With production of coal per man-hour of work highest in history, the coal mines of the United States established a lower accident-frequency4 rate in 1942 than in any year since 1930, the first for which the Bureau of Mines, United States Department of the Interior, collected complete reports of nonfatal as well as fatal injuries. Reports from mine operators and State mining departments showed that 530,861 men were employed in and about coal mines during the calendar year 1942. This number does not include office employees or coke-oven workers. The figure represents a decrease of 15,831 men from the previous year, owing to losses of men to the military services and to more lucrative employment in the munitions and other industries. The loss of men was offset to some degree by an increase in the number of days of mine activity and the average number of hours of work per man during the year. The volume of work done during 1942 was 910 million man-hours, 11 percent more than in 1941. The average employee worked 243 days, 30 days more than in 1941. Production reached the unprecedented total of 640 million short tons, an increase of 12 percent over 1941; 582 million tons came from the bituminous fields of the United States and 58 million tons from the anthracite fields of Pennsylvania. To produce this quantity of coal 1,471 men sacrified their lives, and 69,564 men suffered nonfatal injuries that disabled them for more than the remainder of the day on which the accident occurred. The nonfatal injuries were divided into three groups: 65 caused permanent total disability, 2,045 caused permanent partial disability, and 67,454 caused temporary disability of 1 day or more but did not result in the loss of, or permanent loss of use of, any part of the body.

One of the more important functions of the Federal Bureau of Mines is conservation of the life and health of employees of the mineral and allied industries. Since its very beginning the Bureau has encouraged competition between mine rescue and first-aid teams as a means of stimulating interest in safety and accident-prevention work. In addition to sponsoring competition on a national and international scale during the past 45 years, the Bureau has also assisted State mining departments, mining companies, and mining organizations in holding State, district, company, and other local meets. This assistance includes providing instructors to train teams, judges, and other contest officials. The Bureau has also furnished problems and outlines for working them, judges I discount sheets (scorecards), contest rules, and problem judges. In fact, Bureau representatives participate in nearly all State, district, and company contests and have bad complete charge of some contests.

This report presents results from an ongoing U.S. Bureau of Mines study defining domestic coal reserves. Examinations of five 7 ½ -minute central Appalachian quadrangles have been completed to date. Only 26.4%, 5.0%, 6.5%, 8.2%, and 4.2% at the coal resources remaining in the Matewan, Boltsfork, and Hoskinston, KY; Vansant, VA; and Beckley, WV quadrangles, respectively, constitute economically recoverable reserves. An evaluation of the coal mining industry's impact on the economy of Pike County, KY, wherein the Matewan quadrangle is located, was also completed in order to provide a basic understanding of the influence of coal mining on the local economy. Results show that coal mining is the only major income producing industry in Pike County, accounting for about 46% of the county's income, and 21% of the total available employment, in the base year 1990. If similar results are found in subsequent investigations, a strong argument can be made that traditional coal producing regions may soon be experiencing resource depletion problems far greater and much sooner than previously thought. This will affect not only the coal industry but, given the obvious dependence of Pike County's economy on its coal mining industry, the entire social and economic infrastructure of large areas.

The Deep River coal field is in Chatham, Lee, and Moore Counties, N. C. The coal-bearing part of the basin is about 35 miles long and 5 to 10 miles wide. Sanford, the county seat of Lee County, is the largest town in the area, with a population of 10,000. Four railroads provide transportation to the area, and four United States highways and improved county roads provide easy access to the field. The Carolina mine at Farmville is the only operating mine in the field. The mine was opened in 1921 by two rock slopes driven from the surface to the Cumnock bed. Mining operations continued intermittently until 1945 and then stopped. In the fall of 1947 the mine was reopened by the newly organized Raleigh Mining Corp.

This paper describing the mining practice at the Pecos mine of the American Metal Co. of New Mexico, a subsidiary of the American Metal Co., Ltd., is one of a series being prepared by the Bureau of Mines on mining methods, practices, and costs in the various mining districts of the United States. The mine is producing about 18,000 tons per month of zinc-lead-copper ore, chiefly by the square-set and cut-and-fill methods. Costs are given for 1927, 1928, and 1929, the whole producing life of the mine to date.

