I feel a little like the Parson delivering his Sunday Sermon, chastizing his parishioners for not coming to Church. Those who need to hear me are absent.Nevertheless, I hope that if you agree with what I am about to say you will go forth and spread the word.We often hear of the impact mining has on the community. I prefer tonight to deal with the impact some community attitudes have on mining, and I want to point out that the results of these attitudes rebound to the detriment of our society. I want to deal particularly with regulation, taxation, and proflts.In a civilization whose standard of living is essentially dependent on an adequate and reliable supply of cheap metals and fuels, it should be evident to Blind Freddie that mining must be encouraged.I must express concern at the constraints inflicted on the mining industry by our community. We tend to blame Government for our difficulties, but we must recognize that Government acts merely as agent for the community. It is fair to say that in a free society, if Government actions do not reflect the demands of the electorate, then it doesn't stay the Government. It is important though for Government, in framing its policies, to ensure that it is not unduly influenced by the loud voices of minority groups.The people of our nation have every right to demand that our industry meet certain criteria to be allowed to operate. We all wish to live in a healthy and congenial environment, and to have our individual comforts protected. It is essential, however, that the community realizes that its demands on the mining industry are affecting Australia's prosperity.Each new regulation and each new tax or impost has its effect on investment, employment, and national revenue. Restraints result in an increase in costs which in turn raises the minimum value of a mineral deposit which is economically mineable. It results in minerals, which could be mined under more favourable circumstances, remaining in the ground, perhaps lost for ever.

The Mary Kathleen uranium deposit is in north-west Queensland, approximately halfway between the townships of Mount Isa and Cloncurry, at long. 1400 009 E and lat. 200 44' S. The deposit Iwas discovered by prospectors of the Walton McConachy Syndicate early in July, 1954, and climaxed a very intensive ground search by hundreds of part-time prospectors. during the uranium boom from March to July 1954ò Numerous small deposits, mostly in the vicinity of Mount Isa, were discovered in various rock environments, but Mary Kathleen is the only large deposit and, apart from a few tons of hand sorted material from the Milo lease, is the only deposit that has been worked. Exploration of the surrounding area, and proving of the economic worth of the deposit, were conducted from the time of discovery until February 1956 by a geological team camped near the deposit. Proving was carried out by drilling a pattern of vertical and inclined diamond drillholes at fifty-foot centres over the outcrop. An adit was driven eastwards through the deposit. Metallurgical research and design work in the South Australian Department of Mines Adelaide Laboratories were based on core samples and bulk samples from the deposit. The signing of a contract in March 1956 with the British Atomic Energy Authority to supply 4500 short tons of uranium oxide allowed mining to commence, and enabled the planned construction of water supply, township and treatment plant to proceed. The open out mine and plant are now serviced by a modern township, four miles away, which is connected to Cloncurry and Mount Isa by road. Although little field work has been done since the exploration phase, this paper differs in interpretation from a previous paper (Matheson and Searl, 1956) in that it is based on a revised structural inter- pretation (Compana, 1958), detailed mapping of progressive exposures in the open out, and a re-examination of diamond drill cores.\

A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.

Mineral valuation may appear to be a special field of financial valuation when in fact it is a subset of general investment decision theory. The only significant difference in mineral valuation is that in the case of valuing an on-going mineral asset, ie a mine, often there is no initial capital outlay involved. One is required to determine what the mineral asset as it stands is worth. But this is the same problem as determining the maximum one could pay today and not incur a loss over the life of the asset. In other words one needs to determine the Net Present Value (NPV) of the asset. The two most widely used discounted cash flow methods, NPV and Internal Rate of Return (IRR) came of age with the rapid adoption of the personal computer and spreadsheet programs. The two methods are directly related as the IRR is a special case of NPV. NPV measures the absolute increase in real wealth that can be expected from a certain investment, which makes it particularly suitable for mineral asset valuation, but ignores the efficiency of the investment. In contrast, IRR gives the expected efficiency of the investment but ignores the increase in wealth aspect. IRR has two serious theoretical weaknesses; multiple IRR's and a very rigid assumption about the rate of return of reinvested proceeds, plus if no initial equity expenditure is involved there is no IRR. The choice of the ""hurdle"" rate can also be a problem and in certain circumstances one can obtain different rankings of mutually exclusive projects using IRR and NPV. Although NPV and IRR supposedly measure financial risk, in fact they only address a very narrow area of risk, namely the time value of money given the real discount rate. They side step the issue of what the real discount rate should be and varying degrees of risk. The classical way to establish the real discount rate is to use the weighted average cost of capital.

