Discussion: T. L. Gibbs,* (Honorary Vice-President and Fellow): In terms of the Pneumoconiosis Compensation Act of 1962, a Pneumoconiosis Risk Committee was established whose function it is to estimate (by whatever means the committee deems fit) in respect of every controlled mine the pneumoconiosis risk to which persons employed in a dusty atmosphere at that mine are exposed. In estimating such risk the committee may estimate different risks in respect of individual mines or parts of mines or classes or groups of mines or occupations or localities at mines. The pneumoconiosis risk may be reviewed and re-estimated at any time. The Act provides further that the General Council for Pneumoconiosis Compensation shall apportion the levy imposed on owners of controlled mines on the basis of the pneumoconiosis risk determined by the risk committee and the numbers of persons employed in a dusty atmosphere. The task of the risk committee is a most responsible one and also a very difficult and complex one in view of the many different types of mines, rock formations, dust conditions, etc. Quite obviously, comparisons between mines cannot be made on dust concentrations alone as different mineral dusts have different toxicity or pneumoconiosis response factors. However, with its present knowledge, the risk committee is satisfied that the risk at mines, other than coal mines, is related to the mean quartz-equivalent dust concentration to which persons are exposed and the estimation of risks is based on this relationship. From the above, it will be clear that the work done by Dr du Toit on the problem of basing the current rate of levies to provide for pneumoconiosis compensation on the current dust hazard at mines has been of immense value to the risk committee. Up to now the risk committee has not been able to obtain complete and accurate information on the dust exposure of persons at all mines - and, in fact, it is doubtful whether it will be economic or practicable to obtain this in the foreseeable future - but reasonable assessments have been possible from routine dust sampling in some cases and from periodic comprehensive dust surveys in others. As a temporary measure the risks of some mines were estimated initially on a group basis relating to average dust conditions and the type of rock and mineral mined, but as more information became available, differentiation between individual mines became possible. It is the aim of the risk committee to eventually apply such a differentiation in all cases and to ensure that within the bounds of practicability each mine pays for its risk and for its risk only. In this connection, the relationship between the levies and the amounts actually paid out in compensation are examined regularly. In conclusion, I wish to add my congratulations to the author on his excellent paper. His findings will assist materially in the just administration of that very important piece of beneficial legislation, the Pneumoconiosis Compensation Act. G. K. Sluis Cremer MD (Visitor): Dr du Toit has made a valiant attempt to relate dust hazard and the rate of collecting funds for the purpose of paying compensation for Pneumoconiosis. In doing so he has had to make a number of assumptious, some of which touch on the medical aspects of pneumoconiosis. It is worth discussing whether these assumptions are justifiable. Pneumoconiosis is defined in our Pneumoconiosis Act as permanent disease of the cardio-respiratory organs which is caused by the inhalation of mineral dust. To a non-medical person this definition has probably a clear cut meaning. The doctors however have to deal with such conditions as silicosis and asbestosis where there is a well defined dose response relationship to the inhalation of quartz and asbestos respectively and on the other hand chronic bronchitis where the relationship to dust inhalation is poorly defined and where certainly no clear dose response relationship has emerged after many investigations in this country and overseas. Nevertheless since 1953 about half of our certifications for Pneumoconiosis are on the grounds of chronic bronchitis i.e. the X-rays show no evidence of silicosis, asbestosis or other relevant disease. This fact must affect Dr du Toit's computations. The next assumption we should examine is the manner in which toxicity factors have been allocated to the various mineral species. These allocations have in part been based on a restricted number of animal experiments carried out overseas but mostly in South Africa by Webster at the Pneumoconiosis Research Unit. To extrapolate the findings in a relatively small number of animal experiments to the expected reactious in man is a notoriously dangerous exercise. Furthermore the bracketing together of all silicates (except asbestos) and the insoluble metal oxides is entirely unacceptable. In the fourteen years that Rössing Uranium Limited has been in production, the metallurgical operations and controls on the leaching plant have evolved through four basic stages. Initially, the emphasis was placed on the achievement of consistent plant operation by overcoming severe startup difficulties. The second stage involved the attainment of the design operating targets, and also the commissioning of the ferric-leaching reactors in order to achieve a ferric ion concentration of more than 3,0 g/l. Improvements in control then became the priority, with the emphasis on consistently achieving the target concentrations of ferric ions, total iron, and terminal acidity. The latest phase has concentrated on the optimization of costs by means of adjustments to the historically established operating parameters in order to achieve large savings on consumables while maintaining the leaching efficiencies. Apart from the obvious incentive of reducing costs in an inflationary economy and a depressed uranium market, impetus for this work was given by a change in the type of ore from the open pit, which has the effect of reducing the extraction efficiency while increasing the consumption of consumable materials. These problems and their solutions are discussed in detail, and the importance to cost-effective optimization of an accurate, up-to-date cost-reporting structure is stressed.

