Overview: The first step to emergency preparedness and maintaining a safe workplace is defining and analyzing hazards. Although all hazards should be addressed, resource limitations usually do not allow this to happen at one time. Risk assessment can be used to establish priorities so that the most dangerous situations are addressed first and those least likely to occur and least likely to cause major problems can be considered later. Purpose: This training package was developed to assist instructors as they (1) determine how to use risk assessment to improve safety preparedness and (2) present risk assessment concepts and tools to trainees. The concepts and tools presented here can be applied to any mine hazard.

This report describes a chemical process for preparing solutions of trivalent rare-earth chlorides from sulfate solutions obtained by treating bastnasite concentrate. The chief impurity in the final solution is cerium, and this element is less than 1 percent of the rare-earth oxides. The solution is used directly in the separation of rare-earth elements by ion-exchange methods. The attractive features of the process are that the chemicals are inexpensive and the steps few. The process starts with precipitating the rare-earth hydroxides from sulfate solutions with caustic soda. After the hydroxides are dried to oxidize the cerium, they are treated with dilute hydrochloric acid to dissolve away the trivalent rare-earth elements, leaving the tetravalent cerium. Details for controlling the leaching step are described. The process shortens older procedures by omitting the usual oxalate or double-sulfate-precipitation step.

STATISTICAL data on injuries and employment pertinent to metal mines and to their mills, and/or processing plants are presented in this Information Circular for the calendar year 1960. The information pertains to metal mines, as well as ore-dressing plants and primary nonferrous smelters, refineries and reduction plants, and their auxiliary works. These data are voluntarily submitted annually to the Bureau of Mines by the operators, and contribute greatly toward the promotion of safety in the mineral industries. The data presented are classified according to the principal mineral produced and include information on copper, iron, lead-zinc, gold-silver lode, gold placer, uranium-vanadium and miscellaneous metals. A breakdown of miscellaneous metals by commodities is shown in table 19, page 41. The data also relate to workers engaged in production, exploration, development, construction, and maintenance and repair work, as well as supervisory personnel and office- workers at the mine or plant site. With large deposits of low-grade molybdenum ore and a latent market for molybdenum, which with development might perhaps equal that for tungsten, the United States has for years made no pro- duction of molybdenum ore worthy of mention. In fact, during the decade previous to 1914, there was no output of molybdenum ore in this country except in 1905, 1906, and 1907, when a few small lots of molybdenite and wulfenite were marketed." To ascertain why this possible source of economic wealth should remain undeveloped, the United States Bureau of Mines undertook an investigation in 1914, with a view of assisting the establishment of a molybdenum industry in this country. A preliminary review of the situation showed the following conditions: Briefly there was a lack of any considerable demand for molyb- denum for the one known use that might consume any large tonnage of it, that is, for the manufacture to certain alloy steels to which molybdenum imparts properties roughly similar to those produced by tungsten. It was at once evident that the market for molybdenum in alloy steels must be developed, or that extensive new uses for the metal must be created, before the demand would be sufficient to war- rant any extensive mining of molybdenum ore. Investigation showed that one of the chief factors in retarding the development of any demand for molybdenum by the alloy-steel trade was that manufacturers who might use, or might investigate the possibilities of using, the metal were kept out of the market by the fear of not being able to obtain steady supplies. On the other hand, those who might be interested in the development of some of the extensive low-grade molybdenite or wulfenite deposits in this country were prevented from doing so by the small visible demand and the fear that any large production would glut the market. Owing to these conditions the mining of molybdenum has in the past been confined almost entirely to small-scale operations on high-grade streaks of molybdenite ore, and the methods of recovery have been limited largely to cobbing and hand picking.

In 1969, new coal mine health and safety legislation was enacted in the United States. As a result of this legislation, the Department of Interior, Bureau of Mines has carried out communications research aimed at developing whole mine communications for increased safety and efficient operation. The research has advanced and many promising results are now being demonstrated to the mining industry. However, there remains a challenge to further improve wireless communications within the mine workings and through the overburden above the workings. The objectives for future research and development will be discussed, together with the physical and operational constraints that new mine communication systems must face.

