This U.S. Bureau of Mines report reviews the state of the art in blind pneumatic stowing of backfill in voids in abandoned coal mines. It contains a short history of the development of pneumatic equipment in mining and four recent case histories of blind pneumatic stowing. Limitations of pneumatic stowing in terms of equipment wear, costs, backfill material, and methodology are discussed, and some new procedures and designs are reviewed. A bibliography covering pneumatics in mining is included also. This report provides background for the preparation of a Bureau test program in which the variables affecting the efficiency of pneumatic backfilling will be studied using a full-scale surface test facility.

This report presents a Bureau of Mines study on the cost of mine permitting and compliance with environmental regulations in Alaska. It discusses permitting requirements and procedures for placer and lode mines. Placer miners must comply with recently established (1988) water quality regulations and effluent treatment requirements. To estimate the impact differing treatment options (no recycle, 100% recycling, and flocculation) have on a placer mine's rate of return, three models (1,500, 1,000, and 500 yd3/d) were simulated. Rates of return for these models show a marked decrease as effluent treatment is increased. The incremental increase in operating cost from one treatment option to the next is relatively small; however the opportunity cost of lost production if' significant and accounts for the decreasing rate of return with increased effluent treatment. Lode mines face greater costs for permitting and compliance than similarly sized placer mines as a result of the impact of the operation. Direct permitting costs for lode mines range from 2 to 6% of total project cost, with 4% the most common figure cited by industry. Total costs for permitting and compliance are approximately double those for permitting. Indirect costs associated with compliance include mitigation, monitoring, and reclamation.

This volume summarizes mining and petroleum legislation in 45 African jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identification of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added. In countries where minerals are subject to control of states or provinces, those areas are considered separately from the central government.

A study of the consumption of reagents used in flotation gives useful data as to the market which employment of the flotation process creates for the manufacturers of the necessary chemicals and oils, and furnishes a useful clue to the trends in flotation practice influencing the choice of reagents used and the' extent to which new reagents are displacing less suitable older reagents. In the present investigation an attempt has been made to cover both of these phases of the consumption of reagents in flotation. Unfortunately, however, the data collected in tie various districts have not been equally informative; some operators have reported very completely both the consumption of reagents and the metallurgical results obtained therewith, while others were apparently unable to supply these figures in sufficient detail to meet the requirements of this investigation. RESULTS OF INVESTIGATION Table 1 gives the tonnage of ore treated by flotation, as reported. This table shows that flotation has been most largely used in the concentration of copper ores, next in complex lead-zinc ores, followed by lead ores, zinc ores, miscellaneous ores, and copper-iron ores.

This report is based on data collected in and about the Liberty mine of the Liberty Fuel Co. by D. J. Parker and W. W. Kessler on December 13 and 14, 1933. An important phase of an examination to determine the general condition of a mine with respect to safety is the collection of dust samples from rock- dusted areas. Definite conclusions, based on intelligent interpretation of the analyses of such samples, can be reached only when the general condition of the mine is known. A similar examination and report were made on this property in January 1930 by D. J. Parker and R. I. C. Manning. Since that time much has been done by the management to improve safety conditions in this mine. The changes made will be noted in the course of this report. The mine is in Spring Canyon at Latuda, Carbon County, Utah, and is served by a branch line of the Denver & Rio Grande Western Railroad about 7 miles long and connecting to the main line near Helper, Utah. The writer desires to express his sincere appreciation for the many courtesies and helpful cooperation extended by Superintendent George Schultz and Mine Foreman F. W. Koelling.

