The Argyle diamond deposits in the East Kimberley were found as a result of a long term exploration programme, begun in 1972 by the Kalumburu Joint Venture (KJV), to search for diamonds on the Kimberley craton. When CRA Exploration Pty. Limited joined the KJV in 1976, it was re-named the Ashton Joint Venture (AJV). The Kimberley craton was considered prospective by analogy with structural settings of diamondiferous kimberlites in Africa. Diamonds were found during regional drainage sampling in Smoke Creek in late 1979, which led directly to the discovery of the rich Argyle lamproite diatreme (AK1) and associated alluvial deposits of Smoke and Limestone Creeks. The diatreme intruded into quartzites, sandstones and shales of Adelaidean age, and consists predominantly of lapilli ash tuff, with minor coarse and fine ash tuffs, 'non-sandy tuff' and olivine lamproite dykes. Erosion of the diatreme has produced the alluvial deposits of Smoke Creek and Limestone Creek to the north and east. Argyle diamonds are of predominately industrial quality, and the typical diamond is a brown, irregularly shaped, frosted, heavily resorbed form with abundant graphite inclusions, well developed etch channels and prominent hexagonal surface depressions. The pre-feasibility evaluation of AK1 comprised diamond drilling, surface and underground sampling, metallurgical sampling, marketing studies and ore reserve estimation. The proven AK1 ore reserve is 61Mtonne at 6.8ct/tonne. Evaluation of the alluvial deposits gave results of Upper Smoke Creek, 580 000 tonne at 4.6ct/tonne and Limestone Creek, 1.7Mtonne at 3.5ct/tonne. Commercial production from the two alluvial deposits began in 1983 with production for the year reaching 6.2 Mct. Mining of the alluvial deposits at three to five Mct/year is proposed to continue until the start of mining of the AK1 deposit in late 1985 or early 1986 at which time a new processing plant and associated infra- structure will have been constructed adjacent to the AKl deposit in the Limestone Creek area. Production is planned at three Mtonne/year, producing 25Mct/year, which will make Western Australia the largest producer of natural diamond (by weight) in the world.

A relationship between client and professional is commonly cited as an example of a fiduciary relationship: the professional "undertakes or agrees to act for or on behalf of or in the interests of' the client "in the exercise of a power or discretion which will affect the interests of that other person in a legal or practical sense."2 As a fiduciary, a professional must ensure that his or her exercise of power does not result in a position of ascendancy or undue influence over the client. Also, a professional must avoid situations where there is scope for even the perception of potential conflict between his or her professional duty to the client and his or her own Interest.

At the second Empire Mining and Metallurgical Congress held in 1927, the Empire Council of Mining and Metallurgical Institutions was formed and it was proposed that the Council take steps to prepare a "Review of the Mineral Resources and Industries of the Empire." At the third congress in 1930, it was resolved that the proposal to institute the review should be submitted to the Imperial Conference held in 1930. This was done, and the Minerals Committee, of the Imperial Economic Committee compiled, an interimreport which was based on statistics of imports and exports, and did not consider resources and consumption.In 1942 the Institution of Mining and Metallurgy, London, wrote to the Empire Council and stated that it was desirable that the Council should be in a position to take part in decisions affecting the future of the mining and metallurgical industries. The Council communicated with the constituent Institutions regarding the nominations of two members then in England. Subsequently the Mining, Geological and Metallurgical ,Institute of India prepared a review of the mineral resources and industries of India and their post-war development, and the Empire Council forwarded a copy to the Australasian Institute of Mining and Metallurgy and asked if that Institute would submit a review on simjIar lines for Australia. Models of the size specific processes of particle collision, attachment and detachment have been combined in a form suitable for analysis of a full-scale flotation plant. The model is based on a first principal approach to particle collection by bubbles. Parameters considered include particle size, bubble size, particle contact angle, energy dissipation, entrainment and froth recovery. Using data structures configured within an Excel spreadsheet using æLimn: The Flowsheet ProcessorÆ, the model has been incorporated into a description of the individual cells within a simple roughing and cleaning flotation circuit. Simulated feeds of varying particle size distribution, feed tonnage and varying mineral hydrophobicity representing different mineral phases are presented to the model to produce predicted final concentrate grades and recoveries. Practical techniques for measuring many of the parameters included in the model are now becoming readily available. However, relating the terms included for contact angle, energy dissipation, entrainment (ie water recovery) and froth recovery to measurable parameters in operating plants remain as continuing challenges for research.

