Low-grade manganese ores with low Mn/Fe ratios can he enriched through selective carbon reduction of iron oxide to magnetite followed by magnetic separation o f the magnetite. Thermogravimetric analysis (TGA) was used to assess the preferential isothermal reduction of pure M1702 and Fe2O3 using solid carbon. This was followed by reduction of a synthetic analogue of composition comparable to an actual low-grade ore (i.e., Sandur manganese ore, Sandur, India). The carbothermic reduction of the manganese ore converts the hematite and goethite minerals to magnetite (Fe3O4), with the magnetite then going into the magnetic, fraction. The resultant nonmagnetic ,fraction becomes depleted of iron with an enhanced manganese content. These results show that it is possible to reduce the iron from 22% to 5.85%, thus increasing the Mn/Fe ratio from 1.52 to 6.2 with a manganese recovery of about 50%. The recovery was, further improved by grinding the magnetic fraction to -75 µm.

Entrainment is a process by which fine and ultrafine particles are transferred to the flotation froth from the top of the flotation pulp, and eventually discharge to the concentrate product, evenwhen they are not attached to gas bubbles. Therefore, entrainment can be considered as a two-step process, one at the upper layer of the pulp to the flotation froth, and the other from froth to the concentrate. Entrainment is inevitable for both hydrophobic and hydrophilic minerals and is one of the significant factors affecting concentrate grade. This paper provides a comprehensive review of the entrainment mechanisms and entrainment models, as well as a summary of the main factors affecting entrainment and the techniques thatmay be used to lower or eliminate entrainment. Based on the review, we point out that selective aggregation of fine and ultrafine gangue minerals using appropriate process aids (polymeric depressants, inorganic salts, etc.) to increase their particle sizes appears to be a convenient and economical method. Directions of further research along this line are discussed.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

Land is a precious resource and should be treated as such by all members of our society. The soil covering this earth is only a very thin outer layer, varying in thickness from a few inches to a few feet and covering the rocks and minerals lying beneath the surface. The wise use of this valuable commodity is the responsibility of everyone. Many everyday activities disturb e earth's surface. Examples are highway construction, housing and commercial developments, agriculture, and various types of mining. This chapter discusses the relationships of the environment to land as it applies to surface operations in the coal industry. Mining by surface methods disturbs, for a brief period of time, thousands of acres of land annually. In addition, refuse piles, slurry ponds, abandoned mine structures, unprotected mine openings, and unsightly cleaning plants can also adversely affect land unless properly handled.

Water is a most remarkable substance, essential for life of all kinds. As well as needing water to survive, man has always used it for agriculture, transportation, recreation, and many other things. When our country was young and inhabited by few people, the streams, rivers, and lakes were able to provide all the clean water needed by man and take away all the wastes created. However, with our growing population and an ever-increasing demand for goods and services, the public, industry, and government at all levels have become acutely aware of the need to manage the nation's water resources more efficiently. Abundant energy from many sources has helped this nation to become the greatest industrial nation in the world. Coal has contributed a major portion of this energy, generating electricity, running railroads, and maintaining national security during wartime. The result has been the highest standard of living in the world and a time of widespread economic prosperity. The use of water in coal mining is somewhat different from its use in most industries. With the exception of water used in cleaning plants, for underground dust control, and for fire protection, most of the water en- countered in coal mining operations serves no useful purpose. In other words, it is an undesirable element and must be removed, otherwise it will interfere with operations, cause potential water quality problems, and may even stop operations by flooding. In the past, removing water from working areas of most mines was usually a fairly simple matter. Pumps with piping were installed at sumps or low spots in the mine and the water was pumped to the surface or to drainage control facilities constructed for the operation. Ditches were often used to collect and drain the water by gravity to the outside or to main sumps for pump discharge. In either case, the water was allowed to flow into the nearest stream or river. The concept of "water is water' was generally accepted without too much concern for what was in the water since low-cost products and services, rather than clean water, were the public demand.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

From Alaska to Florida and California to Maine, the National Forest System (NFS) is host to unprecedented levels of prospecting and development. The NFS is large (191 million acres), geologically attractive from the mineral standpoint and relatively unexplored. Significant recent finds and developments involve silver, gold, platinum group metals, molybdenum, cobalt and phosphates. Exploration and development are closely regulated, but most of the NFS is open. The Forest Service endeavors to be a good host to the mineral industry, but increasingly is asked or forced to delay or disapprove mineral projects to protect the environment.