The Angas Zinc Mine (Angas) is a poly-metallic, underground mine in the Adelaide Hills that has been developed through arguably one of the most volatile financial time periods in living memory. From boom times during the commencement of the project, the global financial crisis (GFC) through the stabilisation of the operating period and then a subdued capital market for the period where mine life extension was targeted, the financial environment has always presented a different set of challenges. Indeed even the Underground Operators’ Conferences that have been held across the span of the project allude to these changes: ‘Boom and Beyond’, Launceston (2008); ‘Safe, Innovative and Sustainable’, Canberra (2011) and ‘Managing the Margin’ in Adelaide (2014).Angas gives a rare opportunity to see the entire life-of-mine of a project and its economic performance within a relatively short time frame. Angas, owned and operated by Terramin Australia Ltd (Terramin), will have undergone resource estimation drill out, feasibility study, permitting, commissioning, operating and completion and rehabilitation all within a period of approximately ten years. A number of sensitivities of the project were tested, particularly in the bankable feasibility study (BFS) stage and the aim of this paper is to identify the factors that impacted the operations profitability the most, whether they were identified preproduction or not. The key sensitivities assessed in the BFS were typical of similar studies, including operating costs, metal recoveries, capital costs, zinc prices, lead prices and exchange rates. Analysis of rock discontinuities, collected using a scanline method, has been undertaken at the Iron Duke open cut mine, on the southern margin of the Middleback Range in the Gawler Craton, South Australia. The iron mineralisation, which is a product of supergene enrichment of carbonate sediments, is located on the W (western) limb of a gently N plunging D2 macrosyncline. Mesofolds plunge shallowly to the NE or steeply to SE, suggesting two shortening events, of which the second produced significant macrofolds. Discontinuities include:faults and shears which display variable orientations, mainly striking WNW dipping steeply N; mesofractures or joints maintaining a well constrained orientation, dipping steeply S, subvertical striking E-W; and bedding surfaces which are folded about a gently N plunging axis. Through this example of the regional control exerted on local discontinuities, it is clear that discontinuities are not randomly distributed as often assumed in purely statistical approaches. Commonly for rocks of any age there is a distinct discontinuity pattern, reflecting the geological deformation history. If the controls exerted on local rock discontinuities can be determined and assigned a number related to their significance, the way forward is available to develop a site specifc knowledge base that can make realistic predictions for any position in a given rock mass. Such a procedure would involve assessment of the regional geology, linked to scanned discontinuities either via manual or automatic means. Recent advances in automatic scanning rock faces (eg by the I-SiTE Laser Radar) to determine discontinuities distributions, enable the rapid calculation of rock characteristics. This is a significant advance in rock engineering, providing a method of safe and quick collection of data. However it creates problems in the presence of an increase in the geotechnical data available, which should be assessed in the context of the regional geology. Although techniques are underway to analyse post-blast discontinuities, the next signifant potential advance in this area could be the integration of a knowledge based system to assess discontinuities ahead of mining, incorporating regional assessment and human intuition.

The use of electrical or electronic safety systems to protect personnel, and the engineering tasks associated with the design, manufacture and maintenance of these systems are referred to using the term ‘functional safety’. In the past ten years, the use of such systems has transitioned from its traditional base, in oil and gas major hazard facilities, to being a part of most large mining and materials handling projects. In particular, functional safety is rapidly becoming a significant component of Australian iron ore projects, typically in the form of emergency stops, remote isolation, drive through interlock, robot cell entry or mobile machine anti-collision systems. While these types of systems have been in use in iron ore for a long time, functional safety standards (eg AS61508, AS62061, AS4024.1503) require more rigourous demonstration of the level of risk reduction provided by the systems.The early engineering project development phases require a number of key decisions to be made around functional safety implementation. The decisions made at this point in a project will go on to dictate the required types of risk assessment and analysis, equipment selection, sizing of substations, and training and maintenance requirements for owners. For project teams that are unfamiliar with functional safety, or inexperienced in its application, an incorrect decision or failure to understand the requirements of the chosen standard can lead to a failure to meet contract requirements, as well as major cost and schedule overruns.This paper examines the implications of functional safety on early engineering studies, focusing on the following questions: How does a designer or company determine what standard is best suited to their project? What key aspects of functional safety design need to be considered during project development? El Teniente Mine started the exploitation of the primary rock in the beginning of the 1980s decade, using caving methods. Since the beginning the mining activities have induced seismicity including some occasional rockbursts. Owing to the relevant damages, the mining operations were stopped in some production sectors. This paper describes the concepts that have been used in order to control the induced seismicity based on the strategies for controlling the rockmass breaking process, which depend on mining parameters. It also presents the main concepts applied in the Teniente Sub6 sector design and the experience collected during its sector exploitation.

