Control of construction projects is the responsibility of the Project Leaders who have the authority to make decisions. Project Controls cost and scheduling systems provide the Leaders with timely information on which to base their decisions.The Client (Owner) will invest up to three per cent of the project cost on Project Controls. To ensure that this investment is effective, the Owner or Manager must have a clear understanding of the information required from the Project controls systems. If appointing a single Managing Contractor, the Owner or Manager must stipulate what is and what is not required from the Project Controls Systems. There are numerous computer programs available for scheduling and cost control and it is important to select systems which best serve the Owner's needs.

When production targets are not being reached it is essential to determine what the operating problems are so that remedial action can be taken. It is also imperative that all persons who are part of the production stream within a mining operation know and understand what the operating difficulties and delays are so that corrective action is effective. This includes the supervisors, superintendents, planning team members and managers. A new approach recently adopted at Hilton Mine to help identify these operating difficulties has been to use short-term schedules and reports known as the Daily Shift Schedule Controls (DSSC), and the Daily Weekly Operating Reports (DWOR) respectively. These control elements have enabled management and supervisory staff to accurately identify labour inefficiencies and ultimately determine capital resources.

One of the earliest and continuing challenges in driving sustainable development in large scale resource industry projects is around the issue of assessment û how do you measure the sustainability of a mineral operation? One of the key road blocks when confronted with this challenge is the temptation of technical folks to reach for a definition of sustainability or sustainable development. But definitions, by definition, have boundaries and limitations that serve to constrain thinking û they limit the thinking of what we can achieve with sustainability (it also acts as a barrier that constrains innovation). Rather than seeking definitions, better understanding of the core perspectives around sustainability and their application to the minerals industry provides a much more powerful platform from which to conduct assessments. But it is only when these perspectives are combined with the right framework and supporting techniques that the complex becomes doable. With the support of the perspectives and the framework, various assessment and measurement methodologies can be used; the challenge is communicating to stakeholders the sustainability character of the project in ways that are meaningful and to which people can connect. Assessment is not about finding the best or most accurate methods that fulfil strictly academic and possibly abstract requirements. The challenge is to help people understand what the impacts are, and what the value contributions will be, in a format and language that make sense in their world-view.

This paper discusses the use of simulation in the mine planning process. A case study on the Newcrest Cadia East project is presented, and the challenges and possibilities for using simulation as a tool for mine planning and scheduling is discussed.The simulation study presented in this paper was performed during the project’s prefeasibility stage, and focused on the planning and scheduling of the development of panels in the future mine. The Cadia East project will be the largest underground operation in Australia and the first using panel caving. Simulation was used in order to optimise the development of panels; it was mainly used in order to verify the plans for the development process and allocate resources in an optimal way. The work was performed as an iterative process and adjustments to the plans were made according to simulation results. Bottlenecks were identified and different scenarios were tested.The results from the simulation study shows how different operational constraints affect the planned development process and how changes in priorities can be necessary in order to maintain a high development speed. Furthermore the study shows how changes in planned mine layout requires changed strategies, and how this was solved using the simulation tool.In this paper the authors critically discusses the use of simulation in mining operations: what are the limitations and challenges of using simulation as a tool for mine planning and scheduling, what are the benefits, and what do we aim for in the future?

Modern Management Systems for Higher Margins By Malcolm Roberts, Catalyst for Corporate Performance Ltd Malcolm Roberts put the case for changing systems in order to change behaviours and attitudes and improve productivity. ""The key to lifting margins is changing systems."" A system is anything that drives ways of doing things. Sometimes these are formal, and documented, and sometimes they are not. Improving productivity The way to dramatically improve performance is to use the systems. Roberts stressed that if systems and processes are under control, the benefits of automation are huge. If they are not, the benefit of automation will be lost. To improve productivity, you need to: ò identify what to change in the process, ò use the proven methodology to systematically improve the process, and ò change what people do - change work practices.

Although the last decade has seen the growth of many new licencing and approval requirements for the exploration and mining industries, there remains in each State of Australia and the Northern Territory a predominant "Mining Act" containing provisions for the grant of exploration and mining tenements. What then are the rights and duties of tenement holders either by virtue of a Mining Act or through other approval and licencing mechanisms? What rights and duties does a person acquire when he is granted an exploration licence or a mining lease? In this paper I will attempt to cover these types of questions using in particular examples from New South Wales. I will also refer to a range of other subordinate approvals and licences which today's society requires and the need for ethics and recognition of liabilities.

