Canada still remains today a strong resource nation with a huge geological potential. Canada ranks among the top five leading countries in the production of 15 major minerals. Acid mine drainage (AMD) is a serious environmental problem that preoccupies the Canadian Mining Industry. Considerable amounts of money are spent every year in an effort to prevent or reduce the acid mine drainage production. It is estimated that across Canada there are a few thousand abandoned mine sites as a result of the last fifty years of mining. Most of these sites are acid producing presenting a serious threat to the environment. It has been estimated that the cost of stabilizing and reclaiming these sites across Canada will be over $5 billion over the next twenty years. Current practices for decommissioning acid producing sites are water covers (flooding), dry covers, revegetation and treatment of the acid effluents. This paper presents the technical and legal issues of mine closure and reclamation in Canada. The methods used in the revegetation of acid producing mine sites is also presented This paper also reviews the financial guarantee requirements for mine closure by the provincial legislations in Canada. A case study of stabilizing and reclaiming a sulphide tailings area in the Sudbury region is presented. It illustrates the challenges facing the Canadian Government and the mining companies in restoring and revegetating the closed and abandoned mine sites across Canada.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

San Martin Mine is an open pit, gold heap leach operation located approximately 70 kilometers from the Honduran capital of Tegucigalpa. Mining operations commenced in 2000 and were completed late in 2007, while heap leaching operations continue. Reclamation was executed concurrently with operations to the extent practical. The area has distinct rainy and dry seasons and closure objectives include: prevention and mitigation of acid rock drainage, sediment and erosion control, and mitigation of visual impacts. Final closure is well underway at San Martin and this paper describes the closure processes conducted to date, problems encountered, and the subsequent lessons learned.

There are many different words to describe mine closure, including rehabilitation, reclamation, restoration and decommissioning. Closing mining operations, mainly open pit mines, has required resolution of numerous issues. Mine closure plans involve environmental-protection issues, regulatory issues and community issues. The obvious, and often most expensive of them, is the physical rehabilitation of the disturbances and the elimination of long-term commitments and maintenance. This paper outlines mine closure planning and its important component, mine-site rehabilitation. Community consultation and involvement are also referred to as an important component of the mine-closure plans, which are required to ensure satisfactory mine site rehabilitation. Considerations of socioeconomic impact of mine closure and long-term responsibilities are presented.

Mine planners are challenged to hold two seemingly opposing objectives: maximizing the mine?s operational efficiency while minimizing post-closure impacts. One of the most effective approaches to meet these objectives is to plan for mine closure from the start. Mine closure is typically viewed as the process that happens in the period of time when the operational stage of a mine is ending and the final decommissioning and mine rehabilitation is being undertaken. In reality, it is a continuous series of activities that begins with preplanning prior to the project?s design and construction and ends when long-term site stability is achieved and a self-sustaining ecosystem is established. Putting this model into practice as early as possible can significantly reduce the financial burden of mine closure and rehabilitation.

Over the past nine years a means for measuring the distance between the mine roof and floor has been developed at the White Pine Mine which yields relevant information utilized in the mining operation. The technique known as "convergence!' is an efficient, low cost way for obtaining large quantities of data for predicting roof falls, caving activity, and overall mine stability. From a limited introduction in 1964 related to monitoring an experimental longwall project, the activity of convergence measurements has been expanded to become a production tool now found in all sections of the mine. Presently, the program involves four main types of activity: 1. Monthly measurements in areas known to be active, and in sample blocks scattered throughout the mine for a long-term stability study. 2. Semi-monthly measurements along vital travel roads, belt drifts and compressor sites. 3. Weekly measurements in areas where men are working. 4. Daily measurements in pillar-recovery and caving operations. Today, one field engineer and six technicians are involved full time in convergence work. Rock Mechanics technicians have installed approximately five thousand stations since the start of the program and of this number, over twenty-five hundred active stations still comprise the mine-wide network spread over the more than five square mile extent of the White Pine Mine workings.

WIMPFEN The measure of the success of any mining operation is the size of the difference between sales realization and cost of product, including operating, sales, administra¬tive, capital and others. Evaluation of a mining project necessitates projecting costs and sales realization as accurately as possible. Possible variations in specific cost elements and sales prices must be considered. To accomplish this, project studies should include giving effect to possible fluctuations to determine the break¬even points with varying costs and prices. Development of cost data is never an easy task. Mining is characterized by a great variety of conditions which result in still more variables. Achieving realistic figures as of any specific time involves consideration of changes, which may be frequent, in labor-contract terms and equipment used, variations in working condi¬tions and mining practices, and changes in mineralization and metallurgy. The purchasing power of the dollar, which has been declining persistently, also affects the situation at any given time. The only thing that can be said of costs, with certainty, is that they will change. With this in mind, the "guideline" data in this section are offered for the use of the mining engineer. It was provided for the most part by representative companies, whose contributions are gratefully acknowledged. In reviewing the tabu¬lations and other material it is of course necessary to remember that the data presented are valid only for the time periods specified, and will change with changing economic conditions in any other. 31.1-CAPITAL COST OF PLANTS Plant capital costs are set forth in Tables 31-6 and 31-7 by year of construction. To estimate capital cost of plants built in future years, various cost bases and indexes are utilized. Many discussions on mine planning and design focus on computerized mine modeling but neglect the final step of operating design development. Mine planning and design criteria used for the final layback in the North DeLamar pit are included along with a comparison of designed and as-built tonnages, grades and topography.