The terms environment and environmental control, when used in today's context, generally imply to the average individual, something to do with pollution and pollution control. These latter terms, likewise, impart visions of fouled air and dirty water attributable largely to the industrial segment of American society. We have been conditioned, by various means, over the past ten years to equate environ¬mental control with pollution control. We have been trained to think of industrial environmental control programs as efforts conceived only to comply with one or more of the recently imposed pollution control regulations. Almost automatically we; approach consideration of environmental control with a degree of pessimism that is we assume that pollution prompted the control program. It is the purpose of this discussion to demonstrate that environmental control. at least as it exists and has existed within the crushed stone industry, involves far more than simply control or reduction of air and water pollution. It involves a dedication to the enhancement of each of the several "mini-environments" which together comprise the total world surrounding any given crushed stone operation. Environmental control, exercised properly, is an optimistic, constructive, forward-looking, enhancing type of activity. It is a function which has been, and should continue to be, willingly and expectantly undertaken by informed management personnel. In short, environmental control. is an activity from which both industry and society can and should benefit.

I welcome this opportunity to give a Congressman's birdseye view of a subject which I believe holds great potential for the future in helping meet the needs of people, with minimal adverse impact on the environment. All mankind, not just the people in this great nation, faces the need for additional usable space. In some parts of the United States the problem arises from rapid urbanization of the surface and little utilization of the subsurface. Everywhere there is an increasing problem of insufficient space arising out of the increasing population crush and growing demands for open space, housing, water, transportation, communication, and social service. You are the technicians to whom we look for assistance in finding answers. We look to you also to provide guidance for broad policy decisions concerning underground space. I prepared for a career practicing law, but since 1952 I have been a member of the House of Representatives. In this latter capacity I deal with programs designed to help solve all kinds of problems. But, naturally, I am especially interested in the water scarcity and other environmental problems of my home state of Arizona and the arid and semi-arid areas in the West. This North American Rapid Excavation and Tunneling Conference has as its theme: "Tomorrow's Tunneling Technology Today." I have a very great interest in this potential of our underground space resource. The Central Arizona Project now getting underway in my state will consist in part of tunnels and underground pipelines to convey life-sustaining water from the Colorado River to people and lands across Arizona to the Phoenix and Tucson areas.

Advancements in tunneling technology and underground construction, plus rapidly rising costs of land, and a higher priority being placed on urban esthetics, make tunnels a more attractive option for certain portions of the highway construction program. Recent emphasis placed on fuel conservation reinforces the need for tunnels as a means of shortcutting circuitous routings designed to avoid potentially undesirable environmental impacts on any given area. Larger and more complex tunnels which have been constructed in recent years attest to this greater interest. More than 100 major highway tunnels are in operation in the United States. Highway tunnels commonly have much higher initial cost compared to surface routes. Where extensive cut and cover is involved, temporary disruption of the surface area may prove costly. In exchange for these costs, certain environmental advantages result. The purpose of this paper is to discuss some of the environmental advantages of highway tunnels and some of the unsolved problems related to obtaining maximum use of highway tunnels and research underway to help solve these problems.

Many disputes related to environmental issues in mining are resolved through often-antagonistic negotiations in a regulatory context or through litigation. These approaches are certainly the best choices for resolving certain disputes. However, just as no single remediation technology is the right fit for every site, so no single dispute resolution process is the best choice for every situation. This paper introduces a range of dispute resolution alternatives (from collaborative decision making through mediation, arbitration, and litigation). Especially when money is tightest, cost-effective dispute resolution(and the outcomes that can accompany it) can have an impact on the bottom line.

Multiple seam mining is predominant throughout the central Pennsylvania Appalachian coal fields. Wide ranges in individual seam thickness, coal quality, and overburden characteristics are common throughout the region. On typical mining permits, ranging from 404 x 103 to 2023 x 103 m2 (100 to 500 acres), often as many as eight seams are concurrently mined, with each interburden requiring unique economic and environmental consideration in the mine plan. Specifically, this paper presents several planning tools and operational guidelines developed in response to current regulations for the special handling of potentially acid-forming materials as they are related to development and operation of multiple seam mines.

This risk management approach is based on probabilistic risk assessment and established decision analysis techniques, and appropriately considers the relationships among various mine development decisions, tradeoffs among consequences, the uncertainty in predicting consequences, and the benefits of flexibility to respond to changed conditions.

