"In September 1923, a proposal was made through official diplomatic channels by the British Safety in Mines Research Board to the United States Bureau of Mines for ""closer cooperation between the two countries in investigations into the causes and means of prevention of mining dangers."" This proposal was cordially accepted by the Bureau of Mines and was officially approved.In the spring of 1924 cooperation was .formally begun. It contemplated, as stated officially, ""full exchanges of information, a joint program of research, and periodic exchange of personnel so as to assure concordant results. By making the resources of both organizations available it will hasten the attainment of results, will secure better: checks for, accuracy, and in the end will save money for both by avoiding duplication and repetition.""This joint work has been carried-on successfully since that time and has developed valuable results, reports on which have been issued from time to time. The progress report which follows gives the results of the studies and work carried on in 1929.During 1929 all the phases of our cooperative research, begun in previous years, have developed normally. The exchange of formal monthly reports on all programs of mutual interest has been continued and has proved an invaluable, means of maintaining contact between the investigators of both organizations. There has been no diminution in the exchange of routine progress reports on specific subjects or in direct correspondence. The interchange of personnel has been maintained, and we can say that the mutual benefits to be derived from this form of cooperation are so great as to be difficult to overestimate. It leads to an appreciation of methods of research and modes of thought in the interpretation of results obtainable in no other way, and engenders a frankness and intimacy which must continuously enhance the value of future cooperation.Dr. S. R. Katz, who was assigned for service with the Safety in Mines Research Board in April, 1928, returned to America in May, 1929. During his stay in England he completed, in cooperation with members of the board's staff, the equipment of a gas-mask laboratory and designed and tested a new form of gas-mask canister. A publication of the Safety in Mines Research Board dealing with this investigation has been prepared and approved and will .be .issued in the near future. In additions Dr. Katz imparted to those with whom he was associated much of his knowledge and technique regarding his particular subjects. He delivered two lectures to the board's staff, the subjects be ""Gas Masks"" and ""The Intensity of Odors"", and gave papers before the Midland Institute of 'lining Engineers and the Birmingham University Mining Society on the subject of ""Industrial Gas Masks""."

This paper is one of a series on mining and milling method and costs being published by the United States Bureau of Mines. The Golden Messenger mine, operated by the United Gold Mines Corporation, is in the York-Confederate Gulch mining region in Luis and Clark County, Mont., 22 miles northeast of the city limits of Helena and about 1 mile north of the town of York. It is the first operation to exploit successfully the low-grade ores of the York-Confederate Gulch area. The unusual vein structure presents some mining problems that have been solved in ail interesting manner.

The Bureau of Mines drilled and sampled the more important magnesite deposits in the Currant Creek Mining District, White Pine County, Nev. The properties of the Ala-Mar Magnesium Co., Inc., and the Nevada Magnesite Co. were examined in August 1942 by D. W. Butner, engineer of the Bureau of Mines, to determine the advisability of investigating the deposits under the strategic minerals program. Development involving diamond drilling, trenching, and sampling was started September 1, 1942, and was completed in the latter part of November 1942. The deposits are on unsurveyed public land in T. 12N., B. 59 E., M.D.B.&M., in an area of high relief ranging from 7,300 to 8,100 feet in altitude. Both properties are situated northwest of the Tonopah-Ely Highway, U.S. Highway 6, from which a dirt road extends about 4.6 miles northwesterly, about 35 miles southwest of Ely, to the Ala-Mar property, and another dirt road extends about 10 miles westerly, about 26 miles southwest of Ely, to the Nevada Magnesite property. The magnesite occurs as irregular nodules, veins, and lenses in a bedded calcareous tuff formation, which overlies a group of volcanic rocks, and which is capped by remnants of rhyolite flows.

