Environmental conflict management approaches and procedures have been used to successfully address and resolve a variety of issues, problems, and conflicts related to the extraction of natural resources. Companies in the mining industry have been involved in a range of controversies over planning, siting, permitting, environmental, and enforcement issues. Through the use of conflict resolution case studies, this paper will present approaches and procedures that can help companies and other involved parties to successfully manage and resolve differences in a mutually acceptable manner.

The paper discusses the legislative and practical approach adopted to problems of management of environment in relation to coal mining in a very sensitive area of the south coast of New South Wales. The environmental problems are complicated in this area due to multiple and very often conflicting land usages. The environmental approach in relation to water quality maintenance, noise control and air quality is discussed and methods adopted meet stringent requirements. Requirements of New South Wales Regulations on Environmental Impact Statements (EIS) are described.

In 1973, the United States production of marketable phosphate rock set a record in excess of 42 million tons. This production rate is expected to continue to increase, due to the growing international requirement for fertilizer, at a rate exceeding 5% per year well into 1977. This trend contrasts sharply with the reduced phosphate rock production levels of the 1966 - 1971 period. The natural consequence of this growing phosphate rock market is an evaluation of the variety of means whereby plant capacity can be most effectively increased. One approach toward increased plant production capacity is through large capacity flotation cells provided they can be successfully applied to the recovery of the relatively coarse product which is characteristic of the phosphate rock feed. This paper will summarize the results of a nine month evaluation test program, conducted at the Haynesworth Mine at Bradley, Florida in which the flotation circuit "specific capacity" (tons feed/ft.2 floor space) and "specific input power" (Hp/ton feed) were determined, and the feasibility of achieving economically acceptable concentrate grade and recovery levels was demonstrated, using large, high capacity, flotation cells.

This paper presents sulfur isotope data obtained for the deposits and country rocks of the Bailadores and Aroa Mining District, Venezuela. The study is a part of an extensive geochemical investigation of the mineralized belts that has as their aim the elucidation of the genesis of ores. The Bailadores deposits are located at about 600 Km. west-southwest of Caracas, or about 10 Km. southeast of the Town of Bailadores, Merida State (Fig. 1). The mine concession is held by the Ministry of Mines and Hydrocarbons (De Lima I, De Lima II and La Cascade areas). In a straight distance the mine is about 90 Km. southwest of Merida, the capital of Mérida State. From Mérida to Bailadores, through La Victoria and Tovar, it takes 3 hour by car. From Bailadores to the mine site it is about 40 minutes by jeep. The Aroa deposits are located at 4 Km. east of Aroa Village, Yaracuy State, about 220 Km. west of Caracas. It is 83 Km. from San Felipe, the capital of Yaracuy State to the mine (Fig.2). The mine is about 600 m above sea level, situated on the northern foot of the E-W trending Andes. The topography of the mine are shows a mature stage and is somewhat rugged. As the climate is warm and humid, the area is thicky covered with jungle.

Hilltop Interceptor Contract G is one of the segments of the wastewater control system in the greater Cleveland area. The tunnel is a relief interceptor constructed by the Northeast Ohio Regional Sewer District to minimize combined sewer overflows in the Easterly Service Area. The design study identified the need for a 3.35 m (132 in) diameter, 3.35 km (11,000 ft)in-line storage conveyance tunnel to be constructed at depths of 30 to 70 m (100 to 230 ft).Six structures for access, future flow drop, work shafts and overflow control were required to complete the system. The interceptor reduced the design peak flow from 12.5 m3/s(285 mgd) to 6.1 m3/s (140 mgd) by detaining in line 22,800 m3 (six million gallons) of wastewater.

