The U.S. economy showed further strength during the third quarter of 1983, continuing the upward trend discussed in the last two issues of Minerals and Materials. The National Association of Purchasing Management composite index increased to a 10-year high of 67. 1 in July. (A value of 50 or greater indicates expanding industrial activity.) The index, a weighted composite of new orders, production, employment, vendor performance, and inventories, is derived from a survey of purchasing agents for about 250 industrial firms. Investment and Other National Economic Indicators The strong consumer surge of second quarter 1983 was reinforced during the third quarter by the performance of private investment. Because of this, many analysts became more optimistic about the strength of the recovery and its potential for being sustained. Capital investment growth, negative since 1980, was positive for every investment component in the third quarter of 1983. Preliminary estimates indicate a real increase of $1.4 billion (at an annual rate) in private investment expenditures on nonresidential structures, an increase of $4.3 billion (at an annual rate) for producers' durable equipment, and an increase of $4.8 billion (at an annual rate) in real inventory levels. The second quarter 1983 increase in expenditures on producers' durable equipment was the first indicator that investment recovery would occur during the rest of the year (table 1). Corporate profits in total manufacturing increased $6.5 billion from first quarter to second quarter 1983 (table 2).

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimina- tion of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To deter- mine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with refer- ence to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope. Although the hypothesis as to coking quality finds but partial support in the chemical analyses, its consideration has led to a method of predicting from an analysis with a fair degree of certainty whether any given coal will coke by the ordinary process. The unbroken transition between coals originally similar but now classed in widely different groups, whether of the same age or of different ages, as a result of dynamochemical action, appears demonstrated by the analyses as well as by field observation. The upper part of the Alabama deposits of crystalline graphite consists of an oxidized ore derived from the underlying unoxidized ore through prolonged Weathering. The degree of oxidation in different sections and at different depths within the bed is not uniform. The original ore is hard and blue-gray; the weathered product is soft and brown and is the only part that has been mined to any extent. Samples of both oxidized and unoxidized ores were obtained from two of the large graphite deposits of Clay County. Three additional samples of oxidized ore were obtained from different portions of a third property in the same region. In this report, ores 1 to 5 are of oxidized material and ores 6 and 7 of unoxidized.

To inexpensively monitor the ventilating airflow anywhere in underground working places. The Approach: The Bureau has developed a small self-contained monitor which sounds an audible alarm and energizes a flashing lamp if air velocity decreases below normal. How It Works: The sensing element of this inexpensive monitor is a thermistor, which is self-heated by a constant-current electrical source. Airflow over the thermistor increases heat removal and lowers the thermistor temperature. Since the electrical resistance of a thermistor is a function of temperature change, the voltage across it varies with temperature, and, therefore, the air velocity. Changes in the voltage across the thermistor are amplified, and can be used to trigger the alarms.

The move toward partial pillar extraction versus full pillar extraction has necessitated a new approach to underground section stability. When pillars are mined too small to support the weight of the overburden, they will, in some cases, remain stable for a considerable period; in other cases, they will collapse unexpectedly and violently. There is no discernable difference between the pillar safety factors of the failed and stable cases. The explanation lies in the characteristics of the overburden layers. A method is proposed that recognizes the overburden characteristics in the evaluation of stability. Two stability factors are calculated: one for the pillars, the other for the overburden. Using this method, it is possible to make use of the bridging capabilities of overburden layers to prevent pillar collapse. It is possible to scientifically design partial pillar extraction layouts that will be safe. Using energy considerations, it is also possible to prevent violent failure of pillars.

THIS CHAPTER of the Minerals Yearbook contains injury experience and related employment information for the coal-mining, coking, oil and gas, peat, and native asphalt industries in the United States for 1962. Injury experience is measured by the number of injuries sustained per million man-hours of exposure in each industry. No attempt has been made to combine these data and present rates reflecting the mineral-fuel industries because the hazards of the separate industries are not comparable. Tabulations showing the trend of injuries and employment for all mineral industries are presented in volume III of the Minerals Yearbook. COAL The injury-frequency rate for the coal-mining industry of the United States increased less than 2 percent, according to reports received by the Bureau of Mines. The number of fatal and nonfatal injuries per million man-hours in 1962 was 45.86, based on final data for anthracite mines and preliminary data for bituminous coal and lignite mines.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