The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The GPS and information technology industries are now applying considerable development effort to what is being termed machine control and machine information systems, in particular focusing on the industries the of mining construction and agriculture. GPS based systems are demonstrably finding common acceptance and adding commercial value to many machine applications in industry. This has been the first step in the evolution of the information age that is now reforming mining practices. Adding the technologies of wireless data communication, modem computer databases, and networked PC's mining is on the verge of a new era in overall process management. This paper is a general discussion of what the information age means to miners and a general description of new mining operation technologies available to day from the Caterpillar technology alliance.

A recent survey of mineral processors undertaken as part of the International Mineral Processing Council (IMPC) Education Commission identified mineralogy as one of the key skills required for mineral processors (the other key areas being comminution, flotation, physical separation, sampling and extractive metallurgy). Past experience in a number of operations has shown what can be achieved when the data outputs from mineralogical tools are coupled with people with the right skills who can transform the data into actionable information. This paper reviews what has been done successfully in plant operations over a period of more than four decades and gives examples of a range of applications with both long and short-term objectives. The examples demonstrate the usefulness of mineralogical data – both basic and complex – in optimising mineral processing operations, whether the data are applied in a simple analysis or in more complex modelling. Similarly, the examples show the range of options available for operations to access the mineralogy information they need – through in-house experts and equipment based in centralised technology centres, through on-site equipment and experts or through external laboratories and consultants.The examples from industry highlight the huge potential benefit of including mineralogy as an integral part of operational best practice and raise the question of why more operations do not utilise what should be readily available data. Successful application of mineralogical data requires skilled people to generate relevant data of the required quality, together with skilled people to interpret the data (this may be the same person). And, as in any project, corporate recognition of the value of this approach to best practice is required to ensure continuing support. With fewer university courses providing courses in process mineralogy to undergraduate mineral processing engineers and chemical engineers, there is an increasing lack of knowledge about what mineralogical information is needed, how to get the required data and, equally importantly, how to turn the data into useful information.CITATION:Evans, C L and Wightman, E M, 2018. This paper addresses the question: how can the minerals industry remain viable; viable in the sense that we are able to access land for exploration and discovery, we are able to develop and operate mines (and processing plants) safely and profitably and we are able to close operations in a responsible manner, so that modified landscapes are restored to acceptable community standards?Many of the answers to this question can be addressed through the theme of this conference û that of eco-efficiency. The eco-efficiency concept is very useful, since it does help to translate principles of sustainability into business value at the operational level. To provide some context to how this can be achieved, the paper discusses what is happening at the international level, outlines some key industry initiatives within Australia and then discusses what work is being done within companies.

Variograms can be powerful tools for the analysis and control of process streams and their sampling. Their uses and proper utilisation have been described somewhat unclearly to date, and their limitations and precautions of use are too rarely mentioned. The general meaning and properties of the variogram tool and its use in geostatistics are therefore reviewed in details to derive a critical view of its proper use for process control: what to expect from it and what it cannot deliver and which uses are illusory or potentially misleading. What is the best circuit to comminute primary crusher product to make beneficiation feed? Finding the best circuit to crush and grind minerals to beneficiation sizes is a complex problem that can lead to interminable discussion. Conclusions reached can be questioned. This will continue as long as the technology of comminution continues to expand, and is a mixture of many technical and economic factors in what is not a precise science. Laboratory and pilot plant procedures now exist that can help process engineers make sound decisions on which circuits are the best for crushing and grinding the specific ore being studied. It is the aim of this paper to discuss such procedures so a better under- standing of key decision parameters is avail- able, and to update comminution testing which has seen a. period of change in which new procedures have been introduced.

Throughout the study phases (scoping, prefeasibility and feasibility) of new mining projects one is forced to work with and make predictions based upon limited date obtained from diamond and reverse circulation drill holes. These data are extrapolated to determine how much of the valuable metal is present in the ground, how it can be recovered it and the efficiency of this recovery. Mining methods to extract the ore are investigated with forecasts made regarding excavation stoping stability and performance in an attempt to optimise production. Extraction and use of rock mass data for use in characterising the mechanical behaviour of the rock mass is no exception. One often relies heavily upon the use of empirical charts developed over many years on hundreds of case histories based upon rock mass characterisation schemes. This is largely successful and indicative of what one might expect. However specific site characteristics can always play a significant role, and are not necessarily apparent in diamond drill core. Feasibility studies for the Favona orebodies indicated that the rock mass was generally poor to extremely poor, and that stoping conditions would be difficult in all of the orebodies for various reasons. A range stope performances were achieved ranging from very good to very poor and in some cases unexpected results were achieved. A comparison is made between what was actually achieved and what was expected since stoping commenced in 2007. Explanations are attempted for differences in stoping performance and, in some cases, unexpected results at the Favona underground mine are attempted.

