Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

In 1999, INCO Limited Mines Research, in Sudbury, Ontario, Canada, took delivery of a MeycoRobojet Logica Spraymobile, a computerized concrete spraying system. The Spraymobile is a self-contained mobile machine capable of applying spray-on ground support in underground applications. The Logica component of the Robojet is designed to control the operation of the Robojet, as well as scan and map the tunnel geometry prior to the spraying operation. The Robojet can be operated in various modes, from manual to automatic operation. In the automatic mode the computer controls the standoff distance, angle, and motion of the spraying jet. In 2000, INCO Limited, working with Meyco Equipment of Switzerland (a division of MasterBuilders Technologies), detailed a plan to create a tele-operation package for controlling the spraying process from a surface location at INCO's Mines Research Test mine. With the RobojetLogica operating in automatic mode, the operator at the machine becomes a process monitor. Since the Logica system controls the key spraying parameters of nozzle distance and nozzle angle to the sprayed surface, the operator could easily monitor and control the Robojet Logica from aremote location. The benefits of operating underground mobile mining (drills and LHDs)equipment from a surface location has been demonstrated at INCO Limited, however, the abilityto control a ground support operation (shotcrete spraying) from surface has not been attempted until now. This paper will describe the Spraymobile shotcreting system, the development of the tele-operation package for the Robojet Logica, as well as modifications to the original Spraymobile for implementing the tele-remote package on the Robojet Logica at the Mines Research test mine.

Tests were carried out in a Hallimond microflotation cell and a Denver D12 cell on typical residue material from a gold mine in the Orange Free State (South Africa), in which 50 per cent of the kerogen was larger than 100 µm in size. Although kerogen is naturally hydrophobic, the observed unexpectedly poor flotation reponse may be due to occlusion of the kerogen by a slime coating and subsequent depression of the slime by guar gums. The recovery of gold from samples spiked with kerogen increased, with no significant reduction in grades, when a petroleum-based collector and tetrasodiumpyrophosphate (a dispersant) were used.

The Talvivaara deposits are located in Eastern Finland, within the Kainuu Schist Belt. These polymetallic sulphide deposits are of relatively low grade, but bioheapleaching enables economically profitable nickel extraction from the ore. Zinc, cobalt, and copper are also produced. Talvivaara?s production process begins with large-scale open-pit mining and four crushing stages, followed by stacking of the ore in bioleaching heaps. The ore is first leached for 13?14 months on the primary leach pad, after which the leached ore is reclaimed, conveyed, and re-stacked on the secondary heap pad. After secondary leaching, the barren ore will remain on the secondary heaps permanently. In the metals recovery process, the metals are precipitated from the pregnant leaching solution. Construction of the process was begun in spring of 2007 and first metal sulphides were produced at the plant in October 2008. The development of the bioheapleaching process was begun in a 17 000t on-site pilot heap operated during 2005?2008 and has continued in the industrial heap. At industrial scale, the development measures have focused on improving the permeability and aeration of the heap. Challenges with crushing and aerations systems at the beginning of industrial-scale leaching delayed the increase in metal recovery, but after the first two operational years the leaching results have improved significantly and the process is performing as targeted.

The influence of economics on the design of mine shaft systems by H, M. WEI.LS, Pr. Eng., M.Se. (Fellow) The purpose of this paper is to review some of the more important economic criteria that must be taken into account when planning the number, type, size, and distribution of the shafts, or shaft systems, required to exploit a block of payable ore. The postulated philosophy governing the selection of design parameters is that of optimization of the financial return per rand of venture capital employed for the project as a whole. While this criterion may not necessarily satisfy the investment objective under all circumstances (as, for instance, where risk limitation is important), it does serve to place the relative economic advantages and disadvantages of specific design features, which may sometimes be in opposition, into correct perspective with respect to the overall economics of the project under the prevailing economic climate at the time of the investigation.

While some of the practical details of ilmenite smelting are not well documented, there is a substantial body of literature on the principles of ilmenite smelting, and the behaviour of solidified titania slag. This information is summarized, focusing on the basic reactions, departure from equilibrium, the behaviour of impurities, and reactions of solidified slag. The emphasis is on the South African operations.

