The paper explores the sustainability of the Australian mining industry, and the potential for application of a substitute fuel into existing mining operations. This alternative fuel biodiesel is produced from biological oils and not from refined hydrocarbons like the transport fuel diesel (petrodiesel). The fuel is compatible with all current diesel equipment with little to no modification and has many superior properties. As biodiesel is derived from biological sources it is æcarbon neutralÆ meaning there is no net carbon addition to the atmosphere when the fuel is burned. The current fuel, petrodiesel releases long stored carbon dioxide (CO2) and is of concern to Australian government targets which seek to reduce these emissions. The mining industryÆs unique reliance on petrodiesel is of particular interest when assessing the substitution of biodiesel into underground and open cut operations. The underground benefits of biodiesel see a reduction in the noxious emissions of carbon monoxide and diesel particulate matter, both contaminants which require extensive diluting ventilation to ensure safe levels. As biodiesel is both safer to store due to its higher flash point and produces less exhaust emissions, its occupational health and safety benefits in underground mines is clear. The use of biodiesel in open cut mines benefits the environmental sustainability aspects of the project. The formulation of national targets relating to carbon dioxide emission reductions promotes any measure to reduce CO2 within the mining environment. As the diesel engine is one of the least emission efficient (kWh/tonne CO2) energy sources on-site, its potential for reduction in CO2 at minimal cost is the greatest. By substituting the fuel, significant quantities of site emissions are reduced, thereby achieving the goals of improved site sustainability and the governmentÆs targets to reduce emissions. This aspect of gauging mutually beneficial relationship regarding government interests and mining industry profitability is the underlying outcome for this paper.

This paper discusses the development of a strategy for ensuring long-term geotechnical stability of final pit walls at AngloGold AustraliaÆs Sunrise Dam Gold Mine. The strategy makes use of improved blasting techniques, changes to the mining sequence and other geotechnical techniques. Only the blasting techniques will be discussed in this paper. These were developed from numerous trials over a period of several months from May 2003 through to November 2003. The focus was to reduce crest loss damage and thereby improve final wall integrity, maintain designed safe berm widths, and ensure long-term stability. Crest loss mechanisms are now understood and are explained in this paper. The preferred solution is outlined; which is a combination of improved blasting and changes in the mining sequence to cater for pre-existing ground conditions. These ground conditions include dynamic hyper saline water with sometimes intersecting steeply dipping discrete structures. Project requirements were defined as mitigating or eliminating crest loss using 127 mm diameter pre-splitting and targeting minimal production blasting vibration levels against the walls. Blast results were measured by post blast visual inspections and video. Blast design input utilised the predictive algorithms built into simulation software when attempting to minimise vibration levels against the walls. Protection of the already fired pre-split line is now achieved using small charges against the wall and timing sequences which form a mask for the later firing main charges. The pre-split spacing is now modified to suit the geology. There eight blast domains identified around the perimeter of the pit, each having varying joint orientation. In addition, blasting the bench adjacent to the berm crest has particular considerations not required by the middle and lower benches. The preferred solution was to purposefully translate this damaged top section of the pre-split bench into a planned subsequent dig zone. The design of this top æweightÆ is a direct response to the nature of the crest loss mechanism.

Location & Permit Status Three major Mesozoic Tertiary basins exist along the continental shelf area of southeastern Australia, known as the Bass Strait area. They are the Gippsland (east of the longitude of Melbourne) Otway (west of Melbourne) and the Bass (underlying central Bass Strait between Victoria and Tasmania). The total area, both onshore and offshore, is approximately 100,000 square miles. In March 1960, the Broken Hill Pty. Co. Ltd. acquired exploration title to the continental shelf areas of the Gippsland, Bass and Otway basins from the States of Victoria and Tasmania. The title to that part of the Otway Basin in South Australian waters was granted in July, 1961. Other exploration permits, being 8 miles wide in Gippsland, held by Woodside :E.) Oil Co. N.L., and 15 miles wide along the southwest coast of Victoria, held by Mobil-BP-Interstate Oil (Frome-Broken Hill Co. Pty. Ltd.), were in existence prior to granting the B.H.P. title. Subsequently, Shell, B.H.P., Esso and Magellan have been granted title to the remaining areas of the continental shelf in the basins under discussion. In three separate agreeme negotiated between 1964 and-1966, Esso obtained farm-in rights to B.H.P.'s Gippsland, Bass and Ott' Permits.

