A shortage of technical skills in all areas of the mining industry is being experienced worldwide. This has significant consequences for design, operations, productivity and safety and, therefore, needs to be seriously addressed, both in the short and longer term. It is therefore both a strategic and a tactical issue. Importantly, however, since mining is a long-term business, the shortage of skills must be dealt with from a strategic point of view to ensure the supply of the necessary skills for future mining. This paper will deal specifically with the provision of high level technical skills, that is, university graduates in mining engineering, and the outlook for the institutions that are currently producing such graduates.

The demand for rare earth elements has increased around the world due to their application in a variety of technological advancements. Previous studies have evaluated the potential of the rare earth elements and yttrium (REY) hosted within the Permian coal deposits of the main Karoo Basin (MKB) in Southern Africa. However, not a lot of scientific research has gone into the Triassic coal deposits. The Triassic coals in South Africa were the first coals to be exploited for their thermal use in the 1880s, but the discovery of the higher rank and more abundant Ecca coal deposits led to the Triassic coals remaining largely unexplored. The demand for rare earth elements has sparked interest in these coal deposits as potential sources for valuable minerals. Late Triassic coal deposits in Lesotho have previously not been well documented and these low-rank coals can be a potential source of rare earth elements. This study aims to characterize and evaluate the potential of REY in the Taung coal deposit, southwest of Lesotho. Coal and associated argillaceous samples from the Taung coal deposit were analyzed using microscopic petrography for coal characterization and an inductively coupled plasma mass spectrometry (ICP-MS) to determine the amount of rare earth elements. Taung coal is classified as middle medium rank D bituminous coal. The total REY content in Taung coal and its associated rocks range from 162.9 ppm to 855.1 ppm, which is significantly higher than the upper continental crustal (UCC) average. The average critical REY concentration of samples from the Taung coal deposit is 189.4 ppm, which is three times higher than that of the Chinese Bayan Obo deposit. Samples classified as very promising and promising because of their outlook coefficients, are found to contain up to 77% of critical REY. It is envisioned that the area could be a prime deposit for these REY.

"The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of exploration results, mineral resources and mineral reserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. Some of the changes and their reasons are discussed. INTRODUCTION The South African Code for the Reporting of Exploration Results, Mineral Resources and Mineral Reserves (the SAMREC Code or the Code) sets out minimum standards, recommendations and guidelines for public reporting of Exploration Results, Mineral Resources and Mineral Rreserves in South Africa. The Code is being rewritten and updated, with work on-going since 2013. The proposed 2016 update is not significantly different from previous versions of the Code. The revision is being undertaken to ensure the Code remains relevant, incorporates developments within the international mining industry and keeps abreast of technology. The Code sets out minimum standards, recommendations and guidelines for public reporting. However, reporting may be unclear, ambiguous, selective, obscure, distorted or unintelligible. Part of the purpose of the update is to provide better guidelines to Competent Persons (CPs) to ensure that the material information is being reported and that reporting is transparent in accordance with the guidelines of the Code. The information provided should, as required by the Code, be adequate to inform the “reader/investor or potential investor to make a reasonable and balanced assessment of the significance of the information”. The Committee for Mineral Reserves International Reporting Standards (CRIRSCO) highlights the importance of the reporting Codes, as provided from a quote from their website (www.crirsco.com): The mining industry is a vital contributor to national and global economies. It is a truly international business that depends on the trust and confidence of investors and other stakeholders for its financial and operational well-being. Unlike many other industries, it is based on depleting mineral assets, the knowledge of which is important prior to the commencement of extraction. It is therefore essential that the industry communicates the risks associated with investment effectively and transparently in order to earn the level of trust necessary to underpin its activities."