Any discussion of growth and future requirements has to begin with people--both their number and their needs. Both have been rising ever since any American can remember. Together, the number of people, which has been increasing rather modestly, and their wants and desires for material things, which have been increasing very sharply, seemed to have comprised a growth imperative in mineral consumption in the United States, especially during the last several decades. While the Nation's birthrate is now well below the replacement rate and still falling, the built-in momentum of the post-World War II population boom will continue to be felt well into the 21st century. Even using the modest projection of a 0.8 percent yearly increase, we are still looking at the possibility of 265 million Americans being around by Year 2000.

The purpose of the study is to investigate the effects of fracture filling and associated alteration on the mechanical behavior of rocks. Results are presented for specimens from the Climax and Henderson mines in Colorado and the San Manuel mine in Arizona. The rock types studied from each location are from 1) Climax, medium-grained - granite, fine-grained granite, granite porphyry, schist, and gneiss; 2. Henderson, rhyolite porphyry; 3. San Manuel, quartz monzonite and quartz monzonite porphyry. A description of the rocks was made including: color, texture, mineral composition, composition and fabric of fracture fillings, density and porosity. Unconfined and triaxial compression tests were run on the Climax and San Manuel specimens. Sonic relocities were measured during the compression tests; Shore sceleroscope hardness was measured before the compression tests. Tentative conclusions are that some relation appears to exist between compressive strength and the following properties and features for all the specimens: dynamic Young's modulus, sonic velocity, density, rock composition, and composition and fabric of fracture fillings - veinlets. There appears to be some relation between compressive strength and Shore scleroscope hardness and porosity for quartz monzonite (San Manuel). A relation appears to exist between compressive strength and texture for schist and between com¬pressive strength and extent of failure on fracture fillings for fine-grained granite, schist, and gneiss (Climax). We plan to perform additional analyses of data collected so far and data yet to be collected in the next few months, with emphasis placed on devising a practical index of alter¬ation that can be used in the field. Limitations on interpretations arise from such factors as heterogeneity of the rocks studied, the small range of confining pressures used, and other factors presented in the text.

"INTRODUCTION )ne of the most important wartime activities of the Bureau of Mines was the search for new sources of minerals necessary to the prosecution of the war. As a part of the investigation of strategic mineral deposits in the United States under the Strategic Minerals Act (Public 117, 76th Cong., 1st Sess., Ch. 190), examining engineers of the Bureau of Mines investigated and sampled various deposits of chrome ore in California, Idaho, Montana, Oregon, and Washington, and those deposits that warranted further study were explored by diamond drilling, trenching, and drifting, as re¬quired. During these investigations, samples were submitted to the Ore Dressing Section of the Salt Lake City Station for metallurgical testing. This paper gives data summarizing results obtained from laboratory ore-dressing studies of the chrome ores submitted.Although the deposits range widely in geographical location, the mineral occurrence of all of them is strikingly similar. Chromium, in all of the ores tested, is present as impure chromite or chromium spinel. Although pure chromite (FeCr204 or FeO.Cr203) contains 68 percent chromic oxide, the iron may be replaced in varying amounts of magnesium, and the chromium may be replaced similarly by aluminum and ferric iron. In studying concentration methods as applied to chrome ores, the composition of the chrome mineral is of fundamental importance, because it is manifestly impossible to produce a high-chrome concentrate from a low-chrome chromite by any mechanical process.In all but one of the ores, the gangue material consists of olivine or altered olivine minerals such as serpentine, antigorite, and chrysotile. The exception, the Antelope or from Montana, has a gangue chiefly composed of actinolite, chlorite, and talc."

