In relating geology and mineral resources to the nongeologist engaged in planning and zoning, a major hurdle to overcome is often the concept of natural resources. Statements listing such "resources" generally include and often may he limited to such items as "open space", "buildings of historical value", "forest and wilderness areas", and "sites of natural beauty" but seldom mention minerals even where they are of significant economic importance to the area. Unfortunately, mention of mineral resources is often limited to statements calling for tight controls on mining to prevent "ravaging of the land". While, the concept of sequential use involving mining is sometimes acknowledged, it is frequently done in such a manner that this approach is discouraged. In the conflict for land between urban development, recreational open space and mineral extraction, far too often the mineral industry will be the loser. In Missouri, there have long been continuing requests for geologic and resource data for planning purposes from city and county government and from Federal agencies for inclusion in the various river basin studies and Soil Conservation Service projects. These reports vary in detail from concise statements of the geology of an area to rather lengthy reports on mineral and water resources, bed rock and engineering geology characteristics. In most cases, these reports as written were directed to a geologically-oriented reader. Our initial approach to presenting geologic data to the land-use planner was in the area of engineering geology with attempts to show the limitations that bedrock and soil conditions can place on development. Often geometallurgical models are prepared at various project stages from very few data and are assumed to be representative of very large tonnages. These may include recovery models; crushing and grinding parameters and models; models of concentrate grades; models of acid consumption; etc. These models commonly do not carry a measure of uncertainty or variability, and are taken at face value at the time of design and planning. This paper proposes a proactive approach to modelling variability, providing uncertainty estimates and thus allowing for risk analysis and mitigation of geometallurgical models. The variability model is built up by understanding the limitations of the pillars of a geometallurgical model: data uncertainty; geologic model uncertainty; domain definition uncertainty; and parameter estimation uncertainty. Of these factors, typically domain definition is the most significant contributor to geometallurgical model variability. First, the fundamental supports for these models are briefly discussed, with domain definition emphasized. Second, two methods for uncertainty modelling are proposed. The first, more applicable to conceptual or early-stage projects, is a simpler and more expedient alternative that provides initial assessments of variability. This is intended to aid management in decision-making related to budgeting, including further sampling and testing. The second, a block-by-block approach that allows a detailed assessment of risk for specific designs and mine plans, thus providing further opportunities for mitigation. In the example provided, emphasis is placed in communicating this variability to both management and technical personnel in the form of “measured-indicated-inferred” indicators and also block-by-block confidence intervals.

In the present study, the use of horse residue as an alternative reducing agent in the roasting of a low-grade goethite ore containing 17.60% Fe was investigated. Additional roasting experiments were carried out with corn starch and without reducing agent for comparison. Each roasted product was characterized using X-ray diffraction (XRD) and magnetic hysteresis (MH) loops analyses. The optimum roasting conditions (roasting temperature [400, 500, and 600 °C], reducing agent/ore ratio [0.04, 0.08, and 0.12], and roasting time [10, 20, and 30 min]) were investigated based on the Taguchi approach. The magnetic susceptibilities of the roasted sample with the addition of reducing agents were higher compared to that of the roasted sample in the absence of reducing agent. Experimental findings indicate that the horse residue can be used as the reducing agent. Finally, an iron ore concentrate assaying a Fe grade of 62.12% with a recovery of 56.93% was prepared using wet magnetic separation at a magnetic intensity of 0.5 T from the ore roasted under the following roasting conditions: roasting temperature of 500 °C, reducing agent/ sample ratio of 0.08, and roasting time of 30 min.

