The Land Access Branch of the Mines Division of the Northern Territory Department of Mines and Energy is responsible for Aboriginal Liaison and cross-cultural matters that affect the Department. In essence, it exists to provide a basis for communication between the Department, industry. Aboriginal organisations and Traditional Owners. The paper outlines the various ways in which this is accomplished including the preparation of detriment submissions for pending land claim hearings, the use of promotional material to support access to Aboriginal Land for NTGS Mapping Programs and field work, and advice/assistance on exploration and mining issues.

With their commitment to sustainable development in an increasingly carbon-constrained world, many resources companies are focused on reducing the energy required to create their final products. In particular, the comminution and smelting of metal-bearing ores are both highly energy-intensive processes. If resource companies can optimise the energy efficiency across these two processing stages, they can directly reduce their overall energy consumption per unit mass of metal produced and thus reduce their greenhouse gas footprint. Traditional grinding and flotation models seek to improve the efficiency of mineral processing, but they do not consider the energy used by downstream metal production, eg smelting and refining. Concentrators and smelters individually may be running efficiently, but are they optimising energy consumption of the overall system? A key step towards answering this question is to understand whether it takes less energy to remove an impurity in the concentrator or the smelter. Analysis of the complete concentrator û smelter process chain may show that there are times when the concentrator should use more energy to reduce the overall energy requirements across the mill and smelter. The new methodology discussed here will integrate downstream processing energy with mineral processing energy, to find the overall most energy efficient circuit design and operating strategy. The proposed methodology includes: determining what grade and recovery positions can be achieved in the concentrator by using different combinations and amounts of grinding and regrinding, thermodynamic calculations of the energy used to process the different concentrate grades to metal, and integrating the concentrating and smelting models to find the lowest total energy for the system. A case study which investigates the effect of increasing regrinding energy on the overall mineral processing û smelting energy consumption is presented. For the copper-nickel sulfide ore investigated the addition of regrinding results in 11 per cent less energy being used in the overall concentrator û smelter process chain per tonne of metal produced. Although regrinding is often seen as an energy-intensive process, in this case study the use of 1 kWh of energy for regrinding reduces the overall energy consumption by 12 kWh. The new mill to melt methodology will allow companies to model energy consumption from mill to smelter with a view to reducing the energy-intensity and greenhouse gas footprint of their processing and smelting operations.

Loubert Witbank is a defunct coal mine situated near Ermelo in South Africa. Mining ceased in 1992, and within a short period acidic decant occurred, with a significant impact on the regional catchment. The problem was studied during 1996/1997, and the site remediated in 2001/2002 by the Department of Water Affairs and Forestry. Remediation involved primarily submerging of carbonaceous material, backfilling of voids, and capping of the site. Acidic water with high iron levels was also neutralised and discharged. The project was used to assess the cost benefit of different options to the downstream users, from which target expenditure was derived for the various improvements. The cost benefit analysis for neutralisation provided a basis for the investigation of low-cost neutralisation options that are robust enough to be applied in a remote environment.

In April 2000 Mount Isa Mines installed hoist ropes of a new design on the double-drum winder at their P49 shaft. The ropes, CASAR Duroplast, were about three times as expensive as the previously used triangular strand ropes. The P49 shaft is situated at Mount Isa MinesÆ George Fisher Mine, located some 30 km north of Mt Isa. This shaft used the tried and proven 6 x 33 triangular strand style ropes. The rope life attained by these ropes at the time was acceptable due to many years of satisfactory performance. The following study indicates the improvement of service life using CASAR Duroplast rope in P 49 shaft, which depends on shaft and winder parameters of that particular shaft and cannot necessarily be generalised to other shafts.

OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

It is indeed a privilege and honour to deliver the keynote address at this 15th APCOM symposium. APCOM has played a significant role in my own career and I am sure in the careers of many of the thousands of other participants over the years since its inception as a short course on "Computers and Computer Applications in the Mineral Industry" at the University of Arizona in 1961. The technical papers and addresses presented at the 14 past symposia provide an imposing record of sustained pro- gress and achievement in the field of computer applications. I will not attempt to analyse this technical side of APCOM but rather endeavour to provide you with a broad popular perspective of the road travelled to date and that lying ahead of us. The name of the series of symposia has changed from time to time, with titles such as Mathematical and Statistical Techniques, Mining and Exploration, and Decision Making being used at various times until in 1972 the name APCOM was coined and the present loga designed by the South African organising committee for the 10th symposium. It can conveniently be accepted as standing for:

