Experiments using an optically polished Pyrex disk and aqueous dodecylammonium acetate (DAA) films showed that the velocity with which the films recede increases markedly if the runs are repeated at short time intervals, where equilibrium cannot be reattained. This results from DAA molecules being desorbed from the disappearing liquid-air interface and being deposited on the solid-air interface being formed. Controlled experiments with Pyrex particles in a modified Hallimond tube showed a similar increase in flotation rate, again due to excess adsorption of DAA molecules that were transferred to the solid-air interface from the bubble on contact.

Introduction The US Office of Surface Mining (OSM) is proposing changes to the Code of Federal Regulations in the interest of minimizing the adverse effects of excess-spoil-fill construction on the “prevailing hydrologic balance, fish, wildlife and other environmental values” (70 FR 35112). The proposed changes will require: (1) minimization the amount of excess spoil generated at a mine site; (2) minimization of the size of the fills constructed; (3) consideration of alternative configurations for disposal; and (4) development of a disposal plan that would minimize adverse impacts to the environment.1 To achieve those objectives, mining companies operating in steep-sloped Appalachia will likely build excess spoil fills (also called valley fills) that toe out at higher elevations in the hollows (i.e. to prevent or limit burial of streams). Consequently, the slopes of fill foundations will generally be steeper. Whereas the authors of this paper support these measures to protect the hydrologic balance and general environment, we wish to point out that placement of fills on steeper foundations can negatively impact the stability of the fills if proper care is not taken during their construction. It is important to note that in addition to impairing human safety, valley fill instability can negatively impact streams, the riparian habitat etc., and thus defeat the very purpose of the spoil minimization measures proposed. We do not, however, propose additional regulatory requirements pertaining to valley fill stability. Rather, we intend to emphasize the importance of engineering requirements already on the books, especially as they apply to the predominant type of valley fill constructed: the durable rock fill. We believe that the practice of restricting valley fills, to higher elevations in the watershed leaves less room for error in the design and construction of stable structures. This paper gives a quick review of the nature of excess spoil generation; methods and requirements of excess spoil fill construction, and the to-date stability record of the fills. The interest in excess spoil minimization and how it affects valley fill construction is also discussed. Most importantly, we will review long-standing issues pertaining to proper design and construction measures with respect to durable rock fills and discuss how they will become more critical as spoil minimization is practiced.

The latest resource estimate for the Caspiche gold/silver/copper project in the Maricunga region of Chile was released by gold explorer Exeter Resource Corp. The resource is low grade, but bulk minable and drilling to date has shown a NI 43-101 compliant inferred resource of 1,117 Mt (1.23 billion st) grading 0.55 g/t (0.016 oz/st) gold, 3.81 g/t (0.111 oz/st) silver and 0.22 percent copper. Exeter said these findings make the in situ metals amounts of 609 t (19.6 million oz) of gold, 4.4 kt (137 million oz) of silver and 4.84 billion lbs of copper, which the company relates as 33.7 million gold equivalent ounces using assumed metal prices of $23.33/g ($800/oz) for gold, 35 cents/g ($12/oz) for silver and $2/lb for copper. The deposit is almost midway between Barrick?s Cerro Casale gold deposit and Kinross? Refugio Mine. In a statement Exeter chairman Yale Simpson said ?This updated resource estimate places Caspiche firmly among the world?s largest gold-copper discoveries in recent years and clearly supports our decision to aggressively drill the property, despite the global economic decline. ?We expect that the very substantial copper and silver credits will be extremely important, and will markedly impact the potential viability of Caspiche. Specifically, using metal prices of US$2/lb copper, $23.33/g ($800/oz) gold and 35 cents/g ($12/oz) silver, the 4.84 billion lbs of copper and 4.2 kt (137 million oz) of silver are equivalent to 376 kt and 62 t (12.1 and 2 million oz) of gold, respectively. ?Our recent drilling has defined what appears to be a coherent higher grade central zone associated with a definable early stage diorite intrusion. We expect this zone will be important in developing various mining and economic models for the project,? Simpson said. Exeter is still drilling the deposit to expand the re-source estimate further to the southeast and at depth and to upgrade the higher grade central zone to the indicated category. Simpson said, ?Exeter intends to enhance the value of Caspiche by continuing to de-risk the project through ongoing exploration, metallurgy, engineering, water and environmental studies. These studies will continue through the next 12 months and will lead to a conceptual development study. A timeline for the release of that study is being formulated. The project budget for the next 12 months is C$14 million.? Mineweb reported that Caspiche is likely too big of a deposit and at too high of altitude for Exeter to handle alone. Exeter will be looking to other majors, or perhaps the Chinese, to help develop this huge orebody. But, in the meantime, it also has its high grade Cerro Moro deposit in Argentina, which could be brought to production relatively quickly and at relatively low cost.

