In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

"Various approaches are used in the industry for establishing procedures (sample mass estimation and method of subsampling) for sampling and analysis of gold ores. The key factors that determine the accuracy of the results that can be expected for a given set of procedures are widely misunderstood.Recent developments in sampling theory show that the estimation of the accuracy that can be expected for a given gold ore as a function of sample mass is actually a simple matter. For a given sample mass, the accuracy that will be achieved depends only on the grade of the ore and the range of masses of the grains of the gold in the ore. This, of course, demands that a reasonable estimate of the distribution or spread of gold grain masses in the ore be known. But this is something that should be known if the gold is to be efficiently recovered in the processing plant.This paper provides a simple explanation of the real facts about sampling of gold, either in the field or in the plant, and provides results for a number of cases of combinations of fine and coarse gold in an ore. The discovery of the Cuffley Lode at Mandalay Resources Costerfield Operations provided an opportunity to extend mine life via mining the offset depth extension of the previously worked Alison Mine. Access from the existing Augusta Mine placed the initial Cuffley underground workings at approximately 250 metres depth from surface. As the new orebody transitioned towards production, a secondary means of egress needed to be established. The depth of the initial capital development presented a challenge in establishing a secondary means of egress that could be confidently relied on. The availability of land to locate a surface shaft collar further reduced available options and geotechnical drilling further limited suitable shaft locations. Time limiting factors such as permitting and having a secondary means of egress in as soon as possible, further highlighted that an innovative secondary means of egress was needed. A consideration of using an emergency gig lowered by a suitable sized crane supplied by an external crane contractor was investigated and found to be a suitable outcome. This Emergency Gig was deployed via the Cuffley Return Air Raise. When trialled, the emergency gig was found to provide a reliable, repeatable extraction method with an acceptable level of risk. Issues discovered during such trials further improved the process to a point where this extraction method became the adopted secondary means of egress for additional lodes that existed at depth. When assessing possible methods of secondary means of egress, the use of a third-party crane and custom designed and fabricated emergency gig should not be discounted. Where a crane can be sourced within an acceptable timeframe, the emergency gig extraction method provides a reliable safe and cost-effective means of secondary means of egress, especially when multiple shafts are to be developed. Local laws may negate the ability to employ such a system, although it is believed with good communication and well-constructed risk assessments, this system can be safely deployed.

In many mineral processing operations, the reported production figures for an accounting period may not make the best use of available data. While most of the mathematical approaches, such as check-in/check-out, mass balancing, used in effective metallurgical accounting strategies are well understood, the sources and magnitude of measurement errors generally are not. As part of the æAMIRA P754-Metal Accounting and ReconciliationÆ project, a study was undertaken at the Northparkes copper/gold concentrator near Parkes, New South Wales to examine the data used in their concentrator metallurgical accounting system. This paper summarises the results of a detailed examination of the mass measurement systems around the concentrator as well as the primary sampling system used for grade estimation. The goal of this work was to develop practical techniques to quantify the error (ie both accuracy and precision) of the measured metal accounting information. With this information, statistical confidence levels for this data can then be calculated. If the errors are small, the effect of error in each piece of measured data can then be propagated to other calculated production figures such as recovery and feed grade using a statistical technique called æthe propagation of errorÆ.

"The Stockman base metals project is situated in State Forest in the alpine area of East Gippsland, Victoria, adjacent to a National Park and within the headwaters of a major Ramsar-listed wetland catchment and the Murray-Darling River system. Site topography is steep, and elevated (650 m – 1200 m above sea level), and subject to circa 1 m annual rainfall, with occasional winter snowfall. The project consists of two volcanogenic massive sulfide (VMS) deposits to be mined by underground methods and treated in a 1.0 Mt/a central concentrator to produce copper and zinc concentrates for export over a ten year operational life. New resource projects are rare in Victoria. Recognising the sensitive setting, planning for the Stockman Project, which is now in the advanced permitting stage, has focused on balancing economic, environmental and social outcomes to ensure social licence to operate is secured and can be maintained. This has involved close attention to triple bottom line (TBL) risks and outcomes. Stockman has successfully gained State and Federal approvals via the Environmental Effects Statement process. The process of obtaining these approvals has required close attention to effective stakeholder involvement, and management of a lengthy and difficult approvals process, which is still to be finally concluded. This paper is a case study of the process of that permitting and the issues encountered to date. Key learnings from the experience have included: successful approvals require close attention to much more than just the project and its technical aspects and physical setting – effective stakeholder involvement and endorsement is critical the differing consultation requirements for local, regional and government stakeholders, to design and plan implementation of a project to meet TBL objectives, and to gain social licence to operate within the Victorian approvals process, the need for an effective lead government agency with policy authority dealing with material policy change requiring post-closure financial sureties estimating realistic permitting time and cost during the project evaluation phase. For over 50 years R W Miller & Co Pty Ltd operated old coal properties abandoned by former owners as uneconomic, some of which dated back to the last century. The companyÆs ability to survive with what were relatively poor quality coal resources required a small efficient management organisation. In 1970 R W Miller was involved in negotiations with other coal companies through coal sales contracts to develop private coal areas under the provisions of the old Coal Mining Act (1906) and these efforts led to the development of Lemington colliery. At the same time development of the Ironbark colliery holding near Newcastle commenced. In 1971, R W Miller approached the New South Wales Government for a resource replacement area to prospect for coal in the Upper Hunter Valley. Authorisation No 33 was finally granted on 30 September 1975, but the company found the area was inaccessible as most of the surface was owned by the Australian Army. Later R W Miller was granted Authorisation 66 of 2167.5 hectares at Mount Thorley near Singleton on 1 November 1976. The development of this coal mining project coincided with the second OPEC oil crisis in 1978 and a short-term boom for coal resources and the unrealistic expectations generated by the boom. This paper gives a broad outline of the development of the Mount Thorley project between 1976 to 1986 including the feasibility study and the many governmental and industrial delays that resulted in a three-year time overrun in the project development period.

Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. A paper identifying anticipated challenges in the extraction of the N3500 Orebody at Glencore Xstrata Copper’s Mount Isa Copper Operations was written in 2007. The paper identified the depth of the deposit, the anticipated high stresses, talc alteration and issues with ground support as factors that may affect production. A number of strategies were planned to cope with these issues. After six years of extraction those strategies are evaluated and additional measures taken are outlined. Three legacy coalbed methane production wells have been converted to injection wells for a one-year carbon dioxide (CO2) injection test to evaluate the potential for CO2 storage in the coal reservoir and the potential for enhanced gas production at offset wells. The injection reservoir is composed of 15–20 individual coal seams with an average thickness of 30 cm (1.0 ft), spanning a depth range of approximately 240 (800 ft) to 670 m (2200 ft).The monitoring program for this test includes gas and water sampling of the three injection wells, three dedicated monitoring wells and approximately 20 offset production wells. Key technologies used for monitoring the study area include time-lapse GPS and interferometric synthetic aperture radar (InSAR) acquisitions for surface deformation measurement, a 28-station buried passive microseismic monitoring array, real-time downhole pressure and temperature sensing and perfluorocarbon tracer fluids, which will be injected with the CO2 stream. The schedule for the monitoring program includes pre- (baseline), during- and post-injection data collection. This schedule will allow data to be analysed for time-lapse changes and trends, which are important for understanding the migration of gas and fluid phases in the reservoir – including CO2, methane, other hydrocarbons and water – and for observing the changing distributions of reservoir pressures and stresses.The results of the monitoring efforts for this study have implications for monitoring mining operations. The combined use of GPS and InSAR geospatial data to evaluate elevation changes across and beyond the study area may prove to be an accurate option for measuring surface deformation, including mining-induced subsidence, in unstable terrain. Long-term microseismic monitoring using high-sensitivity instruments has several applications in mining operations, including rock stability monitoring, production monitoring and miner location detection during emergencies. Mechanical sampling provides a definitive value for the product sampled but the results are not instantaneous, meaning that decisions on process control can only be made hours after the sample is taken. Chemicals are added, tailings are sent to waste, stockyards are laid and the data for the decision-making is historical. Online analysers provide instantaneous information, allowing operators to make immediate and cost-saving decisions on the process. However, pending the specific online analysis application, there is a need for reference sampling for dynamic calibration/bias updating of the analysers so that they can deliver the desired precision and accuracy. What would be the economic justification for combining mechanical sampling with online analysis to reduce laboratory costs and provide immediate process control with certainty of accuracy? Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

