"The last previous Bureau of Mines publication relative to details of permissible electric mine lamps is Bulletin 332, which describes 16 lamps approved prior to May 1930. Some of the lamps have become obsolete through the development of improved models which, with several new types, make it desirable to supplement the Bureau's published data relative to permissible electric mine lamps.In the following descriptions, lamps approved since May 1930 and prior to July 1, 1935, are placed in the three following groups: (1) Electric cap lamps, (2) electric hand lamps, and (3) lamps for miscellaneous applications,ELECTRIC CAP LAMPS APPROVED UNDER SCHEDULE 6B1. Edison model J lamp, approval no. 24. - The features that distinguish this lamp from earlier models of Edison electric cap lamps are:(a) The battery consists of two F-2 cells of square cross section and about 1-1/4 inches higher than M-14 cells in the model H lamp, making the battery narrower and higher than any of the earlier models of Edison cap lamps.(b) The cells are insulated from each other and the Monel-metal casing by enclosure in vulcanized-rubber baglike enclosures. Both cell terminals are insulated from the cell jar.(c) The battery is equipped with rubber-tube Bunsen-valve-type gas vents.(d) The battery casing is secured by a new-type magnetic lock.(e.) The battery and cover terminal clips have been redesigned to give a wiping contact."

The generation and disposal of solid waste from electric utility plants using a lime or limestone wet-scrubbing system and the potential effects on the environment were estimated for 1975 and 1980. The study indicated that in 1975 approximately 5.8 million tons of desulfurization solid waste (50 percent solids) will be generated. In 1980, when it is estimated that desulfurization will become commercially accepted, approximately 71.4 million tons of this material will be generated for disposal and/or utilization. The desulfurization waste material when combined with lime, fly ash, and water may have potential for use as a roadbase material, landfill reclamation, and synthetic aggregate.

This paper presents one of a series of digests of foreign mining legisla- tion and court, decisions which is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate mines in various foreign countries. This interpretation of the laws of Latin America has been prepared from the best available information in Washington, but is released subject to correction and amplification, if necessary, by the proper American diplomatic and consular officers, to whom it is being referred through the courtesy of the Department of State. Individual abstracts of the laws of each of the countries herein discussed have been prepared and published separately. This general summary is presented for the use of mining engineers and investors whose interests extend over the borders of a single country. It is also designed to bring out certain general principles of mining law and, so far as feasible, to indicate the trend of mining legislation in South and Central America. In order to gain perspective, the details of legislation are not com- pletely covered in this paper, but an effort has been made to bring out essential differences as well as points of similarity in the laws of the various countries. The course of legislation is first traced chronologically and the points discussed are then arranged in tables in somerhat greater detail. .Si. With a very few exceptions the existing mining legislation of Spanish America is a development, of the Spanish "Law Decree of Bases" (more briefly referr- ed to as the "Decree-Bases") of 1868. This in turn was influenced, particularly in its classification of minerals, by the French law of April 21, 1810.

India is one of the fortunate countries that has substantial reserves of many raw materials for producing steel; however, for historical and economic reasons these resources have not been aggressively developed until recently. Production of steel on an industrial scale started in 1912, but annual output was below 1 million tons3 in 1938 and about 1,500,000 tons in 1951. Expansion of the steel industry became one of the objectives of India's economic planning after independence in 1947. The Planning Com¬mission's 1951 report emphasized the importance of steel production, but financial obstacles, emphasis on river valley projects, and priority for increased food production in the First 5-Year Plan (1951-56) did not permit large-scale expansion of steel capacity. The 1956 planned target for crude steel, only 1,650,000 tons, was actually exceeded by production of 1,737,900 tons. In the Second 5-Year Plan (1956-61), however, construction of steel plants received a high priority. Currently three new steel plants, each with an annual capacity of approximately 1 million tons of steel, are nearing completion in Rourkela, Dorgapur, and Bhilai. Simultaneously, the two privately owned steel plants and the small State-owned plant in Mysore have been enlarged and modernized. As a result, India's crude steel capacity will be about 6 million tons in 1961, almost evenly divided between Government-owned and privately owned plants. Actual production in 1960 totaled 3,254,000 tons compared with 2,434,000 tons in 1959. Assuming that the population will be 430 million and that capacity production will be achieved, the 1961 per capita steel output will be only 31 pounds compared with 200 pounds for Japan in 1959. Some Indian experts feel that development of steel-consuming industries merits greater emphasis in the Third 5-Year Plan (1961-66) than expanding existing steel-producing facilities. Nonetheless, the Third 5-Year Plan calls for a 10 million ton annual capacity by 1966 to be achieved by expanding the Government-owned plants in Bhilai, Durgapur, and Mysore, and by establishing a new integrated Government plant in Bokaro, in the State of Bihar.