Namibia is known as water stressed country with a limited amount of fresh water. Therefore, the use of water is an important topic in the country’s development agenda. Water is a shared and finite resource, with high social, cultural, environmental and economic value. However, freshwater resources are under pressure from ore processing, industrialization, urbanization and the demands of a growing population. In Namibia, ore processing, coupled with the anticipated increase in water demand for human consumption and other uses, has created significant stress on the limited water resources of the country. This is critical in the mining industry as water remains typically the prime environmental medium (besides air) that is affected by mining activities. This study sought to investigate the strides made in water management in mining, especially in environmentally sensitive areas of Namibia. Most mining companies operate next or alongside farms, national parks and fishing areas. The overall objective of this research was to highlight the current practices in Namibia’s mineral industry operating in environmentally sensitive areas especially in areas where uranium is being mined and processed. The methodology consisted of comprehensive literature review, field visits to the case study areas, and comparative studies with best practices. This study shows that over a ten-year period, freshwater consumption was reduced by over 55% per tonne of milled ore in uranium mines, resulting in substantive financial savings as well as the delay in water augmentation through desalination. The strategies employed by the Namibian companies involve inclusive stakeholders’ engagement, recycling and reuse, and the minimization of water losses. The realization that the water challenge cannot be solved by any one party acting alone has been fundamental in ensuring environmental compliance within the mining industry in Namibia. Namibia’s industrial leaders have increasingly recognized that reducing the water footprint of mining activities must be one of the key performance indicators for management. The major finding of this study was that Namibia with its unique ecosystems, mineral reserves, and emerging industries can harness a wide range of resources both to improve the welfare of its citizens and to protect the integrity of its environment.

Introduction Typical dragline rigging includes several sets of ropes: hoist ropes, drag ropes, dump ropes and boom suspension ropes. The drag and hoist ropes contribute most to the dragline operating cost. Both work in very difficult conditions and wear out rapidly. As a result, frequent rope changes are required resulting in substantial cost and productive time loss. Although performance of rigging has a profound impact on dragline efficiency, there are no common, industry accepted standards related to its selection, operation and maintenance. Little information on the subject is available and the practice differs widely throughout the industry. The performance of drag and hoist ropes depends on: •rope construction that should closely match requirements of the specific application, rope operating conditions and its maintenance and • correct definition and application of the rope discard criteria so that full advantage of the rope can be taken without endangering safety of its operation. This paper reviews the present practice related to all these factors. Its findings are based on the wide survey of the present industrial practice. Field survey In total, 33 North American dragline applications were surveyed of which 17 were Bucyrus-Erie machines, 10 were Marion and six were Page (now P&H). Most of the draglines were stripping overburden in coal mines, but the survey also included some unique applications such as phosphate mining in Florida and oil sand mining in Alberta. Hoist drive power of the surveyed machines varied from 300 to 7775 kW (400 to 10,400 hp). Drag drives varied from 300 to 5815 kW (400 to 7800 hp). Boom lengths varied from 37 to 110 m (120 to 360 ft). Bucket sizes varied from 5 to 96 m3 (6 to 115 cu yd). The hoist and drag ropes installed on the surveyed machines were supplied by 10 rope manufacturers and differed widely in type and construction. Most common rope strand constructions included standard strands, Seale, Warrington, Warrington-Seale and Filler-Seale. Results of the survey [ ] Working conditions Working conditions of hoist and drag ropes are quite different. The first cope primarily with bending on rope drums, point sheaves and deflection sheaves, and with tension force imposed by the bucket and its load. The drag ropes are exposed to severe abrasion at the pit crest, and to severe bending and crushing at fairleads, all while coping with tension forces imposed by resistance of the bucket to dragging. Bending of drag ropes at house rollers and at rope drums is of minor importance for their performance. Differences in working conditions result in different wear patterns, which make it feasible to install discarded hoist ropes to further serve as drag ropes. The hoist ropes wear primarily due to fatigue breaks of wires, while the drag ropes are subject to severe abrasion of outside wires, rope deformation and internal wire-strand breaking. The last is often indicated by the reduction of rope diameter. The summary of working conditions for the surveyed draglines is shown in Table 1. For simplicity, Table 1 does not include the data on rope bending at the fairleads, nor at the deflection rollers and house rollers. Similarly, Table 1 does not include the data on drag rope bending (other than that on the rope drum), as its influence on rope life is insignificant in view of severe abrasion and internal wear taking place elsewhere. However, the safety factors of the dragline ropes are lower, which requires them to carry relatively large tension forces. The sulfur content of United States coal can be assessed by using a variety of approaches. The sulfur content may be expressed in terms of total sulfur in the coal, pounds of sulfur per million Btu, or sulfur remaining after reduction by coal preparation. In addition, the sulfur content may be applied to the demonstrated reserve base or to coal resource estimates. Unfortunately current data bases do not allow for an integrated assessment at the National level. Although classification of coal resources and reserves according to sulfur content is arbitrary, preferential production of low-sulfur reserves will positively skew the total sulfur of the remaining coal resource.