Excessive build-up of methane and water pressures was identified as the leading cause of some Q/the roof falls in a coal mine in the eastern Transvaal. In order to characterize the migration of the methane and water into and around the mined coal seam, a laboratory investigation of the permeability of the roof strata was undertaken. The aim of the investigation was to correlate changes in the fades with changes in permeability to enable the prediction of possible zones of pressure buildup. The tests were carried out on samples from borehole core that had been obtained from the roof strata as part of the mine exploration programme. Permeability measurements were then conducted under atmospheric and triaxial-stress conditions. For the tests under atmospheric conditions, a modified Ohle cell was used and, for the tests under triaxial-stress conditions, a modified Hoek cell was used. The liquid equivalent permeability?s of the different samples were obtained by use of ASTM D4525- 85, and these were then used as a basis for comparison. Facies type, i.e. grain size, was found to have an influence on the permeability but, owing to the variable nature of the sediments, a range of permeability rather than a specific permeability value was associated with each type of Jades. The measured permeability was bound to decrease with an increase in gas pressure. The liquid equivalent permeability was bound to increase with an increase in grain size for the coarser-grained Jades, and to decrease with an increase in grain size for the finer-grained types. The application of an external stress regime to the sample was bound to reduce the permeability, but the amount of the reduction depended on the type of stress. The permeability was also found to depend on the recent stress history of the sample. The authors conclude that the methods described are useful for the correlation of facies type with permeability, but that the results are sensitive to changes in locality.

"The sizing, designing, and costing of copper electrowinning circuits requires an in-depth understanding of the fundamental relationships between circuit parameters and the practical operation requirements. The aim of this investigation was to optimize total copper electrowinning project cost by mapping the operating limits of key mechanical equipment. The model was compiled by mapping various cellhouse layouts in terms of number of cathodes per cell, crane productivity, stripping machine productivity, and rectifier–transformer (rectiformer) sizing using data tables for sensitivity analysis. These parameters were then collated and evaluated on a cost by size basis. The model provides an optimum band of operation for cellhouse productivity and project capital cost for a typical range of production throughputs, from 10 kt/a to 200 kt/a cathode copper. The information may be used as a high-level selection guide to assist with identifying a costeffective copper electrowinning circuit design for a specific production rate. The data was validated and compared with existing copper electrowinning cellhouses around the world that typically install no more than 84 cathodes per cell. IntroductionThe sizing, designing, and costing of copper electrowinning (EW) circuits require an indepth understanding of the fundamental parameters as well as the practical requirements to optimize cellhouse productivity and capital cost. Although a significant amount of work has been done designing new copper electrowinning circuits, an in-depth evaluation of world operating data reveals that the number of cathodes per cell, which affects cellhouse layout and productivity, is not consistent for a specific production rate (Anderson et al., 2009; Robinson et al., 2003, 2013). Based on this premise, Kafumbila (2017) suggested that there are unanswered questions, such as ‘why are the numbers of cathodes per cell different for copper production rates of 20 kt/a and 40 kt/a?’In this paper, data tables are employed to map the operating limits and costs of key Cu EW equipment. Almost all the ore deposits of ferrous, non-ferrous and rare metals of Kazakstan, are exploiting by the open-cast method, are the complex-structural, multi-component ones. Their rational working requires precise organization of extracting works. In this connection it is necessary to set up the best intercommunications between drilling-blasting, excavating-loading and transport works. This requires the stable functioning of the quarry for dispatch of ore raw material of required quality with minimum of corresponding expenses. For this purpose, proceeding from the quarry’s ore output and the assumed parameters of the exploitation system, the first problem about rational arrangement of excavating-loading equipment in extracting faces is solved. By solving the problem the model with dynamic, adapting properties had been used. It was solved numerically by the method of statistical tests. By setting up the necessary link between type-sizes of excavating-loading and transport equipment, the minimum prime cost of loading and transportation of 1 ton of mining mass from the face to the receiving station was adopted as the criterion of optimality. Depending on the type of excavating-loading equipment, the efficiency function may be different. By using wheel loaders, their displacement between the faces is possible, therefore, the efficiency function of the problem may include expenses for their displacement. By using excavators like power shovel, the problem’s restrictions must exclude its displacement between the faces. The efficiency function consists of minimum expenses for loading, proceeding from set of volumes of extraction from the faces, satisfying required quality. The volumes of extraction from the faces, satisfying required quality of ore in output stream, are determined by the method of statistical tests. Sample range is given, proceeding from the restrictions for maximum productivity of the excavating-loading equipment. Volumes of extraction, not satisfying required quality, are cut off. The efficiency function meaning is then determined and minimized. This study investigates the feasibility of using waste iron slag, the by-product from a mineral sands processing works, in road construction. The study includes the different options investigated for the treatment of a leachate that is produced during the cooling of the iron slag, prior to processing. It also reviews the reasons for choosing the current treatment option that is being trialed. Cooling the iron slag with water results in the formation of a leachate with a high pH and high sulphide concentration. This leachate can seep into the ground and, over time, it will contaminate the ground water. A system was designed to collect and treat the leachate to prevent contamination of surrounding natural water sources. Numerous leachate treatment options were investigated to find cost effective method of treatment After cooling, the iron slag is passed through an iron recovery plant and the unsaleable product is placed on a dumpsite. Rain percolates through the dumpsite, which can result in the formation of a leachate that can contribute to a contaminated plume. After extensive testwork, it was found that the dumpsite, which was leached of contaminants, could be screened and used as a G5material (specifications in Table II) in road construction. The initial challenge was to establish that this material was environmentally safe for use in this particular application. Approval from the Department of Water Affairs (DWAF) was required for the testwork and then for the long-term use of this material in the construction industry. The following challenge involved establishing a market for the material. Construction companies in the area were reluctant to change to a new product that was not naturally occurring. The economics of this project are extremely sensitive to transport costs and hence only projects within a specified radius can be supplied with the Black Top Gravel (BTG). This project is not are venue generator, but it does save the money that would be required to manage the dump, and it reduces the closure costs.

