Inauguration of the new political dispensation in South Africa in1994 initiated a dynamic shift in the ownership, management and development of the country?s affluent mineral heritage. The process of substituting the old South African regime with a new equitable system started soon after the 1994 election of the African National Congress (ANC) to parliament. The Congress?s Freedom Charter revealed the intent of the new dispensation when it called for radical transformation of mineral development. However, since then there have been important changes affecting the rules of mineral development. These are: ?A drastic change in politics ushered in by negotiation, a spirit of reconciliation and a desire to settle disputes peacefully ?The globalization of the South African mining industry in tandem with the opening of domestic mineral resources to foreign capitalists and ?The introduction of sustainable development as a holistic approach to mineral development in order to replace traditional narrow-minded environmental management. Each of these significantly shaped the new mineral investment environment of South Africa. This paper represents a summary of the historical developments leading to the current Mineral and Petroleum Resources Development Act No. 28 of 2002, its regulations, the much publicised Broad-Based Socio-Economic Empowerment Charter, its associated Scorecard, and the Draft Royalty Bill.

Challenges due to the formation of stable froth in acid leach systems is common at many copper and Ccbalt producers. Stable froth affects downstream process, critical equipment, and operational parameters. In severe cases the froth present safety and environmental risks and increased operational costs. Solids reports in the pregnant leach solution, accumulates, and clogs launders resulting in a potential costly safety and environmental risk. Solvent extraction is operationally affected by crud formation, organic solvent and extractant losses, reduced mass transfer due to the solids carried downstream. This article reviews the generally inadequate mechanical and hydraulic solutions of froth elimination employed over the years. The recent introduction of a chemically based solution able to eliminate froth problems that can potentially turn around the situation for those who adopt the technology.

Anglo American Platinum has adopted a strategy of best practice principles (BPP) for sampling, mass measurement, analysis, and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned. The design called for the high-grade material to be crushed to 95% passing 2 mm, and the design allowed for a single-cutter primary Vezin sampler taking increments from a gravity flowing stream at regular intervals while filling a tanker for pneumatic offload at the base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from the smelting complex and the input to the refineries. In addition, the design incorporated the functionality to collect increments in an ?interleaved? fashion from the Vezin sampler for internal precision checks. The metal accounting strategy for Anglo Platinum involves the ongoing measurement of all inputs, outputs, and stock levels for all operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February, across the smelters and refineries (at least the base metal refinery). In the accounting period immediately following the introduction of the new crushing and sampling facility, a trend was developing whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter showed an increase in physical stock compared to the theoretical stock (sender) and the base metal refinery showed an increase in theoretical stock against physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question, and it was confirmed through the physical stock measurement results that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream. This paper showcases parts of the process that took place to explain the poor accountabilities for the two sites. Previous results from the sampler ratification process (of the interleaved sampling design) were reanalysed, a physical inspection was carried out on the sampling system again, and the sampler performance was monitored (quality control parameters) for the period. From these investigations, it was found that airflows inside the Vezin introduced the sampling bias. A change in sampling protocol was introduced, as well as certain physical changes to the sampling equipment, to eliminate the airflow and thus the bias conditions significantly. The accounting period that followed the phased upgrading process showed that the accounting between the smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below 5% relative to theoretical stock). Kriging is an interpolation technique for predicting unobserved responses at target locations from observed responses at specified locations. Kriging predictors are best linear unbiased predictors (BLUPs) and the precision of the BLUP is assessed by the mean square prediction error (MSPE), commonly known as the kriging variance. Both the BLUP and the MSPE depend on the covariance function describing the spatial correlation between locations and on specific parameters. The parameters are usually treated as known, whereas in practice they invariably have to be estimated and the empirical BLUP (that is, the EBLUP) so obtained. The empirical or estimated mean square prediction error (EMSPE), or the so called ?plug-in? kriging variance estimator, underestimates the true kriging variance of the EBLUP, at least in general. In this paper five estimators for the kriging variance of the EBLUP are considered and compared by means of a simulation study in which a Gaussian distribution for the responses, an exponential structure for the covariance function, and three levels of spatial correlation ? weak, moderate, and strong ? are adopted. The Prasad-Rao estimator obtained using restricted or residual maximum likelihood (REML) is recommended for moderate and strong spatial correlation and the Kacker-Harville estimator for weak correlation in the random fields.

