Recent major floods have inundated Historic Ellicott City, Maryland, resulting in loss of life and property damage. Howard County, Maryland, has developed the Ellicott City Safe and Sound Plan to mitigate the risk of flash flooding in the Historic District, including a proposed stormwater conveyance tunnel. Challenges to overcome include thick zones of saprolite along the alignment, multiple near-surface structures, and minimal rock cover under an active railroad, while minimizing impacts to the public and historic structures. The project will also pursue recognition through the ISI Envision verification process.

The scheelite concentrate was leached with a mixture of sulfuric and oxalic acids. Chemical compositions, mineral phases, and morphology were characterized by XRF, XRD, and SEM–EDS. Based on the results of the single-factor experiments, the response surface methodology (RSM) was chosen to optimize the leaching parameters: temperature, time, and concentrations of sulfuric and oxalic acids. The RSM results indicate that the optimum values for those parameters are as follows: temperature 72 ℃, sulfuric acid concentration 1.48 mol/L, oxalic acid concentration 0.96 mol/L, and reaction time 2 h. Under the optimal leaching conditions, the model predicts a maximum leaching yield of 99.5%, compared to the value of 99.1% obtained experimentally, that is, a discrepancy of only 0.04%. This good correlation shows that the quadratic polynomial equation obtained by the RSM optimization is reliable. The importance on leaching parameters of scheelite is, in decreasing order, temperature, time, sulfuric acid concentration, and oxalic acid concentration.

The adsorption of uranium onto Wyoming bentonite was measured in carbonate media over the range pH 8-11. Uranium was removed from solution onto the solids by a rapid reaction, proposed to be adsorption of the anionic uranyl tricarbonato complex onto edges of the clay platelets, and a slow reaction which may be precipitation of a hydroxide. The changes in uranium content of the aqueous and solid phases of a uranium ore carbonate leach slurry were also measured as the slurry was progressively diluted. There was an increase in the uranium content of the solids as the pH of the suspension was lowered, as was observed with the Wyoming bentonite. The results indicate the conditions that should be met with respect to pH control in order to prevent the problem of excessive uranium adsorption in the counter-current decantation washing circuit of a conventional leaching process, as well as in the leaching and restoration phases of carbonate solution mining.

More than 150 Mt (165 million st) of material crashed down at the Bingham Canyon Mine (Rio Tinto/Kennecott Utah Copper) near Salt Lake City, UT on April 10, 2013. The mine, one of the largest openpit mines in the world, ceased operations and evacuated personnel prior to the slide when it was discovered that material was moving at a rate of 5 cm/d (2 in./day). The slide destroyed the mine?s visitor?s center, buried several pieces of large mining equipment and severely hampered production. The Kennecott Utah Copper Corp. immediately began to assess the damage and look for options to reestablish operations. The highly unstable ground ? emphasized by another minor slide in September 2013 ? makes any cleanup efforts extremely dangerous. With terrain too dangerous for human operators, Kennecott was forced to look for alternatives that would help the company work on the treacherous slopes of the landslide while also keeping personnel safe.

Bessac's presence in Singapore started in 2014 with the construction of the Thomson metro line, which includes 18 miles of twin-bore tunnels and 22 stations split into 17 construction packages. Bessac joint venture was allotted the T219 lot. The works include the construction of a new 660-foot (200-meter) long transfer station, two parallel 19-foot (5.8 m) ID tunnels and a pedestrian underpass. The urban context and the very soft ground stratum imposed to utilize unusual tunneling techniques, from upgrading a slurry TBM to a high-density slurry TBM to launch with very low cover and canopy pipe roofing completed with a MTBM without retrieval shaft.

In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

This paper focuses on the use of an integrated mine planing software package entitled "REMINE" which was constructed to provide a project evaluation tool for analysis of remining projects. Coal remining constitutes the affecting of sites which have had a past history of mining and have a pre-existing pollutional discharge. Such sites require a Best Professional Judgement (BPJ) analysis. The program was written to provide such an analysis with flexibility in the mine plans which can be analyzed. The process required for a BPJ analysis will be detailed and mine plan simulation performed to demonstrate the analysis.

The mining industry of the World, and particularly of the United States, has made a complete reversal from underground to surface mining methods since the turn of the 20th Century. This has occurred even as average ore grades were decreasing and strip ratios rising. In the early 1900's there were over 100 underground mines producing from the three iron ranges of Minnesota -- today there are hone. Practically all of our coal prior to 1930 was mined underground; today over one-third is from surface operations and that percentage is increasing. Although world mining has hot changed to surface techniques as rapidly as has the U. S. Industry, the shift is escalating and will approach our figures shortly. A comparison of World and U. S. production figures are shown in Table 1, taken from the AIME Surface Mining volume, and the trend rates for the U. S. are depicted in Fig. 1.

