Underground mining, like many high-risk industries, is facing a crisis in the near future. This industry has traditionally relied on a master-apprentice relationship to train new workers, but experienced miners are retiring in large numbers, leaving few "masters" to properly train their replacements. With a recent resurgence in mining, many new miners are entering the workforce each day. The rise in the number of inexperienced workers has implications for worker safety in an industry in which one mistake can blow up the entire workplace. The explosion in the Darby Mine in May 2006 that killed five miners illustrates what can happen in hazardous environments such as underground mines. The Health Communications Team at the National Institute for Occupational Safety and Health Spokane Research Laboratory was asked to address this problem by developing new training and safety awareness materials to promote safe flame cutting and welding practices. This article describes how occupational ethnographic techniques provided insights needed for "new product development." The result of this work was a national initiative to raise awareness and to protect underground coal miners from the dangers of flame cutting and welding in an environment filled with solid fuel and methane (natural gas). Although this project was initially designed for the mining industry, the approach and lessons learned are applicable to any high-risk industry and should be of interest to other social marketing or occupational safety and health professionals.

The Bureau of Mines studied the behavior of rocks at the initial state of crater formation that results from the stresses created under a drill bit to determine which mechanical properties of rock are important in rock fragmentation by drilling. Although a definite relation between the drilling strength and relevant mechanical properties has not been established, maximum yield strength of rock is apparently a parameter of drillability of rock. The strengths of rock were considered from the Mohr-Coulomb criterion from which the surface of failure was constructed. The results from previous tri-axial tests on Solenhofen limestone were adopted to verify the criterion of failure. Inelastic behavior of some rock types was observed under a low-velocity impact of a hemispherical bit and under static indentation with a similar bit. Quantitative determinations of strengths of Solenhofen limestone) Indiana limestone, and Tennessee marble were made under static indentation. The maximum yield strength estimated from the average stress over the indented area was used as the crushing strength of rock under a drill bit.

The experimental work described in this report is part of a continuing study by the Federal Bureau of Mines of the fundamental physical processes involved in breaking rock with explosives. Six explosives were tested for their strain-producing abilities in a dolomitic marble. The explosives selected for testing had a tenfold variation in detonation pressure and a fivefold variation in characteristic impedance (product of loading density and rate of detonation). Strain pulses produced by the detonation of small charges of the explosives were recorded at distances of 5 to 130 feet. Peak strain, ?, was found to decrease with distance, R, in accordance with an exponential propagation law previously determined for other rock types, namely ? = (K/R)e ?aR The absorption constant, a, did not vary significantly with the explosive and was of the same order of magnitude as that for other rock types. The different explosives produced a fivefold variation in the value of the intercept constant, K.

General statement.-The briquetting tests conducted by the technologic branch of the United States Geological Survey had their beginning in the testing of coals and lignites at the Louisiana Purchase Exposition, St. Louis, Mo., in 1904. Briquetting tests were made at the fuel-testing plants at St. Louis, Mo., and at Norfolk, Va. Similar tests to be made at the experiment station of the Bureau of Mines at Pittsburg, Pa., form an essential part of investigations looking to the determination of the fuel value of the coals and lignites belonging to or for the use of the United States. The tests have comprised (1) the manufacture of briquets to determine the adaptability of different coals and lignites to the process and the merits of different binding materials; (2) physical tests to establish the fitness of the briquets to withstand weathering, transportation, and handling; and (3) steaming tests to prove the calorific value of the briquets in boilers of different types used by the Government, and, by comparison with the raw coals, the benefits to be derived from briquetting. Details of the tests have been issued in other publications. list of Government publications on fuel testing and briquetting is given at the close of this volume. Tests at Norfolk.-The fuel tests conducted at Norfolk included a detailed investigation of a number of Virginia and West Virginia coals that are bought by the United States Government for the Navy and for use in constructing the Panama Canal, and are extensively used by the merchant marine, manufacturing plants, and railroads. Through a cooperative arrangement with the Navy Department steaming tests of the coals were undertaken to determine the relative merits of the same coal when burned raw or as briquets in marine boilers. Preliminary arrangements were made between Joseph A. Holmes, then expert in charge of the technologic branch of the United States Geological Survey and now director of the Bureau of Mines, and Rear-Admiral Charles W. Rae, Chief Engineer of the United States Navy. The tests were made on board the U. S. torpedo boat Biddle, designated for the purpose, beginning December 6, 1907, and ending January 27, 1908. The coal used in these tests came from the Sewell and Beckley beds in the New River district of West Virginia. With the particular equipment used in the tests both coal and briquets were far. from smokeless; consequently the data of this bulletin are applicable only by analogy to parallel operation with a coal more nearly smokeless, but nevertheless applicable with much reliability. The possibilities of coals of different composition are indicated by the data to be published in a bulletin of the Bureau of Mines, wherein the present authors describe a number of tests in which only a very slight amount of smoke was emitted while burning raw coal from the Pocahontas No.3 bed, West Virginia, and briquets made therefrom at rates of combustion very much higher than any rates used in the torpedo-boat boiler. At a combustion rate of 120 pounds of the Pocahontas briquets per square foot of grate surface there was scarcely any smoke. It was the original intention to make a set of preliminary steaming tests alongside a dock (which tests furnish material for this bulletin) and to finish with a set of running tests at sea; but the running tests were never made, for lack of time and men.

