In an effort to recover Polychlorinated biphenyls (PCB’s) that had leached into bedrock below the Hudson River in Upstate New York, a shaft and tunnel complex was designed that would allow installation of inclined and vertical wells into the zones of contamination to recover PCB’s by gravity. A joint venture of Merco Inc., of Lebanon, NJ, and Obayashi Corporation, of San Francisco, CA, was awarded the contract for constructing the first Tunnel Drain Collection System in the world. Conventional drill and blast techniques were the most economical method to construct the project but due to the presence of PCB’s and community concerns, innovative drill and blast practices were needed.

A few years ago, the term Track & Trace for explosives was only known in Europe and Brazil at most; the introduction of this technology is experiencing an undreamt-of boom worldwide. More and more countries are enacting legislation to introduce Track & Trace of explosives and follow Europe and Brazil on this path. At present, the world's leading manufacturers are already using such solutions, are in the process of implementing them, or are in the planning process. However, based on the experience gained in Europe, there are outstanding challenges for all manufacturers. These are questions of compliance, logistics, distribution, and, of course, especially, the necessary adaptation of the production environment. However, this development involves considerable effort on the part of the manufacturers. New devices for marking the explosives and digitally recording the data are integrated into the production process. This should be done as cost-effectively as possible, without restricting production capacity and speed, and with as few process changes as possible. This paper uses real-life customer experiences examples to explain paths from project design to real implementation. Lessons learned from the experience of European explosives manufacturers are presented, missteps are described, and solutions are identified. Individual steps along this path are explained, and solutions are told to avoid pitfalls and bottlenecks. Finally, it refers to the risk analysis and concrete examples in implementing the planning into production. Methods of marking various explosives are shown, and the use of Track & Trace to solve logistics tasks in picking and shipping explosives, including the data exchange with ERP (Enterprise Resource Planning) systems.

The safety of persons from accidental explosions and fires during manufacture, storage, transport etc. of explosives, pyrotechnics, propellants, firework and ammunition is most commonly assessed according to prescriptive rule-based approach: Safety is given when all requirements which are listed in numerous regulations and directives (such as e.g. safety distances, limited quantities, protective installations etc.) are complied with. Such a deterministic prescriptive rule-based approach is quite easy to apply but has got disadvantages, however: The actual state of safety in a specific case is not explicitly and quantitatively expressed, and it is not distinguished between the endangered individuals and the whole group. As a result, the effects of the safety measures cannot be measured. This is why uneconomical and in the worst case useless safety precautions cannot be avoided. In addition, waivers are difficult to negotiate, meaningful and sound arguments for pro and con being lacking.

The presence of natural underground cavities is normally a characteristic of iron ore deposits, specifically in tropical deposits. Brazil and the United States are the only countries that have a legislation to protect these structures, but in Brazil this legislation is very specific for the existing cavities in the federal territory. These cavities are classified by their level of relevance as high, medium, and low. From this perspective, its preservation becomes mandatory, especially, for those of high relevance in order to protect the species (flora and fauna) that live in them. When these structures are within the production phases, it becomes a challenge to exploit these reserves with the use of commercial explosives, since these structures condition and may restrict the use and amount of explosive charge. This paper presents the methodology of controlled blasting associated with predictability via realistic simulation in production polygons, applied in a Brazilian iron ore mine where there is a presence of high relevance natural cavities with restrictions in relation to the limits of Peak Particle Velocity (PPV), which is product of detonation.

"The words “dynamite,” “TNT,” “explosives,” and “blasting” typically cause the general public, andjurors, apprehension and fear. Although blasting operations conducted by well-trained, skilled, andexperienced blasters rarely cause damage or injury, the public’s perception of blasting is that it isdangerous, disruptive, and results in damage to nearby properties. As a result, blasting operations have always resulted in complaints, claims, and lawsuits. However, in recent years, the public perception combined with an increase in public opposition, social media, more stringent regulations, predatory plaintiffs’ attorneys, and the application of strict liability to blasting claims has resulted in an increased threat of litigation to blasting companies and individual blasters. Consequently, many blasting companies find themselves receiving more complaints, involved in more litigation, and facing an alarming number of frivolous claims, which can result in increased insurance costs and other financial tolls. Accordingly, today’s blasting companies must be prepared for litigation and take steps to eliminate accidents and claims before the first shot is detonated on a job. The best way to accomplish this is standard operating procedures that incorporate best management practices, industry standards, and regulations in daily operations. This paper outlines some of the considerations that a blasting company should incorporate into its standard operating procedures before, during, and after the shot."

The paper is part of the ongoing work of the Environmental committee of EFEE. To assist the European experts working with explosives one of the aims is to improve the common knowledge of similarities and differences between national legislation, standards or guidelines on vibration monitoring and other environmental monitoring during blasting in Europe and abroad. This has been done by use of an online survey through the most of 2018. Questions have been raised on vibration monitoring during blasting. The existence of norms, guidelines or standards and how they are used. Even though the questions have been kept at a high level they are formed to try to map the different national standards use of such things as frequency, guidance on monitoring position, distinction between different types of structures, requirement to the equipment and more. Furthermore a few initial questions have been raised on other environmental monitoring relevant for blasting. The respondents are national, cooperate or individual members of EFEE. The answers are experts in the use of explosives and vibration-monitoring in their respective countries. More than 60 have answered the questionnaire from 29 different countries. Mainly European as well as other nations including India, Israel, Nigeria, Saudi Arabia, UAE, USA, Greenland and Hong Kong. By analysing the incoming answers, the differences and similarities in vibration monitoring of the respondents has been clarified and mapped. Where possible other environmental monitoring has also been analysed. Where needed the different guidelines, standards and regulations have been visited to verify the answers and further elaborate on the comparison.

