This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

Hydraulic fracturing technology is presented as a solution to improve permeability and thus solve the extraction problem of coal seam gas in low-permeability gas-bearing coal seams. Given an existing group of original cracks, the propagation of main hydraulic cracks and hydraulic wing cracks was simulated using realistic failure process analysis software. The process represents the structural transformation of hydraulic fracturing and permeability improvements caused by it. In addition, a field test for improving the permeability of gassy coal seams by hydraulic fracturing was also conducted. The propagation of the main cracks and wing cracks by hydraulic fracturing forms a network of original joint cracks, hydraulic wing cracks, and main hydraulic cracks, which improve the permeability of the coal seam. High-pressure water in the drill hole and in the main hydraulic cracks permeates the two flanks of the hole, forming the permeating water pressure. With an increase in drill water pressure and an extension of the main hydraulic cracks, the permeating water pressure on both sides of the main hydraulic cracks in the coal mass also increases. Hydraulic cracks tend to form connections through rock bridges. The extension of hydraulic wing cracks through connections in the rock bridges between the cracks transforms the rock mass to a fractured structure and improves its permeability. Hydraulic fracturing technology for improving permeability in underground conditions can increase the amount of gas drainage by a factor of 15. A stress relief area develops at a radial distance of 10-2.0 m from the hydraulic fracturing drill hole, while an area of rising stresses, called the pressurized area, develops a further 15 m away from the pressurized hole. Practice has proved the existence of the stress transfer phenomenon and the high stress area after fracturing. This kind of hydraulic fracturing technology is more effective in holes drilled from underground than in surface drill holes, with respect to costs and controllability, and is therefore the major trend in gas drainage development in coal mines.

The use of electrolyte additives to smoothen cathode deposits during copper deposition is practised worldwide. These additives absorb on the cathode surface and take part in the electrochemical crystallization process. However, these additives also affect the quality of the cathodes when they are inadequately controlled. Electrolyte additives used by Palabora are glue, thiourea, Avitone and chloride. Their effects were determined on cathode quality, the size of the current density region that gives the desired compact morphology, and current efficiency. This was done in a small-scale cell. Small cells have different hydrodynamics from industrial-scale cells, which makes it difficult to simulate the operation of industrial cells in a laboratory. The approach used here was to use a rotating cylinder cathode to attain controlled hydrodynamics. The rotation speed was chosen to give a diffusion layer thickness that is similar to that of an industrial-scale cell. It was shown that even fairly small changes in the additive levels can significantly affect the cathode morphology, and the current density range over which this morphology can be obtained. As a result of strategic analysis in respect of the needs for air quality management a new advanced and holistic approach to air quality management process was introduced in the North West Province (NWP) of South Africa. The process is based on the principle of co-operative management. It involves both active participation of all Interested and Affected Parties (I&AP) and the holistic approach to solving problems with the underlying principles of shared ownership and sustainable development. The process consists of the followings phases: ? Industrial process quantification ? Quantification of impacts ? Formulation of the required control measures ? Definitions of certificate conditions ? Implementation of an adequate compliance management system at company level ? Ongoing co-operative air quality and system management with the strategic objective of continuous improvements The system has been successfully introduced in the North Province and proved to be an effective management tool and aids assurance of sustained environmental ability to cope with the pressure of industrial developments. The benefits and effectiveness are discussed using Hernic Ferrochrome as an example. Hernic Ferrochrome is one of the first companies, which successfully implemented this system.

Several large falls of ground occur annually in the narrow, tabular stopes mined in the Bushveld Complex. These falls comprise safety risks and cause substantial production losses and compromise efforts to increase productivity. Underground observations in conjunction with instrumentation sites were used to establish the strategic parameters required to describe the rock mass behaviour of shallow-dipping stopes on the Bushveld platinum mines. Existing rock mass rating systems were evaluated using the observations and instrumentation results. None of the current systems adequately described all the relevant geotechnical conditions. Thus a hybrid of several current systems was developed, and the proposed system is discussed in the paper. The new rock mass rating system is termed the ?New Modified Stability Graph? system and follows the method originally described by Mathews et al.1and revised by Hutchinson and Diederichs2.Changes have been made to some of the tables provided by Barton3and to the stress analysis suggested by Hutchinson and Diederichs2. In addition, the logistical regression analysis has been applied to databases, formed using the suggested analyses, for three support resistances and risk levels established.

