Reserves of high-grade quartz gravel, lignite and timber suitable for the production of silicon metal and ferrosilicon on large scale occur within 40 miles of Bluff Harbour. Undeveloped hydroelectric power resources on the Clutha River are located within 50 miles of the most promising quartz gravel deposits while opencastable lignite, potentially suitable for electric power production, occurs in the same locality as the quartz gravels. A preliminary study of production economics indicates that the commercial feasibility of silicon/ferro-silicon production would depend mainly on the cost of electric power, total capital cost of plant, and the market value of the products. The proximity of Bluff Harbour is advantageous for the export of products.

The control objectives and constraints for grinding circuits are ana- lysed, taking a single-stage ballmill-cyclone circuit as an example. The design of a hierarchical modular control system is described, for implemen- tation on modern microprocessor-based control systems. Product sizing measurement is identified as a problem area, and a new approach to product sizing inference, from on-line cyclone feed and overflow measure- ments, is presented. The procedure over-comes several practical difficulties of a previously proposed inferential method and is therefore expected to find application in more advanced grinding circuit control systems.

The efficiency of operation for each cell is,discussed in terms of the electrochemistry of (a) gold deposition, and (b) packed bed electrodes. Agglomeration pre-treatment is a new process now being used here and overseas whereby problems arising with the heap leaching of gold and silver from materials containing critical amounts of fines or clay can be simply and cheaply overcome. The technique involves mixing the material with a suitable binder, commonly Portland Cement, and tumbling the moistened material to agglomerate the fines. These agglomerates are placed on the leach pad and cured prior to leaching. Test results, plant and operating cost data are presented. INTRODUCTION Heap leaching is a low capital and operating cost alternative to conven tional processing techniques for gold and silver extraction. A number of commercial-scale operations have recently started in the United States and the method is being considered for further deposits there and elsewhere.

The principles and practical applications of the Mogensen Sizer are examined, with particular reference to the experiences at Coal Cliff Mine, New South Wales. The Mogensen Sizer has proven to be a worthwhile alternative to conventional screening. It has the flexibility and capacity to offer a useful sizing tool, particularly in areas of confined space. The Resources Boom of the 1960s in Australia provided a strong foundation for AustraliaÆs economic prosperity for the remainder of the twentieth century. In combination with sound economic management, our world-class minerals and energy sector has played a key role in the nationÆs competitiveness, and it has been the major source of our exports since the early 1970s. Even with the emergence since 1990 of major mineral provinces in Latin America and elsewhere, Australia has increased its percentage of world production of several minerals. Between 1990 and 2002, our share of iron ore production rose from 13 per cent to 20 per cent, nickel mine production from eight per cent to 17 per cent, copper mine production from four per cent to seven per cent and zinc mine production from 13 per cent to 17 per cent. Whether this situation will continue during the coming decades motivates the discussion of this reflective paper. The approach is to consider fundamental supply-side and demand-side issues in arriving at a view about the state of the world, the world minerals sector and the Australian resources sector in the coming decades. The argument draws from the experiences of other mature mineral producing countries such as Canada and the United States. In such nations, efficient producers have often sustained competitiveness for extended periods, despite falling grades and other challenging operating conditions. Yet several forces are changing the economic geography of the minerals industry in significant ways. These include the re-emergence of major global mining corporations, the revision of mineral policy in over 100 nations since 1985, the mobility of technology and more efficient transport both for mineral productions and mining professionals. Given these trends the paper argues that the Australian mining industry must continue to change and evolve significantly in the foreseeable future. Its leaders will need to be even more internationally focused if it is to maintain its strong competitive position.

Optimisation and mathematical formulations for open pit design and long-term production scheduling have been available since the 1960s. There are two main concerns in the application of existing mixed integer programming (MIP) models in open pit mines: a. the feasibility of generating both optimal solutions and practically mineable scheduling patterns and b. the inability to deal with in situ variability in orebodies and account for uncertainty. In dealing with these issues, a general open pit production scheduling method for multi-element deposits is presented and subsequently used to optimise the long-term production schedule in a nickel laterite deposit. The application shows the weaknesses of MIP formulations in terms of generating optimal solutions as well as practically feasible mining patterns. The application of the same formulation in the presence of in situ orebody variability and uncertainty uncovers a major reason for deviations of scheduled production from actual production, and outlines additional limits of traditional optimisation formulations as well as future needs.

The current approach to the design of fill, as a structural component in a mining system, is based on traditional usage, previous experience, empirical rules and preconceived ideas. This approach does not permit the relative economicsof the various possibilities to be evaluated, retards introduction of new materials or processes, and results in fragmented fill research effort.A rational approach to the design of fill is proposed as a means of overcoming these disadvantages.This is based on five components:(a) statement of functions of fill,(b) definition of modes of fill response,(c) criteria of satisfactory performance,(d) analysis of fill response,(e) specification of required fill properties and methods of obtaining them.An assessment of each component indicates that the adoption of this rational design approach will require research effort in categorising modes of fill response and in defining criteria of satisfactory performance.

Pit optimisation algorithms are designed to produce a pit with maximum value, but for certain minerals like iron ore, limestone, coal, etc, it is also necessary that the designed pit contains ore which meets the customer's chemical specifications. This paper describes a technique of using linear programming for blending optimisation and the Lerchs-Grossmann algorithm (as in Whittle's 3D software) for pit optimisation in tandem, to achieve pit designs of targeted grade specifications.