The mind-set that only blasters and their helpers need training in explosives can result in risk to other employees working at mine or construction sites where blasting is conducted. Misfires are not always immediately obvious during postblast examinations performed by the certified blaster in charge; the presence of undetonated explosives may not appear until well within the muckpile as was the case in the photo, right. Nevis Bluff Landslide - On September 17” 2000, a rockfall measuring lO,OOOm3 at Nevis Bluff, New Zealand, triggered a loday emergency. It ended when a hazardous column of rock that towered over State Highway 6 was finally shattered. The operation called for unusual and unique solutions using aerial bombing and inverted blasting techniques, not known to have been attempted before under these conditions, anywhere in the world.

The overarching goal in modern drill and blasting operations is that of optimising mining operations to achieve higher levels of productivity, safety, profitability and sustainability. Air decking, a technique used in drill & blasting to optimise explosive product use while achieving a target rock fragmentation1, is a technique that when executed correctly is proven to achieve consistent results independent of rock strength and the position of the holes (single, multiple, vertical, slanted), as well as being proven to reduce super-fragmentation (under-size or fines) while able to achieve optimal fragmentation, especially in the stemming zone2. The ‘shock absorber effect’ if the air deck reduces ground vibration and air blast3. Additionally, the practice of loading explosive product directly in saturated ground without dewatering or lining prior is an increasing global trend.

At Fragblast 9 the name was changed to Fragblast International Organizing Committee (FIOC). After a long week of work in Colorado Springs this past July, I was looking forward to flying home to start a long anticipated family vacation. As I grabbed my seat on the plane, a man sitting next to me innocently inquired, to the row as a whole and not to me in particular, “I wonder what the weather will be like in Phoenix”? To most people, this is a common (maybe the most common) topic of casual conversation. To a meteorologist that just dealt with six thunderstorm delays at a major golf event over 4 days, well, lets just say the smirk on my face said it all. After giving my flight mate a detailed forecast and a short explanation on why I would know such information, I sensed, correctly, the inevitable follow up question was coming. “Why would you need a meteorologist at a golf tournament?”

This project will report findings on the establishment of a new surface test site at the Colorado School of Mines Edgar Mine. Concerns over the blast effects on site neighbors prompted the study to be conducted. The current maximum charge weight of 20-lb was studied to ensure that all environmental effects were within the range prescribed by state and federal regulations. Geophone locations were surveyed using GPS and monitored using Instantel Minimate Plus instruments. Distances and orientation of measurement sites to the test site were varied according to the local geography and geology. Weather conditions were also observed and recorded during all tests. Neighbor complaints were recorded and taken into account during analysis. Current results show that the current charge limit results in a safety factor of over 200 for all blasting activities at the site. Data collection is ongoing and a review is to be conducted annually. The most important operation in the tunnel blasting procedure is to create an opening in the face in order to develop more free surface in the rock mass. This operation is highly dependent on the cut holes. In general, the burn-cut or V-cut is commonly adopted to blast the cut section. But, these traditional methods often raise problems. There are instances (a) that the actual advance is considerably less than the designed advance depending on the rock mass, (b) that they cannot sometimes enlarge the free surface efficiently and (c) that the blast vibration resulted from the cut blast exceeds the allowable vibration level. In order to resolve the problems, many different kinds of the cut blast can be considered.

Remote Avalanche Control Systems (RACS) which uses solid explosives has been used in Europe since 1996 and North America since 1999. With large destructive avalanches in transportation corridors, various States and Provinces have started implementing RACS into their summer construction projects to minimize traffic shutdowns. Since 2014 in North America, many of the projects are requiring the RACS deployment boxes to be removable by light duty helicopter for loading and summer storage. This is to further remove workers from the mountain tops, where inclement weather and Occupational Health and Safety concerns are widespread. We did not believe the method of flying primed charges under a helicopter was safe, so we developed a new charge container to deal with the issue.

Cave mining offers a flexible technique to exploit large, low grade, deep ore bodies with low operating costs. It is typically done in either a top down approach; i.e. sublevel caving, or in a bottom up approach; i.e. block or panel caving, to extract ore bodies that may have been previously considered unfeasible to mine. Sublevel Cave (SLC) mining, in particular, is a cave mining method based upon the utilization of gravity of blasted ore while the overlying host rock fractures and caves under induced stresses and gravity. Thereby the caved waste originating from the overlying rock mass fills the temporary void created by ore extraction to achieve a controlled collapse of the roof.

Due to the global financial crisis, the world economy has turned upside down and most major economies in the world are facing severe recession for the past one and half year. During this period most commodity prices have tumbled by more than half from their peaks and such a sudden and severe economic downturn is not seen since the great depression. This sudden drop in commodity prices and lack of credit made many mining operations unviable and even those mines that are marginally viable at this point are operating under severe cost pressures and capital expenditure restrictions.