The consumption of grinding media forms a significant part of the operating cost of a mineral processing plant. An estimated half billion pounds of steel in the USA and over one billion pounds in the world are consumed each year in wet grinding alone. However, there is some conjecture as to the interacting roles of abrasion and corrosion. In order to provide a more complete picture of the conjoint action of abrasion and corrosion, marked ball tests were conducted on different grinding ball compositions in a laboratory ball mill and the metal losses were measured on varying the conditions, i.e., pH, PO2, in wet grinding a Cu-Ni gabbroic rock and compared with taconite grinding. Ball wear rates ere discussed with respect to ball composition and microstructure and the varying conditions used in the grinding tests.

A single four feet diameter cell, treating a Cu/Mo rougher concentrate, has been fully instrumented and linked to a Distributed Control System. This has enabled the writers to further understand the mechanics of operation of the cell, particularly that of the "TRANSITION ZONE". This is the volume between the feed port and the pulp-froth inter- face. The results have shown a need for the re-designing the control loops whereby the Transition Zone volume (or pulp level ) becomes the single most important control parameter to achieve the de- sired recovery. Air consumption, previously thought to have played this role, is now kept at precoalescence level s for maximum efficiency.

Thionocarbamate flotation reagents have enjoyed a niche position in the recovery of copper sulfides and activated sphalerites since their introduction in the mid 1950's (Harris, 1954). Thionocarbamates containing an allyl group (-CH2- CH=CH2), introduced recently Lewellyn, 1985; Nagaraj, 1988; Avotins, 1991), are used commercially as collectors for copper sulfides and activated sphalerite. Laboratory flotation tests and plant usage have demonstrated that allyl-containing thionocarbamate collectors exhibit certain unique properties that distinguish them from the corresponding dialkyl thionocarbamates. Spectroscopic (FTIR, XPS) and wettability studies of N-allyl iso-butyl thionocarbamate (AIBTC) and its saturated analog N-propyl iso-butyl thionocarbamate (NPIBTC) adsorbed on copper at pH 9 were performed in order to investigate whether there were any fundamental reasons for these differences. Flotation tests were carried out on chalcocite, copper ore and an activated sphalerite.

In our laboratory, a new detection system using smell detectors was developed to detect the spontaneous combustion of coal and the combustion of other materials used underground. Laboratory experiments were carried out on several kinds of coals, including South African coals, and machine oil, wood and rubber used in belt conveyers. The following results were obtained: 1) Spontaneous combustion of coal can be detected earlier by smell detectors than by conventional CO detection methods. 2) There were no differences in the results using different kinds of coal. 3) Combustion of other materials can also be detected earlier by this system than by conventional detectors for gas and smoke. 4) Use of this detection system enables one to discern the source of the combustion gases, whether it be coal, wood, oil or rubber.