Orica Mining Services (Orica) in partnership with Coal and Allied’s Hunter Valley Operations (HVO) has developed a risk management process to maximise mining efficiency whilst controlling vibration and maintaining critical electricity continuity to New South Wales (NSW) electricity grid in the Riverview Pit. The issue is a high tension tower which supplies electricity located within 40 m of mining and blasting activities. The process involved developing an understanding of the relationship between vibration, explosives, geology and the location of the blasting in the geological horizon. From this an optimum methodology for blasting in each region was developed.

Sulphide ion is a powerful poison in gold cyanidation, however, the detrimental effect is less severe in plant practice. This is thought to be due to the presence of depassivating elements in the ore, mainly lead. Trace amounts of lead can counteract the poisonous effect of considerable amounts of sulphide. The reaction is instantaneous and is likely to be a direct involvement in the electrochemical surface reaction. Lead addition cannot be regarded as an all-round cure when experiencing poor leach efficiencies. A possible beneficial effect depends on the mineralogy of the ore and has to be determined individually for every material.

The poor flotation response of many coals has in the past been attributed to such factors as differences in rank, differences in degree of oxidation, differences in petrographic composition, or slime coatings. The present work shows that while all these factors undoubtedly influence flotation, the size distribution of the feed may override these. Evidence is presented which shows how this factor can lead to substantial losses of coarse coal (>250 µm)from a coal which would normally be considered amenable to flotation. Reasons for this loss of flotation response are suggested together with means of overcoming the problem.

Newcrest’s Cadia concentrator operated from 1998 to 2012 with a traditional SABC grinding circuit treating Cadia open pit ore. The Cadia comminution circuit was well characterised through surveys and data that are available in the public domain, and became a benchmark standard for the industry and practitioners modelling large SAG mill based circuits. In 2012, the HPGR-based crushing circuit was introduced in front of the SAG mill to increase throughput when treating the Cadia East ore that was derived from an underground block cave. The Fitzroy River Aqua-Eco Health Project is a collaborative research project between the Central Queensland University, the University of Queensland and BMA. It is designed to assess the aquatic ecology and health of the streams within the Fitzroy catchment located adjacent to mine sites. The universities are conducting an independent sampling program expected to yield the most comprehensive monitoring to date. The project design incorporates in situ testing of water quality variables including temperature, dissolved oxygen, conductivity, oxidation reduction potential, pH and turbidity. Water and sediment chemistry incorporate testing for sulfate, suspended solids, nutrients and metals. This sampling is complemented by quantifying changes in the abundance and diversity of a wide range of biota, including microbial, macro invertebrates and fish.This paper will detail the program and highlight some of the particular difficulties in conducting this type of research in ephemeral stream systems. “TerraFlowingTM” is a dewatering process that addresses both the value proposition of Tailings as a Resource™, and the safe storage of tailings. “TerraFlowingTM” incorporates two stages of cyclone dewatering followed by centrifugation of the final dilute tailings stream. In this process three dewatered tailings streams are produced; a primary cyclone underflow, a secondary cyclone underflow and a centrifuge pulp. These three streams can be combined, or used, in various configurations to achieve different outcomes. The ability to vary the cyclone and centrifuge operations and configuration enables this process to deal with tailings feed variations in particle size distribution and mineralogy and deliver consistency, or design variations, in particle size distribution, tailings solids concentrations and recoveries. Water recovery can be up to 85% of the total water in the tailings with a stackable final tailings product achieved if the three tailings streams are combined in the maximum solids concentration configuration. The primary cyclone can be operated to deliver a particle size distribution suitable for tailings storage facility embankment construction or alternatives such as concrete structures or shotcrete for support. The secondary cyclone underflow and centrifuge pulp is suitable for beaching deposition within the tailings storage facility.

The advances in computerised processors and digital microscopic imaging have enabled more studies that attempt to quantify textural information from rock images. However, a texture classification system designed for geometallurgy has always been challenging, as it combines general image analysis techniques and specific texture classifications in terms of the size, shape and orientation of mineral particles. In this paper, a novel texture analysis technique using grey level radial shell association (GLRSA) and spectral angle mapper (SAM) to discriminate between different geological images is outlined. The technique can be applied in routine analysis and characterisation of mineralogical and textural attributes which may correlate with variability in mineral processing behaviours. Using this texture analysis technique, a set of small texture reference images, a texturelet reference library, has been identified from a suite of drill core images. Rock types are classified according to the proportion of each texturelet type recognised. The library is site specific.CITATION:Nguyen, K, 2013. Australians have always been great travellers but, traditionally Australian companies have been very conservative in contrast to more daring individual Australians. During the 1960s, '1970s and 1980s, the Australian companies spent much of their time exploring in Australia. It was only some of the major companies like CRA and BHP that had explored in places like Bougainville and Chile. However, during the mid-1980s some of the smaller companies started looking beyond their shore towards other opportunities in other countries. Why did they do this? Were they pushed or did they jump? And where did they go?