Column Flotation cannot be used indiscriminately. Based on extensive pilot plant experience at Lakefield Research, a number of limiting parameters have been identified for the application of column cell flotation. Parameters of importance are the use of wash water, flotable mineral content, pulp viscosity, type of mineral selectivity being sodght and degree of mineral liberation. The paper discusses when wash water should be used and the positioning of a column within the circuit as this is important to maintain a sound water balance for the circuit and prevent excessive circulating loads. Other areas of debate are pulp chemistry, very low and high weight recovery, for which the conventional column is a poor selection of equipment, and treatment of complex ores, where the separation of valuable minerals is more difficult than non-sulphide, sulphide mineral separation. Based on these observations, the application of column flotation must be carefully considered or can be optimised.

Vitrokele technology is a resin process that can be applied in gold plants to reduce both capital and operating costs. The Vitrokele resin can be used for both precious metal recovery and for recovering free and combined cyanide from effluent streams. Vitrokele resin has been extensively tested at pilot plant level and is now applied successfully at a commercial heap leach facility in Zimbabwe where it is used in place of activated carbon for recovery of gold from pregnant leach solution. Significant capital cost savings were achieved by installation of a resin plant instead of a conventional carbon adsorption plant. Operation to-date has not seen any significant physical or chemical degradation of the resin either in terms of adsorption capacity/kinetics or physical appearance/size. This gold recovery process is equally applicable to slurry streams where it would be implemented in stirred tanks with interstage screens in a similar manner to a conventional carbon adsorption plant.

The degree of regional denudation is one of the most important factors for judging the preservation potential of ore deposits as it can be used in a predictive manner to help guide exploration. There are many methods available to judge the denudation degrees of mineral deposits. These include regional geochemical assessment methods, the characterisation of primary lithogeochemical halos, the thermoelectricity of pyrite and apatite fission-track methods. Each method has its specific principles, application scopes, limitations and successful cases. Australia is a leading producer of mineral sands and according to U.S. Bureau of Mines, produced 24, 53 and 64% of world's production of ilmenite, rutile and zircon respectively in 1983. The industry which is mainly export oriented earned in export income about $210 million in 1985. The dominant position which Australia occupies in world produc- tion of mineral sands is also maintained in many areas of research and development work on the processing and application of these minerals. Some of this research which is leading the world has been responsible for setting up industries to produce value-added and high-tech products such as synthetic rutile and partially stabilized zirconia (PSZ). The production of high purity zirconia is due to commence shortly while research in rare earths offers an exciting prospect for future Developments.

Raiseboring is a technique that has become popular in modem mining engineering since the early 1960s. A study has been undertaken at the University of Queensland to determine important factors affecting the optimum diameter of raisebored shafts, excluding local parameters such as the maximwn excavation size that a particular rock type can safely accommodate.This model is used to examine each of these factors and the results indicate that the optimum diameter for raisebored shafts is generally between four and six metres.

Over the years there have been occasional references in the literature to the activating effect of cyanide in galena flotation with xanthates. These have usually been associated with the processing of lead-zinc or copper-lead-zinc ores. Bubble contact curves for the pure galena-xanthate system show a flotation edge at pH 10.4 independent of sodium cyanide concentration which was thought due to hydroxyl ion, not cyanide ion.Flotation tests were conducted on samples of Mount Isa lead-zinc ore using varying concentrations of sodium ethyl xanthate and sodium cyanide. At low collector concentrations, galena recovery kinetics improved with sodium cyanide addition, and the higher the cyanide concentration, the higher the galena recovery rate. At higher collector concentrations, galena recovery rate was independent of sodium cyanide addition.For a given collector addition, the lead grade-recovery curve shifted to an improved position with increasing sodium cyanide level. For the same recovery there was an increase in the lead grade with increased sodium cyanide addition, and this increase was most dramatic at high sodium cyanide concentrations.The presence of sodium cyanide during the grinding of Mount Isa ore caused surface passivation of the iron sulphides and possibly the sphalerite.These sulphides, therefore, reacted with less of the oxygen present in the pulp, hence more oxygen was directed to the surface of the galena. This resulted in an enhancement in the total amount of xanthate adsorbed on the galena that is reflected in the improved flotation response of that mineral.

The Argyle Diamond Mine came on stream late in 1985 as the world's largest diamond producer in terms of carat output. The design of the process plant, including the heavy medium separation (HMS) facility which provides the initial stages for separation of diamonds from gangue, evolved over a lengthy period of feasibility study and site investigation into the final form described in this paper. The commissioning was carefully planned and co-ordinated, and culminated successfully with handover of the plant on schedule and within budget. Proton microprobe and electron microprobe analysis are being used in combination for in situ determination of the trace element contents of oxide, sulphide and silicate minerals in a sample of the Merensky Reef. Initial results indicate that chromites contain only Ni, Zn, Ga, Zr ar d Nb. Platinum-group elements, if present, are at concentrations less than 2 to 6ppm. Ru, Rh and Pd are the only platinum group elements to be consistently detected in the sulphides. PentLindite is the most important host for these elements with the concentration of these elements being dependant upon the mineral association in which it occurs

The sucessful use of sewage sludge in land rehabilitation has been established and there is an abundance of overseas information on sludge reuse. Unfortunately Australia is behind Europe and North America in establishing sludge reuse policies and regulations. In Victoria the EPA has no publicised regulations and no communicated policy for sludge reuse. In the absence of sound regulations the onus is firmly on the operators of sewage treatment works to ensure land application of sludge is safe for the environment.