"A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive X-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for particles at 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of mineral particles. This paper focuses on the results for respirable quartz particles sampled from five underground coal mines across the US. Through statistical analysis of results the relationship between the fraction of surface available quartz in respirable dust samples and coal rank is established for three Pennsylvania coal seams. IntroductionThis is the last in a series of papers detailing the results of SEM/EDX-based analyses of respirable coal mine dust particles collected from field sampling. Previous papers have detailed preliminary results and the statistical validity of the methodology (Grayson, Andre, and Simonyi, 1990; Grayson, 1991). This paper presents the final results of the analysis of respirable dusts from five coal seams with a range of coal rank:• Lykens Valley seam (anthracite), eastern Pennsylvania• Brookville (A) seam (mid-vol bituminous), central Pennsylvania• Pittsburgh seam (high-vol B bituminous), western Pennsylvania• No. 6 seam (high-vol C bituminous), Illinois• Wadge seam (sub-bituminous A), ColoradoSEM/EDX-based techniques were applied to try to clarify the role of quartz as an etiologic agent in coal workers' pneumoconiosis (CWP). It was hypothesized that previous studies were hampered by the restrictions of bulk analysis techniques and that particle-level analyses were needed to answer a number of questions concerning the role of quartz in CWP and its progression.Since 1985, a large number of the respirable dust samples submitted to MSHA are analyzed for free silica (Tomb, Parobeck, and Gero, 1986). Our reasearch shows that conventional bulk analysis techniques may not give a true indication of the biologically available, or active, quartz in mine dusts. Analytical evidence indicates that respirable dust samples may contain many quartz particles that are occluded, or coated, resulting in a bulk analysis for ""free silica"" that may not be indicative of the biologically available quartz surface."

During the present war emergency, under the urge of the Federal Government to store coal, the following; questions are arising n the minds of coal users: (a) Will the coal lose any of its heating value in storage? (b) Will it slack and give a smaller-size coal? (c) Will its burning characteristics change in any way? (d) Will it catch fire from spontaneous combustion? (e) What precautions should be taken when storing coal? In regard to the loss of heating value of coal in storage, tests made by the Bureau of Mines show that the loss commonly has been overestimated. Various types of storage tests were made on New River, Pocahontas, Pittsburgh Gas, and Sheridan Wyoming coals. For lack of comprehensive information, data for the following minerals are excluded: Andalusite, aplite, asphalt, boron, bromine, calcite (optical), calcium chloride (natural), carbon dioxide, clay, columbium (niobium), diatomite (kieselguhr), dumortierite, emery, garnet (abrasive), gem stones (other than diamonds), germanium, greensand, grindstones, helium, indium, iodine, kyanite, lithium, magnesium compounds (other than magnesite), meerschaum, mineral pigments, monazite, natural gas, natural gasoline, oil shale, olivine, perlite, pumice, quartz crystal, radium, sand and gravel, selenium, sillimanite, sodium salts (other than common salt), stone, strontium, sulfur (byproduct), tantalum, tellurium, thallium, topaz (industrial), tripoli) uranium, vermiculite, wollastonite, and zirconium. This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. SIGNIFICANT general developments took place in the Far East during 1964, with far-reaching repercussions on the mineral and industrial economies of individual countries and the region as a whole. Japan, during this, "the Year of the Open Door," ushered in the era of industrial maturity, greater independence in economic policy, and expanded technical assistance to less developed countries. Symbolic of its dynamic economic growth is the fact that Japan out-produced the Federal Republic of Germany in steel during 1964 to take over a third-ranking world position. Mainland China, recovering from the "Leap Forward" debacle, made significant gains in industrial output. Mainland Chinese trade with Japan was on the upswing, and discussions were held between the Chinese and the Soviets for possibly resuming Soviet aid in industrial and mineral development. Meanwhile, United States aid to Taiwan was being phased out because of progress achieved. Rapprochement between South Korea and Japan was imminent late in 1964, a factor which may well affect South Korean mineral development. The Indonesian-Malaysian confrontation created economic difficulties in both countries. The war in Viet-Nam seriously disrupted industrial activities, particularly in the south.

