[This paper describes preliminary tests at the Bureau&apos;s Experimental Mine to determine, under conditions that may prevail ira bituminous coal-mine heading, how small a quantity of fire damp may bring coal-dust into suspension and ignite to it. The results show that the explosion of as little as 150 cubic feet of an explosive mixture of gas and air containing 9 per cent natural gas may start a disastrous explosion Of coal-dust. This is a very small volume, of gas, to cause such a result. Let us suppose that this amount of exclusive mixture, was at the face of an entry which was 10 feet wide and the face was overcut to a depth of 6 foot and an upper layer of coal 2 1/2 feet thick had been removed, the recess so made would save a volume of 150 cubic feet. Furthermore, only 13 cubic feet of pure methane is needed in this volume to produce this 9 per cent explosive mixture.]

"Ventilation is one of the meet important factors in mining, although until recent years less thought has probably been given to effective ventilation than to any other one phase of mining. In the past, very little, if any, attention was given air courses until they became so constricted by falls that the volume of air was greatly reduced; and, in addition, the stoppings and doors were so poorly constructed that only a very small percentage of air reached the face workings.As a matter of fact, mines have been visited where the volume of air being circulated in certain sections was much larger than in others, and where the management was striving to increase the flow of air in those sections with the least air current, believing the ventilation to be deficient. After sampling and analyzing the return air from the various sections in such mines it has been found that the quality of the air in certain places with the largest flow was more impure than in some of those with the least flow.In past years, practically all mine fans were operated by steam-driven engines supplied with steam from the mire boiler plant. No check was made on the steam consumption or the power cost of operating the fan, therefore the management had very little if any definite information as to cost of ventilating the mine.With the increased use of electrically-driven equipment in mines electricity is being used more and more to drive mine ventilating fans, and since in many instances the current is purchased from central power plants operators have come to realize that in many cases the cost of operating the fans is very high. Some engineers estimate that it ranges from 20 to 50 per cent of the total power cost of the mine. This information, together with the fact that mines are now being developed on a larger scale, requiring larger quantities of air for the men to dilute the gases liberated, has caused the large progressive companies to make, a more comprehensive study of mine ventilation, resulting in a decided improvement in the quality and quantity of air at the face workings, as well as reducing materially the ventilating costs."

"INTRODUCTION During the war period the Bureau of Mines expanded its investigations on western coals principally in connection with Investigations of raw material resources for western steel production. Owing to the expansion of the steel industry, there was some concern regarding the availability of suitable coking coals; end because of the potential steel shortage, the production of sponge iron, using the lower-rank fuels, was considered. Work was conducted by the Bureau of Mines on exploration projects and on testing of coals both at the Central Experiment. Station at Pittsburgh, Pa., and at the Bureau of Mines Station at Golden, Cole.The results of these investigations are being published by the Bureau in several reports of investigations and technical papers. In making this resume of coal investigations, the work done by the Bureau of Mines at Pittsburgh in the Mining and Coal Carbonization Sections will be discussed and the investigations at Golden described in greater detail.INVESTIGATIONS OF WESTERN COALSThe Mining and Coal Carbonization Sections of the Coal Division, Bureau of Mines, under the supervision of A. L. Teeny es and J. D. Davis, respec¬tively, conducted many field investigations to locate and evaluate new sources of coking coals. Drilling explorations were made in Colorado, Wyoming, Utah, New Mexico, and Washington and revealed two important new reserves of coking coal. The first one studied was the Willow Creek bed at Kemmerer, Wyo., which was reported in 1945.3/ A recoverable reserve estimated at 11,200,000 tons was blocked out, and samples of coal were extracted for coking tests. The coking properties of the coal were not quite equal to those of Sunnyside coal, but it was indicated that a 50-percent blend of the Willow Creek with Lower Sunnyside will produce a satisfactory metallurgical coke based on Columbia steel standards."

1. Reserves are estimated in the Nemo, Sewanee, Wilder, and White Oak beds of Fentress County, Tenn. The Wilder is the only bed being mined commercially and contains the largest known reserves. Eleven lesser known beds are present in the county, but not enough information on them was available for estimating the reserves. 2. Known measured and indicated reserves, based on a minimum bed thickness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 102 million tons as of January 1, 1955. This total includes 66 million tons in beds 28 inches and more thick.