Information is a key ingredient for successful mineral exploration and development. Whether identifying potential exploration localities from a map, interpreting technical reports or searching a register for operators past and present, the common aim is a parcel of information from which the enquirer can make a decision. Traditional information gathering often requires days or weeks of manual research, studying maps, files, reports etc, before consolidating the results into an investment proposal. In recent times, such methods have largely been replaced by Information Technology, making the process much faster, easier and more centralised. However, notwithstanding some very successful technology implementations, the general rush to computerise everything in sight has left many organisations struggling to cope with the management of large volumes of diverse information. Information management is now recognised as the most important factor in determining the success of information technology implementation. The Northern Territory Department of Mines and Energy (DME) has established a detailed information management strategy to underpin the rapid advance of computer technology within the organisation. A broad base of timely and reliable information is gradually becoming more accessible. It is envisaged that the availability of combined spatial, textual and scientific information will provide a sound basis for decision-making within the Department and the mining industry at large. Although information held by DME will be available at all times (24 hours on-line), its security and confidentiality will be guaranteed. The production of the DME system is aimed at satisfying the corporate objective to facilitate and promote mineral exploration and development. This paper outlines some current developments in the system.

As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flow sheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particularly under threat. The economics of such operations are far more susceptible to metal price fluctuations, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most economic effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is often overlooked is how a hydrometallurgical process could also be integrated in the overall flow sheet to achieve higher overall recovery at the mill. In the base metals environment, this is probably because hydrometallurgical processes are associated with production of metal, or require the use of expensive and toxic precipitating agents once the minerals of interest are in solution. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams. Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams and also tailings streams to complement a concentrator flow sheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middling concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows the plant to operate on a more favourable part of the grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added to the flow sheet with no process interruptions. A geotechnical data management system has been developed to manage drillhole and mapping data generated from in house and consultant administered field programs. This system comprises a data collection interface with integrated validation, processing and reporting functionality. Development of the database required careful consideration of how and what geotechnical information is gathered in the field, a clear understanding of the interdependency of the parameters, and the outputs required to support geotechnical design.The acQuire Geoscientific Information Management System was selected as the preferred software to support the process because of its ability to easily manage data from capture in the field through to quality reviews and ultimately into reports. Initially only geotechnical logging of diamond core was considered, subsequently the system has been expanded to support additional geotechnical data sources such as laboratory test results, traverse and window mapping data. This paper focuses on the core logging data acquisition, validation, analysis and presentation of data.The acQuire Geoscientific Information Management System has proven to be a robust platform for the capture, interrogation, and reporting of geotechnical data. Data entry objects have been created to manage seven different areas of geotechnical data collection ranging from core logging to mapping to automated reports for falls of ground.

Past experience of ground settlement and groundwater monitoring for tunnelling projects in Melbourne has provided an appreciation of the value and importance to owners of establishing a broad baseline monitoring program of the ground surface movements and groundwater movements well in advance of the commencement of any excavation and tunnelling activities. For the Northern Sewerage Project (NSP) tunnels in the northern suburbs of Melbourne, a baseline monitoring network of ground settlement points and groundwater wells was established in early 2006, 18 months prior to the commencement of project construction, and has continued throughout the tunnelling and project construction activities. This baseline monitoring network provides insights into the superposition and interpretation of both tunnelling and non-tunnelling effects, such as seasonal effects, which result in ground settlement.In the case of the NSP the baseline monitoring and construction phase excavations coincided with several years of drought. The reduced rainfall developed overall downward settlement trends project wide that could easily be mistaken at the local site level to be construction effects if the baseline monitoring was not available to show otherwise. There are lessons to be learned from the NSP experience for tunnel projects where there are variable surface soil types and where project-specific settlement criteria are to be established for the protection of property prior to construction.This paper presents examples of the baseline monitoring, how the tunnelling-specific settlement was identified and determined, and what this means in terms of how settlement criteria should be established and set for project consenting and in the construction contract documents.

