The 15-year long debate between the industry, Government and Aboriginal people about the rights and wrongs of Land Rights, the right of Aboriginal people to control development on their land and the relationship between the parties, has been long and often bitter. It has so far been a war of words and often the truth has been the first casualty. This paper looks at the debate and presents the perspective of Aboriginal people, as well as looking at how the industry and Aboriginal people can work together for everyone's benefit. It addresses such matters as: ò why Aboriginal people believe they have the right to control development on their land; ò the perception that Aboriginal people are anti-development; ò the perception that Aboriginal land is 'locked-up'; and ò how companies can negotiate with Aboriginal people.

In this paper current net present value (NPV) based mine valuation techniques that take into account market and private risk are discussed and analysed. Potential pitfalls that arise from the application of a portfolio, market or commodity based risk metric to a mining project are identified. An alternative non-simulative framework for quantifying and factoring market and private risk in NPV calculations is proposed and then applied to a hypothetical case study in an attempt to overcome identified pitfalls. Mathematical proof that a static discounted cash flow (DCF) calculation can underestimate or overestimate mine NPV is presented, the conditions for each are outlined and the degree of underestimation defined.CITATION:Dube, T Y, 2012. Copper sulfate is traditionally used to activate various types of sulfide minerals. The list of users includes Falconbridge Sudbury operations, where copper sulfate solution is added to the pyrrhotite/pentlandite middlings at the scavenging stage. Results from some batch tests reported in the literature suggested that copper activation is helpful for the improvement of pentlandite recovery, especially in the difficult to float fine particle range. Any improvement in pentlandite recovery is important since it is the main nickel bearing sulfide mineral. The impact of copper sulfate for this function has been investigated. Since the focus of current investigation was the flotation behaviour of minerals at the scavenger stage, rougher flotation was kept as constant as possible at two different weight recoveries, namely 13.2 per cent and 15.5 per cent that is relevant to industrial practice. Samples taken during batch testing were extracted using DETA and flotation products from selected tests were analysed to determine the recovery by size behaviour in relation to the use of copper sulfate. Results provide significant evidence that the addition of copper sulfate to these middlings does not yield greater nickel recovery, either on an overall or specific particle size basis. It is concluded that copper sulfate is wasted in the process and that self activation behaviour of the ore at a slightly reduced pH is sufficiently significant to maintain the scavenger recovery of pyrrhotite and pentlandite at desirable levels. Results obtained from limited circuit trials have shown supporting evidence for this conclusion.

The Yara Siilinjärvi plant is located in the central part of Finland. Siilinjärvi is Western Europe's only apatite mine and annually it produces 1 Mt of apatite concentrate, which creates approximately 10 Mt of tailings.At the beginning of 2017, tailings handling in Yara Siilinjärvi was brought to a new era, by replacing the conventional tailings storage facility with a new tailings treatment plant. The new high-density tailings disposal system with two paste thickeners increased the percentage of solids in the slurry from 45–48 per cent to 66-68 per cent, making it possible to deposit as a paste. This extended the life-span of the current tailings storage facility by 15 years; from 2020 to 2035.This paper presents the storyline of the Yara Paste Plant Project. The project began with laboratory testing and then progressed to pilot-scale thickening and beaching trials. After some successful pilot trials, the final process design was implemented. Process instrumentation and automation played a key role in the project, as the aim of the Yara Project was to make the plant operable remotely from the main plant. An advanced control system is needed to maintain process stability and the desired operation point in various operational circumstances.This paper discusses the results from the Yara site since the new tailings treatment plant commenced. Some of the main points are that the operation has been running consistently with an underflow solids content of 66-68 per cent, with average beach slope angles of 3.5 degrees in the tailings disposal area. This control system additionally facilitates minimum use of flocculant, which delivers significant savings to operating costs. Robust thickener operation also leads to the trouble-free high-density pumping and high availability of the Paste Plant. During the first year of operation, the plant’s availability has been very good, over 97 per cent.Currently, the plant still has its own staff working there during the daytime, but the Paste Plant is now already operated remotely during the night shifts. Acoustic Emission structural integrity evaluation tests rely on the validity of the detected acoustic emission data and the ability of the practitioner to both analyse and interpret the data to make a correct decision on the future use of the structure tested. Unfortunately with acoustic emission surveillance testing, it is not possible to know that all the available data has been assessed property. The equipment sensitivity, threshold settings, and event capture capacity, when combined with the decision making ability of the operator in real time, make it very difficult to achieve reliable integrity evaluation. The main problem is to interpret the data and so any monitoring system should involve expert systems in conjunction with both acoustic emission and other operational monitoring data to maximise the utilisation of the large amounts of information now available from operating plants, mines and structures.