This paper summarizes a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialed at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this, a quarry specific health and safety management system specification was developed for large and small quarries.

The development of steels with improved abrasion-corrosion resistance for use in underground components in South African gold mines is described in terms of design, manufacture, and performance. Based on the concept of microstructural design, new compositions were formulated to provide the optimum structures and properties. Extensive laboratory tests were conducted, and an industrial melt was produced. The resultant materials were tested for fabricability and machinability, and various components were manufactured. According to the preliminary operational results, these alloys exhibited outstanding performance in wear-plate tests, and are very promising for general application in underground components.

In conclusion, he thanked the organising committee, the authors and the contributors, and introduced the author of the first paper. The following papers were presented:- 'The future development of the Iron and Steel Industry' by J. P. Coetzee (Published in the Journal March 1971). Among those who contributed to the paper were Dr Bleloch, Dr K. Gebhard, Dr Way and Professor Müller. The main point made by Dr Bleloch related to the reserves of coking coal and of coal for power generation this in country and he deduced that in South Africa we are critically short of coking coal. On the basis that 4 million tons per year of coking coal are consumed for our present steel production, over 16 million tons would be required to meet the anticipated expansion in steel output by A.D. 2000. This must be set against the grim forecast made by the Coal Advisory Board in 1967 that our national reserves of coking coal will be exhausted before A.D. 2000. This gives tremendous significance to the development work presently being carried out by Iscor on alternative methods for coke production. On the other hand the blast furnace may have to be replaced by an alternative process for the reduction of iron ores, e.g., the use of rotary kilns followed by electric arc smelting. Dr Bleloch also expressed grave forebodings about the reserves of bituminous coal, pointing out that with present methods of mining the recoverable coal in any given reserve is in general only 50 per cent of that reserve. He stated that in the past seventy years great quantities of coal have been forever placed beyond the reach of mining by being undermined by extraction of lower seams or lost by being burned. A final point made by Dr Bleloch was the fast rise in the capital investment in a fully integrated steel plant, the figure having risen in the past decade from just over R200 to R350 per ton of finished steel per annum. Dr Gebhard spoke of the direct reduction processes for iron making pointing out the difficulties of securing a high percentage of reduction and the relatively high cost of smelting in electric arc furnaces. Rare earth elements (REE) are present at concentrations of approximately 0.36 % in phosphogypsum stacks located in Phalaborwa, South Africa. The REE are present in the phosphogypsum in solid solution in the gypsum and as fluorine and aluminium rich precipitates. Recovery of the REE offers opportunities for valorization and reducing the environmental impact of the phosphogypsum waste. This paper presents the results of investigations into the leaching behaviour of rare earth elements and other impurities from phosphogypsum using aqueous sulfuric acid. The effects of acid concentration, temperature, residence time, and the influence of impurities were evaluated for their impact on the solubility of rare earth elements in a sulfate medium. It was found that a significant fraction of the REE can be leached from the phosphogypsum in a range of conditions much less severe than traditional hard rock rare earth processing conditions. The REE were leached at a sulfuric acid concentration of 110 g/l, temperature of 30°C – 40°C and a residence time of approximately 8 hours.

By establishing a new Mine Design Laboratory (MDL) for higher learning in Mining Engineering, the School of Mining Engineering at the University of the Witwatersrand (Wits Mining) has achieved one of the important goals in its five-year strategic plan, i.e. to improve throughput in all years of study. Although the establishment of the laboratory has been a costly exercise, results so far have shown an improved success rate in most subjects taught in the facility. This paper outlines the design and equipment of the laboratory, the facilities incorporated, a comparison with the old laboratory, and the performance of students?all of which indicate how important it is to have proper facilities to improve the teaching of, and learning by, large classes. Through this initiative, Wits Mining has taken an important step that will contribute to addressing the skills shortages in the mining industry.