Optimum Colliery is an opencast strip mine producing 18Mt of bituminous coal per annum for the export and inland markets as well as for domestic power generation at the Hendrina PowerStation. Coal is exposed by four 60m3 and four 11m3 walkingdraglines and transported from the open cuts to the processing plants by twelve 130 ton coal haulers. Overburden and interburden areas are drilled by nine 250mm-diameter rotary drill rigs. Until 1997 all surveying tasks were conducted by electronictotal stations requiring accurate control points from which line-of-sight XYZ readings could be taken. In 1997 a GPS system was introduced which consisted of a fixed base station and two rovers. The rovers were able to perform most of the survey tasks assigned to total stations. In addition, two overburden drills were equipped with blasthole drill navigation systems, which includes the drill monitoring and material (strata) recognitions system. The rest of the drilling fleet will also be equipped with GPS systems. Blasthole positions are designed in the office based on survey and geological/geophysical information and transmitted via radio link to an industrial PC on the drills. Together with GPS positional data, both the planned and actual drill positions are displayed on an LCD screen. This eliminates the need for surveyed hole positions to be staked before drilling, and for actual hole positions to be surveyed after drilling. As holes are drilled, performance and rock property data transmitted back to the office. Future applications will include GPS monitoring of dragline positions and pad elevations. GPS receivers on the draglines will utilize the existing base station to calculate and transmit XYZ co-ordinates. Another application will be locating of boreholes in the field prior to the pumping of specified explosive charges into the blastholes. Charging instructions for each blasthole will be loaded into the computer on the explosives truck which will be equipped with a GPS system for hole identification.

The residues from mining and processing ores can often be considered as secondary raw materials. However, the material is only available in the form of fine particles (< 3 mm). In order to recycle these wastes, it is necessary to agglomerate it for transportation prior to reprocessing. The resulting agglomerates need to mechanically resist the stress of transportation and loading into the furnace. X-ray computed tomography (CT) is an established method for characterisation of internal structures in material science. This non-destructive technique can provide information on size and distribution of particles and grains. However, the information is not limited to the size, but also can yield structural features like orientation and position of cracks and fractures, which are important features indicating potential for deteriorating the agglomerates. Furthermore, deduced features such as contact conditions of inclusions or boundary surfaces can also be calculated. We studied binder-free tablets of manganese-oxyhydroxide, bentonite, kaolinite and slag powder using micro-CT. Inclusions of highly absorbing particles were identified using a watershed transformation with automatic segmentation by Otsu thresholding. Subsequently, the resulting data was analysed regarding their volume percentage, distribution in size and location within the sample. For the slag agglomerates, the volume fraction of iron could be determined. Furthermore, visible cracks were investigated with the goal to determine the long-term durability. It was shown that the data provided by micro-CT is reliable and helpful for the characterisation of industrial waste agglomerates. Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor&apos;s and owner&apos;s perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner&apos;s risk and contractor&apos;s risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner&apos;s corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose&apos; early in the contract negotiation process.

