Planning the use of South Africa's energy resources, especially coal, is of the utmost importance. The State and the mining industry require reliable official estimates of the economically mineable coal reserves for planning purposes. An overview of al the previous reserve estimates is given, with specific attention to the two most recent estimates-those of Petrick and De Jager. The differences between these two estimates are highlighted. The following important aspects are discussed: . the need to update the information regarding South Africa's mineable coal reserves, . the necessity of understanding and agreement between the coal-mining industry and the State department responsible for updating the coal-reserve data, and . the importance of the specific assumptions used in the updating of the data. A downward adjustment of mineable reserve figures is proposed, and the factors that influence the meaningful exploitation of the coal reserves are discussed. A recommendation is made as to how the Waterberg coal reserve should be exploited, and it is concluded that the Soutpansberg Coalfield cannot be exploited economically in the foreseeable future. An evaluation of the status of the coal-export trade is made and compared with the assumptions and targets set at the start of the coal-exportation scheme. The comparison shows the extent to which the exploitation of the coal reserves is being negatively influenced by the current market situation. Recommendations are made regarding planning for the coal-export market, and the aspects that have to be taken into account to keep South Africa in the export market are identified. Reference is made to the fact that the present unrestrained wage and salary adjustments, which show a total disregard of South Africa's poor productivity record, require serious thought and speedy rectification if the country is to survive in the export market. A salary and wage strategy must be developed to suit the specific needs of the Republic of South Africa.

"Investment in diamond exploration has been declining over the past decade, in spite of positive long-term industry fundamentals and a growing interest in diamonds as an investment category. The lack of new significant discoveries in recent years has eroded investor confidence, yet no new discoveries are possible without investment in exploration. Junior ‘mine finders’ have been the hardest hit. Their agility, tenacity, and appetite for risk are not sufficient to attract the funding required, even at the greenfield stage. Developing new discoveries into mineral resources can be crippling without solid financial support. Junior incubators could play a crucial role, especially at the project evaluation stage – but where are they? Alternatives to traditional funding mechanisms have become available, many still untested in the junior diamond exploration space. Valuable lessons can be drawn from the past and used to inform emerging new strategies. IntroductionDiamonds are the ultimate expression of love. Their ancient and timeless allure continues to influence consumer emotions and behaviours across continents, cultures and age groups. Analysts are predicting a sustained supplydemand shortfall in the years ahead which will trend diamond prices generally upwards. With positive long-term industry fundamentals, one cannot help but wonder why funding for diamond exploration and development projects is so scarce.Investment in exploration across commodities – including diamonds – has been declining for a number of years, reaching a historic eleven-year low early in 2017. The lack of major diamond discoveries in recent years has done little to strengthen the case for investing in diamond projects, yet no new discoveries can be made without investment in exploration.Global estimates of known carats in the ground stand currently at 2.5 billion carats, which equates to around 18 years of production at current levels of 140 million carats (mct) per annum. Sustainable replenishment of depleting diamond resources is possible only through the development of new discoveries. This is what junior explorers are best at – but they need investors to fund their evaluation activities from early in the project development continuum."

"Circulating fluidized-bed (CFB) combustion technology has been around for over 40 years, but over the last 6 years it has been commercially demonstrated at the 500 MWe scale at the Lagisza plant located in Bedzin, Poland. The CFB at the Lagisza plant has unique first-of-a-kind design features, such as vertical-tube supercritical steam technology and a lowtemperature flue-gas heat extraction that allows the plant to achieve high plant efficiencies of over 43% (net lower heating value). Another unusual feature for a coal power plant is that this plant meets all its atmospheric emission permit levels without any post-combustion de-NOx or de-SOx equipment such as selective catalytic reduction (SCR) or flue-gas desulphurization (FGD).CFB clean coal power technology is entering the utility power sector just in time to help deal with declining quality in internationally traded coals and to promote the large-scale use of economic, low-quality domestic fuels. Owing to the very attractive price discounts, growing supplies of low-quality Indonesian coals are outpacing the supply of high-quality Australian, Russian, and US coals. In Germany and Turkey, the use of domestic lignites for power production provides a secure and economic energy solution while creating domestic jobs.Conventional pulverized coal (PC) boilers will have trouble accepting these off-specification coals because of their narrow fuel specifications; they typically call for heating values above 5500 kcal/kg. This limitation is not an issue for CFB technology because of its ability to burn the worst and best of coals with heating values ranging from 3900 to 8000 kcal/kg.This paper provides an outlook for future coal supply, quality, and price, as well as a review of the technical and economic benefits of CFB technology firing low-quality fuels for utility power generation."

