This stability encouraged new foreign investments that assisted the economy, especially in tourism and agriculture. The mineral sector remained limited to construction-oriented materials. The Muir Inlet or Nunatak molybdenum deposits arc in the Glacier Bay district, Muir Inlet, miles northwest of Juneau. The deposits were examined by Bureau of Mines engineers, and the area was mapped by a field party of the Federal Geological Survey during the summer of 1942. 5/ The following year the Bureau of Mines began developing the deposits. A total of 217 channel samples were taken, and 2 diamond drill holes totaling 256 feet wore drilled. The samples were sent to the' Bureau's laboratories at Rolla, Mo. for beneficiation.

"INTRODUCTION Geological examination of the Iron Mountain beryllium deposits was begun by a field part 3/ of the Federal Geological Survey in May 1942. Later in that month the occurrence was examined by the author and C. H. Johnson, of the Bureau of Mines, and a preliminary exploratory program was outlined. Trenching and sampling began about June 15 and were completed in July 1942. A large tonnage of beryllium-bearing material was indicate by this preliminary survey, so that additional funds wore allotted for further trenching and sampling, underground exploratory work, and diamond drilling. This later program was initiated in July 1942 and was completed in May 1943. 4/ACKNOWLEDGEMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilisation of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R.G, Knickerbocker, chief, analyzes samples and performs beneficiation tests."

The mining law now in force in Finland is the Imperial Russian Ukase of 1883, promulgated November 12, 1883, by Czar Alexander III, with the sanc- tion and permission of the Finnish Estates. This law repealed prior legisla- tion, as follows: Crdinance of liay 25, 1857, concerning the appropriation of ores and minerals; as wall as the right to remove and utilize them; proclama- tion of January 20, 1868, amending, the ordinance of May 25, 1857; proclama- tion of October 3, 1621, concerning the appropriation of precious metals; and the proclamation of October 30, 1878, concerning prospecting for gold, etc., in Finnish Lapland. A proposal for a new mining lar is still being considered by the Finnish Diet. This new law, if and when promulgated, will differ only slightly from the law of 1683 but will be drafted in more modern language."

Data from the Mine Safety and Health Administration (MSHA) indicate that a total of 241,502 employees worked in surface mining locations in 2003, corresponding to 212,113 full-time equivalent (FTE) workers. • Surface employees accounted for 84.6% of all mining employees. • The majority of surface employees (73.7%; n = 177,927) were mine operator employees as opposed to contractor employees. • Stone operator employees comprised the greatest percentage (27.2%; n = 65,743) of surface employees.

The Bureau of Mines has conducted a research program to systematize the art of locating uncharted and lost oil and gas wells that penetrate coal seams; this publication presents a preliminary summary of its findings. Although no method or combination of methods will guarantee finding all uncharted and abandoned wells in a particular area, at least 75 percent of such wells can be located by compiling and applying all available information and using modern metal detectors.

The Bureau of Mines has improved a mine dust incombustibles analyzer originally developed at the Bartlesville Energy Research Center (BERC). This analyzer provides quick, accurate analysis of the percentage of incombustible material present in dust samples taken from mine ribs, roof, and floor so that costly overdusting may be eliminated while still maintaining a proper level of incombustibles. The changes being effected on the present design of the BERC model IV rock dust analyzer should simplify its operation and calibration procedures, resulting in increased accuracy.

