Tax for Toxic Waste Cleanup. - The Superfund Act of 1980 became effective April 1, and provides that producers of certain metals and chemical substances are to be taxed in order to fund toxic waste cleanup. Industry will provide 88% of the 5-year, $1.6 billion fund. The Environmental Protection Agency will administer the Act, but the Internal Revenue Service will be responsible for collection of the industry tax. Under the Act, nickel companies, for example, will be required to pay a tax of 0.225 cents per pound on pure nickel products produced or imported into the United States. Standard for Exposure to Lead. - The Occupational Safety and Health Administration (OSPA) has announced a stricter standard on the test of a worker's exposure to lead. Effective May 15, in all lead intensive occupations with the exception of those at primary and secondary lead smelters, a worker would have to be removed from his work station if the level of lead in his blood tests out at 60 micrograms of lead per 100 grams of blood, instead of the previous standard of 70 micrograms. In the case of primary and secondary lead smelters, the ruling has been stayed until June 1, 1981, to allow time for further study.

"Dedicated to Professor Kurt Leschonski on the occasion of his 60th birthdayAbstractThe kinetics of batch grinding quartz from a feed of 600 by 425 Jim to a product of 80% less than 10 µm have been determined using screening and laser diffractometer sizing for size analysis. The specific rates of breakage decreased by a factor of about three when the material became less than about 100 µm in size, but the primary breakage distribution function also changed to give proponionately more fine material, so that the grinding efficiency expressed as the development of surface area (B.E:T.) per unit of energy input did not decrease. Analysis of the shape of the particles in the 2S x 38 µm size range showed that particles of this size produced by roll crushing or by 8 minutes of grinding of a 42S x 600 µm feed were not different but at long grinding times the particles were rounded. This suggests that the breakage mechanism changes to give more chipping and abrasion and less disintegrative fracture. As the material approached the ultrafine size range it adhered to the mill case and there was no further size reduction. However, a technique for striking the mill case to dislodge the particles was successful in allowing further grinding to 400Jo by weight less than 2 µm.1 IntroductionIt has long been known that it is difficult to accomplish ultrafme grinding in a tumbling ball mill. It has been reported [12, 13] that there is no further size reduction after some hours of grinding cement clinker in laboratory ball mills. Austin and Bagga (1] and Shah and Austin [16] have given an analysis of the kinetics of dry grinding in a laboratory ball mill, introducing the concept of a slowing-down factor K, which is the ratio of the specific rates of breakage at some long time of grinding to the normal specific rates of breakage. They showed that this factor decreased as fine material accumulated in the mill charge. Cottaar and co-workers [8-10] showed that the movement of solid in a dry laboratory ball mill was influenced by the fineness of the solid and by the presence of air, and that evacuation of air from the mill caused particle sedimentation and low rates of breakage.The concept of the slowing-down factor has also been used in wet grinding [17, 18]. At very .high slurry concentrations it appears to be correlated with a steady decrease of mill power caused by the build up of a layer of deposit sticking to the mill case. This reduces the effective mill diameter and, eventually, the balls start to adhere in the layer and centrifuge. A decrease of mill power always indicates less lifting and tumbling of the media and, hence, less breakage. However, slowing-down of breakage rates was also observed at lower slurry concentrations where there was no change in mill power."

"INTRODUCTION The idea of direct steel is by no means new. Although the work of Bessemer and Siemens provided simple and effective moans for converting pig iron into steel and established the ""blast-furnace route"" as the almost universal method of producing steel, metallurgists have not ceased to dream of direct steel. By direct steel is meant any process by which iron oxide in ore is reduced to Iron of the same or greater purity than the final steel or wrought iron. That is, carbon or alloying elements would be added as needed, not reduced in unwanted quantities into the iron and then removed more or completely by refining (Bessemer or open hearth) only to be readded in desired quantities.In general, direct-steel processes are ""sponge-iron"" processes, because reducing iron oxide without simultaneously alloying the iron with carbon, phcophorus, sulfur, and silicon present in ore and fuel succeeds only if the temperature is below the melting point of the iron. Such solid iron formed by reduction of iron oxide at relatively low temperature is sponge iron, which is butlery and porous. When the reduction proceeds at the higher temperature at which the particles of metal can weld together or finally even melt to yield pellets or balls that do not have the porosity and low-density characteristic of sponge iron, the product might preferably be called simply ""direct iron."""

