The value of domestic raw nonfuel mineral output in 1985 was estimated at $23.7 billion, 2% above the 1984 value of $23.1 billion. This crude mineral output was the basis for approximately $244 billion worth of processed materials of mineral origin. [ ] A U.S. company permanently closed its alumina plant in St. Croix, U.S. Virgin Islands, reducing domestic alumina capacity by 10%. Another U.S. company sold its 26% interest in an alumina plant in Jamaica to its two U.S. partners. On completion of the purchase agreement, the two remaining partners promptly closed the plant for an indefinite period, citing a world oversupply of alumina and unacceptably low prices.

Two major grounding topics are covered: mine ground systems and ground-check monitors. Performance characteristics of ground-check monitors for high-voltage surface mine distribution cables and low-voltage underground mine trailing cables are evaluated. Over 20 commercially available monitors are studied to determine their utility. Several monitoring concepts are incorporated into an unusual monitor design, the prototype of which is described in detail. A comparative study of the effectiveness of several alternate methods of grounding surface mine equipment supports the system currently proposed by MSHA. An instrument design to measure earth voltage gradients is described, as well as an instrument design for measuring the effectiveness of dc haulage current return systems. An extreme analysis is made of techniques for measuring earth resistivity and resistance of safety ground beds. Electrolytic corrosion studies of earth electrodes are reported extensively also.

The U.S. Bureau of Mines has investigated the chemical vapor deposition of diamond films on tungsten substrates. The effects of deposition parameters on the adhesion of the films was determined. The films were produced using a hot filament chemical vapor deposition system. Parameters investigated were substrate temperature and methane concentration in the feed gas. Film quality, morphology, and composition were characterized by scanning electron microscopy and Raman spectroscopy. Adhesion testing was performed using an indentation technique, and the results were quantified by relating adhesion to interface fracture toughness. Diamond films with well-faceted crystalline morphology with grain size greater than 1 µm had poor adhesion properties regardless of substrate temperature or methane concentration. Diamond films with smooth morphologies consisting of rounded clusters of small (<0.2 µm) diamond crystallites and amorphous carbon phases displayed much higher adhesion, although the conditions that led to the growth of these films are not understood.

Although secondary-recovery methods have not been applied widely in California, it is apparent that increasing attention and effort must be given to this phase of recovery if the State is to maintain its high rank as a petroleum producer. Steadily increasing demands for petroleum products and decreasing rates of discovery of new oil fields, with rapid depletion of existing reserves, emphasize the prospect of an adverse situation of supply and demand in the not-far-distant future. If the trend of discoveries becomes more favorable or if more complete economic recovery of the oil in place can be obtained by secondary recovery, this situation can be averted. Not only are these reserves of economic importance to the petroleum industry for meeting increasing market demands; but economic reclamation of such reserves is an important conservation measure, which will prolong the productive life of many fields. Accordingly, progressive operators in California are alert to the possibilities of secondary recovery and have done much to implement such operations wherever feasible. Most current operations are of the pressure-maintenance type, in which the reservoir pressure is maintained or partly maintained by injecting natural gas to in-crease oil recovery. The possibilities of recovering additional oil from stripper fields by gas drive and water flooding (including water disposal) also are being tested in experimental field projects. Table 1 summarizes current gas-and water-injection projects in California.

The Ludwigshafen and Oppau plants are largely independent I. G. factories situated some 23 miles apart on the west bank of the Rhine facing lannheim. The former factory is a general organic chemical works specializing in dyes, dye intermediates, plastics and synthetic rubber,. while the latter is a heavy organic chemical factory producing ammonia, methanol, higher alcohols and their derivatives. Before the war much of the I. G. research and development work was carried out at Ludwigs- hafen; in particular the high pressure research section directed by Dr. Mathias Pier played a very active part in all hydrogenation developments. Apart from the possibility that a full scale hydrogenation or Fischer Tropsch plant had been erected at Ludwigshafen/Oppau during the war, the main objectives of an oil team investigation were: - (a) To obtain from Dr. Pier and his staff an advance general picture of German fuel production processes. (b) To study the fuel developments still in the research and pilot plant stage. (c) To examine any new developments in hydrogen or synthesis gas manufacture. (d) To look for new processes for production of high anti-knock fuel constituents and for new fuel additives. (e) To investigate new chemical syntheses based on raw materials obtainable from oil. The Ludwigshafen and Oppau factories were first visited by the large team listed in Appendix A during the period 25-31st March. The investigation revealed that no large plant for synthetic fuels or lubricants had been operated at this target. All the important members of the Fuel Research Section staff had been evacuated to Heidelberg and information on the work of this department was therefore limited to that contained in seized documents, the greater part of which have still to be examined in detail. Valuable information on synthesis gas production from hydrocarbon gases was obtained as well as interesting data on a num- ber of chemical syntheses. Two members of the above team Holroyd and Faragher accompan- ied by Major Tilley (interrogator) went on to Heidelberg, contacted Dr. Pier and the chief members of his staff on April 1st and obtained from them the hydrogenation information given later in the body of the report. Later, after visiting Leuna, Holroyd, Faragher and Ellis paid a second visit to Heidelberg and to Ludwigshafen/Oppau on 27th-30th May to check a number of details, particularly with respect to hydrogenation costs, and to obtain information on the pressure.conversion of water gas to hydrogen and on the manufacture of Wickel pressure vessels.