Railway cuttings require the highest care in design and construction, as the pro- bability of failure concept does not allow any risks to be taken with hundreds of lives being dependent on continued stability. The usual geological influences on stability such as bedding dip and faulting are often discus- sed, but other major problems may come from the presence of sheet joints, cross joints differential weathering and seasonal or daily changes of ground water level. The design of rail cuttings has taken little note of the problems imposed by cons- truction methods, and low cost quarrying methods may seriously weaken a designed shape. The presence of berms and drainage ditches is often difficult to achieve as blasting imposes cumulative stresses and jointing on rocks. Contractors face difficulties in bidding extensive rock cuttings as variations in rock properties are often concealed and overshoot- ing the toe of a batter can easily occur. Modern blasting methods offer some solutions, but the best guide to safe successful cuttings is extensive investigation and the continued involvement of engineering geology at the stages of feasibility, design, construction and maintenance. Two case histories show the influence of folding, faulting and construction methods in the case of slope failure and slope stability.

The first step in the mining and processing of nearly any mineral ore is comminution. Since the oil embargo of 1979, the mining companies have been striving to reduce energy consumption and costs. The first serious step was the introduction of in-pit crushing in the early 1980s. With in-pit crushing accepted as a standard design mode, the energy saving emphasis turned to comminution practices. A great deal of attention has been focused on blasting and grinding. The one step that has not been addressed is the primary crusher. This paper will address the opportunities for comminution improvement through optimisation of the primary crusher.

The association of specific plants and plant communities with soils developed over underlying superficial orebodies and mineralisation has been long recognised. It has given rise to the use of plant indicators for geobotanical exploration as a regular component of primary minerals reconnaissance where there is an undisturbed vegetation cover. That the chemical composition of indicator plants is a measure of their soil environment has further led to biogeochemical prospecting methods for minerals and its use in the mapping of underlying ore deposits. Where there is a strong surface expression of metal and metalloid anomalies, concentrations of potentially phytotoxic elements may reach a level at which they have strong selective impacts on plant populations. In such circumstances, natural selection has operated in the development of a unique flora composed of plant species and individuals with genetically-based tolerances to the stressed environment in which they continue to survive. These plants are called metallophytes. Metallophytes occur globally on all metalliferous sites, both in pristine undisturbed environments and in areas of mineral workings, ancient and modern. However, the best-developed primary metallophyte vegetation is found in the most ancient areas where there has been a long-term evolutionary impact of the underlying geology through ore weathering and dispersion of metals into the rhizosphere zone. Natural selection of metal-tolerant races of plants in these largely undisturbed areas can eventually lead to speciation and the development of an endemic regional metallophyte flora (Baker et al , 2010). Mineral wastes resulting from mining activities also allow colonisation by metal-tolerant individuals leading to the establishment of metallophyte communities. The distribution and extent of such communities is determined by regional and local factors relating to climate and substrate conditions and the availability of suitable plant resources on which natural selection can operate (Baker, 2009).The ability of metallophytes to tolerate extreme metal concentrations commends them as the optimal choice for ecological restoration of mineral wastes and metal-contaminated sites. Metallophytes have recently also spawned several novel phytotechnologies, including phytoremediation and phytomining (Chaney et al, 2000, 2005; Baker and Whiting, 2008). Action towards conserving the global metallophyte resource base is imperative because many species are under threat of extinction from new and extensive mining activities (Whiting et al, 2004). This has been identified as a priority in the Mining, Minerals and Sustainable Development (MMSD) Project of the Global Mining Initiative in 2002 but positive responses from the minerals industry have been slow. The last decade has, however, seen an ever-increasing interest in metal-tolerant and metal-accumulating plants, both from an academic standpoint and their use in revegetation and phytostabilisation (Tordoff et al, 2000; Baker and Whiting, 2008; Baker, 2009). Few studies have highlighted the need to conserve and develop these unique plants (Whiting et al , 2004). This presentation identifies future research needs for the conservation and exploitation of the global metallophyte biodiversity and its potential in sustainable mine closure. To speed up multivariate geostatistical simulation it is common to transform the set of attributes into spatially uncorrelated factors that can be simulated independently. One decorrelation method is the method of minimum/maximum autocorrelation factors (MAF), where a two structure linear model of coregionalisation is assumed. The transformation decorrelates the theoretical model exactly, but the actual data are only approximately decorrelated. The MAF transformation can therefore be seen as a special case of a non-orthogonal approximate diagonaliser of a set of symmetric matrices. A more general approach for approximate joint diagonalisation (AJD) has been developed in the context of blind source separation. For these AJD algorithms no assumptions are made beyond symmetry of the individual matrices and so they can be applied to a family of experimental semivariogram matrices. In their application there are no restrictions on the number of structures in the linear model of coregionalisation (LMC) thus removing one of the conditions placed on the subsequent modelling of the spatial structure of the factors. In this paper the general background for the U-WEDGE AJD method is presented. It is shown that the U-WEDGE method achieves better spatial decorrelation than the MAF method. The factors derived from U-WEDGE are simulated using conditional turning bands simulation and then backtransformed to attribute space.