The Ipueira III chrome mine is located in the northeastern part of the state of Bahia, Brazil. Extraction is actually at depths less than 300 m, but below level 200 serious environmental problems have been encountered with respect to control of air quality, toxic gas, dust and thermal comfort. At the request of the mining company the University of São Paulo started a research program to investigate the origin and occurrence of the critical problems and to propose solutions. A ventilation survey was carried out first which revealed the existence of several air leakages and short circuits that contributed to substantial reductions in the air supply to some of the main producing levels. Computer simulation of the ventilation network showed that extending the intake air shaft to deeper levels was the most convenient and economic solution to improve the air quality. The ventilation survey was followed by a mapping of the toxic gas emissions and thermal comfort levels in several parts of the mine. The air quality conditions were evaluated as a function of gas emission and heat generation associated with production and development activities. The results show that environmental conditions are already critical in most of the working levels and neither an increase in production nor deepening of the mine can be taken up without substantial changes in the ventilation system. INTRODUCTION Environmental concern is growing in Brazil and several underground mines are starting environmental engineering programs. The LACASEMIN - Laboratory of Environmental Control and Mine Safety of the Mining Engineering Department of the University of São Paulo - was contacted by Mineração Vale do Jacurici to start a research program for investigating the origin and occurrence of environmental problems that existed in the Ipueira III chrome mine. This research program involved field measurements of air quantities with gas levels monitoring, evaluation of heat stress parameters, determination of adequate flow patterns through computer simulations and training of mine technical staff. This paper presents the results of the first 4 months of this research program. The Ipueira III mine is located in the northeastern part of the state of Bahia, near the city of Senhor do Bonfim at about 400 km inland from the state capital city of Salvador. Chromite mineralization is quite widespread in this area and often associated with mafic and ultramafic rocks which cut across regional gneisses and migmatites. ROM production in 1992 varied between 25,000 to 40,000 tons per month, 25% being of lump type (38% of Cr2O3) and 75% being of fines. Lump is manually separated and fines are concentrated in a nearby plant. All the production goes directly to the group processing steel plants near Salvador. The Ipueira III mine is currently under some adverse economic situation because of imports from South Africa and Russia, which have better grades and sometimes a lower content of phosphorous. Consequently there has been little progress in the development of new mines and even in those currently under operation the extraction is becoming more difficult due to the lack of investment in improving mining methods and ventilation systems. In spite of such difficulties the company has backed up studies for initiating an environmental engineering investigation of the Ipueira III mine. MINING METHODS AND VENTILATION SCHEMES The mining methods adopted have changed as a function of extraction depth, rock mass strength and ore body geometry. This study summarizes the ventilation requirements for a highly mechanized P.T.Freeport Indonesia's underground mine operation in Irian Jaya, Indonesia. The Deep Ore Zone (DOZ) is a copper-gold deposit being developed underneath the current Intermediate Ore Zone (IOZ) mine. One of company's current plans is to prepare this mine for a steady oreflow of 25,000 tpd by year 2003. This study includes the estimation of airflow requirements for various mining activities, the design of major intakes and returns, the determination of airway resistances and specifications of fan duties. It also includes the results of air pressure/quantity measurements in existing airways and the standards stated by the current Indonesian mining law.