Application of thermal oxidation is considered a promising technique in reducing fugitive methane gas from ventilation air methane (VAM). A typical thermal oxidiser operates with diluted methane and converts it to less potent greenhouse gases. However, having a thermal oxidiser in the vicinity of the coalmine exhaust shaft is a major safety concern as its high operation temperature increases the likelihood of accidental fire and explosion. The aim of this study is to investigate the application and effectiveness of side venting technique in reduction of deflagration consequences caused by methane gas. To address this importance a series of experiments were conducted on a detonation tube designed and fabricated as part of larger scale VAM Abatement safety project. The experimental work was carried out into two stages: examine the flame and explosion properties in a large-scale detonation tube to get reliable data; and then design and employ a venting system into the detonation tube to verify the effectiveness and performance of the venting against the flame and explosion.Results corresponding to this study show that the side vent duct with venting coefficient magnitude of 37 had a significant influence on methane flame deflagration and the explosion characteristics. The maximum pressure rise at the detonation tube reduced approximately 20 per cent to 32 per cent by applying the side venting duct. Also, the data shows that the venting damped the pressure oscillation after the flame deflagration which eventually reduced the system instability. Coal is a vital energy source and source of carbon for metallurgical applications, contributing significantly to the world economy. Coal mining and processing involve multiple processes that generate Respirable Coal Mine Dust (RCMD), one of the primary sources of health hazards for coal workers. Since 2000, the rate of Coal Workers’ Pneumoconiosis (CWP) has continually increased in the U.S, with severity of the cases also worsening. Increasing evidence shows that exposure to RCMD in coal workers is a high-risk factor for lung cancer, which causes more deaths than the following three major cancers combined in the US Recent observations show an increased incidenceof CWP or other lung diseases, particularly among young miners in the Appalachian basin. The CWP prevalence in Appalachia is four times higher than the national average. Although various regulations are in place, the resurgence of such disease among coalminers demands additional efforts to better understand all the possible facets of coal dust toxicity, taking insights from current interdisciplinaryresearch efforts. One such important field is the interaction of coal dust with moisture in underground mines. Although moisture is prevalent and dynamic in an underground mining environment, it has never been evaluated for its impact on modifying the toxicity of coal dust and transport or flow behaviour. However, research conducted in atmospheric sciences in the past decade makes it clear that moisture in the atmosphere can significantly alter the behaviour of mineral dust. This paper is a part of research aimed at understanding how moisture interacts and alters the characteristics of coal dust. Such insight is crucial in understanding the potential toxicity of coal dust and developing mitigation technologies.

Fatigue is it the newest buzz word or is fatigue a real phenomenon that is creating safety and organisational risk for you? There is no debate that fatigue is natural, and it affects us all, just like gravity; however, there has been much debate on the severity of its impact in the workplace. Over the last several years, advancements in technology have provided safety and health professionals, sleep scientists, fatigue experts and organisations with the ability to monitor and detect fatigue events in real time, as well as predict and monitor increased risk for fatigue events. This paper highlights two aspects of the mineral sands industry in Australia: the development of the industry from approximately 1870 through to 1980, and the author’s experience in the industry from 1966 to date.The first real heavy mineral (HM) mining in Australia started in 1870 with the mining of heavy mineral slicks on the beaches along the east coast of Australia. The real potential of Australian heavy minerals was however only realised in the 1920s with the first production of a heavy mineral concentrate that was shipped to Canada for processing. Post WW 11 and the Korean War, Australia was the largest producer of mineral sands products in the world as well as a significant developer of associated separation equipment and technology. The number of producing companies in the east coast peaked at 33 in 1957, was reduced to ten by 1965, and subsequently further reduced to five in 1980 as a result of potential mining areas being declared National Parks or Conservation Reserves. Today there is one company, Unimin Australia Pty Ltd (formally Consolidated Rutile Ltd) operating on the east coast. In contrast there were three companies on the west coast in 1965, four companies in 1980, and four companies today (albeit not the same companies).There have been considerable ups and downs for the industry in Australia, however world wide it was renowned in the past as being an industry that attracted numerous interesting and innovative characters that played a major role in developing it into the vibrant industry that it is today. This, given the current climate, is predicted to continue into the future.The author has been continuously involved in the industry for over 45 years from 1966, initially as an electrician at Consolidated Rutile Ltd culminating in the role of General Manager/President of Iluka Resources Limited USA, prior to his retirement in 2009. His exposure has been world wide and has covered all aspects of the industry but in the main focused on project development and operational areas. During this time there have been significant technological advances, yet to some extent the basic principles have not changed at all. Some of the most noteworthy advances include the development of the Wright Spiral in 1977, the development of the Reading High Intensity Wet Magnet (WHIMS), the rare earth magnets, the CRL floating thickener and the improvement of analytical techniques. From a safety, health and environmental perspective there has been significant advances that the industry has much to be proud of. These include wetland restoration both in Australia and in the US, the restoration of farmland in Virginia and Capel, and the re-establishment of native species, for example at Eneabba and Richards Bay to name but a few.

