The Bendigo Goldfield is AustraliaÆs second largest goldfield, having produced 22 million ounces of gold between 1851 and 1954. Development of the modern decline mine, initially for underground exploration and bulk sampling, commenced in 1998. The project is targeting new reefs below and along from historic workings beneath the city of Bendigo. The major technical challenge for the project is the inability to solely use drill core gold assays to estimate the grade of reefs, due to the coarsegrained nature of gold mineralisation, known as the nugget effect. In 2002, a program of bulk sampling commenced, resulting in the development of factors for converting drill hole grades to in situ reef grades. In mid 2006 commercial production commenced following the construction of a 600 000 t/yr processing plant adjacent to the Kangaroo Flat Mine portal, with plant feed being derived from four reefs in the Sheepshead and Deborah lines of reef. In early 2007 it became clear that the initial ore reserves had been overestimated, leading to an immediate change of strategy from production to exploration. A cash conservation program was also put in place. Exploration refocused onto the more historically productive Garden Gully and New Chum lines of reef, whilst a new grade estimation tool based primarily on the visual assessment of drill core was implemented. Immediate exploration success occurred with the discovery of four reefs in the Garden Gully line in early 2007. Successful step-out drilling during the year led to the decision to undertake trial mining in Gill reef. Trial production commenced in June 2008 and includes the processing of discrete ore blocks and the introduction of selective mining techniques. This paper examines the steps that have been taken to refocus exploration and to gain confidence in new exploration results, particularly through the visual grade estimation technique and assessment of trial mining Gill reef on the Garden Gully line. In addition, project factors relating to human skills, community relationships and financial management in a dynamic external environment are also addressed.

Why go to the CIS? The vast mineral potential of the Commonwealth of Independent States (CIS) has long been recognised, but it has taken the lowering of the iron curtain to open up the region to serious mineral development consideration by the Western World. The advent of a free market economy and the emergence of the Independent States with pressing needs for foreign investment has led to a greatly improved investment climate. Coupled with the desire for some of the more entrepreneurial resources companies to head the wave of investment to the region, this sequence of events has promised a great deal, but delivered only modest progress to-date. Potential gold project development has provided the major focus, for three reasons: the region is highly prospective for gold, gold projects tend to have a relatively lower start-up capital cost compared to base metal and fossil fuel projects and finally bullion or refined gold is more readily transportable and easier to sell.

Natural gas from the south west Queensland gas fields is now available in north west Queensland to fuel the development of many Carpentaria Mineral Province projects. Like these projects, the south west Queensland gas project, developed under the operatorship of Santos Ltd, has its own æMining CycleÆ. While the project is entering its third expansion phase, it is at the same time actively extending its discovery phase, with large programs of gas exploration and reserves definition. This paper outlines the history of the south west Queensland gas project, with particular emphasis on the relationship of the project to north west Queensland.

The able address on the currency question given by the Right Honorable A. J. Balfour, M.P., late leader of the Government, at the Mansion House lately, before a large and influential audience, will strike a key-note that will resound throughout the world. It is high time that gentlemen of position and influence should come forward and express their views on this subject, so as to cause the matter to be,more seriously considered than it has been. The question can be no longer ignored or treated with indifference by bankers, financiers, merchants, miners, and others interested in the settlment on some basis the relative values gold and silver bear to each other. It is gratifying to not that such a great leader of political opinion as Mr. Balfour has given serious attention to this important question.The address created a deep impression ,on the minds of many who probably had not given the matter much att.ention, and Mr. Balfour's words will re-echo over a wide range of thought with such effect that I have no doubt they will materially help to check the downward tendency of the value and uses of silver. As a mining engineer, interested in the development of our mining resources for increasing gold aud silver for currency, and having devoted much attention to the subject, I cordially approve of the views set forth by Mr. Balfouf, and I think the general body of all interested in the production of gold and silver will do the same.

The concept of large trucks underground has been around for some time. While the road train concept is gaining momentum, there are underground mining applications where these trucks have not been suitable. Unfortunately few of the ægreenfieldsÆ projects that are most suited to the road train concept have come æon lineÆ since the underground road train was first introduced to Australia in 2001 so that the trucks have generally been adapted to existing operations. As at December 2004, there were 17 road trains operating underground in Australia, one being rebuilt and one under construction. This paper addresses the necessity for the mining industry to have an integrated ore transport system that starts at the underground load haul dump unit (LHD) in the stope production area and finishes at the crusher feed at the processing plant. Chute and orepass designs are investigated, as well as feeders to determine the best load and haul system for large-scale trucking. The paper also discusses potential developments in the large truck scene. The paper highlights the cost and productivity gains by introducing large trucks and associated integrated ore transport systems underground. While 400 vertical metres was seen as the limit of vertical hauling in the 1970s, one kilometre is a common discussion point for trucking limits today. In real terms the cost of underground trucking (including ownership costs) has decreased from $1.50 - $2.00/t.km in the mid-1990s to $1.00 - $1.20/t.km at present.

