NTRODUCTION The Resource Conservation and Recovery Act and CERCLA (SUPERFUND), in many instances, has had an adverse economic impact on the hardrock mining industry. Over the last few years, many abandoned and active mining operations have been added to the Environmental Protection Agency (EPA) National Priority List (NPL) . When the property is placed on the NPL the operator or EPA is required to conduct extensive environmental assessments to determine if historical mining practices have degraded the existing environmental. If degradation has or will continue, the responsible party is required to implement appropriate remedial action plans. If a responsible party is not identified, the EPA implements a cleanup program. Experience has demonstrated abandoned and active mining operations are subject to RCRA, and possibly Super- fund, if the mine has not adopted appropriate hazardous waste disposal management procedures. If off-site contamination has occurred, the operator will be required to mitigate the impacts and will be required to adopt additional procedures to minimize future impacts. Since the passage of RCRA and Super- fund, many mining operators are adopting management procedures to monitor and inventory hazardous sub- stances and wastes generated, stored and disposed on site. Many operators are in a difficult position because ore, waste rock, process chemicals or other solid waste, in many instances, can be classified as hazardous waste. If the process or other solid waste is deemed to have the characteristics of a hazardous waste, the operator can inventory and adopt appropriate, in- expensive management procedures. However, if the ore or waste rock has hazardous waste characteristics, in- expensive control technologies are impossible to implement. Since existing statutes and regulations require hazardous waste control, the operator will be required to inventory, characterize and monitor all aspects of the mining operations including but not limited to exploration, mining, ore processing and waste disposal. During this process, geological, geotechnical, geochemical, waste and ore volumes, and process materials must be tracked throughout the mining process. To accomplish this task, the most cost effective method to maintain documented and accurate records, is through the implementation of an integrated database management system. The database management system can be used to model and simulate the entire mining operation and if necessary, used to predict whether the operation is in compliance with existing regulations. The developed database can also be used to operating optimize mining and disposal costs.

In New Mexico, there are at least 100,000 abandoned mine waste rock piles with widely ranging geochemical and mineralogical compositions. A geochemical and mineralogical study was implemented for five waste rock piles, some which contained sulfides, in the Hillsborn Mining District. Chemical and physical characteristics of mineral grains and their secondary mineral oxidation rinds were examined with the electron microprobe. Pyrite and chalcopyrite appear to be the most reactive to oxidizing conditions. Clays, iron oxide, iron hydroxide, iron sulfate, and primary texture rinds exist in the waste rock piles analyzed.

Impacts of mining on surface water and groundwater occur frequently not only in active mines but in abandoned mines, then the establishment of effective legal mechanisms for the regulation and control of mine waters is a necessary step in order to avoid pollution from mine waters and in consequence to contribute for a sustainable development of the mining industry. Currently there is a lack of a specific European legislation about mine waters and this absence of legislation occurs too at national level in many European countries. This absence of an European specific regulatory framework for mine water pollution questions the effectiveness and the applicability of the current legislation and this fact has led the EC to put forward proposals legislation to adequately deal with environmental and social consequences of mining, and among those proposals is a draft for a directive on waste from the extractive industry that includes provisions for mine water pollution.

Discharge regulations for mine waters require relatively low concentrations for cyanide and metals, and the trend is for discharge limits to be lowered. In the event conventional treatment practices are not sufficient to meet discharge limitations, advanced treatment technologies such as ion exchange and reverse osmosis may be considered. Though these technologies will provide discharge quality waters, they also require the disposal of a concentrated brine and are relatively complex and costly to operate. Many mine sites currently using activated carbon in precious metals recovery present the opportunity to economically operate an activated carbon water treatment plant for polishing of effluents. This paper presents summaries of six ( 6) mining operations which have evaluated or use activated carbon for treatment of water and which also use carbon in precious metals recovery processes.

