Mining executives often have a difficult task determining what the strategic objective of the business should be as this can be impacted by the prevailing market conditions. In addition, they have no mechanism to quantitatively 'test' the impact of this strategic decision on the business and understand the underlying dynamics. During the commodities bull run of 2003 to 2008 the strategic objective may have been to grow the long term value of the business (NPV) through increased tonnage, acquisition and finding new reserves, which all came with an increasing fixed cost base. Now with the financial crisis upon us and the collapse of commodity prices and demand, executives have adjusted their strategies as 'cash is king' and short-term cash flow, in some instances at the expense of long terms value, is the order of the day. For many mining companies, mine closures, reductions in production and cost cutting exercisers are now the focus. In many instances, management do not have an ability to rapidly test different strategic alternatives to 'test' the impact on value, unit costs, reserves and profitability at the operational level and optimize the underlying trade-off variables. Economic modelling of the complete business value chain is a means of linking the operational 'reality' and strategic choices, so that the full impact can be assessed. This paper describes some of the challenges facing mining executives and how economic modelling can be applied to make decision making more rigorous.

There is currently limited knowledge concerning South African coal deposits as hosts for rare earth elements (REE). This project aims to determine the concentration of REE, including yttrium and scandium (REY+Sc) in various coal seams and adjacent sediments in borehole cores from the Ermelo, Witbank, and Waterberg coalfields in South Africa. Coal petrography (maceral count and vitrinite reflectance), XRD, XRF, sequential chemical extraction procedure (SCEP) before ICPMS, and mineral liberation analysis (MLA) were conducted on the coal and associated sediment samples. The coals were inertinite-rich, medium-rank bituminous coal, with moderate to high ash content. The two dominant minerals in all the coalfields are kaolinite and quartz, except for sample ZBS2M, where dolomite was dominant. The dominant major oxides are Al2O3, SiO2, Fe2O3, and CaO, which concur with the XRD results. The ICP-MS results following SCEP indicated that both coal and the associated sediments were light REY+Sc dominant. There was also an elevation of medium REY+Sc in the Witbank coal’s associated sediment samples. Notably, the samples with the highest REY+Sc results were the sediment samples. The Waterberg samples had the lowest REY+Sc from both the coal (less than 2 μg/g to 7 μg/g) and associated sediments (2 μg/g to 15 μg/g). While the highest REY+Sc was yielded from the Witbank-associated sediments (500 μg/g to 2,500 μg/g). The carbonate fraction step proved to be the most successful leaching step, as most REY+Sc was recovered in that step for all coalfields. In addition to the carbonate fraction, the silicates and sulfide fraction in the Witbank samples, and the ion-exchangeable fraction for the Waterbergassociated sediments samples proved successful in leaching out the REY+Sc. MLA determined that monazite and xenotime in all the coal samples were the REY+Sc-bearing minerals.

Mud houses are common structures in most South African rural homes closer to the mining operations. Fulltime dwellers in these properties are often the elderly. The mine codes of practice and the South African legislative instruments attempt to define the damage criteria to limit the effect of the blast-induced noise and ground vibrations to different structures. All these assessment criteria are based on the peak particle velocity and noise generated during blasting. The South African safe limit criterion that was adopted was initially derived from the international standards, which were then used as a local guideline. This paper evaluates the currently adopted safe limit criteria used in South Africa for a mud house, currently rated at 6 mm per second and 120 decibels to134 decibels, for blast-induced seismicity and noise, respectively. Further, a study was performed on a residential house near a coal mine (5.26 km) based in Mpumalanga following numerous complaints by the owner, launched at the mine and to the Department of Minerals and Petroleum Resources. The aim of the study was to measure the magnitude of blast-induced triggers experienced at the aggrieved homestead and to establish if there is a likelihood that an irritation or damage may be caused by these triggers. The seismometer was installed at about 2 m from the mudhouse, from 1 July 2022 to 31 of July 2022. Five blast-induced triggers were recorded during the period showing an average of 0.09 mm/s and 121 decibels for blast-induced seismicity and noise, respectively. The results obtained indicated a maximum seismicity of 0.15 mm/s. This seismicity was below the perceptible vibrations obtained from daily home activities such as walking, jumping, and door slamming, which produce 0.8 mm/s, 7.1 mm/s, and 12.7 mm/s, respectively. Seismicity was therefore not likely to have caused any annoyance and or damage. For noise, the results indicated a maximum of 123 decibels and an average of 121 decibels from five events recorded. A literature review suggests that slight damage may occur when airblast frequencies match the natural frequencies of structures at 120 decibels. Based on these results, it can be concluded, therefore, that the noise, rather than seismicity, is more likely to be the cause of damage to the structure assessed. For improvement, a new approach is proposed based on relating the safe limits to the structural and human response.

