The concentration of barite by gravity separation generates substantial quantities of fine particle wastes, and it is estimated that =40% of the contained barite is lost to these waste streams. In this study, froth flotation was examined as a potential method for the recovery of fine-barite particles. The study included the use of kinetic equations to estimate the variables affecting flotation, batch-scale rougher flotation tests to study the flotation variables and an examination of alternatives for the cleaning of the rougher concentrate. Results indicated that a concentrate grade of 96.5% could be achieved with a recovery of 77.5%. Although barite flotation from industrial wastes is more difficult than direct barite flotation, the process has considerable economic potential.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. A common casualty of modern openpit mine optimization is the assurance that the resulting design is actually achievable. Optimized mine plans that consider value and a bare minimum of precedence constraints do not, in general, translate into practical, operational mine designs that can be used in the field. Ultimate pits may come to a sharp point at the bottom. Schedules may require taking small parcels of material from many disparate areas of the pit in a single period, and grade control polygons may be ragged, narrow and not minable with realistic equipment. In this paper, these three fundamental openpit mine optimization problems are addressed by encoding them as maximum satisfiability problems. Maximum satisfiability provides a useful framework for problems that are nonlinear and may guarantee the optimality that metaheuristics cannot.

Novel compounds of hydroxycarbamoyl carboxylic acids, including 2-hydroxycarbamoyl -3-methlcyclohexane carboxylic acid (HCMC), 2-hydroxycarbamoylmethyl decylen-4-yl carboxylic acid (HCDC) and 2-hydroxycar-bamoylmethyl tridecylen-4-yl carboxylic acid (HCTC) were synthesized. The flotation behaviors of diaspore, kaolinite and illite using these compounds as collectors were investigated. The flotation results revealed that the floatability of the minerals was, in descending order, diaspore and kaolinite, followed by illite, and the ability to collect the minerals was, in ascending order, HCMC and HCDC, followed by HCTC. At a dosage of 2×10-4 mol/L, both HCDC and HCTC show a strong ability to collect diaspore and a weak ability to float kaolinite and illite. The flotation recovery of diaspore is over 90% and that of kaolinite and illite less than 30%. Moreover, Fourier transform infrared spectroscopy (FTIR) spectrum and zeta potential, as well as the adsorption amount, indicated that the adsorption interaction between HCTC and diaspore was primarily a kind of chemisorption in the form of chelate rings, while the interaction between the collector and aluminosilicate mineral was dominated by physisorption. It was concluded that the novel hydroxycarbamoyl carboxylic acid compounds are highly selective collectors for the flotation of diaspore vs. aluminosilicate minerals.

A 1 t/d continuous elution pilot plan is being operated by General Mining at their Grootvlei Gold Mine using the technology developed at the Anglo American Research Laboratories. Flowsheet design and plant erection was carried out by Van Eck & Lurie and completed in December 1989. Following the conclusion of six test runs designed to optimise reagent additions, it was shown that elution efficiencies of 98-99% could be achieved using reagent additions as· low as 16 kg/ton of carbon NaCN and 28 kg/ton NaOH while consistently producing eluted carbon containing less than 50 g/t gold. Significant savings were indicated when compared and power were indicated when com­pared with the traditional batch AARL, Zadra and Micron alcohol elution procedures.

While surety capacity for the mining industry continues to shrink, States are demanding greater financial certainty for closure/post closure obligations. To combat these demands, larger mining companies are pursuing a Mining Surety Reinsurance Program that requires a significant up front capital contribution. This paper outlines an alter-native program for middle market mining organizations. The program utilizes a “Blended Finite Risk” environmental insurance solution with surety acting as the “front” in states where insurance is not an acceptable form of collateral. Marsh proposes creating separate programs for each State requiring surety. The reason for separate programs stems from each states’ different surety rules. Insurance companies typically require at least $5 million in future value remediation liabilities for finite risk programs. Since most middle market mining companies have obligations that fall below this threshold, the Blended Finite Risk Program contemplates combining several companies closure/post closure liabilities to accomplish the minimum amount required by the insurance company. Why use a Blended Finite Risk Program? One of the primary benefits is the financial assurance that funds will be available for planned remediation. For example, the financial assurance may be required by a government agency. The certainty may help facilitate a merger or acquisition. Additionally, the funds may be part of a CER-CLA PRP settlement. In all cases, the insurer providing coverage would be a secure independent 3rd party. A Blended Finite Risk Program also provides a long-term solution – up to 30 years and in some select cases longer. The benefit to a state or the BLM is the removal of financial uncertainty. An insurance company writing the policy would have an AA or AAA balance sheet. The hardening of surety markets coupled with the tightening of financial assurance requirements in many states have necessitated the posting of 100% collateral. This program substantially reduces these collateral requirements.