Introduction Though temporarily shutdown due to the depressed economy, the Henderson mine is a large underground molybdenite producer, using a continuous panel-caving mining system. The location of the ore body requires access from the surface through three shafts, the collars of which are located about 3.15 km (10,350 ft) above sea level. At this altitude, normal temperatures are such that heat must be added to intake-ventilation air for about half of each year. This prevents ice from building up in the intake shafts, waterlines from freezing underground, employee discomfort, and equipment-related problems such as pneumatic rock drill icing and cold starting of diesel engines. Because of topographic and environmental constraints, the Henderson mill and concentrator are located 24 km (15 miles) from the mine, on the west side of the Continental Divide. All ore from the mine is transported to the mill by an electrified rail haulage system, with 15.4 km (9.6 miles) of the trip being underground through a double-track tunnel. A shaft at the midpoint of the tunnel exhausts air drawn from the mine and from the portal that is at an elevation of 2.7 km (8,950 ft). Intake air at the portal must be heated for part of the year to prevent ice buildup. Mine Ventilation System The mine ventilation system uses three sources of fresh air and two exhausts. The primary freshair intake is No. 3 shaft. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 698 m (2,291 ft). An airflow of 755 m3/s (1.6 mil¬lion cfm) is supplied to this shaft by two vane-axial 932-kW (1,250-hp) fans on the surface. The air is distributed within the mine by means of fresh-air distribution levels connected to production and development levels by raises. A secondary source of fresh air to the mine is provided by No. 2 shaft, the primary man and material access. This shaft is concrete lined to a diameter of 8.5 m (28 ft) for a total depth of 946 m (3,105 ft). Downcast airflow is induced by a pressure differential produced by the fans in the system such that net intake and exhaust volumes are equal. The No. 2 shaft flow of 165 m3/s (350,000 cfm) enters the mine network from the production and haulage levels. Exhaust air is moved from the various working levels through connecting raises to exhaust col¬lection levels that return it to No. 1 shaft. No. 1 shaft is the primary mine exhaust. It is concrete lined to a diameter of 7 m (23 ft) for a total depth of 788 m (2,584 ft). Three vane-axial 932-kW (1,250-hp) exhaust fans are located at the collar of No. 1 shaft, producing a flow of 850 m3/s (1.8 million cfm). In addition, an airflow of 71 m3/s (150,000 cfm) from the intake distribution level is exhausted via the haulage tunnel, by means of No. 4 shaft located midway in the tunnel. The main features of the mine ventilation network are summarized in Fig. 1. The protection of miners, equipment, and infrastructure is discussed. While the primary focus of the described technology is to prevent miners from being injured, struck-by, or crushed by heavy equipment; another major benefit realized is also the protection of equipment and infrastructure. An attempt is made to define and classify the systems used to provide proximity detection and warnings as well as collision detection and avoidance. Information about the speed of vehicles and human operator response time can be a factor in the choice of what type of system and what features are needed to properly address the needs. How the technology adjusts to compensate for various vehicle speeds, while maintaining the same level of protection is noted. The statistics which justify the need of miner protection are provided. The primary system components required, what attributes they feature, and how they respond in the environment, is briefly highlighted. The physics behind the danger zone marker technology and what makes it so robust and reliable is established. Examples of a few mining applications and specific operational modes are provided for both surface and underground.

There was a time, not too long ago, when the most daunting challenges facing those in the mining and mineral processing industries could be solved through better technologies and better practices. But now the challenges that come from the actual acts of mining and processing are just part of the bigger picture. SME?s Colorado Section of the Mineral Processing Division (MPD) hosted its 63rd annual meeting at the Broadmoor Hotel in Colorado Springs, April 25-27 and, while the conference had its fair share or mineralolgy and processing presentations that were heavy on the technical side of things, this year?s conference was also focused on the issues of permitting, regulation compliance and legislative issues. The so-called ?softer? issues, that, if not addressed, can lead to very real and very hard challenges. Under the theme ?Mine your own business - permits, startups, expansions and resources,? even the most dedicated metallurgists were drawn into the discussions of politics and legislation, and how those issues affect their business. Fittingly, Colorado Mining Association (CMA) president Stuart Sanderson was honored with the Arthur C. Daman Lifetime Achievement Award. Sanderson, an outspoken proponent for the mining industry in Colorado and beyond, also presented the keynote address to the lunch crowd where he spoke about framing public opinion toward mining and the efforts of the CMA to move the public opinion dial in a direction more favorable to mining. Sanderson explained that Colorado, once a Republican stronghold, turned after 2002 and now is controlled by Democrats who are traditionally less supportive of the mining industry. Sanderson said the deciding factor in the power shift was money, as supporters of Democrats outspent Republicans in the most recent election cycles. CMA has done its part to keep mining going in the state with a broad marketing campaign that was outlined by Sanderson.

As in every business venture, the primary objective of a mining operation is to make money for those who supply the venture capital. Therefore, all decisions concerning the operation of the mining operation should be made in light of the resulting effect on profit. The ultimate control is on profit, but the process is controlled, for example, by aiming for a recovery or concentrate grade knowing its effect on profit. The normal procedure used to determi.ne the profitability of a venture is to "present worth" all costs and incomes back to some arbitrary year zero. Every company has formed a management decision as to what it will require as a minimum return before it will undertake an investment. Once the economic analysis is completed, investment will be made only if the venture shows a positive present worth. If two alternatives are available, the alternative with the larger positive present worth is the one chosen. The same principles can be applied to the selection of a production schedule.