Objective: Workers with hearing loss face special problems, especially when working in noise. How­ever, conventional hearing conservation practices do not distinguish between workers with normal hearing versus impaired hearing. This study col­lected information from workers with self-reported noise exposure and hearing loss, supervisors of such workers, and hearing conservation program managers through focus groups and in-depth inter­views to evaluate their perspectives on the impact of hearing loss on safety and job performance, the use of hearing protection, and information needed to appropriately manage hearing-impaired workers who work in noisy environments. Results: Concerns about working in noise with a hearing loss could be grouped into the following 10 categories: impact on job performance, impact on job safety, impaired ability to hear warning signals, impaired ability to monitor equipment, interfer­ence with communication, stress and/or fatigue, impaired communication caused by hearing protec­tor use, reduced ability to monitor the environment as the result of hearing protector use, concerns about future quality of life, and concerns about future employability. Mostly, there was an agree­ment between the perceptions of workers, supervi­sors, and hearing conservation program managers regarding difficulties associated with hearing loss and consequent needs. These findings suggest that noise-exposed workers with hearing loss face many of the same problems reported in the literature by noise-exposed workers with normal hearing, with additional concerns primarily about job safety as the result of a reduced ability to hear environmental sounds, warning signals, and so forth. Conclusions: The study outlines potential chal­lenges regarding job safety and hearing conserva­tion practices for noise-exposed, hearing-impaired workers. Awareness of these issues is a necessary first step toward providing appropriate protective measures for noise-exposed, hearing-impaired workers. Of the 19 million adults in the United States with some degree of hearing trouble, nearly half are currently employed in the workforce (NCHS, 1994). More than 30 million US workers are exposed to hazardous noise levels, and noise-induced hearing loss is the most common occupational disease in the United States (NIOSH, 1996). Many workers incur their hearing losses during the first 5 to 10 yrs of employment (Rosler, 1994; Ward et al., 2000) and subsequently work the rest of their careers in an environment where noise and hearing loss interact to impair their ability to hear communication and other important signals. Workers with hearing loss who are exposed to hazardous noise levels present a dilemma to hearing loss preventionists. On the one hand, it is of great importance to ensure that their residual hearing is protected from the damaging effects of the noise to which they are exposed. On the other hand, how­ever, traditional hearing protectors serve to further “deafen” such workers, making communication more difficult and impairing the detection of environmen­tal sounds and warning signals. These workers have special needs that must be addressed. However, conventional hearing conservation practices do not distinguish between workers with normal versus impaired hearing; and, to date, no governmental or professional organization has developed specific guidelines or policies concerning the accommodation of noise-exposed, hearing-impaired workers. Some research regarding noise-exposed, hearing-impaired workers has been completed. These studies have primarily focused on three areas: (a) speech intelligibility in noise versus quiet, with and without various types of hearing protection devices (Abel et al., 1982; Abel et al., 1993; Abel & Spencer, 1997; Rink, 1979; Suter, 1989); (b) signal detection and localization under similar conditions (Abel et al., 1993; Abel et al., 1985; Abel & Hay, 1996); and (c) the use of hearing aids as hearing protectors (Berger, 1986; Dolan & Maurer, 1996; Hétu et al., 1992; Hétu et al., 1993). Research in these three areas has provided an initial framework for development of a management para­digm for these workers. [The purpose of this report is to present results of tests on the effectiveness of a spray of water mist, commonly called compressed-air water blast or water blast, in reducing the concentration of dust present in the air shortly after blasting and during mucking of the blasted material. Many observations have been male on the effectiveness of such ,sprays, but published quantitative information on comparative dust concentrations with and without their use, obtained by dust-sampling methods in use in this country, is rare if not absent. Tests conducted. in South Africa about 19164/ and more recently in England5/,6/ have shown that such sprays reduce the dust concentration to very low values within a fen minutes after blasting.]

Elastic-plastic finite-element simulation of cut-and-fill stoping in deep, narrow veins shows substantial quantitative agreement with field measurements of stope closure and fill pressure made at two mines in the Coeur d'Alene mining district of northern Idaho. The simulation procedure, validated by field data, was used in an analytical study of vein-wall closure and sill-pillar stress as influenced by fill modulus, rock modulus, and premining stress. Ratios of closure and pillar stress in the filled stopes to closure and pillar stress in the unfilled stopes are used as prediction indices for fill performance. In general, the support capability of fill increases dramatically as the ratio of fill modulus to rock modulus approaches 1. A significant reduction in closure .from the open stope--up to 75 percent--occurs with a relatively low-quality 10-ksi-modulus fill (rock modulus of 1,000 ksi). However, a higher quality fill is needed to achieve a substantial reduction in pillar stress from that of the open stope. A 100-ksi-modulus fill reduces pillar stress in both the 36-foot and l6-foot pillars (vein width is 10 feet) by about 50 percent relative to the open stope.

