by the gravity concentration methods of Hgging and tabling with selective flotation concentration of the residual galena and marmatite. One important difference from other Broken Hill plants was that the primary grinding of the jig tailing was performed with flint-loaded mills operating in closed circuit with revolving screens. This paper addresses, in particular, the influence of winding depth on the selection of head ropes for Koepe winders. Because this is just one aspect of winder design that affects the operational safety of the winding system, the paper starts by considering all the issues governing the life and safety of the winding ropes. Regulations from a variety of countries are reviewed and comparisons of the legislated rope factors of safety and their variation with winding depth are made. This is followed by a discussion of the typical observed mode of in-service deterioration of Koepe head ropes. This mode of deterioration is due to fatigue and is influenced by the load range occurring in the ropes. Parameters contributing to load range are discussed and the influence of winding depth is highlighted. Lessons learned from early experience with very deep Koepe winders in South Africa are recalled. Predictions of load range as a function of depth are made, from which general rope life predictions are made for ropes selected by conventional national factor of safety requirements. This is illustrated in graphs comparing rope life as a function of depth. Typically a reducing life with depth is predicted. A rope selection strategy is advocated, which is based on achieving a constant rope life irrespective of the depth of wind. A new factor of safety (or rope design factor) equation is prepared that has the trend of increasing with depth. This proposed equation is compared with other published proposals that promote an increasing rope factor of safety with depth. It is shown that smoother winder drive controls enhance winding rope life and this improvement is quantified. The paper concludes by pointing out the consistency in predicted and observed life of winding ropes selected in accordance with legislated factor of safety approaches. It recommends the adoption of a new rope design factor equation for rope selection, to be used in conjunction with appropriate codes of practice for winding rope condition assessment and for the design, installation, operation, maintenance and testing of Koepe winders. The new rope design factor equation approaches a limiting economic depth of wind at shallower depths than the existing Koepe factor of safety approaches. However these older approaches æbuild-inÆ a reducing rope life with depth. The new rope design factor is therefore a more consistent way to select Koepe ropes and to evaluate economic trade-offs between Koepe and conventional double-drum or Blair winding systems.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

Variable bench heights, interaction with underground workings and a steeply dipping orebody are challenges faced daily by geologists at Xstrata Zinc’s Black Star Open Cut (BSOC) Zinc/Lead/Silver mine in Mount Isa, Queensland.BSOC has been in operation since late 2004 and was developed to extract the surface extents of the Zn/Pb/Ag mineralisation mined in the underground lead mine. To date many large scale stopes and extensive development drives have been intersected and successfully mined. The stratigraphically hosted orebodies strike in a north-north westerly direction, dipping ~75° west. Ore production from the pit is currently at 4.5 Mt/a.Historically, sampling was conducted using a multiple spear technique from blasthole cuttings. This method proved to be relatively reliable when blasting benches at a consistent height, but a requirement to vary bench heights to safely collapse and then mine through underground workings reduced sample representivity to unacceptable levels.The purchase and commissioning of a production rig which had been converted for reverse circulation (RC) has allowed for the flexibility of a small rig, with the capacity to easily drill 48 m holes while ensuring sample quality. Sample quality is not the only benefit of introducing RC grade control. By collecting grade control data well in advance, informed decisions can be made by planning, drill and blast and mining departments weeks beforehand, rather than hours before firing. Additionally, seeking operational value to offset higher drilling costs has proved positive with benefits including increased confidence in orebody wireframes, accurate tonnage and grade for proceeding five benches along with the ability to representatively test metallurgical response on a tight grid spacing.

Longstanding occupational health challenges of the underground hard-rock mining sector require both an analysis of historical data to assess evidence of linkages between the source of the problem and subsequent illnesses, as well as investigating the means by which health risks to workers can be eliminated or minimised. This paper refers briefly to a recently established National Health and Medical Research Council (NHMRC) sponsored Epidemiological Study into the incidence of Lung Cancer, contracted by mineworkers in Western Australia (WA) due to the inhalation of diesel exhaust fumes from 1996 to 2012. Thereafter it reviews current knowledge of the nature of the challenges facing those responsible for the health and wellbeing of underground hard-rock miners in WA, commencing with the recent categorisation of diesel exhaust as ‘Carcinogenic to Humans, Group 1’, by the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC). An attempt is also made to explore how the challenge has changed with the adoption of more advanced engine technologies, including the increased generation of ultra-fine volatile organic and other nucleates, submicron carbonaceous agglomerates and toxic gases.The compounding effect of using the mine decline access entry as both the primary ventilation intake and haulage-way is also discussed, as is the need to develop a more appropriate metric for regulating diesel engine emissions. Block or panel caving technology is far removed from that of the top slicing and block caving of the late nineteenth or early twentieth centuries. The rapid mechanisation and expansion of these methods in the late twentieth century was as much a result of the change of the technology of the unit operations of development, ground support, drilling and blasting and transport as it was of the advances in geotechnical understanding and practice. The small footprint gravity and scraper block caving mines with boundary weakening, rail transport and shaft hoisting of the early to mid-twentieth century have been replaced by massive high lift panel caves using preconditioning of the ore, large load-haul-dump units, adjacent crushers and conveyors to surface. The presence of high concentrations of dissolved ions in groundwater, sea water or recycled water may alter the water structure, particle surface wettability and colloidal interactions between bubbles and particles and can have a significant effect on mineral flotation. While the impact of water quality on the flotation of precious and base metal minerals is well established, no relevant published study exists currently regarding the effect of water salinity on the flotation of rare earth bearing minerals. This paper attempts to quantify the effect of water quality variation on flotation recovery and grade of rare earth minerals and gain an understanding on which ions existing in saline water affect flotation behaviour. Specifically, it is aimed at investigating the effects of water quality on the flotation of monazite in the presence of cations such as Ca2+, Mg2+, K+, and Na+. Flotation tests, zeta potential measurements, and adsorption tests were performed to explain the flotation behaviour. It was found that monovalent ions such as Na+ and K+ have negative impact on rare earth minerals recovery and grade. With commodities suffering dramatically low real prices, mining business margins are under intense scrutiny. Unfortunately, management systems developed early this century for manufacturing are driving counterproductive behaviours that choke productivity. The paper and presentation will explain this and present a proven methodology for increasing productivity. This will be supported by operational examples from Australian and American mining management to demonstrate the importance of modern business performance measurement and analysis systems. It will explain the importance of management systems in driving organisational change to sustain superior productivity and margins. The paper will explain why many executives and managers confuse production (a measure of volume) with productivity (which measures efficiency and effectiveness). It will explain how this and other counterproductive managerial and operator behaviours and attitudes are driven by traditional business management systems exacerbated by managerial and consulting fads. The paper will begin with the simple principle that to improve results one needs to first improve the process producing the result û and will show how this is often violated. Improving productivity then boils down to:accurately identifying opportunities using sound, modern measurement, analysis and reporting systems; methodically improving operating and commercial processes, and changing peopleÆs behaviours and attitudes to sustain changes in practices. The paper will include fundamentals of applying sound measurement and analysis to:processes directly, eg cycle time charts and their impact in cyclical (non-continuous) operations commonly used in rock breakage; drivers of productivity; and process results themselves since correct analysis identifies opportunities accurately. The paper will cover the importance of practical leadership and the need to follow a simple, solid plan for changing systems that drive behaviour. Overall, it will highlight use of modern performance Measurement, Analysis and Reporting systems to drive behaviours and improve margins - without capital investment û and make executive and managerial work easier and more effective.
