Those who use electric detonators in firing blasts will be interested in a new electrical testing instrument known as the ‘Blasters’ Friend’, recently devised by the New York Blasting Supply Co. of New York. Owing to the necessarily delicate construction of the platinum wire bridge in the shell of a detonator, it frequently happens that it becomes broken or disconnected; thus destroying the circuit and rendering the detonator worthless. In many cases, misfires and premature explosions are caused by defective detonators. Heretofore, to detect the deficiencies of a detonator before using has been an impossibility, owing to the absence of a testing instrument adapted to the purpose.

International Training Resources is a company consisting of personnel with extensive law enforcement and military special operations experience, The staff members are qualified to train and certify, assist and advise law enforcement officers and agencies, at any level, in critical incident policy, procedures and tactical resolutions. Successful critical incident resolution is comprised of many elements of professional skills and personnel. (Command staff, negotiators, snipers, tactical teams, uniform patrol, K-9, bomb squad, etc.) Recently, tactical teams have been developing the capability for the use of explosive methods for rapid entry into crisis locations. This document ‘will briefly describe the environment, operational issues and courses of action associated with developing a complete tactical breaching program for utilization by SWAT teams in response to operational conditions in critical incident situations. This topic is being presented to the I.S.E.E. evaluators under “Interesting Blasting Projects” and “Public Relations” categories. Tactical operations differ significantly from traditional industry practices and we appreciate the opportunity to show the industry other professional applications of explosive materials and techniques. Presently, of the few schools from which law enforcement officers can receive training with explosive breaching methods, International Training Resources is the only company currently teaching and certifying officers which has received total endorsement by the California Peace Officer’s Standards and Training Commission (P.O.S.T.) and the state blaster’s licensing commission. We have pioneered the combining of law enforcement needs and blasting industry technology to train tactical officers, nationwide, in the mission essential skills necessary for explosive breaching.

Underground raises and slots are a vital part of underground blasting operations. Raises and slots are vertical shafts or openings used for ventilation, ore passes, or creating voids in stopes. In the author’s experience, raise and slot designs can vary significantly from operation to operation or even within a single operation, sometimes for reasons unknown. The results of the various designs can differ depending on drilling accuracy, geology, and the explosives used in the design. The purpose of this paper is to summarize the recommendations found in published literature on raise and slot design in one document, while incorporating some of the author’s own experience with optimizing raise and slot designs in underground operations. Some inspiration is also included from burn round designs; small versions of raises drilled horizontally in development blasting rounds. This document includes discussion points on drillhole diameter and depth, pattern design and relief requirements, explosive types and loading recommendations, and timing. Ultimately, this document can be useful to those looking to design a raise or slot blast for the first time or for those looking to improve on the results from the raise and slot blasts used at their operations.

Blasting and the use of civil explosives are a critical step in the mining process. Good decisions provide significant downstream benefits and create a safe and sustainable working environment, while poor decision making and judgement can have catastrophic consequences on workers safety, critical infrastructure or the security of the general public. An ever-tightening regulatory framework increasingly exposes manufacturers, transport companies and mining companies to the consequences of breaches resulting from erroneous or ill-informed decisions. In this context, new capabilities are required providing all actors in the explosive supply chain with tools to make better informed decisions allowing the individual to own up to his or her decision. Additionally, the traditional risk-control approach in the explosive supply chain up until usage and waste elimination, through administrative control procedures and processes, is becoming increasingly inadequate. In this era of digitalisation and automation, technology will play a pivotal role in ensuring safety and security in storage, transport and usage of civil explosives using the latest advances in electronics, communication technology and information technology. This paper explores the journey through time of technology in the civil explosives market to provide testing, measurement, analysis and control tools. Finally, this paper reviews two practical cases of technology integration for risk management and improved decision making; the use of integrated GPS technology in initiation systems as an engineering control in the blast evacuation process and the use of RFID technology in explosive tracking from cradle to grave.

Massive blasting technique is an interesting alternative to optimize mining’s performance by enhancing digging rates and overall operation’s activities, especially when a reduced operational bench width is available. The exploitation of a huge bench through multiple blasts would mean a potential reduction in productivity and higher operational difficulties. In such hard circumstances, combined with complex geotechnical conditions, a full ground vibration analysis for near and far field vibrations are required in order to safely design and conduct the blast. In this paper, a comprehensive case study will be discussed to show how the application of massive blasting techniques was safely implemented in very complex geotechnical conditions. The proposed solution was based on performing a full ground vibration study to optimize blast design parameters, such as charging and timing, in order to fire the complete bench blast in a single shooting event, without compromising the slope stability. Thus, a massive blast with an approximate tonnage of 6.0Mt was successfully designed and blasted, attending all safety and stability criteria defined by the geotechnical and drilling and blasting departments of Minera Escondida.

Understanding the effect of blast-induced damage on wall stability is critical to safe and economical operation of a large open pit mine. In this paper, a numerical modeling methodology is used to investigate damage to rock at distances of greater than 10 m (30 ft) from a blast. Two applications of the model are demonstrated. First, the method is applied at a zinc mine to investigate the effects of pit blasting on underground stopes. The model predictions are compared with the scaled distance formula. Next, the model is used to investigate a common problem in which unfavorable jointing creates a rock wedge on the bench above a blast. The numerical predictions of wedge stability are compared to the wedge energy model described by Wong & Pang (1992).