In deep level hard rock mining the rheological behaviour of the rock is important as time-dependent aseismic processes can lead to a stable dissipation of energy thus reducing violent outbursts. Underground closure measurements, observations of time-dependent fracture formation and siesmic data indicate that the rock in deep South African gold mines shows significant time-dependent behaviour. The objective of this work is to quantify the time-dependent rock behaviour for laboratory specimens and underground conditions. Laboratory experiments indicated that lava and quartzite specimens undergo measurable creep strain at stress magnitudes below the failure stress. Quartzite is however prone to more significant creep at lower stress levels. A viscoelastic analysis showed that laboratory creep results can not fully explain the behaviour observed underground. The in situ behaviour is governed mainly by the rheological behaviour of the fracture zone and the resulting time-dependent formation of new fractures. A viscoplastic discontinuity model implemented in a boundary element program is used to simulate this behaviour.

The dispersion of mature fine oil sands tailings (MFT) by the addition of sodium lignosulfonate was studied using contact angle measurements, optical scattering, and particle size measurements. Lignosulfonate caused the release of residual bitumen to the slurry surface and settlement of fines. Dynamic contact angle by captive bubble measurements were carried out on bitumen to determine the effect of the dispersant on the wettability of bitumen. Lignosulfonate caused a change in the aggregation state of the MFT and increased sedimentation of particles, as indicated by optical scattering measurements. Zeta potential measurements indicate that this change was caused by an increase in adsorption of lignosulfonate onto particles, which caused improved settling of the colloid. Ultraviolet Visible (UV) spectrophotometry and organic carbon content measurements showed that only a small amount of the reagent remains in the aqueous phase of the tailings, which is critical for decontamination of recycled water. The rate of dissolution of sulphide minerals is frequently interpreted in terms of the passivating behaviour of a layer of material on the surface. This interpretation has driven research to identify and possibly remove this layer from the surface, and thus yield higher rates of dissolution. The identification of such layers has proved difficult, with different researchers claiming different compositions for possible layers. An alternative framework has been pursued by the author and co-workers, who have argued that the rate of dissolution is governed by the electronic structure of the minerals which give rise to their semiconducting properties. Researchers sceptical of this approach have argued that semiconducting properties are only important in highly pure substances. In this paper, we review the electronic and semiconducting properties and discuss how they impact dissolution behaviour. Understanding the contribution of geophysical variables is vital for identifying ore indicator regions. Both magnetometry and gamma-rays are used to identify the geophysical signatures of the rocks. Density is another key variable for tonnage estimation in mining, and needs to be re-estimated in areas of change when a boundary update has been conducted. Modelling these geophysical variables in 3D will enable investigation of the properties of the rocks and improve our understanding of the ore. The Gaussian Process (GP) was previously used to generate 3D spatial models for grade estimation using geochemical assays. This study investigates the influence of the following two factors on the GP-based autonomously generated 3D geophysical models: the resolution of the input data, and the number of nearest samples used in the training process. A case study conducted on a typical Hammersley Ranges iron ore deposit using geophysical logs, including density, collected from the exploration holes, is examined in this paper.

DC arc furnaces are widely used for steel scrap melting as well as for reductive smelting of ore fines. Industrial smelting applications include the smelting of chromite to produce ferrochromium, the smelting of ilmenite to produce titania slag and pig iron, and the recovery of cobalt from nonferrous smelter slags. A number of myths and misconceptions are widely held, especially regarding: the age of the technology, the use of a hollow electrode, arc stability and shape, arc and bath radiation, interaction between the arc and molten slag, electrical behaviour of arcs and slags, a comparison between AC and DC furnaces, DC reactors, the lifespan of bottom electrodes, and the applicability of DC arc furnaces to various metallurgical systems.

