Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

Design features of a deep-level shaft by D. H. HILLHOUSE. Pr. Eng.(Visitor)- and G. LANGE. Pr. Eng.(Fellow) Design and technical features of a large, deep shaft are described, and details of the sinking equipment are given. Special features in shaft steelwork, materials handling, and station layouts are described and illustrated. The details of the precast brattice wall are given, together with the reasons for the separation of all steelwork from the brattice wall. A newly developed device for the location of the shaft conveyances while loading or unloading at underground stations is briefly described and illustrated. The paper concludes with a summary showing the rates of progress and costs for the shaft-sinking operation.

The mining industry is making increasing use of pumped tailings fills. The properties that affect the performance of tailings fills are described by means of typical examples. They are the particle-size grading for maximum density, the water content for pumpability, settlement after placing, compression and drainage under stress, shear strength, and resistance to shock loading.

THE THIRD INTERNATIONAL GEOCHEMICAL EXPLORATION SYMPOSIUM (Summary Account) This Symposium, co-sponsored by the Canadian Institute of Mining and Metallurgy and the Society of Economic Geologists, was held in Toronto, Canada in April, 1970. Over 700 delegates attended from 26 countries. Ninety papers were presented at the symposium and another 18 papers were read by title. The programme included: An Opening Session, Five General Sessions, a session on Remote Sensing Methods, a session on Geochemical Prospecting for Petroleum and Natural Gas, a session on Primary Halos and Lithogeochemical Methods, and a session on Statistics and Evaluation of Geochemical Data. The delegates were welcomed by Dr J. M. Harrison, President of the Canadian Institute of Mining and Metallurgy and Dr C. H. Smith, Regional Vice-President, North America of the Society of Economic Geologists. Dr D. R. Derry of Toronto delivered the opening address to the Symposium entitled 'Geochemistry-the link between ore genesis and exploration'. Dr Derry considered the various hypotheses on the origin of economic mineral deposits and expressed his belief that the next ten years will show evidence of an increased proportion of ore bodies that owe their origin, at some stage in time, to supergene agencies. He stressed that 'there are no sharp divisions between processes that form and destroy ore bodies at or near surface and those that form or destroy them at a depth of 20 kilometres in the earth's crust. The more we understand about the migration and concentration of metals the more accurately we can apply this knowledge to searching for unknown concentrations, whether at rock surface or at depth. To learn more about these processes of ore genesis we must rely on geochemical studies co-ordinated with field observations'. The five general sessions included accounts of progress in geochemical prospecting in different countries of the world, case histories describing the application of soil, stream sediment, geobotanical and biogeochemical techniques, papers on the behaviour of different elements under varied environmental conditions, discussions on analytical methods and the use of stable isotopes in mineral exploration. It is anticipated that the proceedings of the Symposium will be published late in 1970 or early in 1971 as a Special Volume of The Canadian Institute of Mining and Metallurgy. All registrants at the Symposium will receive a copy of this publication and copies will be available for purchase. At a special meeting called during the Symposium, charter members of the Association of Exploration Geochemists approved a constitution and elected an interim Council which will organize procedure and formulate policy during the coming year. The interim president of the Association is J. Alan Coope, Newmont Mining Corporation of Canada Limited, Toronto, Canada. More information on the constitution and membership in the Association will be distributed to learned societies and technical magazines in the near future. Membership will be open to exploration geochemists in all countries of the world. SOUTH AFRICAN COUNCIL FOR PROFESSIONAL ENGINEERS Report on Registration The Professional Engineers Act (Act 81 of 1968) came into force on the 14th February, 1969. At the time it was recognised that the success of the Act would depend in large measure on the extent to which engineers in South Africa would become registered professional engineers in terms of the provisions of the Act. The promulgation of the Act and its provisions relevant to registration were the subject of considerable publicity during 1969. This has resulted in a rate of application for registration far beyond the capacity of the very active committees set up for this purpose by the South African Council for Professional Engineers (SACPE). To give some idea of the task before these committees and before SACPE itself, which must ratify each case,

'We are going to be short of engineers for the foreseeable future, and particularly short of civil and heavy-current electrical engineers'. This is the basic message that emerges from the report 'The supply of and demand for engineers, 1984,t, prepared by Dr Philip Lloyd and Professor Bob Plewman for the Federation of Societies of Professional Engineers (FSPE).