Gravity-driven rock falls account for a large proportion of all fatalities and injuries in underground mines. Potentially unstable blocks of rock are found in the hanging wall of excavations, which may be delineated by natural joints or stress fractures. These blocks, referred to as keyblocks, will fail if their weight exceeds the support capacity or if they are located between support units. This paper describes a computer program which simulates blocks in the hanging wall of an excavation based on measured properties of fractures and joints. Keyblocks are identified and placed at random locations in a predefined excavation. The keyblocks are tested against the support to determine whether they fail the support, drop out between the support or are stable. By repeating the procedure several thousand times, statistics of the probability of failure of the keyblocks are obtained. This approach allows the relative hazard associated with different types of support or excavation orientations to be obtained. It is concluded that a probabilistic approach is suitable for the evaluation of supports effectiveness in situations where large numbers of discontinuities or stress fractures are exposed in excavations.

CSIRO Mineral has recently developed a new electron microprobe based system for characterizing zircon grains from heavy minerals sand deposits. The system acquires cathodoluminescence (CL) spectra, X-ray and backscattered electron (BSE) signals in parallel. By scanning over a specified target area, CL wavelength and X-ray element distribution maps of polished zircon grains can be acquired. Post-inspection of the combined dataset using in-house developed software enables correlations between chemistry and structure to be investigated. The new method offers significant benefits over traditional CL and BSE techniques in that direct comparison with the elemental concentrations over the same region is now achievable. By combining the electron microprobe results with data for the same mapped region obtained via a nuclear microprobe, significantly better detection limits (~ 1ppb) for elements with atomic numbers greater than iron are possible. The ability to measure spatially related analytical data and then investigate the correlation of the CL spectra with chemical data is an important advancement in the characterization of zircons. The Skorpion Zinc Project demonstrated the viability of the production of zinc from non-sulphide (commonly called ?zinc-oxide?) ores, using the leach/solvent extraction/electrowinning process route. The success of Skorpion raised the profile of a number of other zinc oxide deposits, considered to be similar. However, a study of three such deposits demonstrates that the application of whole-ore-leaching may be limited and that the concentration of zinc, or at least the separation from acid-consuming gangue minerals, prior to leaching is essential to the successful recovery of zinc from these deposits. The recovery of zinc is dependent on an understanding of the geology of the deposit, the mineralogical association of zinc minerals with gangue minerals (Boni, 2005) and limitations of mining practice. Flow sheet development and the associated metallurgical test work to derive an economically viable treatment route from two of these deposits are discussed. Key parameters affecting zinc recovery by gravity separation and flotation are presented, demonstrating that even minor differences in mineralogy have a profound impact on zinc recovery and reagent consumption. The study also deals with the determination of appropriate design parameters through metallurgical mapping of the dense media separation process.

Conventionally low carbon ferromanganese is manufactured globally by refining high carbon ferromanganese in liquid state. This process is an expensive and lengthy technique. Hence, the present work was undertaken with the objective of understanding the feasibility and kinetics of the solid state refining of ferromanganese. The process involved transformation of carbon rich carbides viz. Mn3C2, Mn7C3 into metal rich carbide i.e. Mn15C4, Mn23C6 by subjecting the alloy powder to a flowing stream of carbon dioxide. Effect of the process governing parameters such as time, temperature, particle size, pressure on the extent of decarburization was studied. Without any loss of manganese in the form of fumes or slag, it was observed that, there was substantial reduction, viz. 65 per cent in the total carbon content, by this technique. Subsequently, the process was investigated to find out the mechanism of carbon removal. Depending upon the temperature and the particle size, it was found that the rate controlling mechanism changes from chemical reaction control to product layer (ash) diffusion control. The activation energy for each of the aforesaid mechanism was computed. The values thus obtained substantiated the aforesaid mechanisms.