Oil-shale kerogen was processed into oil and oil products before the first oil well was completed by Drake in 1859. However, because of economic and other advantages, natural petroleum has been the principal source of liquid fuels and lubricants since 1859 and is a convenient root of many [organic] chemicals in common use today. In recent years the difference has narrowed between the cost of producing liquid fuels from well petroleum and other sources. This narrowing of cost difference has resulted both from the increased cost of finding new sources of petroleum in the United States and the experimental demonstration of lowered costs for synthetic liquid fuels by the Federal Bureau of Mines and by industry. Available petroleum resources of this country are being reduced and eventually may be inadequate to meet the demand. Alternate means of assuring an adequate supply of liquid fuels for this country include the development of processes for utilizing other carbonaceous materials such as oil shale and coal.

Laboratory tests were made to determine if aluminum fluoride of commercial grade could be synthesized by reacting alumina hydrate with dilute ( 25 to 75 grams per liter of fluorine ) aqueous fluoride solutions . • Products containing up to 90 percent aluminum fluoride ( A1F ) were synthesized by reaction of alumina trihydrate ( A120 3H2O) with either dilute hydrofluoric acid ( HF ) or ammonium fluoride ( NHF) solutions , the ammonium fluoride solution resulting from ammonia ( NH ) desilication of a hydrofluoricfluosilicic acid ( HF - H₂ SiF ) solution . Fluorine recoveries of over 80 percent were obtained with either type of solution . The hydrated precipitates of AlF, and ( NH4 ) , A1F ( ammonium aluminum fluoride ) obtained by reacting hydrated alumina with these solutions were subsequently converted to anhydrous AlF, by controlled heating .

The Bureau of Mines is conducting research into the pneumatic recovery of coarse mica and has used this method to produce mica concentrates that contain more than 90 percent mica. This research is being carried out pursuant to the Bureau's objective to develop technology that will help maintain an adequate supply of minerals and metals to meet national economic and strategic needs. Researchers used a Bureau-designed system of crushers, screens, and zig-zag air classifiers to concentrate coarse liberated mica particles from mica-bearing materials. This pneumatic system was used to concentrate four mica ores from Arizona, North Carolina, and South Dakota and three waste tailings from Alabama, Georgia, and South Dakota. Using these samples, it was demonstrated that plus 65-mesh size mica can be effectively recovered by the pneumatic method. Not only were the concentrates high in mica content; it was also demonstrated that this method can be used to recover up to 78 percent of the mica that was originally contained in the samples. Because it is a dry concentration method, the pneumatic beneficiation technique may be advantageous in areas where water resources are limited.