The oil and gas drilling industry is the largest user of "functional" industrial minerals for well drilling and completion. (Functional industrial minerals can be defined as those used for performance characteristics rather than composition.) This industry's use of industrial minerals involves complex mining, processing, and distribution of products. The cost of these products at the well site reflects the complexity of distribution to typically remote locations and the cost of service. Table 1 illustrates the use of functional industrial minerals by the drilling industry. The total tonnage shown is almost 2 1/2 times larger than the 3.3 Mt (3.6 million st) of kaolin used by the paper industry for filling and coating, another major use for functional industrial minerals. Drilling fluids are an indispensible part of a drilling operation. These fluids perform several functions simultaneously. They cool and lubricate the drill bit, remove formation cuttings, increase the specific gravity of the fluid to counteract formation fluid pressures, provide a filter cake on the wall of the drill hole to prevent drilling fluid loss to the formation, protect the porosity of producing zones, and prevent reaction of the formation or formation fluids with the drilling mud. When porosity of a formation exceeds the ability of the drilling fluid to form a wall cake, it is referred to as lost circulation. Because these fluids are being constantly formulated for changing formation conditions, they require a skilled technician or drilling mud engineer on the site at all times. Drilling fluids are composed of oil or water as the liquid phase, and industrial mineral products and chemicals to control chemical and physical properties. The basic function of viscosity and suspension result from the use of gelling clays and chemical and mineral dispersants; specific gravity of the mud is adjusted with mineral weighting agents; filtration control is maintained by clays and various natural and synthetic polymers; platey minerals and scrap products are used for controlling lost circulation in porous or fractured zones; salts are added to the mud to inhibit shale and clay swelling; chemicals are added for pH adjustment, prevention of corrosion, and as scavengers for formation fluid components. Because of the clay component, drilling muds have rheological properties different from conventional fluids, behaving as Bingham plastic fluids as opposed to the Newtonian behavior of water and oil. Newtonian fluids will begin to flow with the application of any force, however small. Bingham plastic fluids require a finite force or shear stress (yield value) before flow begins. Thixotropy is another property of clay-based drilling fluids. At rest they form a gel structure that suspends the weighting agents and rock cuttings. These gels break down when a finite force is applied and circulation is restored. At the bit where shear rates are the greatest, the viscosity or resistance to flow decreases, so hydraulic pressures and pumping costs are minimized. A drilling rig provides a means of rotating a hollow pipe attached to a cutting bit. A mud pit or tank is used for mixing the drilling mud and its components. A modeling, simulation and optimization study of a complex industrial fluorspar beneficiation plant (Kadipani, Gujarat, India) with fourteen/ten flotation banks is carried out to find an optimum/near-optimum circuit for the given quality of feed ore. The phenomenological flotation model developed by Mehrotra and Kapur (1974) is used for circuit optimization. Two different optimization problems are formulated and solved. The first optimization problem involves a single objective function, which uses available plant data to estimate the feed-characterizing parameters, i.e., the flotation rate constants, by minimizing the weighted sum-of-square errors between the computed and plant values. The second optimization problem involves two objective functions to obtain several simplified circuits. The number of non-linking streams and the overall recovery of the concentrate, i.e., the acid-grade product, are maximized simultaneously in this problem. The single-objective variant (SGA-II-mJG) of the binary-coded elitist non-dominated sorting genetic algorithm with the jumping gene adaptation, NSGA-II-mJG, is used for the first problem, while NAGA-II-mJG (Guria et al., 2005 a) is used for the second problem. Simplified circuits with a few split streams are proposed on the basis of the present optimization study, which enhance the recovery of the acid-grade product without affecting its quality, for a given total volume of the flotation cell-bank. Even though the optimal solutions have certain drawbacks, they suggest a meaningful direction in using an iterative fitting of parameters to such optimal circuits, followed by re-optimization. In order to address the difficulty of accurate segmentation of froth images of different sizes, a method of froth image segmentation based on highlight correction and parameter adaptation is proposed. First, a machine vision system on a single-cell flotation machine is built to collect froth images. Homomorphic filtering is used to improve the uneven brightness and shadow of the images. Fuzzy c-means (FCM) clustering is then utilized to classify similar highlights that belong to the same froth. After Otsu threshold segmentation, a parameter-adaptive morphological operation is used to extract the marker points and edge bands and correct the froth edges in the original image. Finally, the modified image is filtered by morphological reconstruction, and the highlight mark is used as the local minimum point for watershed segmentation. Three sizes of froth images are segmented in comparative experiments. The results show that the proposed method is suitable for the segmentation of froth images of different sizes. The position of the extracted segmentation line is close to reality, with average over-segmentation and under-segmentation rates for froth images of 2.6% and 6.8%, respectively. The froth image segmentation performance is stronger than that of the other methods examined.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. Mining operations adopt a variety of measures to combat dust underground. These include ventilation systems, water sprays, physical barriers, and personal protective equipment (PPE). Respirators are a class of PPE that can provide clean particulate- free air to the users. Powered Air-Purifying Respirators (PAPRs), used commonly in medical and other sectors, are not prevalent in the mining industry. PAPRs use P100 filters that have 99.97% dust capture efficiency. We present our results from computational fluid dynamics (CFD) simulations performed to understand the impact of a PAPR on airflow and dust particle concentration in the vicinity of a miner. These results show that donning PAPRs can lower the miners’ exposure to respirable coal dust in their workplace.