A new face ventilation system was needed at the Allied Chemical Trona mine, near Green River, Wyoming. The development of an exhaust manifold face ventilation system came from a need to reduce the dust and noise concentration level while maintaining methane control at the continuous miner working face. Dust laden air from a heading being driven by a continuous miner was contaminating the intake air in the mine around the roof bolter operator and adjacent headings. Each working heading was exhausted into the last open crosscut by a face fan. A face fan would contaminate the adjacent downstream heading with dust-laden air until a high dust concentration developed in the final entry before the returns. A face ventilation system was needed to give the exhaust of each heading an individual path to the return air. In addition, the system could not interfere with the present room and pillar mining process. A manifold system of rigid duct ventilation tubing was designed using the existing fans in a parallel arrangement. Each system was to consist of the rigid duct tubing in three headings junctioned together at the last open crosscut and exhausted at a common branch in the return air. Each heading was to have its own damper (or valve) so that air could be directed where it was most needed. The system was installed using both round and oval rigid duct ventilation tubing to minimize head loss and to allow proper ground clearance for mining machinery. Two fans in parallel were used to exhaust three headings. By adjusting the valves at each heading, up to 18.0 kcfm (9.36 cu m per sec) could be exhausted from one heading and still keep the methane level controlled in the other two headings. The manifold exhaust system has proven to be an efficient, long lasting ventilation system at the Alchem Mine. It has reduced the dust and noise exposure levels at the working faces while keeping the methane level under control.

INTRODUCTION This manuscript is based on site inspections of five existing mines and the detailed analysis of two of the five. The detailed analysis and mathematical models of the two mines are presented herein in order to demonstrate a method of predicting mine water inflow using existing mines as a data base. Water management procedures were studied at all mines. Our original criteria for mine selection were that the mines be less than five years old and have an inflow rate in excess of 2000 gpm (7.6 m3/min). Background hydrologic and hydrogeologic data were required so that two of the mines could be used for our computer modeling experiments. Our original criteria proved to be difficult to meet. We contacted numerous mines via various sources. Many mines were unable to meet the cri¬teria stated or were not interested in cooperating with us. Therefore, we allowed some flexibility in the application of these criteria to satisfy our orig¬inal requirements. Although the visitations at all the mines are not discussed herein the characteristics of the two mines simulated are presented. These simulated mines consist of a uranium mine in New Mexico and a lead mine in Missouri. The mines and owners will remain anonymous by request. URANIUM MINE-CASE HISTORY NUMBER 1 Mine Location The uranium mine that we simulated is located in northwestern New Mexico. The ground surface at the uranium mine is at an elevation of approx¬imately 7000 ft (2134 m) above mean sea level. The climate is arid to semi-arid with an average annual precipitation of approximately 10 in. (25.4 cm) (John and West, 1963). Geologic Setting It is essential that a conceptual model of the stratigraphy, hydrostratigraphy, and structural geology of a mine site be developed prior to simulation by a mathematical model. If such a conceptual model is not developed prior to simulation major errors are difficult to avoid. The uranium mine we have simulated is located in the San Juan Basin (Fig. 68), which is a structural basin located in northwestern New Mexico and adjacent parts of Colorado, Arizona, and Utah. The sedimentary rocks present in the deepest part of the basin are nearly 15,000 ft (4572 m) thick (John and West, 1963). The regional dip of the sedimen¬tary rocks in the Grants area is generally northward toward the San Juan Basin; the regional attitude is modified locally by normal faults and folds (Hilbert, 1963). The rocks of interest in this area are sedimentary in origin and range in age from Penn¬sylvanian to Cretaceous. They rest on the Precam¬brian core of the Zuni Uplift. Associated intrusive and extrusive rocks are of Tertiary and Quaternary ages (Hilbert, 1963). The deepest sedimentary unit of interest at this mine site is the Morrison Formation as described by Hilbert (1963). The Morrison Formation con¬sists of three members in the general area of the mine site; the deepest member is the Recapture. The Recapture Member consists of alternating beds of gray sandstone and grayish red siltstone or mud¬stone with strata up to several feet in thickness. Only a few small deposits of uranium are contained within the Recapture Member. The Westwater Canyon Member overlies the Recapture Member of the Morrison Formation. The Westwater Can¬yon Member is approximately 150 ft (46 m) thick and consists of light brown to gray, poorly sorted, arkosic sandstone, and some interbedded gray mud¬stone. The Poison Canyon Formation denoted in subsequent discussions, tables, and figures was de¬termined to be a part of the Westwater Canyon Member. The separate connotation is used for the description of mining operations and hydraulic properties but a separate physical description is not included. This member of the Morrison Formation contains many large deposits of uranium. This is (some pages in this article are damaged)