Large volumes of quantitative geochemical data, presenting a formidable interpretation task to geologists, are generated in the course of exploration drilling for new ore deposits. The incorporation of geological expertise into computer programs developed for the interpretation of this data would improve the speed and accuracy with which it is interpreted. A detailed analysis of the geochemical log interpretation problem, together with a survey of relevant research in Artificial Intelligence and petroleum well- logging techniques, confirms, that artificial intelligence, particularly as developed in the fields of expert systems and pattern recognition, provides techniques for implementing such data interpretation programs. In addition, it provides data analysis techniques significantly more powerful than those currently applied to geochemical data, and very appropriate to the hypothesise and test' character of mineral exploration problem-solving. The conversion of raw borehole log data to meaningful higher level geochemical entities, in terms of which geological reasoning may take place, is a critical step in applying these techniques to log data analysis. A method of achieving this conversion as an exercise in signal-to-symbol transformation is presented.1

"Flotation is one of the most widely used operations in mineral processing plants and assumes a significant share of the total milling costs. The purpose of this paper is to introduce a new set of capital and operating cost models for major flotation machines based on the application of single (SRA) and multiple regression analysis (MRA). Thirty-seven major flotation machines were analysed for this purpose. Depending on the machinery type, different technical variables such as diameter, required air flow rate, required floor space, cell volume, required air pressure, and power were considered as predictor variables, individually (in SRA) or simultaneously (in MRA). Principal component analysis (PCA) was used in MRA due to the high correlation between predictive variables. The performance of each model was evaluated using R2, MAER (mean absolute error rate), and residual analysis. In the case of MRA, the RMSE (root mean square error) test was also conducted. Maximum obtained MAER of 13.5% and minimum R2 of 0.86 indicated that these models could be applied as credible tools in estimation of capital and operating costs of flotation machines for design and feasibility studies.IntroductionMineral processing is a vital part of mining projects and mainly involves comminution, sizing, concentration, extractive metallurgical processes, and dewatering. Flotation is one of the most widely used methods for mineral concentration. Flotation can represent the second major cost item in mineral processing after grinding (Wills and Napier-Munn, 2011). Accordingly, it is a main concern of mining project managers to select and optimize flotation circuits in order to decrease costs and increase productivity. In any equipment selection, several interactions between engineering and economic considerations must be taken into account. Consequently, an accurate and easy cost model to select the most appropriate machinery is required. Moreover, cost models could be used in flow sheet simulations applied in design and optimization. Models of unit operations built into the simulators could be improved by linking the equipment cost models (Khalesi et al., 2015)."

Vanadium slag production in the shaking ladles started in April 1968, steelmaking was begun in July 1968 and the first continuously cast blocks were produced soon after on the 29th July, 1968. Nominal monthly production of over 20 000 tons was reached in seven months and by December 1970 about 12 000 heats were cast and a monthly production of 35000 tons has been achieved.

Accretions often form in furnaces when slag and charge materials attach to the refractory wall and build up over time. Accretion formation is usually unwanted because it reduces the working volume of the reactor and hinders material flow through the reactor. However, in some instances a thin, stable accretion layer may be desirable to protect the underlying refractory material. In order to prevent and/or manage accretion formation, it is important to understand the underlying principles of this phenomenon in the particular reactor. Excessive accretion formation hampered production at the Exxaro FerroAlloys ferrosilicon melting and atomization plant. This plant uses induction furnaces in which a 15% silicon-iron alloy is produced by batch smelting a mixture of ferrosilicon of 75%Si grade and low-carbon steel. The molten ferrosilicon alloy is then gas-atomized to a powdered product for use as a dense medium in mineral processing plants. The objective of this study was to investigate the effect of different impurity levels in the ferrosilicon feed material on the extent of accretion formation as well as the effect on the accretion properties, which influence the ease of accretion removal upon furnace shut-down. Refractory and accretion samples were collected after a furnace shut-down and characterized using X-ray diffraction and scanning electron microscopy–energy dispersive spectroscopy. It was concluded that the trace elements in the FeSi-75 feed material (Al, Ca, Mn) were mostly responsible for accretion formation, but that rust on the low-carbon steel and oxidation of the steel contributed to accretion attachment to the lining. The total contaminant content, calcium to aluminium ratio in the FeSi-75 feed material, and thereby the liquid to solids ratio in the accretion at temperature determine the strength of attachment as well as growth of the accretion.