The development and testing by the Bureau of Mines of a prototype crib and cable conveyor for handling large rocks are discussed, and possible modifications of the concept for a production model are examined.

Monitoring conveyance position and wire rope load directly from the skip or cage top offers several significant safety and production advantages. The Spokane Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) developed a shaft conveyance monitoring system (SCMS). This system consists of position and guide-displacement sensors, a maintenance-free battery power supply and a new sensor, which is mounted on the wire rope with a Crosby Clip, to measure hoist-rope tension. A radio data link transmits sensor output to the hoistroom. A state-of-the-art automated hoisting test facility was also constructed to test the concept in a controlled laboratory setting. Field tests in full-size shafts are now underway.

Mine-to-mill improvements can be initiated at any stage, but it is our assertion that drilling accuracy is a practical anchor in any operating mine or quarry for a structured continuous improvement process. This paper will: 1. Define deviations from plan and provide some best practices for maintaining drilling accuracy. 2. Introduce tools and methods to monitor and calculate consequences of accurate versus inaccurate drilling. 3. Demonstrate the use of these tools and methods and their impact on one cost item, the mitigation of oversized material by a hydraulic hammer. 4. Provide recommendations for implementing improvements.

Mine-to-Mill® optimization is a total systems approach to the reduction of energy and cost in mining and mineral processing operations. Developed at the Julius Krutschnitt Mineral Research Centre in Queensland, Australia, it attempts to minimize energy consumption through the optimization of all steps in the size reduction process. The approach involves sampling and modeling of blasting and processing, followed by computer simulation to optimize the operation and develop alternatives. The most promising alternatives are implemented, and sampling is conducted to quantify energy savings. In the current DOE-sponsored research project, the primary objective is to adapt the Mine-to-Mill® technology to the aggregates industry. The project is being carried out at two quarries operated by Luck Stone of Richmond, Virginia. This paper presents work conducted at the Bealeton quarry.

INTRODUCTION A major function of the Mine Safety and Health Administration (MSHA), Denver Safety and Health Technology Center (DSHTC), Ventilation Branch, is to provide engineering analyses of underground mine¬ ventilation systems for coal, metal, and nonmetal in¬spection departments in accordance with field surveys and data analyses. Health and safety problems such as the control of diesel contaminants, dust, methane, radon, and radon daughters all are dependent upon ventilation. It is necessary for the ventilation engineers at DSHTC to have a complete understanding of the various and highly complex ventilation systems used in the nation's mines. Only through the proper assembly and analysis of data can the engineer determine the causes of prob¬lems and make suitable recommendations. Furthermore, the engineer must have the ability to predict the results of any such recommendations. In the study of the ventilation system at any indi¬vidual mine, it is common practice to collect data on airflow quantities and pressures at key points throughout the mine. However, these data give only a single point¬-in-time view of the system. As the mine develops and progresses, the system undergoes numerous changes; as the mine becomes more extensive, the ventilation re¬quirements increase, and the costs rise. For proper utilization of the available resources, it is necessary for the engineer to have a sound engineering basis for deci¬sions on how best to ventilate the mine. To evaluate the system as a whole, particularly re¬garding possible system changes, it has become necessary to rely on computers to perform the calculations in¬volved in analyzing the network. This chapter sum¬marizes the implementation of such computer capabili¬ties at DSHTC, as well as the services that are available from DSHTC. ANALOG SIMULATIONS AND ANALYSES OF VENTILATION NETWORKS As early as 1954, the US Bureau of Mines (USBM) in Pittsburgh, PA, was using an analog computer as an aid in analyzing ventilation systems. The Mcllroy Fluid Network Analyzer used filament-tube resistance elements and an electrical power supply to simulate mine-ventila¬tion systems electrically. This system is shown in Fig. 1. Analog simulation has proven to be a practical tool, providing fast analyses of complicated problems after the initial setup has been completed. Advancements in electronic technology over the past 24 years have made possible the construction of an analog computer that has streamlined several operating features of the previous machines. The DSHTC Ventilation Branch now has an improved electronic analog computer to assist in the analyses of ventilation systems. General Features As shown in Fig. 2, the analog computer used at the DSHTC Ventilation Branch has three "element" cabi¬ nets, a console, and a printer. The cabinets contain the fan elements and the airway-resistance elements that are used to "program" an analysis problem; each element is independent of the others. The console contains the "patchboard" and the controls necessary to operate the analog computer. The patchboard connects the inde¬pendent elements into the circuit appropriate for simu¬lating the ventilation system. The total system is controlled from a panel on the console, while the value corresponding to each element is set on the individual controls located on the face of each element. The control panel has three visual output displays that give the quantity of flow, the pressure of the output junction with respect to a datum, and the differential pressure across each element. The control panel also allows manual selection of the element to be monitored, or automatic scanning and printing of values for the entire system. Capabilities The analog computer can simulate an existing mine¬-ventilation network. This is accomplished by collecting field data at the mine to give a complete pressure-¬quantity network. Resistance values for each airway branch may be determined from the quantity of flow in the branch and from the pressure differential between the end-point junctions of the branch. The basic rela¬tonship to determine the resistance is expressed as: H=R •Q2 where H is the pressure differential, R is the resistance, and Q is the quantity of air in the flow. After the resistance values are known for all of the airways in the circuit, the elements on the analog com¬puter can be set to the corresponding values. Throughout the 1980's the tem Mine-Wide Monitoring System has had various meanings for manufacturers of these systems and underground mine operators alike. System suppliers had visions of grandeur in the early 80's as they envisioned each mine, that has more than a single section, installing a computer based monitoring system to provide surveillance, control and documentation of the entire mining operation, including everything from a single heat detector to the weekly payroll. In a few cases this may have become reality but the truth is these systems have quietly become a steady but unspectacular workbase for the modern mining industry of the 1990's. As it exists today the total market for underground monitoring systems may not exceed $10 million annually. Suppliers have lowered their expectations of the dollar value of this particular market. Some were entering a new market because of experience with computer based data acquisition systems. Others had been active in the mining industry for years with more traditional equipment (communication systems, methane monitors, safety equipment, etc.) and decided to become involved with Mine-Wide Monitoring Systems.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