Ok Tedi Mining Ltd has been using flotation for the production of copper/gold concentrates from a complex copper sulphide ore for several years. During this period, much effort has been devoted to metall- urgical treatment of the ore. This paper examines some of the mineralogical aspects of the sulphide minerals in the ore using the electron microprobe analyser. Results have revealed the complexity of the copper sulphide minerals and in particular, chalcocite. Analysis of both plant and laboratory flotation products has provided further insight into the effects of mineralogy on the flotation of copper and iron sulphides. A significant observation is that some of the pyrite minerals apparently exhibit natural floatability. The implications of the mineralogical characteristics of the sulphide minerals on the flotation of the ore are also discussed.

The Canahuire epithermal Au-Cu-Ag deposit in southern Peru is a complex and challenging deposit for metallurgical studies. It has issues of gold locking in sulfides and non-sulfides, deleterious elements and acid rock drainage (ARD). From scoping study to feasibility study, there has been considerable improvement in the understanding of the important geometallurgical characteristics that need to be measured and modelled. This paper presents the current understanding and the requirements to continue to provide optimal models for mining studies.Significant effort has been put into understanding the genesis of the deposit. Improved spatial and temporal understanding of lithology, alteration, structure and mineralogy was used to build a geological and alteration model of the deposit.Early metallurgical programs quantified the effect of head grade on process plant recoveries, but the geometallurgical and statistical analyses did not identify other physical characteristics that influence these recoveries. The studies improved the understanding of the nature of locked gold which can occur as minute inclusions (< 5 ¦m) in sulfides (primarily pyrite with lesser arsenopyrite, pyrite being 100 times more abundant than arsenopyrite) and gangue minerals (quartz and carbonates) as well as solid solution in arsenopyrite and pyrite.The presence of pyrite and the limited buffering capacity of waste rocks increases the potential ARD, which will require mitigation costs before, during and after operations. Waste rock ARD potential has been classified and incorporated in the geometallurgical model. The current classification of waste rock at Canahuire, using international classification standards, is limited due to the complexity of the deposit.Complex deposit metallurgy necessitates a complex process flow sheet, including flotation and cyanidation. Economic recovery will be constrained by the relationships between economic variable grade, other elements and mineralogy. These constraints and inter-relationships are difficult to establish throughout the deposit with a single test. A follow-up geometallurgical program is under investigation and will attempt, with the help of additional test work, to map areas of higher and lower recoveries. It is hoped that metallurgical response can be linked to measurable parameters other than head grade. THE problem of satisfactorily eliminating the fumes and dust which are unavoidably produced in various metallurgical and manufacturing industries is one which has received considerable attention in the past, and has been the subject of much investigation and research. The solution of this problem was urgently desired for two reasons, the principal one being the fact that a considerable percentage of the total process losses in many industries was represented by the commercial values of the fumes and dust that escaped from the stack.The other reason is that, in some instances, the emission of the matter is regarded as objectionable. Various methods have been designed with a view to solving the problem thus presented, and the latest development that has beendesigned is the process of electrostatic precipitation. Continued investigational and developmental work with this process has already demonstrated its applicability to many industries, and new uses to which the process can be put are being opened up. Its use is already widespread, and the economic success that has attended its application in most instances would indicate that its use will become more general in the future.It has proved its ability to treat gases over wide ranges of temperature, and has successfully handled various types of fumes whose chemical characteristics differ very considerably. In many processes it has now come to be regarded as standard equipment.HISTORY OF ELECTRICAL PRECIPITATIONThe first recorded observations on the influence of an electrified insulated wire on gases containing solid particles in suspension was made as early as 1824 by Hohlfeld, in Leipzig. He found that, if he electrified a wire hung in a bottle filled with smoke, the smoke cleared rapidly, and a deposit formed on the sides and bottom of the bottle.

An experienced drill operator is able to make a log of a drill hole defining physical properties of the earth such as hardness or structure as they vary with depth. This log is based on intuition or how the drill æfeelsÆ. Rock characterisation using measure while drilling (MWD) parameters aims at refining this intuition into a package that accurately defines the properties of the subsurface as the drill bit propagates. Subsurface investigation using MWD parameters aims to combine physical drill parameters: Pull down force, rotary speed, penetration rate, torque and vibration in such a way to yield real time rock properties. MWD is investigation in its most primitive form, put simply MWD is merely a physical probe æfeelingÆ what the rock mass is at depth.