An often-overlooked parameter of flotation processing is the impact of surface chemistry. Flotation processing, being a heterogenous process is largely reliant upon the chemistry occurring at the interfaces between solid-liquid phases. Development of analytical techniques such as Auger electron spectroscopy, X-Ray photoelectron spectroscopy (XPS) and low energy electron diffractions (LEEDS) has allowed for a dynamic view characterizing surface composition and structures. The advent of ‘static’ systems, capable of measuring ultra-thin layers on surfaces at low concentrations, was the next step in surface analytical developments. In general, it is the low concentrations and fragmentation patterns which limit the analysis of certain chemical species at plant concentration ranges. At present, analysis of inorganic and organic surface modifiers by time of flight mass spectrometers with a variety of ionization techniques has become a common analytical method to measure chemical species on the outermost surface of mineral particles. By studying the relationship between surface analysis results with metallurgical outcomes, the implications of the presence of surface species can be determined. The presence of flotation activators or depressants can be established using Laser Ionization Mass Spectrometry (LIMS) and Resonant Ionization Mass Spectrometry (RIMS) which are highly versatile surface sensitive analytical techniques. A case study applied to sphalerite flotation in the Neves Corvo Cu-Pb-Zn concentrator and the implication inorganic surface modifiers have is presented. By determining the relative concentrations of Cu, Pb, oxidation products, Ca and other surface species in floated and rejected mineral particles, rationale for improving recovery and selectivity is elucidated. The residues from mining and processing ores can often be considered as secondary raw materials. However, the material is only available in the form of fine particles (< 3 mm). In order to recycle these wastes, it is necessary to agglomerate it for transportation prior to reprocessing. The resulting agglomerates need to mechanically resist the stress of transportation and loading into the furnace. X-ray computed tomography (CT) is an established method for characterisation of internal structures in material science. This non-destructive technique can provide information on size and distribution of particles and grains. However, the information is not limited to the size, but also can yield structural features like orientation and position of cracks and fractures, which are important features indicating potential for deteriorating the agglomerates. Furthermore, deduced features such as contact conditions of inclusions or boundary surfaces can also be calculated. We studied binder-free tablets of manganese-oxyhydroxide, bentonite, kaolinite and slag powder using micro-CT. Inclusions of highly absorbing particles were identified using a watershed transformation with automatic segmentation by Otsu thresholding. Subsequently, the resulting data was analysed regarding their volume percentage, distribution in size and location within the sample. For the slag agglomerates, the volume fraction of iron could be determined. Furthermore, visible cracks were investigated with the goal to determine the long-term durability. It was shown that the data provided by micro-CT is reliable and helpful for the characterisation of industrial waste agglomerates. It is argued that the present value of the future corporate income tax flow derived from mineral exploitation may serve as a useful indicator in moving toward a taxation policy that would contribute optimally toward the greatest public benefit.The future stream of corporate income taxes depends largely on the mineral endowment, consisting of deposits now being mined, known unmined deposits, and unknown deposits.Unknown deposits may be estimated by geological inference. Both known and unknown deposits can be categorized according to grade and size, and divided into economic and uneconomic deposits on the basis of certain prices, costs, rate of return and taxation levels.Computer simulations can be run of discounted cash flow models at various taxation levels to show the impact of taxation changes on future tax revenues."

There are, however, more potential changes in the flow sheets that may improve the recovery of platinum group metals or reduce the costs of beneficiation before refining. Based on known technology of pre-concentration, milling, gravity concentration, flotation, and magnetic separation a number of potential alterations or additions can be considered and motivated based on the mineral deportment in size fractions.