The development of a pilot gold geostatistical ore reserve system proved that geostatistical methods worked well for the routine production of annual ore reserves on gold mines of the Gold Fields of South Africa (GFSA) group, and that the techniques could also be practically implemented, understood and accepted by Survey Department personnel. Many side benefits of the pilot system became apparent, and a variety of useful management information was provided by manipulating the data values that were already captured. It was decided that it was a priority computing project to develop a standard production system (GORS) for routine use by all the GFSA gold mines. Experience with the pilot system enabled detailed functional specifications for GORS to be laid down. These, together with group computing policy determined the terms of reference and constraints for the GORS development. System design could not be finalized until new and appropriate mainframe database software and graphics workstation equipment and software had been found. With these in place the basic system was structured to take best ad- vantage of the interactive features of the workstation, the number-crunching power of the mainframe and the flexibility offered by a relational database and associated 4GL tools. Application sub-systems were developed for data capture, statistical applications, geostatistical calculations, contour plotting and graphical queries. GORS is being introduced to the mines in a phased manner with suitable documentation, training and support structures to enable it to be routinely and effectively used on a day-to-day basis by all group gold mines.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

Comparison of various technologies for uranium recovery from sulphuric acid leach solutions shows that Resin-in-Pulp (RIP) and/or Solvent extraction (SX) based processing routes are usually cost effective (11). A combined RIP-SX recovery-purification route and a CCD-SX recovery-purification route were investigated and optimised. The design basis used for the investigation was a production rate of 200 kg/h U3O8 over a solution concentration range of 40 to 1500 mg/L U3O8. The OPEX for the RIP-SX processing route was found to be sensitive to the variation in uranium concentration in the leach liquor. One of the main drivers for this trend is the leach acid concentration. Conversely, the CAPEX of the CCD-SX processing route was sensitive to the uranium concentration in the leach liquor. The leach acid concentration only affected the OPEX of the CCD-SX processing route modestly, as the bulk of the acid is recovered in a pre-leach circuit. Contrary to expectation, the effect of extractant loss assumptions on the overall processing route economics was found to be modest to insignificant. It should be noted that the CCD-SX processing route OPEX was more sensitive to extractant loss assumptions than the RIP-SX processing route OPEX. Economic optimum wash ratios were determined for the CCD-SX processing route and increased with leach concentration ? the increase in wash ratio was less than proportional. A 5-stage CCD configuration was found optimal over the concentration range investigated.

The Gordonsville Operation of Pasminco US Inc. along with the Center for Advanced Mineral and Metallurgical Processing (CAMP) at Montana Tech studied, developed and implemented a pilot-scale hydrometallurgical facility for the industrial recovery of germanium and gallium. This paper describes the joint testing and engineering programme that culminated in this successful process.

Mean flow stress analyses from plant mill logs for the conventionally produced hot rolled low carbon steel from the Ispat Iscor Vanderbijlpark strip producing plant, indicated a higher temperature sensitivity than that found for the equivalent SAE 1006strip steel produced in the compact strip plant of Saldanha Steel. This was confirmed quantitatively through detailed hot deformation studies on an as-cast structure as well as on a finer grained condition on the same steel. In the conventionally produced steel, activation energies for hot deformation of 309 kJ.mol-1and 388kJ.mol-1for the two respective starting structures were found, both values extending over the entire normal hot deformation temperature range of 1140 to 900°C. These and other experimentally determined constitutive hot deformation constants were applied to the hot rolling austenite grain size development model used earlier. From this, it is predicted that dynamic recrystallization occurs only in the first two break-down passes at the Vanderbijlpark plant and thereafter static recrystallization occurs after exiting from all of the remaining ten or eleven roughing and finishing passes. This is significantly different from what was predicted earlier for the Saldanha Steel plant with its lesser number of passes where static recrystallization is predicted to occur only in the last three passes. The effects of this process difference and other observed product differences between the two types of product are discussed.