Open pit slope stability analyses for large scale instabilities are often carried out using limit equilibrium, finite element or finite difference computer programs. All of these require empirical estimates of rock mass shear strength when calibrated values are not available, which is a common occurrence. A common method of estimating rock mass shear strength is the Hoek-Brown failure criterion, which often over- or underestimates rock mass shear strength when used in limit equilibrium or elastic linearly plastic slope stability analyses, resulting in published alternative estimates for the coefficients of the Hoek-Brown failure criterion. This paper investigates the differences between limit equilibrium and elastic linearly plastic slope stability analysis based on the Hoek-Brown failure criterion. The investigation consisted of a comparison of 3840 RS2 finite element analysis models completed with strain softening, and 216 Slide2 limit equilibrium models. The models were used to evaluate a methodology to determine equivalent limit equilibrium and elastic linearly plastic shear strength parameters that provide the same stable slope angles and instability back break distances as the more representative strain softening stress analysis methods. This paper presents the methodology and compiles the results into design charts and equations for equivalent limit equilibrium Mohr-Coulomb shear strength parameters, that simplify calibration against actual case studies. The results compare well with older empirical shear strength estimates, however, a detailed calibration of the results against case studies will need to be carried out. The analysis also did not consider pore pressure effects; this is left for future publication.

An elevated location of a paste thickener on a ridge close to the disposal area is considered at a Swedish iron ore mine. About 0.7 M tonnes of thickened tailings are planned to be layered as paste in the vicinity of the thickener over several years with pipeline lengths of up to 900 m after about 20 years. In order to clarify the pipeline pumping characteristics of the tailings product for volumetric solids concentration from 40 to 50%, experiments in loop systems with pipeline inner diameters from 0.063 to 0.152 m have been carried out with various types of pumps. The results and comparisons carried out here showed that the performance of centrifugal pumps cannot simply be related to the rheology, but factors related to pump design and build-up tendencies of material within the pump and other particle properties may be of equal importance. During the first years of operation only one thickener underflow pump is required. The reliability and performance for various pump configurations are planned to be investigated systematically in order to meet the most effective long-term solution for paste thickener operation, pipeline distribution and placement in the disposal area as the discharge point advances over the life of the project.

The demand for continuous improvement in the industrial world is an ongoing process. Some sectors, where the competitive forces are well established, have led the development of new and reliable technological innovations. Although the metallurgical industry can rightfully be proud of its process improvements, there is still work to be done in materials and in material handling. In some cases, the improvements will be as simple as adopting technologies that have been perfected in other processing or manufacturing industries. This paper discusses the next design generation for copper tankhouses which will yield: ?Improved copper quality ?Improved equipment availability ?Lower life cycle costs ?Safer operations. These benefits will be realized through new developments and design improvements in: ?Permanent cathodes ?Cathode washing ?Cathode stripping machines ?Anode preparation machines ?Improved lead anode design ?Recycling of lead anodes and refurbishment of cathodes. The demand for base metals, and in particular copper, has led to more research into improving efficiencies in electrowinning and refinery plants around the world. One of the areas previously taken as a matter of course was the production of lead anodes and stainless steel cathodes. In South America alone there are over 600 000 cathodes and anodes in circulation?a very significant figure.

Project-finance risk assessment is mature and approached systematically. Mining industry due diligence remains fragmented with specialists addressing different aspects of the project such as reserves/JORC, environmental impact, commodity market, even financial analysis/ modelling. Each professional has a natural tendency to believe that the risk factors they have examined are the key ones necessary to be reviewed, as if their review will stand in isolation from others in the way a project materialises. By first laying out the project risk categories and risk matrices, this paper examines the due diligence process with a keen eye to the risk assessment and overlap/interaction. Some cross fertilisation of due diligence techniques from other industry sectors is placed into the mining context. Six case studies are then presented with regards to due diligence features in each project's feasibility review or financial information/ offering memorandum. A power case first shows the differences between the due diligence expectations of banks versus bond financings. Then some Australian and Indonesian mining development cases are analysed to see the due diligence learning points. Some of these were project/due diligence failures. The conclusion focuses on the value of a systematic risk assessment for project evaluation, all from the project-finance perspective.