The aim of the study is to determine if pit lakes are a sustainable coal mine closure option in South African. The water balance, chemistry, limnology, and bacterial population of three selected pit lakes were investigated. The lakes are in the three major coal basins of South Africa and are associated with different lithologies and mining methods. The major factors driving the water balance of the pit lakes are direct rainfall, runoff, inflow from old mine workings, and groundwater infiltration, with the major losses being evaporation or discharge onto surface. The study indicated that pit lakes can be designed as ’terminal sinks’ to provide a sustainable mine closure option. The pit lakes sampled have an alkaline pH, and mostly a sodium/calcium sulphate water with total dissolved solids content of less than 3000 mg/l. The phytoplankton and microbiological data indicates that the pit lakes support aquatic life. The study shows that correctly designed pit lakes can be an environmentally sustainable closure option for South Africa’s coal mines. A suggested design manual has been developed to assist mine owners and regulators in developing sustainable coal mine pit lakes as a closure option.

"SAMPLING: THE IMPACT ON COSTS AND DECISION MAKING1. INTRODUCTIONFor years those in the minerals industry have been taking samples to assist them in making decisions; whether they be about investing billions of rand in a new mining operation, or simply whether a truck load of mineralised material should go to the mill or the waste dump, - we need a sample to help us make our decisions. This paper emphasises the importance and significance of sampling as a process, some of the associated technical problems and some of the advantages, especially in the light of traditional approaches that has usually left mine sampling to the least educated and lowest paid individuals on the mine. Perhaps the most important aspect that requires attention is the variability, usually measured in terms of precision, that tends to infect the sampling procedures. Francis Pitard 12 has stated: ""There is no such thing as reliable feasibility studies, unbiased ore grade control, accurate environmental assessments or effective process control, if you cannot identify and minimize the seven (ten) major sources of sampling variability. "" It is these ten sources of sampling variability and the way they arise that are briefly investigated. Variability is measured in terms of variances and rather than being self-compensating, there is good evidence to indicate that they are in fact additive at every step in the sampling and analytical process."

Anglo American Kumba Iron Ore (Kumba) continues to implement technologies focussed on improving safety and productivity; this forms part of the groups FutureSmart Mining initiative. The paper provides insights into the implementation of three technology solutions that improves the productivity of heavy mining equipment (HME). Enhancements to the short term mine planning (STMP) process, the effective use of a fleet management system (FMS) and the deployment of drones or Remotely Piloted Aircraft Systems (RPAS) are discussed. The implementation of these and other technologies contributed to a 13% and 22% increase in the overall equipment efficiency (OEE) of the primary HME at Kumba’s Sishen and Kolomela mines respectively. Four key success factors (KSF) are highlighted namely that Kumba’s technology implementation drive is a key enabler to the company’s strategy, has a strong focus on value-add, is underpinned by a holistic and integrated implementation approach and is people-centric.

This paper presents the results of a study focussed on determining the distribution of cobalt in different types of pyrite of the La Estrella IOCG deposit in Chile. In the IOCG mineral deposits, where copper is the main product, the quantification and distribution of cobalt is required to correctly define the technical and economic viability of recovering cobalt as a by-product. In the La Estrella mineral deposit, seven alteration and mineralisation events were recognised through both optical and automated electronic mineralogical analysis. Of these seven events, five different types of pyrites were identified, each with unique characteristics of the pyrite crystals. Through advanced elemental analysis of these five types of pyrites, it was determined that the concentration and distribution of cobalt within the pyrite crystal is dependent on the mineralisation event. The results indicate high cobalt concentrations in the early pyrite mineralisation events, associated with relatively fine pyrite grains, and cobalt generally occurring in a solid form in the pyrite core. The late pyrite mineralisation event exhibits the lowest concentrations of cobalt, with cobalt predominantly present along the outer periphery of the pyrite. These results are relevant from a metallurgical point of view because the preferential location of cobalt within the pyrite crystal will influence the maximum metallurgical recovery of cobalt. For this, a cobaltiferous pyrite concentrate must be formed which, according to the characteristics of pyrite, must be processed with the optimal solubilisation method. The overall objective is to ensure both good cobalt recovery and a high concentration of cobalt in the leach solution resulting from pyrite leaching. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