The use of dolomite as a refractory began in England about 1870 when the basic Bessemer process for the removal of phosphorus from steel was developed by Thomas and Gilchrist.Knowledge of dolomite as a refractory in this country goes back to the early part of this century, at the time when the Hoskins Brothers took over the Lithgow Iron and Steel Works from W. Sandford. The practice then was toimport burned dolomite in casks from England. It is reported that much of the material was powdered when received, but was still serviceable. The earliest. used sources of local stone were in the Bathurst and Mudgee areas of New South Wales, and these dolomites were first used raw. Later, dolomite was burned in cupolas at Havilah near Mudgee, coke being obtained from the South Coast of New South Wales. This plant supplied burned dolomite to the Lithgow steel plant, later to the Australil1n Iron and Steel plant at Port Kembla, and also to the electric steel furnaces at Newcastle, Sydney and Melbourne until the plant was closed down in 1946.The Broken Hill Proprietary Company first obtained its dolomite from George's Plains near Bathurst (this was, really a magnesium limestone) and later from Mount Knowles, a deposit near Mudgee, which was eventually taken over by the CO:plpany in 1918. It is often said in business that if you donÆt have a customer you donÆt have a business. The same rule applies to project evaluation; if you donÆt have customers you really donÆt have a viable project. It is therefore essential that in the early stages of project evaluation the following fundamental questions are addressed: What products will this project produce? Who are the potential customers? What are the customersÆ requirements with respect to grade and impurities? Do they have adequate capacity to take the production from the proposed project? Will the products introduce adverse effects in the customerÆs process circuits? Will additional waste streams requiring disposal be produced? In the past the attitude has been along the lines of the customer will take whatever we produce at the mine site. Times have now changed with customers now operating under much tighter environmental regulation with waste disposal becoming increasingly difficult. It would therefore be prudent that the principles of product stewardship be used as a tool in project evaluation. This paper will provide a general discussion on customer requirements and provide detail on case studies of the impact of mine products on smelter process circuits. It will provide examples where there were synergies between the mine product and the smelter circuit and where the mine product had adverse impacts on smelter performance.

Although we have access to a wide range of sophisticated process design and improvement tools in combination with a significant range of case studies, the mineral resource industry still manages to be plagued by the negative publicity surrounding operating plant failures because they were neither smart nor safe, together with proposed projects that fail at the first or second hurdle. The general public and the finance industry are generally totally uniformed about projects that ramp-up to name plate capacity on time and on budget and even more so when ahead of schedule and under budget. As the saying goes, good news does not cut the mustard.The following is a summary of the author’s sometimes jaundiced view about why metallurgical plants do not live up to their technical and commercial expectations. In no way should the summary be construed as a negative reflection on the skills of the metallurgical profession. Rather, it is to be taken as a positive acknowledgement of those skills and is intended to highlight some of the major considerations that need to be assessed as a potential project transforms into a sustainable technical and commercial reality.While a considerable portion of the summary is directed at developing hydrometallurgical flowsheets, the general principles are equally important to all aspects of extractive metallurgy.For convenience, the summary covers the following five basic discussion points – project, people, process, patents and politicians.

In planning and operating mining projects, managers must take into account economic conditions in foreign markets in addition to Australian conditions. As the manager has little influence over the price or the demand for the product, it is particularly important that close attention is paid to the control of costs to ensure that the mining operation remains competitive with foreign producers. This is not necessarily true for some sectors of the domestic manufacturing industry where foreign competition is restricted and costs can be passed on to consumers because of the protection afforded by tariffs. The effects of protection on the cost structure of Australian industry are more pervasive than is commonly understood. The issue of protection is particularly important to the Australian mining industry management because the cost burdens imposed by local protection must be absorbed within profit margins. Furthermore, because protected industries are effectively subsidised to use scarce resources such as skilled labour, the development of more efficient industries such as mining is inhibited. The mining industry has much to gain from any relaxation in protection policy, and hence the issue is of considerable importance to all managers in the mining industry concerned with costs.

