The Electricity Commission of New South Wales operates three power stations located on Lake Macquarie and Lake Munmorah. Coal for these power stations is supplied by three collieries operated by the Electricity Commission, three operated by the State Mines Control Authorityrand one privately owned. Most of the coal used in these power stations is won from the Great Northern seam which lies at depths of up to 220 ft at Awaba and at depths of the order of 600 ft at the remaining mines on the southern end of the field.

This paper explores the recent escalation in public opinion for business to demonstrate the social value it generates through its activities. The concept of social capital is analysed, including the linkages between social and environmental values. Also discussed are the challenges inherent in devising a method for evaluating social value, determining appropriate performance indicators and then evaluating acceptability of outcomes. The linkage between accountability and added social value in the minerals industry is analysed. This includes an illustration of the models of accountability that are now emerging and the adding of social value.

The present value of the future profits of a mining operation, using a discount factor which represents the effective cost of venture capital, provides a measure of the projected success of the operation. The present value can be maximised by appropriate selection of cut-off grades successively through the life of the operation. A case study is presented in which detailed optimisation of cut-off grade results in a worthwhile increase in profitability compared with the use of a constant, break even, cut-off grade.Some implications of this approach to profit optimisation are discussed.

Considerable confusion is to be found in the methods of estimating mineral reserves. The solution appears to be more cooperation between industry and government to agree upon a classification system with guidelines to overcome the problem of the many variable factors affecting reserves. The classification system proposed by the United States Bureau of Mines and the United States Geological Survey (USBM/USGS) together with the guidelines similar to those suggested by the Australasian Institute of Mining and Metallurgy/Australian Mining Industry Council (AusIMM/AMIC) is recommended for reporting mineral reserves to government.

The influence of layering on the rate of heat transfer through a packed bed consisting of particles of two different sizes and heat capacities has been determined by measuring the heat front velocity through beds of quartzite particles and iron ore pellets. The heat front velocity through the layered beds was less than that through a bed consisting of a random mixture of the par- ticles. This is due to the formation of an interface in which the smaller pellets in one layer penetrate into the layer of quartzite Below.

The application of high pressure water jet technology to the drilling of longholes in coal has resulted in the development of a system currently capable of drilling to lengths greater than 200m. Field tests at the German Creek Mine have demonstrated directional control of the holes within a 0.5m section of the seam. Initial application of the technique at the German Creek operations is for drilling methane drainage holes. The transgressive sedimentary sequence of the Notnnea Basin contains rhyolitic lavas and less voluminous mafic and intermediate volcanims of shoshonitic affinities which erupted simultaneously during the late Cretaceous. The shoshonitic volcanism shows a trend from early inafic to younger evolved intermediate lithologies. The rhyolites are consistently calc- alkaline. There is no evidence of 'mixing, of, the two magma types. The shoshonitic volcanism is the result of a short-lived subduction event related to sprcadime in the New Caledonia Basin and involved reactivation of an earlier Mesozoic subduction zone.

The coal basins that formed near the margin of Permian Australia were comparable in size with the Appalachian coalfields and with the European fields between Wales and Poland. They formed on the foreland side of a growing orogen in a system of linked transform basins formed by transtension on strike-slip faults. They were terminated and compressed when the Gympie volcanic arc was accreted to the orogen. Another huge system of Permian coal basins extending far inland from the Permian coast was also terminated when the Gympie Terrane was Accreted.

The bubble size was measured in a laboratory flotation column. The effect of variables such as air flowrate, frother dosage and type, pulp density, particle size and water column height on the bubble size was investigated. The results show that an increase in either air flowrate or pulp density cause the bubble size to increase, while increases in water column height, frother dosage, surface tension or solid particle size cause the bubble size to reduce. Among the frother types tested, MIBC was found to be the most effective in reducing the bubble size.

Reclamation field trials commenced in 1985, two years before the granting of the Mining Licence. The level of pasture production on varying soil depths (0 cm, 5 cm, 15 cm and 25 cm) overlying both tailings and oxidised waste overburden was assessed.   After seven years, the rate of increase of N, C, P and S, losses of Sand P and pH changes were investigated on the plots where grass seed was sown into bare tailings. It was determined that on these plots it would take approximately 24 years to reach the original carbon and nitrogen levels at the mine site. Further tailings trials have been initiated to investigate alternative land use options for the tailings dam. Growth increases of 73% occurred in native species growing directly in tailings, and growth increases of 78% occurred in tailings amended with compost over the first six months. Pasture trials on tailings with and without a compost amendment have also been initiated. Research has commenced to investigate the restoration options for acid producing pit slopes. The early field trials have been put into practice with the restoration of oxidised waste on the tailings embankment. This is progressive with approximately 16 ha restored to productive pasture at present. Yields compare well with those of the most versatile and productive soils types investigated in baseline studies of the area before the tailings dam was constructed.