The thought of constructing an intake shaft five miles from the shore and 142 feet below the surface of Lake Huron from the bottom up sounds like a questionable venture. Why would one want to raise a shaft from the bottom at the end of a 16 foot diameter, six mile long tunnel to within six feet of the bottom of Lake Huron? The answer lies in the fact that Lake Huron is seldom a tranquil lake. The construction period and workable days from the surface are limited. Two previous attempts to construct this intake shaft by conventional means had been thwarted by lake storms. These approaches were circular sheet-piling cofferdams with the intention of sinking a 30 foot OD, five foot wall thickness concrete casing in the center. However lake storms, particularly in the months of November and December, proved disasterous. The last attempt was halted in December 1970 when three of the seven circular cofferdams on the north side were destroyed by pounding waves. Then, due to the nature of the technical difficulties and limited construction schedule time, it seemed desirable to devise a way in which construction could proceed without being too lake-sensitive. Obviously, if men could work from the tunnel and proceed upward toward the bottom of the lake, not having to worry about the soil collapsing and bringing the lake in on their heads, the construction would be unimpeded by adverse weather. The answer to this, however, required techniques beyond the ordinary. Approximately two years previous to the start of this shaft, nine shafts had been efficiently constructed on the same project site

Basement rocks in southern Oklahoma are divided into two groups. One group is the Lower Cambrian Wichita Igneous Province, a diverse igneous suite that crops out in the western Arbuckle Mountains and in the Wichita Mountains. These largely bimodal igneous rocks were emplaced in an intracratonic-rift environment. The other group, the older, is a set of Precambrian rocks of the Eastern Arbuckle Province, yielding ages between 1,350 and 1,400 Ma, exposed in the core of the eastern Arbuckle Mountains. These are deeply eroded mesozonal granitic rocks and associated granitic gneisses cut by numerous dikes ranging in composition from diabase to rhyolite. The southern Oklahoma igneous rocks have long been utilized mostly as dimension and crushed stone. Most of the early quarries were in granite of various red hues for monuments and facing stones. Large crushed-stone quarries are now exploiting both granite and rhyolite, which is used chiefly as aggregate and railroad ballast. The exposed basement rocks in Oklahoma represent an underdeveloped and accessible resource.

PCS Phosphate operates an open-pit phosphate mine in the central coastal plane of North Carolina. The company has mining and refining facilities located on the south shore of the Pamlico River. Phosphate ore is recovered at the Aurora facility by open-cast mining techniques. Walking draglines and bucketwheel excavators remove the overburden and mine the phosphate ore. The mined ore is slurried about 8 km (5 miles) to the processing plant. At the plant, the phosphate ore slurry is passed through screens to remove material coarser than 2 mm (10 mesh) and then pumped through hydrocyclones to remove material finer than 75 mm (200 mesh). The resulting phosphate and sand mixture is treated with various reagents and subjected to an anionic flotation process. A cationic flotation process removes the sand from the final phosphate concentrate.

This paper presents-:a new multivariate mineral resource estimation model, referred to as the Related. Information (RI). Instead of relating a mineral resource descriptor directly to a set of geological variables, the RI model relates the mineral resource descriptor to a synthesized information measure RI, which is created from a set of geological variables. All of the variables are transformed into binary characteristics. This model comprises two stages of estimation: estimation of a synthesized information measure and estimation of mineral resources. The information carried by a variable is classified into three types: mineralized-barren information, mineral resource variation information, and variable-controlling information. The synthesized information measure is defined as the product of the three types of information and the responses of binary geologic characteristics. The RI model is demonstrated on the pegmatitic Nb+Ta deposits in China.

A new method developed for the estimation of the activity of Ht in mixed sulfate solutions is described and examples of application of this method to the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3 from 298 to 473 K are offered. The method makes use of an "extended Debye-Hiickel" type of equation that was originally put forth by Das for pure H2SO4 solutions at ambient temperature. The treatment of mixed sulfate solutions was made possible by combining that equation of Das with a speciation algorithm which calculates the abundance of all species formed. The developed method, which also takes into account ionic strength and temperature effects, was used to generate hydrogen ion activity and speciation data for all possible acid/metal sulfate pairs of the system H2SO4-ZnSO4-FeSO4-Fe2(SO4)3. Finally, under the light of the reported data, specific examples of hydrometallurgical reaction systems are analyzed in terms of thermodynamics or kinetics. In particular, the systems discussed are: hydrometallurgical precipitation of hematite, solvent extraction of Fe(III), acid leaching of zinc ferrite, and oxidation of Fe(II) to Fe(III) by O2(aq).

