The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.

Magma Copper Company's San Manuel SX-EW facility has operated since May, 1986. The original facility had a design capacity of 25,000 tons per year of electrowon copper cathode produced by processing pregnant leach solution from an open pit/heap leach operation. In 1988, the plant was expanded to 50,000 tons per year to incorporate processing in-situ leach solutions. This paper focuses primarily on the heap leaching area with regard to exploration, testing, feasibility, permitting, design and construction, and operating practices. Research utilizing surfactant leaching aids to enhance copper recovery is also discussed.

Advancement in automation intensifies the need to remove tramp iron from bulk materials being processed and carried on belt conveyors. Although magnets have long been employed for this purpose, it becomes increasingly necessary that magnetic equipment of appropriate types and sizes be selected and advantageously installed -- if maximum benefits are to be derived Tramp iron present in bulk materials consists of ferrous trash, such as wire, bolts, nails, equipment parts, tools, and machine cuttings. The results, if the iron is not removed, are damaging to equipment having close clearances, explosions, or fire, En the case of flammable materials, production downtime losses, and contaminated products.

Good afternoon. I have entitled my talk "Investment for Progress," implying thereby a spark of friendly competition by private enterprise with such government-inspired foreign aid and investment programs as the Alliance for Progress. While the subject of foreign investment is hardly a new one, the perpetual flux of the political and economic surface of this earth we inhabit makes it forever timely and forever interesting. Especially do tremendous opportunities for international investment constantly present themselves to the mineral industry, and just as often must the industry approach these opportunities with a great deal of investigation and caution. This is not to say that the mineral industry--no less than any other industry--should be unenthusiastic about the foreign scene, but like everyone who proposes to put his money where his hope is, it should consider all the factors and weigh the possible disappointments as well as the rewards.

"The key technologies of a large rectangular pipe jacking machine with dimensions of 10.12m × 7.27m (width x height) include selection of rectangular cross-section cutting modes, analysis on the strength and stiffness of the rectangular shield, integrated control of electro-hydraulic proportional thrust systems and ground conditioning for excavation are presented in detail in this paper. These key technologies have been successfully applied and verified on site during tunneling, providing a new concept for the building of large rectangular traffic and pedestrian tunnels in urban areas for the future.1 INTRODUCTIONIn the past, underground tunnels were mainly used for drainage, sewage, utilities, metro tunnel, etc. and most of them had circular cross-sections. Recently, as a result of economic development, gradually accelerating urbanization process and diminishing ground space, underground tunnels have already become a new trend for urban underground space utilization. Due to the heavy traffic flow, the demands for rectangular cross-section underground tunnels, such as pedestrian underpass and road tunnel, are increasing gradually.The Rectangular pipe jacking machine (hereinafter referred to as RPJM) was firstly developed in Japan for the construction of metro station, pedestrian underpass, underwater tunnel by-passes, etc. Kazunaki Kawai et al. introduced a RPJM developed and manufactured by KOMATSU in 2002 [1]. Tosikazu Kubota et al. confirmed the rectangular tunnels’ superiority to circular tunnels with regard to larger inner cross-section and lower construction cost in their RPJM construction reports [2]. Compared to circular pipe jacking machines, a RPJM also has the merits of a higher inner tunnel space utilization ratio and is able to excavate in shallow overburden areas. As shown in Figure 1, the effective area of a rectangular tunnel is more than 20% higher than that of an equivalent circular tunnel."

You and I can visit cement plants, inspect the various rotary kiln systems and find some equipment or some burning techniques that waste energy--fuel and power. After we have made such a visit and studied a few ideas, we could recommend ways to eliminate much of this waste. Probably every idea would cost money to bring into action. For our discussion, let us arbitrarily set an upper limit of $1,000,000 on the recommendations that we are allowed to make. Call these "low-cost" or "short-term" measures. They are improvements that do not require more than say, three months to complete; they do not require a major revision to the process. Other recommendations are "high-cost" or "long-term"; they are outside the scope of this discussion. Some of our "low-cost" recommendations would offer a satisfactory return on the money that they cost; the remainder would not. Now, is there some way that we can rather quickly pick out the "low-cost" measures that will show a satisfactory return and spend our time making these improvements first? Can we separate these items from those where the return is less likely to be good? I feel that we can pick some of these items quickly if we have a kiln system that has consistently non-uniform day-to-day operation. If the operation is uniform we probably cannot pick them quickly.

