President of AS&TS* Mr Arthur Woodington Reynolds (Sam) took office as President of The Associated Scientific and Technical Societies of South Africa on 28th November, 1984. Sam Reynolds was born in Boksburg on 27th December, 1930, and received his education at Christian Brothers College in Boksburg and at St John's College in Johannesburg. World mining Sweden, Finland, and Norway expect representatives of all mining countries in May-June 1987 to the 13th World Mining Congress in Stockholm. The Swedish Mining Association, the Finnish Association of Mining and Metallurgical Engineers, and The Association of Norwegian Mines will organize the Congress, together with the International Organizing Committee of the World Mining Congress. PAPER FOR PRESENTATION The Vice-President: "It is my pleasant duty to call on Dr du Toit to deliver his paper, entitled, 'The functional relationship between dust hazard and the rate of collecting funds to pay compensation for pneumoconiosis'." After the presentation of the paper (published in the March Journal) the Vice-President said: "This paper is a very important addition to the considerable volume of work applications on this subject of pneumoconiosis. The disease, in all its various forms, has received attention from many, many great men, both in the medical world, and engineers. The fact that there is this big volume of publications of literature on it still doesn't mean that we can get anywhere beyond the old, simple injunction, that the prevention of pneumoconiosis does not depend on compensation, levies or anything else. It simply depends on allaying dust as quickly as possible. "This paper, however, is another scientific landmark and I think, in a cold and dispassionate way, it sets out some important points in this whole subject of the relationship of the levy - the money of compensation to the dust which causes it. "I have, personally, very little to criticise in this paper but when I listened to Dr du Toit's final conclusions, I wondered whether the words, 'Within the data available', aren't the key to this whole situation. I agree that he has demonstrated a workable relationship between the current industries for levy and dustiness, but among the factors which he lists as being important, I know that there is one which is missing. This is extremely difficult to evaluate. It's a factor which has destroyed, on so many occasions, the work which has been done by so many genuine, intent, honest people working in this field, and this is this unknown factor, this hidden factor of political opportunism, which has so often played a very important part in pneumoconiosis compensation. "How many of us have seen the grubby, grasping fingers of power-mad demagogues, and I can name them for you - but I won't - and also the blatant vote-catching of certain politicians interfering in this field. How, at the end of all that, the poor scientist, the poor dedicated man in the Mines' Department, who has to write the law of compensation, can operate, I do not know. "From this picture the ordinary layman recoils in horror. Among the casualties in this particular war, which has been fought over so many years, I am perfectly certain, are some of the criteria of certification, especially in '56/,57, when that extraordinary condition, known as 'pulmonary disability' was introduced. It is being organized by The Australian Geo. mechanics Society as a regional symposium of the International Society for Rock Mechanics. 10th COMMONWEALTH MINING AND METALLURGICAL CONGRESS-CANADA, 1974 The Commonwealth Council of Mining and Metallurgical Institutions has received and accepted an invitation from The Canadian Institute of Mining and Metallurgy for the 10th Commonwealth Mining and Metallurgical Congress to be convened in Canada in April, 1974, immediately following the Annual General Meeting of The Canadian Institute of Mining and Metallurgy. It is proposed that the Congress centre will be Montreal and that, after technical sessions, tours of operations will be arranged. NOTICE TO ALL STUDENT MEMBERS OF THE SOUTH AFRICAN INSTITUTE OF MINING AND METALLURGY The Institute offers each year for competition among Student Members of the Institute a prize, or prizes, should entries so warrant it, of up to the value of R100 to be awarded to the Student Member or Members who submit the best paper or dissertation on a topic appropriate to the interests of the Institute. In the case of Student Members who are in full time study at a university the dissertation or thesis which they may have to write in part fulfilment of their university curriculum may be accepted provided it is presented in a manner and on a topic suitable for publication in the Journal. The closing date for the receipt of papers shall be 31st December each year.

The development of 3D multi-parametric models facilitate the provision of resource information well in advance of the mining face. Using the model, one can evaluate mining areas not only for grade and tonnage predictions but also for predictions of rock mass quality. Blast design and milling requirements can be derived from the rock mass quality predictions. This information can be used for overall mine planning and evaluation, costing, production optimization and slope design. This allows the full range of mining activities and costs to be interconnected, there by lowering costs and improving efficiencies through the application of the multi-parametric model. Feasibility studies for new projects require an expected budget expenditure estimate to within5% of actual costs. This level of accuracy is expected by mining companies and investors but cannot be achieved without a sound knowledge of the rock mass variability. By developing a 3Dmulti-parametric model as part of the feasibility study and using the same geological model exploration boreholes, a significantly better understanding of the rock mass conditions can be obtained. This rock mass information can be used for equipment selection, economic pit layouts, processing plant design, underground mining layouts and support requirements, to name but a few design parameters that depend on rock mass conditions. The initiative at Anglo Platinums, Potgietersrust Platinum Ltd.?s (PPRust) operation, has delivered significant results showing improvements across the mine to mill value chain. These include increased loading rates, reduced electricity and crushing consumables, as well as higher plant throughput. The ore reserve model has gained international acceptance as an invaluable tool for a mining operation. Certainly most financial organizations will not invest in a mining project that does not have an ore reserve model. There is the potential for multi-parametric models to be recognized as vital tools in the mining process, as is the case with ore reserve models.