The preamble to the mining Act sets out that such Act is to provide for the encouragement and regulation of mining within the State of Queensland. This paper will attempt to follow the legislative path of such aim and in particular to show what part Mining Wardens play in the administration of the Mining Act.The Mining Act empowers the Governor in Council to constitute Mining Districts and Mining Fields and to appoint any duly qualified officer of the Public Service of Queensland to be a Warden or a Mining Registrar. As a matter of practice Stipendiary Magistrates who hold office in the major centre within a Mining District are appointed Wardens and Clerks of the Court are appointed Mining Registrars. In some districts where there is no Stipendiary Magistrate the Clerk of the Court is appointed an Acting Warden with all the powers of a Warden. Every Warden so appointed is a Warden for the whole State.To achieve impartiality Section 74 of the Mining Act provides that a Warden shall not hold or be entitled (directly or indirectly) to the benefits of any share or interest in a mining tenement or mining venture and provides a penalty of $1000 or imprisonment for six months or both, for contravention of such section.

The gold deposits of Kalgoorlie are the most important on the Precambrian shield of Australia. Gold was first discovered.'-:.V. ,,.,.-,..Kalgoorlie in June, 1893, and olthough`the original find was of ;:...;;small extent, the prospecting activity which stemmed from it 'led to'the ciscovery.of the lodes of the Golden Mile, some three miles to the south. Th¬ production of thea1algoorlie fiold.a.t December 31st, 1962 was 80,556,572 tons -for -33.,853, 215 ounces of gold. Most of this production has come from the Golden Mile area anu Table 1 summarises the Gplueh Mile. production for periods which correspond approximately to the main phases of operation of the field.

The Liddell longwall equipment consists of 118 four leg supports, a shearer and armoured face conveyor of 170mm length. The equipment was supplied to Coal & Allied Operations Pty Limited (Coal and Allied) by Westfalia Australia Pty Limited (Westfalia). The project commenced as a feasibility study in 1983, a proposal was put to the board of directors in March 1984 and a specification distributed. Nine companies tendered for the supply of a longwall face and the supplier was selected from a short list of four companies. At the same time Coal & Allied examined the facilities at Liddell Colliery and decided to upgrade the conveyor belt system to cater for the high production from a longwall face. The surface facilities, transport system, water and electrical supplies to the colliery were also to be upgraded. During the twelve months to December 1985, the colliery was upgraded while the longwall equipment was being manufactured. The manufacturing process involved roof support testing, compatibility testing and finally a build up of 40m of longwall face

As an Inspector of Mines in Queensland, my main responsibilities include the enforcement of the Mining Act 1968 - 1986, the Mines Regulation Act 1964 - 1983 and the Metalliferous Mining regulations 1985 to promote the safe and responsible exploitation of the States' mineral wealth. An important adjunct to this task is the offering of an advisory service to the mining industry. However, in the pursuit of my duties to this regard, I have sadly observed in some cases, numerous wrong doings and negative activities by miners which have led to their ultimate demise, not to mention that of others. Despite what I consider corrective advice, I have witnessed, again in some cases, disregard and blind pursuit for the wrong end. This then is a novel approach to get the message home in the form of a light hearted cartoon presentation relating the saga of an average Aussie battler entering the mining game unprepared, making the wrong decisions due to his own ignorance and the cleverness of others, leading finally to his and possibly others' downfall. It is not intended to insult any particular profession or group of individuals and only endeavours to impart to readers and listeners, the message of being prepared and alert when entering the gold mining industry. Even though the presentation focuses on the woes of a rookie alluvial gold miner, a similar analogy could be drawn with his hard rock counterpart since the basic issues that I have attempted to address are common. By no means is there a saga complete because there are many more traps a miner can inadvertently fall into and only time has prevented me from referencing them.

Over years of exploration the massive and tabular orebodies in the area to the South West of Western Areas Gold Mine had been assessed as containing about 50 million ounces of gold û a world class orebody. Planning initially was for a surface and subvertical shaft system to exploit this area but because of cost, a single lift shaft to an area which could be accessed ex Western Areas was planned to intersect the reef at 2760 metres. It was also planned to mine out the shaft pillar area long before the deep shafts would reach that position. This is not the normal practice in South African Gold Mines. The stoped out shaft pillar was backfilled to minimise movement in the shaft sites. The result of a competitive tender/adjudication process was that Cementation Mining û Skanska won and was awarded the R192 million contract to sink the Main and Ventilation Shafts on 15 June 1995. On 1 April 1999 Western Areas and Placer Dome SA formed a Joint Venture, which now owns and operates the mine on which the South Deep Shafts are situated. This situation prevails today.