The business of mineral exploration and development has become much more than simply a problem of locating orebodies and designing mines. Favorable economic analysis of mining and processing feasibility is no longer sufficient to justify the development of a mine. New laws, enacted by virtually every level of government, require comprehensive land use planning, environmental analysis, mineland reclamation, mine safety studies, and many other considerations. This profusion of new laws says in effect, that the mining company is no longer responsible only to its stockholders. Mineral development today can be compared to a partnership. As in all partnerships, the risks and liabilities as well as the benefits are held jointly by all the participants. In addition to the mining operator, this partnership consists of the public, through its many levels of government, interest groups, and individual citizens. Therefore, you'd better know your partner very well - his responsibilities and capabilities. Mining is considered a high risk venture. The risk on the part of the operator and the lending institutions has long been recognized. The risk that the public and its government take in these mining ventures has now been recognized also. The people and their government have learned that they inherit, through abandonment or forfeiture, the mistakes and problems of individuals and companies regarding these natural resources. In looking through the "Mining Engineering Handbook" recently published by the Society of Mining Engineers, I noted that in their discussion of liability for excavations, the authors quoted from the book of Exodus, 20th chap., where Moses said to his people: "When a man leaves a pit open, or when a man digs a pit and does not cover it, and an ox or an ass falls into it, the owner of the pit shall make it good; he shall give money to its owner, and the dead beast

Dense-medium circuits have been installed in many mineral treatment plants since its, original development about thirty years ago. In the intervening, period the process has been thoroughly evaluated and many innovations have been introduced. The Heavy Density. Cyclone is one of the newer systems which has extended the operating range of this process to 65 mesh size. Several different finely divided materials have been used to produce the separating bath but nearly all new plants use a ferro-magnetic medium. The, advantages of magnetic medium include: 1. Smaller recovery plant 2. Lower cost recovery plant both in initial and operating cost 3. Excellent medium stability 4. Dependable medium supply at reasonable and stable cost. Magnetic separators are used to recover this magnetic medium and the smaller plants and lower operating costs are directly related to their use.

Rio Algom Mines Ltd. owns eight uranium mines and mills in the Elliot Lake district of Ontario, seven of which were producing before 1960. At present only one mine is operating meeting current contract requirements. Under present economic conditions, it is not feasible to mine ore of less than 2.0 lbs./ton U308, although there are very large reserves below this grade. We are interested in preconcentration for three possible applications: to extend ore reserves by permitting use of lower grade ore, to reduce costs on processing of present grade ore, and to reduce capital investment in expanding production to meet future production goals.

Mines the world over tend to face a common range of problems. They begin life by trying to determine if there is sufficient product, usually under tons of earth, of sufficient quality to justify the operation. Once such a determination is made the mine must then be planned and brought into operation. Once operating most mines find that they are far away from suppliers, using very expensive equipment. Hence the three most common mining problems are, what does my ore body look like and how can it best be mined, how can I get sup- plies to my mine in the most cost effective way, and how do I control the vast dollars required to keep it all operating. Mincom started life by providing technical mining software to address the first of these problems and was very successful, particularly in the coal mining industry. However the company soon realized that if it was to become a significant provider of mining industry software it must also address the other major problem areas. Hence started what is now Mincom's largest business which is the provision of fully integrated mine management software with strong emphasis on materials and maintenance management to control costs. Mincom not only supplies the software but also provides a comprehensive implementation package using its own staff of experienced mining industry specialists. This papaer highlights some of Mincom's international implementation experiences.