Dynamic pressures during blasting can affect performances of both electronic and non-electronic detonators. Boreholes can develop tremendous amount of pressures during blasting. The effect of such elevated pressure especially during electronic delay countdown is probably more acute in electronic detonators. Measuring the pressures during blasting can aid to understand the relationship between magnitude of the pressure developed and the multitude of blasting conditions.

Testing Stations Abroad At the Seventh International Congress of Applied Chemistry, Drs. Mente and Will communicated a paper on the above subject. All large coal-getting countries employ testing stations of some kind, in order to safeguard, to the highest possible extent, the lives of the men employed in this industry. Most countries employ galleries of considerable diameter, and fairly short length; but within recent times, long galleries, with drives and other accessories approaching as closely as possible the actual conditions of mining have been installed. Goldex Mine is an underground mine located near the town of Val-d’Or. Multiple innovations were required to work the mine. Due to its low grade, it was important to develop a bulk mining method to economically extract the ore. The method used is a combination between shrinkage stope and long holes stope methods. This modified method is more than adequate; however, all of the ore body must be liberated in a very short period of time. Therefore, to bring down 23.0 M tonne (25.3 M ton) of ore, large blasts up to 1.8 M tonne (2.0 M ton) are required. The situation is also complicated by the fact that the mine is located in a residential area. No less that 40 homes are built within a 1 km (0.62 mile) radius of the mine site.

This case study focuses on analysis of sounds inside a house induced by blasts as result of surface mining coal in West Virginia and how to better communicate technical information to the public. The field study included a house wide vibration and sound monitoring system installed in a home which was subjected to blasts at varied distances and direction. The structure response was separated into ground vibration and airblast induced movement due to the differences in their times of arrival. This signal was then compared to the sounds recorded to determine which component of blast (ground vibration or airblast) induced the maximum sound. Findings shows that blasts at distances less than 762 meters (2,500 feet) had maximum sound responses from both ground vibration and airblast. While for blasts beyond this distance the maximum sound response was caused by ground vibration without exception. The kitchen generally created the most sound. The second phase of the study was to gauge the public’s response or preference to technical information. Three hundred and forty eight (348) telephone surveys were conducted in Logan and Boone counties West Virginia. Based on the survey, the public prefers units of pounds per square inch (psi) for airblast and millimeters of displacement for ground vibration. Ultimately a public relations plan was developed based on the results.

Over the past three years the UK together with Sweden, Norway, Finland, Italy have been taking part in a EU funded Leonardo da Vinci programme. More recently EFEE have participated in the project known as the EU15/10/200715/10/2007Excert project which is aimed at addressing the perceived loss of explosives expertise in several EU nations. This could have implications for explosives safety and industrial competitiveness. The paper outlines the work that has so far been done in phase 1 and describes the work planned for the second phase of the project. The paper will describe work in the UK to develop competencies for all explosives workers in both the civil and defence sectors. These competencies in the form of National Occupational Standards have now been approved in the UK and are accompanied by a range of 24 new National Vocational Qualifications launched in May 2006. The paper will show how the standards define knowledge and skills and how these form the basis for vocational qualifications as well as higher education awards and professional qualifications. This UK initiative is now being considered in other EU countries and the project has now been extended to also include Germany, France, Portugal, Czech Republic, Lithuania and Estonia. To support the occupational standards and qualifications work is also being carried out to improve learning provision in the explosives area. In addition to formal educational and conventional training courses a series of workplace learning initiatives are being pursued as well as internet learning packages. Examples of these initiatives will be given.

In many cases hours of time were wasted because the licensee or permittee, who had basically done everything right, was not prepared for the audit. The present case study details the solution to a complex situation in a mining operation, involving the challenge of expanding the tailings storage facility in high-criticality areas adjacent to electrical rooms that provide continuous power to the entire mining process, including water pumping and drainage systems. For this purpose, blasting is required to prepare the construction areas for the new expansion facilities. Upon deciding to proceed with blasting, a comprehensive engineering assessment was conducted to ensure operational continuity without impacting the process, while generating sufficient fracturing in the rock mass to allow extraction with auxiliary equipment. Support from specialists through the Technical Assistance area was requested, and a detailed evaluation was carried out through advanced studies. Field vibration studies were conducted to define attenuation models and characterize the rock mass in the sector. With this information, simulations were carried out using predictive and probabilistic models with Monte Carlo methods to select delay charges and optimal timing for reducing vibration levels and increasing frequency levels. With these measures, the three blasts conducted near the Gas Insulated Substation room, which had distances ranging from 30 to 100 meters, produced the following results: • Vibrations; The three blasts conducted at distances of 100, 30, and 50 meters recorded vibration values of 5.3, 40.2, and 9.5 mm/s, all of which were below the maximum vibration level of 50 mm/s set by the projects area. According to the USBM RI8507-OSMRE standard, all values for Peak Particle Velocity (PPV) and frequency were below the permissible limits. • Flyrock; Through filming and post-blast inspection, it was confirmed that the ejections were within the safety zone. • Fragmentation; The results obtained showed a maximum overbreak size of 1.5 meters, allowing the broken material to be moved effectively.