Barrick Gold Granny Smith Mine is currently undergoing conversion from an open cut operation to an underground mine at the Wallaby deposit. The underground project commenced in 2005 with the development of the reserves immediately below the pit and is now currently entering a production ramp-up phase for mining of these two initial surfaces below the pit. With increasing gold prices the owner has been forced to re-evaluate the underground project and has decided to investigate the potential of a deep level mine. This deep level underground mine presents a collection of challenges with the most notable being exploitation of a series of well separated near horizontal lodes ranging in thickness from less than 1 to 20 m. A variety of room and pillar mining methods are employed for extraction with careful consideration to resource recovery and pillar design for long-term stability. Compounding these deep level challenges is a need to accelerate mine level development to maintain the production profile of the mine. This paper describes the challenges, key learnings and outcomes of the studies undertaken to date associated with this project.

This paper examines the recent trend towards sustainability reporting and the application of the Global Reporting Initiative (GRI) æSustainability Reporting GuidelinesÆ. It also reviews reporting in the context of the Australian Minerals Industry Code for Environmental Management, as well as the status of public sustainability reporting globally in the minerals industry. The public reporting of environmental, health and safety, social/community and economic performance has evolved over the past two decades. Initially, separate and to some degree disparate documents were produced to report performance in each distinct area. In the early to mid 1980Æs some organisations had begun to report their environmental performance through some minor commentary in their annual financial reports or through ætokenisticÆ leaflets, often used as public relations exercises. Due to more media coverage and an elevated level of public scrutiny, organisations are no longer merely reporting their good performance, but also their bad and indifferent performance. In recent years these once separate environment, health and safety and community public reports have further evolved to become more integrated, reflecting organisations embarking on the reporting of their progress towards sustainable development. The primary factor in driving the evolution of sustainability reporting has been the increasing influence of stakeholders. Two groups of external stakeholders that have had a significant influence over public sustainability reporting in recent years have been non government organisations (NGOs) and socially responsible investment funds. Significant expenditure is involved in the preparation and publication of a sustainability report however many organisations do not appear to have examined in detail what they are really trying to achieve from their public reporting process. It is important to establish objectives for the public reporting process to achieve maximum benefits. Without a framework of public reporting objectives, the benefits of the reporting process to the organisation will not be recognised and the considerable expenditure involved will be increasingly difficult to justify. We believe that by focussing on the process rather than the document, significant benefits to the organisation can be gained. Indeed, with a proper framework of objectives and targets, the reporting process can be used as a vehicle to drive organisational change, implement management systems and improve performance. An idealised framework for a public sustainability reporting process sees the organisationÆs sustainability policies drive the entire process and determine the sustainability objectives. Specific targets are then set to realise those objectives. The targets will govern performance indicators that should be used to measure the success of target achievement and which will also define what data need to be collected. Evaluation is a key component of the reporting process to measure the success of target achievement and progress in realising objectives, as well as review the need for new targets to be set. The actual production of a public document is only one, albeit important, component of the overall reporting process. The challenges that lie ahead for sustainability reporting primarily relate to the integration of environmental, social and economic performance reporting as organisations integrate their approach to these areas. This will only happen as the culture of an organisation changes to not only accept the principles of sustainable development but to implement those principles in daily operations. The reporting process has the potential to drive that cultural change by communicating the organisationÆs sustainability objectives and setting challenging targets for their realisation. Public sustainability reporting will only achieve its maximum value when it forms an integral part of an organisationÆs sustainability management system and culture.

Most operations, when considering their comminution circuit, are primarily concerned with achieving the desired particle size distribution to obtain adequate liberation for the separation process, at minimum cost. Invariably, the effect the grinding media has on the subsequent separation process (ie flotation, leaching) is not taken into account when selecting the media. This choice is driven by cost rather than metallurgical outcomes. Maximising valuable mineral recovery, with optimum selectivity against gangue minerals, is about good particle preparation. And, particle preparation is strongly related to achieving adequate mineral liberation with the correct pulp chemical conditions. However, the pulp chemistry of a system is largely ignored and relies heavily on pH control and the addition of appropriate reagents (collectors, frothers, activators, depressants). The changes effected by the addition of the various reagents are obtained through conditioning the ground pulp prior to or during the concentration stage, subsequent to grinding. Frequently, reagents are added during grinding with good effect, but the impact of the grinding media on down stream processing is usually overlooked. A number of case studies examining the effect of grinding media on pulp chemistry and subsequent flotation performance were completed on several different sulfide mineral systems (for example, lead/zinc, copper, refractory gold). The evidence suggests that a change in grinding media type from forged to high chrome (ie conditioning the pulp during grinding) resulted in a shift in pulp Eh to less reducing conditions, an increase in the dissolved oxygen content of the pulp and a reduction in the iron species present. The changes have a positive impact on flotation behaviour. The results of the case studies are discussed.

