After the disbanding of the Gunpowder Trust Association in 1904, the Association of Independent Powder and Dynamite Manufacturers was formed, followed in May of 1906 by the formation of the Association of Manufacturers of Powder and High Explosives. Due to a lack of success in attracting all manufacturers to membership, these organizations did not survive.

The position of a major joint in relation to a blasthole has a significant effect in presplitting. Broad research into the combined effects of firing two decoupled blastholes has been performed in the past. The effects of joints simulated between two blastholes has also been evaluated. However, no attempt has been made to investigate the splitting effects produced by firing a single decoupled blasthole. This paper presents the results of such an investigation.

External detonation generated plasmas, highly ionized zones of reacting material ejected from the surface of detonating explosive charges, are shown to be the cause of channel desensitization, i.e., the self-quenching of a detonating explosive column loaded in a borehole with an air annulus between the explosive and the borehole wall.

The hydroelectric project "El Cajón" is currently under construction in the state of Nayarit, on the Santiago River, in western Mexico. This project is comprised of a Concrete Face Rockfill Dam (CFRD) with a rockfill necessity of 10,5 million cubic meters and it reaches a height of 188 m. The generation equipment includes two turbines with a total installed capacity of 750 MW.

Today, a typical blaster is likely to wear many hats, including, but not limited to, supervisor, risk manager, safety coordinator, explosives engineer, communicator, as well as professional decision maker. Simply put, a blaster in the new millennium is an all encompassing blast site manager. As you know, accidents on the blast site can range from blast crew injuries to blasting incidents resulting from vibration, flyrock, misfires, etc. Not surprising, the incidents can quite often be traced back to direct preventable human action on the blast site. They can, however, frequently be avoided, if responsibly identified early and managed properly by an efficient blast site manager. Your company cannot afford to simply employ blasters; good blast site managers are necessary to produce the safest results possible.

Anaheim Bay, located at Seal Beach, California, is the site of the Huntington Harbor development of waterfront homes and marine facilities. The main entrance to Anaheim Bay is a relatively narrow channel connecting the bay with the Pacific Ocean which runs under California State Highway One. During the development of Huntington Harbor the old highway bridge was replaced with a new, higher bridge to allow for boat passage through the channel. At that time only the main span decking of the old bridge was removed, leaving the support pillars and the approach ramps in place (see Figure 1). The narrowness of this channel, plus the increasing boat traffic created a situation in which public demand for the removal of the old bridge became significant. Because the bridge was located within the boundaries of the Seal Beach Naval Weapons Station (see Figure 2) the Navy became involved in the bridge removal. Eventually the task was assigned to the Naval Amphibious Construction Battalion One and work began in early 1974.

The proper utilization of energy in an explosive column is of paramount importance to the success of any blast. Historically, Powder Factor (the weight of explosive per mass or volume of material to be blasted or its inverse), has dictated the blast design. The concept of Energy Factor is a more effective method to design a blast. In order to utilize explosives efficiently, the energy contained in any given product must be quantified. The Powder Factor method, although historically successful, assumes that a pound of cast pentolite affects the material to be blasted the same as a pound of ammonium nitrate / me1 oil (ANFO.) Years of experience and scientific testing have led the blaster in the field to believe otherwise. The next logical technological step is Energy Factor. The Energy Factor method that will be discussed in this paper takes into consideration not only the weight of the explosive, but also the weight strength (Cal/g) and the density (g/cc) to yield a constant relative Energy Factor. The result of such a method is a factor that can be used in the field exactly the same as Powder Factor, but that reflects the relative energy of any given product in terms that will reflect the relative cost benefit of that explosive selection. The Energy Factors associated with different available explosives make it possible to compare the difference in the amount of energy per loaded pound in each unit length of borehole. This paper will examine the concept of Energy Factor in an in depth manner and also compare this quantification method to that of Powder Factor. It will also demonstrate the value of using Energy Factor and how it can improve the efficiency of a blast design. The misconceptions that come along with using Powder Factor will be examined and comparisons will be made between boreholes loaded using Powder Factor and those that are loaded using Energy Factor. This paper will clearly define the differences between these blast design methods and allow the reader to realize the production, quality, and economic advantages of using the Energy Factor method.

In recent years the issue of seismograph calibration and accuracy has been a major focal point of the ISEE Blast Vibration and Seismograph Section. In fact, questions concerning the consistency and reliability of seismograph measurements essentially led to the development of this ISEE section. One of the early actions of the section involved the development of “Field Practice Guidelines” for the use of seismographs. These guidelines specifically state that “Placement and coupling of the vibration sensor are the two most important factors to ensure accurate ground vibration recordings.” This paper will address the results obtained from using different coupling methods to record vibration and airblast levels generated from production blasting in a limestone quarry. The data obtained clearly indicate that seismometer burial provides the best coupling for recording ground vibrations. Microphone height has also been an issue regarding the accuracy of recorded airblast levels. The data we obtained indicates that microphone height is not a significant factor.