The use of Decision Analysis is becoming more widespread in industry as a whole, and there is considerable scope for its application in the mining industry. Wherever decisions have to be made, whenever risks have to be taken, whenever uncertainty exists or whenever judgements have to be made, then Decision Analysis can be used. In the mining industry we daily make many decisions involving risk, uncertainty and judgement. Expansion and diversity will only increase the need for balanced decision making techniques. This paper seeks to describe the history and principles of Decision Theory, and to illustrate the various modelling approaches using three fictitious yet realistic case studies. Decision Analysis logically integrates the quantifiable and seemingly non-quantifiable aspects of a decision problem into a coherent, explicit and rational solution. It also allows the decision-makers to see the full impact of each variable or uncertainty, and hence focus on the key aspects that influence the solution.

The high-shear colloidal mixer is generally recognised as the most efficient method of mixing cement based grouts. Only recently however has this technology been applied to the production of cemented rockfill (CRF) for use in underground mines in North America. Traditionally, paddle type mixers have been used to produce the cement based slurries required for the preparation of CRF. While considerable success has been achieved with these mixers, tremendous advantages are attained with the colloidal mixer. The combined effect of the highly efficient mixing action and the ability to mix low water/solids ratios, allows for reductions in the cement content for a given strength requirement. Cement can also be replaced by cheaper fillers such as flyash, resulting in further cost savings. Although large-scale dedicated CRF batching plants are typical, there is a growing need for mobile plants capable of operating anywhere underground. The compact size and rapid batching speed of high-shear colloidal mixers has allowed them to be incorporated into skid mounted systems capable of producing and discharging cement based slurries onto rockfill aggregate for the production of CRF. In many cases run-of-mine development waste can be used as CRF aggregate with these slurry plants thereby reducing the cost of waste rock removal. These relatively low cost portable plants have now allowed several mines to economically recover isolated pillars and realise positive returns on their investment.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.

A non-contacting under-belt capacitance and gamma-ray backscatter technique has been developed for the on-line measurement of moisture in coal. In this technique, moisture was correlated with radio frequency susceptance and conductance determined using an under-belt capacitance sensor in which a fringing electric field Interrogates a layer of coal on the conveyor belt directly above the sensor. To compensate for variations in the density and thickness of the coal layer, an under-belt gamma-ray backscatter gauge was used to measure an equivalent volume of coal.A plant trial of the technique was conducted at Stockton Borehole Colliery, SW Australia, where the gauges were installed on the coking coal product conveyor. Product moistures, in the range 7 - 14%, were determined with r.m.s errors of 0.50 and 0.25 wt% using on-belt and static off-belt gauges, respectively. The difference in the on-belt and off-belt gauge measurement accuracy was attributed to sampling errors in the calibration of the onbelt gauge.

The Otago and Southland lignite deposits represent by far the largest known fossil energy resources in New Zealand. Despite their size they have remained virtually untouched since exploration in the 1970s and 1980s defined their extent. In total there is an estimated 10.9 billion tonnes of lignite in 13 defined fields in Otago and Southland. Much of the exploration work only targeted seams at shallow depth and it is highly probable that there are further resources at depth in the fields that have been explored to date.   L&M Lignite Limited (L&M) holds exploration permits over a number of lignite deposits and is currently engaged in pre-feasibility studies to investigate the potential of the lignites for gasification. L&M is focussing its studies on the Hawkdun and Ashers-Waituna deposits. Coal quality in these deposits, particularly Ashers-Waituna, is highly suitable for gasification. In total the two deposits contain 1647 Mt of potentially recoverable lignite. L&M has engaged a variety of consultants to progress this project. The Hawkdun and Ashers-Waituna deposit databases have been re-evaluated and the resources remodelled. Further drilling has been carried out and the coal quality database has been expanded. The baseline project is to develop a mine to feed a plant that will produce liquids, specifically low-sulphur diesel and naptha, using the Fischer-Tropsch process. The project anticipates a staged development of 10 000 barrel per day units, each requiring mining at the rate of 12 700 tonnes of lignite per day. The production of other products including ammonia-urea, methanol, hydrogen and electric power is also under study.