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

Bateman, like other engineering contractors, carries out or participates in many studies of potential projects in the Minerals Industry. This paper aims to explain the contracting approach to feasibility studies as practiced by Bateman, particularly where this differs from a traditional mining company approach. A brief description is provided of the usual phases of a project and the types of estimate needed to proceed from one phase to the next. Possible organizational structures involving different forms of association between owner, contractor and consultants are then outlined. The bulk of the paper then demonstrates that the cost estimates prepared stem directly from the mining plan, metallurgical process design and engineering design philosophy. The steps to be followed in order to prepare a credible estimate which accurately reflects the design constraints are described. The importance and the methodology of carrying out value engineering and of preparing contingency estimates based on a thorough risk analysis exercise are then discussed. Financial modelling techniques are described briefly. The paper concludes with short summary case studies of two recent investigations of potential projects in Africa.

Due to grade estimation uncertainty, two statistical errors can occur. The Type I error is where material is classified as ore and mined, despite the true value being below the break-even grade. This material is dilution. The Type II error is where the material is estimated to be below the cut-off grade and is classified as waste, although the true grade is actually above the break-even grade. This material is not mined and is lost. The uncertainty was assumed to follow a normal distribution in a previous study. For this study, estimated block values are compared to those determined after mining (the best estimate of the true grade). This actual data from four mines shows that the uncertainty follows a Laplace. There is no single solution regarding adjusting the cut-off grade away from the break-even grade, considering estimation uncertainty, that could be applied to all gold mines. However, adjusting the cut-off grade downwards (up to 22% for one mine) is noted when optimizing the profit considering grade uncertainties. This type of adjustment could open up significant mining areas and extend the life of the mine.

Historically bauxite-based refractories have been used in applications where andalusite-based refractories could work. Bauxite-based refractories were chosen over andalusite-based refractories mainly because of the availability of low-cost Chinese bauxite and also because many furnaces were designed by international companies that cannot easily access high-quality products. Currently, the availability of low-cost bauxite is under threat as a result of high export duties and tariffs as well as restrictions on the amount of material that China allows to be exported. South Africa is a major producer of andalusite, and this guarantees stability with respect to both availability and price. Refractories based on andalusite have an added economic advantage over bauxite-based refractories in that unlike bauxite, which requires high-temperature calcination before use, andalusite is used in its raw state. This paper constitutes a literature study of the merits, both technical and economic, of using refractories based on andalusite compared to bauxite-based refractories. This paper focusses on the identification of operational opportunities in a 1100 tph pellet plant to reduce the specific energy consumption in its comminution circuit, which is designed to process magnetite ore and produce pellets to be used as raw material in the iron and steel industry. The assessment is carried out through a frequency analysis for three of the four processing lines of the plant, consisting of one ball mill each with an installed power of 4.5 MW and 280 tph of mill throughput design capacity. The methodology, as described in this paper, facilitates the visualisation and quantification of plant performance and provides a good first approach to prioritise alternatives for optimisation. In a pellet plant, grinding is a critical stage due to its high energy consumption and its major impact on the physical properties of the iron pellets, which quality depends to a large extent on grind size and Blaine index. From the evaluation that was performed it can be concluded that production line 2 has the lowest specific energy consumption of 15.1 kWh/t, while line 1 has the highest with an average of 16.6 kWh/t for the same type of ore. On the basis of the results and current operational practices, it is recommended to increase the average mill throughput from 240 tph to 265 tph, translating into specific energy reduction of 10%, without affecting the chemical and physical properties of the final product. The implementation of an HPGR for regrinding the magnetic concentrate is proposed to assure adequate specific surface area in case grinding coarser becomes an alternative, which would also be beneficial for the subsequent water recovery stages. Palabora Mining Company is operating a copper block cave mine in the Limpopo Province of South Africa. The mine was developed in the late nineties with a target ore reserve of 220 million tonnes of carbonatite at 0.69% copper. At 30,000 tonnes per day the operation had an estimated life of mine of approximately 23 years. Cave induced open pit side wall failure occurred in late 2004 with 130 million tonnes of waste reporting to the bottom of the open pit. This failure resulted in potential sterilization and dilution of the ore reserve and subsequent reduction in life of mine. Physical and numerical modelling indicated potential losses of up to 30% of the original ore reserves. Cave Management tools based on throughput principles are utilized to manage the failed waste ingress and ensure an optimum life of mine. Extracting the maximum rate possible, as soon as draw points are commissioned, with the view of achieving the highest production in the short term, is any mining operation?s goal as more money is required sooner. This approach, of course, improves the cash flow but presents a risk in the cave propagation profile as overall draw control is compromised. At Palabora it is evident from a Mineral Resource Throughput Management (MRTM) point of view that maximum production in the short term is not the solution. If high production rates are achieved and the profile of the cave is not manage correctly, this results in failed waste reporting to draw points earlier with adverse effects on grade. This would effectively and significantly shorten Palabora?s Life of Mine. The applications of good MRTM principles are required to assist the value chain for sustained profitability. The process commenced with change management paving the way for a better understanding and a holistic view for all role players.