For the more economical excavation of tunnels in underground mining activities, the selection of mechanised excavation machines (such as roadheaders, electro-hydraulic drills, etc.) and the analysis of performance prediction that can be used in estimating machine energy consumption have been subjects of research from past to present. One of the parameters to be considered in studies examining these methods, is the grinding process. The success of increasing efficiency in grinding is expressed by a reduction in energy consumption. The goal of a grinding process is to maximise the grinding amount at the appropriate grinding size while minimising the energy consumption per tonne of the fragmented material. Today, the depletion of high-grade ore deposits has largely directed the mining industry towards low-grade but large reserve ore deposits. This shift has particularly increased the importance of the grinding process, as it is dependent on particle liberation. Grinding is a critical step in reducing the mineral to the appropriate size, and energy consumption poses a significant challenge in this process. As a result, researchers have conducted various studies focusing on energy efficiency and cost optimisation in this field. In this study, the grindability of 7 different coal environment rocks (sandstone, siltstone) from the Zonguldak Basin, Uzulmez Region was investigated. For this, Hardgrove Grindability Index and Bond Work Index tests were conducted. While determining the relationships between grindability and other parameters, the results obtained from the Hardgrove Grindability Index (HGI) test were used. The energy values found in the Bond Work Index (BWI) test were used to evaluate the excavatability of the rocks. Additionally, tests for strength, hardness, drillability, and abrasiveness were conducted to observe the impact of other parameters on grindability. Considering the results obtained from the experiments, significant relationships were found between the grindability of the rocks and other parameters.

Underground transport and communication in collieries was the theme selected for the 1983 mining school conducted by The South African Institute of Mining and Metallurgy. "SynopsisThe availability of advanced characterization techniques is integral to the development of advanced materials, not only during development phases, but in the manufactured components as well. At Necsa, two modern neutron diffractometers equipped with in-situ sample environments, as well as complementary X-ray diffraction instruments, are now available as User Facilities within the National System of Innovation in support of the South African research and industrial communities. Neutrons and X-rays, owing to their different interaction mechanisms with matter, offer complementary techniques for probing crystalline materials. Both techniques enable nondestructive investigation of phenomena such as chemical phase composition, residual stress, and texture (preferred crystallite orientation). More specifically, the superior penetration capabilities of thermal neutrons into most materials allows for the analysis of bulk or localized depth-resolved properties in a wide variety of materials and components. Materials that can be investigated include metals, alloys, composites, ceramics, and coated systems. In particular, depth-resolved analyses using neutron diffraction complements surface investigations using laboratory X-rays in many scientific and engineering topics. The diffraction techniques can add significant downstream value to the anticipated nuclear industry development activities.IntroductionMaterials characterization is central in understanding the relationship between the structure, properties, and performance in order to engineer materials that fit the performance criteria for specific applications. This is conveniently represented in the form of a tetrahedron, generally known as the material science paradigm (Figure 1).The availability of advanced characterization techniques is integral to the development of advanced metals, not only during development phases, but in the form of manufactured components. Since 1955 extensive pressure-leaching testwork has been conducted by Anglo American Research Laboratories (AARL) in laboratory-scale batch autoclaves. In 1958asmall continuous pilot-plantof45 kgofsolids per hourwas operated by AARL. In 1974, when high uranium prices were anticipated, Anglo American, encouraged by successful commercial- scale autoclave operations as practised by Outokumpu, Sherritt Gordon, and Impala Platinum, decided to install a continuous pilot plant at Western Deep Levels. At that time the proposed pilot plant was considered to be of prototype size. The project was funded by members of the Nuclear Fuels Corporation (Nufcor). Since its commissioning in February 1977, the pilot plant at Western Deep Levels, which can treat between 10 and 20 tons of dry solids per hour, has been used to test ores from four different mines. The paper compares the uranium extractions and pyrite oxidation obtained in laboratory batch autoclaves with those obtained in the continuous pilot plant. In general, differences in uranium extraction are not great and can be explained; the differences in pyrite oxidation are less well understood. The effect on plant design of the evolution of carbon dioxide during leaching is discussed. Evaluation of the equipment and materials of construction would have been almost impossible in a small-scale batch autoclave. It is doubtful whether such results would have generated the necessary confidence to permit decisions to install a commercial-size plant. The development and performance of the multistage pumps, instrumentation, shaft seals, and shaft-seal water treatment are discussed. It is concluded that the operation of a largescale continuous pressure-leaching pilot plant to supplement laboratory batch autoclave tests has been a necessary part of the development of this process.