This three-part report provides the results of an industrial engineering study that assessed the safety and efficiency of underground ore handling in U.S. metal mines. One of the primary findings of the study was the improvement needed in controlling muck size in the are handling stream. Oversize ore is causing much additional labor, creating work stoppages, and is a principal cause of accidents in metal mines. The specific objectives of the Present Systems Study were to determine and evaluate the productivity of existing ore handling systems in a representative group of underground metal mines, to relate the available historical accident record statistics of these selected mines to the specific operations in the overall ore handling operations, and to highlight the potential areas of improvement for each mine on the basis of productivity and associated hazardous index for each operation.

A major emphasis of the U.S. Bureau of Mines is to perform research on the prevention of fatal accidents at mining operations. The leading cause of fatalities in the underground coal mining industry is groundfalls. This proceedings volume presents several new developments that are helping to prevent fatalities and reduce injuries by groundfalls. The papers focus on the problem from two different perspectives. About half of the papers present information and techniques that can be used to train and motivate miners to protect themselves from groundfalls. The other papers explain how to identify and respond to various geologic conditions that affect the stability of the mine roof. Of the 95 groundfall fatalities that occurred during 1986-90, 75% took place in Kentucky, West Virginia, and Virginia. The rate of groundfall fatalities was much higher at small mines. During 1986-90, the rate of groundfall fatalities at mines employing fewer than 20 people was 4.3 times higher than the rate for larger mines. Because so many groundfall fatalities are occurring at relatively small mines in the southern Appalachian coalfields, many of the papers focus specifically on the needs of this category of mine operations.

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation&apos;s output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers&apos; durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers&apos; new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

"INTRODUCTION For a number of years, the Bureau of Mines conducted tests on various types of structures to ascertain the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage. Associat¬ed with these tests, occasional records were made of the characteristics of the air blast or concussion from the explosions. Although the importance of the air-blast problem was recognized, the equipment was not designed for airblast measurements, nor was the early research program concerned with the problem. After the ground-vibration tests had been completed, attention was turned to study of the air blast and its effect. The program was modified, however, in certain aspects by the imminence of war and the final entry of the United States into the conflict. These modifications were made to supply information pertaining to military and civilian defense problems.Detailed discussion of these problems is beyond the scope of this report, which attempts to present preliminary results of factual and fundamental character. However, it may be noted that airblast data are urgently needed for intelligent design of both Government and non-Government buildings, which must withstand the air blast from bombs and afford maximum protection for the occupants. The safety of vital equipment above and below ground necessitates consideration of damage from air blast. Protection against use of dynamite by saboteurs, moreover, hinges largely on the effect of air blast. Identification of a planned ""accident"" involving dynamite often entails knowledge of the characteristics and power of the airblast.The peacetime problem of damage from air blast resulting from quarry and mining blasting activities is of course exaggerated by the wartime requirements of increased production accelerated operation, and enlarged development."

The contract is concerned with feasibility studies, design and fabrication of a group of prototype hand-held test instruments and machine-mounted test instruments for measurement of electrical shock hazards of mining machines. An instrument for use in open pit mining machine ground wire verification was proposed, developed, built, and tested. This report presents the design and operational theory of the open pit instrument as well as information on the program to improve the original prototype hand-held machine-mounted test instruments.