The 1997 New Year’s Day Rogue River flood near Medford, Oregon, USA, entered historic channels, eroded a 150-foot-wide buffer, and captured an inactive gravel pond located within the channel migration zone. Channel redirection caused by pit captures threatened adjacent inactive gravel ponds. In response to this capture, a stakeholders group of concerned individuals and organizations was formed. This group ultimately developed a rehabilitation plan, which conformed to the Rogue River’s geomorphic trends. A two-dimensional model, FLO-2D, was used to evaluate channel splits, flood storage, backwater, and future conditions. Modeling results coupled with trend analysis were used to create a stable design where stream barbs, gravel redistribution, a channel outfall spillway, bendway weirs, bank reshaping, and revegetation were integrated into a single plan for a three-mile reach. The quick action by the stakeholders group averted further damage to the Rogue River system and surrounding environment. The project has preserved three miles of mainstem habitat, one mile of side channel habitat, and protected ten gravel ponds from pit capture.

"After nearly four decades of decline, the prevalence of coal workers’ pneumoconiosis (CWP, or black lung) in the United States has been on the rise since the mid-1990s (Laney et al., 2014; Laney et al., 2010; Suarthana et al., 2011; Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016). Particularly alarming is the number of cases of rapidly progressive disease such as progressive massive fibrosis (PMF) (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2016; Laney et al., 2017). A recent study by Laney et al. (2017) observed 192 U.S. coal miners participating in the Coal Workers’ Health Surveillance Program (CWHSP) who had been diagnosed with PMF since 2000. Of the 163 (85 percent) that had a normal radiograph on file to use as a baseline, 27 (17 percent) of these individuals had progressed from a normal radiograph to PMF diagnosis in less than 10 years. Moreover, 162 (84 percent) of the individuals in that study worked in Kentucky, West Virginia or Virginia, and 169 (88 percent) had only ever mined underground. Blackley et al. (2016) also reported on a group of 60 PMF cases that were discovered by a single black lung clinic in eastern Kentucky. Since seeking care at such clinics and participation in the CWHSP are voluntary, and could be influenced by a number of factors, there has been some concern that these reports may overestimate the degree of resurgence in severe disease (i.e., versus disease that was previously under-reported). Even so, they highlight a critical need to better understand the cause(s) of disease development and progression — such that effective interventions can be devised.The notable uptick in CWP and PMF rates among miners in central Appalachia has led to this region being called a hot spot for disease (Pollock et al., 2010; Antao et al., 2005; Blackley et al., 2014; Laney et al., 2017). While the geographic clustering has been well documented (Pollock et al., 2010; Antao et al., 2005; Wade et al., 2011; Wang et al., 2013), the root cause is still unknown. Leading hypotheses have focused on the relative amount of rock being cut along with coal in many central Appalachian mines, as there has been a tendency to mine increasingly thinner coal seams over the past couple of decades (Laney et al., 2010; Schatzel, 2009). This shift has likely been accompanied by changes in specific dust exposure factors, such as increased abundance of particularly harmful dust constituents (e.g., silica or silicates) or increased frequency of harmful exposures (e.g., due to work in more risky environments) (Pollock et al., 2010; Blackley et al., 2016; Cohen et al., 2016; Douglas et al., 1986)."