His family on the paternal side settled on land in Western Australia in the middle of the last century. His family on the maternal side were part of the W.A. goldfields scenc, including places such as Kanowna, and the Great Fingal mine, near Cue, where his grandfather lies buried.The combination of land and mining environments may perhaps have contributed to an innate interest in geology shared by Tim and his two brothers, all of whom became geologists.Tim showed an early liking for mathematical and geometric subjects, and in his B.Sc. studies at the University of Western Australia he took a major in mathematics along with geology in 1940.His first job was on the Kalgoorlie Golden Mile, and then at Norseman. After serving as a flying boat navigator in the north and south Pacific theatres in World War II he returned to Kalgoorlie and thence to Broken Hill.

The Kingsgate molybdenite pipes are considered on petrochemical data and field occurrence to be, possibly, epi-magmatic plutonic offshoots grading into hydrothermal bodies. There is reason to believe that the ore is derived from a highly acid granite of type similar to that of the tin bearing areas of northern New England. The mineralogy, microtextures and paragenesis of the ore are discussed.INTRODUCTIONThe Kingsgate Mining Field is situated in steep, heavily timbered terrain 18 miles E.N.E. of Glen Innes and 430 miles north of Sydney. Bismuth and molybdenum ores were discovered at Kingsgate (Yarrow Creek) in 1877. Subsequently some 50 pipes were developed yielding tonnages which at the peak of operations, 1905 to 1920, rivalled production from the rich deposits of northern Queensland.Attempts to revive the field have been made periodically and small parcels of ore have been forthcoming.' During World War II demand for piezioelectric quartz again focussed attention on Kingsgate but twinning and other imperfections of the quartz prevented all but a minor exploitation of the otherwise noteworthy crystals of this locality.There is reason to believe that the ore at Kingsgate is not exhausted through exploration and mining costs would probably be high due to the capricious nature of the pipes and to the irregular distribution of rich ore shoots within them.

For certain applications, steels have to feature a very distinct and well-defined level of cleanness in terms of the number and composition of non-metallic inclusions. Therefore, one crucial aspect of steelmaking is removing and controlling said non-metallic inclusions during the process. Particle removal during ladle refining comprises three stages, namely: 1. Flotation 2. Transport through the steel/slag interface 3. Dissolution of the particle in the slag. Only if all three stages are completed the particle can be considered as fully removed from the steel melt which, in turn, leads to the slag being one of the most influential parameters for inclusion removal and control. Depending on the composition of the particles and the slag, the dissolution can be controlled by different mechanisms. This study focuses on the diffusion-controlled dissolution of solid oxidic particles in slags. For this, a model of particle dissolution has been developed. For modelling diffusion, either the differential equation following Fick’s second law can be solved, or an analytical solution to this equation valid for stationary interfaces can be used. Both approaches allow for calculations of concentration profiles of the dissolving species in surrounding slag. From this, the mass flux can be derived, which finally leads to calculating the boundary layer velocity due to considerations of mass balance. In this work, both methods as well as results of dissolution experiments using High Temperature Confocal Scanning Laser Microscopy are compared. This research aims to provide a framework for diffusion-based dissolution modelling in further expanding the understanding of particle dissolution in secondary metallurgy.

The Mt Todd Gold Project is located 42 km northwest of the township of Katherine within the Northern Territory of Australia. It is situated in the southeastern portion of the Pine Creek Geosyncline. The Batman gold deposit, the largest of several deposits at Mt Todd, hosts an identified mineral resource of 92.9 million tonnes (Mt) grading 1.4 grams/tonne (g/t) as at 31 December 1993. Host rocks at Batman are assigned to the Early Proterozoic Burrell Creek Formation, comprising greywacke and siltstone interbedded with shale. Gold mineralisation is associated with a very broad zone of sheeted and stockwork quartz-sulphide veins that occupy a corridor of intense brittle fracture and faulting. A conceptual model of formation involves the dilation of joints and micro-faults within overlying sediments during sinistral movement along a basement shear zone. Synchronous granite intrusion generated convective circulation of crustal fluids through the sedimentary pile resulting in the formation of auriferous quartz veins within favourable structures. The Batman zone of mineralisation is not directly related to fold structures which typify several other major gold deposits within the Pine Creek Geosyncline.