Platinum production in Southern Africa amounted to 80% of world production in 2005with a small increase from 5 117 000 ounces to 5 275 000 ounces. For the seventh consecutive year the platinum market is on course to record a moderate deficit in supply. This is reflected in the price increase from a trading range US$860 to US$880 in June 2005 to an excess of US$1 200 in September 2006. Southern Africa, with its extensive platinum reserves, will continue to be the dominant platinum producer and has a number of new mines in an advanced stage of planning. The slogan ?Platinum Surges Ahead? was selected to describe the exciting and vibrantnature of all aspects of platinum mining, beneficiation and marketing. This conference will cover these aspects from exploration and orebody delineation, through mine design, development and operation to mine closure; mineral beneficiation, marketing and compliance with the Mining Charter will also be subjects for discussion and debate. It is also anticipated that the issue of overall increases in productivity, through the introduction of technology, will demonstrate Southern Africa?s status as a premier mining district. It is my pleasure to welcome delegates from abroad and locally, on behalf of the SAIMM, to the Second International Platinum Conference ?Platinum Surges Ahead?. I trust that you will find the proceedings informative and value adding and will participate in the discussions and debate in order to obtain maximum benefit from the conference. I am sure that the post-conference tours will be interesting and of great benefit to participants. SYNOPSIS The theory of elasticity has been shown to provide a means of determining the stresses and displacements induced by mining in deep level hard rock mines. This theory has been incorporated into an electrical resistance analogue on which the plane of a reef or ore-body can be modelled to enable the rapid determination of stresses and displacements at points in the plane of the reef. This electrical analogue has been used to determine energy release rates caused by scattered mining, which, to some extent, is a measure of the degree of hangingwall fracture. A correlation between predicted energy release rates and actual underground conditions in stopes in the O.F.S. goldfields has been encouraging enough to define parameters on which future stoping layouts can be based. The use of the elastic theory through the analogue has been extended to the assessment of the influence of stoping operations on off-reef excavations. Underground conditions at damaged and undamaged areas have been compared with predicted elastic stresses at the positions under review, resulting in the derivation of design parameters for use in siting off-reef excavations in the prevailing geological conditions in the O.F.S. and Klerksdorp goldfields. The analogue has also been used to assess the vulnerability of certain un mined dykes to bursting. Correlations between stresses induced on dykes by stoping and dyke behaviour underground has enabled critical stress levels to be determined for several persistent dykes occurring in the O.F.S. and Klerksdorp goldfields. A number of long and short term planning projects at mines operating in the Anglo American Corporation and General Mining and Finance Groups are described, where the data derived from the electrical resistance analogue is processed by computer programmes and assessed on the strength of the design factors derived from the correlation of field work and the elastic theory.

Gold Fields is the world?s fourth largest gold producer with operations in South Africa, Australia, Ghana and South America. All of Gold Fields? South African Operations are located in the Witwatersrand Basin and are intermediate to deep level underground mines exploiting gold bearing, shallow dipping tabular orebodies, which have collectively produced over 50 kt (1,608 Moz) of gold over a period of more than 100 years. Although the use of Monte Carlo as a business tool was introduced in 1964, it has only been in the last 30 years that it has gained increasing acceptance within the mining industry. However, the application thereof has been mostly limited to determination of risk in project areas. This paper however, considers the possibility of using Monte Carlo simulations to asses the underlying ?Root Cause? criteria critical to the operations management of existing mining operations. Currently, working operations have a distinct advantage over project areas as they have a wealth of historical information at hand. This, in turn, can be utilized to model distributions and relationships that can be used in Monte Carlo simulations, the results of which can be analysed to determine areas of concern. Projects can then be set up to ameliorate the effects of these and in turn reduce the risk of not achieving the operational targets. It is here that it must be stated emphatically that it should be the ?root causes? and the associated relationships that need to be emplaced within the model in order to achieve results that reflect the true causal relationship. The paper outlines possible sources of ?root cause? relationships and considers the outcomes of these in a case study on a large South African Gold Mine.