The Carbon Disclosure Project (the pre-eminent global initiative for institutional investor collaboration on climate change) groups the business risks (and opportunities) related to climate change into four categories: 1. Regulatory risks from tightening legislation (and opportunities for companies that can make the carbon market work for them), e.g. rising costs for carbon and energy-intensive processes. 2. Competitive risks & opportunities generated by a possible decline in customer demand for carbon/energy intensive products (and opportunities from a consequent rise in demand for efficient / low carbon products). 3. Reputational risks from perceived inaction on climate change (and benefits to those perceived to be ?solutions providers?). 4. Physical risks from changes to climatic patterns, e.g. asset damage from extreme weather events; project delays; water scarcity; resource risks as certain crops become no longer viable in certain areas and new supply chains become necessary; and potential human and socio-political impacts. All of these are already having repercussions for businesses in certain sectors and geographies. The understanding of specific impacts of climate change is still evolving but it is clear that climate change will have a material impact on the value of many businesses, either directly or indirectly. Many commentators and analysts consider that rising energy costs are likely to represent the most direct and immediate investment risk that climate change and the resulting regulatory responses will create for business in the near term. However, it is already possible to identify numerous examples of competitive and reputational risks and opportunities that are leading to significant value creation or destruction in business: the success of the Toyota Prius; the rush by the UK?s leading supermarket retailers to ?green? their brands; and the surging fortunes of companies involved in the manufacture of renewable energy generation equipment, are all manifestations of this trend. In addition, the potential physical impacts of climate change are also making themselves felt in certain sectors: an example is the Australian wine industry, suffering after an extreme and prolonged period of drought. THE PROJECT This paper describes a project undertaken for a multinational mining company to examine the physical risks from climate change across its international business operations. The study addressed 163 components of the business and included operating sites (mines, smelters, and refineries), key transport routes (road and rail) and port links. The inclusion of the transport networks and ports is extremely important; key transport routes (e.g. a key railway link) may often be impacted (e.g. by flooding) far more than individual sites due to their large geographic exposure and multiple potential failure points. Extreme weather events causing loss of life and major economic damage continue to be front page news. According to the World Meteorological Organization, January to July 2007 ?was marked by record weather extremes in many regions across the world.? Inevitably, the associated phenomena are starting to impact business and investments, not so much as deal breakers, but in changing the parameters of risk management and the approaches required to devise mitigation measures. EXAMPLES OF EXTREME WEATHER EVENTS No one event can be presented as directly attributable evidence of climate change, however climate change projections suggest that the frequency and severity of many extreme weather events can be expected to increase in a warming world. In August 2003, a heat wave struck Europe, with temperatures as high as 42°C (108°F). As summer temperatures in much of northern Europe rarely exceed 30°C (86°F), the area was unprepared for the disaster, and many thousands of deaths occurred. In August 2005, Hurricane Katrina caused catastrophic damage along the Gulf Coast of the United States, forcing the effective abandonment of south-eastern Louisiana (including New Orleans) for up to two months and damaging oil wells that resulted in increased oil prices. Katrina killed over 1,800 people and caused at least $75 billion in damages, making it one of the costliest natural disasters of all time. This was followed in September, by Hurricane Rita which left 119 people dead along the U.S. Gulf Coast, causing $9.4 billion in damage. In January 2006, hundreds of people were killed when Russia, Eastern Europe and Scandinavia experienced the coldest weather for decades. In summer 2007, dramatic floods in the south central region of England, UK left 350,000 people without drinking water and many without electricity. Transport infrastructure was severely disrupted; combined with floods which occurred earlier in the summer in Yorkshire (North England), the damage is estimated to total over £2 billion. ASSESSING RISKS FROM CLIMATE CHANGE To date, only a minority of companies have attempted to quantify the risks from climate change. However, investors are seeking greater disclosure of climate change related risks and opportunities and it is expected companies that can demonstrate they are prepared for climate change will attract higher market valuations. Climate Change Threats A variety of climate change threats were examined for their potential to have a potential measurable impact on the mining company?s business operations. Those considered most significant were included in the study and are shown in Table 1 (see Appendix A). Certain threats can be considered as being cyclical in nature and the future predictions may suggest a change in the frequency and severity of such events (e.g. storms/hurricanes, rainfall, drought). However other threats are associated with a gradual change over time (e.g. loss of glaciers, loss of permafrost, sea level rises). A slightly different approach is needed to address this differing nature of the threats, as described subsequently. Climatic Regions Much of the research and data associated with climate change is collected and reported on a regional basis. An example of the climate change impacts predicted for a number of climatic regions is shown in Table 2 (see Appendix A).