The paper describes a spectrometric method and apparatus developed for lithology logging in brown coal formations. The nuclear spectromet- ric technique developed is able to delineate coal/sand/clay seams. One requirement was to log inside drilling rods, as well as cased or open holes. The method described is based on combined natural gamma and gamma- gamma techniques using a spectrometric system for signal acquisition and subsequent computer based on-line data analysis and interpretation.

The process of mine planning at AnacondaÆs nickel and cobalt laterite operation located at Murrin-Murrin in the Northern Goldfields of Western Australia is carried out in a number of stages in an endeavour to determine the optimum mining sequence in order to maintain supply to the 4 Mtpa plant subject to operational constraints. The 296 Mt @ 0.99 per cent Ni and 0.064 per cent Co ore reserve (based on a cut-off grade of 0.8 per cent Nickel) is spread geographically widely over three regions comprising Murrin North (15 km + 15 km), Murrin South (7 km + 16 km) and Murrin East (5 km + 13 km) (refer Figure 2). The nickel mineralisation has been broken up further within each region into 18 separate manageable block models representing the 32 different deposits. The models are based initially on the 50 m + 50 m resource drilling for long term planning and updated with 12.5 m + 12.5 m grade control drilling prior to mining. Each of the individual block models are optimised using Whittle 4X software to provide the shells used as the basis for each of the 126 pit designs. The pits are generally nested with starter pits targeting the higher value shells with subsequent pits incrementally cutting back ultimately to the life of mine shells. A series of steps including: the coding of the individual pits into the block model; data export; TCL scripting (to calculate additional economic and tracking information); importing; and re-blocking; completes the transfer of the data into a MineMax (mixed integer linear programming schedule optimising software) model. Using MineMax and the application of operational and production constraints allows the optimisation, assessment and economic evaluation of alternative scenarios in order to determine the optimum life of mine plan and schedule.

The Dizon open pit mine of Benguet Corporation in western Central Luzon, Philippines has yielded some 182 000 t copper, and about 26 000 kg gold and 48 000 kg silver as by products since it started operation in November 1979. The 140 million tonne orebody is associated with a small quartz diorite porphyry stock emplaced in volcanic rocks on the basal slope of a stratovolcano complex as stockworks, fracture fillings and disseminated sulphide mineralization averaging 0.43% Cu, 0.93 g/t Au and 2.5 g/t Ag. Intense hydrothermal alteration accompanied the mineralization that developed fairly distinct mineral assemblages within and around the intrusive. Post-ore volcanic activity later gave birth to an upward-flaring diatreme which broke out south of and adjacent to the orebody and partially destroying it. Subsequent volcanic activity buried the mineralized area along with the rest of the stratovolcano's surrounding slopes under a thick deposit of pyroclastic and laharic debris. Erosion eventually removed the volcanic cappings over Dizon and also exposed the quartz diorite porphyry stock which might have resulted in the truncation of a sizeable section of the Dizon deposit. The chain of stratovolcanoes that comprise southeastern Zambales range hugging the southeastern edge of the Zambales ophiolite is part of a west-facing volcanic arc that extends for some 300 km along the western margin of central and southern Luzon whose development has been correlated to the subduction in the Manila Trench located off the west coast of Luzon. Prominent WNW-trending lineaments that cut across the ophiolite appear to be splays of the Philippine Fault whose intersection with the Mt. Pinatubo stratovolcano complex might have localized the emplacement of a number of intermediate stocks along with the gold-rich porphyry copper mineralizations associated with some of them.

The Great lady gold deposit presented the challenge of providing a new grade control system for an usual type of orebody in the Eastern Goldfields. Mineralisation occurs as secondary enrichment about a quartz sand - granite saprolite contact 30m below surface. The ore horizon, which averaged 2.5m thickness, was near-horizontally disposed in contrast to the typical steeply dipping, shear hosted deposits of the region. A trial mining operation was undertaken on the richest, most continuous portion of the deposit to test the economic viability of this type of orebody. Controlling and minimising vertical ore dilution was considered crucial to the profitability of the operation.An understanding of the grade distribution combined with the practicalities of mining produced a grade control system which allowed for the mining of 1/2rn composited grades on level lm benches. Ore mining was combined with strict monitoring of levels, truck destinations and ore boundaries. Ore reconciliation results showed this system to be effective.

The highest grades of the Porgera gold deposit, Papua New Guinea, are contained in Zone 7 due to the presence of the Roamane fault, which acted as channelway of the gold-bearing fluids. Prior to the development and underground mining of this fault-controlled high-grade zone it was critical to provide grade estimates of relatively small mining units, and of the proportion of mining units above cutoff. To be applicable to Zone 7 of Porgera a grade estimation method should account for the following:1. the highly skewed and apparently lognormal distribution of the grades,2. the rapid drop off of the local mean grade and the variance as the distance to the Roamane fault increases,3. the presence of high grade pockets in the footwall, away from that fault, and4. the existence of variograms for the logs with sills parallel to the fault and without sills perpendicular to it.

An overall review of the selection of rock strength and deformation characteris- tics for the design of the Melbourne Under- qround Rail Loop (MIJRL) rock tunnels is presented. Particular emphasis is placed on aspects of in-situ testing, including large diameter plate bearing tests. Material on the interpretation of test results for use in the design of the tunnel linings and openings is included, with a brief discus- sion of desiqn methods.

Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

Details are given of the excellent performance, outside Australia, of steel slag in road pavement surfacing. Laboratory tests and plant trials have shown Port Kembla BOF steel slag to be a material with properties suitable for producing asphaltic concrete which will maintain a high skid resistance in service under heavy traffic. The high density of steel slag is a factor which will result in a cartage cost penalty likely to restrict usage to close to its source.