This Bureau of Mines report summarizes the results of laboratory work in the design of instrumentation for obtaining the dynamic tensile strength of rock at minimum loading. Minimum loading is defined as the lowest tensile loading by pulse reflection to cause fracturing. The instrumentation for obtaining dynamic tensile strengths of rock cores evolved into the use of a compressed-air pellet gun to impact one end of a rock core, suspended by wires, at increasing increments of air pressure. Maximum strain was measured on most or all of the impacts, and the strain at fracture of the core was obtained by extrapolating the pellet velocity-strain curve to the pellet velocity at fracture. Stress at tensile fracture was obtained from the maximum s train, and the dynamic Young's modulus was calculated from the rod velocity by using simple rod theory.

This work was undertaken to determine the feasibility of making mixed diborides of two metals directly from the metal oxides , boron carbide and carbon . The diborides (Ti , V ) , B₂ , (Ti , Cb) B₂ , and ( Ti , Ta ) B₂ were prepared in a crucible resistance furnace at 2,100 ° C , and X- ray- diffraction analyses showed each was a homogeneous solid solution containing approximately equal molar contents of the given diborides . The diboride powders were cold - pressed ; sintered to 2,300 ° C , and evaluated for mechanical strength , rate of oxidation , and resistance to molten metals . The diboride ( Ti , Ta ) B₂ exhibited the best mechanical properties ; the diboride ( Ti , Cb ) B₂ , the lowest cumulative rate of oxidation . The mixtures were stable in the presence of molten aluminum and copper but were attacked by molten Ti , Zr , and Cr .

The Bureau of Mines examined sources, consumption, and movement of iron and steel scrap in the southeastern States--Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, and Tennessee. Officials of the scrap-processing and scrap-consuming industries were interviewed, data was obtained from the published literature, and a canvass was made by the Bureau of scrap consumers. The Southeast generated excess scrap which was shipped to domestic and foreign consumers in about equal proportion. Total 1963 demand in the Southeast was 3,336,000 net tons, of which purchased scrap was 75 percent, foreign exports 13 percent, and domestic exports 12 percent. Alabama, with 47 percent of the purchased scrap consumption in 1963, was the most important scrap-consuming State, and Kentucky, with 34 percent, was the second most important one. Southeast demand was 4.8 per-cent of the total U.S. demand. Projected 1980 consumption is 8,340,000 tons. Scrap prices showed a slight downward trend for the period 1953-63, although gross consumption increased slightly. A significant trend in processing scrap in the Southeast is the preparation of smaller bundles or "briquettes" weighing from 75 to 150 pounds, which are easier for consumers to handle and inspect. Another significant development is the "shredding" of automobile scrap which produces a dense, clean scrap especially desirable for use in electric furnaces.

The wastewater-treatment system of the Anaconda Mining Co., at its Butte, MT., operation has been physically and chemically characterize modeled on a computer and investigated with respect to alternate systems for economic heavy metal recovery. The system involves lime addition to a mixture of acid underground copper sulfide mine water, acid effluent water from the iron induced precipitation of copper from acid leach solution and basic suspensions of solid effluent from a concentrator plant. Experimental chemical analysis and predictive computer calculations shows that the monosulfllte and disulfllte complexes of transition metals (Iron II being dominant) and alkaline earths are 40% of the total dissolved metal load of both acid streams. The suspended solids (30% by weight) in the basic concentrator slurries are dominated by quartz and pyrite and also contain kaolinite muscovite, biotite and undissolved lime. The mixture of these three streams result's in major reductions in concentrations of Al, Cu, Fe, Mg, Mn, Sir and Zn, and a pH >7 with calcium, sodium, potassium, and sulfate being the major dissolved ions. The treatment system has been simulated in the laboratory and accurately modeled on a computer. The computer program, an altered REDEQL-EPAK, is capable of accurately predicting the amount of lime required to reach a desired effluent water. Preliminary research has indicated the usefulness of electroprecipitation as a means of recovering the valuable metal load and providing an EPA acceptable effluent.