A mineralogical study was conducted on the feed (3.51 g/t Au and ~90 g/t Ag) and four leach residue samples (assaying 0.09 to 0.19 g/t Au and 30.0 to 61.5 g/t Ag) from the Pinos Altos silver-gold deposit in Mexico to determine the cause for gold and silver losses. A comprehensive mineralogical and analytical approach including fire assay, gravity pre-concentration, ore microscopy, mineral liberation analyser (MLA) and electron microprobe was used for the current study. Results showed that gold and silver lost in the leach residues occurred mainly as inclusions in quartz and silicates (accounting for over 80% for Au and 92% for Ag of the head assays, respectively), with a minor amount in iron oxide and other minerals. The amount of liberated gold and silver is negligible. Results also showed that gold and silver particles in leach residues are mainly ranged from 1 µm to 5 µm in size, which implies that ultrafine grinding is required to improve the recoveries of these two metals. The processing of heavy mineral concentrates can be enhanced by the use of power ultrasound to clean their surfaces of oxidation products and fine coatings, mainly through the large, but very localized forces, produced by cavitation. Results are presented of the application of power ultrasound to remove coatings from the surfaces of mineral sand concentrates in order to improve the sharpness of their high-tension separation and, in some cases, the quality of the low iron components such as zircon. Improvements of 10–15% in recovery and up to 20% in grade compared to unsonicated material were achieved in a single stage laboratory high-tension separation. Cavitation also ensures that a fresh, clean surface is presented to leachants during the leaching of suspended solids. At the same time, the effect of cavitation and the shearing effect of the sound wave passing over the solids ensure that the saturated boundary layer is kept to a minimum if not completely removed. This application of power ultrasound helps to speed up leaching processes as applied to the removal of excess alumino-silicate contaminants in some ilmenite. The Southern African Institute of Mining and Metallurgy hosted the 6thInternational Heavy Minerals Conference at the Zulu Nyala Game Lodge near Hluhluwe in Zululand, during September 2007. This series of conferences has run for 10 years and has been held on three continents. The interest that has been shown in the conference over the years has demonstrated that the field of heavy minerals is a dynamic and profitable one. It is perhaps appropriate that the tenth conference was held in Zululand, South Africa, where it had its roots. The conference theme was ?back to basics?, and this implied revisiting many of the technologies that made this industry a great one. In doing so, we got a view of how those basic technologies have been put to new applications. There were 39papers accepted for the conference, covering all aspects of the industry. These were presented over a period of four days. This edition of the Conference Proceedings provides the reader with a permanent record of these papers. We hope this volume will join the other five, which this series of conferences has produced, and give a lasting record of the development of our industry.

Some of the important properties of solid electrolytes that influence the performance of electrochemical oxygen probes are discussed in the first part of this paper. It is shown that accurate and reproducible measurements of oxygen in liquid steel are possible with commercial oxygen probes only if great care is exercised in the make-up of the chemical and phase composition, as well as the microstructure of the solid electrolytes used in these probes. To prove this premise, the second part of this study reports on the results of an experimental evaluation of new commercially available oxygen probe. An evaluation of the solid electrolytes used in this probe indicated that the consistency of the chemical composition, degree of stabilization, and microstructure of the electrolytes used are well controlled. The successful application of this particular oxygen probe under industrial conditions was confirmed. It was also found possible to make reliable and reproducible measurements, with acceptable uncertainty, by proper handling of the probe. Some recommendations are made as to the interpretation of the e.m.f. response curve and the use of the electronic processing unit supplied with the probe.

The kinetics of adsorption of gold di-cyanide onto activated carbon has been investigated extensively over the past two decades. These studies have demonstrated that both film and intra-particle mass transfer affect the kinetics. The dominant mechanism of intra-particle mass transfer has not yet been identified. In the work described, surface diffusion and pore diffusion are considered as possible rate-determining mechanisms of intra-particle mass transfer. Mathematical models are described that incorporate film mass transfer and the respective intra-particle mass transfer mechanism with equilibrium described by a Freundlich isotherm. Rate constants of film mass transfer and pore or surface diffusivities were estimated by the fitting of the respective models to experimental carbon adsorption data. The estimated pore diffusivities, after they had been corrected for the porosity and tortuosity of the carbon, were found in most instances to be higher than the molecular diffusivity of dilute gold di-cyanide in aqueous solution. This situation is not physically viable. The surface diffusion mechanism acting in parallel with the pore-diffusion mechanism is thus responsible for the intra-particle transportation of most of the gold.