This paper identifies the challenges and opportunities for mining companies and communities in investing in human rights compatible, credible, effective and representative company-community relationships.   The paper draws on the work of Professor John Ruggie, Special Representative to the United Nations Secretary General on Business and Human Rights, and his Protect, Respect and Remedy framework for business and human rights, The CDA Collaborative Learning Project, and the experience of Oxfam Australia. This paper begins with the premise that Australian companies commence operations offshore with high expectations and a willingness to work harmoniously with local communities. However, as companies increasingly engage in global operations - particularly in weak governance and conflict zones - the challenge to establish and sustain rights compatible, meaningful, corporate community relationships and grievances mechanisms becomes both more complex and necessary. Establishing trust and honouring commitments made to communities, including legacy issues, is a critical component in good corporate community relations.   The second part of the paper will identify some of the impacts and challenges of mining that need to be addressed in corporate community negotiations and consultation. Respect for indigenous people's rights and their right to give or withhold consent for a project to proceed is increasingly evident, as is the growing global expectations with regard to revenue transparency. As such, key challenges include: grievance mechanisms; free prior and informed consent; transparency and accountability; the gender impact of mining; resettlement, compensation and benefit sharing; and security issues.   Finally, the paper will provide practical guidance to companies on how to establish effective corporate community relationships. It will include examples, such as human rights impact assessments, gender impact assessments, and establishing local level grievance procedures. The paper will include an Oxfam Australia case study of a dialogue mechanism at Tintaya copper mine in Peru.

Sustainability will become a more stringent issue in mine planning over the next 40 years. The evidence of this is apparent in State and Commonwealth government policies now emerging in respect to water, green house gases, waste and other process emissions. The mining industry has developed policies such as æEnduring ValueÆ, which go some way towards establishing a framework within which mining can continue to be an underpinning strength within the Australian economy. However, the demands of new policies are directed at extending sustainability in ways that will change the way in which projects are implemented. This paper examines the nature of new policies aimed at water, energy and emissions, considering examples of where mining practices have or may change in order to meet new objectives in resource efficiency. Important issues will, as always, be the international price competitiveness of the mineral resources being produced but, where this is now devolved around mining and processing costs, these costs may in the future be strongly correlated to the nature and cost of local energy resources compared with those in Australia, the ability to mitigate and minimise water resource use and environmental impacts deriving from emissions and the veracity of competitor nations in meeting the same standards of performance in resource efficiency usage and in emissions control. As these systems bed down internationally mining in Australia will need to concentrate, amongst other things, on finding higher grade orebodies and on better technologies to release the value of lower grade ores. For our mining industry to remain strong, greater expenditure will need to be focused on these objectives. Finally, it will be important for the industry to remain vigilant and proactive in directing government policy development to ensure that practical objectives in mining are not curtailed unnecessarily through ignorance of mining market precepts developed over the centuries of mining operations.

This paper will examine the prospects for Queensland's non-fuel mineral industries as we approach the 21st century. The opportunity for growth is unprecedented. Exploitation of recent discoveries, proposals and developments in downstream processing are predicted to contribute to a doubling of the State's mineral exports to around $10 billion by the year 2000. In 1995 - 96 the value of Queensland's mineral production was $6 billion, comprising $1892 million metallic minerals, $127 million non-metallic minerals and $4 025 million total fuel minerals. For many years Queensland has been among the world's major producers of copper, silver, lead, zinc, bauxite and mineral sands. Recently Queensland has become an important producer of magnesia. Queensland's ability to compete results from its location close to rapidly developing Asian markets, the diversity of its major minerals and an increasing ability to add value to the resources base using competitively priced energy. Northwest Queensland is one of the richest base metal provinces on earth following the recent discovery of five world-class orebodies. Of these deposits, Osborne (copper-gold) has commenced production and Cannington (silver-lead-zinc) and Ernest Henry (copper-gold) are scheduled to be developed by 1997. Century Zinc Limited and the Queensland Government are negotiating with native title claimants on the development of Century (zinc-lead-silver). Expansion is in progress at the Mount Isa copper mine (renamed the Enterprise) and copper smelter and a high analysis fertiliser project may be developed based on Phosphate Hill. Korea Zinc Company Limited has reached agreement to construct and operate a 350 000 Mtpa zinc smelter/refinery near Townsville. There are future expansion prospects for the vertically integrated major industrial mineral operations based on Weipa bauxite and Kunwarara magnesite. Upgrading of the Boyne Island aluminium smelter will require a doubling of alumina consumption. Downstream processing options for Kunwarara magnesite are being investigated and are expected to lead to increases in production and the manufacture of a range of value-added products. At the Yabulu refinery near Townsville, nickel and cobalt production using imported ore is to be increased and a commercial cobalt plant is to be built. Additional opportunities for further processing and manufacturing are associated with proposed new mines at Ely (bauxite), Skardon River (kaolin) and Goondicum (ilmenite). Recently discovered resources of zeolite and perlite also offer exciting development possibilities. Other manufacturing opportunities such as glass and ceramics based on local and plentiful clay and silica sand could replace imports. Silica sand at Cape Flattery is currently exported and production is expected to double.