In a recent speech in Pittsburgh, Dr. George Keyworth, the President's Science Advisor, made a statement which I believe deserves our very careful consideration. Dr. Keyworth said that there is no energy crisis. The crisis, he explained, is simply that people refuse to accept the solution. The solution which Dr. Keyworth has in mind is increased utilization of our abundant supplies of solid fuels and, in particular, uranium. I share his view concerning the solution to our energy needs. The use of uranium fuel is a safe, clean, and dependable means to generate our electric power. It is time that we addressed the real energy crisis: the refusal to accept the nuclear solution. The reason for the refusal is not difficult to find. It is nihilistic thinking about risk. Under this thinking, we assume the worst possible case and act accordingly, simply because we cannot prove to a total certainty that nuclear energy is perfectly safe. If this absolutist approach were generally applied throughout our society, there is no doubt all of us would soon be sitting around our campfires fearfully holding the wild animals at bay with our trusty spears. Today I am here to enlist your support in reversing the regulatory trend that threatens the very extistence of the nuclear power industry. As distinguished scientists, engineers and businessmen, you can use your influence to help bring rational regulation to the industry. Our industry supports strong safety and environmental protection programs. We understand the need for and do not object to reasonable regulation. Many anti-pollution measures can be practical to implement, cost effective and highly successful in minimizing environmental impacts. However, it is a fact of life that in the field of health and safety regulation, the law of diminishing returns operates with a vengeance. Absolute or near-absolute safety is impossible and any attempt to achieve it is intolerably costly. Fixation on absolute safety is particularly acute in the regulation of the nuclear power industry. Government Agencies, overly anxious to allay the irrational fears of those opposed to nuclear power, are literally regulating the industry to death - exactly the result sought by the anti-nuclear groups. Dr. Robert L. DuPont wrote in a recent issue of [Business Week]: "The nuclear power industry has been virtually stopped in the U.S. [because of fear]. This is true despite the fact that for more than 20 years the commercial nuclear industry has operated under unprecedented public health scrutiny and that to date there have been no radiation-related injuries, let alone deaths, suffered by any member of the public."1 I believe a useful way to convey the nature of the problem faced by the nuclear industry is to review an example of [unreasonable] regulation. While the example relates to our domestic industry, I am certain there are similar situations in other countries. For the example I will use the Nuclear Regulatory Commission's recently issued regulations governing the stabilization of uranium mill tailings.2 These regulations, known as the Uranium Mill Licensing Requirements, specify, among other things, that radon emanation from uranium mill tailings be limited to no more than 2 pCi/m2-sec. First, one must understand that this standard will have virtually no impact on the total amount of radon to which the public is exposed. Radon emitted from even completely unstabilized tailings piles is a tiny fraction--much less than 1%--of the amount of radon released from natural soils in the United States.3 In fact, it is far outweighed by natural variations in the background flux. For example, changes in the level of the Great Salt Lake in recent years have had [eight times] as much effect on the amount of radon released into the Salt Lake City regional air than the annual release from the Vitro Mill tailings pile located in that city.4 Nevertheless, NRC claims that the standard is required to protect the public. The Commission admits, however, that there are no studies which establish that exposure to radon at the low levels associated with uranium mill tailings will result in any adverse health effects.5 In the absence of actual evidence, the Commission assumes that some such effects will occur on the basis of the linear, non-threshold model.6 Employing this model, NRC calculates that the maximum hypothetical risk for the average member of the population is only about 1 in 70,000,000 from the radon that would be emitted from [three times] the number of mills now in existence, even if the tailings produced through the year 2000 are left unstabilized.7 NRC has elsewhere explained that this level of risk would be equivalent to the risk posed by "a few puffs on a cigarette, a few sips of wine, driving the family car about 6 blocks, flying about 2 miles, canoeing for 3 seconds, or being a man age 60 for 11 seconds." This level of risk is [de minimis] in comparison to other risks commonly and readily incurred in our society.9 Moreover, even this remote risk is overstated. A group of prominent health physicists, including experts from the Department of Energy, The Environmental Protection Agency, Britain, Canada and Germany recently published a study indicating that the risk to the public per unit exposure to radon can be no greater than one-third that suggested by the Commission, and [may in fact be zero].l0 Regulators routinely rationalize the need for their regulations. For example, NRC attempts to justify the radon flux standard because it is necessary to reduce the risk to someone who builds a house on top of a tailings pile. This possibility, however, is totally unrealistic because the Mill Tailings Act requires that stabilized tailings be transferred to

