The Atlanta Plane Train project at Hartsfield-Jackson Atlanta International Airport employed the progressive design-build approach. This provided opportunities for collaboration between the design-builder, design engineer, and owner and the implementation of innovative design and construction approaches. The innovations have reduced risks, allowed for adjustments during design to accommodate new challenges, and provided open-book cost and schedule evaluations. The progressive design-build approach has also allowed for pricing of work to occur in phases—capturing the design/construction challenges as the project evolves and when they are more clearly defined. While this has allowed for pricing to be performed with better project understanding and therefore less contingency, the associated time frame for approvals has required careful consideration to avoid impacts to the schedule. This paper discusses the benefits and challenges of the progressive design-build approach.

INTRODUCTION Some of the most famous and graphic environmental incidents have arisen from mineral extraction, including oil spills, the Reserve Mining asbestos tailings case, Kaiparowitts surface mining and coal combustion, and other environmental causes celebre. The remote location of much of the mining industry to some extent reduces the human health hazards from pollution, but often times the pristine locale in which mining is conducted provides a sharp contrast to the impacting industry. This prompts questions as to what the research literature says about the true costs and benefits of environmental compliance. We survey the state of this knowledge. Where possible, we discuss studies focused on mining and related industries, such as primary metals production. In many cases, how- ever, the studies pertain to the economy as a whole. For present purposes, the mining industry is defined as companies engaged in the production and refinement of minerals, including metals, fuels, and nonmetallics (e.g., phosphate, sand and gravel). There are several stages in mining, with environmental effects occuring at every stage. The exploration stage comprises the period from initial prospecting to the point where the deposit has been located and delineated in sufficient detail to permit development decisions to be made. Geophysical and geochemical surveys, diamond drilling programs, and exploratory stripping and excavation are activities that may be employed during this stage. Some forms of prospecting are relatively benign, al- though even airborne surveys and motor vehicles generate noise pollution. Roads and the passage of vehicles and equipment affect land surfaces and vegetation, and attract heavier backcountry use. Clearings, stream crossings, and borrow pits can lead to increased erosion and sedimentation of streams. Geological survey grids disrupt vegetation and appearance. Moreover, prospecting can involve the excavation and stripping of overburden, resulting in soil and vegetation disruption as well as in- creased sedimentation of streams and lakes. The effects of exploration are often temporary, and frequently less severe than for other activities. Nevertheless, exploration-related impacts vary with the intensity and type of exploration effort, and can be significant. During the development stage of mining, shafts are sunk, pits excavated, buildings erected, and transportation facilities established. Dust, noise, and other socioeconomic and environmental impacts are generated by the relatively large and sudden influx of people, equipment, and activity. Surface disturbance and solid waste are generated by development, and liquid wastes form when mines are dewatered. The extraction phase is associated with a variety of environmental impacts. These impacts may differ for surface and underground mines. In surface mining, surface disturbance is obviously a major consequence. Piles of overburden and waste accumulation mar land surfaces. More than 150 Mt (165 million st) of material crashed down at the Bingham Canyon Mine (Rio Tinto/Kennecott Utah Copper) near Salt Lake City, UT on April 10, 2013. The mine, one of the largest openpit mines in the world, ceased operations and evacuated personnel prior to the slide when it was discovered that material was moving at a rate of 5 cm/d (2 in./day). The slide destroyed the mine?s visitor?s center, buried several pieces of large mining equipment and severely hampered production. The Kennecott Utah Copper Corp. immediately began to assess the damage and look for options to reestablish operations. The highly unstable ground ? emphasized by another minor slide in September 2013 ? makes any cleanup efforts extremely dangerous. With terrain too dangerous for human operators, Kennecott was forced to look for alternatives that would help the company work on the treacherous slopes of the landslide while also keeping personnel safe.

Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

The quality analysis is accurate due to a complete sampling of the coal stream loaded into the unit train. The sample analysis is accurate because standardized testing procedures are applied. Once an analysis is completed, the results must be communicated to the electric utility in a timely manner. The electric utility needs the results to better manage the coal inventory at its power plants. A quality assurance program can also help a mine deliver a consistent product to a utility's power plants. The importance of accuracy, timeliness and consistency are based on major changes that are taking place in the electric utility industry.

Project specific requirements determine the information that can be used to increase support system efficiency, advance rate, degree of safety, or decrease costs. This cooperative effort results in not only an unambiguous tender document, but also an optimized design with reduced risk that is coordinated with safe and high performance construction techniques. This paper will address the benefits of an early collaboration to both the design and the specifications in the tender document by using the A3 Hindhead project (UK) as an example.