As the number of prime surface coal mining sites diminishes with time and with the potential for increased coal demand, areas that were previously not mined because of their difficult mining conditions, marginal economics, and controversial environmental nature, will have to be considered if surface coal mining is to continue in the future. Such sites include areas near major rivers, streams, and lakes. The name most commonly given to these areas by regulatory agencies is "wetlands". The exact definition(s) to the term "wetland" will be discussed later in this paper. Most coal operators are now more than familiar with permitting requirements under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The SMCRA permanent regulatory program recognizes the fact that coal mining operations will periodically encounter streams, wetlands, etc. Although discussed in various sections of the permanent program regulations, the relationship of coal mining operations to wetlands is particularly evident in the performance standards regarding hydrologic balance and protection of fish, wildlife and related environmental values.

The planning and operation of ventilation network systems for uranium mines require special considerations since ventilation is the primary technique of controlling ambient concentrations of radon progeny. The major environmental challenge facing the ventilation engineer is the requirement to dilute radon progeny to below the Working Level Month per year of worker exposure required by law. The application of large airflow volumes and the utilization of low residence times constitute some of the factors considered by the design engineer. Good mine planning and sequencing are also critical for protecting the health of miners. The mine ventilation must have such characteristics as flexibility, high air distribution efficiency, rapid air transit times, zero recirculation and no short-circuiting. A well established maintenance program for all ventilation appliances must be in place to guarantee control of the distribution system. Real-time monitoring systems permit assurance the adequate quality of air is delivered to working places. A case study for an operating mine is used to demonstrate how the ventilation system is successfully managed and operated using the above concepts.

This report is based on existing reports and recently gathered field data. It discusses mineral resource potential of Tertiary playas in the Fort Irwin region. An estimated 1.3 million tons of measured salt "reserves", and 20 million tons of indicated salt resources, have been identified north of the fort. Other indicated resources include 300,000 tons of celestite, 800,000 tons of gypsum, and 10 million tons of selenite. Zeolitic tuff was mined south of Fort Irwin from 1978 to 1984, and unexplored occurrences are widespread. Calcium-bentonite is mined near Barstow, and more may exist, including valuable sodium-and lithium-based bentonites.

Uranium in the IX feed is absorbed on the resin and after exhaustion the barren pulp is directed to tails, Following the uranium exhaustion cycle an eluant solution passes through the resin bed stripping the uranium from the beads, The uranium is precipitated from the clarified pregnant eluant, filtered, dried and packaged for shipment to the AEC, Normally, the ore received at the Mines Development plant is a loosely cemented sandstone containing small quantities of clay and bentonite, The ore is easily crushed and requires only a 1/3 load of rods in the rod mill to reduce the ore to grain size, Very little of the ore is recirculated by the 42" spiral classifier.

"Mining environments, whether open-pit or underground, pose difficult conditions for any sensor system. However, the ever-increasing need for automation requires the application and use of sensor systems in order to gather relevant information required for process automation. Ultra-Wideband radio (UWB) is a robust technology well-suited for underground applications. These applications include positioning and communication. This paper introduces UWB and presents results from measurement campaigns in harsh environments. Using filtering and sensor fusion precise and robust positioning can be achieved even in confinements of underground mining environments. INTRODUCTION Indoor positioning systems (IPS) are gaining ever more importance. Especially in light of ongoing efforts to reach the goals of what was coined as Industry 4.0 by the German government, the development of IPS is inevitable. According to a recent report about the “Global Indoor Location Market Outlook 2019” a growth from $ 597 million in 2014 to $ 3961.8 million by 2019 is expected [1]. Hence, there is also an economic incentive to pursue this topic. The mining industry is profiting from this development as well, since IPS are the basis for the automation of especially mobile mining equipment. Ideally, indoor positioning systems offer to position the equipment continuously and, what’s more, even in real-time [2]. Different approaches are available for IPS. The difference of these systems lie in terms of accuracy, cost, precision, technology, scalability, robustness and security. [3] At the Institute of Advanced Mining Technologies (AMT) of RWTH Aachen University, research suggests that one of the more auspicious approaches for IPS in the mining sector is the employment of ultra-wideband (UWB) radio technology. Because of this, there has been ongoing research into the best way to introduce UWB technology for the application in underground environments. The research started with an indoor positioning application, which only consisted of the UWB system. In the course of this, different algorithms were developed to enhance the system’s performance for the use in the mining industry. This led to the idea of sensor fusion in which the information of the UWB system are combined with infrastructure-independent technologies like inertial navigation systems (INS) and image-based technologies."