The Bureau of Mines in its safety work has for a number of years advocated and recommended the use of permissible portable electric cap lamps for use in all mines. In the course of time required for the evolution from an unsatisfactory to an efficient and safe light, but encouraging increase in their use has been experienced in Alabama. As early as 1916, small installations of these safer lamps were made or an experimental basis by several operating companies, and the first complete mine installation eras made at the Virginia mine of the Gulf States Steel Co., July 1, 1918. From the experiments in 1316 and the complete equipment of the first mine in 1918 gradual progress has been made until there are now 30 installations with 10 operating companies; as a result 20 mines have been put entirely and 5 partly on, closed lights, and 3 companies equip their engineering departments; two installations of closed lights are maintained by other companies for emergency use. One of the mines partly on the electric cap lamp is an ore mine - the only one in Alabama (and one of the very few in the United States) that uses closed lights. This report discusses the development and testing of prototype gloves for underground mining work. An analysis of HSAC hand-finger injuries revealed three high-risk jobs: laborer, mechanic, and roof bolter. Laboratory tests of dexterity and protection were performed using six off-the-shelf gloves. Two prototype gloves were developed. Both were Kevlar-cotton blend knit gloves. One had polyvinyl "Ks" screened on the palm and fingers, and a hand pad sewn into the palm. The other prototype had the palm and fingers coated with a sol id layer of polyvinyl and had no hand pad. Field tests revealed that the solid-coated gloves were preferred by workers, but that the polyvinyl melted when working with hot drill steels.

This report summarizes the work performed on Bureau of Mines Contract J0199106, "Portable Trailing Cables, Splices, and Couplers - Design and Installation Considerations," from May 1, 1979 until December 31, 1981. Splice installations and considerations for the possible use of conductive-rubber shielding in low-voltage trailing cables as well as coupler installations in high-voltage cables were the principal tasks. Flammability measurements on cable components and general testing facilities for mine electrical equipment were secondary tasks. Theoretical and empirical data indicate that conductive rubber with high resistivity values is an unsatisfactory shield design for current-sensing fault detection. Elimination of partial discharge in coupler installations requires meticulous care.

Domestic expenditures by the U.S. petroleum industry have exhibited distinctive shifts in emphasis over the past 20 years. From the end of World War II to 1955, expenditures for all phases of the industry expanded. Although over one-half of all expenditures were for production, the relative emphasis was changed after 1956-58 from production toward processing and marketing. The period 1967-69 marked the beginning of a return to emphasis on exploration and production. These trends in expenditure patterns are logical and rational when related to domestic and international economic conditions and to the widespread application of improved production technology. As the immense job of developing the oil resources of Alaska and other regions begins, the petroleum industry will continue to turn to external sources for working capital. Long-term debt will probably be the principal method of external financing through 1970, but a definite shift toward new common and preferred stocks will be made. Higher product prices may be sought by the petroleum industry, but the economics of crude-oil production, changes in the tax structure, and possible changes in the oil imports control program make the price structure of crude oil and crude-oil products unpredictable at the present time.

The data in this circular were taken from publications of the United States Bureau of Mines and published annual reports of the Wyoming State Inspector of Coal Mines. The tables included are complete only' with regard to major disasters; the Bureau of Mines considers a major disaster one in which 5 or more men are killed. However, minor disasters and gas ignitions recorded in these publications are included. It is known that a number of gas ignitions have occurred of which no record is available. This is one of a series of papers by the Bureau of Mines giving by States available data regarding coal-mine explosions. This information is published in condensed form in the belief that it may be of vale to mine operators in preventing future coal-mine explosions.