There are many advantages to upgrading coal with dry jigging technology. The most obvious is the lack of process water, which eliminates the need for fines dewatering and slurry confinement. Dry jigging eliminates the clean coal moisture penalty associated with wet processing. Particulate emissions are virtually nonexistent due to inclusions of fabric dust collectors on all modern dry jig plants. Because of the environmentally friendly nature of dry jig plants, installation permits are often measured in days, not months. There has also been a fundamental advance in dry jigging efficiency. All of these advantages have renewed the coal industry’s interest in dry jigging. But air jigging is not right for every application. There are limitations due to particle size, particle shape, moisture and near gravity content. This article explores the evolution of dry jigging. It reviews parameters important for determining the suitability of dry jigging. It also compares historical performance data as measured by imperfection, against results from modern dry jigging technology. The article also presents data from modern dry jig installations.

Elemental sulfur deposits generally can be classified as either volcanogenic or biogenic. The latter can be divided into biosyngenetic and bioepigenetic deposits. Essentially all economically important sulfur deposits are bioepigenetic replacements of anhydrite or gypsum in basins containing evaporites and hydrocarbons. Anaerobic bacteria utilize the oxygen of sulfate ions to oxidize hydrocarbons to C02 and reduce the sulfate to H2S. Sulfur deposits are formed by concomitant and subsequent oxidation of the H2S. These bacterial systems can operate on enormous scales, producing deposits containing over 200 million tons of elemental sulfur. There are no known "old" sulfur deposits; almost all known deposits are younger than Miocene and most are still actively forming today. Therefore, it is probable that, with burial and time, sulfur deposits are converted to sulfide deposits. Perhaps more important, bacterial oxidation of hydrocarbons and resultant production and trapping of large quantities of H2S appears to be the logical explanation for the location of many important metal sulfide deposits such as the Mississippi Valley type lead and zinc deposits.