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

J.R. Atkinson, office engineer to Kennecott Copper Corp., summarized data on the Mineral Park area [Wallapai (Chloride) Mining District, Mohave County, Arizona, Fig. 1] and submitted it to the New York office in 1950. He recommended an examination. Weston Bourret, a Kennecott geologist, accompanied by B.S. Butler, the well known former US Geological Survey geologist, examined the larger of two hydrothermally altered areas in Mineral Park that same year. Bourret recommended that the property be optioned and mapped. Georges Ordonez, Kennecott's chief geologist, after a field examination, agreed with Bourret's conclusions At the end of the summer of 1951, Annan Cook (another Kennecott geologist) accompanied Ordonez to the property prior to starting a mapping program. At Ithaca Peak, the structure, alteration, and reddish-brown coloring in leached cavities-hematite, jarosite, and goethite with minor copper staining - made an interesting target. The Peak, which has since been mined, was a Laramide quartz monzonite porphyry grading into quartz porphyry, penetrating Precambrian rocks. Turquoise had been mined from several workings on the Peak. Surrounding the central area of alteration, but mainly to the northwest, there were many long-abandoned underground workings mined for zinc, lead, gold, silver, and copper. To the west of Ithaca Peak within the main area of alteration, surface evidence of a chum drill hole suggested interest in the disseminated mineralization probably prior to World War II. A topographic and geologic survey of the altered Ithaca Peak area was initiated by Cook in September 1951. He was assisted by Richard Vosburgh, field engineer, and by four geologists: Charles Goddard, III, Donlon LoBionda, Keith Martin, and A.T. Stone. When Cook returned to New York, Vosburgh was left in charge. Mapping continued and diamond drilling took place during the winter of 1951-1952. Drill sites were selected entirely on the basis of surface geology. Five drill holes, including a flat hole, located around the flanks of Ithaca Peak, averaged about 183 m (600 ft) in length. A sixth hole caved at less than 60 m (200 ft). The best values obtained were in the first hole (-45°): 90 m (300 ft) averaged 0.62% copper and 103 m (337 ft) averaged 0.041% molybdenum. In another hole, 43 m (142 ft) averaged 1.09% copper and 0:023% molybdenum. The values of copper and molybdenum in these two holes were generally higher than in the remaining holes, although molybdenum values were always around 0.024% or better. The New York office decided, however, to abandon the project even though the remaining field crew of three had recommended more drilling.

In the world mining scene, precious metals (particularly gold) have recently monopolized the attention in exploration as well as new production activities. As the major world producer of gold, South Africa plays and will continue to play a very significant role in this commodity. This role will, of course, have its consequential effects on the world's gold supply and, hence, also on the international price of gold. It is essential, therefore, and in the interests of all gold producers that the likely future pattern of gold production in South Africa be estimated such that some measure of production uncertainties can be predicted. For this purpose, some elementary geostatistical models will be used, and the main factors affecting the situation will be analyzed in broad outline only under the following headings: South Africa's basic gold ore potential in the three categories of: (1) ore remaining in existing mines; (2) extensions to existing mines via unexplored areas and/or reef horizons of lower grade; and (3) new mines, potentially deep or ultradeep. Cutoff grades - operating, marginal, and flotation, for the foregoing three ore categories, respectively. The availability of production, financial, and other resources required. Cutoff grades will, of course, depend on cost levels (operating and capital), future inflation and cost escalation trends in South Africa (SA), and/or gold price trends (in US$ and via the exchange rate in SA Rand terms). The differentials in inflation and escalation trends with those in overseas countries, mainly the USA, will, in general, set the scene for future exchange rate levels of the Rand. To predict the effect of various cutoff grades on future gold production from South Africa, it is essential to use geostatistical models. The applicability of such models is tested against past records of price, cost, and grade trends and then applied to the estimated ore potentials. These models were referred to briefly in a paper at a recent seminar on gold (Krige, 1986) but are discussed in detail herein. This lecture was intended originally to cover only technical aspects, but, in view of South Africa's position internationally and the possible effect of sanctions, internal unrest, and strikes on gold production, a brief reference to the third factor above (availability of production, financial, and other resources) seems appropriate.