The oil- shale studies of the Bureau of Mines , conducted in cooperation with the State of Colorado and the University of Utah , have for their primary purpose the determination of retorting and refining conditions most favorable for obtaining the highest yields of most satisfactory products . Oil shales , typical of the deposits in several States , are retorted in carefully controlled retorts of differe types , the conditions being varied in successive runs as the results indicate that improvement in the yield and quality of the products most desired may be expected . Each shale presents a somewhat different problem , for it has been found that different shales treated under similar conditions yield products of different natures , and also that the same shale will yield products of different natures when retorted under different conditions . Some shales apparently can not be made to yield , under any set of conditions , products of so high an order as are yielded by other shales . This indicates that the oil -yielding materials of certain shales differ in constitution and in their manner of breaking down when undergoing destructive distillation . Other shales appear to contain oil - yielding materials that resemble each other closely as regards chemical constitution , yet they require some. what different conditions of treatment , if products of similar nature are to be produced from each . In such cases the controlling factors seem to be the richness of the shale that is , its content of oil -yielding material and the physical and chemical nature of its mineral parts .

In the commercial evaluation of coal tars, a distillation analysis properly carried out is of considerable importance. Close attention must be given to this operation in order to obtain consistent results and to secure the minimum decomposition of the tar compounds, which in many cases are sensitive to undue heat effects. Low-temperature tars in particular contain compounds of this nature, while in the case of tars produced at high temperatures the large proportion of pitch present has an adverse influence during a distillation. If excessive cracking takes place, the composition of the distillate will naturally vary from the normal, with the result that all the analytical criteria subsequently obtained are affected. Where tars, produced over vide ranges of carbonization temperatures are investigated as in the survey of gas, coke, and by-product making properties of American coals nor being conducted at the United States Bureau of Mines Pittsburgh Experiment Station, the method of distillation must necessarily be the sane for all of the tars studied. Also, it must function equally well for both low and high temperature tar, permit accurate fractionation, and reduce adventitious decomposition to a minimum.

The mine of the Eureka Standard Consolidated dining Co. is at Dividend, Utah, in the Tintic mining district. It is operated under the same management and controlled by the Antic Standard Mining Co.; the two properties adjoin each other. The Eureka Standard is worked through a vertical shaft; the ore is mined by a stringer-set-and-fill method. One hundred and thirty men were employed in April 1933. The normal daily tonnage is 100 tons; the ore is shipped to the smelter at Garfield, Utah.

The Bureau of Mines investigated variations in the activation energy for the carbon monoxide reduction of magnetite and ferrous oxide with respect to the state of aggregation of the oxide material. Reduction phenomena can only be satisfactorily explained by including an adsorption step in the reduction process. Summation of the values of the exothermic heat of chemisorption and the variable apparent activation energy for reduction yields a nearly constant value of about 50 kcal for either ferrous oxide or magnetite regardless of whether they are aggregated in pelletized form or coarsely crystalline particles.

The Bureau of Mines has been developing breathing and metabolic simulator technology since 1970. Breathing simulation has been widely achieved throughout the world and used in the testing of open-circuit breathing apparatus, but satisfactory metabolism simulation has not been achieved. This situation required that the testing of closed-circuit breathing apparatus, which are the only type used in mines, be done using human test subjects. The goal was a machine that could accurately simulate both the breathing and the metabolic functions of a human being for testing of closed-circuit breathing apparatus. The advantages of using such a machine instead of a human being for testing respiratory protective devices lie in its ability to quantify metabolic input, its repeatability, and the lack of a need to deal with the vagaries of human subjects. This report will describe the breathing and metabolic simulators that have been developed and used by the Bureau over the past 15 yr.

An evaluation is made of a lime-soda sinter process for extracting alumina from anorthosite. In this process, alumina is extracted by sintering anorthosite with soda ash and limestone, and then leaching the sinter with a dilute sodium carbonate solution. The sodium aluminate solution formed during leaching is separated from the residue and treated with lime in autoclaves to remove dissolved silica before alumina trihydrate is precipitated with carbon dioxide. The trihydrate is then calcined to a-alumina. Two options, dry grinding and wet grinding, are used in the sintering step. For plants producing 1,000 tons of alumina per day for the dry grinding and wet grinding options respectively, the estimated operating costs are $75.40 and $74.36 per ton of alumina when charging $2.50 per ton for anorthosite and $1.00 per ton for limestone. The fixed capital costs based on a Marshall and Stevens chemical equipment index of 240.0 are $76 million and $70 million respectively. This process, when treating anorthosite, using either option, is not competitive under current economic conditions with the Bayer process treating bauxite to produce alumina.