Literature was searched and cases of alleged water well damage were investigated. Occurrence of ground water in Appalachia is primarily in low yield, fractured, water table aquifers. Four test sites were chosen based on geographic and geologic diversity. Test wells were drilled at each site and base line data on water quality, static water level, and drawdown characteristics were obtained before surface mining commenced. Blast induced ground vibrations were measured at the surface by the wells at levels up to 5.44 inches per second maximum resultant particle velocity. Measurements made at the bottom wells indicated that vibrations were considerably attenuated at depths of 140 to 160 feet. No direct evidence of change in water quality or well performance was produced by blast vibrations, but removal of downslope support by excavation does cause lateral stress relief which permits the water-bearing fractures to become more open. This additional storage capacity causes the static water level to drop and for well-bore permeability to improve. Static water level recovers if sufficient recharge is available and well performance is improved.

"One of the underlying reasons for the establishment of the United States Bureau of Mines was the desire to promote greater safety in the mining and allied industries. Safety continues to be an important feature in the work of the bureau, and during the fiscal year 1929-30 the Bureau of Mines allotted $387,510 to the safety division out of a total appropriation of $2,249,670 (other than for helium).The safety division personnel consists of 22 engineers, 2 mine safety commissioners, 3 senior foreman miners, 18 foreman miners, 16 first-aid miners, 16 clerks, 10 cooks, and 3 laborers, a total of 90 persons. These safety workers are distributed through the 10 districts into which the United States has been divided for administration purposes. During the year 3 engineers, 1 senior foreman miner, 4 foreman miners, and 4 first-aid miners left the service. In general these men left the service to take up more lucrative positions.The 10 all-steel mine-rescue cars have headquarters as follows: Car 1, Reno, Nev.; Car 2, Raton, N. Mex.; Car 3, Pittsburgh, Pa.; Car 4, Terre Haute, Ind.; Car 5, Pineville, Ky.; Car 6, Pittsburg, Kans.; Car 7, Huntington, W. Va.; Car 8, Duluth, Minn.; Car 9, Butte, Mont.; Car 10, Des Moines, Iowa. There is also a mine-rescue car with headquarters at Juneau, Alaska. In addition, there have been established 11 mine rescue stations as follows: Birmingham, Ala.; Berkeley, Calif.; Seattle, Wash.; Evansville, Ind.; Jellico, Tenn.; McAlester, Okla.; Norton, Va.; Vincennes, Ind.; Wilkes Barre, Pa.; Salt, Lake City, Utah; and Pittsburgh, Pa.Every mine-rescue car and station is fully supplied with equipment and devices for use in case of mine fire or explosion, and at each station is an up-to-date automobile truck. At time of amine disaster the bureau's forces are immediately placed at the disposal of the authorities, State or company, with a view to giving such assistance as may be desired or available.The activities of the safety division at ordinary times are directed largely to securing and disseminating data on safety in mining. Among the numerous studies made, or being made, concerning safety and health in mining are those in connection with the causes and methods of prevention of mine explosions, explosibility of dust and gases, explosives and blasting, haulage, electricity, falls of persons or material, ventilation, dusts, high temperatures, timbering, lighting, machinery, and in fact practically anything which results or may result in acci¬dents of any kind in or around mines."