The maximum oxygen intakes of samples of about 30 Bantu, weighing less than 50 kg from different tribal groups (Zulu, Xhosa, Sotho and Shangaan) were measured on a treadmill. The mean maximum oxygen intake of the 164 men was 2,12 litresjmin and only 18 men (11 per cent of the sample) had maximum oxygen intakes of 2,5 litres/min or above (the minimum requirement for such tasks as shovelling rocks and tramming it). The samples of the different tribes differ in age, but when the age effect is taken into account then there were no significant differences between tribes in maximum oxygen intakes. An incidental finding was that both age and body weight correlated significantly with the maximum oxygen intakes of these underweight subjects. Not one of the subjects who weighed less than 45 kg or who was older than 40 years had maximum oxygen intakes high enough to permit their being able to do strenuous work underground. It is clear therefore that Bantu who weigh less than 45 kg or are older than 40 years should not be employed on such strenuous tasks as shovelling rock and tramming it.

The refractoriness of the gold in many of the pyritic ores from the eastern Transvaal is due mainly to the association between the gold and the sulphides, but it can be due to the presence of graphltlc carbonaceous material, which complicates the recovery of the gold by virtue of its adsorption activity. In an examination of the roasting characteristics of three flotation concentrates from the Barberton area, It was found that the gold in the concentrates occurred mostly in two forms: in very fine gold particles distributed within the arsenopyrite, and in a slightly coarser form loosely associated with the pyrite. Direct cyanidation of the concentrates gave gold extractions of from 16 to 30 per cent. After the concentrates had been roasted at temperatures of 650 to 700°C for 20 minutes with rabbling, the extractions varied from 86 to over 90 per cent. Examination of the residues after cyanidation indicated that gold was present in the porous calcines or in the calcined sulphide product. This observation, together with porosity measurements, suggests that physical encapsulation of the gold particles is the main reason for the refractory behaviour of the gold in the calcines.

The existence of an impressive reserve of oxidized cobalt-copper bearing ores in the African copper belt area lead the GECAMINES (DRC) to develop specific and adapted mineral processing routes (Mulaba-Bafubiandi, 2001). During the conventional diluted sulphuric acid leaching of oxidized cobalt-copper bearing ores commonly referred to as ?heterogenite?, more than 10% cobalt dissolution yield increase was observed in a plant situation (Mwema et al., 2002) when SO2(g) was flushed into the acidified cobalt leaching solution. The present paper attempts to elucidate mechanisms involved which lead to the increase of total cobalt as SO2 is flushed during the leaching of oxidized cobalt bearing minerals. The kinetics of cobalt dissolution as SO2 is flushed into the acidic solution as well as a full characterization, using UV-Visible spectroscopy, of Co2+ and Co3+ species present in the collected leachate are presented while possible effects of the presence of Cu and Fe on the leachability of cobalt bearing minerals present in the oxidised ore will be discussed. In the view of speeding up the leaching process, the mixed cobalt-copper oxidised ores were microwaves pre-processed. Preliminary results were also discussed.

There are basic areas of importance within a concentrator or mineral separation plant, which require focus to ensure acceptable recoveries, throughputs remain at an acceptable level and product grades meet specification. Professional and para-professionals within the mineral sands industry are in demand due to the booming resource sector. Added to this, new mineral sands operations are being commissioned straining the industry further. These factors have increased staff turnover and introduced many new people to the industry. It is essential these new entrants are armed with basic plant troubleshooting skills relevant to the minerals sands industry to minimize production lost through poor recoveries. Mineral sands processing does not involve highly technical or sophisticated unit processes. However, success is often slow to arise due to a lack of detailed understanding, as well as managing multiple interrelated unit processes within a plant. Fundamental background physical conditions (such as equipment loading and water quality) must be met for unit processes to be efficient. Technical management of these process plants should always include observation of these background conditions for they often provide the answer to underperformance. Examples are presented with an indication of the possible effects on recovery and product grade.