Investigation of the costs of industrial accidents dates back to the 1920s. The Bureau of Mines was one of the pioneers in accident cost investigation with numerous studies published between 1928 and 1933. The bulk of these early investigations dealt only with costs which appeared as payouts on company books; that is, the direct cost of insurance premiums and the costs of medical expenses which resulted from industrial accidents. These early investigations, especially the Bureau's study of accident costs in Pennsylvania and Indiana coal mines provided the first real evidence that promotion of industrial safety pays back in dollars as well as in human life and wellbeing. In the 30s and 40s, investigations began to accumulate evidence that industrial accidents impacted more than just the direct operating expenses of a company (i.e., higher insurance premiums). The work of Heinrich pioneered these investigations, and produced strong evidence that the un¬insured costs of accidents far outweighed those costs covered by insurance. Heinrich developed and published a ratio of insured to uninsured costs of 1.4. Despite his cautionary statements about blanket application of this ratio it is used even today to estimate total costs of accidents. Simonds, in the late 40s and early 50s, extended the definitions of uninsured or indirect accident costs and developed what is now regarded as the principal method for estimating the total economic impact of industrial accidents. Simonds' method served as the basis for development of the logic of the Accident Cost Indicator Model (ACIM). However, several departures from Simonds' method were made to satisfy certain requirements imposed by the Bureau of Mines, and because information gathered during the course of our investigation justified a departure. Federal and State sulfur oxide emission and ambient air quality regulations have been implemented to fulfill the requirements of the Federal Clean Air Act Amendments of 1970. Primary and secondary air quality standards have been established at levels considered necessary to assure the protection of the health and welfare of the public. Standards of performance under this Act have been established to control the rate of sulfur oxide emissions from individual sources so as to protect and to improve the quality of the Nation's air. The new source standards of performance were made rigorous for large coal burning stationary sources. This has had a severe impact on the electric utilities that operate the coal fired steam electric plants which are the largest consumers of the Nation's coal production. States have taken different approaches in State Implementation Plans (SIPS) as approved by the Federal Environmental Protection Agency. Some states, such as Pennsylvania, have chosen to permit moderate SO2 emission rates from existing sources which are not in critical air basins. All are required to meet primary and secondary air quality standards and to limit sulfur oxide emissions from new large stationary sources to a minimum of 1.2 LBS of S02/MMBTU fired. This re- quires a fuel sulfur percentage of about 0.7 for a 12,000 BTU/lb coal. In an effort to develop strategies and technologies to conform to performance standards while continuing and hopefully expanding the utilization of the Nation's coal supply, the electric utilities, the Federal and State regulatory agencies, and other industries and government agencies are considering several alternatives. 1. Natural low sulfur coal 2. Flue gas desulfurization - (FGD) non-regenerative and regenerative 3. Coal gasification 4. Liquefaction and solvent refined coal 5. Fluidized bed combustion 6. Chemical coal cleaning 7. Physical coal cleaning Of these options, only the first and the last can be considered to be widely used in full commercial practice at this time. FGD has certainly demonstrated technical and operating feasibility and is close to being in full commercial practice but it remains to be seen if the large systems under construction are economically and environmentally optimum.

Large scale grinding mills can reduce both capital and operating costs for concentrators. These mills can be effectively used, but they must be free from design and manufacturing deficiencies if they are to reach their full potential and avoid costly downtime. This paper presents the evolution of today's complex grinding mill specifications and discusses the most important items to look for when buying new equipment. It emphasizes the need to monitor specification requirements during design and manufacture. It also discusses the growing trend to have grinding mills fabricated in overseas plants, and the importance of recognizing this when preparing specifications.

Bench scale and pilot plant research was conducted using dolomites (CaO,MgO) lime as the basic additive in the preparation of self-fluxed pellets from a typical magnetic taconite concentrate (5.57 S_2). The specific objective of this investigation was to ascertain the viability of the magnesia lime pellets in high temperature oxidizing and reducing atmospheres. Pellet basicity and induration temperature were major parameters affecting fired pellet quality; temperatures ranging from 1,200° to 1,250" C appeared to be the most favorable for production of self-fluxed pellets with basesities (B) above 1.0. Comparison of the mechani¬cal and metallurgical properties of regular (acid) and self-fluxed pellets (B 1.55) produced under similar conditions in a modified grate pelletizing machine showed that the self-fluxed pellets were more resistant to abrasion and to high and low temperature reduction disintegration, an important consideration in commercial application. The Plus 3 mesh Linder index increased from 68 percent (regular pellets) to over 90 percent (self-fluxed pellets). The reducibility and swelling indices of the self-fluxed pellets were found to be comparable to the regular pellets.

