About 17% of the world's present day oil supplies comes from wells drilled in the continental shelf of some 28 countries. The demand for oil is increasing each year and is expected to quintuple in the next decade. In the same period, the demand for gas will climb to at least 20 times its present rate. In the next decade, the percentage of oil and gas obtained from offshore is expected to rise to nearly half the world's consumption. The offshore oil industry is currently striving to achieve new technological advances in the field of deep ocean operations, especially in face of adverse seas. While the emphasis was put on drilling vessels for exploration, the industry was slow in developing effective offshore construction vessels. Until a year ago, construction vessels were but large barges with construction equipment mounted on their decks. These vessels all shared the same severe limitation: When the sea exceeds a five-foot wave height (and in some cases as little as three feet) the conventional construction barge is forced to suspend operations. In face of an oncoming storm they must run for shelter. Their utilization, therefore, is limited and in rough weather areas, such as the North Sea or the Bass Strait is lower than 50%.

The development of a coal project must pass through a number of phases, taking it from a preliminary evaluation through to detailed mine planning. For each phase the cost of data acquisition and associated mining studies increases exponentially for linear improvement in confidence levels. Within each mine planning phase there are four main activities. These are the economic ordering of reserves, the development of optimum mining strategies, mine design and scheduling and finally the estimation and analysis of costs. The development of the optimum mining strategy is one of the most critical aspects of a mining evaluation and the application of economic criteria at this stage of the project is vital to the successful generation of an optimised mine design. A recommended method is the concept of Economic Ratio (ER) which expresses the likely cost of mining from a given location in a deposit in terms of the value of the product likely to be recovered. The most economic mining strategy will be to mine areas from low economic ratio to high economic ratio within the constraints of reasonable equipment application. When selecting equipment a particular machine should not be selected solely on comparison with other machines in isolation, but the total application must be analysed. In the final selection the decision should be based on whether or not it has a beneficial effect on overall project economics. The economic assessment must take into account the time value of money, so the real cost can be determined with adequate provision for capital and operating costs over different time spans.

How do you initiate closure planning for a mine site that is on the doorstep of a major community without generating the extremes of panic or complacency? That is the question that is faced by Australia's largest gold mine, the Kalgoorlie Consolidated Gold Mines (KCGM) Super Pit in Kalgoorlie-Boulder. KCGM's Community Relations Manager, Danielle van Kampen, will reveal the lengthy closure planning process that is in train to alert yet not alarm the community about the future of the Super Pit and to generate discussion on issues of importance. What will happen to the 'big hole' that generates both mining and tourism dollars for the City of Kalgoorlie-Boulder as its anticipated closure date of 2021 comes closer? How do you communicate a constantly evolving closure date? Although the process may generate more questions than answers, the project will be discussed at length and with the added benefit of independent community recent research in the form of the public 2009 Closure Consultation and the KCGM 2010 Social Impact Assessment. As environmental costs incurred by the mining industry become increasingly subject to critical analysis, new technology is necessary to ensure the further development of good relationships between the industry and community. Phytoremediation and phytomining are technologies that have the potential to capture the imagination and approval of the public. Phytoremediation , the in situ use of plants to extract heavy metals from a contaminated substrate, could offer an environmentally and cost-friendly alternative to traditional remediation techniques. Phytomining is the in situ removal of metals from a contaminated site or subeconomic orebody with the additional aim of recovering from the plant an economic amount of metal. Plants used in such operations, hyperaccumulators, accumulate large quantities of one or more target metals in their above-ground herbage. Upon harvesting and incineration, this plant material yields a low-volume, sulphide-free æbio-oreÆ, which can either be safely disposed of, or if the metal is of sufficient value, smelted. Investigations into the economics of phytomining nickel from ultramafic (serpentine) soils, showed that Alyssum bertolonii and Berkheya coddii could remove over 100 kg of nickel per hectare per annum from land with nickel concentrations well below the cut-off grade for conventional mining. It also appears possible to æinduceÆ the hyperaccumulation of gold into plants growing on gold tailings, or on stockpiled, low-grade gold ore. The plants used for phytoremediation and phytomining are useful colonisers as they are necessarily hardy and withstand extremes of salinity, metal toxicity and water stress that hinder the success of current revegetation procedures. As part of a rehabilitation operation, these plants may alter the geochemistry of a substrate making it more amenable to the growth of native species that should be used to restore a mining site to pre-operating conditions.