The amount of energy used to break rock is of interest in mine-to-mill operations to minimize energy consumption during blasting at the mine site and comminution at the processing plant. In this research, a direct energy measurement was made using high-velocity impact to cause breakage of long granite cores, and to study the energy dissipation along the entire bar length. The results show the formation of three zones of damage — fragmentation, fracture and elastic — that have been characterized in 3D using X-ray tomography. The fragmentation zone of the granite bars was studied in detail to describe the particle size distribution and the particle shape characteristics. The experimental energy dissipation in the fragmentation zone was found to be in close agreement with the expected energy calculated from the Bond work index (BWI) equation [1] when the anisotropic granite particles in the fragmentation zone are defined by length rather than by sieve size. The results increase our understanding of rock breakage and energy consumption and may find future applications in mine-to-mill operations.

This paper illustrates the consequences of poor mentoring, offers an example of positive mentoring practice at the college or university level, reviews some guidelines for stable and fruitful mentoring, and proposes a plan to spread appropriate mentoring practices. Introduction This article discusses the unique range of properties of platinum and its applications as a high technology metal. World reserves of this strategic and precious metal are confined mostly to South Africa and, to a far lesser extent, the Soviet Union. An analysis is given of past trends in world platinum output. The timepath is computed for the world platinum output rate, covering a period of more than 350 years. This is based on the postulate that the industrial conversion of a virgin resource progresses according to a Sigmoid curve. This computation is performed by means of a nonlinear, three-stage optimization model employing a multiform Sigmoid function. Finally, the price dynamics are examined. Platinum is the most important of the group of the platinum metals to which it gives its name. Other platinum group metals are iridium, osmium, palladium, rhodium, and rhutenium. The metals occur in nature in close association and are chemically very similar to each other. Three members of the group - platinum, iridium, and osmium - are the heaviest metals known to man. Platinum's density is 11% heavier than gold and about twice the weight of the same volume of silver or lead. Properties Platinum is a typical grayish-white metal. Its special properties were known 1000 years ago to the American Indian craftsmen of what is now Ecuador and Colombia. From those distant beginnings, platinum is now firmly established as the most precious and distinctive metallic element known to mankind. It is shown in Table 1, platinum has a unique wide range of physical, chemical, and mechanical properties including high melting point, resistance to chemical attack, high catalytic activity, mechanical strength, and malleability. These properties make it indispensable for use in many industries. Application Platinum is first and foremost a high technology metal. During the last few decades, fertile scientific minds searched for and developed widespread cost-effective uses for this precious metal. Its unique properties render it irreplaceable in many key industrial processes. Important major fields of application include: • protection of man's natural environment (pollution control), • defense, • fuel production, • fertilizer manufacture, • glass and glass fiber manufacture, • pollution-free energy generation - replacement of nuclear and fuel operated power plants, • electronics, • dentistry, • medicine, and • jewelry. Besides these industrial markets, platinum is increasingly finding a place in investment portfolios around the world as investors switch from gold and silver holdings to this relatively scarce and strategic commodity. Platinum has a growing popularity among private investors. This is being accelerated by the predicted "big crash" of the US dollar and its associated weak currencies, which American financial analysts are expecting towards the end of the decade. Figure 1 shows the demand for platinum in various applications throughout the western world in 1986. The total demand amounted to 88.6 t (97.6 st) of which autocatalyst usage accounted for 32.8 t (36 st) or 37%, the biggest share. Catalytic converter technology is increasingly centered on rhodium-platinum three-way catalysts. These catalysts are able to deal with all three pollutants - carbon monoxide, hydrocarbons, and nitrogen oxides - in a single catalytic unit. The introduction of these three-way converters will result in a further steep rise in the platinum demand for autocatalysts. The hydrometallurgical treatment of gold and silver ores by ammoniacal thiosulfate solutions in the presence of a copper catalyst has been actively studied in recent years. Such a process strategy is very attractive due to the low toxicity of the lixiviant and the efficient recovery of the precious metals from difficult-to-treat ores. Important features of the ammoniacal thiosulfate system for the recovery of precious metals from various sources are reviewed in this paper, including leaching, metal recovery, and system stability.