The practice of using two or more main ventilating fans is common at large coal mines throughout the coal-mining industry. To assure adequate and efficient ventilation at may mines, such multiple-fan systems are necessary. The hazards associated with interrelated ventilating currents if a fan fails are controversial, and to date little effort has been made to study this specific problem and to determine corrective measures. The obvious questions are: 1. Is there a hazard? 2. Under what circumtances does it exist? 3. How serious is it? 4. What are corrective measures? Most members of the mining fraternity agree that reduced quantities of air and changed airflow patterns introduce potential hazards, especially where gaseous conditions exist when mechanized methods are used in concentrated mining 0 The seriousness of the hazard depends on the ease with which methane accumlates in face areas or haulage roads, the quantity of methane in workedout areas, and the extent to which reversed air currents interfere with escape and recovery operations after mine fires or explosions. "This paper results from the research at The Pennsylvania State University into establishment of standard procedures for characterization of respirable coal dust performed by the Generic Mineral Technology Center for Respirable Dust and supported by the U.S. Bureau of Mines and the Mining and Mineral Resources Research Institute at The Pennsylvania State University. The research performed within this particular project is oriented primarily toward standard methods of sampling and characterizing respirable coal mine dust underground so that the chemical, physical, and morphological characteristics are known and can be related to the incidence of coal workers' pneumoconiosis (CWP) in Pennsylvania.The research was initiated by con¬ducting a search of the literature to determine what coal and geologic variables may be related to CWP. The effects of coal rank, free silica content, the mass of respirable dust, and the level of trace elements were the major variables studied. It seems to be evident that the free silica content, the rank of coal, and the mass of respirable dust are the major concerns in defining the causes of CWP. However, based on the literature survey, the authors have concluded that verification of the causes of CWP is a multivariate problem and must be analyzed in an appropriate statistical manner.The results of a multivariate analysis of ten trace elements recorded on Pennsylvania coals are presented. Five of these trace elements were found to be of use in differentiating one coalfield from the others. Of these five elements, chromium and zirconium showed a strong positive correlation with the rank of coal while strontium showed a negative correlation.The design of the field sampling work and its application in future research is the final topic discussed. The sampling plan is oriented toward continuous miner sections with eight-stage impactors as the collection equipment. All of the field work will be conducted in the coal measures of the Allegheny Formation and above with both dust and channel samples being collected in the same mines.Coal workers' pneumoconiosis has been an important topic of concern to miners, mining engineers, and epidemiologists for decades. The general cause of the dis¬ease, the inhalation of coal mine dust, is well known, but the specific coal and geologic variables that affect the incidence and severity of the disease are still subject to debate and study. The primary objective of this study is to identify those variables of Pennsylvania coals that contribute to the CWP problem. To accomplish this task, a field sampling program is to be conducted to relate the characteristics of the coal dust, the coal seam properties, and the geologic variables to the occurrence of CWP.The first year of this study has been involved with both a literature review and experimental work oriented toward identification of causal variables related to CWP. The results of this work are presented here along with plans for implementation of the findings in future research.The previous studies of CWP causal variables have been conducted by scientists, engineers, and medical personnel. Many different types of studies have been performed with emphasis on interpreting the effects of dust mass concentration, mineralogy of the coal, the rank of the coal, and trace element concentrations upon the incidence of CWP in various coalfields. Most of the research has been conducted during the last two decades, with the British Isles, West Germany, and the United States being the primary countries involved.The review of the literature was conducted to determine which variables are likely to warrant further study in Pennsylvania. Previous research studies have related CWP to free silica and other mineral content, the rank of coal, the mass of dust in the working place, and the trace elements in the coal and lung dust. In the following sections, each of these topics will be discussed and analyzed."