Effective exploration, testing and analysis is essential for good process design and optimisation of coal preparation plants. Coal processing relies on the sizing and washability characteristics of the particular coal to define the most cost effective design to meet the market requirements. Flowsheet development and equipment selection is dependent on the natural quality characteristics of the coal, its physical properties and the value of the final product in its market. The methodology of process selection and the key elements in design are discussed. Coal is consumed in two general markets: ò steaming coal - both domestic and export, and ò metallurgical coal. This paper discusses the typical economic analysis required to evaluate the potential for, and cost benefit of, providing the flexibility to switch coals between markets. A case study illustrates the methodology of process selection in a typical high value metallurgical coal.

The paper describes the development leading to the bucket wheel excavator systems now used in the Latrobe Valley and refers in particular to the new S.E.C.V. dredgers Nos. 14 and 15 which will be employed in the Loy Yang open cut. The design concept and operating possibilities of these dredgers are described in detail with reference to the machine characteristics designed for the operating conditions in the Latrobe Valley. The design is compared with units of similar capacity in open cuts of other countries.

QNI Pty Ltd operates the Yabulu Refinery located 25 kilometres north of Townsville, North Queensland. The plant treats nickel laterite ores sourced from the Philippines, Indonesia and New Caledonia. The cobalt head grade and overall recovery expectations for the 2001/2002 financial year are 0.161 per cent and 53.8 per cent respectively. Cobalt is a valuable byproduct derived from the nickel refining operation which utilises the Caron Process. Any increases in cobalt recovery that are achieved from the existing relatively low level provide significant improvements to the bottom line of the operation. Towards the end of 2000, a project was undertaken to characterise cobalt losses with the sole purpose of improving cobalt recoveries using a variety of analysis techniques. The Time-of- Flight Secondary Ion Mass Spectrometry (TOF-SIMS û University of South Australia) method was used to verify the presence of surface bearing cobalt species, originating from either co-precipitation or adsorption mechanisms. Cross-section examinations were also performed using Scanning Electron Micrscopy (SEM) and Energy Dispersive X-ray Spectrometry (EDXS). These techniques indicated the presence of high cobalt concentrations (in the order of several per cent) within a select number of roasted and leached ore particles. The phenomenon of cobalt losses due to incomplete leaching within specific ore particles was not widely documented within the Refinery prior to these studies. In order to quantify losses via this mechanism, Mineral Liberation Analysis (MLA û JKTech Centre) was also performed on key samples. This paper serves to document a systematic approach in determining the source of significant valuable mineral losses in an established, operating plant. It discusses the use of a variety of analytical techniques, which have been adapted for the minerals processing industry, but are strongly relevant for plant investigations in the hydrometallurgical industry.

I know the theme of the Congress is "The 21st Century - Mining for Mankind" but I hope you will understand why my address touches upon some near-term issues as well. With the world oil market the way it is at present, "the long term" seems to be next week and no one is even sure what will happen tomorrow! So I am going to take a little licence with the theme of the Congress and talk about some fundamental issues that have much to do with the current uncertainties. The ways in which these issues are resolved and the role governments elect to play in the next few years will determine both the shape of the petroleum industry in the 1990s and beyond and the success with which we can confront a growing and inevitable future dependence on OPEC oil resources. But just in case you are not familiar with what has been happening in the petroleum industry recently and why the future seems more uncertain than ever, let me show you the gyrations in oil prices over the past 13 years, and remember that it is only another 13 years or so years to the 21st Century.

The cost of capital is the rate at which a project's cash flow should be discounted to obtain the Net Present Value. The cost of capital is a weighted average of both debt and equity funds of a company, on an after tax basis. Two methods are described for calculating a company's cost of equity, the Dividend Valu- ation Model and, more importantly, the Capital Asset Pricing Model. A worked example is presented where the cost of capital was obtain- ed for two resource companies. The application of the cost of capital was illustrated by way of a mining equipment replacement problem. The paper outlines refinements and problems that may be encountered with the use of the cost of capital, and concludes that it is an integral part of any project evaluation.

The Mine Safety and Inspection Act, 1994 of Western Australia recognises the importance of ground control in underground mining. The recent safety performance of underground mining is summarised in terms of the most common causes of injury and fatal accidents. A review of current ground control practices is presented and the concepts of local and large-scale ground control are introduced. The need for a more systematic approach to ground control is considered to be directly related to requirement to improve safety performance. The new regulations will require that certain geotechnical issues be addressed during the life of a mine. To comply with the regulations it is suggested that a ground control management plan be developed for each mine. The geotechnical issues associated with the ground control management plan are reviewed and hazard recognition aspects discussed.

Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

This paper reviews the floor heave mechanisms in underground coal mine roadways. Previous studies have reported three main failure mechanisms: bearing capacity failure, buckling and swelling. The buckling failure has been observed where immediate floor strata are relatively strong and thinly bedded. On the contrary, the weak floor strata have been associated with both the bearing capacity failure and swelling mechanisms. The bearing capacity floor failures are likely to induce other types of instability such as pillar punching, tensile failure of pillar, roof fall and subsidence as well as floor heave. Despite a considerable amount of research, predicting the magnitude, location and timing of floor deformation is challenging with current state of knowledge. Oxygen is required for the leaching of gold ores in cyanide solutions. The source of this oxygen demand and the effect of dissolved oxygen concentration on the rate of the process are briefly reviewed.A method of measuring the oxygen consumption rate is described and some experimental results reported.Fundamental aeration theory and rating of aerators is summarised to show how this type of experimental work provides the basis for full-scale design of aeration equipment.

Results are reported of a study of the reactions occurringin the combustion of chaIcopyrite particles underconditions simulating those in the shaft of a flashsmelter.The reactions were studied using kinetic and mineralogicaltechniques. Reactions. rates above 500°C wererapid, most of the reaction taking place in less than 50ms. Final products were copper-iron ferrites with spineltype structures. Probable reaction mechanisms are discussed.

HukkiÆs law is an empirical law, which does not take into account several events of energy loss during the fragmentation processes. Since experimental results are very difficult to obtain, for a large range of fragment sizes, the verification of the law is very difficult. The relation between fractures and fragmentation processes with fractal geometry was proposed some decades ago. Empirical laws known in this context show basic features of fractal geometry, mainly self-affinity and power law behaviour. Thus, in this work a model was developed to simulate the fragmentation process and to check the relation between energy consumption and fragment sizes. The model is represented on a regular lattice. Links can represent pathways for fracture processes. The events of fragmentation have energy given by a probability distribution function. In the model there is no mass loss. Propagation of fractures occurs as self-avoiding random walks on the regular lattice.

This evening I would like to speak about men for the mineral industry.It is trite to say that the mining industry is expanding rapidly and that technically trained men are in short supply. How short is difficult to assess and impossible to quantify.The industry has been traditionally managed by technically trained men experienced in the ways of their fellow men. Let us start with the assumption that men with this training and experience are essential to management of mining and metallurgical enterprises.I suggest that we do this as it avoids argument with those who are beginning to suggest that such men are not so important as they used to be; who are suggesting that the latest sophisticated business management schools can produce managers who can straight out of school join the upper echelons of an organization and successfully manage it by the use of modern systems and techniques without the need to rub shoulders with men of all callings and get their hands dirty in the process.This kind of thinking brings to mind the modern cargo ship which is equipped with all the latest gadgets of science. It can find its way from Sydney to Auckland with no one in the engine room and the man on the bridge spending most of his time writing to his wife or reading the latest novel.How often do we read of this ship being tied up in Sydney because the crew sympathizes with the cook who has been slighted by some uncomplimentary remark about his toheroa soup? Here is a pieceof sophisticated machinery stopped through no technical fault, but held up by the whim of man. The understanding of man by man can spell the success or failure of any endeavour. Australia is the dominant iron ore supplier to the Asian market, a position that began to emerge with the development of the Pilbara in the 1960s. Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The core of the paper reviews and explains the key elements and procedures that contribute to pricing iron ore in Asia, a market that has long been dominated by the Japanese steel mills (JSMs) and that is now feeling the full force generated by the rapid industrialisation of China. First, however, it is important to understand how this market has evolved over the past 40 years, and the key relationships that have shaped and continue to shape the iron ore price. A description of the essential technical and commercial factors follows. Each area is explained in some detail to provide an overall demonstration of the linkages and the importance of understanding the various influences on the pricing process.

The underground mining of a narrow vein hard rock orebody is a capital and labour intensive method of extraction. Due to the nature of underground mining it is difficult for higher level managers to physically see the efficiencies and inefficiencies of a particular method. Extraction methods and sequencing often need to be altered from the original planned methods as a result of mine developent, providing more in depth information as it progresses. As a result of these issues contract mining of these orebodies is common practice. There are several types of contract structures for the purpose of underground contract mining with many complex permutations of them that reflect the different needs of each individual company and orebody. The different contracts are arranged dependent on the mining companyÆs desire to transfer or, alternatively, embrace risk. This presentation gives a brief overview on these different methods and their various advantages and limitations with regard to small scale and narrow vein underground mining. With respect to these different contracting methods, the presenter reviews the mutual growth benefits of emerging partnering opportunities, specifically with regard to smaller explorers exploring and developing prospective mining tenements. The specific advantages to small explorers include the resource flexibility and speed of project development that private mining contractors can provide. Given the contracting methods that are available, there is potential for small private mining companies to gain minor stakes in major projects and major stakes in medium sized projects by employing innovative contracting solutions to provide mutual benefits to the parties.