The Bureau of Mines investigated methods for removing dragline bucket wire rope terminations with the objective of finding efficient methods that are safer than the method most commonly used at U.S. surface mines, which is to use the explosive impact of a projectile fired from a cannon to remove the rope termination. Removal of a wire rope termination for repair or replacement requires separation of the wedge and socket that lock together to secure the rope end. The Bureau investigated currently used methods and improved upon and tested two safer alternate methods for removing wire rope terminations. A cannon test program was conducted, using 40-and 50-gr primer (detonating) cord, to establish the possible force produced with a 4-in-bore cannon and a 55-lb projectile. Wedge and socket units supplied from cooperating mines were separated under controlled conditions to establish data on separation force requirements. The two alternate methods investigated were use of the force generated by (1) a pendulum ram and by (2) a portable hydraulic pusher. Both methods are capable of providing sufficient force to effect wedge and socket separations on draglines with up to 78-yd3 buckets under normal conditions.

The monetary metals , gold and silver , have recently been the object of such general interest that the United States Bureau of Mines has received many inquiries regarding them . Though requests for technologic information have been numerous , they have been exceeded in number by those concerned with economic aspects of these metals . The nature of the latter communications indicates that the public is not generally aware that various Bureau publications are available which deal with the economic situation of gold and silver . For this reason , it is deemed advisable to present a brief résumé of the papers which are obtainable from the Bureau or the Superintendent of Documents , together with the text of three articles recently prepared by the Director , reprints of which are not otherwise available . The Bureau of Mines compiles figures showing mine production of gold and silver , by districts and States , and cooperates with the Bureau of the Mint in determining the total annual output in the United States as a whole . 3 It recently established an annual canvass to determine the consumption of silver in the arts and industries of the United States , and published an economic paper covering such use in 1928 and 1929 , followed by an information circular on silver consumption by industry during the 2 years subsequent . A 4-year record is thus provided for those interested in utilization of silver . The Bureau has also published summarizations of all available data upon world production since 1493 of gold and of silver . It has , furthermore , rendered available a compilation of production- data of silver mines of the world , and an analysis of it , showing the proportions of silver and other metals contained in all the ores from which silver is derived . " All of these papers are concerned solely with putting into readily usable form statistical data and other factual material ; they do not offer theories or express opinions upon controversial questions related to these metals . Three other recent papers concerned with gold and silver are presented below in order to put them in shape for distribution by the United States Bureau of Mines . The goal of the Bureau of Mines diesel engine research program is to reduce exhaust emissions and minimize the risk of fires and explosions caused by the use of diesel- powered equipment in underground mines. This program has led to a fundamental understanding of the problems and to solutions that allow diesel equipment to be used safely and effectively. This volume contains reports of the presentations made at the Bureau Technology Transfer Seminar on Diesels in Underground &fines given in Louisville, KY, and Denver, CO, on April 21 and April 23, 1987. It also contains three reports of related research, not presented at the seminar, which highlight the significant achievements of a joint US.-Canadian research program on diesel emission control technology for underground mines. Topics covered in this volume include discussions of industrial hygiene problems associated with the use of diesels, accident statistics, fire and explosion control systems, measurement of diesel pollutants, emission control techniques including engine maintenance, fuel additives, diesel particulate filters, and ventilation of diesel sections. An alternative to diesel power, the hydrogen-powered mine vehicle, is also described.

There is a growing awareness among mining professionals that the human factor plays a significant role in safety and productivity. Since the 1960's, the science of human factors, or ergonomics, has been making inroads into the mining industry, and a considerable amount of research has documented human-factor-related mining problems and solutions. This Bureau of Mines report is directed toward summarizing the application of human factors to improving safety, productivity, and the general physical and psychological working conditions of miners. The aim of this report is to familiarize the readers with the role of human factors in the mining industry and the benefits that can accrue by systematically applying available human factors principles and data. The text contains 10 chapters dealing with human, equipment, and environmental factors. Each chapter builds on the previous chapter; therefore, it is recommended that the chapters be read sequentially However, if the report is used as a supplemental text, say in a mining safety course, chapters can be assigned in any order to supplement other readings.

In terms of a Research Proposals supported by a Grant Agreement dated 30 June 1973, the author was commissioned to prepare an annotated bibliography of mine fires. The main objective was to conduct a comprehensive program of library research and search of official files to prepare a list of articles dealing with actual occurrences of mine fires. This bibliography as now completed includes an annotated reference from each article or report cited, underlining the cause, extent, methods used, procedural errors made, results achieved, ventilation effects, and lessons learned from the operation of subduing the particular fire.
