The Bureau of Mines Minerals Information organization collects worldwide data on virtually every commercially important non fuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. This data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 829), to place the collection of mineral statistics on an annual basis. The most recent authority for the Bureau of Mines Minerals Information activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress), which strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Probabilistic design is gaining wider acceptance in the rock engineering community since it allows more rigorous determination of risk relating to ground fall or excavation instability. Risk analysis can be conducted by various means, but the basis is formed by either objectively or subjectively determining probability of occurrence of an event. In the case of rock engineering, this event is either instability or excavation failure. Rock mass classification systems provide objective analysis of data collected on a typically subjective basis that also relate closely to excavation stability. A probabilistic analysis technique is presented that uses statistical distributions of rock mass and material properties, ground support fixture specifications, stress conditions, opening geometry, and ground support installation quality to more rigorously determine probability of failure for an underground opening and the subsequent risk to personnel.

A mineral survey of the Fisher Gulch RARE II area (A5299), Trinity County, California was conducted by the U.S. Bureau of Mines and U.S. Geological Survey. The Bureau of Mines was responsible for detailed examination of mines, prospects, and mineralized zones; the Geological Survey conducted geological, geochemical, and geophysical studies of the area. The area is underlain by the Salmon Hornblende Schist. Tonalite stocks 1.5 mi (2.8 km) to the east and northeast of the area intrude the schist and are closely associated with the nearby nines (Cox, 1967). The mines have quartz veins containing sulfides and gold in shears trending east to north past in the schist and tonalite (Hotz, 1972). Strewn and terrace gravel s occupy most of the drainages, many have yielded substantial quantities of gold.

This Bureau of Mines report presents a method of standardizing forecasts of mineral consumption that attempts to resolve the problems caused by the use of different data bases, different definitions of minerals consumption, and different base years for making projections. Using this method, forecasts of U.S. and world mineral consumption, in the year 2000, for nine commodities (aluminum, chromium, cobalt, copper, manganese, nickel, tin, tungsten, and zinc) are standardized and compared. Also selected forecasts or associated growth rates are used to generate implied values of consumption for 1980-83, which are then compared to actual values of consumption for 1980-83. The economic growth predictions underlying the forecasts are examined, and some general conclusions are drawn. A description of each methodology used to generate these forecasts is given in an appendix.

This report describes the development and testing of a prototype tunneling machine. Principal efforts were aimed at testing of the fragmentation subsystem of a continuous drill and blast hard rock excavation machine suitable for use in underground mining and tunneling applications. The concept utilizes a unique self -shielding spiral blasting pattern that permits efficient performance with relatively small single shots, while at the same time directing major blast fragments at right angles to the tunnel axis. A major accomplishement was the development of a remote controlled, loading and initiation system in which explosive slurry and a detonator are Simultaneously placed (pumped) into the blasthole via a loading hose. The special electric long-delay detonator is inductively ignited upon emplacement, and the machine remains at the face during the blast.

Proper design characteristics for a seismic system to locate miners during a mine disaster are considered in terms of a total system concept. Field hardware, processing equipment, operating personnel, deployment, training, and supportive R and D are necessary elements of the total system. Each of these elements is discussed and an indication given as to the requirements necessitated by each one. Hardware must be portable, rugged, and fieldworthy. Processing equipment must be simple to operate, expandable for future processing improvements, and ruggedized for field use. A small well-trained team must be available for quick response in times of emergency. Alternative deployment procedures are necessary to allow for a variety of situations including both ground and air delivery. Supportive R and D is used to support training and upgrading of the system.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

This bulletin is a detailed study of low-temperature, entrained-bed carbonization of a Texas lignite. The lignite studied was from the Sandow strip mine and is representative of the Rockdale formation of the Wilcox formational group. Carbonization was conducted in a continuous entrained-bed reactor at several temperatures in the 8801 to 1,52°C F range, and at air-coal ratios it the 0 to 10.30 scf/lb range (moisture- and ash-free basis). Carbonization rates ranged from 97.1 to 410.0 lb/hr (as-received basis), At the higher air-to-coal ratios employed, all or most of the carbonization heat was provided by internal combustion with air in the reactor. At the lower air-to-coal ratios, parts of the heat for carbonization was supplied externally. It was demonstrated that the entrained-bed carbonization of lignite is a complex reaction and that several variables, of which carbonization temperature, air-to-lignite ratio, and the average size of lignite are important, act together to influence both the carbonization yields and the properties of the resultant products, Process variables established by pant tests were used to design the industrial scale carbonizer operated at Rockdale, Texas, by the Texas Power & Light Company as agents for the Aluminum Company of America. Properties of the carbonization product obtained from the industrial scale reactor were essentially the same as those obtained from the pilot plant reactor operated under the same conditions.

