Maori economic development still remains an enigma to many people some 157 years after the signing of the Treaty of Waitangi. It has only been in the last decade as a result of increasing pressures from Maori to recognize and settle grievances arising from the Treaty and the resulting compensation issues that "mainstream" has begun to sit up and take notice. While Treaty settlements such as the Tainui, Ngai Tahu and Fisheries settlements have gained prominence as a source of economic potential for Maori, there are significant existing assets owned by Maori worth an estimated $4.6 billion that add an exciting new dimension to Maori contribution to New Zealand's enterprise economy.   Despite the fact that many claims have yet to be resolved, Maori are clearly shifting from grievance to development mode as evidenced by their focus on capacity building through education, strategic alliances nationally and internationally and the significant growth of nett asset worth of Maori interests in a number of industry sectors.   In essence, Maori provide a large un-tapped economic potential in New Zealand. The years of relative economic obscurity appear to have wetted their appetite for positive growth and economic independence. Given current trends, it would not be unrealistic to expect the asset base of Maori to double in value over the next decade and to see the emergence of Maori owned Corporates not only within the New Zealand economy but also trading actively in the global market place.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

AngloGold Ashanti Ltd nominated Sunrise Dam Gold Mine as a case study via their involvement with the long-running Australian Mineral Industry Research Association (AMIRA) International P9P research program (AMIRA, 2015) . A group of researchers from the Global Comminution Collaborative (GCC) conducted a comminution circuit survey and review together with a large group of graduate metallurgists, senior metallurgists and operators. Fundamental and applied research understanding was used to identify productivity and efficiency improvements around the crushing and grinding circuits. The limitations of current scientific knowledge were identified through this process and this will allow future research to be more focussed on what is required by industry.The comminution circuit at Sunrise Dam comprises three stages of crushing followed by two stages of ball milling. The secondary crusher and primary ball mill classification were identified as the primary limitations of the circuit. The secondary crusher was found to be underperforming through overall equipment efficiency (OEE) analysis and an improved chamber design was identified by Chalmers University. This improved design will promote higher power utilisation, choke feeding and a finer crushed product for the milling circuit. The primary ball mill product is classified by a combination of a trommel, 3 sieve bends and a hydrocyclone. The combination of poor classification and coarse, competent feed led to a situation where the primary mill was overfilled with rocks, reducing grinding rate due to cushioning of impact. Size specific energy (SSE) benchmarking methodology was used to identify that a 10% increase in throughput could be achieved with improved primary classification.CITATION:Ballantyne, G R, Clarke, N, Elms, P, Anyimadu, A and Powell, M S, 2015. A computerised cataloguing system for geological specimens is described. The catalogue is designed for use with a compactus-type storage system. The information stored in the catalogue for each specimen includes the type of specimen, locality information in terms of standard ~ap sheets and descriptive location, geological age, stratIgraphy, and specimen descriptions. The catalogue can be interrogated at any level of detail on the basis of any combination of these specimen parameters.Other information stored for each specimen 'is the compactus address, collection date, reference information and the type of analyses performed on that specimen:Any mterrogatlon produces a listing of those specimens which satisfy the search criteria.

This paper looks at two ways to estimate the bulk mineralogy of the rocks for assay intervals. The aim is to find an efficient indicator of the most common minerals in the rock. Phase (modal) analysis has traditionally been done using visual methods such as point counting and image analysis. A modern version of this process is the X-ray point counting routine using the SEM-EDS based software. These methods are too slow and expensive for routine analysis of bulk sample mineralogy at the normal assay spacing.Two sources of data were considered that provide information that can be used to determine the mineral abundance in assay samples. The most widely applied method is (semi-) quantitative X-ray diffraction (QXRD). The QXRD method is most applicable to major minerals and has limited application to minerals at low abundance. The nominal detection limit is 0.5 per cent. Values below five per cent have large errors. A second, less common, method is calculation of mineralogy from chemical assay data. Conversion of chemical analyses to mineralogical analyses depends on the unique chemical composition of each mineral. Elements only found in one mineral are easily accounted for, but many compositions are ambiguous. Deciding on the actual mineralogy is not simple. Recalculation of mineral mode from chemical analyses is more accurate than QXRD when the correct minerals, and mineral compositions, are known.Where only a few QXRD analyses are available they can be used to setup a protocol for calculation of mineralogy from assay data. Linear programming works well in this environment. The best results are obtained when both H2O and CO2 are directly measured. Loss-on-ignition (LOI) should be included if these are not available.Where both QXRD and chemical analysis are available for all samples, the best results are obtained using the least squared method to merge the data sets assuming QXRD has much higher analytical errors than chemical assays. The combined method provides more robust results because the high abundance minerals are controlled by the QXRD measurements while the chemical assays improve the precision for low abundance minerals