When the disruption of gold mining stopped the usual source of siliceous flux needed by copper smelters , sandstone copper deposits in northern Arizona offered possibilities as a source of the flux during the war emergency . The Federal Geological Survey , while making a comprehensive survey of sandstone copper deposits , investigated the Warm Springs mining district in northcentral Coconino County in August 1943. A month later , J. H. Hedges , chief of the Tucson Division , Mining Branch , Bureau of Mines , examined the operations in connection with an application for an access road . Both investigations concluded that the district , as an emergency source of copper-bearing siliceous flux , had considerable merit , provided high prices for copper continued in effect . Early in 1944 , V. M. Ryan and S. B. Atherley requested assistance from the Bureau in exploring various deposits on their property . The Bureau / drilled 152 holes , aggregating 3,756 feet , on the Petoskey and Mackin groups of claims . This report is based upon churn drilling done under contract from October 7 to November 25 , 1944 .

Operators of construction equipment perform various duties at work that expose them to a variety of risk factors that may lead to health problems. A few of the health hazards among operators of construction equipment are: (a) whole-body vibration, (b) awkward postural requirements (including static sitting), (c) dust, (d) noise, (e) temperature extremes, and (f) shift work. It has been suggested that operating engineers (OEs) are exposed to two important risk factors for the development of musculoskeletal disorders: whole-body vibration and non-neutral body postures. Method: This review evaluates selected papers that have studied exposure to whole-body vibration and awkward posture among operators of mobile equipment. There have been only few studies that have specifically examined exposure of these risk factors among operators of construction equipment. Thus other studies from related industry and equipment were reviewed as applicable. Conclusion: In order to better understand whole-body vibration and postural stress among OEs, it is recommended that future studies are needed in evaluating these risk factors among OEs.

An oil-field drilling campaign is used in this paper to signify the spacing of the wells to be drilled as well as the drilling program, which is interpreted as the number of wells drilled in a unit of time, This has an important bearing upon the time of receiving income, as well as upon the amount of revenue obtained In periods of low prices for oil, such as the present, the margin of profit is at the best very small, and the correct determination of the drilling campaign may be the deciding factor between incurring financial loss or gain during the depressed period. General policy of the operator. Drilling should be planned by the field engineer to conform with the general policy of the operator. This policy may be one of conservation daring the early life of the property, but as mentioned later, this may result in a smaller ultimate recovery it often occurs that the market price of oil does not warrant rapid development, or it may be desirable to hold in reserve a supply of oil for a refinery. The policy may be to recover all of the oil as quickly as possible, or it may be to maintain a constant and sustained production. In any case, the operator should, outline as far as possible a definite policy, and should understand the principles underlying the recovery of oil, the influence of rapidity of drilling and effects of spacing, in order that he may obtain the oil as required with the least expenditure.

The Bureau of Mines drilled and sampled the more important magnesite deposits in the Currant Creek Mining District, White Pine County, Nev. The properties of the Ala-Mar Magnesium Co., Inc., and the Nevada Magnesite Co. were examined in August 1942 by D. W. Butner, engineer of the Bureau of Mines, to determine the advisability of investigating the deposits under the strategic minerals program. Development involving diamond drilling, trenching, and sampling was started September 1, 1942, and was completed in the latter part of November 1942. The deposits are on unsurveyed public land in T. 12N., B. 59 E., M.D.B.&M., in an area of high relief ranging from 7,300 to 8,100 feet in altitude. Both properties are situated northwest of the Tonopah-Ely Highway, U.S. Highway 6, from which a dirt road extends about 4.6 miles northwesterly, about 35 miles southwest of Ely, to the Ala-Mar property, and another dirt road extends about 10 miles westerly, about 26 miles southwest of Ely, to the Nevada Magnesite property. The magnesite occurs as irregular nodules, veins, and lenses in a bedded calcareous tuff formation, which overlies a group of volcanic rocks, and which is capped by remnants of rhyolite flows.