That you are giving the Daniel C. Jackling award to me is a great personal honor. But more significantly, it is a recognition that geostatistics has come of age. And since I am considered by many as belonging to an older generation of geostatisticians, I thought that it would be fitting that I reflect on where geostatistics came from and where it might be going. First, though, let me propose a definition of geostatistics. Etymologically, paraphrasing Webster's definitions of "geo" and "statistics," it is "a branch of mathematics dealing with the collection, analysis, interpretation and presentation of masses of numerical data taken from the earth." This definition is most appropriate in the context of mining geostatistics. It includes both classical and spatial statistics. It emphasizes the earth aspect, or the analysis of geologic features. And it should remind the practitioner that geologic input is a critical part of all geostatistical applications. In the 1910s, statistical methods were already used to analyze geological data. However, the origin of geostatistics, as we know it today, is best set in the late 1940s, when H.S. Sichel recognized the lognormal distribution of sample values in the South African gold mines. In 1951, Daniel Krige observed that "it can be expected that the gold values in a whole mine will be subject to a larger relative variation than those in a portion of the mine." In other words, samples taken close to each other are more likely to have similar values than if taken farther apart. This observation is the foundation on which spatial statistics, which characterizes values defined in a multidimensional space, is built. However, the 1950s were marked by studies based on classical, as opposed to spatial, statistics. It was only in the 1960s that the need was recognized to model the similarity between sample values as a function of the distance between samples and that the semivariogram was defined. A theoretical framework was developed by Matheron that supplied an elegant mathematical explanation to the empirical observations made by Krige. Matheron coined the term "kriging" in recognition of Krige's pioneering work on the geostatistical evaluation of mineral deposits. As soon as this theoretical framework was developed, it was possible to bring geostatistics to the academic world. The "Centre de Geostatistiques" was founded in Fontainebleau. Numerous students were trained there, disciples eager not only to improve the theory and develop more sophisticated mathematical tools, but also to spread the new faith throughout the world. Introduction The mining industry is perhaps best characterized by the numerous and abnormally high risks associated with the business of mining and by its most basic assets - ore deposits, people and technology. At the most fundamental level, it is the quality and effective utilization of these basic assets that determine a mining company's ability to compete efficiently in the international market place. The gold industry has received much attention in recent years and especially in recent months, for good reason. This commodity serves as an excellent platform for the subsequent discussion of these three basic assets and their role in mining's future. Facets of the gold industry The fate of this noble metal in recent times illustrates some of the various risks associated with the mining industry and the importance of high-quality assets, whether they be ore deposits, people or technologies. The following comments pertaining to the gold industry help place proper focus on subsequent discussions. All monetary amounts given are in US dollars. Throughout 1997, falling gold prices broke record after record: first hitting three-year lows, then a 12-year low in July and finally an 18-year low at year's end. From Jan. 1 through Dec. 31, 1997, the price of gold fell by more than $2.57/g ($80/oz), or some 22%. The decline in gold-mining profitability and stock prices was even more dramatic. At the beginning of 1997, the 20 largest gold producers in North America had a market capitalization of approximately $44.5 billion. At year's end, this market cap had fallen to $26.2 billion, a reduction of 41%. The total market cap of all the world's gold companies fell from $71 billion to $46 billion, a 35% drop (Serwer, 1998). Analyses suggest that, at a spot gold price of $9.65/g ($300/oz), only one, or possibly two, North American gold-producing companies can make money when break-even or "total costs of production" are considered. While strong hedge positions mitigate this situation in the short term, clearly, this is an industry in desperate straits. For example, write-downs for North American producers in 1997 were approximately $2.5 billion. Speculative short positions in 1997 were near historical record highs and generally exceeded long positions by factors of 9:1 or 10:1. Much of this is driven by some US commercial banks, hedge fund managers and commodity speculators who can significantly move gold prices sharply over short periods of time by selling gold they do not own in the expectation they can buy it back at a lower price before they have to deliver. These signifcant short positions are likely to continue as long as central banks are willing to sell or loan gold to financial institutions that in turn make the gold available to speculators who hope to capitalize on price fluctuations. The Far East accounts for approximately 26% of the annual demand for gold. Including India, the region accounts for 43% of total demand. More than 85% of the physical demand for gold is for investment jewelry in Asia and the Middle East. This demand is extraordinarily price sensitive. The fairly recent turmoil in Asian markets and economies, combined with currency devaluations throughout the region, have made gold more expensive (30% to 50% in local currencies) for those peoples most likely to treat gold as a safe investment haven. Higher interest rates also have reduced the amount of money they have to spend on consumer goods such as jewelry. All of these recent Asian events are deflationary in nature. The primary goal of a maintenance information system should be to aid the maintenance department in providing the required equipment or plant availability at the lowest possible cost. To achieve this goal, the system must provide information in support of the following objectives: (1) establishing the best fleet, equipment, and component configuration; (2) establishing the best maintenance program; (3) executing the defined maintenance program efficiently; and (4) monitoring equipment availability. These objectives can be satisfied with five groups of reports. Each of these groups should provide regular, periodic reports to aid in planning and monitoring trends, exception reports to identify problems, and on-request reports to provide analytical capabilities.

Though most porphyry-molybdenum deposits lend themselves to various reserve estimating techniques, still there must exist the constant effort to not merely obtain an estimate but rather to obtain the best estimate. To answer the challenge of a complete ore reserve estimation, one must attack the problem with the purpose of obtaining the results closest to reality. What we wish to determine is simple: metric tons (short tons), grade, and kilograms (pounds) of molybdenum contained. In order to effectively accomplish this task, further consideration must be given to the ease of using the information obtained and its inherent reliability. The only known method for ore reserve estimation that supplies the needed results along with its distribution and a measure of confidence provided by sound mathematical backup is geostatistics. The following review is an example of geostatistical application of an ore reserve estimate at the AMAX Henderson mine demonstrating technique, viability, and usefulness of results.

