As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1989 and the Metalliferous Mining regulations 1989 to promote the safe and responsible exploitation of the States' mineral wealth.An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end.This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall.

The Department of Resource Industries regulates and oversees safety and environmental standards for the mining and related industries in Queensland, and provides scientific support through its effort in the geosciences.The geoscientific data base accumulated over more than 120 years is very large. Therefore, accessibility to and utilisation of the data base in the most effective manner is an issue to be addressed in terms of modern information technology. The Department has developed a strategy whose implementation is progressing rapidly.

Surface tailings are finely ground waste materials produced in all mines after the mineral or metal has been removed from the metallurgical process. Current methods for disposal of tailings involve constructing dams, dumping into existing waterways, and depositing as backfill underground. Each method has its drawbacks in terms of cost, level of complexity, safety and environmental concerns. Backfilling is the process whereby waste material (generally metallurgical tailings, prepared aggregates or a combination) is placed from the surface back underground into open mine workings via conveyor belts, hydraulic or pneumatic pipes or gravity. In the backfill process common difficulties are expensive placement costs, equipment wear and the ability to meet early and long-term strength requirements. Traditional tailings transportation in pipes involves the use of water as the transport medium. Foam technology involves the introduction of micro-air bubbles that replace the water as the main transport medium. This air can be removed after placement if necessary, by the addition of a defoaming agent. This could produce an under-saturated stable cake. Foam technology has the potential to revolutionise surface tailings disposal and backfilling by providing a less expensive and environmentally safe alternative to those just described.

Engineering availability of the 120/200 tonne Wabco haulpak fleet at Mt. Whaleback was in the mid fifties and unstable. The project to achieve a reliable 66% during 1980 highlighted "plannable" maintenance, short cycle scheduling, condition monitoring, backlog control, and, above all, the importance of involving all affected people. It is not sufficient for consultants to design systems and make them work. The people who use the system must understand it, support it and "own" it. In this way, they will develop it and improve results after the outside help has been withdrawn INTRODUCTION In early 1979, PA proposed a programme to improve engineering availability of the Mt. Newman Mining fleet of 70 Wabco haulpak trucks of which 53 were 120 tonne and 17 were 200 tonne units. (Subsequently five 200 tonne trucks from Hamersley Iron were added to the fleet). The ore truck workshop was also responsible for 75 tonne trucks used as water trucks and general purpose vehicles. The need for action was clear. Tin in ores containing 0·025 to 1·5 per cent tin can be determined polarographically by the reduction of the chlorostannite ion at the dropping mercury electrode in 2M hydrochloric acid solution containing 15 per cent ammonium chloride. The tin is separated from interfering elements by distillation as the tetrabromide and collected from the distillate by co-precipitation with aluminium hydroxide. The method can detect 0·01 per cent tin in ore.INTRODUCTIONAn iodimetric method, suitable for routine analysis of titrating tin in concentrations down to 1 per cent, has been available for some years (Low, Weinig, and Schoder, 1939).As concentrations fall below 1 per cent tin, there is increasing difficulty in obtaining a distinct end point due to large amounts of iron and silica normally present after fusion of the ore. Since concentrations of tin down to 0·02 per cent are significant in ore dressing products it was necessary to examine methods to determine such low concentrations, and to adapt these to tin ores containing a wide variety of other minerals.EXPERIMENTALDigestion and separationCassiterite, the principal tin mineral, is refractory but readily attacked by a sodium peroxide flux to yield soluble sodium stannate. The Kiruna mine produced about 19 Mt processed iron ore in 1999 using sublevel caving. General failure in the hangingwall has been widely studied and its mechanism is rather well understood. Failure in the footwall is more recent and not perfectly explained. Plane shear failure and Hoek and BrayÆs circular failure charts were successfully used to match the first surveyed failure surfaces. The footwall is not free yet but covered by a caved waste rock abutment whose exact behaviour is poorly known. Based on new field data and numerical models (FLAC), the following paper presents recent improvements in understanding the Kiruna mineÆs footwall failure process.

Development in the theory and practice of hearth drainage is reviewed. Difficulties in the hearth drainage were re- newed during late sixties and early seventies when the size of a blast furnace and the top pressure were increased to result in the increase in tapping rate. Hearth drainage was improved first by in- creased number of tapping and then decreased tapping rate as it was predicted by theoretical studies. State of the coke bed in the hearth, e.g., 'floating' or 'sitting-on' the hearth bottom, is discussed in relation with influential factors on it and its influence on the furnace operation. The 'sitting-on' coke bed is to be aimed at for the consistent furnace working and for the lower rate of erosion of the hearth refractory. As the continuous tapping became standard prac- tice in large blast furnaces, the interest in the basic research renewed. Prospect of the further research including mathematical modelling of the hearth drainage is discussed.