Over the past three years the UK together with Sweden, Norway, Finland, Italy have been taking part in a EU funded Leonardo da Vinci programme. More recently EFEE have participated in the project known as the EU15/10/200715/10/2007Excert project which is aimed at addressing the perceived loss of explosives expertise in several EU nations. This could have implications for explosives safety and industrial competitiveness. The paper outlines the work that has so far been done in phase 1 and describes the work planned for the second phase of the project. The paper will describe work in the UK to develop competencies for all explosives workers in both the civil and defence sectors. These competencies in the form of National Occupational Standards have now been approved in the UK and are accompanied by a range of 24 new National Vocational Qualifications launched in May 2006. The paper will show how the standards define knowledge and skills and how these form the basis for vocational qualifications as well as higher education awards and professional qualifications. This UK initiative is now being considered in other EU countries and the project has now been extended to also include Germany, France, Portugal, Czech Republic, Lithuania and Estonia. To support the occupational standards and qualifications work is also being carried out to improve learning provision in the explosives area. In addition to formal educational and conventional training courses a series of workplace learning initiatives are being pursued as well as internet learning packages. Examples of these initiatives will be given.

Numerous agencies in the Executive Branch of the United States Federal Government have regulatory jurisdiction over the explosives industry. These agencies develop the rules by which the explosives industry must operate, and many have the authority to enforce those rules. Likewise, there are entities in the Legislature that have oversight of those agencies and develop the laws that agencies must operate under. These entities in the Legislative Branch are Congressional Committees. Each committee has their respective jurisdictional authority over various agencies and issues. There are several Congressional Committees with jurisdiction over the agencies that govern the explosives industry and they differ slightly between the House of Representatives and the Senate. This paper discusses this division of power as it relates to the explosives industry. Each branch is responsive to the public and the processes through which each promulgates regulation and legislation require public input in different forms. Options for civic involvement for engaging each of these bodies of power in their respective processes are presented. The differences between legislation and regulation are highlighted along with the processes by which each are promulgated. A proper understanding of the governmental mechanics that affect the explosives industry are critical for the industry to be able to be proactive in playing a role in these processes in a democratic way.

The ARTA 2008 Project (Alpha Ridge Test of Appurtenance) was a Canadian Government sponsored deep water seismic survey carried out on the high arctic permanent polar ice cap. This Geological Survey of Canada operation was the second seismic research project in the high Arctic and was monitored by the Danish Government. Utilizing 100% air support from Eureka and then helicopters from an ice based tent camp north of Ellesmere Island, the five week study was accomplished in the early spring just after the sun returned to the far north.

Recent developments in the methods of measuring rock motion close to the contour at the moment of blasting have given an improved understanding of the extent of rock damage caused by different charge systems. The paper presents the new results and the methods of prediction of damage zones which are used in Sweden for the design of contour blasting rounds. A survey is given of the tools and the techniques for smooth blasting that are now used on a routine basis in Sweden.

In many high explosive applications, the explosives are covered or clad by a metal. This metal cover may serve a variety of purposes including: 1) to protect and prevent the disturbing or misshaping of the explosive during its transportation, handling and use, 2) in many military applications the cover material itself is used to provide a required effect, for example, the shrapnel from grenades, the metallic liner of shaped charges, and the confinement of explosives so they perform optimally, and, 3) in civilian applications in the use of well perforating shaped charges and linear shaped charges used for the demolition of steel structures such as bridges. For these reasons the interactions between the explosives and their covering materials are of great importance in understanding the performance of these devices.

The City of Richmond, in an effort to improve sewage treatment facilities, designed an invert syphon to cross the James River at Fulton Bottom. The design criteria called for installation of two 36-inch pipe' lines at an elevation of -35 with the mean water level being at elevation 00. This paper discusses the actual method of construction used to blast the river bottom. Choice of excavation equipment, nature of the river, as well as the geological structure, were taken into consideration.

The literature of explosives and blasting consists of a great variety of printed materials. These materials include technical papers, books, and articles by individuals and organizations; manufacturer’s product catalogs and brochures; handbooks offering guidance for the field blaster; complete encyclopedias on the subjects, and short entries in general-interest encyclopedias; government publications; proceedings of organizations devoted to the subjects; magazines specific to the subjects; articles in general circulation magazines; and other miscellaneous sources. In short, there is a multitude of literature on the subject, some well indexed for retrieval, but most not. This presentation will be a broad-brush look at some of the most important or interesting literature on the subject, since in no way can all the various references be mentioned, much less covered in depth. To illustrate the presentation, interesting materials from the author’s collection will be shown.