A process for recovering manganese from open-hearth steel-plant slags was investigated. The proposed method of accomplishing this is indicated by the flow diagram in figure 1. Mixtures of open-hearth, steel-plant flush slags and limestone, so proportioned as to have molar [CaO -3P205] ratios of approximately 2, were fired at approximately 2,400° F. in an oxidizing atmosphere and then cooled slowly. This treatment produced a clinker consisting principally of two solid phases comprised of (1) various combinations of the oxides of manganese, iron, aluminum, and magnesium, probably in spinel complexes, and (2) a dicalcium silicate phase, which contains the phosphorus. Reduction of these clinkers with hydrogen or with gaseous mixtures containing CO, CH4, and other hydrocarbons at about 1,300° F. formed manganous oxide as well as varying amounts of ferrous oxide and iron. Carbon monoxide and mixtures of hydrogen and carbon monoxide effectively reduced the clinkers but also gave higher proportions of soluble iron when the manganese was extracted from the reduced clinkers by leaching at about 80° F. with ammonium carbonate solutions containing 26 to 28 percent ammonia and 15 to 26 percent carbon dioxide. It is believed that the manganese is in solution as an ammonia-manganese complex. Concentrations of about 90 grams of manganese per liter were obtained by batch countercurrent procedures. By distilling 50 percent of the ammonia, the ammonia-manganese complex was decomposed, and approximately 90 percent of the manganese was precipitated as the carbonate with the simultaneous precipitation of 15 to 30 percent of the iron, the larger amounts of iron precipitating in the continuous tests. The manganese-iron ratio in the product could be increased either by recycling more manganese from the distillation to the extraction or by aerating the liquor to purge it of iron before, rather than after, the distillation step. Calcination of the pelletized manganese carbonate in an oxidizing stmosphere at 2,000° F. or above gave a final product, Mn304, resistant to crushing and apparently possessing the other physical properties essential in a ferromanganese blast-furnace feed.

This investigation was undertaken to develop methods to improve the quality of titanium sponge produced by the Bureau of Mines modification of the Kroll magnesium reduction process. Research revealed that by systematic elimination of detrimental impurities introduced with the raw materials and by improved handling and processing techniques, high-quality ductile titanium with a hardness of less than 110 B.h.n. (Brinell hardness number) can be produced consistently. This improvement was accomplished by helium (or argon) stripping of residual atmospheric and other dissolved gases from the titanic chloride, preliminary dehydration of crude titanium sponge, and careful regulation of the titanium tetrachloride (TiC14) feed rate to the reactors.

This study investigated the formation of vapor complexes between aluminum chloride and the chlorides of iron, titanium, and silicon. For the A1-Fe-C1 system the proposed gaseous complex species is Al2Fe2C112(g), which is formed according to the reaction 2A1C13(s) + 2FeCl3(s) = Al2Fe2C112(g) The corresponding free energy expression was determined to be ?G° = 38091.49 - 71.45 ? T 400 < T < 600°K The vapor composition above AlC13 melts contaminated with FeC13 was calculated. In the Al-Ti-CI and Al-Si-Cl systems the proposed vapor complex species are Al2Ti2Cl14(g) and Al2Si2Cl14(g) respectively. Free energy expressions were estimated for the formation of the two complex species. Again, the vapor composition above AlCl3 melts contaiminated with TiCl4 or SiCl4 was determined. The results of this study were compared with previous studies on the three systems.

The vibration levels of the heavy machines used in surface mining are much greater than for vehicles used on highways. In order to assure the proper functioning of electronic equipment placed on the surface mining vehicles, the U.S. Bureau of Mines has conducted a program of field measurements to define their vibration environment. The information in this report is for a class of vehicle that has a blade for scraping and wheels with rubber tires. The statistical information derived from these measurements can be used as a basis for laboratory testing to qualify equipment for a surface mining vehicle of this class. The envelope that would encompass 99 pct of the vibrations encountered in normal operations is presented for each location on the vehicle. The five locations for which data were recorded are the floor of the cab, the engine, the frame, the drive train (gear, differential, and torque converter), and the axle. Tabulated data are provided for those who wish to use a different probability level. The appropriate test profile for the laboratory testing can be determined from the information presented in this report.

"The chromite deposits of Red Mountain, 10,miles southeast of Seldovia, Alaska, are in an intrusive of ultramafic rocks. The earliest reference to the deposits was made by U.S. Grant3/; J.B. Mertic, Jr. 4/ made a brief examination in 1917; and A.C. Gill5/ spent 7 weeks studying the ore bodies and geology of the region in 1918. The Federal Geological Survey had a field party in the region from July until September 1940 and the Red Mountain area was mapped and geological data were assembled by P.W. Guild.6/A preliminary investigation of the Kenai chromite deposits was made in July 1941 by R. S. Sanford,7/district engineer of the Bureau of Mines, accompanied by P. W. Guild, assistant geologist of the Geologi¬cal Survey. This was followed by surface sampling and core drilling, which were completed in September 1942 under the direction of John W. Cole,8 associate engineer of the Bureau of Mines. G. O. Gates, associate geologist, and A, B. Unkelsbay, junior geologist, of the Geological Survey, logged cores and interpreted geologic features revealed by Bureau of Mines drilling and trenching.9/J. C. Roehm, associate engineer of the Territorial Department of Mines; examined the Red Mountain area in august 1941.10/Additional exploration of other deposits in. the Red Mountain area was completed during the summer of 194. Work consisted of surface sampling, core drilling, and mapping. G. O. Gates, associate geologist of the Geological Survey, spent 4 days in August investigating results of the Bureau of Mines program.Throughout the exploratory work conducted by the Bureau of Mines the cooperation of Red Mountain Chromite, Inc., and especially of John Blodgett, Jr., and Collis 2, Druley, president and superintendent, respectively, was greatly appreciated. Use of their camp in the Windy River cirque and shops at Kasitsna Bay facilitated the Bureau of Mines program."