A multi-lift benching cut-and-fill mining method was adopted at Asamera Minerals (U. S.), Inc.'s Cannon Mine to balance the goals of high productivity and near 100 percent recovery with the need to minimize subsidence. High strength backfill was required to provide effective long-term overburden support and safe working conditions during the pillar recovery operations. Operational designs were evaluated using numerical modeling to predict global mine stability and backfill strength requirements. These models incorporated sequential mining of primary stopes, backfilling of primary stopes and recovery of pillars, and have been transferred to the mine operations group for use in evaluating different production sequences. The modeling has provided a better understanding of the structural response of the mine to excavation of the primary stopes and removal of the pillars. Predictions about the transfer of overburden weight to the abutments, pillars and cemented fill pillars have provided a criterion to evaluate mining plans and production sequence. Comparison of these predictions with actual mine structural performance has developed confidence in the design of the mining method and in the geomechanical design methods being employed. Primary mining of the B-North zone is nearly complete, and the stopes have been generally stable, as projected in the original design. "Mining is an important part of the economy of Namibia. In 2016, 11.1 percent of the GDP was the result of mining activities with 22 active mines (The Chamber of Mines of Namibia, 2016). Only one of them consists of an underground mining operation.The global annual production of fluorspar is approximately 5.4 to 6.3 Mt (6 to 7 million st) (U.S. Geological Survey National Minerals Information Center, 2017). Okorusu has produced on average about 45 kt/a (50,000 stpy) in recent years (U.S. Geological Survey National Minerals Information Center, 2015).The Okorusu Mine is Namibia’s only fluorspar mine. Fluorspar was mined in an openpit mine with four individual pits (A-D) since 1980. In 2014, the mine closed due to the increased stripping ratio and beneficiation problems. The mine assets were bought by Gecko Namibia. Currently, Gecko uses parts of the processing plant for beneficiation of graphite from a neighboring mine. Figure 1 shows a panoramic view with the four pits and the mine village.The intent is to develop a concept for the further underground development of the mine. There are still about 6.3 Mt (7 million st) of measured resources left in the deposit, with an average grade of 27.5 percent CaF2. This study focuses on the underground mine design. The above-ground plant and facilities are considered as remaining unchanged.For solving the task to design the mine, a site visit for data collecting was conducted. Resource estimations were calculated based on existing drill data, and consequently, block models were created. The development of the mine design included the selection of the most suitable mining method, mining technology and mine organization. Moreover, some economic considerations are pointed out, followed by a profitability assessment."

"Fluorspar is one of the most important industrial minerals. It has a wide range of applications, for example it is used in the steel and aluminum industry, and is also the raw material to produce hydrofluoric acid, Teflon or Gore-Tex. There are only a few major fluorspar mines worldwide, with China being the most important fluorspar producer (U.S. Geological Survey National Minerals Information Center, 2017). At Okorusu, Namibia, fluorspar has been mined with conventional open pit mining methods from 1955 until 2014 from a large scale metasomatic fluorspar deposit with seven identified orebodies. There are about 7 million tons of measured resources left with an average grade of 27.5 % CaF2. This paper is based at an MSc thesis at Technical University Freiberg and describes the design of an underground mine for the A and D orebodies with an annual production rate of 100,000 t acid-grade fluorspar product. By comparing different mining methods and adapting variants of access to the underground orebodies the paper will emphasize on the selection of a suitable mining technology, with a special focus on the economic considerations to decide about the most profitable operation. This paper describes the implementation of specialized software in mine planning at the Cleveland-Cliffs’ managed Empire Mine on Michigan’s Marquette Iron Range. The application puts together years of mining experience on the eastern end of the Marquette Range beginning in the early 1960’s. The Empire Mine, in its thirty-fifth year of production, uses the software to model a complex and highly variable low grade magnetite orebody, capturing the economics of mining and processing to the final product. With special attention given to geostatistical methods, the software is used for all geologic modeling, ore reserve estimation, ore control, pit design and short and long range planning.