The Gramalote orebody is a large low-grade gold deposit situated in the San Roque municipality, 124 km north-east of Medellin in Antioquia, Colombia. It is jointly owned by AngloGold Ashanti (AGA) and B2Gold and is currently in Feasibility Study phase. In 2013 AGA requested CRCORE to undertake a preliminary study of the potential application at Gramalote of pre-concentration by screening, part of the Grade Engineering suite. 160 samples of coarse assay rejects (-3 mm) were tested and showed one of the strongest responses seen worldwide to that time, suggesting that about 70% of the gold could be recovered into 40% of the mass. This was seen as potentially markedly improving the Gramalote economics. A large-scale testing program was implemented on site to follow up these results. A total of 18 samples of 17 t each were mined along a pre-existing exploration adit. A complex test flowsheet allowed size fractions to be generated from the as-received material as well as after crushing to 53, 23 and 3 mm, all from the same head sample. The procedures were designed after carrying out a heterogeneity study to measure sampling errors. The coarser size fractions were designed to study the effect of crushing on upgrade response and predict the response on open-pit run-of-mine ore. The finer size fractions were designed to investigate means of predicting the upgrade response across the orebody. The large-scale testing closely confirmed the average upgrade response as predicted from drill core assay rejects but found that only the -53 mm crushed material accurately predicted the upgrade response of individual samples. Ore geochemistry was able to usefully distinguish samples with good and poor response. A small study on drill core suggested that, for Gramalote, fine crushed material distinguishes vein associated and disseminated values but not other factors that control actual outcomes.

Mine seismicity is one of the most difficult geotechnical risks to manage in seismically active mines. There are currently some established empirical and statistical methods that provide quantitative measures for seismic hazard assessment in operating mines. However, these methods are mostly suitable for quantifying the current or historical seismic hazard and often cannot be directly used to forecast the future hazards. Numerical modelling is the only analytical tool that can capture the level of complexities required for a meaningful analysis of mine seismicity and therefore to facilitate a reliable forecast of future hazards. However, there is currently no widely accepted and established guideline and methodology for analysing and forecasting mine seismicity using numerical modelling. This paper first provides a background on previous published studies on this subject and then outlines the key aspects that can affect the reliability of the forecasting for mine seismicity. These aspects include a) processing of historical seismic data, b) selection of suitable numerical modelling approach, c) Post-processing and interpretation of the model outputs. A case study is then presented for the Gwalia Deeps Mine where a new framework was developed to forecast future mine seismicity. High-quality seismic data for a period of five years was used for back-analysis and comparisons with the numerical modelling outputs. After development of the method, the future seismicity was forecast for the next 12 months and the actual seismicity was monitored against the forecast during this period. Results of this study shows promising potential for the proposed framework to be applied more routinely and at other mine sites. However, more validations are required at Gwalia Deeps mine as the mine proceeds to deeper levels. In addition, the method needs more improvements and should be tested and validated at other mining operations before it can be established as a proven method. The continuously growing demand for rare earth elements (REEs), in combination with the crisis of 2009 and the price spike of 2011, has initiated a treasure hunt for rare earth deposits all over the world in recent years. Since then, commodity prices have declined and are now quite stable, yet the world is still dependent on China’s dominance of the market and its export policies. Exploration is unremitting and numerous resources of potential interest have already been revealed in many countries; however, proceeding to mining operations is not that simple, especially when it comes to the exploitation of rare earth deposits. Evaluating the feasibility of a mining project is always a unique, sensitive and rather complex process that depends on multiple criteria.This paper focuses on clarifying the present and future global situation in the development of respective deposits and on identifying rare earth-specific criteria that influence the overall feasibility assessments of any potential (especially underground) mining projects. Environmental impacts, legislation issues and the presence of radioactive pollutants are some of the notable boundary conditions that govern rare earth mining operations and need to be taken into consideration. Furthermore, the balance problem between the supply and demand of the different REEs can determine decisively whether a deposit of specific REEs is economically exploitable. For this reason, evaluations are made regarding the future strategies to be enacted in order for the rest of the world to detach itself from this situation. The base metal ore from the hanging wall of White's orebody at Rum Jungle, N.T., is composed of copper and oth.er sulphides in a rock described as a phyllite,.which consists essentially of micaceous minerals with a little graphite.Fast selective flotation was obtained in acid circuit below pH 3·5. In neutral or alkaline circuit flotation was generally slow and selectivity very poor due to the ready flotation of part of the sericite. However, it was found that fast selective flotation could be obtained in neutral or alkaline circuit by either of two treatment methods following pre-conditioning in acid circuit; firstly by decanting or filtering a substantial part of the circuit liquor, and secondly by neutralizing with soda ash or lime, providing the collector was added before neutralizing. Otherwise pre-conditioning with acid brought about no improvement whatever.To explain this behaviour, three possible reasons for the flotation of part of the sericite are examined. There is evidence that some sericite floats because of thin films of either sulphides or graphite, but it seems likely such particles will float under all the conditions investigated.On the other hand, if it is assumed that part of the sericite floats because it is activated by metallic ions derived from the circuit water, a reasonable explanation can be given for the variations in flotation behaviour.INTRODUCTIONWhite's uranium orebody at Rum Jungle, N.T., sixty miles south of Darwin, is mined and treated by Territory Enterprises Pty. Ltd. (a subsidiary of Consolidated Zinc Pty. Ltd.), who are managers of the Rum Jungle project on behalf of the Australian Commonwealth Government.This ore contains a significant quantity of copper sulphides, and a flotation plant recovers a copper concentrate from the tailing remaining after the uranium has been extracted.In contact with the hanging wall of the uranium-copper orebody, a further mass of non-uraniferous sulphide ore occurs, and the present paper relates to the behaviour in flotation of this base metal ore.