In metallurgical applications, coal fulfills dual roles as a chemical feed stock and as a fuel source. These applications range from cokemaking, ironrnaking (including pulverized coal injection), foundry, basic oxygen furnace / electric arc furnace coal additions, direct ironrnaking, Corex, and the futuristic direct steelmaking. In all steelmaking related processes, chemical reactions are simultaneously temperature and chemical dependent. Therefore, coals used in these processes must consistently comply with specific quality parameters in order to promote efficient operations. This paper limits discussion of Metallurgical Coal Quality to cokemaking and ironmaking applications. Its purpose is to present the customer's perspective on the control of critical coal and coke properties.

Bong Mining Company/Liberia provides the rare opportunity to compare two generations of grate kiln pelletizing plants operating on the same magnetite/hematite ore basis. In this paper advantages and drawbacks are compared: mechanical aspects, energy-savings, pellet quality. Plant I with up- and down-draft drying gas flow. Plant II runs only on down draft drying and incorporates a heat-recoup system. Ferteco Mineracao/Brazil operates a Lurgi straight grate plant since 1977 on hematitic pelletfeed. Energy-political situation and char- coal as energy source in Brazil are reflected also in the search for alternative fuels for pelletizing. First measures and results are reported as well as intended further steps towards a 100 % oil replacement.

Rapid growth and acceptance of engineered materials have changed the way we live. We have come to expect improved performance at less cost. At the same time, our awareness of societal and environmental issues created by these materials during and after their lifetime has been heightened. As a result, material lifecycle analysis is receiving considerable attention. Material lifecycle analysis evaluates the cost/effective tradeoffs at each stage of a material's life: feedstock, fabrication, performance, recycle, and disposal. The U.S. Bureau of Mines investigates a material's lifecycle using technical cost models augmented with decision and impact analyses. Results of these studies are useful in gaining a better understanding of current material selections and illustrating the multifaceted issues associated with engineered materials in today's society.

Diesel particulate matter (DPM) has been shown to contribute to various adverse health effects on underground miners. In order to reduce worker exposures, it is critical to measure the levels of DPM in the active work settings and in real time. However, the 5040 method, developed by the National Institute for Occupational Safety and Health (NIOSH), which quantifies the mass of elemental carbon (EC) and organic carbon (OC) in the samples, is based on full-shift samples, and can take days or even weeks for results. Use of real-time monitors could significantly reduce the risk of DPM exposure to miners, and available monitors have been shown to quantify DPM, mainly using the EC and other surrogates. The NIOSH Spokane Mining Research Division is conducting research aimed at developing a field-portable DPM monitor that is able to quantify both EC and OC. One part of this work is to understand the effect of OC on currently available real-time DPM monitors. This paper will present the results from experiments that were designed to observe the effect of OC on real time monitors and compare the results with the NIOSH 5040 method. BACKGROUND Diesel engines remain ubiquitous in mining environments and, as such, are one of the primary sources of ultrafine- and nano-aerosols in the mining environment in the form of diesel particulate matter (DPM). As a result of their small size, DPM has longer residence times in a mine atmosphere than the typically larger mechanically generated dust [1]. In addition, the small size enables DPM to penetrate deeply into the respiratory system [1], and exposure to DPM has been shown to contribute to various adverse health outcomes of the pulmonary system [2] and cardiovascular system [3]. Diesel exhaust has been classified as a carcinogen to humans (Group 1) by the International Agency for Research on Cancer [4]. Due to mounting concern about adverse health outcomes, extensive efforts are being made to reduce workers’ exposure to DPM, with the high exposures that often occur in underground mines being of particular concern [5]. New technologies are being developed to reduce engine emissions and thereby airborne DPM levels, including advanced engine technologies, a host of aftertreatment systems [6], and a variety of alternative fuels. The latter have been shown to markedly decrease respirable DPM and other hazardous components of diesel emissions from mining vehicles [7], yet high exposures persist, especially in underground mines [8]. In order to reduce worker exposures, it is critical to measure the levels of DPM in active work settings. In mine settings, exposures to DPM are measured by collecting air samples on filters (usually full-shift samples) and sending them to a lab for analysis using the Mine Safety and Health Administration (MSHA) P13 method, a variant of the National Institute for Occupational Safety and Health (NIOSH) 5040 method. The 5040 method is designed to quantify the mass of elemental carbon (EC) and organic carbon (OC) on the samples [9], which is then used to determine the concentration in the sampled air. MSHA has set a limit for exposure, which is based on the concentration of total carbon (TC), or the sum of both EC and OC. The allowable TC in the air (time-weighted average over the shift) is 160 μg/m3 of TC [10].