New Zealand is a small, almost pristinely pure country environmentally speaking. It is blessed with an abundance of clear waterways, lush green vegetation and fresh clean air. It is a country in which agriculture and forestry predominate, and mining developments have to be introduced prepared to answer in considerable detail the question "How will this proposal affect the New Zealand environment as we know it today". Those who make the legislation have the difficult problem of establishing standards at a level which will maintain as far as possible the status quo without unduly inhibiting the developments currently approaching the starting line. We have been fortunate in some sense in that since the demise of the early gold rush days by the 1920's, little mineralisation of a complex nature has been uncovered in New Zealand. Coal fields have been developed in the central North Island, and on the West Coast and Southland regions of the South Island. A ban on large scale open cast mines in the Coromandel area has restricted mining in that highly prospective area, although three large gold prospects have got underway elsewhere in the last three years. There is no other ore processing being undertaken at present. Some recent proposals involving lead, gold and silver in complex arseno­ sulphides have failed to get the necessary approvals and have been discarded. Our ore processing problems are therefore straightforward ones, and confine themselves to acid drainage, mercury handling and disposal, and cyanide.

The International Seabed Authority and a number of countries have or are in the process of developing environmental impact assessment guidelines and legislation for seafloor mineral development. The formal decision to grant a project an environmental permit is based on an environmental and social impact assessment (ESIA), culminating in an environmental impact statement (EIS). The EIS needs to be supported by sufficient data upon which an assessment of impacts can be made and mitigation measures developed. Given the remote locations of many seafloor prospects, collection of sufficient environmental data to inform an EIS is often a difficult, expensive and lengthy process.

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. Environmental due diligence investigations, also known as Phase I Environmental Audits, are increasingly important to major investors, venture partners, or prospective purchasers or sellers of mineral properties. Knowledge of environmental risks associated with a property will allow better appraisal of a property's overall desirability prior to completing the transaction. It is possible that the cost of environmental cleanup could exceed the value of the property. Topics appropriately investigated include permit status, water quality, past use of the property, hazardous materials management, storage tanks, public records pertaining to the environmental character of the property, and environmental costs.

Social attention to environmental aspects, steadily increasing in European Countries, has been leading to a stricter regulation of many productive activities. Among them, mining and quarrying sectors have been often censured for their potential and real impacts on land and environment. Referring to dimension stone exploitation (also the terms ornamental stone or natural stone are here used as synonymous), quarries are often concentrated in extractive basins, where the resource is localized with suitable quality and quantity: this fact has sometimes raised critical environmental situations. Nevertheless, dimension stone quarrying represents in Europe a traditional and important economical activity, source of wealth and employment. Moreover, many natural stones take on a ?cultural? value and may be considered as ?classic?, as they have been exploited since antiquity and are element of the architectural heritage of many Countries. The sector relevance demands the research of a sustainable balance between social-economical needs and environmental protection. Actually, very restrictive environmental protection policies have led to severe limitations to quarrying activity, but the results do not seem to be completely positive in terms of sustainability: on the one hand, closing-down stone quarrying activities imposes a shrinkage in local, social and economical development; on the other, quarrying activity is pushed towards developing Countries, environmentally un-protected, simply moving and putting off to next future the problem. The challenge of the sustainable development of quarrying sector ? recently explored in the European Commission?s communication ?Promoting sustainable development in the EU non energy extractive industry? (COM-2000-265) ? should be achieved through a positive link between theoretical statements and practical effects: sustainability indicators may be an effective instrument to assess and monitor the environmental performance of the industry. The paper refers to the development of specific ecological criteria and indicators, which can be useful to measure and predict the eco-efficiency of a dimension stone quarry, finally pointing out where improvement efforts have to be focused.

Waste disposal underground is the most effective method when viewed from an environmental aspect. As costs of other methods of disposal continue to escalate, the cost effectiveness of underground disposal during the mining cycle becomes increasingly attractive. The use of concrete for sealing abandoned mines has proved to be suspect when associated with a relatively incompetent adjacent strata due to its shrinkage characteristics. Complete failure of the plug has been known to occur in some instances. A more effective, cost competitive seal can be obtained using pneumatically stowed material and incorporating a polyurethane grout, which has greater adhesion characteristics than concrete. Injection of the surrounding strata and of the stowed material helps to ensure an impervious barrier and prevent the plug from moving when subject to high pressure heads. When properly placed, impervious seals cause the old workings to flood, raise the mine pool level, and thus eventually eliminate the potential for oxidation, which is the primary cause of acidity in the water