Conceptual studies of the run of mine stockpiling and reclaiming requirements commenced in 1975. Final selection of equipment was made in 1978 and the equipment was commissioned in June, 1979. Equipment selection was made after extensive investigation and visits to existing facilities throughout the world. The equipment selected is described and compared with the alternatives. Foundations were designed to minimise cleanup effort and to ensure stability of equipment under design wind loading without storm bays. Programmable logic control enables the stacking and reclaiming facility to provide a blended feed to the coal preparation plant.

Fortescue Metals Group (FMG) fines from Western Australia is a hematite and limonite mix characterised by high crystal water content. Due to its higher supply capacity and lower prices, the Wuhan Iron and Steel Corporation (Group) intended to use more FMG fines in the sinter mix. It is understood that sinter quality is closely related to its microstructure featured by the hardness and brittleness of different mineral phases, the content of micro pores, and trans-cracks. In order to maintain sinter qualities such as tumble index, reducibility and so on at higher FMG fines blend ratios, a research project was initiated to study the effects of the FMG fines blending ratio on sinter microstructure. Research results showed that at higher FMG fines ratios, the hardness of hematite and magnetite were both decreased while the hardness of calcium ferrite showed a tendency to decrease. The number of cracks that were generated during Vickers hardness measurement in various mineral phases decreased, but their length was shortened, and the variation of crack lengths increased. The contents of hematite and magnetite were also reduced and the reduction of magnetite was clearer. Also the content of calcium ferrite and pores rose and the magnitude of the increase of pores was greater. Among all the mineral phases in sinter cakes, the Vickers hardness of hematite was highest within the range of 879 N/mm2 ~ 942 N/mm2, and therefore the decrease of its content in sinter and the enhancement of its brittleness, ie the number of cracks increased, were harmful to sinter strength. Two tunnels are being bored using a æHydroshieldÆ in section 3.1 of the extension of the Underground railway line 5. At the end of the two tunnels, directly in front of the Hotel Adlon, the shields cannot be retrieved. The steel shell of the shield will be left in place within a sealed concrete block and the reusable components taken out through the completed tunnel. For the first time in Germany, an Underground tunnel is being lined solely by means of UNI rings. BerlinÆs Underground network is 165 km long and has 167 stations. Some 450 million passengers are transported annually. On account of the urban planning modifications that followed reunification, the network has to be adjusted, particularly in the city centre. The most significant project is the extension of the U5 from Alexanderplatz to the Lehrter Bahnhof. After completion, the U5 will be a continuous east-west traffic artery. It will provide a direct link with the new parliamentary and government district, open up new business districts and the cultural centre of the city.

The Australian gold industry has in recent years experienced a tremendous growth period, though not to levels prevailing at the turn of the century. There are, however, a number of dynamic factors at play which collectively indicate that it would be unwise to assume that this growth will be maintained; indeed the future discovery of viable new deposits may be insufficient to prevent an industry decline in Australia.The higher gold prices of the 1980's together with technological advances, made previously worked mining centres areas of excellent prospectivity. These resources, signposted for us by the oldtimers, are being rapidly depleted. Whilst there can be no doubt that these resources can be replaced the real question is whether it is economic to explore for new deposits when it is likely that:The cost of future exploration will increase as exploration must focus on grassroot areas with few signposts. Almost by definition this primary exploration effort will be subject to a lower success ratio.The cost of future exploration will increase as new deposits will be located in more remote areas and at depth.