Dawsonite bearing oil shale of Colorado's Green River Formation offers a unique and vast (6.5 billion tons of Al2O3) resource of easily extractable alumina. The processing methods required by the thermal reactions dawsonite and its oil shale carrier also require production of shale oil, soda ash, and nahcolite as marketable coproducts. These production methods are presented. The alumina production process is contrasted with the Bayer process to describe technical advantages of extraction of alumina from oil shale which may offset the problems associated with processing a relatively lean ore. While alumina production from oil shale requires development of new technology, the technical problems appear solvable. Only the political problems arising from the now onerous and completely unnecessary Federal oil-shale withdrawal appear less solvable.

Underground mine fires remain a concern for mine operators, posing a health and safety risk to mineworkers. In the last decade, the number of mine fires has decreased significantly; however, dealing with an unknown fire in underground mines can be a challenging task, which could lead to a hazardous condition for miners during an evacuation and rescue operation. A timely detection of a mine fire and monitoring its characteristics, namely size and location, are of great importance in reducing the risk of mine fire injuries. A new improved fire location algorithm has been developed and integrated into an Atmospheric Monitoring System (AMS) program by researchers from the National Institute for Occupational Safety and Health (NIOSH). This paper describes the new fire location model and presents the results of verification fire tests conducted at the Safety Research Coal Mine (SRCM) facility of the Pittsburgh Mining Research Division (PMRD) using the collected AMS data. NIOSH is endeavoring to develop workplace solutions to improve detection of and reduce the risk of hazardous conditions in mines. The results demonstrate successful application of the improved fire location model and provide a useful tool for solving the problem of unknown fire location and reducing the risk of hazardous conditions.

A number of previous publications have attempted to provide the practicing ventilation engineer with simple guidelines on the optimal velocity to be used in mine openings. Some of these velocities were meant to be used in metal mining operations and some were meant for coal mining. A careful review of these publications reveals that the optimal velocities were determined based upon assumptions that are not existent today. As a result, they are not suitable for use in a modern coal mine. This paper takes a new look at this problem and determines a statistical relationship for optimal velocity that can be applied under both current and future conditions. The analysis performed here is based upon the determination of the optimal velocity for coal mine entries under variations in power cost, mining cost differential, airway friction factor, time value of money, airway lifespan, and quantity of air carried. A total of 8400 different conditions were analyzed for optimal velocity using computer calculation of the capital and operating cost values. Using the individual values of the optimal velocity derived in the calculations, a linear regression equation was fitted to the data to relate the optimal velocity to the other six variables outlined above. This regression relationship allows the ventilation engineer to make an easy, rapid determination of the optimal velocity.