Environmental legislation is changing rapidly throughout Australia at the present time, and with that change comes additional responsibilities for the mining and petroleum industries. Among the many changes that are being made are increased penalties for both criminal and accidental environmental impairment. The defences for criminal offences are limited and for other offences the laws may impose strict liability - in effect the offender is guilty until proven innocent. Mines may be included under contaminated land legislation, creating additional liabilities for clean-up, rehabilitation and long-term management. It is not unknown in Australia for the value of a mortgaged property to be less than the amount of the environmental liability acquired by a mortgagor in possession due to contamination of the site. An essential part of the management program for resource projects is now the regular conduct of an environmental audit, the results of which assist in the management of the legal and financial liabilities facing company directors and managers. The audit can also assist with negotiations with government agencies, staff, unions, insurers, Aboriginal and other community groups. An environmental audit may also help to ensure that companies are claiming the maximum allowable deductions for environmental works under the tax laws, and provide evidence in support of such claims. Environmental legislation affecting resource industries Environmental legislation in Australia is changing rapidly and can impose massive constraints, substantial administrative costs, and considerable liability on directors, managers and the corporation. Pollution control legislation Every State and Territory of Australia has a range of pollution control legislation contained in either individual acts relating to air, water, noise and land, or embodied in a single environment protection act. Pollution control legislation provides a critical management baseline for resource industries throughout Australia, often requiring the full-time attention of an environmental manager or an environmental department. In general, it is an offence to discharge effluents into water, or emit gases into the atmosphere above prescribed limits, cause noise above a regulated level, or contaminate land without a licence. A licence determines how much of a substance can be discharged, the location, the receiving environment, the quality, and the time at which discharges can be made or noise can be caused. Planning legislation Planning legislation controls where a project is located, how it will be constructed and operated, how large it is allowed to be, and what will happen once the project is completed. Development consents or approvals will generally contain a range of conditions controlling the preparation of the site, the construction of the facility and the way it is operated throughout its expected life time. Resource projects may be regarded under legislation as scheduled or designated developments requiring special treatment during the decision-making process. Under planning legislation, it is usual for resource projects to be subject to an environmental impact assessment process. Resource legislation Resource legislation specifically covering mining and petroleum in Australia, also contains requirements regarding protection of the environment during exploration for and extraction of minerals and oil. A mining or petroleum production lease usually contains numerous conditions regarding protection of the environment and rehabilitation of the site during and after the life of the extractive process.

3D photogrammetry is a powerful tool for data capture and interpretation, utilised at all Australian underground MMG sites. In personnel constrained mines, 3D photogrammetry can free up personnel time, improve data quality for resource modelling, as well as benefit other mining departments.At Rosebery one of the challenges faced by geologists was no longer data capture but, rather, avoiding paralysis by analysis from the sheer abundance of information currently available to the department. Although the data had been interpreted, the structural model was cluttered; the geological block model was not incorporating any geological domains captured by 3D photogrammetry, nor was it being utilised by other departments such as geotechnical engineering.The geology department is now focusing on utilising all the interpreted data gained from each photograph heading into an uncluttered, easily understandable model for geologists and other mining departments.Our solutions involve integrating the Leapfrog modelling suite into the process, streamlining the structural model, tailoring the data interpretations for future updates of the block model and training other departments to improve utilisation of the interpreted data. This process also uncovered other benefits for near-mine exploration, and improving our understanding of the deposit’s origin.CITATION:Robertson, M, 2017. Mobile mining equipment presents only a small portion (ten per cent mining project costs but the selected technology will determine to a large extent the mining performance and mine profitability. The actual performance of the selected mobile equipment technology will rely on the support functions, infrastructure, user interface and user acceptance. Optimising the technology to match the circumstances is an increasingly important phase in a mine feasibility study. Smartly done feasibility studies include the possible future needs of changing or building-up of the selected technology. In massive mining applications the machinery faces quite different challenges than in selective or small-scale mining applications. In massive mining applications the efficient and continuous move of large amounts of material has led to the use of increasing degree of automation. This higher degree of automation in a mining application, on the other hand, will be best applied to a smooth and streamlined mining process and operation. Mining methods like block caving support automated operation. Automated mobile equipment needs supportive infrastructure, monitoring and information transfer systems as well as well established working procedures. Too often the user interface and human factor is disregarded during the consideration of automation. Through the available supplier programming tools it is possible to see how much the selected technology provides flexibility in changing production or economical situations, when major rebuilds or replacements are necessary, and view the effects of all these on the mine economy. When adequate technology is available from various sources, the difference becomes from preparing for the future, managing costs and combining the best layout with the most suitable technological solutions.