Over the last decade heap leaching with a cement binder has allowed the economical leaching of low grade gold ores of less than 2 grams/tonne. Despite the continued use of cement as an agglomeration aid, numerous leaching operations continue to experience channelling and blinding problems. This paper describes the development of polymeric agglomeration aids, Extract Ore 9760 and 9960, which when used as a partial cement or lime replacement can result in a higher rate of and/or a higher total gold recovery in plant evaluations. Extract Ore in combination with cement acts to produce a stronger agglomerate which results in reduced fines migration during leaching and helps prevent blinding of the heap. Both of these changes will give a more even flow of cyanide solution throughout the heap and improve solution contact efficiency within the ore. Polymeric agglomeration aid programs are now being used by heap leaching operations in three different countries. A summary of benefits identified at some of these operations are presented in this paper.

A new process for leaching zinc sulphide concentrates with gaseous mixtures of SO2 and O2 in aqueous solution is described.The reaction of SO2/O2 with Rosebery, Mt. Isa, Broken Hill and Elura zinc concentrates yields zinc and iron sulphates, elemental sulphur and some sulphuric acid. Rates of zinc extraction are controlled by a surface chemical reaction without apparent interference from the elemental sulphur layer for SO2 concentrations up to 9 per cent in the gas phase. Pyrite in concentrate exerts an activating effect, possibly through galvanic interaction with the sphalerite. Metal extractions are dependent on SO2 and O2 tenors of the gas, particle size, and the acidity and zinc content of the solution, but are independent of the ferric ion level. Extractions also reach maxima at about 85°C.Generation of acid may be prevented by conducting the reaction in the presence of ferrous iron and at acidities of 40 g/l or greater. Zinc and iron levels in Elura lead concentrate may be reduced by leaching with SO2/O2.

Gold Tellurides are important sources of gold at Kalgoorlie, Western Australia, Cripple Creek, Colorado and Vatukoula, Fiji. Unlike free gold, the tellurides of gold are rather refractory and the usual treatment practice has been to oxidize the tellurides, either chemically or by roasting prior to cyanidation of the liberated free gold. There is a large measure of disagree- ment as to the actual cause of the refractory nature of gold tellurides. In order to investigate the leaching chemistry of gold telluride, a study was undertaken on the thermodynamics and kinetics of its dissolution using electrochemical methods. From this study suitable direct leaching condi- tions are suggested. In acidic chloride solutions gold telluride can be leached using iron(III) as the oxidant. At lower acid concentrations the reaction is controlled by the formation of a passivating film of H2TeO3. In alkaline solutions containing cyanide the rate of gold telluride dissolution increases with increasing pH and strength of oxidant. However, this can result in excessive consumption of cyanide in the presence of stronger oxidants.

