In the Unfederated Malay States, with the exception of Johore, the rights of suzerainty, protection, and administration were transferred by giam to the British Government in 1909. In the States of Kelantan, Trengganu, Kedah, and Perlis, the rulers are assisted by State Councils and by British advisers appointed by the British Government.3 With respect to Johore, the largest, richest, and most highly organized of the Malay States not in the Federation, the treaty of December 11, 1885, with Great Britain, defined the relations of the State to the British Govern- ment and allowed the Maharaja to assume the title of "Sultan"; an amendment to this treaty (May 12, 1914) provided that the Sultan should be advised by a British officer, the General Adviser. ...... The political organization of the States is reflected in the mining legis- lation, Johore being the only one having a comprehensive code. [The use of vapor-tight tanks has proved so effective in reducing the evaporation losses of petroleum that today practically all operators are using this typo of equipment. It has boon shown, however, that vapor-tight tanks should be supplemented with additional measures which will further reduce evaporation. Probably the most effective use of the supplemental measures are found on the small producing leases where the breathing losses from vapor-tight stock tanks materially affect the volume and gravity of the stored oil. The breathing loss from a vapor-tight stock tank that is filled and emptied daily is a negligible quantity. Also, the filling loss, which on the average varies between 0.1 and 0.2 per cent, usually is not of a sufficient quantity to affect materially the value of the crude. However, the combined breathing and filling losses from a vapor-tight tank requiring several days to fill are of sufficient importance to warrant the use of measures in addition to the vapor-tight tanks. The breathing losses are caused by atmospheric variations. Probably the greatest are the changes in atmospheric temperature which cause changes in temperature of the vapors in the tank. During the day, as the temperature increases, the gasoline-saturated vapors in the tank expand and are forced out into the atmosphere. At night the vapors are cooled and contract, drawing into the tank fresh air, which becomes saturated with gasoline vapor and is forced out of the tank during the following day. In Addition to the maximum and minimums temperature variations there are many smaller variations throughout a twenty-four period caused by showers, clouds, winds, and other atmospheric conditions which likewise cause the tank to breathe. The two mist common measures used by lease operators for reducing breathing losses in vapor-tight tanks are, first, operating; lease tanks under pressure, and second, the use of light colored paints anti tank houses. In this report these two methods are discussed together with their adaptability to lease operation. Results of experimental observations are given which show the reduction of evaporation looses where these supplemental measures have been used.]

AGAIN in 1963, as in nearly every year since 1946, the Canadian mineral industry has established a new national record in value of mineral production. The 1963 estimated total value of $2,976 million is 5 percent higher than the 1962 value of $2,845 million.2 As in previous years, metals made up more than half the value of total production. For selected years since 1949 the category percentages and total value are as follows: [ ] Crude petroleum, Canada's most valuable mineral product, accounted for 21 percent of the total value of minerals in 1963. In descending order came nickel 12 percent, iron ore 10 percent, copper 10 percent, gold 5 percent, and uranium 5 percent. Asbestos accounted for 5 percent, sand and gravel 4 percent, and cement 4 percent. The complete list of Canada's mineral products includes more than 50 basic commodities.

This report presents a Bureau of Mines literature survey that provides a data base useful for current and future studies in the area of chemically enhanced drilling and cutting. Publications describing laboratory testing and field studies of drilling and cutting with chemical additives are reviewed. Significant results are summarized and tabulated by rock or material type and also by chemical additive, with extensive references. Selected studies related to fluid-enhanced processing or material testing are summarized in the appendixes.

Native asphalt was produced by three companies in two States, Texas and Utah. Bituminous limestone, used primarily as a paving material for street and road repair, was produced by one firm, R. L. White Co., Uvalde County, TX. Gilsonite, a solidified hydrocarbon found only in Colorado and Utah, was mined by two firms, American Gilsonite Co., a division of Chevron Resources Co. (a subsidiary of Standard Oil Co. of California), and Ziegler Chemical and Mineral Corp. Hydrocarbon Mining Co. (a subsidiary of Oberon Oil Inc., a Utah corporation) closed its mining operation during the year.

This report on the characteristics of commercial aviation gasolines presents compilations of inspection test data furnished on their products by manufacturers of commercial grades of aviation gasoline, and special data obtained in Bureau of Mines laboratories on samples of these gasolines. Data and physical samples for the survey were submitted by 15 manufacturers on 18 grade 80, 21 grade 91/98, 22 grade 100/130, and 10 grade 115/145 aviation fuels.