Mining of As-bearing minerals had resulted in the release of arsenic species predominantly As(III), which is known to be more toxic, and undue exposure to it is detrimental to human organ systems. Many materials have been examined for As(III) removal, but it is still challenging to advance sustainable materials for effective removal of As(III). In this paper, a more eco-friendly and superparamagnetic Fe0-Fe3O4 composite was synthesised and evaluated for heterogeneous catalytic oxidation and removal of As(III) with peroxymonosulfate (PMS, KHSO5). The kinetic removal studies showed that removal of As(III) was probably through a chemical process and the Elovich model best represented the experimental data. The removal capacity for As(III) on Fe0-Fe3O4 with PMS (1.76 mmol/g) is superior to that without PMS (0.83 mmol/g). Combined results from XPS and ESR showed that As(III) was fully transformed to As(V) through catalytic oxidation by Fe0-Fe3O4/PMS and afterwards enhanced its removal. The removal mechanism of arsenic was ascribed to the formation of outer-sphere (electrostatic attraction) and inner-sphere complexes. The adsorbent can be separated easily from water due to its excellent magnetisation (64.5 emu/g) and also has good reusability potential as more than 85% of the initial concentration of As(III) was immobilised after five consecutive cycles. Chromium green is an essential metal with various applications in the paints, construction, electronics, and aerospace industries. The main source of chromium green is the carbo-thermic reduction of chromite ores, however, chromite ores are being heavily depleted on a global scale, hence the need to find alternative or secondary sources for the chromium. In order to meet the global demand for chromium there is a need to implement principles of the sustainable circular economy to keep chromium within the material loop. Ferrochrome slag and stainless steel slags are secondary resources that are potential sources of chromium. In this work, recovery of chromium from ferrochrome slag was investigated. The ferrochrome slag was alkaline leached using sodium hydroxide- sodium hypochlorite solution to reduce the use of potent reagents that have a potential negative environmental impact. The leachate produced by oxidative alkaline leaching of ferrochrome slag contained hexavalent chromium, which was used to recover the extracted chromium through a two-stage process involving reduction and precipitation. Reduction of hexavalent Cr to trivalent Cr was investigated using anhydrous FeSO4 at concentrations of 5 g/L, 10 g/L, and 15 g/L. Precipitation was conducted by dosing the reduced leach solution with 1 M sodium hydroxide at dosages of 5 ml/L, 10 ml/L, and 15 ml/L. The experiments were designed using the Taguchi (L9) orthogonal array and analysed according to the ANOVA, general linear model. The optimized conditions for the reduction step were ferrous sulfate dosage of 5 g/L with a pH of 12, and for the precipitation step, 1 M sodium hydroxide at a dosage of 15 ml/L with a setting time of 90 minutes and pH of 7. Physical changes were observed during the two-step chromium recovery, with solution changing from a yellowish colour to dark green colour indicating completion of the reaction. The chromium recovery was found to be 93.3%.

Dry coal processing is becoming increasingly favoured as a fine coal beneficiation technique. The decline in suitable good-quality coal, as well as the ongoing decrease in usable process water, makes dry beneficiation of the fine coal fraction even more crucial. Dry fine coal beneficiation is a relatively young process with most of the methods still in the developmental phase. Additionally, many of the dry processing options available are better suited for coarser (+6 mm) and easy-to-beneficiate coal. Air winnowing for fine particles has been established in both agricultural and pharmaceutical industries, which indicates that the method can be used to separate smaller particles on a density basis and therefore, may prove effective in the coal industry as well. A proof of concept study was conducted using both computer-based simulations (which do not form part of this paper) and physical experiments. The initial winnowing unit consisted of a closed box with a horizontal air stream flowing through the top section. Coal particles were injected into the air stream and displaced horizontally across a distance (x), depending on the particle size and density, thus actuating a separation based on these two parameters. For this study particle sizes of 6, 4 and 2 mm were used all with a density ranging from 1200 kg·m-3 to 2000 kg·m-3. The simulation in Star CCM+ confirmed the findings of the mathematic behavioural model and provided a virtual representation of the separation using streamlines and particle tracks. The coal tests prove that size separation can be achieved at an airflow velocity of 21 m·s-1 and the density cut-point can also be predicted by using the prediction matrices constructed as part of this study. The results show efficiency values (EPM) of 0.11 and 0.09 at density cut-points of 1400 kg·m-3 and 1500 kg·m-3 respectively. The data obtained from the study indicates that air winnowing can be used to separate fine coal particles based on both size and density. However, in order to achieve an efficient density separation, a narrow size range is required. With some improvements to the model, simulation, method and design, the separation efficiency can also be improved. The next phase of testing will include the upscaling of the process to a demonstration plant, optimising the separation unit and testing the method on different qualities of coal. A fuel cell is an electrochemical engine that converts the chemical energy of a fuel, such as hydrogen, and an oxidant, such as oxygen, directly into electricity. The emerging fuel cell industry may represent a major opportunity for the global platinum mining industry. This is because low temperature fuel cell systems use platinum group metals as catalysts. Fuel cell vehicles may become the most important driver of future platinum demand within years of their commercialization. A great number of factors impact on and drive the diffusion of fuel cell vehicle innovation. Such drivers range from energy security to environmental concerns and the technological development of fuel cells and systems. Such factors and drivers of fuel cell vehicle diffusion are combined with the generic ?body of knowledge? on ?technology forecasting? and ?diffusion of innovation? to design a framework that provides a holistic approach to the analysis of this complex enterprise. An attempt is made in this paper to address the following questions: Which types of fuel cells require platinum group metals? Which types of fuel cells will achieve dominant design status? Will fuel cell vehicles diffuse successfully? How big will the impact of successful fuel cell vehicle diffusion be on future platinum demand? How well do fuel cell vehicles compete with incumbent technologies such as spark-ignited and compression-ignited internal combustion engine-driven vehicles? How soon will oil depletion start to drive the diffusion of fuel cell vehicles? How important is hydrogen as a fuel? What impact does the inadequate hydrogen fuelling infrastructure have on fuel cell vehicle diffusion? The paper contains some initial results of a research project that has the aim of producing a schedule of future platinum demand generated from fuel cell vehicles. The problem of providing adequate thrust to manually operated rockdrills operating at air pressures of 70 lb/in2g to 80 lb/in2g with the aid of an air-leg is analyzed. It is shown that adequate thrust is provided by an air-leg or the stiff-leg if it is inclined at an angle to the floor of about 25°. However, this requires that the leg react against some support or protuberance, as the friction force between the leg and the floor is inadequate to contain the thrust. Conclusions summarizing optimum thrusts, blow frequencies, penetration rates, drill steel life and bit wear are presented.