The reconstruction of the world after the present war must inevitably be profoundly influenced by the rise and progress of New China.The principle of Chinese mathrity has been admitted by Great Britain and the United States by their abjuration of extra-territorial tights, and by the withdrawal of the Maritime Customs Administration. The United States admits equality by her declaration that Chinese are eligible for American citizenship, and the reaction to this will be swift enmity to such peoples as may impose humiliating restrictions upon Chinese citizens.Finally, the decisions of the Moscow Conference and the recent meeting of National leaders in Cairo give partnership rights to this new State in post-war reconstruction, and open the way for a rapid realization of her destiny.It seems certain that China, if so she wills, can become, within a generation or so, one of the considerable forces of the world. The toad she wiII follow will be lighted by her own inherent and intrinsic genius. Her speed of progress can no longer be forcibly influenced by other nations and the attitude towards her of somewhat contemptuous patronage hitherto adopted by the European communities bordering the Pacific Ocean must be radically modified.It is doubtful whether the European will ever reach full understanding of Chinese mentality. The Chinese "way of life" since the dawn of her civilization has been totally divergent from that of the European, but the enormous potential strength, due to the simplicity of their requirements and their steadfast industry, is a function of that "way of life." On the other hand the trend of reorganization must obviously be towards Western standards; and a wide knowledge of the potential strength of the Chinese is possible and will be essential in our post-war world. The following, necessarily inadequate, notes are therefore offered, as an indication of the obstacles to be overcome and the capacity of the Chinese executives and operatives to overcome them.For 'thirteen centuries the political and social structure of China proper (ie, excluding Mongolia, Manchuria and Tibet) has been rigidly shaped by the philosophy of Lao Tze and the ethics' of Confucius. This Taoism, which is described as the "way of harmony" with its three jewels of character, gentleness, economy and humility, advocates the minimum of social, economic and political organization and still gives the key to the Chinese character.The Mongol and Manchu conquests of the 12th and 17th centuries, respectively, could hardly be dignified with the name of war, but the superior intelligence and harder mentality of the unwarlike Chinese finally absorbed...

Ion chromatography utilising an anion exchange column and UV detection has facilitated an improved understanding of sulfide mineral leaching in cyanide solutions. By analysing for sulfide, sulfite, thiocyanate, thiosulfate and metal cyanides it is possible to show that chalcocite dissolution is a non-oxidative process in which copper cyanide and sulfide ions are formed in solution. Further, the homogeneous oxidation of the sulfide ions by dissolved oxygen is slow, but catalysed by a surface of lead sulfide or pyrite. Polysulfides may also be formed as an intermediate oxidation product and these undergo further reaction to produce thiocyanate, thiosulfate and sulfite. The leaching of copper from a pyrite concentrate sample is shown to be rapid, and accompanied by significant iron dissolution; however, the iron is not believed to be from pyrite, pyrrhotite or chalcopyrite. The rate of iron leaching and cyanide consumption is reduced by maintaining low cyanide and high oxygen concentrations. Preoxidation or the addition of lead(II) ions does not reduce the iron dissolution from this pyrite concentrate.

Iron ore sinter accounts for a large proportion of blast furnace ferrous burden in Chinese steel mills. Depleting high-grade iron ore resources and spreading complexity of iron ores in mineralogy and morphology have made it more difficult to utilise iron ores efficiently and economically. In this paper, the physical properties of iron ore particles were characterised using mechanical sieving, laser sizing and gas adsorption. From those measurements, two physical indices (fractal dimension of the particle size distribution and surface morphological factor) are defined as important variables for optimising the granulation performance of iron ores. The moisture capacity and the contact angle of iron ore particles with water were also measured to determine the strategy of water-feed in the granulation process. It can be concluded from the experimental results that an increase in the fractal dimension of the iron ore particles will lead to a better granulation performance, while an increase in moisture capacity with a range of 12.8 ~ 14.8 per cent would increase the optimum water content where the granule packed bed achieves its best permeability. This paper gives a description of the methods of mining employed at North Broken Hill Limited, Broken Hill, N.S.W.GEOLOGICAL NOTESThe main Broken Hill lode occurs as a replacement of tightly folded pre-Cambrian sediments. Replacement has followed certain stratigraphical horizons and the main bulk of the ore is found where these have been packed into the noses of anticlinal and synclinal folds.Throughout the mine the ore-bearing folds pitch north fairly consistently at 45 degrees, as a result of which two favourable horizons in the same fold appear in plan as separate orebodies and these are referred to as the "Southern Orebody" and the "Northern Orebody" respectively.The general dip of the orebodies to the west is about 60 degrees. A typical sill is shown in the plan of the 1,400-ft level (Fig. 1).Both the hanging wall and footwall rocks throughout the mine are weak and, as a result, it is necessary that the hanging wall must be well supported after ore extraction, to prevent subsidence. The weakness in the footwall is confined to a narrow zone, approximately 60 feet in width. In mining, water management is an operational necessity, requiring planning and detailed engineering, as well as risk assessment. Yet, the hydrology of streams and aquifers typically extends well beyond the boundaries of mine operations and intersect with environmental and social values. Mine managers often plan, design and assess the impact of water management activities (such as dewatering, excess water disposal and flood management) with a mine site or process specific focus. The challenge is that the impacts are spatial, long-term and complex – and may be cumulative across multiple mine sites. Further, there is usually little consideration of the feedbacks and interactions between surface water, groundwater and catchment hydrology. Failure to understand these processes can lead to poor decisions and increased costs. The 1990s present many challenges, not the least of which is in the area of health and safety. Integrating of safety and health into the management process to suit the overall needs of a company will require commitment. Organisations which consistently perform to high success levels do so because they plan it that way. By using tools of total quality management, the potential to continually improve all safety processes exists. The successful integration of total quality measurement principles used in the improvement of safety processes, and the measurement of performance-based activities allow for prevention of accident causing scenarios and performance improvement.