Research was done by the Bureau of Mines to determine the effect of a low-molecular-weight polymer on wet grinding of quartz, dolomite, and a copper ore. A 5-in ball mill equipped with a torque sensor for precise measurement of input energy was used for batch grinding tests. Grinding parameters were determined from size distribution data on the feed material and ground product. Zeta potential measurements were made to determine the effect of the polymer on the surface properties of the three materials, and a viscometer was used to measure the effect of the polymer on slurry viscosity. The addition of the polymer caused a sharp increase in the negative value of the zeta potential for all three materials, indicating that pronounced adsorption was taking place. At a constant slurry percent solids, addition of the polymer caused a similar reduction in slurry viscosity for each material. For quartz, dolomite, and the copper ore, grinding efficiency, as measured by kilogram of product per kilowatt hour passing a given screen size, was not affected by the addition of the polymer. However, the lowering in slurry viscosity caused by addi-tion of the polymer permits grinding at a higher slurry percent solids.

U.S. supply and demand data for dry natural gas by source, form, and major consuming sectors--within and between States and defined regions--were tabulated for the years 1960 and 1965. State-by-State quantitative data are provided for the natural gas industry that can be arranged into regional groupings and used to determine regional flow patterns. The tables show the derivation of the total supply of gas available for consumption from total marketed production. The tables also report the distribution of the supply among the major consuming sectors (household and commercial, industrial, transportation, and electricity generation, utilities). The summarized data show an increase in the absolute demand for natural gas in all regions for the period 1960-65, although the relative posit ions of the various subregions, with respect to national consumption, remained about the same. To enable comparison of data on dry natural gas with data on other energy sources, quantities in terms of million cubic feet were converted to British thermal unit (Btu) equivalents.

The Bureau of Mines conducted a series of experiments using four different coal types to determine the effect of attack angle and symmetric bit wear on airborne respirable dust (ARD) generated by point-attack bits and in energy consumption. Neither had a significant effect on ARD at the 95-pct confidence level, but bit wear had a significant effect (95 pct confidence) on specific energy (energy per gram of cut coal) for three coal types, Depth of cut was the most significant factor affecting ARD and specific energy.

Three types of communication systems have become popular in solving communication requirements underground: Loud-speaking pager phones, carrier current phones, and magneto ringing phones. Basically, all three are simply single-channel party line systems. Although these systems are quite reliable, the single channel creates a variety of problems. For example- 1. Since no call is confidential, messages are sometimes purposely made vague, especially if accidents or safety topics are being discussed. 2. A potential user must literally "wait in line" until the channel becomes clear for his use; thus, when foremen have to wait to call in reports or supply requests, this single chan-nel creates a serious productivity bottleneck. 3. In many large mines, there are independent branch lines that must be tied together by a dispatcher, adding further delays to the system. To solve these problems, some mines have installed other phone systems-mostly commercial dial phones in industrial enclosures that offer extra channel capacity and private line features. Others have installed a system that combines both dial- and page-phone features in a single unit. Although these do represent improvements, they do not truly solve the overall problems that face modern mines. Besides extra channels, a communication system should have the following features to enhance productivity and safety: 1. A means of paging a roving miner to alert him that he is wanted on the phone. 2. Wireless-to-wired system interconnects by which a miner can talk on the wired phone system by using a remote portable radio. 3. Remote monitors that alert personnel when there is a toxic or explosive gas buildup. 4. Control interfaces that allow remote control of fans, pumps, or other devices. 5. Transmitters and receivers that can serve as emergency links. 6. Loopback that allows an alternate path of communications if the main path is cut. This chapter focuses on equipment and methods to meet the special communication needs of individuals in various places of the underground mine. The communication requirements can be broken down into four categories: 1. The mine entrance (shaft communication). 2. Permanent and semipermanent locations (shop areas, lunchroom, crusher stations, etc.). 3. Mining areas (the room-and-pillar sections, longwall faces, block caving areas, etc.). 4. Haulageways (tracked trolley haulage, diesel, belt haulage). Methods of implementing systems to meet the communication needs of these areas are described in sections 3.2 through 3.5. Section 3.6 discusses methods of satisfying special communication requirements that exist. Major topics in this category include communications with roving personnel, the isolated miner, and motorman-to-snapper communications. This report presents findings from a Bureau of Mines study on barriers that may prevent miners from correcting and avoiding groundfall hazards. Such barriers stem from four basic types of problems: (1) inability to recognize groundfall hazards, (2) inability to correct groundfall hazards, (3) lack of motivation to search for groundfall hazards, and (4) lack of motivation to correct groundfall hazards. Data are presented that summarize the views of miners, section supervisors, and mine inspectors about the contribution of these barriers to groundfall accidents and what they think should be done to reduce the frequency of injuries sustained by falls of roof and rib. The report also includes a summary of miners' responses concerning their recent experiences with groundfall accidents, along with industrywide statistics on accidents and injuries caused by ground falls in underground coal mines.