This three volume final report summarizes the activities and conclusions of this contract. The objective of the contract was to develop noise control modifications on a retrofit basis, for auger miner coal-cutting systems. Manuals were prepared to assist mine shop personnel in retrofitting the auger miner with these noise controls. Final Report Volume I - Details all vibration and acoustical tests conducted in development of the noise controls. Final Report Volume II - Noise Control Modification Manual for the Jeffrey 100-L Auger Miner describes the various noise control modifications to the auger miner, along with fabrication procedures, cost and vendor information. Final Report Volume III - Noise Control Modification Manual for the Jeffrey 94-l Bridge Conveyor describes the various noise control modifications to the bridge conveyor, along with fabrication procedures, cost and vendor information.

"The increase in tunneling operations that requires working under pressures greater than that of ordinary atmosphere has raised the question of the use and possible limitations of respiratory protective devices under such unusual conditions. As little, if any, information is available, there is need for a comprehensive study of this subject before specific recommendations can be made. In the absence of such data it seems desirable to make a few preliminary observations regarding the problems associated with wearing respiratory protective devices under increased air pressures.Two distinct problems must be considered--the mechanics of the apparatus used under such conditions and the physiological effects of increased pressures on wearers of respiratory apparatus. For a number of years, the Bureau of Mines conducted tests on various types of structures to determine the effect of seismic vibrations emanating from quarry blasting in an effort to determine an index of damage . Associated with these tests , occasional records were made of the characteristics of. the air blast or concussion from the explosions . Although the importance of the air - blast problem was recognized , the equipment was not designed for air -blast measurements , nor was the early research program concerned with the problem . After the ground - vibration tests had been completed , attention was turned to study of the air blast and its effect . The air - blast problem in reference to quarry and mine blasting may be divided conveniently into three phases : (1 ) Determination of the fundamental characteristics of the air blast , such as the pressure - time relationship , speed of propagation, attenuation , and the like ; ( 2) effect of blasting conditions on these air -blast characteristics ; and ( 3) determination of the conditions necessary for damage to structures . The initial step was the development of microphones suitable for recording the anticipated blast pressures. Such microphones were designed and built during 1940 , and described in technical detail for publication ( 2)3/. Briefly, the microphone adopted was a small, plate - diaphragm condenser type . The recording was through special transducer amplifiers with low -frequency response to zero cycles per second and a Duddell - type oscillograph of special design .

The development of glass-making industries in the Pacific Northwest as well as other industries that use pure silica has been retarded by lack of local supplies of low-cost raw material. Several quartz deposits along the Skagit River constitute the only known source of relatively pure silica within the range of cheap transportation to the Seattle industrial area. Although some silica has been mined from these deposits, very little information regarding their size, grade, and other physical characteristics has been available to the general public. As a part of its program of investigation of the mineral resources of the Pacific Northwest, the Bureau of Mines assigned the writer to examine the Skagit River silica deposits in October 1946. This report presents the factual data obtained from an examination of the so-called Stoner, Bacon Creek, and Pressentin deposits. These deposits are the largest and most easily accessible known to exist in the area. The deposits are near Marblemount, which is on State Highway 17A. They are within 1 mile to 1-1/2 miles of the Skagit. River Railway, which provides transportation to Seattle, a distance of 130 miles. None of the deposits has been developed thoroughly. The Stoner deposit, however, has been developed by a quarry about, 5,0 feet square and has been exposed by hydraulic removal of the overburden throughout a distance of 180 feet along the hanging wall of the vein

"Following passage of the Coal Mine Health and Safety Act of 1969 (Public Law 911173), the Bureau of Mines initiated a research program aimed at controlling respirable dust exposures of coal mine workers. Respirable dust is the dust that gets into, and interacts with, the lungs of those who inhale it. It has long been recognized as a severe health hazard to mine workers. This program has been implemented by a team effort consisting of the Bureau's in-house capabilities, the Generic Center for Respirable Dust, and contractors, as necessary. Over the years, Bureau research has addressed principally three areas:o Compliance with the Federal 2.0 mg/m3 dust standard (1970-76).o Dust control for longwall mining (1976-1983).o More stringent respirable dust standards due to quartz dust (1983-1987).In addition, fundamental studies have been conducted by the Generic Center for Respirable Dust, with emphasis on penetration of dust into the lung. Accomplishments have been significant, but problems remain, as noted later.The Coal Mine Health and Safety Act of 1969, established a 2.0 mg/m3 dust standard for all coal mining operations, underground as well as surface. At the time of enactment of this legislation, the industry was averaging approximately 4.0 mg/m3. The Bureau of Mines respirable dust research program played a significant role in identifying and developing effective technology to allow better compliance with this new standard, thanks to industry implementation and Federal enforcement."