This study reports that routine mining activities could produce a high number of nanometer sized particles which have not been well characterized and may represent an unacknowledged exposure present in the mining environment. A preliminary survey of the particle emission from the feed-leg drilling activity was conducted in the excavations of an experimental mine. The level of particulate exposure was monitored by real time direct reading instruments include a NanoScan scanning mobility particle sizer (measurement range 10-420 nm) and an optical particle sizer (measurement range 0.3-10 μm). Particulate morphological and structural examination was conducted through transmission and scanning electron microscopy and x-ray dispersive analysis of samples collected by a thermophoretic sampler, and a novel nanoparticle sampler. The real time instrument data revealed high concentrations (> 3.5 x 106 particles/cm3) of ultrafine/nanoparticles generated from the drilling activity. Analysis of particle sampler specimens with energy-dispersive x-ray spectroscopy showed a large amount of submicron silica, spherical primary particles and agglomerated soot particles rich in carbon. Exposure to particles in the nanometer size from various sources within the mining environment may be associated with the poorly understood rise in respiratory and systemic disease among miners. INTRODUCTION Exposures to mine dust have been measured and evaluated for decades. Exposures to aerosolized dust such as coal or silica particles can cause lung and other diseases (1-7). One way that The Mine Safety and Health Administration (MSHA) characterizes inhalation exposures within the mining environment is through measuring the respirable dust mass concentration within the breathing zone of workers (8). Respirable particulate matter (RPM) is of great concern due to its ability to deposit in the alveolar region of the lungs (9-10) where it can affect respiratory function. Interventions championed by MSHA have greatly reduced the prevalence of coal workers pneumoconiosis (CWP) and progressive massive fibrosis (PMF). Although great progress has been made, the prevalence of CWP and PMF appears to be trending upwards and the measured increase in prevalence is not elucidated in RPM measurements (11-12). Though the presence and risk associated with ultrafine particles such as emission from diesel engine within the mining environment has been previously established (13-14). There is suspicion within the mining industry that this resurgence of lung disease may be due to very fine particulate matter from various source that is not properly characterized by current sampling methods. Nanometer sized particles, in the range of ultrafine particles, fall within the RPM size range and have been found to deposit in all regions of the respiratory tract (15). Nanoparticles are commonly accepted as particles that are greater than 1 nm in two or three dimensions but smaller than 100 nm (16). Once in the lungs, nanoparticles can enter the blood stream (17) and selectively affect other target organs such as the heart, liver, bone marrow, lymph nodes, spleen, and brain (15,18-19). The size of nanoparticles has been shown to correlate with their translocation behavior on secondary target organs (20-21). There is strong evidence that the clearance mechanisms used to rid the lungs of particulate matter are not as effective on nanometer sized particles, leading to a greater fraction of never-cleared particles which may enhance disease development (20). Research has demonstrated that nanometer sized particles have unique properties (22) whose adverse health impact is greater than what has been found with micrometer sized particles of the same type (23-26). The large ratio of surface area to mass compared to larger particles is believed to make nanoparticles a greater hazard. Stemming plugs are used as an accessory in drilling and blasting industry. They supplement conventional stemming material (i.e. drill cutting) with retention of gases in the drill hole that result in better fragmentation of rock and improved explosive utilization. Better fragmentation and explosive utilization along with economic benefits enhance efficacy of the project. Incorporation of stemming plugs in drilling and blasting industry is in exercise for about thirty years. The efficiency of stemming plugs is a key factor in their rising induction in mining industry. Different studies have been conducted on the economic viability of these plugs. The focus of this paper is the selection of stemming plugs for a bench blasting operation and the examination of blasting operation efficiency based on ergonomics and human factors. Three types of stemming plugs were evaluated during multiple blasts at a limestone quarry. Their performance was evaluated using split desktop software. Based on the human factors plastic molded stemming plug (stemming plug-1) was found to be the best among all selected plugs. INTRODUCTION Surface mines and quarrying operations heavily depend on bench blasting to achieve high volumetric targets and production demands. Use of explosives is the most economic method adopted for rock breakage and movement. Extensive research had been performed to enhance explosives energy utilization. This include changing the drilling pattern, application of air decks, stemming plugs, and use of other supportive devices. Optimization of explosive energy has been a major concern in those mines that rely on drilling and blasting operation to carry out main production. Due to continually increasing cost, efficient mining demands, and associated hazards of using explosives, it is necessary to utilize explosives at their best. Efficiency of a blasting operation is generally evaluated by the fragmentation size. From post blast conditions at blasting site to efficiency of processing plant, anything can be affected due to improper blast resulting in bad fragmentation. Better fragmentation is necessity for better operation of the system along with consideration of the safety of operation, environmental issues and related costs. For developing a blast design, an engineer should always attempt to minimize the cost of operation without compromising with acceptable technical and safety necessities [1]. Blast performance is dependent on many different factors associated with the process. These factors have been gauged as blast geometry, explosive specification, and rock mass properties [2]. Similarly, in 2013 Mohammad et al. concluded that fragmentation dynamics depends on blast hole diameter, primer, spacing, stemming, burden, and delay timing for blasting operation [1]. At the work site where this study was performed, blast holes were filled by drill cuttings and muds to help in confining gases. In a blast hole, gas confinement helps in better rock fragmentation along with reduced flyrocks. This practice is most common in many countries including Pakistan. Due to lack of homogenized particle size, the effectiveness of confinement is variable and majorly based on the size of stemming. Extremely small sized drill cuttings often result in hole blow out along with flyrocks from the collar. This improper blast energy will result in poor blast, bad impacts on environment, and reduced operational efficiency. In addition to the stemming material, the length of stemming is also a prime consideration. The decrease in stemming length will increase the quantity of explosive in the blast hole and an increase in stemming material generally improves stemming performance.