A new minerals initiative to increase the level of understanding of New Zealand's mineral resources and to promote the development of minerals began earlier in the year in a partnership pilot-project between Crown Minerals and the Institute for Geological and Nuclear Sciences (GNS). The project aims to gather a set of comprehensive geoscientific data and build a series of digital GIS packages to highlight New Zealand's mineral prospectivity. The pilot study was carried out at a regional scale, and is focussed on mesothermal gold mineralisation in the South Island. A significant amount of geological data and information was sourced from open file technical reports held by Crown Minerals and from various databases held by GNS and has now been compiled into a single GIS dataset, which will soon be made freely available to interested parties. In addition to this comprehensive data compilation, prospectivity modelling using Weights of Evidence techniques was undertaken to highlight those areas likely to contain ore deposits. It is clear from this study that the South Island of New Zealand remains highly prospective for mesothermal gold mineralisation. Many of the highly prospective areas, which also contain historic mine workings, remain open for exploration. The study not only highlights these areas, but also other areas where the potential for similar mineralisation exists, in all likelihood with no surface expression. The study has also highlighted the value of many of the open-file technical reports held by Crown Minerals and the need to carry out additional studies using this and other available data at a more detailed level, possibly as the basis for a web-based minerals information system.

THE reduction of iron from the ferric to the ferrous state prior to its titration by permanganate or dichromate may give erroneous results in the presence of other reducible metals such as titanium. Stannous chloride and metallic zinc both reduce tetravalent titanium to a lower form, and so increase the consumption of the oxidizing standard: solution. Sulphuretted hydrogen and sulphurous acid do not reduce titanium, but are slow in action and troublesome to manipulate.Sulphuretted hydrogen is considered to be the best reducing agent for iron in the presence of titanium.* In the method to be described the advantages of the H 2S reduction are retained without the disadvantages of using the gas. The reduction is carried out by the action of a metallic sulphide having a solubility product of such a value that the sulphide iom, are utilized as fast as they are formed, and but little free sulphuretted hydrogen is given off.Cadmium sulphide was the first to be tried, but its solubility product (3.6 x 10 - 2~)t was apparently too low. The reduction was satisfactory, but the excess was very difficult to remove. Zinc sulphide (S.P. = 1.2 x 10 - 23) was found to be quite satisfactoryin both respects. The zinc sulphide is preferably used in the form of an emulsion prepared from pure zinc sulphate as follows: About 100 grm. of ZnS047H20 is dissolved in 2 litres of water. H2S is passed until no further precipitate is obtained, the acid formed being barely neutralized from time to time by the addition of ammonia. The precipitation of the sulphide in a slightly acid solution gives a finer emulsion than that prepared in an alkaline solution, and any iron present remains dissolved. Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

Outokumpu has developed a new chloride leach process, called HydroCopper«, to treat copper concentrates. Chalcopyrite is quite refractory in leaching and in sulfate milieu an autoclave of high temperature and pressure is required. However, in the HydroCopper«-process copper sulfides can effectively be leached in atmospheric pressure using strong, aggressive chloride solution and copper (II) ions as oxidant. Copper is precipitated from the purified pregnant leach solution as copper (I) oxide, which is filtered and reduced by hydrogen gas to metallic copper powder, which is melted and cast into copper product. Sodium chloride formed in precipitation is decomposed in a chlor-alkali electrolyser, the products of which are circulated back to the process: sodium hydroxide to copper (I) oxide precipitation, chlorine gas to leaching and hydrogen gas to the reduction of copper (I) oxide. During 2003 - 2004 the performance of the HydroCopper«-process was confirmed in a demonstration plant processing one tonne of copper per day. It has been found to be applicable for different kinds of concentrates and can also tolerate a wide range of impurities. A significant advantage of the process is that gold can be leached as a chloro-complex and recovered with active carbon. HydroCopper« can economically recover copper from concentrates and process to a cast copper product. The best utilisation of the process is in most cases achieved when the plant is situated at the mine site. Higher recoveries are attained by the optimisation of the whole operation chain from the mine and the concentrator to the HydroCopper« plant.