Ground quartzite, known in the industry as amorphous silica, is produced from a quartzite deposit near Honey Brook, Pa., by George F. Pettinos, Inc., of Bala-Cynwyd, Pa. The quartzite is mined by the open pit method and processed in a mill at the mine. The operation regularly produces five standard grades of sand and one grade of crushed stone; however, the company accepts special orders and will produce material to meet the customer&apos;s specifications. Beneficiation (chiefly crushing and screening) is controlled by laboratory screen tests on samples taken during preparation of the sand. The chief uses of the sand are for foundry operations, furnace lining, concrete aggregate, and other specialized uses. The quartzite in this deposit is of uniform composition and does not require control by chemical analysis. However, for special purposes, analysis will be furnished.

Coking time was investigated as a function of coal properties, carbonization parameters, and the interactions between these variables. The results indicate that coal properties and carbonization conditions interact to influence the coking time, and these interactions may be determined quantitatively. Prediction equations were developed and used to simulate the effects of bulk density, flue temperature, and oven width on coking times for coals having a wide range of properties. The data presented provide additional information on the carbonization process to permit the coke oven operator to maintain closer control of coke production and coke uniformity.

Depletion of coals most suitable for metallurgical fuel has nude necessary a general survey of coking-coal reserves in the United States. These investigations were begun in 1948 at the joint request of the Munitions Board, Department of Defense, and a number of coal companies. This report, which is one of a series, by counties, describes the preparation characteristics of the coals of Letcher County, Icy. From these data it is possible to determine: (a) Which coals either as mined or after beneficiation by conventional preparation are suitable under present standards for producing metallurgical coke, (b) which coals require special and more intensive treatment in preparation than is now practiced, and, (c) which coals cannot be upgraded by known commercial preparation methods to metallurgical fuel standards now accepted.

The Bureau of Mines used fiber-laden air to test two identical fibrous aerosol monitors (FAM) in order to establish the FAM-optical count correlation. The FAM is a unique instrument developed by GCA Corp. (GCA) to measure real-time fibrous aerosol concentrations. It will also respond to particulates that have sufficient shape irregularities to possess fiber characteristics such as the 3:1 length: diameter (L:D) aspect ratio. Results of the Bureau&apos;s laboratory tests showed that the FAM response is linearly correlated to concentration data obtained using the optical membrane filter count technique approved by the National Institute for Occupational Safety and Health (NIOSH), U.S. Department of Health, Education, and Welfare. A plot of the FAM-optical count correlation showed that FAM concentration readings are generally well within ±25 pct of the optical membrane filter count. Initial tests to estimate the best ratio control setting of the FAM for 5-µm fiber-length discrimination were performed using one instrument only (the ratio control setting determines the minimum threshold fiber length that will be detected by the FAM). The estimated setting was then used to correlate both FAM units. The result was a 65 pct difference in correlation between the two units. It appears that the major factor responsible for this difference was the internal adjustment of the photomultiplier detector sensitivity for each of the two FAM units.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. Methods of preparing small heats of steel containing radioisotopes were developed, and the techniques of stripping film autoradiography were used to detect and study the carbide and sulfide phases in titanium-bearing steels. Metallography had revealed areas of titanium sulfide and ferrite or pearlite adjacent to areas of titanium carbide and ferrite, and unidentified, irregular phases at the boundaries between these two areas. Sulfur 35 was used to deter-mine the extent of the titanium sulfide inclusions, and carbon 14 was used to delineate the titanium carbide phase. Individual radioactive areas were located with a resolution of approximately 10 microns. A general background exposure that was not correlated with microscopically visible phases was observed in the carbon 14 autoradiographs. The evidence from both sulfur 35 autoradiographs and carbon 14 autoradiographs indicated that the unidentified inclusions were sulfides rather than carbides. INTRODUCTION The use of radioisotopes to facilitate the work at the Rolla Metallurgy Research Center was expanded in fiscal year 1959 when the Bureau of Mines authorized the installation of an intermediate-level radioactivity laboratory. Before this time, sealed cobalt 60 sources had been employed for radiography, but no tracer work was done. The primary objective of the first experiments conducted in the new laboratory was to supplement physical metallurgy investigations of selected problems in steel research.