The sequential flotation of copper, lead, and zinc in that order is practised at the Broken Hill Concentrator of the Black Mountain Mineral Development Company (Pty) Limited. The minerals of economic importance are chalcopyrite, galena, and sphalerite, with associated silver. The targets for recovery and grade in the lead and zinc circuits were reached quite readily after start-up, but the copper circuit failed to meet the performance requirements with respect to both recovery' and grade. The original circuit for copper is described, together with the subsequent investigations and modifications that were required to produce acceptable metallurgical results. Circuits for semi-bulk and bulk flotation were tried, and the effect of the oxidation state of the pulp was investigated extensively and found to be all important. Tests were conducted on the depression of lead in the cleaning circuit by the use of sodium dichromate, and on heating with the addition of sulphurous acid. The latter technique was ultimately the more successful. The proportion of fresh to recycle water entering the circuit was shown to be important. The original reagent regime was altered and augmented. A more recent problem has been the contamination of the ore with cemented backfill. The changes that this new condition necessitated are described. Success has been measured by a continuous improvement in the economics of the copper recovery.

SYNOPSIS Bad eyesight and poor illumination can contribute to the occurrence of accidents in mines. As one part of a study of this problem, surveys of light intensities have been conducted in 19 gold mines. On 17 of the mines the surveys were on one underground level only, whilst in two of the mines more intensive surveys were conducted by measuring light intensities in all areas to determine any inter-mine variations between the levels of illumination. Readings of light intensity were taken underground at stations, tips, winches, stopes, conveyor belts, waiting places, pump stations, fitters' and boilermakers' workshops, ambulance rooms and in haulages. It is concluded that the average levels of illumination in South African gold mines are comparable with those reported in the literature for mines elsewhere. Standardisation of lighting conditions underground could eliminate inter- and intra-mine variation in illumination levels where they occur. A guide to mine illumination practice would assist such standardisation, and help increase the levels and effectiveness of illumination in mines. Some suggestions are made in this latter connection.

The coal-preparation techniques used in South Africa over the past ten years are reviewed, the term preparation being taken to refer to processes involving beneficiation techniques. The success of the preparation methods adopted can be gauged from the fact that, although South African coals are generally of a fairly low quality, the country is producing coals both that are used locally for the raising of steam and for metallurgical purposes, and that compete successfully on world export markets.