P. T. Freeport Indonesia (PI) in conjunction with Crescent Technology Inc. has developed a method to predict the metallurgical performance of ores blends based on the behavior of their component ores. The question addressed in this paper is whether ores treated individually could be extrapolated to predict the behavior of a blend of ores. The work further investigates the use of modal analysis to establish individual mineral flotation kinetics in each of the ore zones. This information would lead to the prediction of grade-recovery curves of ores made up of those minerals. Nine samples of ore, representing various zones of FI's Grasberg ore deposit were tested metallurgically and examined microscopically. The same testwork was performed on blends depicting the 1994 mill quarterly feed. Flotation kinetics of the individual ores were then "mathematically" blended and compared to the results obtained from the quarterlies. The calculated kinetics of the actual blends of ore received by the mill were fed to the simulation program and compared to the actual mill performance.

Historically, mica usage has been low because of limited availability; as a by-product of many small processors, who have lacked motivation for extensive R & D. The discovery of a 30 million ton deposit of 85-90% pure phlogopite, when existing markets are only 300,000 tonnes annually, forced the search for large volume new markets. Increasing costs of energy, petrochemicals, plastics and glass fibers, and environmental constraints on asbestos usage, have led to new opportunities for mica as a reinforcing filler. Extensive research and developments; in beneficiating, processing and treating mica, has been necessary to satisfy these new markets.

In 2002 the authors updated the MFire model developed by the US Bureau of Mines. MineFire, developed by Mine Ventilation Services, Inc. (MVS), uses the MFire model to perform mine fire simulations on typical mine ventilation networks. The MineFire program is capable of producing visual schematics and other analysis tools for input and output of the MFire model. The MFire model, however, was limited to 500 branches and 10 fans. This paper discusses the newly modified MFire model that is now capable of modeling over 5000 branches and over 400 fans among other expansions and improvements. Given the long history and proven track record of MFire, the expansion did not modify the core calculation methods or results. This paper focuses on a general discussion of the MFire program and issues encountered in expansion of the algorithm. An example large network with simulation results is discussed.

The Tailings Leach Plant (TLP) of the Zambia Consolidated Copper Mines Ltd at Nchanga was commissioned in 1974 as the world's first largest successfully operated agitation leach SX-EW plant for copper production. The design, development and operation of the plant soon after commissioning termed as TLP stage II has been described by Holmes et al (1). In the initial phase the plant was designed to treat approximately 25,000 tonnes per day of current flotation tailings from the Nchanga Concentrator operations, and had a design capacity to produce 75,000 tonnes per annum of copper. Further expansion took place in 1986, and TLP stage III was successfully commissioned to treat an additional 20,000 -25,000 tonnes per day of large reserves (over 135m tonnes) of reclaimed tailings stockpiled since the early 1930's in four paddock type tailings dams (T01 to T04). The salient feature of TLP stage III expansion described by S K Mwenechanya et al (2 -3) was the installation of the world's largest Horizontal Belt Filter Plant with 26 filters each of 80 m2 filtration area.

The paper describes the main drive systems of an iron ore pelletizing plant and related important design aspects. It is shown how today?s drive systems provide the desired flexibility for the process and lead to high energy efficiency and system reliability. With respect to electric drives expansion projects have many technical issues in common with green-field installations. However, there are aspects where important, distinct differences occur. It is shown which considerations for selecting and sizing drive systems for such a plant as well as for integrating them into an overall plant control concept need to be taken into account. Besides the design of the drive systems a key aspect for such an expansion project is the network interaction. Harmonics levels at different points in the plant network need to be checked carefully with simulations during the design phase to avoid problems later-on during operation. The power factor compensation and the harmonic filtering of the new production line cannot be designed independently of the already existing plant. The paper highlights areas where problems could occur and which points need to be paid attention to when a plant is expanded.

When Homestake Mining Company's Mclaughlin Gold Project was being evaluated for development, it was apparent that recovery of gold from mined ore would be difficult and relatively expensive. The ore was refractory, averaging less than 50% recovery in conventional direct cyanidation milling tests. Extensive testing narrowed the processing choices to either autoclave or roaster oxidation before cyanidation. Roasting was ruled out due to higher capital and operating costs --the Mclaughlin mill would be the first large-scale application of autoclave oxidation of a refractory gold ore.

The Pueblo Viejo gold/silver mine, located in the Dominican Republic, started production in early 1974 processing ores averaging 4 g/tonne gold and 20 g/tonne silver at a rate of 7,250 tonnes/day. The ore milled is a silicified siltstone with average work index of about 8 that occurs as an extensive oxide capping of a primary sulfide orebody. The sulfide ores are refractory to conventional treatment process and extensive research work is now in progress to develop a treatment process for them. The ore deposit has a long history having been mined by the indigenous Arawak Indians (for some time in the early sixteenth century) prior to the arrival of the Spanish and then by the Spaniards. In the early 1950?s, Italian engineers attempted to process the sulfide ores. Mining by the Indians and Spanish was abandoned because of low grade and little coarse gold in the oxide ores and by the Italians because of the refractory nature of the sulfide ore. In 1969, Rosario Resources geologists discovered that there existed sufficient reserves of oxide ore for a viable mining operation and accordingly, the plant was designed, built and brought into production.