The U.S. Bureau of Mines investigated mines, prospects, and mineralized areas in the South Providence Wilderness Study Area (WSA) in 1982. No mines are currently operating in the WSA, however, the Golden Gift Mine in the southeastern part of the WSA produced $6,800 1/ worth of gold and silver and five mines adjacent to the east boundary of the WSA had a total production of about $3,500,000 1/ in gold, silver, lead, and copper. There is no recorded placer gold production. Over 350 lode and placer mining claims are in and immediately adjacent to the WSA. Of these, 74 were actively held (1982) and at least one area, which is partly within the northeast portion of the WSA, was being actively explored by private industry in 1982. Adjacent to the southeastern border of the WSA the Big Horn Mine contains an estimated 200,000 tons of indicated and inferred marginal reserves averaging 0.25 oz/ton gold; and the Hidden Hill Mine has 550 tons of subeconomic resources averaging 0.60 oz/ton gold. An additional 11,000 tons of marginally economic gold-bearing dump reserves average 0.17 oz/ton gold at the Bighorn, Hidden Hill, and the Buena Vista Mines and the Midas Touch Prospect. Sample analyses indicate eight mines and prospects in, and five adjacent to the WSA may have additional gold-silver-lead-copper vein-type resources. Five of these prospect areas may have a disseminated gold resource and one may have gold resources in a skarn. One prospect may have a porphyry-type copper-molybdenum resource. Although gold placer claims were filed sporadically throughout the WSA, none appears to have placer gold resources. Likelihood for mining is greatest at the Big Horn Mine; if a mill is built there, it could process Big Horn Mine ore, ore from the Hidden Hill Mine, and gold-bearing dumps at the Big Horn, Hidden Hill, and Buena Vista Mines and the Midas Touch Prospect. All of these resources are adjacent to the WSA; however, their development would increase likelihood for development of resources in the WSA. Two major fault zones (the Hidden Hill, and the Big Horn) appear to have controlled the mineralization at many of the prospects and mines. All of the prospects or mines with vein-type occurrences and resources are on or adjacent to one of these fault zones. Veins throughout the eastern half of the WSA contain various amounts of gold, silver, and copper; only veins near the Big Horn Mine and in the northeastern corner of the WSA contain lead. Some veins are as thick as 6 ft, are traceable intermittently for over 2 mi along strike, are sporadically mineralized, are encased in prophylitic, argillic, and phyllic altered host rock, contain pyrite, chalcopyrite, galena, specularite, barite, or fluorite, and display multiple stages of quartz veining and (or) brecciation. Sample analyses at five prospects (map nos. 3, 18, 23, 24, and 31) indicate they may have disseminated gold resources. To date no oil or gas has been discovered within the WSA. However, some oil and gas leases are currently (August 1982) held within this study area.

The successful development of a titanium prototype of the 81-mm. mortar base plate for the Army Ordnance Corps is outlined in this report. Information is presented dealing with forming, forging, and machining, welding and assembly techniques, and design changes relative to this prototype. INTRODUCTION The work of the Federal Bureau of Mines in making ductile titanium available2/ has resulted in the establishment of a new industry. Owing to its strategic importance and the combination of low density and high strength, titanium has received considerable attention as a structural metal. Titanium's favorable strength-to-weight ratio is of particular importance to the Army Ordnance for equipment that is transported by airplane or by foot soldiers.

THE BARRIER-PILLAR SYSTEM in the Lackawanna Basin consists of 93 barrier pillars between Archbald and Taylor, Pa. These pillars affect 48 mines, have a total length of 87 miles, and confine 21 underground pools, which contain more than 10 billion gallons of water. From an investigation of size, position, and condition of the barrier pillars, it is apparent that those concerned are uncertain, not only as to the method by which the sizes of the barrier pillars were determined but also as to the stability of those that may be expected to act as dams. Where a barrier pillar must act as a dam, its failure may result in loss of life, the mine, or both; it would be far better had it not existed and thereby given a false sense of security.

[Certain chapters of the tentative document entitled, "Test Requirements for instruments & Apparatus to be Considered for MESA Intrinsically Safe Certification" are evaluated and supporting data are presented on certain key issues with the purpose of helping the regulatory agency in improving the above document. The subjects discussed in detail are: hot wire ignition with W and BeCu wires; the most sensitive methane-air :and propane air ratio; the ignition limits for inductive-resistive circuits in 8.3°; methane-air mixtures in the 24-OV, 100 mH-2 [ ]H range, the resistive ignition limit as a special case when L ? 0; the capacitive-resistive ignition limit representing a four ,dimensional problem is analyzed and discussed in general and the variation of the ignition limit using Vo and/or r2 as a parameter are determined experimentally. The ignition limit is also determined for the [r1 ,~ r2] = 0 case ("capacitor alone") and for the most dangerous capacitive resistive circuit combination. The ignition limits are below the limits proposed in the document. A survey of the different factors influencing the ignition is made as to their suitability to provide a constant safety factor. It is shown that a constant safety factor cannot be achieved. The best method for applying a safety factor appears to be the increase of initial pressure or use of other gas mixture. The revision of the safety factor concept and ignition limit curves is recommended.]