Surface resistivity techniques were used at four field sites to monitor changes in apparent resistivities with variations in soil moisture content in the vadose zone. Apparent resistivity values were correlated with gravimetric moisture contents from soil samples taken at each site. Tensiometer readings were taken at two sites and correlated with the results of gravimetric moisture contents and apparent resistivities. Moisture at two of the sites was added by extensive watering; rainfall events were monitored at the other two sites. A recharge event at a dewatering program was monitored at a fifth site. A Ghosh-Koefed multi-layer computing algorithm was used to derive true resistivities from bulk or apparent resistivities. An automated data acquisition system was developed to measure resistivity changes and to process the data in the field. These studies are the first to evaluate measurement of moisture migration in clay rich soils using surface resistivity techniques. Results indicate that surface resistivity techniques readily measure changes in moisture contents in the vadose zone in clay rich soils. Correlation of apparent and true resistivity values with gravimetric moisture contents is more complex and requires additional research.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Mercury has been used by mankind since prehistoric times. It has been, and is now, widely used in industry and medicine and has unique properties which make direct substitution difficult or impossible. At present its principal uses are for electrical apparatus, control instruments, electrolytic soda preparation, mildew-proofing paints, pesticides, and medical and dental preparations. Deposits of mercury are less common than those of other base and precious metals, but some of the deposits are very large and have been ample to meet the world&apos;s past demands. The price of mercury has had many sharp fluctuations, but in general, the limited number of producers has resulted in a more stable price structure than that of many other commodities. The United States has been one of the main producers of mercury, and from 1850 to 1961 produced 3,247,704 flasks. Yearly production since World War II has varied from 4,535 to 38,067 flasks. An estimate of domestic resources of mercury producible at various price ranges was prepared for each mercury mine by combining specific knowledge of mercury mineralization with estimates of potential, based on geologic information and past production history. The sum of the individual estimates for each price range is shown in a table. A parallel estimate of nationwide production potential was made from a study of past price and production relationships. These were analyzed by plotting yearly production figures against the previous year&apos;s price, expressed in dollars of constant purchasing power. An equation was fitted to the data by mathematical means and was used to extend the curve into areas of higher than historic prices. Potential production rates at various price levels were taken from this graph. The estimated yearly production rates were used to make an estimate of total potential based on the premise that production rates and reserves have a proportionate relationship. The rate of developing mercury reserves during the period from January 1944 to January 1962 is considered, and it is shown that if this rate can be continued, the mercury resources of the United States, at a constant dollar price of $500 per flask, are adequate to support a production of 60,000 flasks per year for 30 or more years. This publication contains a history and description of the mercury industry in every State which has had production and individual descriptions of all mercury properties which have reported significant production. Accompanying tables give the important facts about all known mercury occurrences.

Under the terms of the act establishing the Bureau of Mines, this bureau was authorized to carryon the work of testing and analyzing fuels which had been conducted by the technologic branch of the United States Geological Survey. That work included in its scope an investigation of the availability and uses ofliquid as well as solid fuels, for the original outline of the fuel-testing investigations contemplated, as soon as the funds would be available, a study of the liquid-fuel resources of the country and the making of related researches to determine how these resources could be utilized with greatest efficiency. Owing to the fact that many difficulties were being encountered in the adaptation of the heavier fuel oils for convenient use in internalcombustion engines, it was deemed best to begin the investigation of liquid fuels with tests of gasoline, a fuel in more or less general use. When this investigation began, the extensive introduction, especially by foreign powers, of liquid fuels for small naval craft had awakened much interest. However, the quality of gasoline was reported to vary materially in different countries and the quantity available was said to be rapidly decreasing, with the probability of a prohibitive increase in price. At the same time the claim was made that denatured alcohol, of fairly uniform quality, could be procured in all parts of the world, that unlimited quantities could be readily produced at a low cost, and that this fuel could be used much more efficiently than gasoline in internal-combustion engines. Such statements naturally led to a widespread belief that the time was near at hand when denatured alcohol would entirely displace gasoline as engine fuel. Therefore, the first investigations of the liquid mineral fuels logically embraced a careful series of comparative tests of gasoline and denatured alcohol in engines. A series of over 2,000 such tests was conducted at the Government fuel-testing plants at St. Louis, Mo., and Norfolk, Va., details of which are given in the following pages. The report is published by the Bureau of Mines because of the transfer of the fuel-testing investigations to this bureau.