"Electricity as a means of transmitting power was introduced in coal mines of the United States about 1891 for both haulage and coal cutting, only a few years after electrical haulage was first installed on street cars. At first, the hazards of electrical ignition ere not appreciated and the general use of open lights and black blasting powder made the possibility of electrical ignition of fire damp seem small by comparison.5 The possibility of igniting coal dust directly by electric sparks or arcs had not been considered.In the nine years prior to 1900, the progress of introducing electricity underground was slow, except that it was used for lighting shaft bottoms. Electricity had to contend with the more general use of compressed air for coal-cutting machines and, in mainline haulage, with the use of mule-teams and endless and tail-rope systems. During this period, great improvements were made in electrical apparatus, in surface installations as well as in mines. By 1900, therefore, the technique of applying electricity in mines had so far developed that it rapidly drove out the use of compressed air in coal mines because of the comparative ease of its installation and the marked economic advantages of its use over that of compressed air in practically all kinds of mining machines except percussion. rock drills.At this time, however, little thought was given to the hazard of indiscriminate use of electricity causing explosions and fires, and the possibility of electricity causing direct ignition of coal dust had not been considered. On December6, 1907, however, the Monongah, West Va. mine explosion occurred. This was the greatest mine disaster this country has over had, 361 men being killed. Although: there was much diversity of opinion, as to the origin of the explosion, many well-informed engineers concluded that the cause was ignition of coal dust do to wreckage of a runaway trip in a rope haulage entrance slope. This slope also served as a ventilating and it extended from the level of the coal bed to the surface. The runaway trip tore down electric cables and stirred up a cloud of dust when it was wrecked at the bottom of the slope. The dust was probably ignited by the electric arcing that occurred when the wires were knocked down. (Another but less probable source of ignition was the open flames of miners lamps.) From the foot of the slops the explosion appeared to have travelled into the mine, spreading as it went. If this ignition of coal dust was the origin of the explosion, it occurred on pure intake air entering directly from the surface."

[THIS PAPER, tine of a series on placer ml n in iii Alaska, describes mining methods and gives unit costs at operations where hydraulic and mechanical excavation equipment is used with nonfloating washing plants. The mining methods described were developed during the last 30 years to copy with conditions peculiar to arctic and subarctic regions arid are now used by a large segment of the placer mining industry in Alaska. The operations described have been classified if m ii into three main categories: Those having sluices at a bedrock level, those having sluices above bedrock and those having mobile nonfloating washing plants (dryland dredges). Diesel-powered bulldozers and draglines convey or clevate gold-bearing gravel to the sluices, remove tailings, and strip waste gravel and other overburden. Diesel-powered centrifugal pumps supply water foe sluicing and hydraulic stripping. Detailed descriptions and unit cost arc presented for 14 operations to illustrate the numerous arrangements udder the first 2 categories.]

The Bureau of Mines conducted laboratory tests on samples of pozzolaniccement concrete to develop a low- strength backfill . Results show that support costs can be lowered by replacing a portion of the portland cement in mine backfill with pozzolan ( fly ash ) and lime . Unconfined compression tests on various ratios of fly ash to cement in 84 samples produced compressivestrength curves that can be used to estimate the best backfill mix for any mine .

The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) endeavors to provide national and world leadership in the prevention of work-related illness, injury, and death. This is accomplished by using a scientific approach to gather information, assemble and create knowledge, then translate the knowledge and results into products and services. These products and services are then delivered to all personnel who can effect prevention. Obviously, the development and use of instruments to monitor mine roof conditions provides an opportunity to execute that mission. In the late 1990’s, based on observations at a number of underground limestone mines, only a few used roof monitors. Subsequently, NIOSH introduced the Roof Monitoring Safety System (RMSS) as an aid to roof inspection beyond traditional visual and sounding techniques. Initial expectations were that by gaining roof movement information, ultimately roof sag rates could provide indications of eventual failure. During this investigation, RMSSs were installed in 13 underground limestone mines in six states and this paper analyzes the data obtained at three of these mines. This paper also provides an overview of the system, data, analysis, and applications relevant to the RMSS.