PRESIDENTIAL ADDRESS Given by Mr J. K. E. DOUGLAS, M.Se. (Eng.) (Rand) SYNOPSIS Lime is the most widely used and the cheapest chemical alkali known to man and virtually every product we use or eat has required lime in some phase of its manufacture. Its use goes back to the earliest days of man and many ancient buildings and writings bear testimony to this. The manufacture of lime involves quarrying, crushing and screening of limestone and the burning of the sized stone in kilns of which there are several types. The earliest kilns were of very crude design and only in comparatively recent times have large capacity, automated and scientifically controlled kilns been developed. The history of the South African lime industry is largely that of the three main lime companies and their story is briefly told. No other material used in industry has a greater diversity of uses or more varied functions and lime has applications in most South African industries. The main applications are in the production of gold and uranium, iron, steel and ferrochrome, carbide, sugar and paper and for water treatment, agriculture and building. The Republic is well endowed with high quality limestone and the conclusion is drawn that many other minerals will have been exhausted before we run out of limestone with which to process them. The expansion of the lime industry has in the past kept pace with the requirements of industry and the future demand is expected to grow in parallel with the growth of these industries. Since the war this growth has been phenomenal and with our expanding populations and abundance of raw materials it should continue in the years ahead. Limiting factors are the shortage of skilled labour and the distance from export markets. Confidence is expressed that the challenges of the future will be met and that the lime industry will continue to make an important contribution to the growth and prosperity of South Africa. INTRODUCTION Lime, gentlemen, is known to all of you. Like myself, most of you have undoubtedly found it to be, on the appropriate occasion, a most pleasant flavouring for gin. But this lime, or rather its juice, was in earlier days more than just a flavouring. In the days of sail it was vital to the health of sailors as a deterrant against the scourge of all sea-going men-scurvy. It thus played a small but important role in the opening-up of trade routes around the world on which was based the original wealth of many of today's more advanced nations. I propose to address you on the subject of lime this evening, not the citrus variety I have just mentioned, but the most widely-used and cheapest alkali known to man, which, largely unsung, plays an even more vital part in modern industry than did its namesake in the development of inter-continental trade. In the time at my disposal, I propose to tell you something of the history, geology and technology of lime manufacture. Then I will briefly sketch for you the development of this industry in South Africa and indicate the role it plays in supplying the requirements of many of our important industries. Finally we will attempt to look into the future. The importance of this chemical alkali to our modern civilization is seldom fully appreciated-virtually every product we use or eat has required lime in some phase of its manufacture, either directly or indirectly. It is one of those basic materials, along with iron, coal, sulphur, salt and petroleum without which industry and, in fact, our modern way of living could not exist. Fortunately, nature has endowed the world with a plentiful supply of the limestone from which lime is derived and most countries have deposits adequate for their requirements. As a result, not only has there been little trade in lime products between countries but in the past the widespread occurrences of limestone have set a pattern of numerous small plants each serving a limited area. These plants were generally crude affairs incapable of producing a quality product. It is not surprising that, in an industry comprised of small producers with limited financial resources and in fierce competition with each other, there was little interchange of information. Technological development was therefore slow and the industry tended to be regarded as a backyard operation. Its popularity was not enhanced by the fact that lime is difficult and unpleasant to handle if proper facilities are not provided. In recent years the lime industry has undergone very radical changes to meet the more exacting requirements of today's more sophisticated consumers. Only since the war have the larger companies emerged with proper management, highly mechanized plants and a scientific approach. HISTORY Lime was one of the first chemical reagents used by man and consequently lime burning is one of the oldest of the chemical industries. The use of limestone dates back to the stone age when primitive man used limestone to build fireplaces, construct shelters and make crude tools and weapons. It is probable that lime was first discovered by him when the stone in these fireplaces disintegrated to a white powder which he could use for decorative purposes. The first recorded use of limestone was when huge blocks of limestone were used to build the pyramids of Egypt in 4,000 to 2,000 RC. It was not long after this that the beauty of marble, which is in fact a limestone, came to be appreciated and it found wide application in sculpturing and for decorative wall construction. Originally lime, mixed with sand, was used mainly as a mortar for building purposes, the earliest record of its use for chemical purposes being in 350 B.C. in a report of the wreck near Marseilles of a ship carrying a cargo of linen and lime 'for its bleaching'1. Cato mentioned the burning of lime kilns in 184 B.C. and the Romans made extensive use of both limestone and lime for highway construction. The problems encountered in the design of control systems for milling cir- cuits when the model of the system and the model parameters are uncertain are discussed. Considering these uncertainty factors has led to the development of a technique that gives a quantitative assessment of real system stability, reveals the trade-offs between performance and stability and helps the designer in deciding what level of model complexity to use in the controller design. Furthermore, it allows for on- or off-line optimization of the milling circuit performance as it provides the base for the design of a controller which is stable over the plant operating range.

Any company operating a fleet of trucks will be greatly advantaged if the associated fuel costs can be decreased. The optimal tonnage that trucks should be hauling to ensure minimum consumption of diesel fuel has been investigated. The fuel consumption in litres per ton for a fleet of trucks hauling different tonnages of iron ore was recorded in a time-motion study and the optimal tonnage was determined. The following points emerged as a result of the research: > The diesel fuel consumption in litres per ton decreased with increasing tonnage, which means that in order to improve fuel efficiency, the trucks should carry 21 t > As a result of queuing, Africa Truck Hire (one of the two equipment contractors) loses R282.57 per day to diesel that the trucks burn when they are left idling. It is thus advisable that the company adopt a policy of requiring the drivers to switch their engines off while queuing at the stockpile > Filling up the trucks during each shift or rationing the quantity of diesel to 200 litres each shift has a negligible impact on the trucks' fuel efficiency > For the company to spend 35% of their revenue on fuel, the diesel price would have to be between R8.14 and R8.78 per litre.

Lead-based alloys are used as the primary anodes for electrowinning from sulphate-based aqueous systems. Lead anode technology has evolved over the years, migrating from pure lead and lead-antimonial alloys to the present-day lead-calcium-tin alloys for copper electrowinning and leadsilver alloys for zinc electrowinning. Anode technology has also migrated from cast to rolled microstructures in search of improved mechanical properties and higher corrosion resistance. Although great strides have been made in the development of new alloys and production processes, the industry still has unresolved issues related to untimely corrosion, which limits anode life and may lead to higher contaminant levels in the metal being produced. Lead anodes corrode because of the difference in the chemical/electrochemical potential across the microstructural features of an anode. Given a very high purity material, we find that the grain boundary areas corrode significantly faster than the rest of the grain. A balance of alloying element selection and microstructural design allows the grain boundary area to be engineered, thus minimizing grain boundary corrosion. However, operational issues can lead to unexpected corrosion behaviours that we will discuss moving forward. The comments in this work, although directed toward copper electrowinning, can be extended to similar phenomena in other metals electrowon from sulphate media (i.e., zinc, nickel, cobalt, manganese). The life cycle of electrowinning anodes depends on tankhouse operating conditions and maintenance of the anodes, including cleaning and straightening. This paper will focus on the operational aspects of maximizing the utilization of lead anodes for base metals electrowinning.