This chapter details the perspective from which collected data have been examined. The first part, intended primarily for lay readers, discusses several topics related to mining as an enterprise. Initially, the organizational functioning of atypical large mine will be described. It is the formal structure above a miner that decides the conditions of his or her work. A second point of concern is the technology itself An underground coal mine is a sociotechnical system, with workers and machines organized in particular ways during production. Third, general conditions and dangers underground will be described in detail. The physical environment of an operation is a powerful factor in the work life of miners. Fourth, a discussion of the process of formal training is given. During this training, a new worker is taught what the organization expects of him or her in the role of safe, productive, coal miner. Next, there are outside organizations that act as significant forces in the workplace. Examples include the Mine Safety and Health Administration (MSHA), State agencies, and the United Mine Workers of America (UMWA). The roles of these entities will also be examined. The second part of this chapter will depict each study site as a concrete setting, so that findings can be interpreted in their proper context. The Organizational and Technical Nature of Mining A coal mine is a complex system. It is defined as all parts of a mining plant's property (both underground and surface) that contribute, under one management, to the extraction or handling of coal [American Geological Institute 1997]. As suggested, many functions that must be carried out at an operation are only indirectly related to coal mining and processing. Even the jobs that are di¬rectly related tend to be numerous and varied [Wallwork 1981]. According to Palowitch [1982], the chief reason for this sophistication is that "after more than two centuries of exploiting our coal resources, today's coal industry finds itself saddled with a horrendous legacy of human impairments and environmental damages which society demands be corrected." Now, the effects of government regulation are evident in every aspect of the mining industry. Any operation, if it is to survive, must be administered with an eye for social efficiency and accountability. Long-range planning is needed to ensure that the mine produces coal in a cost-effective manner. One of the first things that must be considered is location and method of access. To extract coal from an underground mine, a coalbed (or "seam") must be reached from the surface. The term "portal" is generally given to any entrance that provides access to a coal mine. This interpretation of the mining legislation of Tunisia was prepared from a copy ( in French ) of the Mining Decree of Tunisia promulgated December 29 , 1913 , by the Resident General of France in Tunisia and effective January 1 , 1914. It is released subject to correction and amplification , if necessary , by the proper American diplomatic and consular officers , to whom it will be referred through the courtesy of the Department of State .

"A recent paper prepared by the writer summarized the results of an analysis of the accident records of 34 metal mines for the calendar year 1925. The present paper summarizes the results of a similar analysis of the accident records of 59 coal mines for the same year. This summary is based upon reports furnished to the Bureau of Mines, Department of Commerce, by operating companies that par¬ticipated in the National Safety Competition of 1925.The purpose of the Competition was to establish the lowest accident-severity rate, thus showing the smallest loss of time from accidents in proportion to total number of man-hours worked. The reports covered all lost-time accidents that occurred during the year, that is, all accidents that disabled an employee beyond the day or shift on which the accident occurred. Detailed information for each of the 59 coal mines is given in the appended table. Each mine employed at least fifty men underground; over half of than employed more than 200 men underground. Hence the accident records should be typical of those of large-scale mining operations in general where the company is devoting special attention to accident-prevention work. The mines covered by the reports are situated in eleven States: Alabama, Illinois, Indiana, Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Utah, Washington, and West Virginia.A tabulation of the reports covering the 59 mines showed an accident-frequency rate of 123 per million hours of ""exposure* and an accident-severity rate of 10.214 per thousand hours of exposure3. The total volume of exposure or employment was 29,117,561 hours, representing the equivalent of work of 12,000 men for three hundred 8-hour shifts. The records covered employment and accident above ground as well as underground, although they did not include stripping or open-pit mining. Accidents during the year resulted in 33 deaths, 1 permanent total disability, 28 permanent partial disabilities, and 3,510 temporary injuries. These accidents represented a loss of tine equal to 297,417 man days. In arriving at this lost-time equivalent, each fatality and permanent total disability was weighted at 6,000 lost days (see footnote 3), as specified in the scale adopted by the International Association of Industrial Accident Boards and Commissions; permanent partial disabilities were weighted according to nature of injury, in accordance with the scale adopted by the :Board; temporary injuries were weighted according to the actual number of calendar days during which the employee was incapacitated as a result of the injury."

The Track Rock corundum mine was among the numerous corundum deposits investigated during the war by the Bureau of Mines in an effort to develop domestic reserves of that critical mineral. In the investigation of this property 562 feet of trenches were excavated and a l25-foot adit was reopened for the purpose of locating veins to of corundum which had been previously reported to occur in that locality. Only very minor amounts of corundum were disclosed in both the surface workings and the adit. The project was begun in May 1943 and completed in November 1943.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