"In today’s tough mining environment, the key difference between surviving and thriving is how effectively miners optimize their mining operations. This paper explores the compounding effects material fragmentation has on mining costs and productivity. Starting with Drilling & Blasting and moving through Loading, Hauling and Crushing, we will illustrate the opportunities to improve operating costs and thus reduce the Total Cost of Ownership (TCO) of the total mining system. Material size and volume requirements are defined by the needs of the mill or plant, and drive the rest of the mining operation from the bench through the primary crusher. At the start of the cycle, where the rock mass is drilled and blasted, the degree of fragmentation and the muck pile configuration is determined, as are the effects on cost and productivity of all subsequent operations. The cost of managing oversize material, including secondary handling, overloading, reduced diggability, higher load factors, extra pass loading, increased wear factors and reduced throughput rates are all opportunities for improvement. INTRODUCTION Having visited many mine sites, customers are asking about the end to end mining value stream from loading to the crusher and how to measure the cumulative effects on each part of the mining value chain. All too often improvements with the drilling and blasting may impact fragmentation but do not improve the diggability so the net change on cycle times or fill ratios is perceived to be negative at the point of loading but they may have a measured improvement going through the primary crusher. This makes it imperative to measure performance at each segment of the overall cycle and not just to the crusher but thru it. The mine material process originates with solid rock, in-situ, and progresses to the output of the primary crusher. Once the material has passed the primary crusher the fragmentation size will be fairly consistent and promote consistent throughput of the plant or mill. In late 2015 a team was conducting a reassessment visit to a mining site where we had conducted the original assessment the previous year. Though many recommendations had been implemented some had been so recent they had not resulted in the expected improvements. Several of our discussions kept returning to the impact fragmentation has to both the individual components of the mining cycle but also the effects compounded throughout the end to end process. Let’s move on to the big picture before we zoom in on any specific operation. To get from native solid rock in the ground to a concentrate or a saleable rock product we have the same steps from one end of the chain to the other. We start with a good geological understanding of the rock type, characteristics and structure to design a program to drill and blast the rock. The height of the bench is relevant to the annual production requirements and the specific digging equipment models best sized to make that production possible. The equipment selection influences the bench height which has a minimum and maximum hole diameter to maintain a safe blasting operation. The diameter of hole burden and spacing all contribute to a good distribution of explosives in the rock mass that maximize the fragmentation and preconditioning of the rock when blasted. The timing and sequencing of hole initiation will yield a fragmentation ratio and diggability factor. Fragmentation size adjustments will change the meters drilled per cube and the explosives consumption will change accordingly. Drill cost is measured by meter drilled so a direct relationship exists between cost and fragmentation sized achieved."

Real-time GPS position monitoring of mining equipment is becoming more and more commonplace. Digital mining plans can now be used onboard properly equipped earthmoving equipment and excavation status is available in real-time via high bandwidth data radio systems. These systems provide a closely integrated link between operations and planning. No longer must operations wait for or be hindered by insufficient survey marks, nor is engineering delayed by lack of timely mine status information. Unprecedented efficiency gains become feasible -from the engineering office, to drilling and mucking, to reclamation, as well as in mine construction projects. Direct economic benefits of these systems will be explored as will the less tangible, but very significant, indirect operational efficiency gains.

In the past, Newmont Gold Company relied on cement for their ore agglomeration process. With assistance from Betz Industrial, Newmont began Investigating the use of polymers for ore agglomeration. If gold recovery would not be jeopardized, then polymers could replace cement and possibly reduce operational costs associated with cement agglomeration. The following outlines the preliminary testing conducted to determine the feasibility of polymer agglomeration with Newmont's ore and the results of the test heap, which was constructed so the program could be examined under actual operating conditions. Similar polymer agglomeration testing has been successfully performed in other Nevada gold operations. By eliminating the need for cement, a polymeric agglomeration program could improve material handling operations, as well as offer the following additional savings. First, the polymer application uses only lime for adjusting basicity, the polymer does not contribute any alkalinity to the heap. Because lime is more soluble than cement, detoxification of the heap becomes much faster and less costly for the mine relative to rinsing cement alkalinity. The following graph compares the detoxification rate of cement and polymer over a 33 day cycle.

The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

Twin 1250 m (4100 ft.) long highway tunnels through Cumberland Mountain near Middlesboro, Kentucky are planned to be completed in the early 1990's. The tunnels will be excavated in sandstones, limestones, and shales, dipping at 35 to 50 degrees and striking nearly perpendicular to the tunnel alignment. In 1985-86 a pilot tunnel was excavated as a crown drift along the alignment of the southbound tunnel. The benefits of the pilot tunnel in reducing uncertainties for main tunnel construction are discussed. The cost-benefits of the pilot tunnel are examined in view of estimated main tunnel costs.