The Bureau of Mines performed experiments to determine concentrations of toxic gases and liquids, and smoke-particle diameters and diameter-concentrations evolved during degradation of PVC-derived brattice with and without nylon-woven fabrics, fiberglass, cotton, and jute brattices, and other mine materials. The samples were exposed in a 20-L chamber at temperatures of 1500 to 4500 C, with a chamber airflow of 10 L/min; 27.3 cm3/s of which was directed into a submicrometer-particle detector-analyzer. During the degradation of PVC-derived brattice, large concentrations of hydrogen chloride (TLV, 5 ppm; STEL, 100 ppm) evolved at a temperature as low as 2000 C. The minimum toxic load of 3.1 mg or 40 ppm in 50 L of dilution air, with O.l~g weight loss, may be reached at a mine face with 314,000 L of dilution air, at the 5th min, during which less than 1 kg of brattice undergoes combustion. Fiberglass, cotton, and jute brattices, pine wood dust, and coal dust showed small concentrations of carbon monoxide evolving during early stages of combustion. Hydrogen cyanide gas evolved from the PVC-derived, nylon-reinforced brattice; at a later stage of combustion, large concentrations pf carbon monoxide and dense smoke evolved from all PVC-derived brattices. Experiments to characterize smoke particles showed that marked differences exist in particle diameter-concentrations among the materials.

The Federal Bureau of Mines has studied solvent extraction as a means of concentrating the mineral components in coal. Solubilities of a number of American coals were determined using abietic acid as a solvent. The effect of rank on solubility was investigated, and maximum solubility was found with coals of intermediate rank. Vitrinite is the most soluble petrographic component; fusinite, micrinitc, and exinite are nearly insoluble. Spore exines also have a low solubility. Abietic acid is a hydrogen donor and reduces pyrite to ferrous sulfide. Mild hydrogenation of high-molecular-weight fragments of the coal structure to those of lower molecular-weight probably contributes to the solvent action. Even where solubility of the coal substance exceeds 90 percent, contamination of the mineral matter with coal makes identification of the mineral components difficult. Further separation might be possible by the application of float and sink techniques to the residue. INTRODUCTION Work n the solvent extraction of coal is conducted to recover commercially useful products and to characterize coal;. and obtain information on their structure. Some coals, particularly those of low rank, contain waxes, resins, and humic acids which can be removed by solvent extraction and find varied industrial uses. In World War II, solvent extraction of coal was conducted on a commercial scale in Germany to obtain a low-ash feed material for hydrogenation and to produce electrodes carbon for the aluminum industry.4 5/

The cross-measure borehole technique is being studied by the Bureau of Mines as an alternative to the use of surface gob boreholes as a means of controlling methane in gobs during longwall mining. Small-diameter holes are drilled from underground locations into strata overlying the mined coalbed. When the roof strata are fractured by the mining opera- tion, a partial vacuum applied to the boreholes draws the methane out of the fractured strata and prevents it from entering the mine ventilation system. Tests in the Upper Kittanning Coalbed showed that 50 pct of the methane produced by the longwall mining operation was captured by the cross-measure boreholes. Borehole inclination and penetration into the gob are two important borehole parameters that affect the performance of the cross-measure borehole system.

"Records of individual wells form the basis for the successful operation of any company engaged in the production of petroleum. The expense attached to the compilation of records is negligible in comparison with the benefits resulting from their use. There a company has not a complete system of records, immediate attention should be given to the preparation of forms upon which to collect data, and, to the collection of data for these forms. The records needed vary with each district, but for each field a set should be adopted that will best meet the needs of each property. Practically all operators, and particularly all successful operators, agree on the necessity of good records, shopping what the wells have done, are doing, and may be expected to do in the future. Any operator realizes the value of records of sales of oil and should place almost equal emphasis on the records of well logs and histories showing the east and present performances of wells. Indeed, trustworthy records are absolutely necessary for the proper operation of any oil or gas property.Complete records should be kept on each well from the time the location and elevation are determined until the well is abandoned, and the engineer should review old records often enough to be familiar with the past performance of the various wells and with the conditions that affect production. A spectrographic method for the determination of 18 impurities in cerium is presented. The carrier distillation technique is utilized to separate the spectra of impurities from the complex spectrum of cerium. Metal samples are ignited to the oxide, mixed with silver chloride carrier containing an internal standard, and excited with a 20-ampere direct-current arc. An additional exposure, made after carrier depletion, provides for the determination of refractory elements. Experiments to determine the best carrier, sample-carrier ratio, electrodes, arc current, exposure conditions, internal standards, and any matrix effect are described. The relative standard deviation of the method at the 20- and 200-part-per-million levels is about 25 and 15 percent, respectively. The average relative error is about 20 percent in the 10- to 1,000-part-per-million concentration range.

The Bureau of Mines sponsored development of a system to remotely energize and de-energize the trolley wire in a section in response to demands from vehicles as they enter and leave the controlled section. The system developed utilizes a detector/actuator that controls a dc contactor at the outby end, and a 3 kHz oscillator at the inby end. A prototype system has been built and installed at the Bureau's trolley test site at Bruceton, Pennsylvania which has demonstrated the ability to also provide load discrimination for faults of 300 amperes or more. The system could readily be modified by locating the oscillator on the vehicle to provide automatic de-energizing of the trolley wire when the vehicle's pole is removed or the vehicle leaves the section.