Large scale surface mining has a major impact on land use. Without reclamation, abandoned mining sites are usually less productive than before mining. With increasing and completetive land use demands in the United States, it becomes increasingly evident that multiple land use should be considered for all areas that will be mined, with special emphasis on coal, sand, gravel, and stone. The mining of these commodities affects the largest land areas and the latter two are commonly mined near population centers where high land-use pressures justify serious consideration of multiple use. Typically, sequential use will mean restoration of the mined land or at least transformation of the land into a useable state. Determination of land reclamation capability is a viable approach to planning reclamation of surface mined land. The natural resource base--geology, soil, and water--controls the type and intensity of land-use practices which can be sustained following mining. Evaluating physical limitations can eliminate consideration of uses which would severely impair the environment or which are impractical. This approach provides for an environmentally and economically sound land use at very little cost. In addition, it can save or make money for the mining company and landowner. Sand and gravel is an especially significant resource because it is mined throughout the entire country and commonly extracted near cities. Increasing urban growth and industrial activity require increased supplies of sand and gravel. This translates into expanded surface mining and an increase of disrupted land. Oftentimes this land is within an urban area and has potential for real estate or water-based activities. Introduction Very little attention normally is given by the experts, or the public at large, to the fact that the majority of the oil that has been or will be discovered within the U.S. remains in the ground. The inherent limitations of oil production through surface wells, either by primary or secondary techniques, will result in a total of over 300 billion bbl of oil left in the ground after completing production by standard petroleum techniques in currently producing or producible fields. This reserve represents some two-thirds of the original quantity of oil discovered in place. Recent work by a number of groups has shown that there is strong economic justification for extracting this remaining oil by mining and processing techniques. Table 1, taken from 1977 API reports, demonstrates the oil left in place at the end of the conventional petroleum production cycle in then-known fields within th’e U.S. Possible targets for oil mining operations include (1) oil remaining in place in fields and pools that have reached economic depletion by current petroleum production methods and that are not amenable to economic recovery by conventional petroleum industry techniques; (2) oilor bitumen-saturated rocks not normally considered by the industry to constitute producible reservoirs, such as shales and diatomites; and (3) asphalt- and bitumen-impregnated rocks. Economically Depleted Fields A more detailed examination of the depleted fields shows that estimates of oil remaining in place after primary, secondary, and nondestructive tertiary recovery can vary widely. There is significant evidence, however, that more than half the estimated original oil in place (OOIP) remains in the reservoir after all petroleum extraction techniques have been applied. If one compares the sum of past oil production and estimated remaining producible reserves with the API estimate of total discovered OOIP as of 1975, it becomes apparent that for the U.S. as a whole, 67070of the 00IP will remain in place at the end of the