GEOSCANs on belt analysers have been widely utilised in iron ore for nearly two decades. Since the first installations in 2003, the availability of accurate and reliable grade data has become standardised across iron ore mines in the Northern Cape, where various streams are monitored continuously to ensure the optimal functioning of plants. Assmang Khumani has been at the forefront of technology adoption and has implemented 19 GEOSCANs at various locations throughout the plant, monitoring run-of-mine, stockyard feed, beneficiation plant feeds, and products. Over the years, collaborative advances in the technology have allowed for numerous benefits and gains to be made. In recent times, there has been a concerted effort on the development of analysis for phosphorus in the material flows, and based on Scantech's experience in the phosphate industry, this element has now been calibrated to achieve statistically acceptable and repeatable accuracies for real time analysis of this element on many of Khumani's GEOSCAN analysers. This paper provides an overview of GEOSCAN use at Khumani, while focusing on the development of phosphorus analysis. A case study of analysis results is presented for a range of analysers that have been calibrated for this element, as well as a discussion on the benefits obtained as a result of this analysis. The dominating technologies for steelmaking are the basic oxygen furnace (BOF or LD process, Linz-Donawitz) and the electric-arc furnace (EAF). The main iron input materials for both are liquid iron as hot metal, or solid iron as pig iron, DRI (direct reduced iron), HBI (hot briquetted iron) and scrap. Hot metal, pig iron (i.e., solidified hot metal) and DRI/HBI are virgin iron materials, which have to be produced from iron ore by so-called ironmaking technologies. The family of ironmaking technologies includes three process routes: blast furnace, smelting reduction and direct reduction. Driven by steadily increasing costs of raw materials in the last two decades, the sector has seen a number of new developments in ironmaking technologies, developments based on fluidized-bed technology. The main advantage of a fluidized-bed technology is that fine iron ore can be directly charged to the process without prior treatment; it does away with agglomeration and its concomitant cost, a step practised in blast-furnace, COREX® and MIDREX® processes. With Posco of South Korea, Siemens VAI Metals Technologies has successfully developed the FINEX® process, a smelting reduction based on the direct use of iron ore fines to produce hot metal. The key technology is the four-stage, bubbling fluidized-bed-reactor system, in which fine iron ore is reduced to DRI fines in a countercurrent flow with a reducing gas generated by coal gasification. Beside surveying the current state of the art, this paper discusses the technological principles of smelting-reduction and direct-reduction processes. The status of FINEX® and the outlook for further developments are described. Crucial to the successful development of the new ironmaking technologies for the direct use of fine ore was the scaling up of the fluidized-bed reactor system, which demonstrated new design features.

Metallurgical accounting for toll treatment smelters pose a number of challenges. Multiple feed stockpiles have to be accounted for as part of the monthly recovery estimation. Moreover, multiple metallurgical intermediates make up part of the in-process inventory, which also influence the monthly recovery calculation. Errors propagate from the measurements of volumes, assays, moisture fractions and bulk densities in the various material types through multiple steps up to the point where the final recovery is calculated. These errors contribute non-linearly to the variance in the final recovery estimate. This paper develops the mathematical formulation for variance propagation in toll smelting operations, including the effect of in-process inventory, assuming measurement biases have been eliminated beforehand. Operational data from a Southern African copper smelter is used for a case study. The method of propagation of variance showed that uncertainties in stockpile assays were the main contributors to variance in the recovery estimate. Variance in the volume and bulk density uncertainties contributed a secondary, yet significant, proportion to the overall recovery variance. It was determined, for the given case study, that the recovery variance depended on the calculation method used and that variance propagation via the two-product formula was smaller than recovery variances calculated via the standard recovery formula. However, the probability that the two product formula will give inaccurate (versus imprecise) results is significantly more due to the practical difficulty of equiprobable sampling of tailings streams from smelter plants (which includes materials such as slags and flue dust). Recommendations are made on how to achieve a reduction in overall uncertainty for toll treatment smelters. Evacuation operations from work places in the case of an emergency are the key to minimising the effects of catastrophic type accidents such as fires, explosions, cave-ins, floods, etc. The correct planning of these operations, having the necessary means for sounding alarms and communicating and suitable training of personnel are the key factors for guaranteeing successful evacuation. The article gives an analysis of the problem in the case of subterranean mining and various types of work developed by AITEMIN in this field, including the development of new alarm and communication means specially adapted to the characteristics of mining operations, development of tools for help in the preparation of emergency plans and experiences in the education and training of personnel.

Mineral Resource Throughput Management is based on the extraction of the maximum potential value from an ore reserve with the emphasis to generate maximum ROI and ROR (return on reserve). A steel producing company in India implemented MRTM to significantly improve their ROI and ROR. The value chain of this company consists of their own iron ore and coal mines, ore washing plants, sinter plants, steel plants, and sales and marketing division. The target for the mines was to produce at a stable and predictable rate and at specific quality requirements. These requirements were set to improve productivity and ROI of the steel plant. The implementation constituted the alignment of the reserve potential, total production chain, human resources and management culture at the mines with the requirements of the steel plant. Many typical mining practices were challenged and changed. Production targets regarding lump vs. fines ratio, consistent product tons, quality targets such as Fe, Al content and moist, and standard deviation on the quality targets were not achieved. A reverse distribution model with release mechanisms to satisfy the demand were developed and implemented at the mines. A stable and predictable flow of mine product with quality standards well within the required standard deviation targets were achieved. The contribution from the mines to significantly improve the Net Profit, ROI and ROR of the company were reached.