In the previous study that has been made by the authors on smelting in the lead blast furnace, the furnace examined was one that operated under conditions that have been considered as more or less normal up to the present time. That is although the furnace had in its charge a large portion of sinter, it also handled considerable quantities of naturally oxidized direct-smelting ore. Other ingredients, such as the limestone, were also added as fairly coarse material. The charges contained only about 24 per cent of lead. Until the changes incident to modern flotation began to take effect, many lead plants doing semicustom smelting in districts where competition was keen and much of the bonanza ore was exhausted were faced with the difficulty of obtaining enough lead to get a sufficient "lead fall" in the blast furnaces to clean the slag thoroughly and to separate it from the lead. A charge containing 24 per cent of lead would have been considered a very rich one by such smelters.

The Maslach Burnout Inventory (MBI) was administered and scored for 154 Mine Safety and Health Administration (MSHA), U.S. Department of Labor, employees who serve as accident investigators for serious accidents and fatalities as part of their job duties. The subjects responded anonymously during a workshop on stress. The subjects consisted of randomly selected individuals, representative of locations across the country and representative of all mining commodities: coal, metal, nonmetal, stone, and sand and gravel. The Maslach Burnout Inventory assesses three aspects of experienced burnout: emotional exhaustion, depersonalization, and reduced personal accomplishments. The average results of the scores for each of the three subscales fell in the moderate range for the study group of MSHA accident investigators. The scores within the moderate range show that the subject population was at the lower end of the range for emotional exhaustion and depersonalization, tending toward a lower burnout risk, while the group evidenced a lower sense of personal accomplishment in their jobs, indicating a higher risk for burnout. It is concluded that overall this group is at moderate risk for burnout, and the authors recommend follow-up with this population.

Flotation tests are described on samples of two lowgrade nickeliferous ores of Oregon and Washington. The sample from the Congress mine, Ferry County, Wash., contained 1.2 percent Ni, occurring chiefly as millerite. The sample from the Shamrock mine, Jackson County, Oreg., contained 2.20 percent Ni and 0.78 percent Cu occurring chiefly as pentlandite, nickeliferous pyrrhotite, and chalcopyrite. The millerite in the Congress ore was concentrated by flotatioin with aulfydric collectors in a series of locked tests to recover 73 percent of the nickel as a 7 percent bulk concentrate. By successively regrinding and floating the bulk concentrate, it was further concentrated to 12.4 percent Ni at a recovery of 59 percent and 21.8 percent Ni at a recovery of 50 percent. Attempts at selective concentration of the copper-nickel Shamrock ore were only partly successful because of the intimate association of pentlandite and chalcopyrite. The nickel concentrate, which contained 86 percent of the nickel, had an analysis of 4.42 percent Ni and 1.03 percent Cu. The copper concentrate had an analysis of 18.8 percent Cu and 1.96 percent Ni and contained 48.5 percent of the copper. A bulk sulfide concentrate contained 92 percent of the copper and 01 per¬cent of the nickel and had an analysis of 4.17 percent Ni and 1.63 percent Cu.

The United States has not begun commercial operations to tap its largest poten-tial sources of oil supply - oil shale and coal. The reason is that domestic petrol-eum has been plentiful in the past and liquid products probably could be produced from it at the lowest cost. In view of the ever-increasing need for petroleum in the United States, the critical international situation threatening foreign supplies, the growing demands for steel, and the heavy costs to industry of constantly discovering and developing new oil fields, it is believed that the prompt development of a synthetic fuel industry based on oil shale and coal is not only requisite to safeguard our oil supply but is an economically sound course for the foreseeable future, To neglect its development is to close our eyes and minds to our own resources at a time when they are needed critically. It also is apparent now that neither the Government nor industry would be taking any considerable economic risk in starting the initial plants, especially as measured against their potential value in meeting critical oil and chemical demands and in building a new industry in the West.