The United States coal mining industry has traditionally experienced difficulty in controlling dust levels below the occupational exposure limit. While improvements in face ventilation and water spray nozzles have decreased dust exposures, approximately eight percent of experienced coal miners are still developing Coal Worker?s Pneumoconiosis. This investigation tested the feasibility of enhancing existing engineering dust controls by mounting a simple barrier on a longwall shearer that separated the operators from the cutting drums. The barrier was constructed and tested above ground at the National Institute for Occupational Safety and Health Pittsburgh Research Laboratory longwall gallery test facility. A 96-percent reduction of respirable dust occurred at the headgate sampling position when tested at 2.4 m/sec (480 ft/min). The average dust level decreased from 39 mg/m3 to 1.5 mg/m3 by utilizing the barrier.

The Bureau of Mines has developed a passive encoder for range knobs, a device that automates the task of obtaining the range settings from devices or instruments to be input to microcomputers. It is easily constructed and installed and will not disrupt the device to which it is being attached. It consists of a custom knob and a small printed circuit board that has light-emitting diodes and magnetic reed switches attached. A ribbon cable connects it to a microcomputer. This encoder eliminates one source of human error in an automated process.

Landmines are a great threat to military vehicles and their occupants. Mine blasts can completely destroy vehicles and kill all the occupants or disable the vehicle and leave the occupants severely injured. Injuries sustained during a landmine blast come from fragmentation that enters the vehicle through a hull breach, hot gasses expanding through the vehicle, or shock created from the extreme pressure of the blast (Lafrance, L.P. 1998). Mitigating the high acceleration experienced by the occupants during survivable mine blasts is the focus of the research being addressed in this paper. Method The objective of the project reported in this paper was to prove the feasibility that pneumatic seat technologies that employ light-weight, foam-filled, inflatable air bladder seats and seat backs can be used to protect the crews of lightweight combat vehicles against the detrimental and injurious effects of mine blasts. This protection includes reducing the shock energy experienced by seated vehicle crews during mine blast initiation and at vehicle slam-down to below potentially injurious levels. Figure 1 shows a schematic representation of the proposed lightweight, foam-filled, inflatable mine blast attenuating seat. It will consist of specially designed interconnected seat and seat back lightweight, foam-filed, air bladders that are supported by a rigid frame. [ ] Results Air gun tests and finite element analyses were conducted to determine the effectiveness of a light-weight, foam-filled, inflatable air bladder seat shock isolation system in isolating a vehicle occupant from the injurious effects of a mine blast. Figures 2 through 5 show analytical and experimental results associated with a 65.8 kg mass resting on an inflatable air bladder that is exposed to a shock input.

Objective To develop safety training tools for mine health and safety trainers that fill gaps in currently available materials and help capture the wisdom and knowledge of “expert miners.” Background NIOSH began a series of stakeholder meetings in 1998 to determine what research was needed to improve miner health and safety. One of the more common concerns among stakeholders was a critical lack of appropriate training materials applicable to metal/nonmetal mining. Participants provided many insights into what effective training materials should include and how materials could best reach both new and experienced miners. The most important factors were that any materials be realistic and interesting and that some way must be found to capture the wisdom of expert miners before they retired. Approach NIOSH researchers chose videos as the best means of achieving these training goals. Over the past 3 years, NIOSH has produced three training videos that present information on safe work practices in underground mines: handling explosives, recognizing roof hazards and using proper scaling techniques, and installing ground supports. The last two videos, “Rock Falls—Preventing Rock Fall Injuries in Underground Mines” and “Miner Mike Saves the Day—or—Ground Support…It’s Important,” have won Alice Hamilton awards, NIOSH’s highest recognition of Excellence in Occupational Safety and Health, in the Educational Materials category. Two new videos are now being released. Both of these videos were shot completely in operating underground hard-rock mines and used expert miners to tell the story. Hazards In Motion The first, “Hazards in Motion,” deals with the dangers of working around mobile equipment in an underground mine. Ben, a new trainee, refuses to pay attention in his 40-hour New Miner Training class, and when the class takes its first trip underground, he wanders off and finds himself in many dangerous situations. He encounters many experienced miners who both chew him out for his unsafe attitude and give him advice and information on how to survive around mobile equipment. Many common pieces of equipment are shown, including haulage trucks, LHD=s, tracks and trains, slushers, skips and hoists, and air doors. The dangers of ignoring signals and of horseplay are also included. After nearly losing his life numerous times, Ben learns his lesson with the help of the Safety Angel, an experienced miner who looks suspiciously like his safety trainer. Ben’s Safety Angel saves his life repeatedly, teaches him how to work safely around these common conveyances, and introduces him to experts who have specific safety tips. Ben learns the error of his ways and vows to be the safest miner in the mine. “Hazards in Motion” is approximately 30 minutes long. Hidden Scars The second video is the first in the NIOSH “Expert Miner” series. “Hidden Scars” is a narrative interview with Don Capparelli, a miner and supervisor at the Sunshine Mine in north Idaho. This video captures the story of a fatal rock burst in May 1994, when Don was seriously injured and his long-time partner, Jimmy Findley, was killed. “Hidden Scars” is a very powerful story. Don Capparelli shares the physical and emotional pain he lives with daily as he relates the events leading up to the rock burst that took the life of his best friend and partner. This video is an excellent reminder of the human cost of uncontrolled accidents and the hidden scars that survivors must deal with for the rest of their lives. It runs approximately 25 minutes.