The galvanic corrosion properties of titanium in contact with commercially pure aluminum, copper, or type 302 stainless steel in some of the common organic acids were investigated. Acids used in these experiments were 10 percent formic, acetic, lactic, citric; 1 percent oxalic and tartaric; and 9 percent oxalic. Electrode-potential measurements and several types of galvanic couple experiments were carried out. Solutions were aerated by three methods: Flow of air, flow of helium, and natural aeration. Work was done at 35° C. with couples consisting of equal areas of the 2 metals. Titanium was resistant to corrosion in most of the organic acids studied, whether alone or in contact with a dissimilar metal. However, titanium coupled with aluminum did corrode in 1- and 9-percent oxalic acid solutions. Contact with titanium usually caused aluminum to corrode by galvanic action. Copper was subject to galvanic attack in 10-percent acetic acid with a flow of air. Contact with aluminum to some solutions in which titanium is ordinarily inert and noble with respect to aluminum caused titanium to corrode

The Bureau of Mines conducted research to separate the F from byproduct Zn concentrates obtained from fluorspar (CaF2) production, as part of the Bureau's effort to devise efficient, environmentally acceptable technology for recovering Zn from resources considered undesirable by Zn producers. Sulfuric acid (H2SO4) was found to be effective in F removal, while ammonium carbonate [(NH4)2C031 was not. The most important variables for reducing the necessary residence time were found to be temperature and agitation. Optimum leaching conditions were 75° C and 500 r/min for 2 h at 40 pct solids with 0.2 g acid per gram of concentrate, which resulted in a 98.3-pct F extraction. Zinc losses during F removal were in the range of 2 to 3.3 pct. Other elements such as Fe, Cd, Ca, and Cu were also partially dissolved. About 93 pct of the F was removed from the leach solution by neutralization and precipitation with calcium hydroxide [Ca(OH)2]. Additional treatment might be necessary to limit the buildup of soluble elements in the recycled leach solution.

The Bureau of Mines investigated two techniques for removing CaO from scheelite (CaW04) prior to electrolysis. In the first technique, a crude tungstic oxide (WO3) containing 0.15-percent lime (CaO) was prepared by digesting scheelite concentrates in hot hydrochloric acid. This oxide was used as cell feed to produce tungsten of 99.9-percent purity. The second technique used a high-temperature, two-phase separation, resulting in extraction of 99 percent of the WO3 in the halide-tungstate phase, while 90 percent of the CaO was retained in the silicate phase. Tungsten of 99.9-percent purity was deposited from the halide-tungstate melt after B203 and NaPO3 were added to form an electrolyte. The two methods were compared with a previously developed technique of depositing tungsten from scheelite concentrate fed directly to the electrolytic cell.

A survey of firefighting facilities and practices in coal mines conducted by the Bureau of Mines3/ showed such variations in equipment and apparent attitude toward fire protection that a comparison with other industry seemed advisable. Although other industry is confined generally to surface operations and the hazards probably are not as great, the same general methods of extinguishment are employed, so that the cost and protection at least should be comparable. An investigation of industry other than mines revealed a generally greater emphasis placed on fire-combating equipment, fire-brigade training, fire-fighting facility inspection, and fire-hazard elimination, as well as a greater average expenditure for fire protection.

INTRODUCTION The mining law governing all mineral substances other than oil is ordinance No. 7 of 1927 (Minerals Ordinance, 1927), passed by the Legislative Council on March 25, 1927. The accompanying regulations, No. 3 of 1932 (General Minerals Regulations, 1932), made under the authority of section 66 of the minerals ordinance, were made by the Governor in Council on December 23, 1931.