Although the underground mining environment is arguably safer now than at any time in history, as underground mining operations across the globe increase in-depth, magnitude, and complexity, protecting workers from harm becomes increasingly challenging. In deep, stressed, seismic mines the development face is one of the most hazardous work areas. The active face is usually the furthest extent of the underground workings, so ventilation can be difficult to maintain, exposing workers to high temperature and humidity while working on foot and doing manual labour. While mechanisation has made many tasks easier in modern times, the reality of underground mining is that development charge-up workers still spend long periods directly exposed hazards at the face. In 2019, Orica and Epiroc partnered to co-develop the world’s first fully mechanised development charging unit using fully wireless initiation, called Avatel™. Built on Epiroc’s M2 Boomer carrier platform, the system is designed to allow one person to charge a development face from the safety of a fully enclosed cabin, thereby reducing exposure to hazards at the face. The system was prototyped in Europe before entering commercial introduction in 2022. This paper reviews earlier attempts to mechanise underground charge-up and describes the development journey and engineering challenges of building a mechanised development charging machine.

After some 50 years of worldwide research in relation to coal pillar mechanics and design as well as numerous workshops and technical papers related to these issues there is still some significant disagreement as to the approach one should adopt in the assessment and design of a coal pillar. Of course there are many different types of coal pillars that fulfil a wide range of roles at any particular mine and in this instance it is appropriate to have a 'tailored' approach for each pillar type in relation to the role it fulfils. However where it can become very difficult for the mine operators is when various researchers or consultants use or recommend significantly different approaches for the same type of pillar fulfilling the same role. By 1999 two pillar design techniques had been developed specifically for the Australian underground coal mining industry (ie The University of New South Wales Pillar Design Procedure, UNSW PDP and Analysis of Longwall Tailgate Serviceability, ALTS) and several other pillar design techniques were being practiced by individual consultants. The Australian industry hoped to resolve the issue of what technique to use for each pillar type and role, when it funded UNSW in 2000 to develop a 'Systems Approach to Pillar Design'. The findings of the abovementioned project were published in 2005 and while every attempt was made by UNSW to include the views of various local and overseas researchers and consultants it would be fair to say that a unified approach to pillar design in Australia was not adopted as a result of that project. This is the experience of one country where there has never been one central group solely undertaking such research in relation to pillar design (such as the Chamber of Mines in South Africa). This paper explores the Australian experience in terms of pillar research and what that experience may offer to researchers in Australia and other countries. At the First Australasian Ground Control in Mining Conference (2003) the first 'update' of the ALTS Design Methodology (ie ALTS II) was presented. In subsequent years the ALTS database was continually updated and significantly expanded such that it now includes detailed information in relation to both the tailgate (148 cases) and maingate belt road (58 cases). In addition to tailgate roof support and chain pillar design, the current version of ALTS (referred to as ALTS 2009) includes a maingate belt road roof support design module. This paper is also intended to update and summarise the development and application of the ALTS Design Methodology for longwall gateroad design over the last decade both directly and in the context of coal pillar research conducted in Australia over the last 15 years.

Mining companies are increasingly faced with the challenge of reducing operating costs while maximising throughput and profitability. At the same time, the grade and quality of treated ores are becoming poorer and more variable, resulting in suboptimal process performance.It is now widely accepted that strategies to drive operational goals must revolve around improving plant availability, reliability and process efficiency. In particular, progress in plant automation and control systems has seen a trend towards unified frameworks for control and optimisation of mineral processing plants. These frameworks seek to seamlessly integrate different roles and tasks involved in process operations - IT, automation, plant maintenance and operations. An integrated solution framework for reducing process variability, increasing process efficiencies and maximising plant availability and reliability is discussed within the context of a typical milling circuit. The framework exploits a real-time analysis ægapÆ evident in production operations that prevents timeous identification of equipment and process failures. This is achieved by leveraging predictive analytics for equipment health monitoring, control loop monitoring and advanced regulatory control solutions towards enhanced process performance, improved asset management and regulatory compliance. The framework provides for early and actionable warnings on equipment and process degradation using real-time operational data.Resolving these problems can potentially avoid unplanned downtimes, process instabilities and other operational surprises, thus ensuring optimal plant throughput and optimal process behaviour for improved recoveries. Integrating control systems and plant automation with advanced analytics to analyse and optimise processes enables operations to achieve reductions in the variability of key process parameters. In addition, early detection of equipment malfunction or suboptimal process conditions leads to improved equipment availability and reliability. Ultimately, these operational gains reflect in profitability because of plant throughput and recovery gains. The recycling of steel is a crucial aspect of the shift toward a sustainable metals industry. The emphasis on steel recycling through the introduction of the scrap based mini-mill concept is also matched with a desire for greater product quality and reduced environmental impact, which, in turn, has generated important innovations. There have been significant advances in the technology for recycling steel over the last 20 years and this paper will provide an overview of these developments and discuss future directions in steel recycling including scrap management, control of tramp elements, electric arc furnace technology and ladle metallurgy.