The constraints in university courses are lack of hours, high cost of scientific equipment, and poor availability of suitably experienced staff. These have forced the balance away from practical work and towards more theory. Labelling of individuals as either practical, or academic, does not help the inter- change of staff between industry and univer- sities that is necessary to balance idealism and realism. Practical men who do return to universities may lose seniority and find that industry is reluctant to have them back. Academics who specialise too long may concentrate on their research to the exclusion of basic material. It is difficult to operate pilot scale plants in universities because of lack of time, and obsolescent equipment. Small grants from industry might enable tests to be run in research laboratories such as at C.S.I.R.O.. Within universities there may be a need for greater interchange of students among depart- ments, aided by the absence of weighted student unit measurements, as suggested by Aus.I.M.M. and A.M.I.C.

The Rosedale Outfall Project utilised an earth pressure balance (EPB) tunnel boring machine (TBM) for only the second time in Auckland. Although the tunnel was excavated fully through East Coast Bays Formation (ECBF), the downhill gradient along with some unexpected areas of extreme water posed some significant challenges during construction.The Rosedale Waste Water Treatment Plant Outfall Tunnel project was commissioned in response to the growing needs of North Shore City, New Zealand. The outfall tunnel comprises a 3 km long segmentally lined tunnel and a 2.1 km buried marine pipeline, and discharges 2.7 km offshore. The capacity of the new outfall is 6 m3/s compared to the existing outfall capacity of 1 m3/s.Following previous project experience, and with the tunnel located along its full length in the bedrock weak sandstone/siltstone bedrock of the East Coast Bays Formation, tunnelling conditions were expected to be benign. However during construction six high inflow events were encountered, including a full face (3.4 m diameter) of Albany Conglomerate over a 48 m length of tunnel. This material comprised cobbles in an uncemented sand matrix, and inflows were recorded at over 25 L/s.This paper describes the design challenges on the project including the design of a steel fibre reinforced segmental lining for internal pressures. The specification of the machine is discussed including the modifications required to enhance the risk mitigation measures already in place. The ground conditions encountered are discussed and have improved the knowledge of the range of conditions that can be expected in Auckland.Despite the challenges presented during construction, excellent progress rates were achieved and the tunnelling was successfully completed ahead of program.

"On 9 February 2014, bushfire embers landing on exposed coal in a disused pit at the Hazelwood mine in Victoria’s Latrobe Valley ignited a coal fire that burned for 45 days. The fire was the largest and longest burning mine fire to occur in the Latrobe Valley (Hazelwood Mine Fire Board of Inquiry, 2016). Two Victorian Government Boards of Inquiry have been held into the Hazelwood mine fire. The most recent, in 2015, included consideration of the regulation and implementation of rehabilitation practice at Hazelwood and the other two brown coalmines of the Latrobe Valley (Loy Yang and Yallourn; Government Gazette, 2015).The 2015 Hazelwood Mine Fire Board of Inquiry commissioned Accent Environmental Pty Ltd (Accent) to undertake a review of the financial mechanisms for mine rehabilitation and closure adopted in Australia and overseas (Accent, 2015). Specifically, Accent was engaged to identify ‘any practical, sustainable, efficient and effective alternative mechanisms to ensure rehabilitation of the mines as required by the [Victorian] Mineral Resources (Sustainable Development) Act 1990’ in accordance with Terms of Reference 10 (c) (Government Gazette, 2015).The review by Accent included consideration of a range of financial instruments such as bank guarantees, trust funds and insurance. It considered a number of financial assurance systems in operation in Australia, New Zealand, the European Union, Canada and the United States. These systems included: full and discount financial assurance systems predefined liability proportion systems pooled fund systems the use of post-closure financial mechanisms such as trust funds (Accent, 2015).What lessons can be learnt from other jurisdictions? Are there financial mechanisms already in place that could allow the Victorian Government and the mine operators to manage the risk of rehabilitation default3, lower rehabilitation liability, attain site rehabilitation objectives and allow eventual site relinquishment?CITATION:Cramer, M L and Wines, N P, 2016. The competition between various options for the use of land is ever increasing. Commonly in Australia large tracts of land were un-encumbered by sweeping land use option limitations, but this situation has been rapidly altering in recent decades as governments are obliged to maximise the utility of the land for a broad range of competing interests. While the interests of miners have always been considered, the effects on limiting access to land for exploration and possible mining have not always been effectively incorporated into decision-making processes. As a result the challenge for national and state organisations representing these interests has been to develop a transparent process to allow for the mineral potential of an area to be systematically assessed and for information to be presented for use by specialists and non-specialists. Government agencies are called upon to implement government policy but also to provide accurate and meaningful advice which can assist in policy and land use decisions. Commonly timeframes are short and information can be less than complete. Nevertheless on-going decisions are made based upon the best available understanding. It is in this operational framework that the methods described in this paper are set. The paper describes a process for quickly and systematically providing advice on mineral potential for use by government agencies and ultimately the community within tight time and resource constraints. It is a method of combining the accumulated knowledge about mineral resources and their potential and presenting this information in an easily accessible form which can be used in a negotiation and policy development environment. Development of the method was undertaken to meet the needs of the Regional Forestry Agreement process in Australia. The method has been applied to study areas in New South Wales, Tasmania, Western Australia and elsewhere. Examples in this paper are taken from north eastern New South Wales.

