The paper explores the sustainability of the Australian mining industry, and the potential for application of a substitute fuel into existing mining operations. This alternative fuel biodiesel is produced from biological oils and not from refined hydrocarbons like the transport fuel diesel (petrodiesel). The fuel is compatible with all current diesel equipment with little to no modification and has many superior properties. As biodiesel is derived from biological sources it is æcarbon neutralÆ meaning there is no net carbon addition to the atmosphere when the fuel is burned. The current fuel, petrodiesel releases long stored carbon dioxide (CO2) and is of concern to Australian government targets which seek to reduce these emissions. The mining industryÆs unique reliance on petrodiesel is of particular interest when assessing the substitution of biodiesel into underground and open cut operations. The underground benefits of biodiesel see a reduction in the noxious emissions of carbon monoxide and diesel particulate matter, both contaminants which require extensive diluting ventilation to ensure safe levels. As biodiesel is both safer to store due to its higher flash point and produces less exhaust emissions, its occupational health and safety benefits in underground mines is clear. The use of biodiesel in open cut mines benefits the environmental sustainability aspects of the project. The formulation of national targets relating to carbon dioxide emission reductions promotes any measure to reduce CO2 within the mining environment. As the diesel engine is one of the least emission efficient (kWh/tonne CO2) energy sources on-site, its potential for reduction in CO2 at minimal cost is the greatest. By substituting the fuel, significant quantities of site emissions are reduced, thereby achieving the goals of improved site sustainability and the governmentÆs targets to reduce emissions. This aspect of gauging mutually beneficial relationship regarding government interests and mining industry profitability is the underlying outcome for this paper.

Truck/shovel operations constitute 50 - 60 per cent of the cost of open pit mining operations. Mining companies, therefore, are constantly seeking to close the gap between actual truck/shovel productive capacity and maximum potential truck/shovel capacity. This paper analyses the performance of a mixed truck/shovel fleet in an open cut coal mine in Australia. It analyses operating delays, and proposes a novel graphical means of determining truck-limited or shovel-limited operations. A goal seeking algorithm is advanced in order to maximise truck/shovel match factors (MF) and hence optimise fleet productivity.

Prospectivity, the relative value of gold, investor confidence, general economic stability and legislation driven by public attitudes are seen as the major influences on the gold mining industry in New Zealand. Since the 1860s the gold mining industry in New Zealand has been subject to the complex interaction of these influences resulting in three successive boom and bust periods. The booms are related to periods of greatest potential economic growth. The busts are more strongly related to downturns in the economy and falling gold price. The influences may be expressed as trends over time. The role of gold has changed from being a currency base to that of a traded commodity. This change has caused price instability and rapid fluctuations in its value. Increased competing land uses, shifting public attitudes and legislative changes have added to the instability of the industry. Reaction against change is to be expected from the companies until new legislation is seen to be functioning efficiently. Other trends show that there has been a tendency towards reduced exploration and consolidation of active gold mining projects. The future consequences of this are likely to be felt both regionally and nationally as there will be no new discoveries to fill production voids which will develop as currently producing mines close. The review of New Zealand's resource use statutes is nearly complete. A period of legislative stability can now be expected. There are some positive signs that consents will be obtained much more quickly than under previous legislation, particularly by those companies which develop the skills to work with the system. The new regime is about consideration of impacts rather than specific activities. This, together with excellent prospectivity, bodes well for the identification of mineral resources in New Zealand.

The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

Railway cuttings require the highest care in design and construction, as the pro- bability of failure concept does not allow any risks to be taken with hundreds of lives being dependent on continued stability. The usual geological influences on stability such as bedding dip and faulting are often discus- sed, but other major problems may come from the presence of sheet joints, cross joints differential weathering and seasonal or daily changes of ground water level. The design of rail cuttings has taken little note of the problems imposed by cons- truction methods, and low cost quarrying methods may seriously weaken a designed shape. The presence of berms and drainage ditches is often difficult to achieve as blasting imposes cumulative stresses and jointing on rocks. Contractors face difficulties in bidding extensive rock cuttings as variations in rock properties are often concealed and overshoot- ing the toe of a batter can easily occur. Modern blasting methods offer some solutions, but the best guide to safe successful cuttings is extensive investigation and the continued involvement of engineering geology at the stages of feasibility, design, construction and maintenance. Two case histories show the influence of folding, faulting and construction methods in the case of slope failure and slope stability.