Froth flotation is well-established and efficient in the selective separation of valuable particles from unwanted material with sizes ranging from 10 μm to 200 μm. However, when it comes to the separation of ultrafine particles (< 10 μm) there are still some challenges, or rather opportunities. This research aims at developing a method for the separation of ultrafine particles based on multiple particle properties. Amongst such properties are wettability, morphology (shape or roughness) and size with applications not only in mineral processing but in general chemical engineering. In this study, three differently shaped fractions are used as valuables for testing: spherical particles, elongated particles and irregularly shaped particle fragments; together with ultrafine magnetite as the gangue material, in order to investigate the effect of particle morphology on ultrafine particle flotation, as well as wettability, which is varied by esterification using alcohols. Flotation tests are carried out using a novel flotation device that was designed especially for the flotation of ultrafine particles, combining advantages from machine-type froth flotation and column flotation. The results showed that, in contrast to previous studies, recoveries for ultrafine spheres were higher than for ultrafine fragments for all wettability conditions, and hydrophobisation generally increased particle recoveries for said morphologies. Tests using fibres showed different behaviour as hydrophobisation had negative effects on their recovery, despite increased selectivities and kinetics. These findings suggest that apart from influences of particle properties within the suspension zone, their effects on the froth characteristics should be studied in more depth. Mintek conducted test work to study the effect of media wear when using Mintek’s Milling-in-raffinate technology. The grinding media consisted of high-chrome and ceramic balls. The tests were conducted using a laboratory 5L 316 stainless-steel rubber-lined mill. Magotteaux supplied the high-chrome and ceramic balls. The raffinate was synthetically prepared using a typical Cu/Co (2.2 g/L Cu, 3 g/L Co) composition. The milling rate, media wear, mill, leach extraction efficiencies, gangue acid consumption, and residence time were studied. The tests indicated that the high-chrome balls had a higher corrosion rate than the ceramic balls. The ceramic corrosion rate was lower than 0.1 mm/y. The highchrome balls performed better during the leach stages with faster milling time, higher leaching efficiencies for both Cu and Co, lower gangue-acid consumption, and lower residence time

?Rare earths ?will not be bargaining instruments?? was stated in a headline in China Daily of 29 October 2010. The Chinese government is trying to fend off the persistent accusations from Japan, the USA, and Europe that it is manipulating the supply of these so called ?critical? metals to gain political and economic advantages. The critics maintain that China has taken the rest of the world hostage by controlling 97% of the resources of rare earths. These elements are crucial in a number of high-tech applications. They are not impossible to substitute, but difficult to do so effectively. The name ?rare earth? is a misnomer, as even the least abundant is 200 times more common in the Earth?s crust than gold. They are, however, difficult to find in economic concentrations. The Chinese near-monopoly over the rare earths, together with China?s scramble for other resources in Australia, Africa, and elsewhere around the world, is seen as an example of a Chinese strategy to take control of vital metal resources. The Chinese are also accused of using unfair and sometimes illegal business practices in this fight for resources. Practices which, critics claim, put the Chinese interests above the interests of the host countries, in particular in Africa.

Mintek has been producing geological and semi processed ore references since the early 1970&apos;s and recently due to increase in demand other manufactures have entered the South African Market.This paper describes Analytical challenges from the customer&apos;s perspective. The customer being the metallurgist, mine geologist, environmental scientist and geologists from resource companies. Reference Materials and their appropriate use and good understanding of them can aid greatly in building confidence in the results, choosing the right Laboratory for a project, deciding which set of results arc correct and providing evidence to the customer&apos;s clients that the results obtained are the very best possible.Throughout the world there are hundreds of reference materials produced by over 80 organisations and these are mainly ores, rocks, semi processed ores, metals, and many more. Mintek is one of the top 10 producers with over 75 products. Many of these producers including Mintek and their respective standards organisations belong to the ISO REMCO committee and their respective work groups. This committee&apos;s main task is to draw up guide lines for the use, manufacturing and certifying reference materials. In South Africa a mirror committee has recently had its inaugural meeting the function is to give clear mandate to the South African representative on the main ISO REMCO committee, the South African delegate bas an opportunity to influence the contents of the guides.Tile SARM program has since the year 2000 increased its sale three fold, the question is why? There is more accountability needed in our world. That means Analytical results have to be the very best possible and risks associated to them must be well quantified. Consider that the risk of wrong results of wrong decisions made from a result is trivial to laboratory, in comparison to the laboratories customers. The consequence to a laboratory could be a loss of income or some one may lose their job. To the customer he may dig up 1000 of ton&apos;s of rock with nothing in it or worse still don&apos;t mine it when the grade is high enough. This is seriol1s money."