I was very glad to see an article on alkali-silica reactivity of concrete aggregate in Mining Engineering. It is a topic that should be reexamined every 45 or 50 years. The last paper (that I am aware of) that examined this topic in Mining Engineering was Rexford (1950), who, at the time, was chief of the Petrography Section, South Pacific Division Laboratory, Corps of Engineers, Los Angeles, CA. The paper was presented at the AIME meeting in Los Angeles in October 1948. Professor Leming's discussion generally reflects the current state-of-the-art; but it provides no references for more detailed information. I wrote a paper titled "How to avoid excessive expansion of concrete due to alkali-aggregate reaction," which was included in the Proceedings of the Second International Conference on Alkali-Aggregate Reactions in Hydroelectric Plants and Dams (Mather, 1995). In it, I emphasized that it was the hydroxide ion (not the alkali ion) that caused the pore fluid in the concrete to dissolve reactive silica, producing alkali-silica gel capable of taking up water, thereby, causing swelling and rupturing of the concrete. Excessive expansion will not occur unless there is a sufficient amount of potentially expansive alkali-silica reaction product and water. However, this will not occur unless there is a sufficient quantity of reactive aggregate and unless there is a mechanism by which the pH of the pore fluid can get well above the normal value of about 12.6. In many cases it is sufficient that the cementitious medium not only contains portland cement but also contains ground granulated blast-furnace slag (GGBFS) or a pozzolan such as fly ash, silica fume, metakaolin, volcanic glass or calcined shale - any of which may have been included for economic reasons. If, however, the person selecting the ingredients for concrete knows that the aggregate is reactive (with no alternate nonreactive aggregate available) and if the person knows that the only available portland cement has a high alkali content (i.e., more than 0.6% Na2O.; Na2e = % Na20 + 0.658 x % K20), then it becomes irresponsible not to establish what reasonable precaution one should take. Professor Leming suggests using one of the following: 30% Class F fly ash, 50% GGBFS or 7% to 10% silica fume. My view is that one should prepare test specimens with the cement and aggregate to be used and then expose these both with and without at least two dosages of each of the various alternative materials (slag, pozzolan and lithium salts), so that the required dosage. to control the expansion is established. Then, economic considerations can dictate the final selection. I would point out to the author that GGBFS is not a pozzolan and is not an admixture, but, rather, it is a latent hydraulic cement. An admixture is, by definition, a material other than hydraulic cement. I commend him for suggesting that aggregate producers should become more active in knowing about the reactivity of their products and the precautions needed to permit those products to be safely used in concrete.

For the purpose of examining a specific problem, it is important that we look at the context, to obtain an appreciation of the general area of which the particular problem forms a part. It is my task today to speak on a particular relationship between the nations of Canada and the United States of America. What is the background? Almost two hundred years ago we both belonged to a family of nations -- the British Empire. There was a serious family quarrel in 1776 and the United States left the family and set out to make its own independent way in the world. Canada, which was not as grown up as the united States, remained with the mother country, and in 1812 resisted a vigorous attempt by the United States to get it to leave home too. With the passing of the years the bitterness of that family quarrel has faded and, aside from occasional differences, we have been getting along very well ever since.

Derivatised 2,4-diketopyrimidine groups have been anchored to planar gold surfaces as self¬-assembled monolayers (SAMs) for chemical and photochemical studies. Three derivatives, 5-methyluracil (thymine), 5-trifluoromethyluracil and 5-nitrouracil, were chosen for the specific moiety present at position C-5, which can exert strong or weak inductive effects on the adjacent aromatic ring. The measured acidity constants decrease from 5-methyluracil to 5-nitrouracil as the inductive properties of the group at C-5 position increase. When grafted to the surface the acidity constants increase, albeit still adhering to the expected inductive trend. The functionality also exerts an influence on the surface wetting properties. Surface wettabilities indicate that the orientation of the pyrimidine groups at the surface occurs so that the C-5 position has a direct effect upon the surface chemistry. Upon dimerisation the surface contact angles increase signifi¬cantly. At pH 11 the contact angle changes reflect that the dimer has a higher pKa than the monomer. The monomer surface is deprotonated at this pH while the dimer surface is partially deprotonated, leading to changes in contact angle of up to 22 degrees. Large changes in contact angle were observed for 5-nitrouracil which were independent of surface charge and were appar¬ently due to conformational changes alone. Electrowetting of three fluoropolymer surfaces by electrolyte solutions was studied with the sessile drop method. The electrowetting curve (contact angle/potential) is analogous to the elec¬trocapillary curve (surface tension/potential) and may be described by a combination of the Young and Lippmann equations. We demonstrate that for some specific surfaces a systematic deviation occurs at positive potentials. This departure is attributed to double layer effects, namely the adsorption of hydroxide and halide anions. pH, ionic strength and polymer composi¬tion can all influence electrowetting behaviour.
