To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 269 to 276. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

Paper written on project work carried out in partial fulfilment of Phd. (Process Engineering) degree* The recovery of cobalt and copper from waste slag was studied in a plasma DC-arc furnace in reducing conditions. Three fluxes, CaO,CaF2, and TiO2, were investigated for their influence on selective recovery of cobalt into an iron-rich alloy. A further investigation on the influence of furnace power on the reduction of slag to recover cobalt to the alloy showed that a change in power setting had an unexpected effect on the recovery of metals to the alloy, in that selectivity of base metal recovery over iron recovery decreased at an increased power level. Until 2000, pricing involved profit taking and cost covering combined with limited global published information. Market information was mostly subjective in nature and large resource companies benefited exclusively from aggregated company information and data. The market constituted producers and consumers only. The nineties saw massive cost cutting drives and re-engineering initiatives and this underwrote the structural changes evident in the late 1990s? economy. This supported South African producers on the international FOB cash cost curve, and ensured profitable coal mining operations. As the debate on relative scarcity of fossil fuels ensued, producers and buyers looked to the developing terminal coal market for direction. The much needed direction was provided when the API coal indices were developed and derivative trading was embraced to include financial institutions, trading houses and hedge funds. The liquidity of coal trades increased rapidly and vastly and market information became obtainable on a daily basis. Interpretation of current and future coal prices became available to all market players and contributed to the sophistication of the market that is now able to participate in risk management of prices, capital expenditure and brownfield developments.

The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

The discrete Gaussian model is a very popular change-of-support model for estimating block grade distributions. It is designed for a stationary random function Z(x) that is regarded as the transform of a stationary random function Y(x) with Gaussian marginal. It is based on an assumption that is not fully true and thus constitutes an approximation to the exact solution. We examine the effect of this approximation on the modelling of the marginal distribution of block values of a lognormal random function. The initial discrete Gaussian model and a variant of that model are considered.

Experimental studies for quantification of force and brittleness indices relevant to rock cutting performance are presented. A simple interpretation method is developed, which quantifies the force-penetration response obtained from indentation tests. Basic parameters of the quantification are force increment and decrementrates, force increment and decrement periods, and number of increment and decrement data points. Blocks of eleven different rock samples were collected from different operating mines in Turkey and subjected to indentation tests to calculate the indices. The samples included harzburgite, serpentinite, trona, limestone, claystone, two different sandstone samples, siltstone and three different chromite ore samples. The concept was validated by a set of full-scale linear cutting tests using a conical cutter for measuring the cutting performance in relieved and unrelieved conditions, i.e. cutter forces, specific energy, size distribution of rock cuttings. The rock cuttings were sieved to determine coarseness index, indicates coarse chip generation characteristics, and size distribution. The force index is moderately correlated with the cutting performance and mechanical properties of the rocks, and poorly correlated with the coarseness index and size distribution of cuttings. A general and moderate trend is observed between the brittleness index and the coarseness index, cutting performance for unrelieved cutting conditions and mechanical properties of the rocks. However, additional data is required to fill the data gaps and to potentially establish relationship between the brittleness index and all other parameters.

The economical analyses of different Chuquicamata open pit mine planning scenarios, indicate that the pit closure should occur at latest in the year of 2017. However, about 60,000 m of drill holes have demonstrated that below the pit bottom there is a potential of 2.3 billion tons of ore. Hence, Division Codelco Norte developed the scoping engineering for a large underground panel caving operation, similar to El Teniente mine. This project considers the exploitation of a 2500 m 300 m footprint, with three 250 m lifts. The plan considers to initiate the construction in the year 2009, to begin the production in the year 2015 and achieve a production rate of 45 million tons per year in the year 2021. A large-scale transition from open pit to underground mining like this one presents three main challenges: (1) to include the geotechnical aspects relevant for mine design and mine planning, (2) to define the proper surface and underground infrastructure, and (3) to fulfil the project deadlines and to achieve the production targets. This paper summarizes this transition project and discusses these three main challenges.

The gold deposits of the farms Lisbon and Berlyn in the Eastern Transvaal by V. C. H. R. BRERETON* (Visitor) This paper describes the discovery and recovery of gold, over a period dating back to the 1870s. on the farms Lisbon and Berlyn, situated approxim ately 1I km north-east of Pilgrims Rest. where mining ceased in July 1971. 99 years after gold was first discovered in the Pilgrims Rest and Sabie districts. Included in the paper are accounts of the discovery and mining operations of the Lisbon-Berlyn Company from 1884 to 1890. The operations of small companies and syndicates. the superficial winning of gold by diggers, and the encouraging reports of four mining engineers in 1890 are also mentioned.

Pyromet?s electrode comprises the compact slipping device, lower electrode assembly, upper and lower mantles, self-adjusting electrode seal, paste heaters, and Pyromet?s patented innovative electrode breakage detection and length determination system. A new system for granting access to mineral rights is proposed in the recently released White Paper, ?A Minerals and Mining Policy for South Africa?. Official policy states that ?Government?s long-term objective is for all mineral rights to vest in the State for the benefit of and on behalf of all the people of South Africa?. In order to achieve this objective, government is presently investigating the feasibility of imposing a financial or tax-related disincentive to holding mineral rights. The paper aims to present the pros and cons and to examine the alternatives which will cause minimal disruption to the minerals industry in the period during which mineral rights are transferred to the State. South Africa is a country whose economic and political history is embedded in the development of its mineral resources and has inherited a system which cannot simply be wished away. Hasty or radical decisions will compound the problem, rather than provide a lasting and widely acceptable solution. Mineral rights ownership and its impact on access to mineral deposits are discussed. Taxation as a possible economic disincentive is also evaluated. Finally, the value of mineral resource related information as a prerequisite to mineral policy decisions and as an alternative to mineral rights taxation is emphasized.