A failed and stable Upper Group 2 chromitite pillar database was collected in 2007 as part of the PlatMine 1.2 pillar strength project. The database consisted of 177 pillars, of which 33 had failed. Most of the data were collected from various intermediate-depth mines near the town of Thabazimbi. Spans between rows of chain pillars were about 30 m. Pillar loads were estimated using pseudo-3D, elastic, boundary element modelling software. The pillar-load data were evaluated using a maximum likelihood regression analysis to determine strength parameters, following a similar approach to historically acceptable practice. The original formula was named the PlatMine Formula. This paper describes re-evaluations of the database, using a linear formula and several variations of the power formula. The formula providing the lowest standard deviation to the data in the database was considered the best representation of the pillars in the database. Through this rigorous process, a new formula for peak pillar strength was developed for Upper Group 2 chromitite pillars, which is unaffected by volume. The small standard deviation provided by this formula suggests a reliable relationship between strength and w/h ratio, in the w/h ratio range between 1.5 and 4.7. Accuracy, precision, and recall analysis confirmed the efficacy of this equation to the data in the database. Importantly, the new formula provided in the paper does not predict a significantly different strength to the current PlatMine formula, within the confines of the database.

Artisanal and small-scale mining is crucial for the mineral sector in South Africa, but it also presents both opportunities and challenges. This paper presents an overview of the South African artisanal and small-scale mining sector, the socio-economic significance of artisanal and smallscale mining, the regulatory environment, and the environmental impacts, which are currently the status quo of this sector in South Africa. The paper identified ways in which artisanal and small-scale mining can support local development, create employment opportunities, and reduce poverty. The case of informatisation, ecological damage, and social insecurity has shown social conflicts, potential land degradation, and criminal behaviour. Finally, the paper discusses the future of artisanal and small-scale mining in South Africa, which will largely depend on improved legislation, enhanced personnel capacity, and more sustainable practices to ensure that the positive outcomes of the industry outweigh the negative ones. These propositions include recommendations to all stakeholders, including the government, industry, and civil society, such as stricter environmental regulations, improved working conditions for miners, and the promotion of responsible mining practices.

Mineral royalties are one of the oldest forms of mining taxation, and were initially introduced to extract economic rents from mining. Over time, the royalty regime has become more complex as it was identified as an important policy instrument that can achieve more multi-faceted outcomes. Such a multi-tiered approach in the use of the royalty instrument is also the case with South Africa. With South Africa’s new mineral royalty regime now in place for ten years, it is perhaps time to assess its impact and effectiveness. To carry out this assessment, an econometric evaluative study was undertaken using four major commodities in South Africa, namely gold, platinum, iron ore, and coal. The study explored five different policy options for government to consider and tested them to determine the most favourable one that will realize the regime’s policy objectives. After the assessment, two major options stood out. Hence, this paper seeks to highlight which of the two options is the most favourable for consideration by policymakers. Based on that study, we find that the current structure is effective, but also recommend that the factors in the formula for refined minerals be ‘modified’ to reduce the capped profitability ratio from the current 60% to 30% and the maximum royalty rate for refined minerals from 5% to 3%. The minimum rate of 0.5% during times of depressed mineral prices and no or low profitability will not be affected.

Energy & Densification Systems (EDS) has developed patented new technology crushing/milling equipment. The EDS Multishaft Mill is a compact vertical mill – utilising high-speed impacts to break down particles with large reduction ratios, low energy consumption and improved liberation. The milling action combines several processes to provide a multitude of output products to satisfy various specifications. Comminution often accounts for more than 60% of the total power consumption on a mine. Two of the key problems to be solved in comminution is to bring down the specific energy required to reduce particle sizes; and to improve liberation or improve the efficiency of the beneficiation and recovery of the required elements. The EDS Mill has shown extensive improvements in both these areas with energy efficiencies up to 75% better than conventional milling equipment and improving liberation beyond the standard beneficiation processes. Conventional comminution equipment requires massive, heavy parts to be moved or rotated, consuming a lot of energy in doing so and not inputting that energy into the breakage of particles. In the EDS Mill, ramping up the relatively small shafts to speed is all that is required. Once at speed, the momentum, together with the minimal amount of constant drive required, means that the energy can be transmitted directly and efficiently into breaking down the particles. The high-speed impacts allow for a shattering effect of the particles and this quickly generates a high ratio of fines. Furthermore, the single impact force breaks particles in a very different manner to conventional compressive force breakage. With compressive force breakage, the particle breaks from point to point. With high-speed impact force breakage, the force tends to migrate through the weakest areas of the particle, which tend to be the mineral boundaries.