Thousands of years ago, Chinese water well drillers developed a technique for punching holes in the ground by lifting massive metal bits and letting them fall against the rock. With diligence, they could pound away about 2 feet a day. The Chinese drillers pounded holes in the ground this way for almost 2000 years. In the 1860's, French water well drillers developed a perforated bit moistened by fluids pumped into the hole through a hollow rod. The fluids carried the cuttings from the hole and spared the Frenchmen the task of bailing them out by hand.

Specialty sand and bentonite are produced in the plateau province from the Bidahochi Formation near Sanders, Apache County, Arizona. It appears that deposits of both sand and bentonite formed during the Pliocene in fluvial and lacustrine environments, respectively, along the west side of the Defiance Uplift. The bentonite is an alteration product of airborne vitric ash that fell or was washed into lakes. In the Cheto district, the individual bentonite horizons, which range from less than a foot to more than 10 feet thick, are restricted to the position of the medial volcanic member. Bentonite production began at the Allentown mine in 1924 and the Chambers mine in 1926. In 1933 strip mining of the extensive deposits in the Cheto district commenced. Production increased each year to a peak of 270,000 tons in 1957. As a result of the introduction of synthetic zeolites into petroleum refining, production declined. About 40,000 tons of bentonite are currently produced from the district each year. Bentonite is shipped out of State for processing into desiccants, thickeners, and acid-activated clay products. The specialty sand was derived from Permian sandstones and deposited by streams draining the Defiance Uplift. Although stream channels are usually restricted to the upper member of the Bidahochi, stratigraphically above the bentonite horizon, a few actually cut through the bentonite. The well-sorted sand, suitable for use as a proppant in hydraulically fractured oil and gas wells, is localized in elongate lenses along the margins of the channels. These lenses range from 5 to 50 feet in thickness and often extend thousands of feet in both width and length. The sand is about 97 percent silica, has a yield of 40 percent in the minus 20 plus 40 mesh size fraction, and has a roundness of 0.6 to 0.7 on the Krumbein scale. Production of this sand began about 1961. All of the current production, which amounts to about 40,000 tons per year, is sold in the petroleum-producing area near Farmington, New Mexico.

Iron ore pellets use bentonite clay as binder at dosages from 0.5to 1.0% (10 to 20 pounds per ton) of moist iron ore concentrate. Bentonite is typically shipped hundreds of miles from Wyoming to the Lake Superior iron ore district. It is therefore best to know how effective a bentonite will be before it is shipped and used to bind concentrate into pellets. Current tests of bentonite effectiveness include: plate water absorption, methylene blue uptake, free swell, exchangeable cations, and glycolated layer expansion. However, these tests have many disadvantages: First, they only measure the ability of a bentonite to expand, disperse, or absorb, not how well it will bond. Second, most of the tests require up to 20 hours to perform. Bentonite only has a few minutes to interact within the concentrate before it is indurated (sintered). These long-term tests may not reflect the true behavior of bentonite. Third, the tests are tedious and often results are inconsistent between different iron ore concentrates, labs, and technicians. Fourth, some of the testing equipment is difficult to procure. Fifth, procedures are often difficult to standardize. In this paper, the Binder Effectiveness Strength (BESt) test to evaluate binders for iron ore pellets is presented that: measures the ability of bentonite to bond, requires only about two hours to complete, is simple and reproducible, and utilizes readily available equipment that has been standardized for decades.

Introduction From a historical perspective, bentonite is the common rock term for various uses and applications. Its name originates from water-based muds near Fort Benton used for lubrication of wagon wheels during the 19th century migration to western territories (which are presently part of the United States) when the pioneers ran out of axle grease. From a clay mineralogy perspective, bentonite is composed primarily of montmorillonite, an expandable magnesium aluminum silicate clay mineral. When magnesium occupies an octahedral structural site that usually contains an aluminum atom, a negative charge is created. In order to neutralize negative charges, cations are drawn to the interlayer surfaces between clay mineral sheet structures. Modern applications for bentonite depend on the sodium or calcium cation populations and other characteristics of the clay mineral. When sodium is the dominant cation, the material is also called sodium bentonite, also known as swelling bentonite, western bentonite or Wyoming bentonite. When calcium or magnesium is the dominant cation, the material is called calcium bentonite, also known as nonswelling bentonite or southern bentonite. Swelling bentonite is recognized for its rapid hydration of interlayer sodium and subsequent dramatic expansion up to more than 20 times its original volume. Low shear can then disperse the hydrated sodium bentonite to form suspensions that increase viscosity and suspend solids. However, when shear is subsequently eliminated a sodium bentonite slurry gels. Characteristically, nonswelling calcium bentonite has relatively poor hydration properties and thus low expansion of the clay mineral. When subjected to low shear, calcium bentonite exhibits very little viscosity and poor suspension. Additionally, when shear is subsequently eliminated no more than minimal gelling takes place. The domestic and export markets related to both swelling and nonswelling bentonite are discussed below.