This publication describes abandoned-mine fire-control work administered by the Bureau of Mines under cooperative agreements with State and local governments. The work was done by private contractors under the supervision of Bureau engineers. The work is authorized by Public Law 738, approved August 31, 1954, and Public Law 89-4, approved March 9, 1965. Earlier work was authorized by Interior Department Appropriations Acts for fiscal years 1949-55. A total of 70 fires have been controlled under this program in the eastern bituminous region. The nature and extent of the abandoned-mine fire problem in the bituminous region is discussed, and the methods used for controlling these fires are described. The methods that have been used, either singly or in combination, include loading out and cooling the burning material, installing fire barriers, surface sealing, and water and pneumatic flushing.

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

The Federal Bureau of Mines studied the thermal decomposition of the nitrides of the Group V A metals (CbN, Ta3N5, and VN) with the goal of preparing high-purity metals. Solid-state purification and arc and electron-beam melting were examined. Electron-beam melting proved to be the most efficient means of nitrogen and oxygen removal. Columbium and tantalum of 99.9-pct purity were prepared by this technique; in the case of vanadium, however, nitrogen could not be reduced below the solid-solution level.

Intense vibration can be transmitted to the hands and arms of workers who use hand-held percussive or vibrating devices, tools, and work pieces. Continued habitual exposure to vibration directed to the hands can cause patterns of various symptoms associated with hand-arm vibration syndrome (HVAS). The International Organization for Standardization (ISO) first published ISO 5349 in 1986.3 This standard specified methods for measuring and evaluating vibration directed into the hands from hand-held vibrating devices, tools, and work pieces. The American National Standards Institute (ANSI) published ANSI S3.34 the same year.1 This standard was modeled after ISO 5349-1986 and specified methods for assessing exposure to hand-arm vibration. The Parliament of the European Union has issued the European Union Human Vibration Directive-2002/44/EC, which specifies vibration daily exposure action values (DEAV) of 2.5 m/s2 and daily exposure limit values (DELV) of 5.0 m/s2. These values have generally been accepted by medical experts, scientists, and engineers in governmental agencies, research institutions, and industry in the USA and other countries.2 When they are achieved, they will reduce the potential for the development of symptoms related to HAVS among workers exposed to hand-arm vibration. Significant improvements in measurement and analysis instrumentation, miniature and subminiature accelerometers, and medical diagnostic and assessment protocols have being introduced since 1986 when ANSI S3.34 was first published. In response to these improvements and the introduction of the EU Human Vibration Directive, ANSI Working Group S2.39 developed the revision to ANSI S3.34, which has now been published as ANSI S2.70-2006.2 Method ANSI S2.70 specifies the use of the hand-arm vibration measurement procedures outlined in ISO 5349, Parts 1 and 2.2,4,5 It requires the measurement of ISO frequency-weighted acceleration values in three mutually orthogonal axes of vibration. These values are then vectorially added to obtain the vibration total value, ahv: [ ] where ahwx, ahwy, and ahwz are the measured r.m.s. This paper, which describes the milling practice at the Britannia concentrator, Britannia Beach, B. C., is one of a series being prepared by the Bureau of Mines. The concentrator treats copper ore at the present rate of 6,000 to 7,000 tons of dry ore daily and produces copper concentrate and pyrite concentrate by selective flotation methods. The copper concentrate is smelted and the pyrite product is utilized for acid manufacture.

Approximately half of all the fuel energy used in the United states is now pro-vided by oil and natural gas. A persistent and rapid growth in energy demand during the last 3 decades has been absorbed largely by the liquid and gaseous rather than solid fuels. In 1948 the energy provided by coal was substantially the same as in 1920. Meanwhile, the use of oil and natural gas each had increased fivefold. On a per capita basis, the change is more significant. Coal consumption has dropped from about 6 tons per person to 4-1/2 tons, while oil has increased from 4-1/3 barrels to 14-1/3, and natural gas from 7,500 cubic feet to about 35,000. These facts would have only academic interest if the United States had unlimited supplies of all fuels. However, while the Nation's reserves of coal are adequate to meet our needs for centuries, those of oil and natural gas appear limited. It is obvious, therefore, that the security of our liquid-fuel position would be greatly enhanced if the supply could be based in an increasing degree on solid fuels, such as coal and oil shale, which make up more than 95 percent of our fuel reserves, instead of natural oil and gas. In addition, this would create new employment and help to stabilize the market for coal, which may be facing comparatively bleak prospects in the near future unless its position with respect to other fuels is improved.