"The precise formulation of a geometallurgical optimisation problem is by necessity a simplification of reality. It includes implicit choices such as data availability or mining block geometry. Additional data can be orebody data, production data or market data. Often these choices are predetermined by the software, the workflow or the corporate culture, and as such are not even queried. There are several aspects that might play a role in the optimisation. They include not only the spatial model on which the selection of mining blocks and the potential mining sequence are based, but also the complexity of the processing model, the way in which uncertainty is treated, the scope of responsibility and the complexity of the model. In addition the timing of the optimisation and the availability (or lack thereof) of information will influence the outcome of any optimisation.We show that different modelling choices and different model formulations for the same mine can lead to very different processing choices, substantially different net present values (NPV), opposite investment decisions and so to overall different values for the entire operation. The selection of adequate simplifications and corresponding formulations for the optimisation problem is thus an important task in itself.For this purpose we introduce a method for quantifying the impact of certain simplifications prior to the optimisation. For example, the effect of mining block choices depends mainly on the spatial structure and the structure of the processing gain function. Both can be quantified beforehand. While water represents a major proportion of the mineral pulp processed in flotation circuits, relatively little research effort has been committed to understanding and controlling the influence of water quality on this process. Historically, this probably stems from the perception of water as an inert transport medium. However, the changing attitude towards water as a valuable resource, has given impetus to increasing requirements to use relatively impure make-up water supplies such as treated effluents and a high proportion of internally recycled water. In turn, this has resulted in the need for a more detailed focus on process water quality and its control to minimise adverse effects on sulfide flotation. Along these lines, prior to commissioning of a new concentrator at their Cadia Hill Gold Mine, Newcrest Mining was proactive in examining potential water sources and the influence of water quality on flotation of their copper/gold bearing ore. An extensive water quality survey of all major potential water supplies to the concentrator was undertaken. The flotation performance of the Cadia ore in each of these waters was investigated on a laboratory scale. The results of these studies identified that water quality could indeed have a significant influence on the flotation process. Since operations at the Cadia Hill concentrator began, water quality surveys of both make-up water sources and recycled flotation circuit waters have been carried out on a regular basis. By doing this, a database of water quality has been established which can be compared with plant performance. In parallel with the water quality surveys, a series of laboratory flotation tests have been conducted using a standard ore and waters from various streams to monitor changes in flotation performance as a function of water quality. These tests have indicated that certain water types may have a significant influence on plant performance. More research is required to better understand the impact of water quality on sulfide flotation. This understanding will help operators to minimise adverse effects, while maintaining the best utilisation of available water resources.

As Olympic Dam rapidly expands into the Southern Mine Area (SMA) the Mine Geology team has concurrently ramped up underground diamond drilling to sustain rates of above 175 km/a. With >10 underground rigs double-shifting, traditional paper sections used for the management of drill programs were no longer optimal due to scale of operations. An opportunity was identified to modernise monitoring of all underground diamond drill programs, through the integration of logged copper sulfide estimates with Olympic Dam’s first-fully integrated deposit-scale geological model in Leapfrog Geo. This paper describes the transition within the Mine Geology team from reliance on 2D paper sections, towards near-real time 3D geological modelling for optimising end-of-hole decisions in the field. This transition was enabled by innovative database solutions informing locally constrained implicit models, limited by a distance buffer around active underground fan drilling. Due to the high volume of historic drilling, there were significant computational challenges with the implementation of daily production style implicit models at Olympic Dam and initial testing of regular updates to implicit gradeshells and sulfide domains required in excess of 12 hrs to run. The enabling solution was to optimise the interfaces between the AcQuire database, Deswik MDM and Leapfrog Geo to create a dynamic, streamlined workflow that was easily completed by Mine Geologists in accordance with daily production duties. Geologists are now building rapid implicit models for a range of variables from an integrated data set of logged sulfide estimates and existing assays, spatially constrained by 150 m buffers around active drilling using a unique drill fan identifier flagged during the planning phase. Once the live-implicit models are updated, they are exported for visualisation on field tablets to be used during logging and core checks at the start and end of every shift. To manage the risk of ‘going digital’ interpretation remains at the forefront of the drill section close-out process, with Mine Geologists critically reviewing the finished sections on a standardised template with new learnings wireframed and communicated to stakeholders. The Live Field Model has enabled a step-change in the geological effectiveness of diamond drilling, reducing over – and under-drilling ore-waste at Olympic Dam continuing to push drilling effectiveness towards 20 per cent of intercepts >2 per cent Cu. In addition, upside or risk identified during the proactive management of drilling execution can be rapidly capitalised or mitigated.

Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained.