Determine the effectiveness of remining operations in reducing contaminant load (acidity, iron, and sulfate) of discharges emanating from abandoned surface and underground coal mines. Background Until the implementation of remining initiatives, most States had regulations that held the operator remining an abandoned site responsible for preexisting acid mine drainage (AMD) discharges. For example, if a mining. company wanted to remine an area hydrologically connected to an existing AMD discharge, the company became responsible, as soon as the site was activated, for treating that discharge to meet effluent standards. If the mining operation improved the quality of the discharge, but the discharge failed to meet effluent standards, the company was held accountable for perpetual treatment. Because of this regulation, most mine operators avoided abandoned sites with minable coal reserves and AMD discharges. However, changes in remining legislation allow coal companies to be released from treatment liability as long as the post-remining pollution load does not exceed the pre-remining level. A part of the Bureau of Mines mission is to help improve the Nation's mineral posture by providing the technology for utilizing low-grade ores. In this regard, laboratory testing by the Bureau of Mines has shown that the removal of insoluble slimes using selective flocculation and flotation is a viable method for treating low-grade potash ores that have a high content of water-insoluble impurities. Results indicated that over 82 percent of the insoluble slimes could be removed from sylvinite ore containing 5 percent water insolubles and 13 percent K20 by using nonionic or cationic polyacrylamide flocculants and cationic, anionic, and/or nonionic collectors. Subsequent potash flotation recovered 87 percent of the potash in rougher concentrates containing 57 percent K2O. Sizing and cleaner flotation of the rougher concentrates upgraded the products to 60 percent K2O. Filtration of the water-leached insoluble-slimes flotation concentrates on a bed consisting of leached insoluble-slimes concentrate mixed with potash flotation tailings recovered 80 percent of the brine. Filtration rates using the mixed bed were nine times faster than filtration rates obtained when the insoluble-slimes flotation concentrates were filtered separately.

As part of the Bureau of Mines research program on recovering alumina from domestic resources, methods for extracting iron from aluminum sulfate solutions (obtained by leaching kaolinitic clay with dilute sulfuric ,acid) were investigated. In countercurrent extraction experiments at a l-gal/hr flow rate of aluminum sulfate leach liquor, the iron concentration 'was decreased from 1.4 g/l to 0.01 g/l after four stages of using a primary amine extractant. The iron-loaded amine solution was regenerated in five stages using 3[N] sulfuric acid or in four stages using 6[N] sulfuric acid. The aluminum sulfate solution obtained was suitable for the preparation of alumina meeting cell-grade standards of less than 0.01 pct iron.

According to the annual survey of beehive-coke plants by the Bureau of Mines, United States Department of the Interior, there were 61 plants with 9,549 ovens in the United States on December 31, 1956, This publication in¬cludes only those for which an annual report was filed with the Bureau of Mines. Not all plants listed were active, however, as nearly one-third of those canvassed were idle all year. A compilation of the returns showed that 44 plants with 6,920 ovens were active part or all year and 17 plants with 2,629 ovens were idle throughout the year. The capacity of beehive ovens has fluctuated between 6 and 14 million tons during the past decade. At the end of 1956, the annual coke capacity of beehive ovens on which reports were received amounted to 5.8 million tons. As noted in table 2, however, not all of this capacity was in operating condition, as 2,093 ovens with a capacity of 1.2 million tons were not operable on [ember] 31, 1956.

Part of the work of the Precious Metals Section is to conduct oretesting experiments on ores selected as representative of various mining districts or areas . The projects are authorized by the Metallurgical Division , and only those ores in which gold and silver or gold or silver constitute an essential part of the total values are assigned to the Precious Metals Section . Such ores include those containing the precious metals only as commercially important ingredients , as well as those containing base metals such as copper , lead , and zinc along with the gold and silver . In many instances the "ore " may be a tailing product of a grade good enough to warrant retreatment , or a concentrate for which it is desirable to develop a method of treatment to avoid the expense of shipment to a smelter . It is evident that in general the greater part of this ore - testing work is done according to standard testing procedure , such as cyanidation, amalgamation, gravity - concentration , and flotation , or a combination of these methods . The standard methods of conducting such tests have been outlined in previous reports of ore - testing studies . However , since the inauguration of this oretesting program 6 years ago , the ores submitted under authorization have become increasingly more refractory to simple methods of treatment. Consequently, a considerable number of the projects completed during the fiscal year 1941 have required an unusual amount of work and in some instances have developed into real research problems . This report summarizes the work performed and results achieved in the period from 18 June 1971 through 18 October 1971 under Phase I (Task 1: Literature and Industry Search; Task 2: Conceptual Design and Evaluation; and Task 3: Concept Selection and Preliminary Design) in substantiation of the drill/impregnation machine concept recommended for detailed design in Phase II. Also included as Task 5 are recommendations for an experimental investigation to be conducted during Phase II. The report is submitted for approval and authorization to proceed to Phase II.