For nearly 30 years the Bureau of Mines has contended that mine explosions can be prevented and has pointed out to the industry ways and means by which they could be avoided. The record of co2l-mine explosions • during the past fiscal ?Bar bears out the :Bureau1s contention, inasmuch as fewer men were killed by coal-mi~e e:xplosions in the United States during that year than in :gi_y corresponding 12 months in the history of coal mining in the United States, insofar as records are available; and more than a year has elapsed since·a major explosion (in which five or more men were killed) has occurred, this being t.1-J.e first continuous 12- month period without a major coal-mine explosion disaster in the United States in more than 60 years. The methods of preventing mine e:iiplosions are well known to experienced, well-informed persons cngnged in coal mining. Despite this knowledge, many coal-mine operutors continue to use practices and methods that they should know have resulted in countless explosions, and mine workers persist in following past procedure or in breaking safety rules and practices almost certain eventually to result in disaster. ' Virtually all explosions are the result of human failure, such as carelessness or neglect by officials or workers or others. These human failures can be corrected chiefly by ed.ucation and proper and adequate supervision and strict discipline. In some instances mine officials are ·lax, careless, poorl~• informed, and often incompetent; end in many instances miners have repulsed the introduction of known preventive methods because of sheer obstinacy, ignorance, heedlessness, or possibly fear that the operator was trying to o'bta.in some unfair adva.,.'1. tago or would neglect some other phase of accident or e,:plosion prevention. Rapid depletion of our known mineral resources has stimulated exploration for new mineral deposit. Abandoned mines or prospects may prove to be commercial in today's economy. Often it is necessary to revaluate such properties. Some of these may be inaccessible because of caving of flooding. Many, however, remain in good condition, except that over the years the air in the workings has become depleted of oxygen. Each year the Bureau of Mines receives numerous requests for aid in entering old mines, the air in which is incapable of supporting life. Requests of many individuals who wish to examine or explore-such places with the help, of the Bureau's self-contained oxygen breathing apparatus have been denied because of the hazards involved in the use of this equipment for such purposes. The distance to be traveled in irrespirable gases may be too great for safety; under favorable conditions, a round trip of 2,000 feet from fresh air is the maximum distance that may be traveled.3/ The use of such equipment is hazardous unless a team of at least 5 men thoroughly experienced in its use is provided; and when extensive traveling from. a fresh-air base is required, a reserve team should be provided.3/ Usually, the apparatus is requested for use in exploring workings having only one surface connection, as mines having more than one opening usually are more easily ventilated;,and in some natural ventilation is sufficient or can be made so by cleaning out obstructed openings.

For 11 years, under authorization of the Synthetic Liquid Fuels Act of April 5, 1944 (30 U.S.C. 321-325), and amendments, the Bureau of Mines has carried on an extensive research and development program to establish methods for producing oil from coal and from oil shale. This act was passed by the 78th Congress primarily because of the stress of wartime demands for liquid fuels to supply our armed forces during World War II. The act was progressively extended by the 80th and 81st Congresses, as later peace-time demand for oil and oil products continued to increase.

U.S. Bureau of Mines researchers reviewed an in situ stress estimate developed from measurements of overcore strain taken at test sites on the 7300 and 7500 levels of the Star Mine near Mullan, ID. Although the field measurements of over coring strain were found to be useful, significant deficiencies were found in the stress estimation procedure. A new stress estimate was developed incorporating statistical methods and an improved understanding of stress concentration factors for interpreting overcore strains recorded by doorstopper' cells. Spatial variability of overcore strains and the implications for stress field variability were explored.