Location & Permit Status Three major Mesozoic Tertiary basins exist along the continental shelf area of southeastern Australia, known as the Bass Strait area. They are the Gippsland (east of the longitude of Melbourne) Otway (west of Melbourne) and the Bass (underlying central Bass Strait between Victoria and Tasmania). The total area, both onshore and offshore, is approximately 100,000 square miles. In March 1960, the Broken Hill Pty. Co. Ltd. acquired exploration title to the continental shelf areas of the Gippsland, Bass and Otway basins from the States of Victoria and Tasmania. The title to that part of the Otway Basin in South Australian waters was granted in July, 1961. Other exploration permits, being 8 miles wide in Gippsland, held by Woodside :E.) Oil Co. N.L., and 15 miles wide along the southwest coast of Victoria, held by Mobil-BP-Interstate Oil (Frome-Broken Hill Co. Pty. Ltd.), were in existence prior to granting the B.H.P. title. Subsequently, Shell, B.H.P., Esso and Magellan have been granted title to the remaining areas of the continental shelf in the basins under discussion. In three separate agreeme negotiated between 1964 and-1966, Esso obtained farm-in rights to B.H.P.'s Gippsland, Bass and Ott' Permits.

Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? The Rosedale Outfall Project utilised an earth pressure balance (EPB) tunnel boring machine (TBM) for only the second time in Auckland. Although the tunnel was excavated fully through East Coast Bays Formation (ECBF), the downhill gradient along with some unexpected areas of extreme water posed some significant challenges during construction.The Rosedale Waste Water Treatment Plant Outfall Tunnel project was commissioned in response to the growing needs of North Shore City, New Zealand. The outfall tunnel comprises a 3 km long segmentally lined tunnel and a 2.1 km buried marine pipeline, and discharges 2.7 km offshore. The capacity of the new outfall is 6 m3/s compared to the existing outfall capacity of 1 m3/s.Following previous project experience, and with the tunnel located along its full length in the bedrock weak sandstone/siltstone bedrock of the East Coast Bays Formation, tunnelling conditions were expected to be benign. However during construction six high inflow events were encountered, including a full face (3.4 m diameter) of Albany Conglomerate over a 48 m length of tunnel. This material comprised cobbles in an uncemented sand matrix, and inflows were recorded at over 25 L/s.This paper describes the design challenges on the project including the design of a steel fibre reinforced segmental lining for internal pressures. The specification of the machine is discussed including the modifications required to enhance the risk mitigation measures already in place. The ground conditions encountered are discussed and have improved the knowledge of the range of conditions that can be expected in Auckland.Despite the challenges presented during construction, excellent progress rates were achieved and the tunnelling was successfully completed ahead of program.

Two tunnels are being bored using a æHydroshieldÆ in section 3.1 of the extension of the Underground railway line 5. At the end of the two tunnels, directly in front of the Hotel Adlon, the shields cannot be retrieved. The steel shell of the shield will be left in place within a sealed concrete block and the reusable components taken out through the completed tunnel. For the first time in Germany, an Underground tunnel is being lined solely by means of UNI rings. BerlinÆs Underground network is 165 km long and has 167 stations. Some 450 million passengers are transported annually. On account of the urban planning modifications that followed reunification, the network has to be adjusted, particularly in the city centre. The most significant project is the extension of the U5 from Alexanderplatz to the Lehrter Bahnhof. After completion, the U5 will be a continuous east-west traffic artery. It will provide a direct link with the new parliamentary and government district, open up new business districts and the cultural centre of the city.

The Australian gold industry has in recent years experienced a tremendous growth period, though not to levels prevailing at the turn of the century. There are, however, a number of dynamic factors at play which collectively indicate that it would be unwise to assume that this growth will be maintained; indeed the future discovery of viable new deposits may be insufficient to prevent an industry decline in Australia.The higher gold prices of the 1980's together with technological advances, made previously worked mining centres areas of excellent prospectivity. These resources, signposted for us by the oldtimers, are being rapidly depleted. Whilst there can be no doubt that these resources can be replaced the real question is whether it is economic to explore for new deposits when it is likely that:The cost of future exploration will increase as exploration must focus on grassroot areas with few signposts. Almost by definition this primary exploration effort will be subject to a lower success ratio.The cost of future exploration will increase as new deposits will be located in more remote areas and at depth.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