In this report an attempt is made to discuss the first cost of each of several types of mine-ventilation stoppings, as well as the total annual expense of maintaining a stopping during its required period of service. Such data furnish a basis for comparison of the efficiency of the different types, and are of great importance to an engineer planning the development of a mine. The data given were obtained through an investigation conducted under a cooperative agreement between the Bureau of Mines, the Illinois State Geological Survey, and the department of mining engineering of the University of Illinois. The report itself is published by the Bureau of Mines as a contribution to the literature on safety and efficiency in coal mining.

The Bureau of Mines determined the factors involved in the corrosion of starting sheets used in the production of electrolytic zinc with the ultimate purpose of adapting zinc starting sheets to commercial practice . Under present practice , zinc is electrodeposited on aluminum cathodes and subsequently stripped for melting . The use of zinc instead of aluminum would eliminate the need to strip the deposit , thereby reducing the cost of handling and melting it , but zinc has not been suitable because it was too vulnerable to the corrosive attack of the electrolyte . Serious attack was found to be limited to the areas of the cathodes situated immediately above the surface of the electrolyte and to re - entrant corners . It was possible to avoid solution - level corrosion by immersing the starting sheets completely , exposing only a relatively heavy suspension member to solution - level attack . Zinc starting sheets could be made as reliable as aluminum and could be continued in residence for periods up to 39 days . Periods as long as a week were feasible under conditions similar to those found in commercial practice . A test of zirconium as a starting - sheet material showed that it promoted corrosion of the deposit to a lesser extent than aluminum and that the deposit adhered less tenaciously . These two properties lend themselves to the development of ways to strip deposits mechanically from zirconium starting sheets . Titanium was unsuitable for use as a starting - sheet material .

A new record in accident prevention was made by the metal-mining a industry of the United States in 1938, as signalized by a lower fatality rate than in any previous year. The rate was less than half as high as in 1911, the earliest year for which figures are available. A good safety record was also established in the prevention of nonfatal injuries, as the injury rate was lower than in any other years except 1931 to 1935, a 5-year period notable for its unusually low injury rates. Employment was more limited in 1938 than in 1937, both in number of men employed and total number of man-hours worked. The number of workdays per man also was smaller than in 1937. Operating companies reported that 7,233 mines were active in 1938 or some part of the year and that the total number of men employed was 103,027. This figure represents the summation of the average number of men employed as reported by the companies, the average for each mine being that for the period during which the mine was active. The number of employees at all mines in 1938 was 15,402 less than in 1937. Reports covering all mines indicated a total of 188 million man-hours worked during the year, or 21 percent less than the nearly 240 million man-hours worked in 1937. In the performance of this work accidents occurred that resulted in the death of 156 employees and the injury of 1.2,722, each injured employee being disabled for more than the remainder of the clay on which he was hurt.. The fatality rate for 1938 was 0.83 per million man-hours worked, which was 9 percent more favorable than the rate of 0.91 for 1937. Nonfatal injuries occurred at the rate of 67.61 per million man-hours worked, an improvement of 10 percent compared with the injury rate of 75.37 for 1937.

This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

This report, which covers the period from June 15, 1974 to May 30, 1975, describes the work performed in compliance with the requirements of Contract No. H0242065 and modifications 1, 2, and 3 thereto. The purpose of the original contract was to equip the second shuttle car in the Jewell Ridge No. 12 mine, section 6R, with a refined design canopy and seats. In addition, several refinements and improvements were to be designed and installed at the same location on the cutter and the loader. However, during October 1974 in response to a request from the Technical Project Officer, the contract was modified to eliminate all of the cutter and loader tasks and substitute the design, fabrication, and installation of an improved canopy on the no. 2 roof drill in the above mentioned section of the Jewell Ridge No. 12 mine.