Viscosity of the slag is one of the central parameters when producing FeCr in submerged arc furnaces. It contributes to smelting behaviour and reduction kinetics of chromite ore as well as to the Cr recovery by influencing the separation of dispersed metal droplets from the slag. A typical FeCr process slag contains 5-10pct chromium oxides, CrO and CrO1.5. The neural network computation was applied to the evaluation of viscosity for slags containing chromium oxides, and the prediction of viscosity in FeCr process slag was conducted. The main results in this estimation were that the chromium oxides in FeCr process slag lower its viscosity, and that the effect of CrO on the viscosity decrease is greater than that of CrO1.5.

Introducing your Council. Mr J. S. Freer, Pr. Eng., after matriculating at Michaelhouse in 1944, obtained a B.8c. degree in chemistry and biology (1948) and a B.Sc. (Hons.) in chemistry (1949) from the University of the Witwatersrand. Mr G. C. Thompson matriculated at Dale College in 1951. He then attended the University of the Witwatersrand, where he obtained a B.8c. (Min. Eng.) in 1959. Mr P. T. Fewell was born and educated in the United Kingdom. After obtaining the degree of Bachelor of Engineering (Mining) in 1958 at Sheffield University, he emigrated to South Africa. DtP. R. Jochens, Pr. Eng., has been a member of Council since 1974, serving as President in 1980-1981.

The respective %improvement contributions are measured against targets set by each of the operations. Degree of target achievement is measured via a maturity model at each operation. DVM comprises seven elements. It spans several value chain facets and various collaborative projects are conducted under its umbrella. New technologies in De Beers are also evaluated from a DVM perspective.

This paper describes measurements of current and voltage done on submerged arc furnaces. The aim is to focus on and attempt to separate from one another the electric arc current and the current bypassing the arc through the charge. Toward this goal two measurement campaigns on AC-arcs burning on coke beds are ac-counted for. The first was done on a 150 kVA pilot furnace at SINTEF in Trondheim Norway, and the second one was done on a 48 MVA industrial furnace run by Icelandic Alloys in Iceland. The measurements were compared to simulations employing an advanced MFD arc model. The main results are that a coke bed does not necessarily behave as a linear conductor. However the warmer chemically transformed part of an operating Si-metal or FeSi furnace probably exhibits linear behaviour and passes a considerable fraction of the phase current, perhaps on some operating conditions, as much as 50%.

The atmospheric leaching of copper-bearing matte by acidic ferric chloride solution was studied at the laboratory scale. The aim was to achieve maximum copper and nickel recovery by investigating the mechanisms of leaching, as well as identifying the effect of temperature, and concentration of ferric chloride and oxygen. Djurleite (Cu1.96S), hazelwoodite (Ni3S2), and Ni alloy were the primary phases detected in the matte. The quantitative composition of the matte was Cu 31%, Ni 50%, S 13%. Fe and Co constituted 2%, with platinum group metals (PGMs) accounting for 0.5%. A maximum nickel extraction of 98% was achieved using two-stage oxidative leaching at 90°C and 11 g/L Fe3+ as compared to 65% under non-oxidative conditions. A copper extraction of 99% was achieved in the first 45 minutes using two-stage non-oxidative leaching, and copper was recovered from solution by cementation. Three processes took place simultaneously throughout the leaching process, namely: dissolution, cementation/ metathesis, and oxidation. The leaching process was found to be diffusioncontrolled.

Mining is an inherently risky business; from the technical, environmental, social, and economic uncertainties associated with advancing an exploration prospect to a viable project to the operating, market, and safety risks and uncertainties attached to a developed mine. Since we cannot totally escape the risk and uncertainty related to resource projects, as an industry we should improve our presentation of the upside and downside risks in the context of the project?s development path and maturity. More transparent, consistent, and balanced views of technical confidence will better inform both internal and external stakeholders about the expected risk in the project. International reporting codes set out the minimum standards, recommendations, and guidelines for public reporting of Exploration Results, Mineral Resources, and Mineral Reserves. However, the reporting code principles of transparency and materiality are largely subject to the interpretation of the competent person(s), which may introduce a degree of subjectivity in reporting, particularly the level of disclosure regarding supporting information. It is fundamental that Mineral Resources, Mineral Reserves, and study outcomes are reported so as to unambiguously present the level of inherent technical uncertainty (or confidence) in a project, while conveying a balanced view of the opportunities a project presents. Reporting needs to consider various stakeholders who may rely on this information, and present the data in the context of the changing risk profile associated with project development paths and project maturity. This paper discusses the interdependence of resource-to-reserve conversion, the consideration of various technical-economic study types, and the level of confidence conveyed to stakeholders relying on these technical reports and other company public announcements.

In this study, the effects of slag compositions, slag amount, temperature, and carbon content of steel on the manganese and phosphorus distribution ratios during converter steelmaking were analysed using the classical regular solution theory, and industrial tests were performed using two 80 t top-and-bottom combined blown converters (duplex melting process). The results indicate that the slag amount, temperature, and carbon content in steel are the main factors affecting the manganese yield when converter slag compositions remain constant. The FeO content of the slag has a strong impact on the manganese distribution ratio, while the slag basicity and MgO content have no obvious effect. The calculations and experimental results show that the phosphorus distribution ratio increases sharply with increasing slag basicity R, but then decreases with the increase of MgO and MnO contents in the slag. The final slag in converter steelmaking should have the following characteristics: 3.5 < R < 4.5, 15% < (FeO) < 20%, and 6% < (MgO) < 8%. The slag amount should be controlled appropriately at the same time. The results of this investigation would be useful in deciding on the application of manganese ore in alloying and identifying the slagging regime in converter steelmaking.