The Czechoslovak Scientific-Technical Institute has arranged the international conference 'Hornicka Ostrava' for four or five days at the end of October, 1969, as part of the preparation for the international 'Miners' Congress' on deep coalextraction in 1970. The keynote of the conference is 'New Techniques in coal mining,' and will be covered by five groups dealing mainly with: 1. New trends in the opening of mines, optimal parameters, projections, equipment, utilization of computers for economic analyses, etc. 2. Increase in efficiency of coal extraction in deep mines, technology, concentration, pressure control, optimization of material and coal transport. 3. Modernization of devices for increased safety and working conditions, new trends in explosives, new techniques for reducing environmental diseases. 4. Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each project's feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

The development of short- and medium-term mine production schedules in isolation from each other has meant that only a local optimum can be achieved when each scheduling phase is carried out. The globally optimal solution, however, can be achieved when integrating scheduling phases and accounting for the interaction between short-term and medium-term activities simultaneously. This paper addresses the task of integrating short- and medium-term production plans by combining the short-term objective of minimizing deviation from targeted mill feed grade with the medium-term objective of maximizing net present value (NPV) into a single mathematical optimization model. A conceptual sublevel stoping operation comprising 30 stopes is used for trialling segregated and integrated scheduling approaches. Segregated medium- and short-term scheduling using separate models achieved an NPV of $42 654 456. The final scheduling approach involved integrating the two scheduling horizons using the newly-developed globally optimal integrated production scheduling model to achieve an NPV of $42 823 657 with smoother mill feed grade. The larger the stope data set, the larger the difference between the two scheduling approaches is likely to be. At the very least, an integrated approach ensures feasibility across the two scheduling horizons, which cannot always be assumed when using a segregated approach.

Dense Medium Separation (DMS) technologies are used for light (coal, lithium) or heavy (chromite, iron ore, diamonds) minerals concentration, but also for ore pre-concentration (Pb/Zn) or waste (plastics). Dense media are mainly formed from a suspension of magnetite or ferrosilicon in water. Such DMS circuit design or optimisation requires a full and detailed material balance which can be obtained by the aid of modelling and simulation tools. This balance is not limited to ore and its valuable minerals, but also the recovery of the dense medium itself. If the density is the main property used for separation, the particle size plays a non-negligible role, and, more precisely, the liberation classes which can be associated to the washability curve. The paper presents how the modelling and simulation platform USIM PAC can answer this challenge with the set of models for DMS operating units such as drums or cyclones, and their associated screens (drainage, rinsing) and magnetic separators for medium recovery. The Centenary Luncheon for Past Presidents was held on Thursday, 24 March, 1994 at The President's Room at Gold Reef City, Johannesburg at 12:30. Herewith the proceedings that followed. Dr H. Scot-Russell It is with great pleasure that my fellow Office Bearers and I welcome you, our Past Presidents, to this luncheon to mark the centenary of the SAIMM. Today one hundred years ago, a group of professionals met and agreed to draw up the constitution and by-laws of a society later to be called an Institute. The Presidents of the Institute, of course, become its Past Presidents and help to guide its progress. A number of our sister institutes cannot wait for their Past Presidents to move of their councils, and cannot understand how we can give such free reign to ours! We believe it one of our strengths. The successful cooperation between our Past Presidents and ourselves is due to the personalities of these men. They attend meetings not to ensure that the status quo is maintained, but allow the current Office Bearers freedom to lead the Institute as they think fit. But they are always present to give sound advice, a helping hand, and support to the Institute in every way.

Notes on the composition of pre- European copper and copper-alloy artefacts from the Transvaal by H. M. Friede. Ph.D. (Visitor) Seven copper artefacts (five ingots and two ornaments) found at prehistoric sites in the Transvaal were submitted to analysis. All the artefacts showed a high copper content and a relatively Iow level of impurities. A little-known ingot type from the Limpopo Valley ('nail' ingot) is described, and its analysis is given. The analysis of two copper ornaments that come from sites dated to the 5th Century AD. and the 11th Century AD. showed the constancy of the composition of copper articles over long periods. The well-known 'Blaauwberg Ingot' was re-analysed, and the results showed that this ingot cannot be regarded as a true bronze. Analytical values for the composition of three brass artefacts from Bambandyanalo (Mapungubwe), Northern Transvaal, are given. Some aspects of pre-European bronze manufacture and brass smelting, and of early metal trade from the East Coast into the interior of South Africa, are discussed.