The purpose of any feasibility study is to determine whether a particular investment or management program will enhance shareholder wealth by, for example, producing an economic return in excess of the cost of equity capital.The threshold rate of return conventionally used in gold feasibility studies is higher than the cost of equity capital, meaning that some viable projects are wrongly described as being sub-economic with their development deferred.Is the industry failing to fully realise its potential? Aside from important technical considerations that determine the cost of exploiting inground inventories, feasibility studies need to incorporate expectations about future gold prices, exchange rates, interest rates and tax rates.Rather than revert to speculation, insights from capital markets give a rigorous framework in which these parameters can be determined for feasibility purposes. Separate questions sometimes, and then inadequately, addressed by feasibility studies include: ò Is it optimum? Many projects are expanded soon after project commissioning - what does this say about the quality of the initial feasibility study? Moreover, does the rate of extraction really matter? ò What is it worth? Although feasibility studies are designed to address viability rather than valuation, such studies are never- theless used by the industry as further evidence that the equity markets have got it wrong again! More likely the problem is with the financial slide rule being used. ò Can it be debt financed? The bankable feasibility study has entered the vocabulary of the gold mining industry but what does it mean? Does it matter anyway how the project is to be Financed?

In the last few years it has become legal for women to work without restriction underground in some States in Australia. Since the mid 1970's there have been women graduates in mining engineering from several Australian tertiary institutions. Women from this group are the first females to have been employed to do manual work underground this century. The questions which arise are "What are the current parameters surrounding the employment of women underground?" and "What have been the experiences of those women who have worked underground?". In order to answer these questions, contact has been made with the various mining schools in Australia, the relevant government departments, the main underground mining companies, the relevant unions and professional associations, and other women who have worked undergrond. Personal experience as both a miner and a mining engineer at the CSA Mine near Cobar in New South Wales is also used.

A cry that is often heard from front-line employees, particularly as a mine grows or circumstances change is "We used to be one big team but now they have set up teams for different functions - we don't know what's going on and we don't share resources any more. We used to just get in and do what had to be done, now we can't.". It usually occurs after management decides that, with the increasing mine complexity, functions and accountabilities of a manageable size need to be identified and defined for individuals and teams to facilitate optimum performance. However, as the statement indicates, these changes have often not delivered all the intended benefits. This paper will explore the reasons why the full benefits have not been realised and will identify actions which can be taken to improve the likelihood of optimal outcomes.

The last decade has seen a very rapid development in TBM tunnelling. Some trends are purely technical or economical and others relate more to preferences of different interests. Power levels have more than doubled and thrust levels too. Shield machines are developed to be able to handle harder rock and the open TBMs are made more feasible for `difficult' rock. What is right and what is wrong is more a matter of opinion, but one thing is certain: TBMs now are a useful tool and no longer an experimental work-shop for the enthusiasts.This paper highlights some recent developments and indicates some probable future ones. A few features that have increased the open TBMs' ability to cope with ever harder rock and also to overcome problems with poor rock are discussed in detail, using the Atlas Copco JARVA Mk 27 -the most powerful TBM built so far - as a reference.

The rush for alternate iron-units in the last few years spurred a true outbreak of new alternate iron units projects many of them incorporating new process in what can be classified as the.most fruitful and innovative technology outburst, in the steel industry, in decades In a recent paper we focused on what would be, in our opinion, the ultimate targets of the use of alternate iron-units by mini-mills: 1. to improve quality, 2. to reduce cost, 3. to increase plant productivity, and 4. to improve `supplyability'. With these objectives in mind liquid hot-metal, among all possible scrap substitutes, has been proven to be by far the best. This conclusion stems from many different authors who have reviewed the `value in use' of hot-metal against other alternate iron units and measured its impact on steel-shop productivity and cost (Figure 1).