A dynamic model is used to represent the single-stage closed grinding mill circuit at Mogalakwena North Concentrator. The circuit consists of a ball mill closed by a hydrocyclone. The circuit is modelled according to a semi-mechanistic non-linear dynamic model available in literature. An algebraic routine is used to fit model parameters to steady-state process data. Preliminary validation results against dynamic data indicate that the model is capable of capturing the main dynamic trends of the plant. Since classical system identification techniques proved insufficient to produce accurate models; the non-linear model can be used as a reliable source for model-predictive controller design. The concept of selectively extracting copper from a low-grade dump leach solution followed by stripping the copper into an acid solution from which electrowon copper cathodes could be produced occurred to the Minerals Group of General Mills in the early 1960s.This simple, elegant idea has resulted in a technology by which about 2.2 million tonnes of high quality copper cathode was produced in year 2000. The growth of this technology is traced overtime with a discussion of the key plants, the key people and the important advances in leaching, plant design, reagents and electrowinning that have contributed to the growth of this technology. Some thoughts on potential further advances in the technology are also given.

South African coal discards derived from feed coal for thermoprocesses pose human health and environmental problems and incur high disposal costs. These issues need to be resolved. Coal fines and a coal fines/ K2CO3 blend were combusted at 700°C in a laboratory rotary kiln to produce ashes containing metakaolinite (Al2O3.2SiO2) and illite/muscovite/orthoclase amorphous materials. The blend ash and coal fines ash, containing 18% K2O and <1% K2O respectively, were leached with water and with 1 M and 8 M NaOH at 80°C for 4 hours using a solid to liquid ratio of 1:5. The 8 M NaOH leach yielded 17% sodalite (Na8Si6Al6O24(OH)2) formation through SiO32-, Al(OH)4-, and Na+ precipitation in the leached ashes. The 1 M NaOH leach yielded no sodalite. X-ray fluorescence analysis of the original ashes and leached ashes showed low Al and Si dissolution efficiencies due to the sodalite formation. Sequential NaOH leaching resulted in the highest potassium dissolution efficiency of 89% for the ashes of fines/K2CO3 blend and 59% for the fines. It may be possible to increase the ash-derived zeolite concentration by using even higher NaOH concentrations (12–20 M NaOH) during leaching. Sodalite derived from coal ash could possibly be utilized for water purification in industrial applications, or as molecule separators. The potassium-containing liquid could be used in fertilizer manufacture.

During galena flotation of Rosh Pinah milled material, metal ions and salts contents of various water resources (deionized, simulated circulated, lead concentrate thickener, lead tailing thickener and borehole) influenced mineral recoveries, upgrade ratios, selectivities, froth stability and flotation kinetics. The various water resources employed during galena flotation caused activation, depression or selectivity effects on minerals due to the presence of different ions in solution. Metal ions in these water resources were adsorbed by the ore, whilst ions associated with gangue minerals (dolomite and quartz) were released into the flotation pulp. Lead concentrate thickener water caused depression of sphalerite and pyrite, increased fast floating fractions for silver, copper minerals, sphalerite and quartz (unwanted), and improved slow floating rate selectivity against pyrite and sphalerite. Lead tailing thickener water enhanced sphalerite recovery during galena flotation (unwanted), and increased fast floating fractions of pyrite. Western borehole water did not affect galena recovery, but sphalerite and pyrite recoveries were unacceptably too high. Ions from copper, lead, and zinc salts tended to release high amounts of ions, such as calcium, magnesium, silicon, and manganese from gangue minerals (dolomite and quartz) during milling. During galena flotation, lead ions depressed sphalerite, pyrite and dolomite at a lead concentration of 400 ppm, but sphalerite was activated at a concentration of 800 ppm. Sphalerite was activated with copper ions (89% recovery, 2.09 upgrade ratio) and depressed with zinc ions (maximum recovery of 25%). This corresponds with findings in previous investigations. Dolomite and quartz were slightly activated with zinc ions. No evidence was found that lead and copper ions activated any gangue minerals during galena flotation. This paper investigates the role of vertical integration between chrome ore mines and ferrochromium smelters in the location of ferrochromium production capacity in South Africa and Zimbabwe. Vertical integration is important in understanding the increasing competitive position of these two countries as observations show that an increasingly larger share of the global market has been coming from integrated producers. The paper argues that the increased vertical integration between mines and smelters in South Africa and Zimbabwe has led to a lower cost of chrome ore as an input compared with other producers. Underlying this hypothesis is the basic tenet that, more likely than not, production will take place where the costs are lowest. The paper concentrates on high carbon ferrochromium (HCFC) production in market economy countries (MEC). Using an ordinary least squares model, the study tests the relationship between low chrome ore costs and vertical integration shows a statistically significant relationship. These findings partially support the view that the control of sources of chrome ore is a major source of competitiveness.