The three-product cyclone was originally developed in Russia and is now extensively used in China. The cyclone has recently entered the South African coal industry, and with the obvious advantages that this item of process equipment offers our ever-evolving industry it is safe to assume that it will add value to dense medium circuits in South Africa. Some of the possible applications include: ? Producing multiple products using a single dense medium circuit. These can typically be a primary product with calorific value of 27.50 MJ/kg and a secondary (middling) product with a calorific value of 22 MJ/kg ? High-density separation with a low circulating medium density. Anglo Thermal Coal and Exxaro have pioneered the use of these units at Umlalazi and New Clydesdale respectively. Extensive test work has been performed at Umlalazi to determine the efficiency of the unit and to determine how it compares with the conventional DSM (Dutch School of Mines) cyclone. Some people in the coal industry were initially sceptical and expected the performance of the three-product cyclone to be inferior to that of the conventional dense medium cyclone. The results of the test work have, however, shown that the efficiency of the unit is comparable to that of the cyclones currently employed. A valid concern expressed is the control over the cut-point density of the second stage separation, and work is on-going to find the optimal way to control the secondary separation density. Theoretically, the secondary separation density can be manipulated by changing the orifices of the unit, especially the spigot of the secondary stage. This remains to be proven, and a series of tests is currently being planned. Whatever the result of these tests may be, the three-product cyclone definitely has a place in the South African coal processing industry as it offers a low OPEX and CAPEX solution for producing multiple products from a single circuit, as well as the ability to operate at very high separation densities, while making use of low-density circulating medium. Owing to their excellent oxidation and corrosion resistance, Pt and its alloys are being used preferentially at elevated temperatures and in aggressive environments. For example, an important application field is the glass industry. Alongside the discovery of new potential application fields, the knowledge of material properties is essential for computer simulations, design configuration, process optimization, research and development or quality assurance purposes. Due to the importance for technical applications high-temperature properties have been investigated for currently available Pt-base alloys with ongoing improvements. For the determination of tensile creep test data up to 3000°C, including precise strain measurement, special experimental equipment has been developed at the University of Applied Sciences Jena, Germany. An overview of the existing and newly obtained mechanical property data on pure Pt, solid-solution strengthened Pt-Rh alloy, oxide dispersion-hardened materials Pt DPH and Pt 10%RhDPH as well as cutting-edge results on Pt-base superalloys hardened by intermetallic precipitates will be presented and discussed. Furthermore, some important application examples for the abovementioned Pt-materials will be given.

Within the context of the overall gold market industrial demand plays an important role. Industrial demand for gold was 430 tonnes in 2008, approximately 12% of total end-user consumption. The dominant consuming industry in this market for gold remains the electronics sector, consuming an estimated 300 tonnes, primarily through the use of gold bonding wire for computer chips and plated contacts and connectors. Substantial demand also derives from dental applications, with other smaller industrial markets and decorative uses of the metal (non-jewellery) constituting the balance. In each market gold faces tough competition from alternative lower cost materials, such as silver and copper (electronics) and ceramics (dental). As well as the obvious benefits to the gold market resulting from this constant physical demand, there are an umber of additional positive factors concerning the use of gold in industrial applications: ?Price inelasticity: demand for gold from the major consuming industries has so far proven to be relatively robust in the face of significant increases in gold price. ??Stickiness?: the gold consumed by industrial uses tends not to return easily to the market (i.e. the demand is ?sticky?) because it is highly dispersed. ?Image: the beneficial environmental and medical applications of gold (e.g. gold used in the treatment of prostate cancer and in purification of contaminated water) are helpful to the positive image of gold. ?Added-value: new industrial uses for gold can create substantial added value in the supply chain, particularly in gold producing countries.