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

Researchers at the National Institute for Occupational Safety and Health partnered with the water well industry to develop engi­neering control technologies and training products to address noise exposure at the job site. Noise­induced hearing loss continues to be a problem in the well drilling industry. Research con­ducted by NIOSH found that air rotary drill rigs produce sound levels more than 90 dB(A) over the course of an eight­hour workday. Sounds levels above 90 dB(A), identified during hammer drilling and the hammering of casing, exposes workers to levels that can damage hearing. A typical air rotary drill rig provides no barrier, for noise and dust pro­tection, between the drill’s control panel and the drill stem. The development of a partial cab is the clearest example of NIOSH’s research partnership with the water well industry. NIOSH researchers determined that an engineering noise control to protect the oper­ator at the rig’s control panel would be effective, based on typical work site conditions. Many surface rigs do not have full cabs as a result of the original equipment manufacturer design or the high cost of aftermarket products. Developed as a partial cab, the NIOSH engineer­ing noise control design addressed stakeholders’ needs associated with cost, transport, and worker usage (Figure 1). Field tests found the partial cab effective in reducing sound levels at the rig’s control panel, a typical location for a drill rig operator. Sound levels at the control panel were reduced from 104 to 96 dB(A) (Figure 2). Coupled with continued use of personal protective equipment, such as hear­ing protection devices, the partial cab can help to reduce noise exposure. NIOSH researchers created a CD with informa­tion about noise exposure and the partial cab. Most important to well drilling companies is information on how to construct and attach the partial cab to drill rigs. The CD can be viewed on a standard computer and includes a video of the partial cab in use on a work site. Computer­aided design drawings are included on the CD and provide detail of the cab design as well as information on construction mate­rials and design details. Additionally, the CD provides background infor­mation on noise­induced hearing loss and hearing protection devices to increase knowledge about this occupational health concern. This information can be viewed by all company employees to help promote the partial cab’s importance to workers using the cab. More information on the partial cab noise control technology can be downloaded from www.cdc.gov/ niosh/mining NIOSH researchers also examined the health and safety training needs of workers in the ground water industry. It was quickly realized that most workers learn health and safety on the job and do not attend any sort of formal training. In addition, there is not a lot of time for daily “tailgate talks” or “shop talks” on health and safety issues. As a small business industry, the owner is often operating a drill rig along with his other employees. In general, new employees learn the job in an apprentice style sys­tem. As a result, workers and owners have few opportunities to access uniform health and safety information based upon the job — an outdoor work environment with daily change in work sites. With this information, NIOSH researchers devel­oped two products that deliver health and safety information to fit into the daily work of well drillers. The objective of this investigation was to evaluate the technical feasibility of smelting certain low-grade domestic iron ores in an electric furnace. Laboratory-scale experiments showed that a high recovery of iron in the form of pig iron can be obtained from east Texas ores containing less than 25 percent iron. The pig iron was amenable to standard-or electric-furnace-refining methods for producing steel. Car-bon, silicon, and phosphorus were the primary impurities removed in refining. Overall recoveries of iron as pig iron exceeded 95 percent, in contrast with commercial mineral-dressing recoveries on these particular ores of 50 percent of the iron as a 45-to 50-percent iron concentrate.

It is estimated that 10,000 lives were lost and $285,000,000 worth of property was destroyed by fire in 1937. Of the 103 fatalities in tie petroleum industry in 1938, 36 resulted from fires and explosions.3/ Everyone can help to prevent the tremendous losses, both in life and property, caused annually by fires and explosions, Forest fires occur every year, in which the tremendously intense heat wave ahead of the flame turns beautiful green trees into blazing torches like so much gasoline, vapor, and jumps over the tops of trees to start fires behind the firs fighters; prairie-grass fires occur, and a farmer in the path of the fire must plow a furrow around his home and outbuildings before the flame reaches them; and frequently automobiles are burned up in filling stations. Persons who have witnessed such sights know better than to throw a lighted match, cigarette, cigar, or hot coal from a pipe out of an automobile or to discard a fire or flame of any type in the forest, in the country, or in the city.

The introduction and use of synthetic materials in various applications may lead to potential hazards from toxic, gaseous, decomposition products if these materials are subjected to conditions abnormal to their intended use, such as high temperatures or burning from accidental causes. This report covers an investigation of such possible hazards from toxic gases produced by the burning or thermal decomposition of some low-density, expanded, synthetic materials, three of which consisted of polyvinylchloride and one of acrylonitrile. In the production of certain expanded plastic materials, Chemical blowing agents frequently are used to produce a cellular structure. One of these blowing or foaming agents contains azo-bis-isobutyronitrile, which is designated in this report as PN. Information indicates that a product of decomposition of this blowing agent, formed in the blowing operation, is tetra-methyl-succino-nitrile, designated as TSN, Which is significantly toxic. Decomposition of the blowing agent, with release of its azo nitrogen, is represented by the following reaction:

"Since the beginning of the petroleum industry in 1839, up to within two or three years ago, these has been a dearch of engineers who have had the fundamental technical training also sufficient practical experience so that they could compete with practical men. Need for Technical Investigations in Industry: As in the early stages of the mining industry, the petroleum industry has been rather slow in realizing the need for technical assistance and investigators in the development and production of oil lands. The rapid increase in consumption, however, during the past few years has accentuated this need more than anything else could have done. When it is realized that our production cannot longer keep pace with the demand, it is easily understood why it is imperative that be instituted which will tend to conserve and prolong the supply of oil from the fields now known. It is interesting to note from preliminary production figure given cut by the U. S. Geological Survey, for the year 1919, that the United States produced about 430,000,000 barrels, an increase of 22,000,000 or 6 per cent over 1918 production and also there was imported, chiefly from Mexico, a little over 52,000,000 barrels, making a total of 430,000,000 barrels, to satisfy the trade demand in the United States of which almost 6,000,000 barrels was exported. Stocks were not materially increased.Other significant facts regarding our petroleum industry, are that just recently the U. S. Shipping Board in soliciting bids for 24,000,000 barrels of fad oil to meet prospective needs, received bids for only 1,500,000 barrels at prizes ranging from 75 to 90 per cent higher than was paid last year. One large company on the Pacific Coast has stopped its export trade, and has notified consumers,of gas-engine distillate that they will no longer make deliveries of this product. This will materially affect the farmer, in many instances, through his use of the truck and tractor."