P.T. Freeport Indonesia operates a mining complex located in the highlands of West Papua, Indonesia. Present production from PTFI’s DOZ Underground Block Cave Mine is approximately 40 thousand tonnes per day (ktpd). This paper describes the design process and recommended ventilation infrastructure necessary to expand the DOZ Mine reserves and to increase sustained daily production above 50 ktpd. The enlarged footprint will feature longer production panels of up to 650 m in length, more active draw points, a second large gyratory crusher, and additional men and mobile equipment. The increased ventilation capacity will be achieved through the development of new, dedicated ventilation drifts, and primary Underground exhaust fans.

INTRODUCTION Volcanic tuffs on and adjacent to the Nevada Test Site (NTS) are being considered by the Department of Energy (DOE) for the possible geo- logic disposal of high-level radioactive wastes. The Nevada Nuclear Waste Storage Investigations (NNWSI) project was established in 1977 to evaluate such disposal. Sandia National Laboratories (SNL), one of the participants in the NNWSI project, has as one of its responsibilities the development of a rock mechanics program for the Nevada site. SNL conducted three small-diameter heater experiments in welded and nonwelded tuffs in G-Tunnel on the NTS, to investigate the thermal (heat transfer) and hydrothermal (thermal- induced water migration) behavior as part of the rock mechanics program. These two aspects were investigated to increase knowledge about the behavior of tuff so that predictive capabilities are available for use by repository designers, waste-package designers, and performance analysts. Also, knowledge of the behavior of the tuff is invaluable for planning and designing future in situ experiments at Yucca Mountain, the candidate site for the repository. The evaluations of these three experiments is the subject of this paper. Designers, analysts, and experimenters are seeking a better understanding of the behavior of tuffs under the influence of thermal loads expected from radioactive-waste storage, because of two physical features peculiar to tuffs. First, tuffs are inherently porous because of the manner in which they are deposited (Smith, 1960). Tuffs utilized in G-Tunnel testing have porosities ranging from 15 to 46%, which cover the ranges of expected porosities in the target horizon at Yucca Mountain. It has been established that the G-Tunnel tuffs have similar bulk, thermal, and mechanical material properties to those at Yucca Mountain (Zimmerman et al., 1984), thus, G-Tunnel testing can be used to evaluate the effects of porosity on the thermal and mechanical behavior. The second feature is that tuffs above the water table contain pore water that influences the thermal properties of the rock; displacement of the water must be accounted for in repository designs and analyses. For example, G-Tunnel tuffs, located some 600 m above the static water level, have saturations in excess of 60%. Similar percentages are expected at the target horizon in Yucca Mountain (Zimmerman et al., 1984). The presence of and the removal of the pore water affects the thermal behavior of the tuffs, and these three experiments were designed first to determine the phenomenological behavior and then assess influences on predictive capabilities. The focus in this paper is to present the results and evaluations of the experiments as they apply to improving predictive capabilities. The thermal aspects are emphasized by comparing the measured temperatures (in and around heater emplacement holes) with calculations of predicted temperatures using numerical models, so that the effects of significant parameters can be evaluated and integrated into future predictive models. Observation of the hydrothermal aspects is needed to assess the effects of loss of pore water and subsequent migrations on the temperature fields during the heating, and also to define the expected environment in the vicinity of the outer metallic surface around the waste. The metallic boundary can be either the outer shell of the waste package system, which is the main engineered barrier for waste containment, or the borehole liner. A final decision has not been made as yet about the necessity for lining boreholes; thus, the emphasis is on predicting the characteristics of the environment around the outer metallic surface. Mining and processing activities which are proposed on private land, state leases, or unpatented mining claims are governed by numerous local, state, and federal laws which identify the procedures and conditions which must be met before resources can be developed. The respective government agencies responsible for the administration and enforcement of these laws have promulgated supporting regulations and guidelines, and have implemented certain permit and approval processes to ensure compliance. Each exploration project has a unique environ- mental setting and location which further dictates the types of air, water, hazardous waste, and wildlife laws and regulations which must be complied with before development commences. The environmental planning process should be the first step in the evaluation of existing company properties and the potential acquisition of other mineral properties. However. many company don't consider the environmental requirements for a project until the decision is made to develop the property for mining and processing. If a mining company wants to expedite the environmental planning process, it must first develop an in-house process for evaluating the project and determining the environmental approval procedures in the state where the project is located. The first stage of environmental planning involves general information which can set the overall company philosophy for development of projects.