"In recognition of his inspiring dedication to the mining industry through education, research contributions and dissemination of practical knowledge, exceptional leadership and excellence in mining engineering practice and for his lecture, “You can't make a silk purse out of a sow's ear.” Recipient of the 2002 D.C. Jackling Award Introduction It is always difficult to decide on the most appropriate title to give to a paper or talk. It is a particularly difficult decision in the case of the Jackling Lecture, because the title becomes part of the award citation. I hope that the significance of this unusual title will become crystal clear as you read the pages that follow. However, to assist you in this journey, I will provide the following few words of guidance. In making a cake, you need the proper ingredients. If one or more of them are missing, it will not be a cake. In addition, the quality of the cake depends on the quality of the ingredients. In my lecture, the "cake" is the U.S. mining industry of the future. A national perspective President George W. Bush in his State of the Union Address (Bush, 2002) delivered on January 29, 2002, defined three national objectives: •win the war on terrorism, •protect the homeland and •revitalize the economy. Under the heading "revitalize the economy," he indicated the importance of "good jobs" and "energy production" by saying: "Good jobs begin with good schools. Good jobs also depend on reliable and affordable energy. This Congress must act to encourage conservation, promote technology, build infrastructure and it must act to increase energy production at home so America is less dependent on foreign oil." I wish that he would have broadened his focus and stated instead that: "This Congress must act to encourage conservation, promote technology, build infrastructure, and it must act to increase materials production at home so America is less dependent on foreign sources." With regard to jobs, all jobs are not equal. To paraphrase John Reeves of MidContinent Resources (Reeves, 2002): "If our nation is to prosper, we all cannot make a living by doing each other's wash. Some of us, at least, must be actively engaged in the primary production of raw materials from the riches of the earth and other Americans must turn those materials into consumer products." The unfortunate trend in our country has been to neglect the primary production of basic materials, even those coming next in line. We have left those responsibilities to others while we concentrate instead on performing various services, i.e., doing each other's wash and flipping burgers. This cannot continue. It must be remembered, especially by those in leadership positions, that all "jobs" are not created equal. Some jobs are much more essential to the security and wellbeing of our country than others. We must be sure that the important ones are in place. We cannot produce the basic materials that our nation requires without access to those materials. This leads to my Proposition 1: You cannot have a viable mining industry without a clearly enunciated, positive U.S. materials policy. Background regarding U.S. materials policy Resources for freedom. In January 1951, President Truman created the President's Materials Policy Commission, with William S. Paley as chairman. As expressed in the invitation letter from the president to Paley: This commission, within the executive office of the president, is to study the broader and longer-range aspects of the nation's materials problems as distinct from the immediate defense needs. The task of the commission is to make an objective inquiry into all major aspects of the problem of assuring an adequate supply of production materials for our long-range needs and to make recommendations that will assist me in formulating a comprehensive policy on such materials. The commission should study, together with any other aspects deemed by it to be pertinent, such questions relating to production materials as: - the long-range requirements outlook; - the long-range supply outlook; - the prospect and estimated extent of shortages; - the consistency and adequacy of existing government policies, plans and programs; and - the consistency and adequacy of private industry practices.

Zirconium is the 20th most abundant element in the Earth?s crust and it most often occurs in the form of silicate (as zircon), less often in the oxide form (as baddeleyite or caldesite). Historically, the world?s production of zircon was entirely derived from mining and processing beach sands or heavy mineral sands that were being exploited primarily for their titanium content, i.e., to generate TiO2 feedstocks that would be used for making titanium pigments and, to a lesser extent, titanium metal. Zircon was then regarded as a byproduct, with the sharply fluctuating prices typical of a commodity where the supply is essentially involuntary and not truly responsive to market demand. However, in recent years, zircon has shown considerable mining investment appeal in its own right. Projects have been planned ? and some have already come to fruition ? based mainly on the zircon potential of the deposit. Booming Chinese demand for zircon to meet the requirements of the ceramic and zirconium chemical sectors has been a major factor causing zircon prices (f.o.b. Australia) to surge from US$674/t ($611/st) at [ ] the end of 2005 to beyond US$2,400/t ($2,177/st) by the end of 2011.