"The hazards associated with dust explosions are well known, and coal dust explosions present a significant hazard in the underground coal mining industry worldwide. In earlier work, we presented computational fluid dynamics (CFD) simulations and test results for coal dust explosions within a 2.5 m diameter circular gallery, along with CFD simulations and test results for the suppression of these explosions with finely atomised water sprays. In this paper, we present refinements to the CFD modelling that yield a significantly improved calibration with the test results, and proceed to investigate by CFD the requirements for suppression of a coal dust explosion in a typical underground roadway. Electronic Detonators have made significant strides over the last few years, both in quality of product and performance in different blast applications. The precision and flexibility of the SMARTDET units provides the mines with a powerful means of controlling blast results, giving both cost and productivity improvements. The SMARTDET Electronic Detonator System, robust and easy to use, has been successfully deployed over the last 18 months in improving mine productivity and creating safer working conditions in both quarrying and long-hole stoping. The key to the improvements has been the precision and flexibility of the electronic timing, and the ability of the mine personnel to grasp the concept quickly and use it effectively.

The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.

Sampling drawpoints in block cave mines has been a contentious issue for many years. Doubts have been expressed as to the validity of the process used at most mines. This paper outlines the sampling practice commonly in use, discusses the resulting issues associated with reconciliation and drawpoint closure decisions. The paper also looks to the future and highlights issues for some block cave mining operations currently planned to have in the order of one thousand active drawpoints. It is likely that these operations will require a new approach to drawpoint sampling. There are several potential technologies currently available although some appear to be better suited than others to replace the current approaches. CITATION:Ross, I T, 2012. Every diesel engine emits approximately 100 million nano diesel particles (nDP) per cubic centimetre of raw exhaust. Each nDP has a diameter of between 50 and 70 nano metres or 1/100th the size of red blood cells (diameter of between 6 and 8 microns). When inhaled, some nDP pass through the lungs and penetrate all body tissue [1]. Europe and North America have recognised and are addressing the long term health problems posed by nano diesel particulate matter (nDPM) across their societies [2.3]. Australia has been slow to recognise the issue, at both a societal and mining industry level. There are chronic health effects for every underground miner and serious legal issues for mining companies with increasingly stringent Occupational Health and Safety legislation being implemented at a state level across Australia. This paper will review progress within Australian society and more particularly the underground hard rock mining industry, particularly in Western Australia (WA).

At the mining industry, there are several uncertainties that may affect the mobile mining equipment fleet sizing and usage, such as commodity supply and demand, which impacts the mineral price, environmental licenses to allow operations and strategic decisions made by the own mining company. Due to that, it may happen to acquire a mobile mining equipment for a specific site and before it finishes the entire forecasted life cycle, the machine gets idle on that operation and a decision must be made regarding this matter. On large mining companies with several sites, equipment transfer provides a good solution to solve this issue and at the same time it provides operational flexibility and allows to use the equipment until the initially planned working hours. This article presents a method to compare technically and financially whether it’s more feasible to transfer a used equipment or to buy a new one. In other words, we will compare a brand-new machine versus a used one in terms of safety, net present value (NPV) considering both capital expenditures (CAPEX) and operational expenditures (OPEX), technological obsolescence, risks, equipment maintenance reliability and lead times. Although it’s not the main purpose of the paper, it will also be briefly discussed the importance of having a considerable amount of backup equipment to handle low likelihood and high consequence risks that may materialise. This backup equipment portfolio is particularly important to avoid loss of sales and profits in case the production plan changes and it demands further equipment than initially planned to cope with the forecasted production.

In 1944 some ten or so pieces of legislation impacted on the mining industry. Today in excess of 80 in one way or another apply to the Northern Territory miner. This paper will look at the nature of the legislation that has been introduced and the reasons for its introduction. During the Second World War the mining of resources such as iron, tin etc for the war effort set the platform for the subsequent expansion of the industry in the post-war years. Thereafter, the change in attitudes over the years that have resulted from a more conscious public and more responsible governments and developers associated with the recognition of the legal rights of others and the threat of litigation, will be traced. With a major review of the Northern Territory Mining Act currently in progress, this paper will view ANZMEC's foreshadowed preference for a National Code and the NT's intent of drawing some commonalities with other states of Australia to achieve this aim. Finally, the questions of over-regulation and whether existing legislation is complete will be addressed. From this it is foreshadowed how legislation may develop during the lead into the 21st century.