An intensely sheared and mineralized zone occurs in the quartz dolerite greenstone (or younger greenstone) mass on the western limb of the Kalgoorlie syncline. This zone comprises the western part of the Golden Mile and has produced the greater part of the 33,000,000 oz of gold produced to date from the main mining belts. A study of the general geological and structural features suggests that the lode shear system will continue southward on a pitch similar to that of the main syncline. Although payable ore has been found recently further to the south, the expectation of large quantities extending southward from the present mining areas is problematical.INTRODUCTIONUntil the late 1930's the principal mining activities in the western lode system were centred on three major ore-shoots formed on the No. 4, No. 3 and to a lesser extent on the No. 2 lode shears (Fig. 1). With the gradual reduction of grade in depth on these main ore shoots, increasing attention was paid to the "Minor Lode" system of lode shears known to exist in the same area. A large quantity of payable ore was found on these "Minor Lodes" particularly in the central part of the mining area. In recent years more attention has been given to exploration in a southerly direction.ROCK TYPES AND STRUCTURESThe western system occurs on the western flank of a dragfolded, south pitching syncline. The rock succession consists of Black Flag sediments overlying the younger greenstone horizon which overlies the fine grained older greenstone horizon. The axis of the syncline is regarded as a tight infold of the overlying Black Flag sediments. This infold has been faulted and intruded by albite porphyry resulting in the formation of a composite body of slates...

The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.

Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

The various articles, papers and books record fairly balanced views and comments as to the nature and results of the explora- tion effort, and factual data concerning the subsequent develop- ment of the fields and facilities concerned with petroleum production in the Bass Strait and Gippsland environment. Golden Cross is a volcanic-hosted, low-sulfidation, epithermal Au-Ag deposit in the Hauraki Goldfield. Irrespective of the rock type (andesite versus dacite), hydrothermally altered wallrocks are enriched in K, Rb, As and Sb around Au-Ag mineralised veins of the Empire vein system and stockwork. Sodium and Sr are strongly depleted around these veins, whereas Mg and Fe are locally depleted. Calcium and Si display mixed behaviour, varying from unchanged to depleted to enriched. Other elements including Al, Ti, Mn, Zr, Y, and Nb show little change or are immobile during hydrothermal alteration. Element enrichment and depletion trends are directly related to the degree of alteration and the alteration mineralogy. Addition of K and Rb and converse loss of Na and Sr in intensely altered wallrock surrounding veins corresponds to the replacement of igneous plagioclase by hydrothermal adularia. Sodium and Sr occur in moderately altered rocks on the margins or in æhard barsÆ that contain plagioclase. Locally, elevated Si concentrations and depletion of Mg adjacent to the Empire vein system reflects intense silicification of the wallrocks and the replacement of mafic minerals by quartz rather than by chlorite. The geochemical zonation patterns at Golden Cross are very similar to those at the McLaughlin deposit California, and shallow levels of the active Broadlands Ohaaki geothermal system. Therefore, determination of K, Na, Rb, Sr, and Ca enrichment and depletion patterns provides insight into alteration intensity and mineralogy that is complimentary to traditional trace element analysis of As, Sb, Hg, Au, Ag, Zn, and Pb used in the exploration of shallow level (< 500 m) epithermal Au-Ag deposits.

Measurement of the net percolation from the base of a cover system into the underlying waste material is a key component of a cover system monitoring program. The units of measure (ie a percentage of precipitation or rainfall) are simple to understand for all stakeholders, which increases the importance of obtaining representative net percolation values. In general, lysimeters are used to measure net percolation across the cover material-waste material interface; however, the design of lysimeters for cover system monitoring programs in the mining industry have typically not considered fundamental aspects of lysimeter design. Lysimeter design is typically thought of as being conceptually simple, when in reality the design, installation, and operation of lysimeters is often counter-intuitive, due to the complexities of flow through unsaturated soil systems. This paper puts forward a methodology for lysimeter design while also presenting the fundamental design variables that should be considered. Lysimeter design for differing climates, cover materials, and waste materials is discussed. Finally, the performance of lysimeter designs previously installed in the field at sites in Australia, Canada, and the United States are subjected to numerical modelling to determine whether net percolation is being measured properly.

Hydraulic backfill is generally retained in stopes using permeable barricades. Mitchell et al (1975), Mitchell (1992) and Grice (1989) have shown that under normal drainage conditions, barricades experience low levels of loading. Cowling et al (1988) have also shown that barricades are susceptible to piping failures if excess water has ponded on the upper backfill surface and if leakage of backfill from the barricades has occurred. During 1997, six hydraulic backfill barricades failed in four different Australian mines. Fortunately, in each case, the quantity of backfill slurry released was small, and no injuries to personnel nor damage occurred. Detailed investigation of two of the incidents showed that the primary cause of failure could be attributed to the delivery of excess quantities of transport water from the low-density slurry. For each of the incidents investigated there was evidence of the development of piping failures, which resulted in hydrostatic loading conditions on the barricades from the ponded water on the upper backfill surface. The circular failure surfaces in the barricades were characteristic of the application of point loading conditions. This paper discusses the circumstances that led to these incidents and analyses the modes of failure. The standards for the safe operating of hydraulic backfill systems are reviewed along with requirements for ongoing management and control. The design requirements of barricade construction are analysed and some appropriate guidelines introduced.