There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. The production at First Quantum Minerals’ (FQM) Kevitsa Mine, located in northern Finland, commenced during the second quarter of 2012. Presently, the mine processes approximately five and half million tonnes of ore annually, producing nickel, copper and platinum group metal (PGM) concentrates. In order to support fast production ramp-up and optimise the performance of flotation thereafter, an extensive advanced flotation control solution was implemented by Outotec in collaboration with FQM Kevitsa.In addition to basic process instrumentation and process control, each of the 14 Outotec 300 m3 and another 26 cells, ranging from 20–160 m3, have been equipped with state-of-the-art systems providing froth image analysis and automatic froth speed control. Also, the flotation cell levels are stabilised with advanced feed-forward level control.The online analyser provides key feedback information of the process performance for the advanced process control (APC) system. Based on this information, APC system defines grades and recoveries according to rules defined by Kevitsa process metallurgists. This system executes the control strategies for optimising the production of concentrates.Throughout the implementation and support phases, specific and intensive attention was paid to ensure plant personnel gained full understanding of interacting with the system and how to incorporate their process experience and skills to optimise the APC strategy. This level of expertise is also a valuable asset in understanding the APC system’s contribution to the overall performance of the plant as well as providing the ability and confidence to define key performance indicators used for continuous assessment. The Jinfeng mine is Sino Gold's flagship project and is the second largest gold mine in China. Sino Gold Limited (SGL) holds 82 per cent equity in the Sino-Foreign joint venture Sino Guizhou Jinfeng Mining Limited (SGJML) with a Chinese partner. Jinfeng is located in a relatively remote site in southwestern Guizhou province. The orebody is considered to be the largest known Carlin type deposit in China. Jinfeng Plant has the world's third largest BIOX« bacterial oxidation facilities (790 t/d), treating highly refractory concentrate generated from crushing, semi-autogenous grinding (SAG) and ball milling and bulk sulfide flotation operations. The Jinfeng Plant construction started in February 2005, commissioning was completed in April 2007, and commercial gold production was achieved in September 2007. This paper describes the successful operations of Jinfeng Plant over the last two years. The key events of the project development are described, from the project background and process design, through to the commissioning and achieving design mill throughput of 3600 t/d resulting 180 000 ounces of gold per year. Process aspects of the BIOX« and carbon-in-leach (CIL) operations over the last two years are discussed which illustrate a very high BIOX« oxidation rate (more that 97 per cent) and excellent CIL recovery (more than 96 per cent). The management of the Jinfeng plant CIL tailings detoxification and filtration is described, and Jinfeng has became the first BIOX« processing plant to have achieved dry stacking of detoxified and pressure filtered CIL tailings. Current efforts to recover cyanide from CIL detoxified solution and the achievement of a zero discharge site water balance are also introduced. Many improvement projects have been made over the last two years which have culminated in a 15 per cent increase in mill throughput over the design and BIOX« CIL recovery increasing from 92.5 per cent to 96 per cent. Significant operating cost reductions from lowered of acid, lime and cyanide usage through process modifications and technical innovations are discussed.

Seismic systems are a tool for the monitoring and forecasting the rock mass response to excavation. Common issues encountered at mine site audits and reviews are: how to design an effective seismic system, implementation of the design, interpretation of seismic source results and understanding the reliability of the seismic source. These issues are often a function of several items including: • Experience of site personnel in undertaking seismic system design. • Personnel not envisioning multiple phases of system expansion to understand system robustness issues. • System design/expansion occurring in response to damaging seismic activity rather than planned expansion of a system • The mine access development is often localised in comparison to the total orebody being mined hence, planning sensors in longholes in advance of development rather than in short holes close to development will improve the three-dimensional aspect of the network. • Limited site processing of the seismic event data, hence engineers do not see the uncertainty associated with event location, size, source and system layout. Mine site users require a framework to appreciate the challenges and limitations in locating large events. For example, event locations are given as precise measurements (to the nearest centimetre) whereas the volume of deformation resulting in the event often has dimensions of tens of metres or more (as defined by the source radius). A stronger awareness of the uncertainty of rock mass yield within large seismic sources will assist site users in the interpretation of rock mass damage. The encountered design and implementation errors are reviewed and discussed with a practical set of rules presented to provide a robust seismic system that provides consistent results and increases the user’s understanding of uncertainty in source location and size. The authors’ experience across multiple mine sites, seismic systems and damaging seismic events over a 30 year period has been summarised into practical rules for site personnel of all experience levels.