The U.S. Bureau of Mines has determined a method for calculating coal mine portable power cable thermal life for a specified temperature loading. This work was the culmination of a multifaceted research project involving (1) accelerated life tests of insulation and jacket materials and (2) steady-state and cyclical loading of cables. Composite Arrhenius curves were derived for common insulation and jacket materials to identify the key cable quality that precipitates thermal failure. Plots of temperature rise versus current for popular cable sizes were then referenced to develop a correspondence between cable life, based upon thermal degradation and current loading. Predictions of cable thermal life were made through integration over variable load cycles and, consequently variable operating temperatures. This procedure may have utility for both the U.S. Mine Safety and Health Administration and mining machine designers in determining the appropriate cable size for new equipment.

A fire detection research program conducted at the National Institute for Occupational Safety and Health (NIOSH) Pittsburgh Research Laboratory (PRL) recently demonstrated the advantage of multiple fire sensors for early fire detec¬tion and nuisance alarm discrimination in underground coal mines. As an example, research has shown that an appropriate combination of smoke, CO, and metal oxide semiconductor (MOS) sensors has the capa¬bility to detect a smoldering conveyor belt fire which produces low visibility due to smoke, but CO concentrations too low for an early fire alarm. Such a sensor combina¬tion has the additional advantage of being able to distinguish a nuisance alarm event such as those produced by diesel engines or acetylene torches from mine fire products¬-of-combustion (POC) produced by a real tire. Research has also shown that the problem of hydrogen (H2) gas cross-interference with chemical CO sensors at battery-charging operations in diesel-emissions backgrounds can be resolved with a smoke sensor and a MOS sensor sensitive to NOx associated with diesel emissions. Other underground conditions, such as rock dust, exacerbate the problems with sensors. NIOSH has developed a neural network that takes many of these variables into account as it assesses real-time sensor data to discriminate nuisance alarms.

Although haulage truck collisions account for only a small percentage of haulage accidents, the likelihood of severe injury, or even death is very high when such a collision does occur. Most rear-end collisions also result in considerable equipment damage, creating a need for expensive repairs. To improve collision protection, some southwestern surface mines have, for several years, been fabricating and using extended bumpers. In cooperation with these mines, the Bureau of Mines has worked to improve this technology by evaluating the structural requiremnts of extended bumpers. How Extended Bumpers Help The Bureau found that when one large rear-dump haulage truck collides with the rear of another an extended bumper protects the driver of the vehicle that is struck by dissipating the impact energy into the rear tires and pushing the whole vehicle forward. An extended bumper also prevents the box on the truck that is hit from penetrating the cab of the other truck-a typical and serious collision hazard. A further advantage derives from the wide design of the extended bumper which helps prevent damage to truck ladders, thereby minimizing any entry or exit problems. Extended bumpers also provide safe work platforms at the front of large haulage vehicles.

This report provides the results of a two year study of the projected time and cost requirements for new mine development in Wisconsin and is based on a unique blend of information from mining company officials, state regulatory agency officials and contractor experience. Through formal cooperative and review agreements with Kennecott Copy per Corporation, Exxon Minerals Co., U.S.A. and Noranda Mines Ltd., and the Wisconsin Department of Natural Resources plus informal arrangements with knowledgeable Wisconsin persons, lists of the tasks and subtasks required to plan a new mine in Wisconsin were developed. Times and costs were assigned to all tasks and subtasks and these data reviewed by all cooperators. Critical Path Method Diagrams were then developed for a generalized mining project. Total time and cost for the premine planning process was estimated to be 25..1 years and 223 person-years of professional time excluding public affairs effort respectively. By eliminating redundancies in the process and by increasing project efficiency through early public review and participation, recom¬mendations were made to lessen the time and lower the cost of premine planning. The streamlining recommendations could shorten the overall critical path length to 18.16 years and lower the cost to 208 person-years of professional time excluding public affairs effort. The estimated distribution of professional effort (cost) for mine planning in Wisconsin approximates 50.5% for traditional mine engineering tasks, 36.6% for environmental-regulatory tasks and 12.9% for traditional geological-exploration tasks.