Spiral concentrators are widely used in the coal industry treating fine (-1mm) coal. Their application was a limitation to the product quality until the introduction of low-cut spirals which allow a lower quality ash product to be produced, thus expanding the market. The Exxaro Grootegeluk 1 (GG1) plant has a two-stage traditional rougher-cleaner spiral circuit using conventional SX4 spirals to produce semi-soft coking coal product at 12.5% ash by mass. The overall plant product is 10.3% ash meaning that the coarser sized coal dense medium separation circuits must compensate. A low density cut-point spiral targetting 10.3% ash would thus be beneficial to the overall complex. The spirals were tested in the two-stage plant environment and in a pilot plant. This paper discusses the findings and compares a two stage four-turn low density cut and conventional spiral. The two spiral technologies were unable to sustain a 10.3% ash product. Pilot test work was also conducted on GG1 coal, demonstrating that an eight-turn low density cut-point spiral achieves the targetted 10.3% ash under controlled conditions. The main purpose of this paper is to introduce the main strategic restructuring aspects of companies that are directly (coalmines) or indirectly (companies that depend on coalmines) linked to coalmining. An attempt is also made to determine the principal factors required for the successful execution of a restructuring process in companies focused on the basic activities of coalmining, such as companies that provide supporting activities. The restructuring process exerts an influence on the whole area that relies on coalmining. So coordination of activities among the government, the local community, and the coalmine is very important. This is the major premise of this paper. The first section of the paper focuses on identifying and analysing the key factors in restructuring and a selection of key methods, drawing on past and present practice. The key factors to be considered in a model of enterprise restructuring in the coalmining sector are considered. The second section is dedicated to the actual design of the model of enterprise restructuring in the coal industry. The proposed model is based on positive experiences in the restructuring of coalmining companies in Europe, with an emphasis on Slovenia, successful approaches to crisis management in corporations, and identifying key areas in bringing about a strategic turnarounds in company operation. To support the argument for the key business areas, a brief summary of empiric findings has been included to demonstrate the applicability of the proposed model and the restructuring process. The summary is based on the survey done in both Slovenian coalmining companies (especially in Velenje Coal Mine) and their subsidiaries. Mining projects are capital-intensive and are also characterized by high technical and economic risks. These factors pose challenges to mining entrepreneurs when they seek to raise seed capital for mining start-ups. There are limited sources of mining investment funds in South Africa and each has shortcomings due to one reason or another. Another impediment is South Africa?s status as a developing economy, in which the standards of living ? which in turn influences the savings culture ? the limited GDPs and budget, the socio-political environment, and banking, mining, treasury and other regulations, determine the size of investments, particularly in mining ventures. The proposed funding mechanism was developed with the aim of filling the gaps identified in existing funding mechanisms that were developed by the government with the introduction of the Minerals and Petroleum Resources Development Act (MPRDA), 2002. The shortcomings identified were presented to the study participants as questions to obtain views that were used to define innovative ways of raising mining start-up capital. Most participants in the study supported the derived hypotheses and proposals, and these were used to refine the proposed mechanism for mining investment in South Africa. The proposed funding framework is aimed at encouraging interaction between mining entrepreneurs, government, and the investors to align goals and expectations when undertaking a mining investment.