An investigation was conducted to study possible sources of Utah refractory and structural clays that could be used for the manufacture of refractories and light or buff burning heavy-clay products. A field study was made and the clay samples tested to determine their firing characteristics. Results of the Bureau's work indicate many small noncommercial deposits of hypogenic clay occur in igneous rocks. Commercial hypogenic deposits are mostly halloysite clay developed by hydrothermal replacement of limestone. The high firing shrinkage of halloysite precludes its use as a refractory, however, halloysite produced at the Dragon Mine south of Eureka, is used for making oil catalysts. Clays and shales suitable for low heat duty refractory products are found in the Manning Canyon shale, in shales associated with coal bearing rocks, and in the Dakota formation. Some of the clays from the Dakota formation are also suitable for high-duty refractory products.

Reduce worker exposure to respirable dust without interfering with bag-filling operations. Approach A dust control hood was developed which contains and captures dust close to its source and prevents it from entering the bag-filling operator's work place. How It Works A sheet metal hood is placed around the nozzle of the bag filling machine. The hood is connected through ducts to the plant exhaust ventilation system. Air pulled into the front of the hood and around the sides of the bag picks up dust generated inside the hood, and carries it to the dust collector. The size of the hood can be adapted to fit most fluidized valve-type bag-filling machines. The height of the hood depends on the bulk density of the product and weight of the bags being filled. The 14-inch-width of the hood allows it to be used on multi-nozzle baging machines spaced 16 inches on center. Only 2/3 of the bag is actually within the hood, and this allows easy operator access for placing the bags on the nozzle.

Bull Lake is one of several saline lakes situated a few miles north of Rawlins, Carbon County, Wyo. (figs. and 2).. The Bureau of Mines conducted preliminary investigations of sodium sulfate deposits in many of the lakes and performed detailed work on Bull Lake. This investigation consisted of drilling 11 vertical holes through salt beds using diamond core bits and Iwan-type auger bits. Bull Lake lies in a shallow, closed depression in loosely consolidated sand. The salt beds, ranging in thickness from 2.5 to 26 feet, occur above a thick bed of shale of upper Cretaceous age. The salts appear to have been deposited in the lake from surface and subsurface drainage. The source of salt is undoubtedly the enclosing sedimentary rock's exposed to the west of the basin. Sodium sulfate in the deposits probably is present as mirabilite or Glauber salt (Na2SO4-10H2O). Chief impurities in the deposits arc mud and sand. Other soluble salts present average approximately 1 percent combined. Cores from the 11 holes were analyzed in the Bureau of Mines laboratories at Salt Lake City. Drilling totaled 512 feet. Results of analyses are given in the appendix.

The mining literature is replete with descriptions of methods and costs of operation at producing mines. To day the mine manager can find published information bearing upon almost any problem with which he may be faced. From this literature he can familiarize himself with methods employed by otter operators for coping with problems similar to his own, under more or less parallel conditions. Transaction of mining societies, publications of the U. S. Bureau of Mines, technical journals, and handbooks all afford valuable information dealing with operating methods and costs, Very little has been published, however, regarding methods and costs of equipping and developing new properties and bringing them to tae productive stage. There may be some question in the minds of many as to the value of papers on this subject, due to the great variety of conditions encountered. No two prospects are alike. Obviously, it is impossible to forecast what expenditure will be required to develop a mine from a raw prospect or even to predict whether the prospect can be developed into a productive mine.