The 30th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 1, 2012. Each year, one living inductee, two recipients of Medals of Merit and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

A high-pressure laboratory elution rig was commissioned to simulate industrial Zadra and AARL elution conditions for the stripping of gold, silver and mercury from loaded activated carbon. It was found that cyanide was essential for the efficient elution of both mercury and silver, while gold was found to elute most effectively in hot, low-ionic strength solutions. Therefore, the standard AARL-type elution, which implements a cyanide soak and water elution, results in a lower recovery of mercury and silver from the carbon. No single set of conditions was found whereby gold, silver and mercury can all be effectively eluted in a single step. However, sequential elution conditions can efficiently recover all metals and provide a potential approach for separating these metals.

Diesel powered underground mining equipment is presently the most productive, safest and efficient equipment used in underground mining operations. The widespread application of this equipment to underground mining is restricted, however, largely because of the difficulty of controlling the diesel engine exhaust emissions. This paper briefly examines control devices currently available for underground application, and also discusses the theory and mechanics of controlling diesel missions with particulate traps and filters.

"Recent regulations, as well as a general aversion to central dust collectors within the Powder River Basin Coal user’s community, have created a need for an alternate method for eliminating airborne dust. This paper addresses the capital expenditure as well as the cost of ownership of an integrated point source air cleaning system in comparison to a central collection system. This assessment was conducted by comparing the cost to purchase and operate a central dust collection system and integrated air cleaner system on a typical multiple transfer point application. The central dust collector consists of a negative pressure blower, a series of filter bags, a collection hopper, a screw conveyor to place collected material back into the material stream, and a series of ducts to pull air and dust from individual pickup points. The point specific integrated air cleaners consists of a negative pressure blower to pull dust and air from an application point through a bag-less filter media located at the application point. The agglomerated material is then redeposited into the material stream at point of use without the need for ducting or a central material hopper. The assessment yielded a 54% reduction in capital expenditure and a 26% reduction in operating costs for the same application when using individual dust filters as opposed to a central system. In addition to the lowered cost, there are reductions in risk associated with the elimination of ductwork and the central containment enclosure for collected explosive dust. By the conclusion of this paper, the reader will have a better understanding of the quantifiable differences between a central dust collection system and a set integrated air cleaner systems. BACKGROUND Spillage has always been a problem in the bulk solids handling industry. As long as there have been conveyors, there has been spillage. Spillage is material that falls off a conveyor belt and creates a hazard in the environment around a conveyor belt."

In spite of distractions from glam-our areas (ground control, computers, etc.), excavating and bulk handling in mining remains paramount but is now undergoing dramatic advances. The massive intervention of mining and civil engineers as "engineer-users" into the tight, exclusive, and specialized bond between the equipment operator ("operator-users") and the manufacturer (mechanical engineers "and sales "reps") has now occurred. Three developments have accelerated this: 1) larger, more costly, complex, specialized, and innovative equipment; 2) a more profound understanding of the equipment, operations, and working conditions (encumbered space); and 3) a concurrent thrust into "high-tech," (automatic and remote controls, sensors, automation, artificial intelligence, and even robotics) and human factors (workload intensity, work-station design). This has produced a well-defined professional discipline, including construction and even military engineering. The mine plant, and to a lesser extent, the mine face, is now being monitored. Equipment conferences, journals, and centers at universities and agencies have multi-plied. The discipline's impact on future mining now becomes more apparent.

Effective mine operation demands that the right people have the right information at the right time. Caterpillar's Mining and Earthmoving Technology System (METS) meets this demand by providing "real-time" information transfer between the mine offices and machines equipped with the Caterpillar Computer Aided Earthmoving System (CAES). Transfers of mine plans from the mine planning software to CAES-equipped machines give operators access to current mine plans within minutes of their creation. Additionally, office personnel have access to a current digital terrain model (DTM) of the mine site as it is updated in "real-time" by CAES-equipped machines. METS provides mine personnel in operations, planning, and management the information they need when they need it.