Tight control of electrode paste additions, hard and soft paste levels, baked zone position and electrode temperatures are integral to superior Söderberg electrode management practices. Paste addition is typically effected through briquettes, cylinders or large blocks. Each electrode paste form has its advantages and disadvantages, but probably a more crucial element from an electrode control perspective is the frequency and amount of electrode paste addition into a Söderberg electrode column. The detrimental effects of excessive soft paste levels leading to Stokes? Law segregation of paste in the electrode column are well documented, while several operators have effectively implemented the use of electrode thermocouples to monitor paste temperatures and automated slipping algorithms to control baking conditions within electrodes. Somewhat less well appreciated are the negative influences of inadequate soft paste levels, especially when coupled with excessive paste cylinder or block additions and resulting high hard paste levels. The alternative of insufficient hard paste levels and associated overheated electrode paste must also be considered, and can contribute to paste segregation directly. This condition also has the potential to generate gas mixtures in the electrode column that are concurrently a potential health hazard, while being prone to spontaneous combustion. Results of industrial trials on electric furnaces using Söderberg electrodes in a variety of applications from ferrochromium, to ferromanganese and even platinum-bearing base metal sulphides smelting are presented to illustrate the influence of paste loading practices on the dynamics of hard and soft paste levels. Possible electrode failure mechanisms attributable to inadequate paste level control will be discussed through some industrial examples. Suitable paste loading practices to mitigate the risks of inappropriate paste levels and associated electrode incidents are presented.

Pyrite (FeS2), chalcopyrite (CuFeS2), sphalerite (ZnS) and galena (PbS) generate hydrogen peroxide (H2O2) when placed in water, with pyrite generating the most amount of H2O2. The order of these minerals for generating H2O2 in water is: pyrite > chalcopyrite > sphalerite > galena. In previous research, the methods of generation of H2O2 in the grinding mill were studied. In this study, data from experiments were included by using MODDE 9 software for six parameters composed of water, grinding media, particle size; adding collector to the grinding, and adding depressant and pH. Finally the optimal condition was achieved. According to the results, most of the recovery is related to the particle 75 μ size and when using processed water, adding 100% collector and without depressant and pH 10. The most recovery of lead in the case of the use of fresh water is in the case of 100% collector, without depressant, pH 10 and 150 μ particle size. Maximum recovery in fraction size 45 μ in the case of water process is 100% collector, without depressant and pH 10. "Since 1964, Nchanga Consolidated Copper Mines, Ltd., has been developing and using production scheduling methods for optimizing its metallurgical operations in the short term (up to one year). Medium-range metallurgical planning has been possible only by successive evaluations of a single-year L.P. A modified version of Rosenbrock's direct search technique has now been developed to allow multi-year optimization of both mining and metallurgy for medium-range planning. The modifications to the search technique have produced a marked increase in computational efffciency for this heavily constrained problem in many variables and the system is a usable planning tool, given a reasonably powerful computer. The plans are 'optimum' in the sense that they yield the maximum present value of the operations.Each of the resulting five-yearly mine plans forms the basis for further detailed metallurgical evaluation by the established production scheduling system."

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

Each mining project goes through the same life-cycle, from prospecting and exploration to closure and post-closure periods. This prompts the question whether the closure of a mine constitutes the end of its life-cycle or whether the decommissioned mine can be employed for some other purpose. Best-practice references indicate that there are many viable options. In our opinion, the production of service water is one such option. Laboratory research was carried out on the water from a flooded underground coal mine in Ostrava- Karviná coal district, Czech Republic, concerning the production of service water from pumped minewater. The research proved the practical feasibility of service or process water production. Given the effect of global climate change with regard to water resources, good prospects for this additional resource can be assumed since the water has to be pumped in any case for safety reasons.

Iron ore pellets experience degradation during handling due low energy impacts and stresses. These impacts lead to volume or surface breakage of the pellets, creating fine particles that accumulate along the process. Some of the particles are in contact with the air and are dragged as dust into the workplace or into the atmosphere. The aerodynamic size of the particles allows them to be potentially inhaled by the workers or to be carried to nearby communities. Dust emission becomes critical at specific locations, such as transfer chutes and stockpiles. This work models the dust generation that occurs in an iron ore pellet stockyard using a methodology that combines experiments to quantify the degradation of the pellets to mathematical modelling of the dust emission mechanisms in the stockyard. First, laboratory tests were used to characterise the amount of mass and the particle size distribution of the dust generated by degradation under controlled conditions. Second, the flow over a stockpile of an iron ore pellet company was simulated with the aid of computational fluid dynamics (CFD) simulations. Third, semiempirical equations linked the data generated by simulations and laboratory tests to estimate the dust emission in the stockyard. Finally, results were validated with measured field data, obtained with a novel online measurement tool. Results suggest that the approach is able to predict dust emission with sufficient accuracy and can be used for further implementation in the management of operations and decision making in order to reduce the environmental impact of the process. Before giving the company permission to discharge neutralized mine drainage containing 1800 mg/l of dissolved solids into a public stream, my Department had to consider the matter from both the legal and the practical viewpoint.