Experimental results are presented on the longitudinal atenuation of a kinetic shock wave traveling along a typical mine hoisting cable. Mathematical curve-fiting of the results established these losses to be exponential and tension-dependent. The reflection and power-transmission coeficients of a typical winding drum were also investigated. The degree of penetration of an incident stress wave onto the coil of cable wrapped round the drum is shown to be governed by a second-degree relationship, and is solely dependent on the acceleration of the cable at the cable-drum interface. Although the investigation is limited to the testing of a single hoisting cable, certain qualitative trends that were identified can be generalized and applied to other types of hoisting cable with diferent geometries, elastic properties, and instalations.

Occurrences of hazardous events (explosions of methane or coal dust, fires, outbursts) have been investigated and presented as a flow of events in time. It has been shown that flows of hazardous events in a long time span are homogeneous, stationary and no-after effect flows and can be considered as stationary Poisson flows. A flow of CH4/coal dust explosions that had happened for the last 27 years in Ukraine was analyzed. The explosions have been statistically processed. Practicability of agreement of statistical and theoretical data on mathematical expectation and mean square deviation of time interval between explosion and the explosion intensity has been stated. Probability of an emergency event in time is expressed through an exponential function, while mathematical expectation of an accident and mean square deviation of time interval between successive explosions are in inverse proportion to the accident intensity. Accident probability for practical purposes can be determined as a product of accident intensity by calculated time interval.

Introductory remarks Dr N. G. W. Cook: This paper was published in your Journal in May of this year and you will, therefore, have had the opportunity of reading it over the past six months. I can state that experience has shown that the paper is substantially correct, but a number of questions have to be answered. The first question, Mr President, that I would be happy to answer, is how is it that one is able to cut hard, abrasive quartzite with a strength some six times greater than that of good concrete? The essence of the answer is that there is a tremendous difference between abrasion, or scratching, and cutting, or chipping. For example, it is well known that a diamond will scratch or abrade almost anything. It is also relatively easy to chip, crack or crush a diamond. As a demonstration I have here an ordinary bench grinder, and with the bench grinder I also have a piece of tool steel. The wheel on this bench grinder is a silicon carbide wheel, which is an extremely hard material, and the tool steel is much softer. In rock-cutting we use tungsten carbide for cutting the quartzite. The quartzite and the tool steel have roughly the same hardness. You can sharpen tungsten carbide with a silicon carbide wheel. In fact, this is done. It won't surprise any of you, therefore, when I show you that tool steel can be sharpened with silicon carbide. Now, what I propose to do is to change the configuration of this experiment and use the soft tool steel to cut silicon carbide, and if I can do that, I think you will agree that I have gone some way to being able to cut quartzite, which is about as hard as tool steel, with tungsten carbide, which is harder than quartzite. Let me do this. (Demonstrates.) That, I think, is a very clear demonstration of how it is possible, with a metal, to cut an extremely hard and brittle material. What, essentially, is the difference that we have here? In the first case, I held the tool with a relatively low force against the hard silicon carbide wheel. This generated a relatively low average stress, which was insufficient to fracture the carbide wheel. Nevertheless the protuberances on the silicon carbide wheel indented the tool steel and abraded it at a multiplicity of points, and quickly reduced the section of the tool steel that I held against the wheel. By changing the configuration and clamping my tool steel in a firm post, against the silicon carbide wheel, I changed these conditions very extensively. I now had a high force. I had to exert a considerable moment on that lever. The tool was anchored so that it could sustain these high forces, and they generated high stresses, which were adquate to fracture the silicon carbide. Now, what about wear? It so happens that, in these two experiments I have just done, the power I was using was about the same-a small fraction of a horse power.

Base metal refinery effluent streams may contain low metal concentrations that cannot be recovered by precipitation. Although the concentration is low, the total mass of unrecovered metal can have significant value because of the volumes of effluent generated. This metal may be recovered with high efficiency using selective ion exchange resins. Three process schemes are considered, viz., fixed bed column ion exchange, continuous countercurrent resin-in pulp, and continuous carousel resin-in-pulp. Each of these has different requirements in terms of equipment, resin inventory, capital and operating costs, and different limitations on feed conditions. Bateman and Mintek recently developed a model which allows an upfront economical evaluation of ion exchange options. The model evaluates the capital and operating costs for each process scheme for various base metals. This provides a general guideline for selecting the appropriate process arrangement for a given process stream.