This section of the Handbook deals with general principles to be evaluated in the development of a mining operation. It addresses the major issues that must be examined to fully evaluate a mining venture. Of course, one of the main topics to be evaluated is mine planning, which is covered in more detail in other sections (13, 17) of the Handbook and should be referenced in mine development projects. The topics to be discussed in this introduction include equipment and supplies, infrastructure, utilities, and project management. In any of the aspects mentioned, the current existing conditions at or near the mine site must be evaluated. This will include assessment of current use of utilities, infrastructure, housing, equipment suppliers, etc., as well as anticipated growth, both in the supply aspect of these systems as well as projected usage on these systems. After full assessment of both these aspects, an evaluation must be made as to the requirements the project will place on these items. Assessment must be made as to any up-grades required to bring the project on line, what impact the project will have on existing or expanded systems, and anticipated future growth impacts on support systems not only of the project but of other surrounding industry and urban devel-opment

Mina Santa Rosa, in west central Panama, is the first large-scale gold mine in Panama and will soon be the largest single-mine gold producer in central America (Fig. 1). At full production, the mine will process 1.8 Mt/a (2 million stpy) of ore and produce more than 1.8 t/a (60,000 oz/year) of gold and 9.3 t/a(300,000 oz/year) of silver. Mina Santa Rosa is a subsidiary of Greenstone Resources of Toronto, Ontario. Freeport-McMoRan geologists first visited the area in 1985. Their rock chip sampling adjacent to old shafts and adits confirmed widespread gold and trace element geochemistry anomalies. Surface mineralization appeared to be localized in and adjacent to narrow veinlets. However, they recognized astructural setting similar to the Nevada Tertiary volcanic-hosted epithermal gold systems.

The application of computers and operations research to mine planning problems has changed and progressed significantly over the last several decades with a continuing growth and increased breadth of applications being quite evident. A scan of the volume associated with the 1969 APCOM published two decades ago (Weiss, 1969) indicates that the primary applications in mining were often in the areas of short-term and long-term planning and production scheduling. The applications at that time were oriented toward underground and surface mining, but block and other mine sequencing and scheduling problems for large open pit mines were perhaps the most popular target for the operations research approach. A variety of operations research techniques were used at that time with heuristic models, mathematical programming models and simulation programs all being commonplace. The computers used were usually mainframe models which were of ten shared by accounting, engineering, planning and research groups.

Heavy (exceeding 35 tons) roadheaders have not seen much use in the United States, but are used extensively in Europe to excavate many types of underground openings in civil and mining applications. Early models of roadheaders were light and suitable only for utility excavation such as drift enlargement or chamber excavation, unless the ground was very soft and easily cuttable. Frontier-Kemper Constructors, Inc. is now using a 45-ton roadheader to excavate two mine slopes in Kentucky and a 70-ton roadheader to excavate a long decline at a new mine in Utah. Results to date indicate that heavy roadhead machines are an effective alternative to both conventional excavation and full-face boring machines in many cases; and where circumstances are favorable are a superior choice. This paper concentrates on applications in the mine development construction industry, but the conclusions are no less valid for civil construction.

Barrick Goldstrike Mines Inc. (BGMI) operates the Betze-Post openpit and the Meikle and Rodeo underground mines. Because the majority of the orebody is located below the water table, mining at BGMI requires a significant dewatering program. BGMI has a comprehensive dewatering and water management system that experienced a peak dewatering rate of 4,400 L/s in the mid 1990s. Changes to the hydrologic/hydrogeologic system caused by the mine dewatering have been monitored by an extensive network of groundwater monitoring wells and surface water monitoring stations, which cover about 1,550 km2. In addition to the monitoring program, a new tool, called Interferometric Synthetic Aperture Radar (InSAR), has also been used to enhance the evaluation of changes. Finally, a groundwater flow model has been developed that successfully simulates and predicts aquifer responses in the mine area and region. The well-calibrated flow model has served as a reliable tool to develop dewatering and mining plans, and project post-closure hydrologic conditions in the region. This paper introduces the BGMI dewatering and water management system and the means used by BGMI to evaluate and anticipate hydrologic responses in the region. The water management and analysis system has been and continues to be an integral part of managing ongoing operations, planning and pricing out future activities and evaluating the long-term effects of mine water handling.

Fortunately, few mining professionals have dealt with what all mining professionals fear---a mine disaster. Unfortunately, many have dealt with ?accidents? which may or may not claim lives but nevertheless rise to the level of a ?disaster? given the fallout of liability and litigation in today?s society.1 The undersigned authors published an article some ten years ago regarding crisis management2 based upon their collective first-hand experiences in actual disasters to that point in history. Unfortunately, disasters have occurred since that time, prompting legislation, and a fresh analysis and expansion of those basic principles is certainly in order. Without question, no two disasters are ever alike, yet general guidelines for forming an effective plan of action can be formulated?and if a mining operation is to have any chance of survival after a disaster, such a plan is vital. The primary concern as any disaster evolves remains as stated a 2003 SME article3--the protection of human life. From that point, the focus moves to any assistance that may be needed given the magnitude of the situation. Permeating throughout this process is "damage control." The first step in dealing with a disaster, however, begins long before any threat of danger arises?formulation and implementation of an Emergency Response Plan.