Measures that were taken to eliminate noise resulting from explosives work at the Bureau of Mines facility at Bruceton , Pa . , are described . A method for monitoring sound transmission characteristics of the atmosphere and control of the explosives testing is presented as a noise control measure that offered partial relief during the period in which the modifications were made . Design details of the replacement gallery , used for permissibility testing of explosives , and the modifications of four types of bombproofs are given . Operation of the closed facilities are completely satisfactory , and the noise problem has been entirely eliminated .

Increased awareness of a healthy work environment is common to all industries and the stone industry is no exception. The presence of operating diesel equipment, welding, stone production blasting, and silica dust in a working environment all contribute to air quality issues in underground stone mines. Particularly recognized is the exposure of workers to diesel particulate matter (DPM). Recent regulations call for a DPM standard of 160TC ug/m3 (TC = Total Carbon). The National Institute for Occupational Safety and Health (NIOSH) has conducted research to improve the ventilation of these mines and consequently reduce the exposure of workers to harmful airborne contaminants. The results have shown that the ventilation of underground stone mines can be significantly enhanced using improved ventilation controls and techniques. Large-opening stone mines present specialized ventilation challenges because their entries are much larger than in other types of mines. Most stone mines have entries about 40 feet wide and up to 30 feet high, with bench areas that may extend even higher. These large entries present the positive opportunity to move large air quantities at relatively low mine fan pressures resulting in lower fan horsepower and reduced operating costs. However, the difficulty in ventilating large-opening mines is that even with large air volumes, the air velocity is often less than 100 feet/minute. Higher ventilation velocities more quickly dilute and remove contaminants from the face areas. Higher ventilation airflow velocities can be achieved by effective ventilation planning and proper choice of ventilation fans.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature of ash, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions~ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

There are no active mines in the Mt. Eddy RARE II area. Chromite, gold, and stone prospects were examined. The RARE II area contains no identified mineral resources; however, a sample of a 260 ton occurrence contained 38.1 percent chromium oxide (Cr203) at the Ratero Prospect (fig. 1, no. 3), which has low potential for chromium resources. The Johnson Mine (fig. 1, no. 6) produced a small unrecorded amount of chromite during World War IT, but only a low potential exists for chromium resources. A low potential exists for gold resources at the Half Century Prospect (fig. 1, no. 2). At a borrow pit northwest of the study area (fig. 1, no. 1), sheared serpentinite is quarried for road metal; similar rock occurs in the RARE II area, but better material is more readily available elsewhere. Sand and gravel occurrences are too inaccessible and distant from markets to be considered resources. Mineral fuels and geothermal resources were not evaluated during this Bureau of Mines study. There currently are three unpatented lode mining claims in the study area. INTRODUCTION The Mt. Eddy RARE II area is 7 air-mi west of Mt. Shasta City, California, and straddles the Siskiyou-Trinity county line. The roadless area includes 7,200 acres of rugged, glacially carved, ridges and drainages which comprise Mt. Eddy. Elevations vary from 6,000 ft along the North Fork Sacramento River to 9,025 ft at the summit of Mt. Eddy. The area is covered with conifer forest below 8,000 ft elevation.

This report describes a statistical analysis of 41,502 respirable quartz dust samples collected from 1974 through 1981 in metal and nonmetal mines and mills. The goal of this Bureau of Mines study was to identify commodities and occupations associated with high quartz dust exposure so that future enforcement and research activity can be focused on the high-exposure areas. For this analysis, the Bureau used its computerized Mine Inspection Data Analysis System (MIDAS), which contains data on nearly 350,000 air samples, including data for 61 contaminants in 45 commodities. The samples analyzed were collected by inspectors of the Mine Safety and Health Administration (MS HA). The data were entered into the MIDAS computer and coded according to commodity, occupation, location, and other categorical information. Occupations an. commodities with high quartz dust exposure were identified by grouping the data by code categories. Workers at sandstone, clay and shale, and miscellaneous nonmetallic mineral mills had the highest quartz dust exposures. Within these mills, occupations with high exposures were baggers, general laborers, and persons involved in crushing, grinding, and sizing operations. Dust concentrations in these mills were not necessarily the highest, but because the dust contained a high percentage of quartz, the health risk from dust exposure was the greatest.