"A set of fracture profile photomicrographs is presented for fractures generated under mixed mode loading of the Pittsburgh coal. The fractal dimension is used· to characterize the irregularity of these profiles and a tentative relationship is presented between the fractal dimension and the fracture toughness. Surface roughness appears to depend solely on the stress intensity and no other dependence was observed with fracture loading mode, loading rate· or specimen orientation. Observations of crack bifurcations.in fracture profiles can indicate crack growth direction whereas direct surface observations generally cannot in materials such as rock and coal.1 INTRODUCTIONThe production of fine fragments of material as a result of some loading event occurs in many industrial processes. In crushing and grinding, the efficient production of fine fragments is the desired end result; .however, in coal cutting, the production of fine fragments may lead to high levels of respirable dust in the immediate atmosphere with the danger of human lung diseases. Two of the most important sources of fragments in the 1 to 10 micron size range during a cutting process are 1) severe crushing in a zone near the loading tool and 2) subsequent shearing along major crack surfaces that form the larger fragments during material reduction. These and other sources of fine fragments generation are discussed by Roepke (1984) and Zipf and Bieniawski (1986). The physical character of the nearly created major crack surfaces is believed to have a strong influence on the amount of fine fragment generation that occurs during subsequent shearing movement. When the major large fragments initially form, they are ""locked"" in place by the irregular character of the new fracture surface. Only after some relative motion has occurred between fragments are they actually liberated, and the net result is the formation of additional fine fragments. The fine fragmentation is not necessarily limited to the shearing of high points from the macrocrack surf ace since material remaining in the wake of the crack tip is damaged to a substantial depth below the actual crack surface."

Factual geometries are considered for X- ray scattering studies of weakly absorbing materials by both reflection and transmission methods . These studies are usually made on slab specimens to obtain adequate scattered intensities ; however , the intensities are appreciably influenced by absorption of the X-rays in passing through the specimens . Conventional equations derived to account for this absorption are based on idealized geometries , but for polycrystalline carbons the use of idealized geometries leads to several percent error in the corrections to be made . Use of factual geometries substantially reduces this error .

Judging from the rapid pace of increased demands for mineral products, technological forecasting will become an increasingly necessary tool in mining. Even though the mining industry in 1966 produced more are than ever before, current extraction rates are only a fraction of what is expected in the later years of the twentieth century. If metal and mineral commodities continue to hold their respective and present share of markets, the prospect of coping with demands from a population that will double in the next thirty years can become an impossible task when viewed outside the limits of technological advance and change. Those mining companies that are doing little to develop new and expanding horizons for their operations cannot expect to survive. Nearly 90% of all metals and mineral products consumed last year was recovered by open-pit mining. This has placed great pressure on this segment of the industry which, consequently, has resulted in some spectacular developments. Already production rates at many places are dwarfing those of the Panama Canal and other well-known earth moving projects which are frequently identified as massive undertakings. With projects of this scale, the need for increased sophistication of engineering, planning, management and administration of modern mining installations has never become more apparent. The design of complete systems for the mine and plant that fit the mould of today's business and social environments is undergoing an evolutionary process.

Researchers at the National Institute for Occupational Safety and Health have developed a miniature data acquisition system (MIDAS) that can measure resistance changes and temperature, store data for later retrieval, and illuminate LED lights. This instrument can be used with strain-gaged bolts, cable bolts, CSIRO stress-measuring gages, string pots, and any other instrument that uses single-ended, resistance-type gages. MIDAS has the capability to measure up to 16 gages at preset time intervals and store more than 2000 scans, yet is small enough to fit in a 35-mm hole. Because the MIDAS consumes little power, a 9-V alkaline battery will operate the system for 6 months. Data from the MIDAS can be sent to a PC via an RS232/RS485/IRdA port. A software program was written to set operation parameters, graph data, and store all information directly to a spreadsheet. Three LED lights change from green to yellow then red based on reading levels and/or rates of change. This feature can be used with different types of gages to warn miners of possible rock instabilities. The MIDAS has received MSHA experimental permissibility approval and is currently being tested at several mines.

The Crow Indian Reservation is located in the southeastern part of Montana, stretching from near Billings, in the center of the state, to the Wyoming border in the south. The Office of Surface Mining's Casper, Wyoming, Field Office is responsible for regulating mining and reclamation on Crow tribal land. Federal legislation enacted July 11, 1987, authorized the Indian tribes to implement approved Abandoned Mine Land Reclamation Programs. In early 1988 the Crow elected to develop an Abandoned Mine Land Program under the Title IV provisions of SMCRA. The tribe's plan received final approval on January 4, 1989.