This paper carries on from an earlier paper 'Cemented fill practice and research at Mount Isa' and reports further on the laboratory programme at Mount Isa to develop a cheap cem- ented fill using Company waste products. The practical economic significance of availability of cheap cementing agents is re- viewed, with the various alternative approaches available The basic approach adopted within this paper is that use of reactive pozzolans such as ground slags to replace a proportion of the Portland cement in the fill can make mining methods employing cemented fill more economic- ally competitive with other mining methods.

Faced with low prices and weak demand in an oversupplied market, the Australian coal industry must seek to further reduce its costs. The paper examines minesite competitiveness of the open cut coal industry in Australia with some references to the coal operations of M.I.M. Holdings Limited. The make-up of F.O.R. mine costs is analysed in order to identify where efforts should be directed to maintain competitiveness. The scope for mine site improvements through changes to working practices, the application of new technology and cost management is examined.

The various articles, papers and books record fairly balanced views and comments as to the nature and results of the explora- tion effort, and factual data concerning the subsequent develop- ment of the fields and facilities concerned with petroleum production in the Bass Strait and Gippsland environment. Tyres account for 25-30 per cent of the operating costs of large capacity haul units as used in open-cut mines.Tyre operating costs can be substantially reduced and often contained in real terms by applying knowledge that is now available.This paper describes certain specific advances in tyre management, namely batching, bias adjustment, cumulative plotting and the so-called "pressure-temperature" system of tyre pressure control, originated on the Mt Newman Mining Company's Newman minesite, and discusses the contribution that each has made to improving tyre management and reducing costs.

AustraliaÆs current interest in renewable energy is based on a desire to reduce the countryÆs greenhouse gas emissions. Wood from sustainable sources offers a unique opportunity to combine greenhouse gas benefits with other significant environmental and social benefits, including salinity mitigation, carbon sequestration, soil replenishment and rural industry. The challenge is to make renewable energy from wood in a cost competitive manner, so that this broad range of benefits may be best realised. Bioenergy and carbon products are of great interest as new, commercial forestry products that can drive large-scale environmental tree planting:In Western Australia, Enecon has worked with Western Power Corporation to build the first full-scale plant for integrated processing of mallee eucalypts, to produce activated carbon, renewable power and eucalyptus oil. It is intended that this plant is the first of a number of such plants to help catalyse environmental tree planting in Western Australia. New technologies being developed overseas may provide competitive bioenergy in areas where traditional markets for wood do not exist. For example, pyrolysis converts wood into a bio-oil that may be transported to remote sites for power generation in gas turbines. Pyrolysis also produces wood char. Pyrolysis and wood-to-ethanol technologies, coupled with short rotation coppicing trees, offer the long-term prospect of large-scale production of renewable fuels around the country.