Effective control of respirable dust is one of the most serious problems associated with longwall mining in the United States. This report describes the development and laboratory testing of dust collectors for use on double drum shearers. Systems tested included: ? High Capacity Flooded Bed Scrubber ? Water Powered Extraction Cowls ? Water Powered Extraction Drums ? Water Powered spot Scrubbers. The systems were tested using tracer gas in a full-scale model of a longwall shearer face. This report provides a detailed description of the test facility, test methods, and system test results.

Two different techniques were wed to make measurements of the absolute value of electromagnetic noise in an operating hardrock mine, Grace Mine, located near Morgantown, Pennsylvania. Diesel-powered haulage equipment is used in this mine, and the electromagnetic noise environment it creates was measured to see how it differs from the environment created by electric-powered haulage equipment. One technique measures noise over the entire electromagnetic spectrum of interest for brief time periods. Data are recorded using broadband analog magnetic tape and are later transformed to give spectral plots. The other technique records noise amplitudes at several discrete frequencies for a sufficient amount of time to provide amplitude probability distributions. The specific measured results are given in a number of spectral plots and in amplitude probability distribution plots.

A preliminary mineral-dressing study of five samples of East Texas limonitic brown iron ores was conducted as part of the Bureau of Mines program to develop and extend domestic resources of iron ore. The samples were considered to be typical of ore currently being mined and beneficiated by the Lone Star Steel Co. and Sheffield Steel Co. The objective of the research was to investigate those mineral-dressing unit operations that might recover some of the fine iron lost in current industrial wastes or perhaps improve the recoveries when applied to the ores as well. Since current industrial beneficiation practice yields a washed limonite analyzing 41 to 45 percent iron, higher grade concentrates were not sought in this laboratory study. Laboratory investigation included washing and sizing, reduction roasting, and subsequent magnetic separation of the finely ground roasted materials. The results showed that laboratory recoveries of over 80 percent of the iron were possible, for the ores investigated, at concentrate grades comparable to those expected from cur-rent industrial beneficiation practice. "INTRODUCTION The Margerum bauxite district, in Colbert County, Ala. was investigated in December 1940 and in February 1943 by R. W. Smith of the Bureau of Mines .3/ A geologist of the Federal Geological Survey investigated and mapped the district in the fall of 1942.These preliminary investigations indicated bauxite showings over an area about a mile long by 2,000 feet wide. It was felt that the chances were good for finding one or more large deposits of low- to medium-grade bauxite. The location - within 35 miles of the alumina plant of the Reynolds Metals Co. atLister Hill, Ala. – made it especially attractive. A field office was established in Iuka, Miss., on May 19, 190,, and mineral agreements were executed with four landowners covering 1,146.6 cores.The drilling on the project was done under contract. The power drilling was supplemented by a labor crew that drilled hand-auger holes, where there was little or no gravel overburden, and sampled the old test pits.The Federal Geological Survey, after thorough study of the district, recommended 54 drill holes 4/ to delimit the known deposits and to search for possible extensions. After the drilling started, many of these locations eliminated, and others were changed upon the basis of information gathered from the holes as they were drilled."

The Bahamas Oil Refining Co. (BORCO) refinery in Freeport continued to operate at less than half its full 500,000-barrel-per-day capacity. Although owned through subsidiaries by the Carey Energy Corp (65%) and Standard Oil Co. of California (35%), BORCO is ineligible for participation in the Crude Oil Entitlements Program granted to companies operating within the United States proper or its territories. Like some other Caribbean refineries, BORCO has suffered a loss of normal market outlet due to the wt advantage afforded U.S. refineries by the Entitlements Program. Saudi Arabia, Nigeria, and Libya are the major suppliers of crude for the refinery. Its principal products, motor spirits, aviation fuel, distillate fuels, and residual fuel oils, were marketed in the United States and Puerto Rim. The Government-owned Bahamas Development Corp. and Burmah Oil Co. Ltd., held discussions pertaining to a renegotiation of Burmah Oil's management contract for the Grand Bahama Oil Transshipment terminal. The desired contract modifications were not made public but financial problems have plagued the terminal and its operation since construction started in 1972.