Dust mitigation has long been seen as nothing more than managing a nuisance issue, but the reality is that poor dust management can lead to one or more of the following negative consequences: an increased risk of safety incidents, lost revenue, reduced and possibly even lost licence to operate, regulatory intervention, high staff turnover and/or absenteeism and occupational health and safety (OH&S) issues. Dust mitigation and management is not a black art; rather it is a scientifically driven process that can provide an opportunity to increase profits, increase the companyÆs status as an excellent corporate citizen, enhance staff retention and reduce the safety risk profile of the operation.The way to achieve success in dust mitigation and control is to apply the scientific method to each problem that can arise and plague any operation by using current industry best practice. This method of dust problem-solving can be applied to dust issues arising from specific dust sources and locations. The dust sources can include wind impacting on stockpiles, open areas, tailings storage facilities, moving train and truck loads, vehicular traffic on roads, the operation of shovels, front end loaders, draglines and other equipment, as well as ore movement on conveyors.The solutions will come from a combination of deployment of dust collection equipment, dust and moisture monitoring equipment, the appropriate application of water and chemicals, the introduction and maintenance of appropriate barriers and the use of predictive data from local and public weather stations. The paradigm shift required is to view dust mitigation as one aspect of normal operational practice, not a ænice to haveÆ or æunnecessary expenseÆ as most operators currently view it. This attitude is becoming more important as more and more local communities oppose the development of mines. One of the reasons for this local opposition is the inevitable dusty environment that is usually associated with mining.Dust mitigation is not a significant expense if correctly designed and included into the system, either as part of the original design of the operation or as a brownfield installation after the fact. Indeed, there is always a loss of revenue associated with dustiness resulting from ore movement and avoiding this goes a long way to paying for any associated dust mitigating costs.CITATION:Visser, J, 2013. The paper briefly describes the mining system employed on Western Deep Levels for the past 20 years. The negative aspects which gave rise to a new mechanized method of mining are discussed. The sequence of events leading from the Mine's first attempt at trackless mining in 1980 to the present day in-stope project is presented. The original justification for this project and the in-stope trackless mining method is described in detail. The results to date are evaluated and the original rationale for going in-stope trackless mining questioned. A totally new mining philosophy for Western Deep Levels, whereby major geological disturbances are left in situ and longwalls re-established and mined using trackless mining machinery is described. The economics of this mining method are discussed. Trackless mining machinery can also be put to good use within the conventional longwalls in a new method of mining using Load Haul Dumpers (LHD) in reef drives. When the instope trackless mining project commenced in 1983, it was stated that expansion to any significant degree with diesel powered vehicles could be ruled out and electrically driven alternatives would have to be developed. This issue is discussed and the Mine's decision to expand with diesel powered vehicles explained. Finally, the extent to which trackless mining is likely to be seen in the 1990 s at Western Deep Levels is discussed.

Mr. H. W. GEPP said he desired to bring particular attention to this paper. The underlying intention of the Development and Migration Commission when the paper was prepared was to place at the disposal of Australian miners and metallurgists the story of the development of tin metallurgy as it had been advanced in other countries, particularly Great Britain. They had very considerable resources of low-grade tin-bearing metals in the eastern coast of Australia particularly, and they need not anticipate that tin was going to remain at the extremely low price at which they saw it to-day. The Commission felt that it was most desirable to place 'on record, and make easily available, the story of the treatment of comparatively low-grade tin ores in other parts of the world.Arrangements were made that the technical staff at Australia House, in conjunction with Mr. H. S. Elford; should collect this information so that in due course, when Australia awoke to an interest in low-grade deposits, of which there were many throughout Australia, this story would then not,have to be gathered from other areas and other places of the world. The -paper was a contribution which would turn out to be of very great value. He suggested to the younger members that this thorough contribution could be made the subject of study so that they would be ready to assist in the developments which must come. Mr. WM. APLIN said there was one point in connection with the paper upon which he would like to speak. While at Mount Morgan he had occasion to test some highly pyritic tin ore by flotation, with a view to separating the cassiterite from the pyritic mineral.Instead of accomplishing that, it was discovered that it would be possible to eliminate as much as 50% of the total weight of ore in the form of a pyritic flotation concentrate, which would contain...