The history of mining is rightly proud of its achievements in improving productivity and cost improvements over the years. No matter what measure is used, tonnes per manhour, cost per tonne, etc vast improvements have been made over the last hundred years. In fact over the last ten years in Australian coal mines raw coal output per employee has increased by 60 per cent. When one examines why these improvements have taken place the principal reasons have been technological advancement in mining equipment, excavator and dump truck capacity increases, longwall and continuous miners continually improving in reliability and size. Of course all these improvements are correlated to an increase in capital cost. Even with the above-mentioned advances the pressure for increased performance is as strong as ever. The international mining and mineral-processing sector is currently operating in a recessive market with some traditional commodities, eg gold trading at 20 year lows. During recessive times senior management will demand greater returns on capital employed: the obvious choices being reducing costs or increasing throughput. In addition, head office environments will often place a capital freeze on operational management so the opportunity to take advantage of technological change is not available. The challenge is, therefore, to increase throughput and cut costs without the need for capital. The answer is to optimise the existing labour and plant. If done systematically a result in productivity improvement, in our experience, as high as 45 per cent can be achieved with the average across South East Asia and Australasia being 21 - 23 per cent. The intention of this paper is to present a systematic approach to labour and machine utilisation thereby gaining the greatest possible return on the existing capital base.

The Woodcutters deposit, 65 km south- southeast of Darwin, N.T., consists of a series of veins of pyrite, sphalerite, and galena with some silver, cadmium, antimony, and arsenic minerals. The veins are hosted by the Early Proterozoic Whites Formation, a sequence of black slates with interbedded carbonate rocks and minor ash tuffs. The known orebodies occur about 300 to 500 metres above the contact of Whites Formation with the underlying Coomalie Dolomite, which consists of dolomite and magne- site. The stratigraphic setting is lithologic- ally similar to that of the Mt. Isa deposit, Queensland. The orebodies are replacement veins occ- urring along fault and dyke structures which are sub-parallel to the axes of a double-nosed faulted anticline. The orebodies are in part associated with two unusual carbonatized lam- prophyric dykes. The dykes were intruded after the fold and its slaty cleavage were formed. The ore has replaced the dykes and host rocks and is therefore late-stage hydrothermal miner- alization. The known orebodies are open at depth. A "bonanza" of high-grade ore occurs at the upper part of the largest orebody and is currently the subject of an open cut mine planning study by a consortium of companies headed by Nicron Resources Ltd.

The paper briefly summarises the work of the Titanium Research Section in the Metallurgy Department of the University of Melbourne and mentions the development of a new electrolytic process for titanium production. This process utilises the "hot-spot" cathode technique and titanium carbide anodes. An introduction is given to three further papers on titanium metallurgy to be presented to the Institute.INTRODUCTIONThe unique combination of strength, lightness and corrosion resistance possessed :by titanium and its, alloy has made them of great interest to engineers. However, high cost, difficulties of production and limited knowledge of techniques of application restrict their usage at present almost exclusively to high priority armaments.The cost of the metal is divided between extraction and processing and much research has been carried out to devise new and cheaper methods for winning the metal from its ores. Processing costs will be reduced when production volume increases.Extraction research is proceeding rapidly overseas and Kellogg (1955, p. 72) reports that 'at least seventeen companies in the U.S.A. are interested in titanium production. Of these, two are producing the metal by a modified Kroll process, three are building Kroll plants and the remainder are in various stages of research activity. The Horizons Corporation alone is contemplating electrolytic extraction and is building a pilot plant. Steinberg et aI. (1955, p. 252, p. 332) have reported the early work done by the HorizonsCorporation on electrolysis of potassium fluotitanate and titanium monoxide in fused salt electrolytes. Of these two, the former appears to be the more attractive process.