"Tenova Pyromet has designed a slag flow control valve that throttles the flow of slag in order to control the tapping rate. In addition, the valve has proved to be a reliable tool for closing the furnace during normal operation as well as emergency conditions. The valve makes use of a water-cooled copper element that is hydraulically operated and attached directly to the slag tap-hole. The equipment is compact, simple to maintain, and cost-effective to purchase and install. It can be retrofitted to most existing slag tapholes with minimal modifications.During the development phase, finite element method (FEM) and computational fluid dynamics (CFD) software was extensively used to model predicted operating conditions and to optimize the design. By using CFD, it was possible to understand the flow patterns inside the copper and to optimize these to improve overall performance.The slag valve was installed and commissioned in 2011/2012 on a 12 MW furnace as part of a new mineral wool plant in the USA. It has performed well since its installation despite operating under conditions in excess of the original design criteria. During the first 6 months of operation it quickly became the preferred method of closing the furnace, although the design intent was for occasional use during emergency shutdown conditions only. Since replacing the mudgun as the main method of closing the tap-hole, a few minor changes have been made to the installation in order to cope with the increased heat load and much higher frequency of use."

South Africa holds approximately 70% of the world’s total chrome reserves. Chromium is an important raw material for the production of stainless steel and ferrochrome alloys. Over the years, China’s ferrochrome market has been dependent on chrome ore imports from South Africa. In 2018, China imported about 75% of its chrome ore from South Africa. With the low platinum price and the rising demand for stainless steel, a growing demand to evaluate new beneficiation technologies for fine chromite was identified. Gravity separation of fine chromite (<75 μm) is inefficient, due to the limitations of the technology to upgrade fine particle size distributions. Potential for the recovery of chromite, specifically fines (<75μm), lost to UG2 PGM flotation tails, but also from MG and LG6 spiral circuit tailings exist. Flotation of podiform chromite ores from India and Kazhkhstan is successful in generating saleable product grade, following acid or alkaline flotation routes. Application to South African stratiform chromite is being evaluated, with the emphasis on evaluating reagent type, optimising dosages and the effect of pH in optimising flotation performance. Flotation can unlock additional value from chromite tailings material. The effect of ore characteristics such as gangue mineralogy, particle size distribution and headgrade are reported. The performance in terms of product quality and yield are evaluated and compared. The impact of this paper will not only prolong life of mine and increase revenue but will also alleviate environmental burdens associated with tailings dams. The existence of an impressive reserve of oxidized cobalt-copper bearing ores in the African copper belt area lead the GECAMINES (DRC) to develop specific and adapted mineral processing routes (Mulaba-Bafubiandi, 2001). During the conventional diluted sulphuric acid leaching of oxidized cobalt-copper bearing ores commonly referred to as ?heterogenite?, more than 10% cobalt dissolution yield increase was observed in a plant situation (Mwema et al., 2002) when SO2(g) was flushed into the acidified cobalt leaching solution. The present paper attempts to elucidate mechanisms involved which lead to the increase of total cobalt as SO2 is flushed during the leaching of oxidized cobalt bearing minerals. The kinetics of cobalt dissolution as SO2 is flushed into the acidic solution as well as a full characterization, using UV-Visible spectroscopy, of Co2+ and Co3+ species present in the collected leachate are presented while possible effects of the presence of Cu and Fe on the leachability of cobalt bearing minerals present in the oxidised ore will be discussed. In the view of speeding up the leaching process, the mixed cobalt-copper oxidised ores were microwaves pre-processed. Preliminary results were also discussed.