"INTRODUCTION Technically speaking, bauxite is not a definite mineral but a mixture of several minerals belonging to a group of partly consolidated material known as laterite, which have been formed by surface weathering of rocks.The term bauxite is applied to the ore of aluminum, although a substantial amount is used for other purposes, such as a base in certain chemical industries and in the manufacture of artificial abrasives, refractories, and certain cements. Although bauxite has not been classed as strategic it now appears that the domestic supply may be insufficient for expanded defense requirements.Until recently, domestic production of metallic aluminum has been ample to meet requirements, but estimates of pyramiding future needs of the defense program have caused serious attention to be directed to the self-sufficiency of this country, both as to the supply of the raw material, bauxite, and the metallurgical capacity available to convert the ore to metallic aluminum.At the request of the Secretary of the interior, representatives of the Bureau of Mines and the Geological Survey recently investigated domestic resources of bauxite.A preliminary study of published literature and a field investigation disclosed that"

During the time period from 1990-2007, there were 1601 reportable fires that occurred in the U.S. mining industry (an average of 89 fires per year). The leading causes of U.S. mine fires include flame cutting and welding operations, frictional heating and ignitions, electrical shorts, mobile equipment malfunctions, and spontaneous combustion. The National Institute for Occupational Safety and Health (NIOSH) is conducting a program of research addressing metal/nonmetal and coal mine fire prevention, detection, management and suppression. In the metal/nonmetal area, work was focused on technology transfer and training, and research to reduce the number of mobile equipment fires and their hazards. In the coal arena, research is underway to determine the root cause of cutting and welding-related fires and to evaluate the effects of ventilation schemes relative to the spontaneous combustion risk in longwall mines. Relative to fire management, research is ongoing on remote mine seal installation and remote mine fire suppression technologies. Finally, research is continuing to develop comprehensive and usable smoke management techniques and to develop mine fire growth models, propagation, and suppression. This paper presents a summary of some of the mine fire research and provides an overview of the next phase of the NIOSH mine fire research program.

A large number of operators of various industries in the United States do not appear to realize the great returns in dollars and cents which result from intelligently directed safety work . Managers of co 1 mines , metal mines , open-pit mines , quarries , steel mills , cement mills , oil rei meries , iron works , or other industrial operations , should by all means realize the great waste resulting from accidents , in order to appreciate the necessity for a continuous accident -prevention policy . While the prevention of accidents is worth while from the humanitarian standpoint alone , it has an equally important economic side , and before our mining industrial operations will be made as safe as they should be , it is apparent that this dollars and cents viewpoint must be given full recognition in order to bring before many of the men who run the industries the great importance of this phase of industrial management . : There is a tendency upon the part of the opera or who has not given thought to the cost of accidents ( and there are many mining operators of this type) to insure his company against compensation losses and against catastrophes for which he can secure insurance , and think he has done his duty ar an executive . Even though industrial operations were not compelled to pay compensation , and even if the management were not moved by humanitarian motives to try to stop accidents , it would pay many times over to carry on accident prevention work vigorously and continuously. : In some parts of the United States , the state compensation and insurance requirements are such that the operator does not receive a reduction in his insurance rate per men employed upon having made safety installations or upon having achieved a reduction of accidents in his plant . Under such conditions the management frequently does not feel encouraged to emert much effort in bettering the accident rate . However , when the responsible officials of a company realize the much greater harm to an operation which results from doing no accident - prevention work , and the great benefit in reduced costs which usually follows effective safety work , they should be inclined to do almost everything possible to reduce accidents , regardless of considerations as to accident compensations . There are enough indirect costs resulting from accidents to wreck many types of business ; excessive accidents result in disorganization and failure , while immunity from accidents usually means a smoothly running efficient organization .

A system capable of monitoring a mine electrical power system to detect incipient electrical component failure could significantly improve power system safety and availability. The U.S. Bureau of Mines funded a contract with The Pennsylvania State University (Penn State) to establish the theoretical and technical framework for such a system. This report briefly outlines the contract, reviewing related Bureau and Penn State work prior to its award, and describes support work carried out by the Bureau. The main focus of the report is on research efforts by Penn State and subsequent results. An existing algorithm for incipient-failure detection and classification was studied, and recommendations are made to improve its performance. In addition, mathematical models of cable-connected motor systems and deteriorating motors were developed and implemented on computers. These models and laboratory tests were used to study and document relationships between component deterioration and electrical terminal effects. The project was supported by the U.S. Navy and the nature of its interest in the application of failure prediction techniques is also included.