THOSE who dabble in mining are no exception to the general rule that persons who know a little of a subject are apt to think that they know all about it. Some colour may be lent to the belief that anyone may succeed in mining when we hear stories ofsuccessful diggers and others who have accidentally dropped on to something good through no foresight on their part; but we seldom hear the contra account of the far larger number who fail. Those who go more thoroughly into the subject, and take up mining as a profession, know very well that it is not one that can be carried out successfully by rule of thumb, but when they point this out to the public they are credited with trying to make it a closed profession; and outsiders are for ever trying to find out the "trade secrets," at the same time spurning the main one, which is hard study, experience, and the ability to apply their knowledge. The average mining man is not rich. When he amasses a fortune it is generally through speculation rather than professional work, thought no doubt his technical knowledge may have assisted...

The Broken Hill orebody ,occurs in the Willyama Complex, a block of Precambrian rocks which have been strongly folded and metamorphosed at moderate to high grade. Although -the origin of the silver-lead-zinc mineralization remains obscure, recent investigations have substantiated the view that the orebody has undergone concomitant high grade metamorphism with the enclosing wallrocks. The mesoscopic structures produced by this metamorphism are described, and the possible processes Telating to their formation are disoussed.In the high grade ore, metamorphic structures which can be recognized are foliation and lineation, wallrock fragments, layering, flow folds, ore breccias, and sulphide bearing veins. These structures can be related to processes involving plastic flow and fluid phase transport of the mineral assemblage. 'In areas of low grade mineralization adjacent to high grade ore, the structures more closely resemble those produced in -the wallrocks-foliatlon, lineation, layering, folds, and sulphide injections. Within areas of high grade ore, lenses and pods of manganese silicates Probably represent original inhomogeneities in the ore, i.e., portions of manganese-rich and sulphide deficient rock which have been metamorphosed to manganese silicates.From the structures displayed, a sequence of events has been established for the plastic flow of ore during deformation.

This paper presents a research project referring to the stability of submerged walls of open pit mines and the actual state of development. Obviously the slope stability analysis is always a rather complex problem, because it is difficult to reduce the problem to a design scheme and to define the available in situ soil strength. Especially the design of submerged slopes represents a problem. The state-of-the-art slope stability analysis is based on a simplified modelling of slope failure and soil behaviour and with this predicted stable slope inclinations of sand slopes below water-table are less then half the angle of internal friction. Slope angles calculated like that canÆt satisfy the mining companies. One of the problems that have to be solved is the reliable determination of the long-term stability of non-cohesive, submerged slopes, which is not only dependant on geotechnical and hydrogeological parameters of the subsoil, but is also significantly influenced by how the slopes are made. The research project points at the relations between mining and geotechnical engineering with the main aim to find a more suitable stability analysis which takes both soil behaviour and mining influences into account.