These have been laid on the chairs and before calling for their adoption I would like to make a few comments. The Accounts show an excess of expenditure over income of R2,124 and our Honorary Treasurer, Mr D. G. Maxwell, will in due course comment on this. The main difficulty has again been the cost of the Journal and I think most of you are aware of the changes that we propose to make. Although feedstock preference is largely based on Ti02 content, feedstock physical properties (i.e. density, sphericity, size distribution, and porosity) differ; these differences will affect fluidization behaviour and can inadvertently affect conversion efficiency. For example, a high carryover from the reactor reduces particle residence time and decreases conversion rates. Owing to dwindling rutile reserves in the world, most chloride producers are forced to feed blends of feedstocks to their chlori¬nators; and so it becomes important to understand whether blends have an effect on the hydrodynamic properties of the bed. This paper describes the physical characterization of different feeds and the determination of the elutriation constants for slag, rutile, synthetic rutile, and a blend (i.e. 50 wt% rutile, 50 wt% slag). A common feature of the tests was that particles finer than 75 Km tended more than any other size to be elutriated. The tested rutile, classified as a Geldart Group B material, had the lowest carryover, whereas the slags had the highest. Interestingly, the elutriation constant (ki) of the blend is lower than those of either of its individual components.

Then I would refer to Richard Beaumont Tasker, Life Fellow, who joined this Institute in 1932, and who died on the 22nd of October, 1970. Then, lastly, Mr Jean Francois du Plessis, a student, who joined the Institute on the 19th June, 1968, and passed away on the 11th of November, 1970, as the result of an accident. Mr du Plessis was to have received a Student Prize today for his paper entitled, Displacements and stresses in the vicinity of a horizontal long-wall'. We were all most upset to learn of his death last week, and we are now going to make arrangements to hand his prize to his widow on a suitable special occasion. Water auditing and water efficient practices are evolving as the quantitative tools for water balance reporting in the mining and minerals processing sector. This paper was written to describe the process of water auditing in a gold mining environment. It will contribute towards building an appropriate water management framework for The Cooperative Research Centre (CRC) for sustainable resource processing (CSRP). The research assists with the assessment of water balances in mining and hydrometallurgical processes and provides, on the ground, steady-state data for ongoing probabilistic modeling underway at most of Newmont?s gold mine operations. Five Newmont case study mine sites including the Tanami Granites Goldmine are central to this PhD water project study. The function of the Tanami-Granites water audit exercise was to measure a controlled flow of various water quality types and set a framework to establish further research for water efficiencies and water conservation in mining.

Scandium can be recovered from waste streams of other metallurgical processes such as red mud from the Bayer process and titanium dioxide acid waste. This is accomplished by an integrated process comprising leaching using acidic media, solvent extraction using organic solvents and stripping of Sc from the organic phase using NH4F solutions. The precipitation of scandium as (NH4)3ScF6 from NH4F strip liquors has been demonstrated at lab-scale with recoveries and purities greater than 98% and 98.3%, respectively. It is desired to assess the possibility of recovering the solvents for re-use in the process to improve its economy and environmental friendliness. Investigations have been conducted to recover alcohol by simple distillation from strip liquor-alcohol mixtures containing about 50 v/v% alcohol. The mixtures were obtained after anti-solvent precipitation of (NH4)3ScF6 using an alcohol to strip liquor volumetric ratio of 1:1. The starting strip liquor contained about 2000 mg/L scandium in 3 mol/L NH4F solution. In the recovery of methanol, the first distillate product collected had a purity of about 87 v/v% and this decreased slightly with time over two hours. The methanol distillate collected in the first 30 minutes with a purity of ca. 85 v/v% was re-used in anti-solvent crystallisation of (NH4)3ScF6 from the initial strip liquor, and the scandium recovery attained was about 98.6 w/w%, almost similar to that of 99.2 w/w% obtained using 100 v/v% methanol. For ethanol recovery, the first distillate product collected was approx. 84 v/v% pure and the distillate collected in the first 30 minutes with a purity of about 75 v/v% achieved a scandium recovery of about 97.2 w/w% in comparison to 98.5 w/w% obtained using 100 v/v% ethanol during anti-solvent crystallisation.
